RULES AND REGULATIONS HANDBOOK Revised and Ratified by the Board of Directors October 20th, 2018
Campground RV Site Reservation Program. (Ratified on October 20th, 2018)12 SCOPE: Designating sites in the Campground that can be reserved. The sites are 407,407-A, 408, 408-A, and 409. The procedures would be the same as the cabin rental procedures. Sites can be reserved up to 1 calendar month in advance of your stay, you can stay on the site up to 14 nights on each reservation. Sites are marked Reservation Only and are clearly defined. At the completion of your reservation period your trailer must leave with you and all your personal belongings. RESERVATION POLICY: 1. Owners must make reservations in person or by phone only. Sites available for Reservation are 407, 407-A, 408, 408-A, and 409 only.
2. The maximum length of stay in a Reservation Site is 14 nights. Before reservation can be made, owners must have met their 5 nights off ranch requirement as per the 1/2/3 calendar month rules. There must be a 1 calendar month break in between reservations from the last day of your reservation. Owners must also meet their 5 nights off the ranch requirement after your reservation has ended before pulling onto any other campground site. Owners must be checked in and currently be on the Ranch during their entire Reservation period. (i.e. you may not park your trailer and go home) 3. Owners must be 18 or older and show current trailer registration and valid
photo ID. (To reserve and be onsite with their RV.) 4. At the completion of your reservation period your trailer must leave with you and all your personal belongings. 5. Cancellations must be made 72 hours in advance. Failure to comply will result in penalties to the reserving Owner. 6. Check-in is 3:00pm. Check-out is 12:00pm. 7. Failure to comply with the Reservation Rules will result in a $250 per day fine for the Owner.

Dear Owner, In a civilized society, “Order in all things” only comes about by self-imposed regulations. Therefore, for our security, protection of life and property, enjoyment and comfort, and to maintain our well cared for property, we have established certain rules to govern ourselves by and are publishing them for your information in the following pages. These rules will be enforced by Management and the Board of Directors. We request that all Owners, Associates and their Guests observe these rules so we may ALL enjoy the facilities. As an R-Ranch owner we want to remind you that you are responsible in every way for the behavior, actions and damages to Ranch property by yourself, your Associates and guests. In addition all Owners are responsible for the safety, health, and wellbeing of themselves, their Associates and guests. Everyone must be respectful of the rights of other Owners so everyone can enjoy the peace and quiet the Ranch provides. “Take nothing but pictures…Waste nothing but time….Leave nothing but footprints” “The mark of a good camper is to leave no mark”

6 GENERAL INFORMATION This Rules and Regulations Handbook may change, from time to time, at the discretion of the Board of Directors. For questions that are not covered in this Rules & Regulations Handbook, the Bylaws and Declaration of Covenants, Conditions and Restrictions (CC&R’s), contact R-Ranch at the Lake Ranch Owners’ Association (ROA). The ROA office is located at the gated entrance to R-Ranch at the Lake. R-Ranch at the Lake ROA Office: 707-252-0140 1962 Capell Valley Road Fax: 707-252-0143 Napa CA 94558 Email: officemanager@rranch.info The official R-Ranch website is: www.r-ranch.net Entering and exiting R- Ranch is open to all owners 24 hours a day….365 days a year. See Entry Gate for after hour’s entry. All vehicles must be issued a “windshield tag” (hereinafter referred to as “tag”) when registering to enter the Ranch. The tag must, at all times, be displayed on the front windshield of the vehicle. ALL Tags must be turned in when leaving the Ranch. The tags can be turned into the ROA office or put in the mailbox outside the ROA office. In the event you forget to turn in a tag you must call the ROA office at your first opportunity to report you have left the Ranch. Failure to turn in the tag or to notify the ROA office that you have left the Ranch could result in fines. The ROA office is the central location for all R-Ranch business. It is the location for checking in and out, making all payments, and where all R-Ranch records are kept. The ROA office is responsible for issuing all tickets and passes such as guest passes, riding passes, dinner tickets, and any other activities that require a payment. Seasons: “In Season” is defined as the period from the Friday of the Memorial Day weekend through the Monday of the Labor Day weekend. “Off Season” is defined as the Tuesday following the Labor Day weekend through the Thursday before the Memorial Day weekend. Your Owner’s Share number is required on all forms and communication. All forms are available at the ROA office. If you require the form be mailed; send your request with a self -addressed, stamped envelope to the ROA office. Additionally, all forms are available on the R- Ranch website www.r-ranch.net During “In Season” (Memorial Day through Labor Day) all Owners, Associates (7 or older)1, and Guests (3 or older) are required to wear a wristband which will be issued at check-in. All Fees and Fines are determined by the Board of Directors and are subject to change from time to time. The “Owner Charges – Penalties – Citations” hereinafter referred to as “Fines” are available at the ROA office. The fine will be doubled each time an Owner receives more than one (1) fine for the same offense within one (1) year of the original offense. All monies owed must be paid before using the Ranch.

