The Beautiful Game could be coming to New Westminster as the Vancouver Whitecaps are pursuing plans to bring professional soccer to Queen’s Park Stadium. Vancouver Whitecaps FC and the City of New Westminster signed a memorandum of understanding on Monday to work toward launching a United Soccer Leagues (USL) pro franchise in New Westminster. “We are thrilled to announce our efforts with the City of New Westminster to bring a new professional soccer team to its vibrant sports and family oriented community,” said club president Bob Lenarduzzi. “A USL PRO franchise in our own backyard is an important step in our efforts to support the development of players, especially young Canadians, at every level by bridging the pathway to our Major Soccer League team, as well as the national team.” Lenarduzzi said New Westminster is an ideal place for the USL pro team because it is central and is a vibrant community. While the Whitecaps are “very excited” about the potential of bringing a team to New Westminster, he said other cities have expressed an interest in hosting the team. ◗Soccer Page 8

Festival goers will be able to enjoy a cool one at this year’s Uptown Live. Donnelly and Associates, which has been contracted by the Uptown Business Association to oversee liquor service at the event, has applied to the Liquor Distribution Branch for a special occasion licence to operate three enclosed beverage gardens at Uptown Live. New Westminster city council has approved the beer gardens, provided the Uptown Business Association and Donnelly and Associates meet requirements set out by the police and fire departments. “The proposed total capacity of all three
areas is 578,” said a staff report to council. “The proposed hours of operation are from 12 noon to 7 p.m.” According to Donnelly and Associates, the three bars will be restricted to serving beer, wine and coolers, and all alcoholic beverages will be consumed in the enclosed licensed areas. Uptown Live, being held on Sunday, Aug. 10 from 11 a.m. to 7 p.m. in the vicinity of Sixth Avenue and Sixth Street, will include live music on several stages, food trucks and more. Coun. Betty McIntosh expressed concerns about having three designated areas for liquor sales that could be serving close to 600 people. With a pub and a Legion in close proximity to
the proposed beer gardens, she felt it would be more appropriate to limit the event to two beer gardens. New Westminster Chief Const. Dave Jones said police consider whether alcohol is being served to complement an event or whether the event is alcohol driven. From what police have seen, he said Uptown Live isn’t an alcohol-driven event. In other booze news, city council has approved the sale and sampling of liquor at Royal City Farmers Market. The number of liquor vendors will be limited to two, and the city will review the matter if any issues arise from the sale at the market. This ain’t your gym class dodgeball: The action was hard-hitting at the Kings and Queens Dodgeball Tournament on July 5 at Douglas College. Women’s and men’s teams competed in the event that was organized by the Vancouver Dodgeball League and raised funds for the Canadian Cancer Society. Along with the action on the floor, the tournament included a silent raffle, silly string fun and awards for Best Cheer and Best Dressed.

New Westminster is hiring a consultant to consider the potential impacts of the Trans Mountain pipeline expansion. Mark Allison, the city’s manager of strategic initiatives and sustainability, said the alignment near the Brunette River was previously designated as an alternate route but has since been reclassified as the “selected” route for the pipeline’s expansion. “Right now we don’t have the same level of information that we had for the selected corridor,” he said. On Monday, council approved a consulting budget of up to $15,000 to have a qualified environmental professional review potential impacts of the proposed pipeline expansion. Kinder Morgan has applied to the National Energy Board to expand its pipeline, which runs from Alberta to Burnaby. “I think this is very, very important,” said Coun. Lorrie Williams. “We have struggled so hard to get that creek back to life.” The City of New Westminster is planning a townhall meeting for early September. The city is contacting groups like the Sapperton Fish and Game Club and New Westminster

nyone who has been paying attention to the evolution of First Nations rights and powers in B.C. over the past 20 years or so should not be surprised by the recent Supreme Court of Canada decision that recognized a specific aboriginal title. Nevertheless, given the dire warnings from some of economic chaos that will result from the historic decision, there is reason to be concerned about its impact on B.C.’s economy. The high court resolved what started out in 1983 as a dispute over a logging licence, but which evolved into a landmark case about the aboriginal title rights of a specific First Nation, in this instance the Tsilhqot’in Nation in the Chilcotin region of the Interior. The concept of aboriginal title was first established by the Supreme Court of Canada more than 40 years ago, in the Calder vs. B.C. case. But the recent decision represents the first time in history the high court has formally declared aboriginal title to exist in a specified area. The decision potentially gives First Nations that establish title
(not an easy task) a veto over activities on their land. Where title is established, the consent of the First Nation band in question must first be gained before those activities can proceed. The high court did provide an escape clause of sorts for governments. If a government meets a three-pronged test, it can override the lack of First Nations consent. The test is a potentially rigorous one: a government must fully show it has consulted and accommodated First Nations’ interests, the proposed action must be “compelling and substantial” for the public (which includes First Nations) good, and that the government is consistent with its fiduciary obligations to First Nations. But the court also referenced a previous decision (Delgamuukw) in citing specific activities that can potentially infringe on aboriginal title, and they include forestry, mining, infrastructure, environmental protection and “the general economic development of the interior of British Columbia.” So while the decision provides clarity and, eventually, certainty over issues pertaining to First Nations rights and powers, it didn’t vastly reshape the landscape on this matter. An analysis by the Osler law firm’s aboriginal law group (entitled: “The Sky is Not Falling”) notes this. “Despite the significant media attention

