Letter from The President June 2017, Midway through the year and we are looking good!! Here are a few highlights: The kick-off event for Forty Below was well attended and proved to be a success! If you are in Peace Plaza Downtown check out the Locks of Compassion. Our newly formed group of Young Professionals built the fence which will hold the locks (locks purchased will raise funds for local refugees through Catholic Charities). You can purchase your own lock to decorate during Thursday’s on 1st and 3rd. New memberships are tracking with an upwards swing; we may hit 500 before the end of 2017!! Let’s see if we can do it! The Golf Outing once again was a success, thank you to all who participated! The opening of the expansion of the Civic Center was equated with fantastic Home Show booth sales. If you haven’t exhibited in the past, are new to the association, or have just taken a few years “off ”, 2018 would be a great year to exhibit. Look for more information in the coming months about a potential “partnership” or somewhat of a “Foreign Exchange” with German tradesman coming to Rochester … it seems to be a win-win for the association so stay tuned as to how you may be able to participate. Well I hate to say it but summer will be over before we know it. But then it is Fall Showcase and Remodelers Home Tour as well as Sporting Clay Shoot time - always a nice way to welcome the cooler weather.

Knutson Construction Announces the Addition of Two New Team Members to Their Rochester Market ROCHESTER, MN, May 30, 2017 — Knutson Construction, a leading builder in the Rochester area, announces the addition of two new team members. Jason Steinke joins Knutson Construction as a general superintendent where he will work closely with the Minneapolis and Rochester operations team to oversee projects from acquisition through completion. Steinke has more than 15 years of experience and will continue to work in his specialized area of healthcare projects for Knutson starting with the Marshfield Clinic project in Eau Claire, WI. Brock Erickson joins Knutson Construction as a project engineer with a Bachelor’s Degree in Construction Management from the University of Wisconsin-Stout. Brock has interned for Knutson the past three summers assisting on the Rochester Fire Station #2, Mayo Civic Convention Center expansion, Whitewater State Park expansion, and most recently two indoor air quality projects for the Rochester Independent School District. Brock will be working on the Byron Middle School Indoor Air Quality project and with close-out on the Mayo Clinic 41st St Professional Building Core & Shell and Plummer Projects. “We are pleased to announce these additions to our Rochester office,” stated Tom Leimer, vice president and general manager. “Brock is a great example of Knutson’s commitment to developing future employees via our internship program, and welcoming them to the team after graduation.” Knutson Construction provides customers with preconstruction, design-build, general contracting and construction management services. This growth management technique consists of defining buildable areas, density restrictions or requirements, height restrictions and comparatively slow review processes, among other guidelines. Historically, land use and housing constraints have been viewed as a local issue with local effects. However, recent evidence shows that housing supply constraints should not be just a localize matter but rather canopied over the state and country. Using a robust set of data, University of Chicago and Berkeley professors Hsieh and Moretti recently concluded that displaced labor due to housing constraints results in lowered aggregate GDP growth by more than 50%. In summary, strict zoning laws result in high housing demand and prices, a lack of housing options, misplaced labor allocation and lower tax base, which in turn directly hinders the economy. This is the same outcome of a tariff, quota, export restraint, or other trade barrier. Let’s use an

