1.0 Introductions 1.1 General Introduction
W
elcome to this our first published version of the 2013 Roger Albert Clark Rally event guide. Subsequent updates will also be available via our main website at www.rogeralbertclarkrally.org.
This event guide has been created to assist all competitors, officials, spectators with their planning for the 10th anniversary Roger Albert Clark Rally 2013. It has been designed to give all prospective participants an overview of all the individual events, which make up the Roger Albert Clark Rally 2013. Additionally it will give information, which is not contained within the various supplementary regulations, although it is advised that this guide is read in conjunction with these supplementary regulations. It should assist with planning travel to and from the event, on event accommodation, route information and details of facilities at our headquarters locations. In 2013, the Roger Albert Clark Rally will comprise of; Roger Albert Clark Rally [Historic]: National “A” permit event which is our premier event consisting of historic entrants across the spectrum of historic cars. This event will be run across 3 days, starting at Pickering in North Yorkshire on Friday 8th November and finishing in Carlisle on Sunday 10th November Roger Albert Clark Rally [Open]: National “A” permit event for all vehicles not covered by historic regulations. This rally runs to exactly the same format and over the same route as the historic event. Peregrine Print Night Rally: This national “B” permit event will run over the Friday special stages in the Yorkshire forests. The start and finish of this event will be at Adderstone Field [Dalby] and will offer 33 miles of premier forest stages for only £250. This year the rally will run ahead of the main field of the Roger Albert Clark Rally. The Roger Albert Clark Clubman’s Rally: This national “B” rally will be run behind the main field of competitors as they reach Scotland. This has been a very successful event in the past and we hope to attract a good entry again this year. With 37 miles of prime Scottish Forest and 5 special stages, this rally will test competitors to the maximum. It will start at Kershope Forest and finish at our remote headquarters in Hawick, thus reducing the road mileage for competitors. Entry is £375 or a 3 car team entry for £1000 The Return Challenge: Also a national “B” rally this event will start at our remote headquarters in Hawick and finish at the stop line of the last special stage, Kershope, thus reducing the road mileage for competitors. A route of 36 special stage miles for only £375 or a 3 car team entry for £1000 for only 38 road miles is a tempting offer. Finally please remember that this document is meant as a guide only and that details contained herein are correct at the time of publication. n behalf of the Roger Albert Clark Rally Motor Club and De Lacy Motor Club I have the greatest of pleasure in welcoming you to this year’s Roger Albert Clark Rally. Whether you are a prospective competitor, official, spectator or a media representative, I am very pleased to invite you to join with us. I want to take this opportunity to mention our main commercial partners and thank them for their continuing support. Therefore I would like to give my thanks to, Carlisle City Council, VK Energy, Peregrine Printing, Dunlop and Pirelli, along with all our logistics suppliers, Lookers of Sheffield, TH White [Royal Wooton Bassett], Aireshelta, and Swift Motor Caravans. I am also grateful to all the landowners and public bodies along the route without whose help this rally would ever happen at all. It makes me very proud that this event, which had quite humble beginnings back in 2004 at Sheffield, has now grown into such a firm favourite amongst competitors. I and my team are honoured by the fact that Motorsport News recently referred to the Roger Albert Clark Rally as “a true classic�. I hope that with this our 10th anniversary rally I can hold onto that title. We will once again start in Yorkshire from the refurbished Pickering Exhibition and Leisure Village formally known as the Showground. The owners of the venue have a number of major improvements for this year, which will include new toilet facilities, a bar area with integrated services and a much improved ground surface and road infrastructure. This should make the scrutineering and start area experience much better for all concerned. Once again I have kept the event to three days to make it more cost effective for you the competitor. I maintain my promise to you, that the reduction in road mileage will have no effect on the competitive nature of this endurance event. For example on Friday evening alone, there are over 30 miles of special stages in the Dalby Forest complex. I am excited about the 10th