There are 146 residential units, seven commercial units and 262 parking spaces for probably 300 residents, with most of the motor vehicles used every day. We should have at least 1,200 new trees near our building (based on a report showing Toronto’s tree density at four trees per person), but we only have 19, which is about the same as there was when the property was a two-storey commercial building. I have a real issue with the parking situation in Sapperton for a number of reasons. I have been volunteering at the RCH Thrift Store for over a year now, and although very pleased with the progress on East Columbia, we still have a long way to go before this is an area where other areas of the city are going to be frequenting, shopping, etc. Constantly, you see businesses open up, then shut down. Please, I beg of you Mayor Wayne Wright, can you not give some of these small businesses a break by removing the pay parking? Just saying …

that the recent Supreme Court of Canada decision has received, it represents a reiteration of established law regarding aboriginal title that has been developed over decades,” it said. Another prominent law firm, MacMillan LLP, had this to say: “With the exception of clarifying what is required to establish occupation, the decision does not make significant changes to the law of aboriginal title as it has come to exist over the last several decades.” In B.C., the reality on the ground for the past decade or so is that First Nations have had a de facto veto over many significant activities on land claimed as ancestral. Increasingly, both the provincial government and private sector companies have realized this and have had to ensure that First Nations support is secured – not ignored – before proceeding with a particular development.
And, really, what is the problem with that? Not having First Nations support can frustrate or even block a particular development (hello there, Northern Gateway pipeline). The court’s decision would seem to cement this reality along more defined lines. However, while the B.C. government and many companies doing business here are aware of this, the trouble is that many outside interests are not and they (i.e. potential capital investors) may well be thinking that the sky has indeed fallen, particularly if they pay more attention to media coverage than legal analyses. This is where concerns about the impact on the provincial economy arise. It may well be that an investment chill may develop in this province, as potential investors nervously wonder whether it’s safe to invest in a project where the backing of the First Nations con-
cerned is not secured, or not certain. It seems likely that the investment world may be unsettled for a period of time, as many things flowing from this decision sort themselves out. There are outstanding questions: what happens to overlapping land claims when it comes to establishing title is an example of just one. In the meantime, it may be wise and prudent for any natural resource developer to secure the support, if not the outright partnership, of First Nations before proceeding – which is often the case today anyway. While there’s no doubt the Supreme Court decision is historic and significant, British Columbia has been moving in the decision’s direction for some time now. The sky is not falling, folks, but it may have some storm clouds for a while. Keith Baldrey is chief political reporter for Global B.C.

If the project proceeds, Queen’s Park Stadium would be the franchise’s site. In addition to the current Whitecaps FC ownership group, the franchise will be co-owned and operated by Ian Gillespie of Westbank Projects Corp. and New Westminster native Gary Pooni of Brook Pooni Associates. “I am very proud of the fact that I was at the World Cup in 1986, but 1986 was a long time ago. We need to get back to the World Cup. One of the things that we are working on … is a co-ordinated plan to give our best young players the opportunity to develop at the international level. I am
not suggesting simply because we start this particular program that will come in four years, but we need a place for our best young players to play,” said Lenarduzzi. If the application is successful, the club could launch its first USL PRO season in March 2015. The Whitecaps are working to a Sept. 15 deadline from the USL to put in their application. Dean Gibson, the city’s director of parks, culture and recreation, said consultation will get underway immediately. “This is really exciting times in the City of New Westminster,” Gibson said. “Our community has been experiencing a re-emergence in the Lower Mainland, being seen
as a place to live, a great place to work and a great place to play. We are thinking this potential opportunity with the Whitecaps is just going to be the icing on the cake.” Gibson said the project could not only benefit the local community but also raise the city’s profile in the region and the Pacific Northwest. “This is just the beginning,” he said. “We have a lot of work to do over the next several weeks in terms of communicating with our community, with our local sports groups, seeking their feedback and getting that.” Gibson said it’s been a long time since Queen’s Park has had
a major sports franchise, like the New Westminster Bruins. He said the proposal may require a reconfiguration of the field at Queen’s Park Stadium. “It’s a historic site. The stadium itself dates back many, many, many generations. It has a long history and legacy of sport and sport development,” he said. “Particularly with some of the owners of the Whitecaps’ organization, they recognize that intrinsic character that is there with the street, the city, the history of sport development as well. In addition, the size of the stadium is just the right size for this type of venue. There’s nothing worse than having a sporting event where you