example. The demand for units in a new apartment building may be 130. However, due to zoning, the discretionary review process and consequently additional expenses the developer can only build 100 units – which is essentially a quota of 100 units. Hence, you have 130 households vying for 100 units. Demand is high, prices go up, tax base, disposable income and welfare decreases, dead weight loss occurs and labor migration becomes unviable.
Housing constraints have proved a major impediment for labor migration, especially in high demand cities where the Wharton Index – a tool for measuring land use regulations – is also the highest. Hsieh and Moretti suggest state or federal governments setting parameters for municipalities in establishing land use patterns. The Economic Forecast for the Second Half of 2017: Decent but Nothing Remarkable ++++++++++++ Elliot Eisenberg, Ph.D. + + + + + + + + + + + + + + + Although GDP growth slowed again in Q1, as has been the case for the past few years, the economic recovery that began in July 2009 remains intact. The poor performance of the US economy from January through March was almost expected as Q1 growth has been consistently weak in recent years, with the incoming employment, manufacturing, and service sector data all pointing to a modest economic pickup. GDP growth the rest of the year should average 2.50%, with growth in Q2 above 3.00% as the economy rebounds from a tough Q1. The combination of continued employment growth and an improving global economy suggest that 2017 will probably improve as it progresses. So far, 2017’s biggest surprise has been the very limited progress the Republicans have made on their legislative agenda, which includes increased defense spending, the repeal of Obamacare, tax reform, deregulation, increased infrastructure spending and more. Had some of these proposals already become law, the economy would be growing somewhat faster than it is. And, it is quite possible that by year’s end President Trump will sign some of his agenda into law. That said, outside of agriculture which is very weak, mining which is struggling, and auto sales which are high but slowing, the rest of the economy is OK. The labor market continues to strengthen, and job creation, while down slightly from last year, remains surprisingly strong. At this rate, there will be little if any slack in the labor market 12 months from now. As for housing, after a strong 2016, it is slowing, albeit slightly. Looking first at existing homes, a lack of inventory is severely constraining sales. Simply put, there are not enough homes for sale. Despite that, existing home sales should rise by 3% this year while home prices should rise by a strong 6% nationally, with house price appreciation of closer to 10% in the West. New home construction activity should rise by about 5.5% in 2017, with single family activity rising by 8%, and multifamily starts remaining unchanged. Ideally, starts would rise by much more, and in the process put downward pressure on house price appreciation. However, rising labor and input costs, increasingly strict building codes, aging-in-place, and most importantly, restrictive local land use policies, make building entry-level houses virtually impossible. As a result, new homes are relatively expensive and activity is subdued. Looking at inflation, it remains benign and has been declining the last several months but should rise slightly as the year progresses. Oil prices are very much range-bound between $45/bbl and $55/bbl because of both OPEC and US fracking activity, and are, as a result, unlikely to add to inflation. While the unemployment rate continues to fall, and labor shortages become increasingly widespread, wage growth also remains subdued. These weak inflationary pressures are giving the Fed the ability to raise rates more slowly than would normally be the case. This, in turn, is causing the dollar to weaken, which should boost exports. Given this weak inflationary environment, expect the Fed to raise rates by one-quarter-of-one-percent this month and by an equal amount in September or December. Long-term rates bottomed late last year and 10-yr treasuries will end the year at about 2.45% as the economy modestly strengthens. In short, the economy continues to grow slowly. Short-term interest rates are likely to continue to rise gradually, and residential construction activity looks to continue to strengthen sluggishly. Most critically, continued job creation will keep consumer spending up, passage of key Republican legislation could boost growth late in the year, and the likelihood of a recession during the next six months is close to zero. More Than 800 Builders Discuss Housing Issues in Hill Visits More than 800 builders from across the nation marched on Capitol Hill today for the annual National Association of Home Builders (NAHB) Legislative Conference to call on Congress to make housing and homeownership a national priority and to support policies that will keep the housing recovery moving forward. “Today, builders from coastto-coast are sending a loud and clear message to members of Congress that a strong housing market is critical to spur job growth and create a vibrant, dynamic economy,” said NAHB Chairman Granger MacDonald, a home builder and developer from Kerrville, Texas. In more than 250 individual meetings with their representatives and senators, builders asked lawmakers to make progress on 18

several key housing issues, including:

Roskam added that House Republicans are working on a tax reform blueprint that would generate economic growth, simplify the tax code, stop erosion of the U.S. tax base so that it is no longer more attractive for U.S. corporations to go overseas, and provide permanency to the tax code to deliver certainty to the business community.
