With the rubble of the old Richard McBride Elementary School as a backdrop, the Skwo:wech Elementary School community welcomed its new school with an official opening ceremony on Monday. Education Minister Jen-
nifer Whiteside, New Westminster school board chair Gurveen Dhaliwal and Qayqayt Chief Rhonda Larrabee were among the special guests on hand for the ceremony held June 6 in the school gym, followed by a ribbon-cutting in the courtyard outside. Funding for the $35-million school was first announced in 2018,
and construction kicked off in 2020. After a challenging couple of years that included setbacks caused by the COVID-19 pandemic and the B.C. floods of 2021, the school was completed and ready for move-in this past March. The new school replaces the old building formerly known as Richard Mc-

Bride Elementary, which dated back to 1929. It was deemed in need of replacement because of its high seismic risk. “Skwo:wech Elementary will have such a positive impact for the community, with a newly built, seismically safe school, a StrongStart classroom and dedicated child-care spaces,”Whiteside said. “I
know the school will continue to be a place of inspiration, offering students social and academic enrichment for many years to come.” The school houses more than 400 students in kindergarten through Grade 5, plus early-learning and child-care space. In the new school year, 37 childcare spaces will open in
the school’s Neighbourhood Learning Centre. “At the heart of every great community is a fabulous school,”Whiteside told the crowd at the opening ceremony. “It is a true community hub for families and students to call home.” Meanwhile, the large pile of rubble that was the Continued on page 10

A closer look Outdoor fun helps preschoolers get a strong start A new early learning program in Hume Park has helped families navigate the COVID-19 pandemic
Julie MacLellan
jmaclellan@newwestrecord.ca
For the raincoats-and-rubberboots crowd gathered in Hume Park on this grey Monday morning, life during a global pandemic is all they’ve really known. All the behaviours their grownups had to learn — mask wearing, physical distancing, limiting gatherings in indoor spaces – have just been normal life for these preschoolers. But “normal” doesn’t mean “ideal” — and the NewWestminster school district has stepped in to help local families who’ve been navigating the COVID world with under-fives in the house. This is StrongStart: Explore Outdoors, an outside edition of the district’s early learning dropin program for families with children aged zero to five. Families gather in Hume Park every Monday morning for stories, songs, activities and play. Facilitator Nicole Marshall says her role is a supportive one: to support families in making connections with each other and to support kids in their own play. Those goals are all the more important as the world emerges from COVID, she says, because so many chances for kids and families to connect went by the wayside during the pandemic. OUTDOOR BENEFITS Tanis Anderson, district vice-principal of early learning for School District 40, said the idea of an outdoor StrongStart program has been brewing in the district for awhile but was spurred on by COVID. With health restrictions limiting the number of families who could access the traditional classroom-based programs, and some families not being comfortable with indoor settings, the district saw a way to reach many more families by reimagining the program in an outdoor space. Hume Park, with its large greenspace, playground, nature trails and convenient transit access, was a natural choice. Anderson, a parent herself, remembers those early years of preschool parenting — and how much better the day went when her kids put on their rainboots
and Muddy Buddies and ventured outside. “They slept better. They ate better. They were just in a better mood,” she recalls. “Not all parents may realize the benefits of being outside with their kids.” Plus, she points out, the program isn’t just helping the children. “I often feel like StrongStart is just as much for the caregivers as it is for the kids,” she said. “Parenting is lonely. It’s the parents, the caregivers, who are really connecting with each other.” MAKING FRIENDS That has definitely been the case for Brittany Falcitelli, mom to Brooklyn, who roams the playground impatiently until her friend Ethan shows up. Falcitelli and Ethan’s mom, Melissa Parno, enjoy the chance to socialize just as much as their fouryear-olds do. For Falcitelli, it’s been a challenge to get her daughter, an only child, into settings with EARLY LEARNING: Sadie, aged four-and-three-quarters, Ewan, 3 and Thomas, 3, are an attentive audience for other kids. It was especially Nicole Marshall’s story session during SD40’s outdoor StrongStart session at Hume Park. WATERING BAGS FOR TREE PERMIT HOLDERS New Westminster is rolling out its watering bag program for trees planted on private property. If you are planting a tree as a condition of an issued tree permit then you are required to provide adequate water in order for the tree to establish and survive during the one-year maintenance period. Depending on your tree permit, you may be required to use watering bags to help your tree establish its roots, and show proof of installation around the tree; if this is not a requirement of your permit, we still highly recommend this watering method over sprinklers or hand watering. Watering bags are placed around the trunk of a newly planted tree and provide slow-release drip irrigation directly to the root system with no water lost to evaporation, and can be re-used for multiple years if kept in good condition. Please visit newwestcity.ca/services/trees/tree-permits for more details about tree permits and requirements. City Hall is selling watering bags for a subsidized price of $25/bag, available from the Planning department front counter. Watering bags are currently available to everyone planting a tree as a condition of a tree permit.

