One year later: safe consumption site

NewWestminster overdose prevention site staff respond to 74 toxic drug events in first year of operation

A health contact centre in downtown New West has seen more than 1,500 visits for witnessed drug consumption since it opened its doors in April 2021. The downtown facility provides a variety of services, including witnessed consumption, harm-reduction supplies, referrals to treatment centres and health services, and drug testing. Operated by the Lower Mainland Purpose Society, it opened on April 6, 2021. Lynda Fletcher-Gordon, acting executive director of the Purpose Society, said the centre has had 1,543 visits to the witnessed consumption services since it opened.Those visits were from 296 different people. “Staff has responded to 74 events caused by toxic drugs ingested on site and a number more in the surrounding area and New Westminster, generally,” she said. “None of these events caused by the ingestion of toxic drugs have resulted in death.” In addition to offering a place where people can use drugs safely, Fletcher-Gordon said staff at the facility has provided information and made hundreds of referrals for participants to detox and recovery programs, shelter and housing, health care and many other services. She said hundreds of harm-reduction kits and take-home naloxone kits have been distributed and education about safer-use practices has been provided to many community members. The centre also provides drug testing on site, which allows it to keep people informed about what toxic drugs are circulating in the community. “And our HCC (health

contact centre) outreach workers are out in New Westminster every night, providing supplies, referrals and promoting our services to anyone who wants to make use of them,” Fletcher-Gordon said. SUPPORTIVE SPACE Reflecting on the first year of operation, Fletcher-Gordon said one of the heath contact centre’s greatest successes is the way it’s been accepted by people who use substances. She said Purpose staff has worked hard to

create a friendly, supportive and non-judgmental service at the health contact centre. “What we have learned in working with people who use substances over the past year is that accepting people as they are, treating them with respect, dignity and compassion, builds trusting, positive relationships,” she said. “This helps participants to view the health contact centre as a safe space to share their story and seek assistance when they’re ready to do so.” At the same time,

Fletcher-Gordon said the health contact centre has also become an accepted and integrated as part of the general community. She believes that’s due to a combination of the trust that Purpose has built with the community and its immediate response to questions or complaints. ADDRESSING CONCERNS In the fall of 2020, because of concerns about the poisoned drug crisis, New Westminster city council directed staff to work with Fraser Health

on the establishment of an overdose prevention site and the implementation of a safe supply program. In March 2021, council approved a temporary use permit that allows the Purpose Society and Fraser Health to operate a health contact centre at 40 Begbie St.The centre opened the following month and is open from 3:30 to 11 p.m. daily. “I think the health contact centre is really filling the role in the community that we needed to fill,” said Mayor Jonathan Cote. “We recognize the

whole province is in an opioid crisis, but it is particularly hitting the city of New West hard, and being able to have a safe supply and a safe injection site was really important in our community. I think the statistics are showing the centre is saving lives and is providing supervised supports that are absolutely necessary in our community.” While many area residents have voiced support for the facility, some community members have expressed concern that it’s drawing more drug users, homelessness and crime to the area. Asked about those concerns, Fletcher-Gordon said the community was faced with homelessness and the various issues that come when people are living on the street long before the health contact centre was established. “However, it is easy to blame the HCC when people leave garbage on the streets or sleep in doorways,” she said. “Purpose staff work hard to keep the front and back of our property clean because we, along with most everyone else, want a clean and welcoming community.” NEW WEST DEATHS According to the BC Coroners Service, 42 people died of illicit drug deaths in New Westminster in 2021, in a year when a toxic illicit drug supply claimed the lives of at least 2,224 British Columbians. An additional five people died in New West in January 2022. Reports from the BC Coroners Service state that no deaths have been reported at supervised consumption or drug overdose prevention sites.

