No report cards for students

A failing grade is what most parents in New Westminster would give the ongoing labour dispute between the British Columbia Teachers’ Federation and the provincial government But as for their children, many won’t have any idea how they performed during the last few months of school. New Westminster school district superintendent John Gaiptman sent a letter out Monday morning saying the job action means there won’t be any report cards this month for most students in the district. For students in Grades 10 and 11, the district is waiting to hear from the Labour Relations Board if report cards will be deemed an essential service, he wrote. “I know report cards are an important way for students and parents to receive information regarding progress and achievement,” says the letter, which the superintendent’s office forwarded to media on Monday. “I also know that students and parents regularly receive comments and feedback from teachers that acknowledge student growth and strengths and indicate areas for improvement. When the lockout/strike/job action is resolved, your child’s progress will be communicated. If there are any questions regarding specific course level placement, they will be resolved when classes reconvene.” Gaiptman acknowledged in the letter how “difficult” the school year has been. “We had hoped that the labour situation would come to a resolution, and that we could all enjoy the end of our school year,” he wrote. “It is heartbreaking to see students going into New Westminster

UPSCALE CATERING COMPANY WILL OPERATE NEW CAFÉ AT ANVIL CENTRE

A catering company that’s fed folks like Sting and Sarah McLachlan will soon be dishing out its delicacies at Anvil Centre. The City of New Westminster has signed a deal that will see Truffles Fine Foods Catering providing catering services at its new civic facility and operating a coffee shop in Anvil Centre. Nin Rai, who founded the catering company in 2005, also started L’Abattoir, a restaurant in Gastown. On the catering front, Truffles Fine Foods caters all kinds of gatherings from galas to weddings and runs Truffles Café at VanDusen. It was the official caterer of the Whistler Canada House during the 2010 Winter Olympics. “Mr. Rai is proposing to model the cafe at the Anvil Centre after his very successful business at VanDusen gardens,” said a report to council. “He will be naming the café Truffles at the Anvil.” The café, which will be open daily from 7 a.m. to 5 p.m., will be modelled after Truffles at VanDusen. Council has approved a lease in principle for the café. Lisa Spitale, the city’s chief administrative officer, said the café’s breakfast, lunch and baked goods will work well with the services provided in Anvil Centre and the office tower. Coun. Lorrie Williams is looking forward to the café’s arrival in downtown New Westminster. In addition to a café, a restaurant will also be located in the new civic facility.

Truffles on the menu: Anvil Centre will be home to many cultural spaces and convention facilities, but it will also include a café and restaurant. Truffles Fine Foods will be operating the café in Anvil Centre. “That is going to be wonderful,” she told The Record. “That is going to be absolutely fabulous.” Williams sampled Truffles’ cuisine at its VanDusen Botanical Gardens location. Having reviewed Truffles’ proposed appetizer menu for New Westminster, she’s already picked out a few items she’s planning to try – including a baked brie. “The prices are what I would call mid, they are not the kind that
take your breath away, but they’re not your Tim Hortons,” she said. “If a dining experience is worth it, it’s worth paying a bit more for.” According to Truffles Fine Food’s website, the company has catered to hundreds of Hollywood celebrities, as well as folks attending events such as Live at Squamish, weddings and other events. “Over the course of the past several years, Nin and his team

Two Royal City seniors are out significant amounts of cash after falling victim to scammers recently. According to New Westminster police, two seniors reported being defrauded an undisclosed amount of money during two separate incidents on June 19. In the first incident, the victim received a phone call from a man claiming to be his son. The “son” told the victim he needed money to cover damages following an accident in Victoria after a rock concert. The

man on the phone told the victim he would send one of his friends to collect the money for him, to which the victim agreed and proceeded to withdraw cash from a local bank in Uptown, stated a press release from the New Westminster police. The victim then met the “friend” nearby and gave him the money. It wasn’t until later that day that the victim learned the person who had called earlier was not in fact his son, after speaking with his actual son who told him he hadn’t called asking for money, the release added. The suspect in this incident is described as South Asian, about 35 years old and 5-8 tall.

