Resolution adopted by the General Conference of the United Nations Educational, Scientific and Cultural Organization General Conference 7th Session, Rome, March 2013
Ensure that, by 2015, children everywhere, boys and girls alike, will be able to complete a full course of primary Schooling The General Conference Expressing concern at the ongoing necessity to emphasize the urgency of meeting the MDG objectives, Commending the fully commitment and strong support at the international level to enforce the efforts of Member States, Underlying the importance of an initiative able to establish collaboration in achieving goals related to the education issue, Recalling the themes emerged during the debate in the Committee sessions I, II, III and IV, Expressing concern about the barriers to the achievement of the MDG, Welcoming projects that should be negotiated with Member States and centered on those themes of pivotal importance for overcoming the existing constraints, 1. Emphasizes the need to raise awareness regarding the economic and social returns of investment in education; 2. Asks for a collaboration with the private sector to provide credit at low interest rates to finance projects in education by: (a) Regulating the access to credit through bounding it to the implementation of those projects recommended by UNESCO and specifically adjusted to meet the needs of each country; (b) Tying the achievement of quantify objectives within the terms of the agreement, in the short term (approximately 5 years) and in the long term, to make countries responsible for the management of resources in a Strategic Planning perspective; (c) Providing incentives to donors in their investment through the abolition of tariff and non-tariff barriers; (d) Sustaining the achievement of goals through the provision of technical help, assistance and monitoring activities, especially by incentivizing the transfer of human capital from developed countries, with reference to a learning prospective; (e) Reinforcing the efforts made in providing technical assistance through the intervention of UN agencies and institutions present in countries’ territories;
(f) Creating a special body to manage and coordinate technical assistance together with both local and international networks of NGOs and providing technical assistance for the practice of good Governance in order to avoid cases of corruption; 3. Proposes negotiations with Member States that request access to credit on themes of pivotal importance by: (a) Focusing on rural and disadvantaged areas that lack of both infrastructures and education services; (b) school;
Providing incentives for parents to encourage them to send children to

Improving the quality of education, through a Special Teacher Training
(d) Recognizing that the outbreak of violent conflicts can impede the progress of primary school completion; 4. Stresses the importance of promoting and strengthening national partnerships and leadership development as key determinants of progress in educational projects; 5. Urges for the removal of barriers through actions that should be successfully implemented by: (a) (b) areas;
Investing in transportation to reach schools in urban centers; Providing infrastructure and education service in rural and disadvantaged
(c) Providing food and clothing in schools as incentive for children to go and let go from parents; (d) (e) activities;
Promoting scholarships and material help when parents’ income is low; Combining the study activity at school with extracurricular practical
(f) Promoting a media campaign to raise awareness of the benefits of education; (g) Raising the awareness of people on their Rights and reinforcing the means to denounce, through International Organizations that have access to international justice means, the violation of International Conventions that safeguard Rights related to education in order to prevent, forbid and counter the exploitative child labor and discrimination again minorities and women in access to educational services; (h) Establishing a rapid reaction Teacher’s force to respond to emergency situations where children would be prevent from attaining education due to instability;
(i) Providing Special Teacher Training projects, both at local and broader level, on the model of the UAE “Teachers of the 21st Century strategy project�, pursuing the aim of having teachers able to teach children being respectful to local customs and traditions through the use of internationally recognized standards of high quality; (j) Establishing independent organ to train teachers on the UNESCO standards of cultural sensitivity; (k) Designate Arms-Free locations where both children and teachers can continue to learn and teach despite the ongoing turbulences; (l)
Providing guides for teachers in Arabic, English and French;

Requests multilateral agreement to further finance projects by:
(a)
Establishing a fund for educational services;
(b) Earmarking money for the fund in exchange of services, technical assistance, humanitarian help in critical areas; (c) Proposing incentives to attract private companies (as lending lands at low prices or access to raw materials) who wish to promote investment in tourism and industry sector, and reinvest the profits in the fund for education; 7. Strongly recommends the establishment of an independent aid impact commission to focus on maximizing the effectiveness of aid for intended beneficiaries and ensuring transparency and accountability.