Council turns down expansion of rental building Theresa McManus

NewWestminster won’t consider a “unique plan” that would add 37 new rental units to a Brow of the Hill building because it would displace existing tenants while construction takes place. The city has received rezoning and development permit applications that would allow three storeys to be built on top of an existing purpose-built market rental apartment building at 222 Ash St.The addition would create 37 new rental units, including 10 affordable units. City staff sought council’s direction on how to proceed with the application because the project would require residents in the existing 50 units to be displaced during construction, including 29 that are categorized as below-market housing rates. “It is extremely distressing to even think that 50 residents will be dislocated from their current residences,” said Coun. Chinu Das. “Without a tenancy plan in place, it’s hard for me to imagine what that would mean.Where are

they going to go to?When are they going to come back?What is the time lag between the two?Will they be back into their current residences and at what rent? There’s a lot of things that are disturbing to me.” Despite the fact that the project would create 37 new housing units, Das said she couldn’t support the project as it is currently presented. “Sometimes, the bad outweighs the good,” she said. At its April 11 meeting, council voted to direct staff to advise the applicant that the proposed application shouldn’t be advanced further because current tenants in 50 units cannot remain in their rental units during construction. Councillors Patrick Johnstone and Nadine Nakagawa recused themselves from the discussion because they live in the neighbourhood. A March 28 report to the city’s land use and planning committee said the applicant had not provided the city with a tenant assistance plan.The city’s business regulations and licensing (rental units) by-

Byelections offer up opportunities

Two provincial byelections loom, and while one’s outcome seems to be a foregone conclusion, the other contest could produce further evidence that B.C.’s electoral map is shifting. The byelection in Vancouver-Quilchena is set for April 30. BC Liberal Leader Kevin Falcon has to be considered a heavy favourite to win the seat to replace former party leader Andrew Wilkinson. The BC Liberals have won the riding in eight consecutive elections, dating back to the riding’s creation for the 1991 election, and the margins of victory have always been large. In 2020,Wilkinson beat his NDP counterpart by almost 6,000 votes. The other byelection promises more uncertainty and drama. Veteran BC Liberal MLA Stephanie Cadieux surprised many by recently announcing she would be resigning her seat in Surrey South at the end of this month to take a new federal posting as the country’s first chief accessibility officer. Premier John Horgan will have six months to call a byelection once Cadieux formally resigns, and you can be sure the NDP is searching for a top-notch candidate to run in a riding that is much more winnable. In the past 10 years, the NDP’s voting support has increased significantly in Surrey.The party currently holds seven of the municipality’s nine ridings, up from just three it held in 2013. Not only has the party improved its seat count, but its popular vote has been climbing in every riding, both in terms of number of voters and the percentage of the turnout. Which brings me to Surrey South. In 2020, Cadieux squeezed out a victory by

a margin of fewer than 1,200 votes. In the 2017 election, she won by almost 4,800 votes, but in 2020 the NDP’s vote increased by more than 3,000 in number. Right next door, in Surrey-White Rock, the NDP also increased its vote by almost 2,000, while the BC Liberal vote declined by more than 3,600 from 2017. The southernmost Surrey ridings were long considered areas of significant strength for the BC Liberals.Those days appear to be over as the demographics in the outer reaches of Metro Vancouver are changing considerably and quickly. Young families, which tend to lean NDP at the provincial level and Liberal at the federal level, have been pushed to live in the outer suburbs, where housing is slightly more affordable. The impact of this shift can be seen in the makeup of the current provincial electoral map. In the last election, the NDP won seats for the first time (in a general election) in places like Langley, Abbotsford and Chilliwack and boosted its vote in Surrey, Maple Ridge and Richmond. Cadieux’s sudden and unexpected departure opens the door further for the NDP to consolidate its grip on much of Metro Vancouver, pushing the BC Liberals further and further out of the region. A byelection win by Falcon could give his party some badly needed momentum at a critical time. But, make no mistake, winning both contests is vitally important for the BC Liberals as they currently hold both seats and need to shore up their presence in voter-rich urban and suburban areas. Cops crack down on crime

Local police were confident in January they had the war on crime at the downtown SkyTrain station well in hand. Theft and drug trafficking had plagued Eighth Street near the station, but two months of increased patrols had merchants in the area singing the praises of police.The department said many of the crimes were perpetrated by young people who travelled to the area by train, and the problems had centred on a video arcade that had been shut down.

