Refund Policy
Refunds related to registered programs, private lessons and rental bookings are now subject to withdrawal or cancellation fees. This policy has been implemented to keep more registration spots open and deter individuals from registering for more programs than they intend to use. Gift certificates and gift cards are non-refundable; however, they are transferable. Time-based memberships may only be extended for eligible medical reasons and may require a doctor’s note. Customers will have three years to use up their Active 10 membership passes. Customer accounts with credits below $50.00 may be derecognized after three years of non-use by the customer.
Financial Assistance
Parks and Recreation assists eligible residents with a 50% fee discount on eligible registered programs and Active Passes. Please drop into any Parks and Recreation facility to pick up the Financial Assistance Application brochure and form that outlines our financial assistance program, eligibility and process. (14+ years, QCC) A Bollywood-inspired dance-fitness program that combines dynamic choreography with the hottest music from around the world.
Cardio & Core (14+ years, QCC) A fusion class that combines 30 minutes of cardio and 30 minutes of core and overall strengthening moves. Cardio Mix (14+ years, CCC) A mix of cardio training styles and body conditioning with light dumbbells, resistance tubing and stability balls. Core Fitness
(14+ years, CCC) A core-conditioning workout that focuses on abdominal, lower back, gluteal and balance exercises.
Core Stretch (14+ years, CCC)
A fusion class that combines 30 minutes of core and balance work with 30 minutes of full body stretching. Please bring your own yoga mat.
Cycle (14+ years, CCC) A 55-minute all-levels class combines a variety of indoor cycling intervals and drills to give you a non-impact cardio workout.

For all fitness levels and a way to minimize joint stress while exercising; try our variety of water workouts lead by a certified instructor! Shallow Water Aquafit: Beginners new to the water and fit individuals welcome! All abilities are assured to have a good work out! Deep Water Aquafit: Use of a floatation belt gives a zero impact environment while suspended in water. Comfort with deep water is required. Aqua Zumba: A low impact, high energy workout for all fitness levels. Done in shallow water and adds spice to an exercise routine.

Light Exercise (50+ years, CH) This class includes breathing, stretching, balancing, chair exercises and a gentle aerobic walking component to familiar music. Tips on healthy living, osteoporosis, arthritis and fall prevention is included with lots of fun and humour. This gentle class allows your own pace. Pilates Mat
(14+ years, CCC) A precise system of exercises to improve flexibility, strength, endurance, along with concentration, breathing and overall core strength. Class limited to 20 participants. Tots on Wheels (0 - 5 years) This NEW Program will give your toddler an opportunity to practice riding their tricycle, bicycle, stride bike, roller blades or scooter in a safe controlled environment. (1 - 6 years) Team up with your toddlers for an exciting introduction to the wide skies of gymnastics. Our top-notch instructors emphasize safety as they teach the basic techniques and help toddlers develop their balance, motor skills and body awareness. Junior Lifeguard Club (10-14 years) JLC is about being part of a club and a team environment. Even though registration is 10 weeks long, club members are encouraged to continue joining every 10 weeks and remain an active club member. Members will learn about lifesaving, lifeguarding and first aid while improving their swimming skills in a fun environment. This course is a great way to stay active after you are finished your swimming lesson levels and help prepare you for the Bronze Medallion and Bronze Cross courses. In 1887, the year of Queen Victoria’s jubilee, it was the first park created in the colony of British Columbia at a time when plant hunters scoured the world looking for exotic plants and trees to fill the Victorians’ insatiable demand for new plantings. Make sure your dog can always find her way home. Protect your dog with a dog license
A dog license helps protect your dog by providing an easy-to-identify dog tag and registration with the New Westminster Animal Shelter. If your dog is lost anywhere in the world, the fastest way to be reunited with it is by this dog tag and the license. Dog license fees also help fund the New Westminster Animal Shelter, which protects and finds homes for stray animals in the city.
Getting a license for your dog is easy
Visit the New Westminster Animal Shelter, Queesborough Community Centre or visit www.newwestcity.ca to fill out a dog license application. You must provide proof of spaying or neutering to receive the discounted license rate. Payment can be made in person using cash, debit, cheque, VISA, MasterCard or money order. A cheque or money order may also be mailed with your completed application. License fees are not refundable or transferable.
Remember your dog’s license
The first step to responsible dog ownership is licensing your dog. All dogs must be licensed every year with the City of New Westminster. Pet owners who do not license their dogs annually may be fined. The City will send a license renewal reminder in December when your dog tag needs to be renewed.

Columbia Street was once filled with as many grocery stores as there are bridal shops now. Though there had always been stores owned by Chinese-Canadian residents in the downtown area, from the 1920s onwards, greengrocers became especially prominent on New Westminster’s main business street. At different times, there were grocery stores like the Wong Gee where Columbia Square is today, the Lee Bing near Copp’s Shoes, the Lum Kee near Church Street and so on. As the city’s Chinatown (roughly in the area of New Westminster SkyTrain Station today) faced demolition and Chinese-Canadians were denied jobs in other industries, owning a business remained a way to make a living. Yet, the greengrocers attracted the attention of the Retail Merchants Association which, in May 1926, sent a large delegation to a city council meeting to complain about Chinese-Canadians leasing stores on Columbia. Despite this, many of the stores remained successful for decades.

Some of the most successful and long-lived stores were “Johnny” Cheung Hee’s grocery stores. His first store opened around 1924 at 49 Sixth Street, moving to their Columbia Street location near McKenzie after a few years. The Chong Hee Market, as the 646 Columbia location was called, sold fruit and produce; it first appeared in the directories in 1927. It was located next to the Paramount Theatre.
During the Great Depression, Hee was so successful that he opened two more locations. The Chong Hee Market’s second location opened in 1931 at 739 Columbia, on the block where the Anvil Centre is today, while the Handy Food Market opened at 633 Sixth Street in 1938. Susan Chew worked at the Handy Food Market in the later 1940s (from about 1946) and eventually bought the store, running it for about ten years before opening the Waffle House.
The store at 739 Columbia eventually became the Yee Wo Market in 1940 and was at that location until 1963. Yee was actually the family’s correct name; the “Hee” name was probably a mistake made by The original Chong Hee Market at Columbia immigration officials. and McKenzie during the 1951 May Day Parade.