In the second incident, the victim told police she had received a phone call from a man claiming to be her grandson. A busy traffic corridor that’s been closed since March could soon reopen to traffic. The Bailey bridge has been closed to vehicles since the beginning of March but will be off limits to all vehicles, cyclists and pedestrians starting June 30 so work can get started to install a new bridge. The city expects the new crossing to open July 23.
“The new one will be arriving this week. We will be dismantling the old one starting the week of June 30,” Jim Lowrie, the city’s director of engineering, told The Record June 23. “My understanding is it is just a few days to dismantle the old one.” The City of New Westminster has hired Mainroad Contracting to remove the existing single-lane Bailey bridge and install the new crossing. New Westminster is footing the
entire $175,000 bill for replacing the existing Bailey bridge with a new crossing. The province had offered the city a free temporary Bailey bridge, but only if it agreed to allow a second crossing to be installed so there would be twoway traffic flow. In related news, an arbitrator is now considering submissions from New Westminster and Coquitlam about the future of the controversial crossing. New Westminster wants a single lane
Bailey bridge, while Coquitlam is pushing for two lanes. According to Lowrie, a decision is expected by July 2. New Westminster fears that adding another lane of traffic will exacerbate traffic and safety issues in the area around Braid and Brunette. Coun. Jonathan Cote, co-chair of the city’s master transportation committee, said he has seen New Westminster and Coquitlam’s submissions to the arbitrator. “I am comfortable we have
done the best we can to articulate the issues that we have. I have a bit of a biased opinion, but I’d say we have put forward a more comprehensive position than Coquitlam,” he said. “Once again, it’s in the arbitrator’s hand. That individual will be the one that makes the final decision.” Arbitration is the latest move in the ongoing saga of the Bailey bridge that dates back more than a decade. ◗Bridge Page 5

the Lower Mainland, where everyone has a major restaurant,” he said. “We had some pretty high-end ones when we had the King Neptune. We’ve had restaurants on Sixth that have had their day. They were fairly high-level. We will be doing that.” Blair Fryer, the city’s manager of communications and economic development, said the café will be opening
in the fall. “We anticipate the café opening this fall by November, with exact timing dependent on the tenant completing the fit-out of the space,” he said in an email to The Record. Fryer said the city is still involved in the process of selecting the operator so it doesn’t have a timeline for the restaurant opening at this time.

In March 2002, Coquitlam completed a connection of a four-lane extension of United Boulevard west of King Edward Street to the border of New Westminster and connected this extension with Braid Street. Unimpressed that Coquitlam didn’t implement measures to prevent
through-traffic from coming into the Royal City, as it had previously agreed to do, New Westminster closed a gate at the municipal boundary. Coquitlam took the matter to court and asked that the gate be reopened. Supreme Court Justice Bruce Cohen ruled in New Westminster’s favour, say-
ing Coquitlam hadn’t demonstrated that any harm would come from New Westminster’s decision to prohibit through access for the general public. Coquitlam appealed and Supreme Court Justice D. Bennett ordered that New Westminster open the gate. The gate has been open since October 2002.

We don’t buy that. We also don’t begrudge any person in the developing world who wants to come here, work hard and support those with even less. But there is a problem when we have
Canadians who are being bumped out of the line. We hope the government will follow through with enforcement of the new rules, without which the changes will be meaningless. Harper’s gift to environmentalists IN THE HOUSE

rime Minister Stephen Harper may not realize it, but his government’s decision to conditionally approve the Northern Gateway pipeline may be a huge gift to the very folks who are leading the charge against the pipeline ever being built. That would be the Canadian environmental movement, which has made Enbridge’s proposed Northern Gateway pipeline Enemy Number One. By giving the project semiofficial “status” the Harper government has ensured the environmental movement now has a surefire and lucrative fundraising weapon, and an organizing one as well. To be sure, the enviros have been dining out on Northern Gateway for some time now, but they can now ramp up their anti-pipeline campaign big-time and take it to the international stage. But the irony here (aside from the fact that Harper is actually aiding the environmentalists) is that there is a good chance the Northern Gateway won’t even be built. For all the outrage whipped up by pipeline foes as part of a fundraising scheme, it
is more likely not a single pipe is ever laid along the proposed route. And given the way the Harper government made the pipeline announcement – a terse four-paragraph news release at 5 p.m. Ottawa time, without a single cabinet minister or B.C. Conservative MP being around to even talk about it – one may think it shares the doubts about this project ever coming to fruition. Enbridge is facing many obstacles, some of them significant and others less so. But put them all together, and they create what may be a mountain that is impossible to scale. For starters, there are the 209 conditions the federal Joint Review Panel attached to its own approval of the project. More than half of them must be met before construction can even begin, and some seem onerous. For example, the company must complete a detailed survey of all kinds of wild species and aquatic marine life, as well as such things as “culturally modified trees” that have grown since 1846 (when B.C. became Crown land). But perhaps most importantly, Enbridge has to prove it has consulted adequately with First Nations affected by the project, and on this point the company is especially vulnerable. While it says it has secured the support of more than 20 First Nations bands, the fact remains that