Thank you to our local firefighters and those who helped fire victims

Editor: (On April 2) in New Westminster, at 12th and Dublin, I witnessed a fire engulf part of a building. When the fire started in the apartment complex and people rushed to the street in safety, raw emotions unfolded. Many stood and watched the firefighters of New Westminster Fire Department working hard at putting out the flames. A couple driving up to see their home on fire, rushing from their car weeping. A young man with no shoes, no shirt, standing on the sidewalk. A man crouched on the ground with his head in his hands, no doubt realizing his enormous loss. I watched the people who were affected and felt so much sadness for their loss. We have all read about a fire or watched one on the news. The impact of seeing people and their reactions as it happened was very different for me. I thought of the small businesses on the ground floor and the damage that would happen from the smoke and water. How they most likely won’t be able to operate for a period of

time. Businesses that the owners depend on to support themselves and their families. Thank you to the firefighters that arrived on scene within moments of the fire starting. As a bystander, I thought to myself how heart-wrenching it would be to see these raw emotions often as a regular occurrence in your job. To all first responders, we are lucky to have you. Fix our city sidewalks to stop injuries Editor: My 70-year-old mother was left waiting at Royal Columbian Hospital to find out if she’s broken something in her ankle or foot following her fourth fall due to uneven and unsafe sidewalks in New Westminster. Having spent several years supporting individuals in wheelchairs and accompanying them around the New West community, I’m quite familiar with the difficulties and hazards New West sidewalks present. It seems like an extremely fixable problem, one that is better dealt with now rather than after a vulnerable resident sustains a potentially life-threatening head injury. C. Comeau, New Westminster

City Does New West need two more city councillors?

A NewWestminster resident believes it’s “long overdue” for the city to increase the number of seats on council. Christopher Bell, a longtime council watcher, has written to Mayor Jonathan Cote about his desire to see council expanded from six to eight councillors. He noted the Community Charter allows cities with a population of 50,000 or more to have eight councillors. “I am all for it,” Bell told the Record. “It’s like a no-brainer to not do it. Why wouldn’t you do it? It’s an opportunity for more diverse voices.” Earlier this year, Statistics Canada released 2021

census data showing New Westminster has a population of 78,916. Bell said the salary and expenses for two more councillors would be a “minuscule amount” in the city’s budget. Cote said the issue isn’t one that has been raised recently, until he received Bell’s email. He said most local cities of NewWestminster’s size still have six councillors, but the city does have the ability to move up to eight. He has asked staff to provide more information to council on the issue, but it hasn’t yet been scheduled as a formal council discussion. Cote said it may be an interesting discussion to have in the community. “It sometimes can add the opportunity for some

greater diversity and open up more space, more voices around the table. Sometimes that can bring value. Having said that, it does have to be in relation to the size of the community you have and how it can be best served,” he told the Record. On Monday night, Bell appeared before council to make his pitch for a larger council. “I see an opportunity for a far more diverse council if there are eight councillors instead of the present six,” he said. “I see a greater diversity across culture, gender orientation, religion, race, age, a host of other diverse communities that each one of you speaks to as having a place at the councillor’s desk this coming fall,” he told council.

Cantaloupe is an adorable wee baby bun who was found living outside with her mother, Honeydew, and her father, Oliver. Cantaloupe started off as shy, but wow, she has gained so much confidence in her time with us so far! She runs around and explores, but also stretches out for a nice nap. She enjoys gobbling up alfalfa hay and pellets, and nibbling on greens. She is learning how to use a litterbox. Once she is spayed, we are confident she will be a tidy house rabbit! Cantaloupe is in good overall health. She is too young to be vaccinated or spayed, but this will be done before her adoption is finalized (vaccinated at approx. 10 weeks, spayed at approx. 4-5 months of age). We are open to a foster-to-adopt for this girl. Her adoption fee is $50.

Honeydew – is a beautiful grey blue bunny, found as a stray living outside for over a year before we were able to rescue her! Honeydew is curious and will come right up to you to check you out, and to take a treat. She keeps her room very tidy and enjoys cuddling with her daughter, Cantaloupe. We think she would be fine with respectful children, but other animals are unknown at this time. While she lived with other rabbits outside, introducing her to a resident rabbit would need to be gradual and supervised closely. She could also be adopted with Cantaloupe. Honeydew’s adoption fee is $50. She has been examined by a vet, vaccinated, spayed, and microchipped.

Oliver is a lovely big bunny boy who is looking for a new home. He is very friendly and outgoing and is currently being fostered with children. He is litterbox-trained and enjoys having supervised free-run time in the house. Like all rabbits, he should be provided with rabbit-appropriate chew toys. He loves his timothy hay, pellets, and veggies! Oliver is approximately 1.5 years old, has been vaccinated for RHDV2 and microchipped and will be neutered on April 19. His adoption fee is $50.