like at a bus stop, and encouraging people to upload Facebook videos. The movement was originally called Play Me, I’m Yours. It was done by artists. We have sort of adapted it to work within our own community.” A Queensborough family donated the piano, which was painted by a team of community artists and volunteers. Local artist Jean Konkle, a retired teacher and a volunteer at the local elementary school, was inspired by the Mighty Fraser and thought a piano that reflected “life along the river” would be a perfect fit for Queensborough. “Jean Konkle spearheaded the painting. We had our preschoolers out painting, we had some of our teens from youth services. We had quite a diverse group of people
help paint the piano, and then we unveiled it at the Children’s Festival and had one of our eight-year old piano students from the centre play the first song on it,” Lajeunesse said. “We have kind of taken the Play Me, I’m Yours philosophy of the art in a random public space and included it into Ryall Park in Queensborough.” Queensborough resident Cheryl Rogers thinks the piano is a great fit for the community. “It’s a fabulous idea. It give us something else to do in the park,” she said. “It’s an added attraction because it’s musical.” Rogers said the piano is inclusive of people of all ages and ethnicities. “With the multicultural community we have too, you don’t need to understand a language to understand music,” she said.

he City of New Westminster is seeking community input about a well-used spray park in need of a facelift. The city is embarking on consultation about the community’s vision for Moody Park playground and spray park. While the playground is often filled with kids and families, it’s in need of an overhaul. The city is holding an open house about the Moody Park adventure plan and spray park on Thursday, July 10 from 5 to 7 p.m. at Moody Park’s playground, which is at the corner of Eighth Street and Sixth Avenue. Park users, residents, business owners and anyone interested in the project are invited to attend the open house, which is the first phase of consultation. While the forecast is calling for sunny skies on Thursday, the event will be moved indoors to Century House if it’s raining.

It was a family affair for New West’s Kirsten Ickert during the weekend’s Underwear Affair. Ickert participated in her fifth Underwear Affair to help raise funds for cancers below the waist. As part of the B.C. Cancer Foundation’s Underwear Affair, hundreds of participants ran 10 kilometres, walked five kilometres or took part in a “booty hunt” through the streets of Vancouver in their underwear to raise funds for the foundation and cancers below the waist.

Within a few years of each other, her mom Eileen and her aunt Mona were both diagnosed with cancers below the waist. Although her mom beat the cancer – and participated as a survivor alongside Kirsten in this year’s Underwear Affair – her aunt Mona succumbed to cancer in 2011. “Her strength, courage and faith during this time continues to be both humbling and inspiring,” Kirsten wrote on her Underwear Affair team page. “I strongly believe that one day there will be a cure for cancer and I am eager to contribute in the best way that I can.” While Kirsten has participated in the Underwear Affair in the past, she’s had some company for this year’s July 5 event. Along with her mother, father and an aunt, she was part of Team Scrambled Eggs.

Get revved up for summer fun
There’s nothing better in the summer than great music, delicious food and classic cars. All of these and much more will be on hand at this year’s Key West Ford Show and Shine. On Sunday, July 13 from 10 a.m. to 5 p.m. this yearly event will once again span Columbia Street in New Westminster. The show is free and there is something for everyone – from vintage cars to electric bicycles, from terrific musicians to awesome activities for kids, the Key West Show and Shine offers fun for the whole family. This year is extra special as it marks the 15th anniversary of the event. Over the last 15 years, the event has brought in an estimated one million visitors to New Westminster, according to Kendra Johnston, executive director of the Downtown New West Business Improvement Association. So what does this year offer to commemorate such a milestone? Johnston says 2014 will honour the tireless volunteers who made the event such a success. As well, there
will be an expanded bike show and more upscale entertainment. Columbia Street will also be filled with cool buskers, including YouTube sensation Spandy Andy, who will be patrolling the streets offering various types of entertainment. As well, Johnston notes that Save-OnFoods has come on board with its Family Fun Zone providing activities, entertainers and a balloon artist. For Johnston, the Key West Show and Shine is notable for its Big Three – cars, beer and music. There will be over 300 classic and vintage vehicles from more than 21 different classes for both car lovers and casual passersby to enjoy. This makes it the largest car show in the Pacific Northwest. As for beer, the choices are aplenty as there are five beer gardens along Columbia Street to peruse. The event has grown into such a

