The United Nations Environmental Programme,

Recognizing the entire United Nations for its major contribution to the significant progress that has been achieved, Recalling the Declaration on the Human Environment (1972), the Rio Declaration on Environment and Development (1992), as well as the United Nations Millennium Declaration (2000), and the program for the further implementation of agenda 21 (Johannesburg), Acknowledging the importance of justice and democracy within the international community in regards to multilateral action to ensure mutual cooperation on the field of sustainable development, Noting with serious concern that the UN Millennium Development Goals have not been entirely met, despite the continuous efforts and significant progresses towards attaining a global state of sustainable development, Reiterating its strong concern over the environmental sustainability on a global scale, with special regards to the ongoing degradation of the environment and the severe lack of integration of the concept of sustainability in governmental policies, Recalling the importance outcome document of the United Nations Conference on Sustainable Development (2012), also known as the Rio+20, and further recalling the importance of the Sustainable Development Goals, Realizing that environmental sustainability has been a pressing issues since 1972, the year of the United Nations Conference on Human Environment, Stressing the importance of the use of technologies for economic productivity in the field of sustainable development and environmental protection,


1. Recognizes the distinction between the More Economically Developed Countries (MEDCs) and the Less Economically Developed Countries (LEDCs) in approaching the issue of sustainable development; Policy efficiency 2. Calls Upon the United Nations Commission on Sustainable Development within the UN ECOSOC to undertake an updated preliminary assessment of the amount of Greenhouse Gases (GHGs), by measuring the amount of GHGs as compared to the amount measured in 2009, and reporting directly to the United Nations Environmental Programme; Commitment 3. Requests the United Nations General Assembly to create a more comprehensive treaty, that tackles: a. Creating a common database containing information on tools for technological as well as social and economic development in order to intensify the mutual information exchange, with special regards to technological development and Information Communication Technology (ICT), b. The commitment of signatory States to international agreements on issues regarding sustainable development, confirm and exert all efforts in respecting the international guidelines, including the commitment of MEDCs to support LEDCs; 4. Stresses that each of the aforementioned guidelines will not breach the national sovereignty and ensures the respect of different approaches in working towards a common consensus on a national level that corresponds to the consensus on an international level; 5. Underlines the possibility to create job opportunities with ecological investments in order to alleviate social conditions on national levels;

6. Calls for the implementation of a development strategy to create an egalitarian society with fair participation;

Technology 7. Reiterates the use and efficiency of broad-band enabled solutions within MEDCs as mentioned in clause 1, mainly for monitoring purposes, promoting the use of, such as: a. Smart technologies for the reduction of energy consumption b. Teleworking for reduction of commuting c. Increasing energy efficiency d. Smart grids to ensure smart water management; Financing 8. Urges member states to reform the funding system of the UNEP as to ensure the efficiency of its future missions a. Creates a fund for the purpose of investing in participating parties (public and private investors) choice of green technologies, emerging ecofriendly corporations, and developing countries, or any combination of these, a.a. This fund will: a.a.1. Create applicable, fully funded solutions across borders a.a.2. Encourage sustainable economic growth and alleviate poverty a.a.3. Advance the research and creation of green industry and technology;


9. Calls upon Regional Groups, other Regional Organizations and existing environmentally-oriented agencies to make collaborative efforts with current UNEP member states to form bi-annual objective reports for each regional group, which will track progress and current challenges to be faced a.a. Such reports are to be supplied to the governing board to ensure effective allocation of funds from UNEP and to establish ecological zones, based on biomes as defined by the environmental science community, addressing the concerns of the general climates and respective interests (social and economic) of said biomes and national borders, in order to permit emergency actions toward those countries which require them a.b. The zones developed through these reports should be used further to aid in the formation of voluntary partnerships between countries with similar environmental concerns as evaluated by initial UNEP review such that developing nations are paired with developed, with such parameters as: a.b.1.i. Non-reliance on regional proximity a.b.1.ii. Likelihood of successful long-term solutions within minimal time frames a.b.1.iii. Similarity in accessibility to effective solutions;

10. Requests all member states to allow and support Micro Finance Institutions (MFI) to set up microloan projects with definite parameters as: a. Using Management Information Systems (MIS) to develop awareness among micro entrepreneurs on relevant issues such as business management in order to educate them b. Encouraging partnerships and innovations between those MFIs to ensure more efficient outcomes c. Efficiently monitoring Public Private Partnerships (PPPs) d. Encouraging MEDCs to support LEDCs in developing a sustainable economy; Social 11. Reaffirms the general definition of CSR stated in the sustainable development innovation briefs issued February 2007: the overall contribution of business to sustainable development; 12. Suggests member states to implement tax exemptions to incentivize the implementation of Corporate Social Responsibility (CSR); 13. Further suggests member states to develop PPPs in the field of CSR, with special consideration for LEDCs; 14. Expresses its hopes in spreading the outcomes of best practices in CSR; Conclusion 15. Endorses its mission to make the cooperation within developing countries attractive communicable, transparent and accountable; 16. Calls for outlining comprehensive guidelines to which every member state ought to conform; 17. Decides to remain actively seized on the matter.