She is curious and will come out to see what we’re doing as we tidy up her room. We are confident she’ll continue to blossom in her new home! Butters is working on her litterbox skills. She’s doing pretty well so far, and typically, this improves drastically once a rabbit is spayed. Because the droppings are dry and firm, they’re very easy to clean up in the meantime. Butters has been examined by a veterinarian and vaccinated for RHDV2. She will also be microchipped and spayed on April 21. Her adoption fee is $50.

City Stolen truck halted

A spike belt helped New Westminster police nab a driver in a stolen truck. In the early hours of Sunday, April 3, the New Westminster Police Department said its officers were made

aware of a stolen vehicle that was being driven into the city. “NWPD officers monitored the direction of travel of the stolen vehicle and deployed a spike belt

as the vehicle drove along Front Street in downtown New Westminster,” said a NWPD press release. “The spike belt punctured all four tires of the vehicle. Police followed the vehicle

Community New West, Burnaby battle it out in Walk30 Challenge

Folks of all ages and abilities are invited to get moving as part of this year’sWalk30 Challenge. Students from Lord Kelvin Elementary School in NewWest and 12th Avenue Elementary in Burnaby joined mayors, school trustees and doctors at the April 5 kickoff event at Moody Park. NewWest Mayor Jonathan Cote and Burnaby Mayor Mike Hurley are encouraging citizens in their respective communities to participate in this year’s walking challenge, which runs until May 15 – when the winning mu-

nicipality, whose residents walk the most, will be announced. The annualWalk30 Burnaby/NewWest Challenge aims to inspire residents to walk more for health, community connectedness, and to rethink how people get around. “In 2020, I made a resolution for the decade ahead to walk the same number of steps as it would take to go around the world, for my own health and that of the planet. During the pandemic, it has been great to get around by walking and it is a sustainable way to travel,” Cote said. “Walk30 is a chance for everyone to walk more, so let’s get out

and enjoy it this spring.” Every year, theWalk30 Challenge promotes weekly “walking themes” to keep participants motivated.This year’s challenge will focus on shopping local, “blending” your walks with public transportation, walking for mental health, and more. During the five-week challenge, registered participants will track and share their daily walking minutes online. Participants can track their daily walking minutes using a watch, phone or fitness device. In addition to individuals, organizers invite schools to form classroom or staff teams. Companies

and organizations can encourage their employees to walk more by challenging other companies or departments. You can register at www. best.bc.ca/walk30. One city will win bragging rights and claim the Golden Shoe trophy for tracking the most walking minutes. The NewWestminster Walkers Caucus, a group of residents that advocates for walkers and walkability improvements in communities, created the Walk30 Challenge in 2016 to encourage walkability in NewWestminster. In 2017, the City of Burnaby joined the challenge. The Challenge Cup

Easter action is happening in neighbourhoods across New West from Queensborough to Sapperton. In past years, the City of New Westminster has hosted family-friendly activities in Queen’s Park on Easter Sunday, but it’s now spreading the fun across the city. Easter in the City, taking place from Thursday, April 14 to Monday, April 18, features old favourites, such as photos with the Easter Bunny, and new additions, including Easter Bunny pet photos. All the details, plus registration, can be found at www.newwestcity.ca/ easter. Lisa Kemp, the city’s program coordinator of special events, said the goal of Easter in the City is to preserve activities that were traditionally offered at Queen’s Park, while adding some new traditions and making the event more accessible to all. “The updated Easter event spreads activities out over five days, brings activities to all neighbourhoods and provides opportunities for all ages,” she said. “We are also excited to partner with several local businesses and community organizations to further the reach of the Easter activities.”

Youngsters and the young at heart can have their photo taken with the Easter Bunny on Friday, April 15 from noon to 4 p.m. at Sapperton Plaza. The city’s horticultural department will be providing a backdrop display. While there, community members will be able to enjoy live music and treats. Photos are by donation to the Greater Vancouver Food Bank. Residents are also invited to hop down to the Queensborough Community Centre to get their family pet’s photo taken with the Easter Bunny. And a mentor to budding writers who will forever be grateful that she encouraged them to “never stop writing.” Her various interests included doing crosswords, birdwatching, gardening, interior decorating, rockhounding, travel, playing darts and collecting curios, particularly owl figurines. As she was passing, she said, “Don’t be sad, be happy for me.” We can be both. Those of us who loved her are sad because we will miss her, but happy that she has mercifully been released from the body that failed her in the end.