anniversary and I hope that you will be also. There are a few surprises for our route this year with a number of new stages as I always try to do. Additionally as I have already said, I have increased the night-time forest mileage on Friday evening. This will be a formidable start to the three day event and will provide a fantastic spectacle and no doubt will continue to throw up surprises as it has in the past. Saturday sees the return of Duncombe Park at Helmsley, which was such a hit with competitors last year. A visit to Croft Racing Circuit before lunchtime on Saturday will be thrilling for spectators and crews alike. We will then be heading northwards into the darkness of the fringes of Kielder before our overnight halt at H&H Borderway Mart off junction 43 of the M6 once again, which offers 100% hard standing. Sunday promises to be vastly different to years gone by. Our remote headquarters will be the border town of Hawick, complete with hard standing service. The move away from Dumfries has allowed me to venture closer to the Scottish stages. This will be a tough final day before we return for our traditional ceremonial finish which this year will be closer to the last stage, in the pretty town of Brampton. I hope that you find this guide useful when planning your Roger Albert Clark Rally. For those of you returning I look forward to reacquainting our friendship and for those of you joining us for the first time I look forward to meeting you. 2.1 Event Detail – Roger Albert Clark Rally [Overview] 2.1 Event Overview
O
nce again the Roger Albert Clark Rally will be following a familiar format. That is, it will start in Yorkshire then during the following few days it will travel through County Durham, Northumbria, and the Borders of Scotland before finishing close to Carlisle City Centre, in Brampton. As always this rally will be a thorough test of ability, stamina and endurance across, what is for this year, three days. Will this year see a successful back to back win or will the Roger Albert Clark Rally see yet another new winner, there are plenty of drivers out there with the credentials to do this. The total mileage [kilometres] for this year’s event is: Stage Mileage: - 160 [257km] Road Mileage: - 312[512km] Friday: -The rally will be based at the Ryedale Exhibition and Leisure Village formally known as Pickering Showground for the Friday and early part of Saturday. The event is scheduled to commence at 17:30 and will plunge into darkness with approximately 30 miles, split over six special stages in the Dalby Forest complex. For 2013 there is remote service as last year to reduce road mileage between the stages and the Rally Headquarters in Pickering. Saturday: - With a later start at 08:46, Saturday will be a busy day with only the Duncombe Park spectator stage being run twice, before an early run north to Croft before lunchtime. Hamsterley Pundershaw and Hopehouse follow before the overnight halt much earlier than normal with an ETA at Carlisle of 17:55. H&H Borderway Mart and Exhibition Centre, situated just off junction 43 of the M6 Motorway will once again host our HQ and central service area, offering substantial hard standing. Sunday: - Is a busy day with some 78 miles [125kms] of forest special stages in Kershope, Newcastleton, Florida [NEW], Riccarton [NEW] and Craik. Our remote headquarters in Hawick will provide hard standing for service and allows the rally to venture into the Tweed Valley for the first time. Finish: - After a gruelling day in the stages of the Scottish Borders, the final time control and ceremonial finish will be in the Market Place of the pretty town of Brampton. Situated only 10miles from Carlisle City Centre this year’s finish is more easily accessible to traffic. Prizegiving: -The prizegiving for the Roger Albert Clark Rally 2013 will be held at the Exhibition Centre at junction 43 of the M6 motorway. This is scheduled for approximately 19:00, but is always subject to change, due to the exigencies of the event. un on the Sunday of the Roger Albert Clark Rally, this compact event has now become a firm favourite amongst club competitors in Scotland and the North of England. With a compact route and a low road mileage, costs are kept to a minimum.
Starting from the start of the first of the Sunday special stages and finishing at our remote Headquarters situated within the Hawick Service area, competitors will tackle the same Sunday stages as the main event. Duration:

4.0 Yorkshire HQ – Pickering Exhibition & Leisure Village 4.1 Ryedale Exhibition & Leisure Village and Pickering Town Centre
T
his year the Roger Albert Clark Rally will be returning to the North Yorkshire town of Pickering. The Pickering Exhibition & Leisure will once again be home headquarters for Friday and the first part of Saturday.