Opinion MY VIEW KEITH BALDREY
Liberals’ fortunes have improved
For the first time in almost five years the B.C. Liberals have come out of a legislature session looking much stronger than they did when it started. The spring session ended last week, and I could not help but get the sense the ruling NDP wanted out of the building as fast as possible. For the past four years, the NDP has had a free ride of sorts in the house. As I have noted here before, the pandemic pushed the usual political issues aside and made it difficult for the Opposition to get much media coverage and, as a result, the public’s attention. That situation, coupled with the fact the party seemed to be in denial for so long that it was no longer in government, meant the B.C. Liberals were dragging their heels for the longest of times (a prominent caucus member told me after Kevin Falcon was voted in as the new party leader that “the trouble with our folks is they don’t realize we are in Opposition”). It appears those gloomy days are decidedly over. The return of Falcon to the legislature to lead the party appears to be a big reason why the dark cloud has lifted off the B.C. Liberal caucus. He is clearly a step or two above the performance of his predecessor, Andrew Wilkinson. Falcon’s aggressive and energetic approach has clearly lit a fire under his caucus. The NDP members privately complain that Falcon is also bombastic, over the top in his attacks and prone to spouting misleading statements. In any event, he has captured the government’s attention in waysWilkinson was unable to accomplish. There were occasional moments of frustration on the NDP side this session, which we haven’t re-
ally seen since the party formed power in 2017. Some of that frustration was shown by Premier John Horgan, who dropped an infamous “f-bomb” in response to some incessant heckling from the B.C. Liberals. As an aside, Horgan did not have the same dominating presence during the past session that he had in previous ones. This is totally understandable, given his treatment for cancer, but he is his government’s number 1 asset, so even a slight slippage can rub off on his caucus. Now, all this is not to suggest the B.C. Liberals have completely escaped the political wilderness when it comes to actually winning elections. The electoral demographics in MetroVancouver — where the majority of electoral ridings are located — are changing quickly (i.e. getting younger and more ethnically diverse) and the B.C. Liberals have yet to show evidence they know how to tap into that electorate. Judging from the makeup of their caucus, the B.C. Liberals tilt much more to the conservative end of the spectrum rather than the liberal end, which may make it harder to make inroads in Metro Vancouver. Horgan is still a popular figure, and the government appears to continue to be more popular than any of the alternatives, despite mounting problems. Yet Falcon and his party can finally take credit for inflicting some political wounds on their adversaries, rather than ending a legislature session by nursing their own. The political playing field has become level again. That seemed a distant possibility when the pandemic began, but here we are. Keith Baldrey is chief political reporter for Global BC.
Topic: Renters evicted so landlord can re-rent home “Renters need to get over the notion that they are somehow OWED rental accommodation. Landlords don’t OWE renters a lease for life at reduced rent. … If you make it difficult for landlords to rent property then the rental pool gets smaller because the hassle is not worth the investment.”
“One of the worst things we did to the housing market was stop building purpose-built-rental housing and create a market for “mortgage helpers” instead. It’s left renters incredibly vulnerable and hasn’t created longterm secure tenure property for folks who can’t or don’t wish to buy.”

Rush-hour traffic under fire
Two drivers sitting in afternoon rush-hour traffic in the 1400 block of StewardsonWay found their vehicles unexpectedly under fire in July. One vehicle was hit by a bullet in the driver’s side front fender. The other was hit about 15 minutes later in the driver’s side back door. Police arrested a 15-year-old boy who said he’d been target-practising against a backyard fence with a .22 caliber rifle. Police weren’t entirely convinced. “Whether he was a bad shot or was intentionally shooting at vehicles is up for discussion,” Sgt. Ivan Chu said.