A new batch of New Westminster police reserve constables crossed the stage June 26, making them the second class to graduate since the program was reinstated two years ago. The nine reserves were recruited by the department’s community services section this spring. In order to become official police department reserve constables, the nine recruits “endured a rigorous training program, which included legal studies, use of force, bicycle safety, crime prevention, officer safety and traffic control training,” stated a press release from the department. The department phased out the program 14 years ago, but it was brought back in 2012 as part of the community services section. Since then, the New Westminster Police Department has recruited 18 reserves who help patrol, attend community events and promote safety throughout the city. One of their main tasks is to assist the department in co-ordinating, facilitating and implementing community policing and crime prevention programs. “It is hoped that some of the graduates may look to making policing their full-time profession and join the ranks of the NWPD in the future,” the press release added. –Cayley Dobie

The New Westminster Salmonbellies appear to have the number of the Burnaby Lakers – now all they have to do is find a way to catch up to them in the standings. New West took the Western Lacrosse Association season series over the senior A Lakers following an 11-9 victory at the Bill Copeland Sports Centre on Friday. The win came a day after a somewhat listless 9-6 loss to Coquitlam on

But we seem to do a good job of making it hard for ourselves,” said New West lefty Cliff Smith, who scored three goals in an eight-point night in just his third game back with the ’Bellies. Keegan Bal opened the scoring with his first of a game-high four goals. New West then bounded out to a 4-1 lead later in the period, finding holes in the defence of former Salmonbellie keeper Tyler
Richards in the Burnaby net. Alexis Buque chalked up his third win of the season, stopping 44 Burnaby shots on goal, upping his .819 save percentage to among the league leaders. But with just six games left in the regular season, losing any more games is just not an option for the ’Bellies, who are a leagueworst 1-5 at home and just .500 on the road, said Smith. “We don’t have the luxury of time now,” Smith added. “Playing 60 minutes … has to be how we

We’re not good enough to play 40 minutes and win.” At home on Thursday, the ’Bellies proved it, surrendering a 3-0 third period to the Adanacs, who like New West are in a dogfight to gain a playoff spot. Smith tied the game 3-3 midway through the second period, before Bal sparked a mini-three-goal scoring spree that put the home team up by a pair of goals. But Coquitlam game stars Daryl Veltman and Brett Hickey quickly
scored separate powerplay goals to draw the two teams even heading into the final frame. Adam Shute got the win with 44 saves, including a dozen in the pivotal third period, for the A’s. New Westminster will take on the Delta Islanders in the first round of B.C. Junior Lacrosse League playoffs tonight. The Salmonbellies finished up their B.C. Junior Lacrosse League season with a 14-6 win over the playoff-bound Victoria Shamrocks at Queen’s Park Arena on Sunday. The ’Rocks will take on league runner-up Coquitlam in the other semifinal. New West led 4-3 after 20 minutes and then put its foot to the pedal, pulling away with a seven-goal second period. Luke Gillespie, with a pair of goals, and Adam Dickson, with a secondperiod hat trick, did most of the damage for the home team in the middle frame. Ontario acquisition Eric Penney got his first start in goal, earning the win with a 24-save effort. Josh Byrne led all scorers with his ninth hat trick of the season in a five-point effort. League scoring champion Connor Robinson surpassed the century mark with five helpers to finish the year with 104 points. Chris Nasato also potted a pair of goals for New West. The junior ’Bellies open the best-of-five semi-final series on Wednesday at Queen’s Park Arena at 8 p.m. against the only team that managed to beat them during the regular season. “Yeah, yeah, we’re aware of that. We’re certainly not looking past Delta,” said New West head coach Dan Perreault. “At this time of year, we have to be disciplined and stay out of the (penalty) box. That will be important. And we must make sure we take any kind of transition away from them. We want to play our game – move the ball and play good defence.” Game 2 of the playoffs will be on Saturday in Delta. Faceoff is at 7:30 p.m. New Westminster finished in first place in the regular season with a 20-1-0 record.

Schultz, who won the B.C. high school’s most outstanding female track athlete earlier this season, leaped 1.70m. Dallyssa Huggins, competing unattached, won the event with a jump of 1.76m. On the men’s side, New Westminster ’s Mihailo Stefanovic and Bogdan Pavel shared a silver medal with Team B.C. in the 4x100m relay. The two New West Spartan clubmates also made the final of the men’s 110m hurdles, finishing sixth and seventh, respectively.