Specifically, regarding lighting a fire on our patio table (which is a found fire pit table) I’m having a hard time understanding how an eight-inch propane flame out of the centre of a table that’s designed for it is a safety concern. This table emits zero sparks and is no more dangerous than a barbecue. We’ve had it for years with absolutely zero incidents, a lot of our neighbours have them with no problems either. I’d love to know how I can go about getting someone to shed some light on this.

the New Westminster Secondary Senior Jazz Band sounds! The band played Sunday at the Vancouver International Jazz Festival. Just being picked to play at this festival puts them in august company. They were slotted between a large high school band from Vancouver who recently played the Queen Elizabeth Theatre, and a similar sized band from a private school. They did not sound out of place. They conducted themselves well. Even without a conductor, they were able to speed up, slow down, crescendo and diminuendo. AND, as I said, all without a conductor. The last time I heard the late Ray Charles do One Mint Julep, it didn’t sound any better than it did on Sunday. If there were to be one criticism, it would be that more time be spent introducing the soloists, and explaining the next piece of music. This gives the band members time to catch their breath, and lets the listener know what to expect As a lifetime cynic, I must say I feel a

Your front page shows a photo of the scrubbing of the "World’s Largest Tin Soldier" and underneath the news that Jonathan Cote is running for the position of mayor. I wonder how unpopular I’d be if I voiced the hope that Cote would win and that his first act would be to get rid of the tin eyesore? Now I’ve nothing against tin soldiers as they appear in The Nutcracker, but as a symbol of the city it makes me cringe to see it. Is it the fact that it’s “The World’s Biggest" that deems it worthy? Do we really think that some city somewhere is conspiring to build bigger and luxuriate in the glory? Is this our idea of art? Just what does it celebrate ? Jim Cowan, New Westminster

many more vehemently oppose the project. The B.C. courts and the Supreme Court of Canada have demonstrated that a lack of aboriginal treaties in this province has meant First Nations’ interests must be accommodated and respected, and that bodes ill for the Northern Gateway project. And then there is the B.C. government, which is no small problem for Enbridge. Premier Christy Clark has set five distinct conditions that have to be met before her government will support the project. Only one of them – getting through an environmental assessment process – has been achieved, and it’s unlikely any of the others will come close to being met. She and Environment Minister Mary Polak have said if the conditions are not met, then B.C. will not
grant any of the 60 provincial permits that Enbridge must secure for various activities, including construction of a pipeline. The federal government distributed a backgrounder when it announced its approval of the pipeline. It ever so helpfully lists the dozen or so provincial pieces of legislation that come into play with this project. I can picture provincial bureaucrats right now eagerly awaiting the chance to nix a permit for Enbridge because, say, an archeological site may be disturbed by a construction crew. No, for all kinds of reasons – 209 conditions, First Nations opposition, the B.C. government’s opposition – it’s more than likely the Northern Gateway pipeline will never be built. There’s no sense trying to convince the environmental movement of that, though. It’s going to be
too busy using what could end up being a phantom project to raise a lot of money. ! When Premier Christy Clark gets around to the first shuffle of her post-election cabinet, I suspect the person leading the short list for being dumped will be Advanced Education Minister Amrik Virk. After denying any wrongdoing, an investigation found he broke the rules for disclosing public sector compensation while he was on the board of Kwantlen College (before he was elected). I would think there are now at least a few B.C. Liberal backbenchers who may think themselves more worthy of a cabinet post than Virk, and I have to wonder whether the premier might come to that conclusion as well. New Westminster Family Place has been striving to make a difference in the lives of local families for 25 years. Family Place offers a range of services including drop-ins for children up to the age of five, parent education programs, a clothing exchange and a toy-lending library. “I get all sorts of compliments every week. I think people take from the program what they need,” said executive director Marjorie Staal. “Some parents would come every two or three weeks and enjoy the program and learn what they need. It was definitely thought through,” Staal said. “It started in the health unit.” In the past 25 years, Family Place has moved a number of times, settling into its current digs at 93 Sixth St. 10 years ago. “We have found that with the current program at the main site, there are needs in the neighbourhoods,” Staal said. “It’s a little bit more work to come down here – the hill, the parking.” Drop-ins are held at the main site Monday through Saturday, giving parents a chance to connect with other parents and take part in parent education programs “We have parent education programs every week,” Staal said. “We have different ones.” Along with early child educators, a family support worker is also available to answer some of the questions parents may have.