B.C. government actions jeopardize NDP brand Editor: Re: NDP ‘out of touch,’ downfall forecast, say Liberals, Greens as spring sitting ends (New Westminster Record online, June 2) In his response to her succinct comments, the deputy premier further proved Green Party leader Sonia Furstenau’s point that the current government opts to gaslight, rather than listen and reflect on legitimate questions, comments, and feedback about its shortcomings in responding to the challenges people across the province are facing. For example, this year’s budget is most associated with a pay increase for cabinet ministers while not providing real relief for families to help with inflation — despite it hiding in plain sight during the time frame when the budget was being reviewed and approved by the finance minister and other members of government who sit on Treasury Board. Also troubling was how Deputy Premier Mike Farnworth, in answering the self-possessed Furstenau, turned to the sexist playbook of impugning her intelligence and composure. He described her well-put encapsulation of the concerns many British Columbians are expressing about the government not seeming
to understand, much less address, their needs and priorities, as “rambling” — and a majority of government MLAs applauded his scornful reply. Like many women in leadership roles, Ms. Furstenau has to consistently outperform to be heard. In this exchange, she again more than ably fulfilled her responsibility as a member of the legislature to hold a government accountable on behalf of the public — and in doing so, provided solid counsel to the premier and his team on course correction. Government MLAs need to reflect how Furstenau’s comments serve as another warning that they are jeopardizing the NDP brand as the party of the working and middle class and how they belied the party’s stated commitment to reducing gender inequality in how they responded to the Green Party leader. trict’s director of facilities, noted much of the work in the decommissioning of the old school – including remediation for hazardous materials such as asbestos and lead – had been taking place behind the scenes before the walls actually started coming down. As of Tuesday, Crowe said the process of taking down the old building was virtually completed, slightly ahead of schedule. “Now it’s the long and more laborious task of all the separation of the various materials,” he said. Crowe said contractors are expected to be on site for about a month separating the materials, which will involve a “significant amount” of recycling. Some of the material, including large support beams, is reusable and will be sold. Other recyclables will include metals of various kinds, primarily copper and steel, plus some of the stone work. All the salvage and recyclable material belongs to the contractor and not to the school district.

City Police seek help identifying man who fell from Pattullo Bridge Theresa McManus
tmcmanus@newwestrecord.ca
One police agency is seeking the public’s assistance in identifying a man who fell from the Pattullo Bridge in May – and another policing agency is investigating the circumstances surrounding the case. Surrey RCMP issued a press release on June 3 seeking the public’s help in identifying a man who fell from the Pattullo Bridge on May 15. Cpl. Corporal Vanessa Munn, media relations officer for the Surrey RCMP, said police are actively trying to identify the man who is presumed to be deceased, but whose body has not yet been recovered. While no missing persons investigations matching the man’s description have been located, Surrey RMCP believe someone may recognize him. Officers who were on scene worked with a forensic sketch artist in an effort to identify the man, who is described as being Filipino, 40 to 50 years of age, medium to heavy build, thinning hair; he was wearing a black windbreaker/ hard shell jacket, a white T-shirt and blue jeans Anyone with information about this incident is asked to contact the Sur-

HEY KIDS! “MYSTERY ISLAND”
MEECH, Alvina (Vi) It is with great sadness that we announce the passing of our mother, Alvina (Vi) Meech (née Walker) on May 27, 2022 at Royal City Manor in New Westminster, BC. Born to George and Sabina Walker on November 6, 1925 in Tadmore, Saskatchewan, Vi was the youngest of 11 children, all of whom have predeceased her. A long-time member of both Century House and Olivet Baptist Church, she was always very active in her church and community. With her strong work ethic, she was always happiest when keeping busy. After retiring from BC Hydro at age 65 she volunteered for many different organizations over the years, including her church, Century House, Massey Theatre, and many others. In 2012 her many volunteer positions and her community spirit earned her a nomination as New Westminster Citizen of the Year. She is predeceased by her daughter, Leslie Kingwell (née Zeller), and she is survived by her two sons, Rick Zeller (Barb) and Doug Zeller (Iris), as well as Doug’s children, Patrick (Leah), Michael (Samantha) and Kristen, and Patrick’s children, Benjamin and Victoria. She was always very proud of her family. A funeral will be held at a future date at Olivet Baptist Church in New Westminster, BC. In lieu of flowers, donations will be gratefully accepted to any of the following organizations: Action for Animals in Distress (Burnaby, BC), Olivet Baptist Church (New Westminster, BC), Diabetes Canada To find out more about Alvina Meech please visit www.dignitymemorial.com