Extensive work on the site has been completed by the owners, to transform the building and the grounds, to make the facilities more suitable for our requirements. In particular the ground used for the service park has been improved with the addition of “hardcore” and the building where all scrutineering and documentation takes place has been substantially improved with mains electricity and a new mezzanine floor. With these new improvements, we are very much looking forward to our time there in 2013. Pickering is a thriving, historic market town on the edge of the North York Moors National Park and the Vale of Pickering. It is an ideal centre for exploring the locality. There is a local tourist information centre (01751 473791) and further information can be found at www.pickeringtown.com and www.discovernorthyorkshire.co.uk Situated to the south of Pickering Town, the Pickering Exhibition & Leisure Centre is a 120 acre site, incorporating 3,500 square metres of usable event space including the main Arena, Function Suite and Conference Suite, which will house our permanent secretariat and will also be the location for scrutineering and documentation.

4.2 Getting to Pickering
P
ickering is easily reached via local main arterial roads with connections to the A1[M] in the west via the A170 [Thirsk]. Scarborough lies to the east also accessed via the A170. The major conurbations of North and West Yorkshire are easily reached to the south via the A64.
4.2.1 Ferry services Ferry services to Hull and Newcastle conveniently link Yorkshire with Holland, Belgium and Germany. P & O Ferries operate overnight services to Hull from Rotterdam and Zeebrugge, offering excellent links onto the motorway network. DFDS Seaways operates regular services to Newcastle from Amsterdam. The ferry terminal is located just outside Newcastle city centre, with access onto the major road networks. 5.1 Northern Headquarters – Carlisle Carlisle H & H Auction Mart
F
or 2013 the Roger Albert Clark Rally will once again be using the premises of H & H Borderway Mart and Exhibition Centre for their northern Headquarters venue. This is situated off the M6 motorway at junction 43, just a few miles from our headquarters hotel at J44.
In addition to being our overnight halt and restart venue, the Exhibition Centre will host the prizegiving ceremony on Sunday evening. This location will afford all teams with ample hard standing, something which the organisers have been keen to provide since 2011, when we suffered from the weather conditions in our service parks. As in the past, this event will offer competitors the luxury of “open service”, allowing crews to work on cars through the night if required. This has proved very successful down the years and is a spectacle not to be missed if you are watching our event for the first time. The central service park will accommodate all competitors, with support, tyre suppliers and hot food outlets. Please note that there is no access to mains power or mains water at this location. Only those vehicles with accredited access will be allowed into the service area. All other vehicles must be parked in accordance with the marshals’ instructions, this includes all spectator traffic. 5.1.1 Directions to Carlisle Headquarters From the South: Follow M6 Northbound to junction 43. Take the 1st exit to the A69 towards Carlisle. At the traffic lights, with Tesco to your right, turn left onto Montgomery Way. In approximately 400metres the H & H Borderway Mart and Exhibition Centre is on the left. Thereafter, follow the signposts and marshals instructions From the North: Follow M6 Southbound to junction 43. Take the 3rd exit to the A69, and then follow directions as above to your destination.

From the West: From Carlisle, Either follow the A7 to its junction with the A69 then continue on this road towards the M6. In approximately 2 miles you will come to the traffic lights at the junction with Tesco and Montgomery Way and turn right. Then follow directions as those from the South to your destination. From the East: Take the A69 from Hexham and then at the Brampton bypass either continue on the A689 or the A69 to Carlisle. If taking the A69 then continue to its junction with the M6 motorway. Take the second exit and at the traffic lights with Montgomery Way turn left and follow signposts to your destination. If taking the A689 follow this road to the M6 at junction 44 and follow directions to the destination as those for travelling south. 5.2 Northern Headquarters – Hawick
H
aving restarted from Carlisle on Sunday morning, crews will head northwards to the fringes of Kielder and some all new stages, [see overview page 7], before service at our remote headquarters location at Hawick. This year the Roger Albert Clark Rally is back in Hawick for service, at a new location. Known locally as the Queen of the Borders, Hawick dates back to around the 11th century, being settled by a Norman family after the conquest. Situated at the junction of the A7 and the A 6068, Hawick is within easy striking distance of the all new special stages for 2012 and only 36 miles, [58kms], from Carlisle City Centre. The new location for service which the event will be utilising provides excellent facilities and ample hard standing for all competitors, support vehicles and tyre providers.