New duds: A clothing exchange is one of the many offerings at New Westminster Family Place. She send parents to other agencies to be referred,” she said. “We have two early childhood educators who work with families and talk with parents in the playroom about stages of development.” While parents pick up tips or get ideas where they can access other community resources, children have a ball in the playroom, Staal added. “They learn to socialize, they learn to share, they learn to play with other
children,” she said. “They do a lot of art projects, craft projects. Our circle times are phenomenal.” In addition to its main location, New Westminster Family Place has branched out to set up satellite operations at the Food Bank (Tuesdays and Wednesdays) and Lord Kelvin Elementary School (Thursdays and Fridays while school is in session). It also operates a Mother Goose program at community centres and the library. Funding is always a challenge for non-
profits like Family Place, which relies on fundraising and donations to keep it going. Family Place recently had to end a program for grandparents taking care of their children, after losing United Way funding for the program. New Westminster Family Place is holding a pub night fundraiser and silent auction on Thursday, June 26 at the Paddlewheeler Pub. Tickets are $25 (including a burger and a beer/wine) and are available by calling Family Place at 604- 520-3666.

New program takes seniors to farmers’ market I
magine you’re a senior on a limited income and someone hands you a $15 voucher for the farmers’ market. Sounds great, right? But maybe you need to navigate public transit to travel there, and you use a walker to get around, and those hills are going to be a real pain. Then you get to the market and you’re wondering,“What the heck is kale? And these Jerusalem artichokes? How do I even cook these things?”Then you have to pack all those groceries home. It’s enough to make you abandon the whole idea. That’s why the Seniors Services Society is launching a new program designed to get around all those barriers – to take seniors to the farmers’ market and put a little money in their pockets.
On July 3, the society is starting Seniors to the Market, which offers lowincome people, 55 or older, door-to-door transportation to the Royal City Farmers Market, a $15 market voucher and an informational session en route. “I think this program is an amazing opportunity for low-income seniors to not only get involved in their community, but to think more about cooking and enjoying fresh food,” said Hayley Sinclair, the society’s volunteer program coordinator.“I think the New Westminster community needs to see seniors out more at community events, and certainly our Royal City Farmers Market is a really popular community event.” The program is a collaboration between the B.C. Association of Farmers’
Markets, the Royal City Farmers Market and the non-profit Seniors Services Society. People can sign up for the Seniors to the Market program for a maximum of four weeks, and the market runs every Thursday in New Westminster’s Tipperary Park. The society picks people up at their door in a bus and offers an informative workshop while the seniors are in transit. One see pg. 13 …

Each senior gets a $15 voucher to spend at the market. They shop for about an hour, and there are volunteers to help pack groceries. Afterwards, the bus drops the shoppers off at their doorsteps. “We’re definitely getting people home before
dinner so they can actually cook the food they pick up that day, so we’re getting people home by five,” Sinclair said. “Certainly the benefit is the shuttle services, actually getting people to the market,” Sinclair added. “They can purchase fresh fruit, fresh vegetables, cheese and meat, that way they can spend some of their own money on things they want.” While the voucher is a bonus, anyone who’s
shopped at a local farmers’ market knows that $15 can go by quickly, but Sinclair said the market lists in-season produce with low price points. Melissa Maltais, operations manager for the Royal City Farmers Market, is excited about the program. “I’m all about breaking down barriers to the farmers’ market. If one way we can do that is get 16 individuals to the market without having to worry about