The Event Secretary will be available at this location as will the Event Stewards for any queries. Field results will also be available for all competitors. 5.2.1 Fuel There are a number of outlets for fuel situated within Hawick; once again these details were correct at the time of going to print. 5.3 Ceremonial Finish - Brampton
T
he ceremonial finish to the Roger Albert Clark Rally 2013 will this year take place in the Market Square in the pretty town of Brampton approximately 10miles from Carlisle. This location is closer to the end of the last special stage of the event.
The mayor of Carlisle will be there together with representatives of our event sponsors and senior event officials to welcome home every competitor who has finished this gruelling rally. Watch the overall winners being presented with their bubbly. Each finisher has the right to pass through the finishing arch to signify that they have completed the 2013 Roger Albert Clark Rally. Once they have crossed the ceremonial finish line and received their spoils, the winners will then re-group at the H & H Auction Mart and Exhibition Centre, where the official prize giving will take place. This will probably take place at about 19:00, after everyone has had time to clean up and relax after three days of non-stop action. You are invited to join us at the prizegiving, to congratulate the class and overall winners of the Roger Albert Clark Rally 2013.
5.4 Prize Giving - Carlisle
E
ven though the Roger Albert Clark Rally will finish one day earlier than normal, the prize giving will still be held immediately after the event once the results are made “final�. This prize giving will take place at the H & H Exhibition Centre at J43 of the M6 motorway.
Please come along and see the award winners receive their trophies. There will be an opportunity for you to buy a well-earned drink from the licensed bar.

6.0 Media Accreditation 6.1 General Information
D
e Lacy Motor Club Ltd the organiser of the Roger Albert Clark Rally is pleased to offer fully accredited media facilities on the 2013 running of the event in November. Spectator attendance on the rally runs into many thousands every year and last year’s event was covered extensively in all forms of local, National and International media, so come and join us for this year’s event and see what the buzz is about. 6.1.2 Application Process
A
ll applications for accreditation should be Image Courtesy of Noonan Media received by midnight on Friday 18th October 2013. The necessary forms will be available for download from the ‘Media’ section of the event website. Any applications received after this date will not be considered. For ease of administration, no acknowledgements will be sent out until after the closing date for applications. All new applications must be accompanied by details of the relevant media outlet, a signed letter from the editor confirming that coverage of the 2013 RAC Rally or associated events will be provided and/or evidence of previous similar coverage of the event. Up to a maximum of three representatives per organisation will be considered for accreditation and a separate form should be submitted for each person to be accredited. No exceptions will made to any of any of the above criteria. 6.1.3 Signing on Details
S
igning on will be at the Media Desk located within the Headquarters building at Pickering Showground. The signing on desk will be open between the hours of 13:00 and 16:00. By arrangement there will also be further facilities available in our mobile office at our Carlisle Headquarters and Hawick, only for those accredited individuals unable to travel south to the start. Individuals will be issued with a numbered Roger Albert Clark Media tabard, which must be worn at all times when engaged on media duties. [Please note that the organisers take no responsibility for any injury caused in the course of such activity]. These will be issued against a cash deposit of £50 or €6 , this will be returned upon safe return of the tabard at the end of the event, see item 6.1.5.

6.1.4 Terms and Conditions
A
s a condition of granting media accreditation the organisers reserve the right to contact accredited media personnel to have sight of articles and photographs submitted for publication. With suitable permission and attribution the Roger Albert Clark Rally will then have the right to republish submissions on the event website and in marketing materials for future running of the rally. Numbered tabards must be worn at all times during your media activities on the Roger Albert Clark Rally see also item 6.1.3 6.1.5 Return of Tabards
A
ll Roger Albert Clark Rally media tabards must be returned to the media help desk at the event finish. This will either be at the Exhibition Centre prior to the prizegiving. Exact details of the location and opening times will be advised nearer to the event. Deposits will only be refunded against returned tabards.