Future of planning tables uncertain
he Burnaby and New Westminster seniors’ planning tables are mulling a future without funding as the United Way is scaling back money for seniors’ programs. The tables involve gathering local seniors, at a grassroots level, to plan programs and activities they want to see in their communities. United Way had to reduce $1.6 million in spending for seniors’ programs due to a decline in donations from the public. At the same time, the charity is focusing on its Better at Home program, which helps pay for services to help seniors live in their homes longer. As for the two planning tables, they have secured “transitional” funding from July to March, 2015, but after that, they will very likely be on their own. “What has been suggested to us is transition funding is from July to March. One of our mandates is to develop a transitional and sustainability (plan) to go forward after that with our funding,” said gerontologist Mariam Larson, who’s paid to coordinate both tables in New West and Burnaby. “In Burnaby for example, we have had an action planning,” she said.“We’ve just started that process. It will be a seniors’ driven process, it’s about what the seniors members want
to do. … It may be about exploring other sources of funding,” Larson said. Larson said the seniors would like the planning tables to continue, but what that will look like is unknown at this point. If the groups decide they want a paid coordinator, then they will have to find alternate sources of funding, or they may decide to do everything with volunteer labour. “It will continue to evolve,” Larson said. The United Way’s Jennifer Young said they met with the seniors’ planning tables on June 12. “Representatives from the planning tables were told that their applications for funding through to the end of March 2015 had been received and were being processed,” she said in an emailed statement.“The discussion also touched on the future – given changes in the senior sector and the establishment of Better at Home, are there new ways to operate the tables?” In a past interview with The Record, the charity’s CEO said no funding agreements are permanent. “Contracts expire all the time; funding commitments expire all the time,” said Michael McKnight, United Way CEO.“I can never tell you that any organization will be funded indefinitely.”

Practice is making the junior A New Westminster Salmonbellies near perfect. The B.C. Junior Lacrosse league leaders won their 11th straight contest, felling the Nanaimo Timbermen 18-6 at Queen’s Park Arena on Sunday. New West opened with a 6-0 first period, including back-to-back unassisted breakaway goals by Luke Gillespie. The final-year Salmonbellie righthander added a third unassisted counter in the final period. Johnny Pearson also added a hat trick with a five-point outing, while league scoring leader Connor Robinson reached the 90-point mark with a game-high four goals and three assists in the win. The Salmonbellies appear to have taken their game to a different level following a 16-13 shootout win over Victoria at Queen’s Park at the beginning of the month. “That game, in my opinion, was just a wakeup call,” said New Westminster goalie Rocky Bowman. “We talk a lot about what we can improve on. They’re giving me the outside shot and we start from there. It’s giving me the opportunity to stop the ball and it’s working.” That’s an understatement to be sure. The win improved New West’s record to 161-0, a full three points ahead of the second-place Coquitlam Adanacs, who got past a stubborn

That’s the feeling head coach Steve Goodwin is taking into the remainder of the Western Lacrosse Association season following New Westminster’s 11-10 loss at the Q Centre in Victoria on Saturday. “We took some risks against Victoria and went on a 7-1 run. We needed something to lift our confidence and we’re hoping that might have been a turning point for us,” said Goodwin. “That’s what it felt like.” Trailing 10-3 after 40 minutes,
second-year Salmonbellie Richard Lachlan got the visitors going with his first of two third-period goals at 2:16. The two teams swapped single counters before Jeff Cornwall sparked a five-goal finish with an unassisted goal on the shortman. The New Westminster Salmonbellies picked up perhaps the biggest fish so far in the end-of-season B.C. Junior Lacrosse League trade deadline deals. The junior ’Bellies acquired final-year righthander Brett Dobray from Langley as the future considerations from the earlier May 27 deal that sent Riley Glemnitz to the Thunder. Dobray brings more than 100 career goals and 200 points over his three years of junior A lacrosse in Langley. Last year, the 6-0 righthander scored a career-high 46 goals and recorded 94 points for the Thunder. The Burnaby Lakers also improved their bottom line, picking up a pair of 1995 runners in two separate junior A trades last week. The junior A Lakers picked up 5-11 lefthander Josh McLaughlin from New Westminster for future considerations on June 19, a day after acquiring the playing rights of second-year intermediate Connor McKay from the Delta Islanders. McLaughlin had two goals in two games with the junior ’Bellies and a shooting average of 33.33 per cent this season. McKay, who has yet to play intermediate or junior lacrosse this season, was dealt to the Lakers in return for defender Quinton Bradley and futures. “We’ve spoken to (McKay) and from what we understand he’s keen to play here,” said Burnaby general manager Brad Hara. In a third deal last week, Burnaby also sent Randy Jones to Brampton for future considerations. We are officially all ’Bellies The New Westminster Salmonbellies lacrosse club officially branded its famous fish and W logo with its minor league affiliates. The senior A club entered into an official agreement with the junior A club and the New Westminster minor associations at Queen’s Park Arena prior to last Thursday’s Western Lacrosse Association game on June 19. The largely ceremonial signing involved the licensing and use of the Salmonbellies registered trademarks in Canada. The agreement formalizes a relationship that has long existed in spirit between the New Westminster lacrosse community. Senior club president Dan Richardson