7 R-Ranch is not designed for permanent residence. Only periodic stays are permitted. R-Ranch is a private, gated, camping and horse ranch. The Ranch Staff is available to assist Owners, protect Ranch property and to insure the orderly conduct of Owners, Associates and Guests. Everyone on the Ranch is asked to report any observed disturbances, unusual events or unlawful behavior to Ranch Security, any Staff personnel or at the ROA office. Ranch staff is authorized to issue citations for violations of the Rules & Regulations. R-Ranch is not responsible for damage or loss of personal property including vehicles of any description, RV’s, boats and trailers, golf carts or any other items brought to the Ranch by Owners, Associates or Guests. The speed limit on the entire Ranch is 10 miles per hour. Violators will be fined. All vehicles must be alert for golf carts, pedestrians, bicycles, horses, deer and other Ranch wildlife. The Napa County Sheriff’s Department or California Highway Patrol will be called at the discretion of the ROA should a situation arise wherein security, protection of life and/or property, or owner enjoyment and comfort are at risk. All laws for the State of California apply to the Ranch. 1. ALCOHOL AND DRUGS: Use of illegal drugs is prohibited. The use of alcoholic beverages is under the complete control and discretion of Owners, Associates and Guests. Use of alcohol by anyone under 21 is unlawful and will result in penalties and removal from the Ranch for the weekend and possibly longer, at the discretion of the ROA. In addition, the Napa County Sheriff’s Department or California Highway Patrol will be called for legal resolution. The ROA accepts no responsibility regarding the use of alcohol or drugs, or the consequences related to events resulting from their use. 2. ASSOCIATES: See “Owners, Designated Members and Associates” 3. BARBEQUES: A. R-Ranch provides a metal BBQ for most campsites and cabins. If the BBQ is missing from your location visit the ROA office and one will be provided. Wood may not be burned in any barbeque whether provided by the Owner or the Ranch. A violation of this rule will result in fines. In addition, the cost of repairing any damage created by a wood fire will be charged to the responsible Owner. BBQ’s may be either charcoal or propane. B. BBQ’s must never be left unattended. The cost of repairing any damage created by an Owner leaving a BBQ unattended will be charged to the responsible Owner. 4. BATHHOUSES: A. The electric plugs in the Bathhouses are not designed for items that draw a lot of power. Please use common sense and judgment when using bathhouse plugs. B. Use ONLY toilet tissue in the toilet. DO NOT put feminine products, paper towels, etc. in the toilet. Toilet handles must be held down until all contents in the toilet are completely flushed. All of the toilets are gravity fed and will back-up easily if any item other than toilet paper is flushed. B. Showers should be kept as short as possible to preserve the Ranch water supply. Everyone is expected to clean up after themselves and remove their belongings after every Bathhouse use. Be respectful of the people using the facility after you.

5. BICYCLES AND SCOOTERS: See “Vehicles” 6. BOARD OF DIRECTORS: R-Ranch is governed by a 5 member Board of Directors who are elected to office for a term of two (2) years at the Annual Owner’s meeting held on the 3rd Saturday of August. 7. BOATS AND BOAT TRAILER PARKING SPACES: Hereinafter referred to as “Boat” and “Site” A more complete Boat/Boat Parking Rules and Regulations may be obtained from the ROA office or on the website. A. PERMANENT BOAT PARKING: (1) The Ranch provides a Boat parking area with assigned covered and uncovered Boat parking Sites. Uncovered Sites are free but require a refundable deposit. Covered Sites carry a one-time fee per the Boat Parking Guidelines. The amount of this fee may change from time to time. Use of this area is a privilege. Owners must be in good standing to be assigned a Site, and remain in good standing to keep the Site. Sites are assigned on a first-come, first-served basis. There is normally a waiting list for a Site. (2) A list of Owners wishing a Site is kept at the ROA office in order of the date of the request. When an Owners’ name comes to the top of the list they are contacted and given a Site number pursuant to the Boat Parking Guidelines. Once assigned, the Owner may bring their Boat to the Ranch and permanently use the Site. The site must be put into use within 60 days of being assigned or the site will be reassigned. Boats must periodically be used. This area is not meant for storage. Boats that are never moved and appear to be using the site for storage only will be required to relinquish the site and remove the Boat from the Ranch. (3) All boats and trailers must be kept in good condition, and be operational with current registration. R-Ranch does not consider non-op as current registration. Boat covers are required. (4) Regardless of the number of Shares owned; only one (1) permanent Site will be assigned to an Owner. Owners must provide a copy of the current registration for both the boat and the trailer. B. TEMPORARY BOAT PARKING: Temporary Boat Parking is free and available to both Owners and Guests. Boats brought to the Ranch temporarily may be parked in the ROA overflow lot and must be reported to the ROA office upon check-in. Parking is not allowed anywhere on the Ranch other than assigned sites or the overflow area. The Owner must personally be on the Ranch and check-in with their Boat and/or their Guests’ Boat. The Boat must be removed from the ROA lot upon check-out and the ROA office must be notified of the removal.

12 GENERAL INFORMATION For Reservations Call 707-252-0140 There are 3 different types of cabins. All are the same size and are equipped with a door lock, screens, curtains and light. All Cabins are clearly numbered. Please see the attached “Cabin Description Sheet” which will explain exactly how each Cabin is equipped. In addition to Cabins there is a Ranch House. This house is available for rent at a per night fee. Guests must be accompanied by a person 25 years of age or older. It has one (1) double bed and one (1) double hide-a-bed, a full kitchen, microwave, coffee pot and dishes. All other kitchen equipment, bedding and linens must be supplied by the renter. 1. BATHHOUSES: A. The electric plugs in the Bathhouses are not designed for items that draw a lot of power. Please use common sense and judgment when using bathhouse plugs. B. Use ONLY toilet tissue in the toilet. DO NOT put feminine products, paper towels, etc. in the toilet. Toilet handles must be held down until all contents in the toilet are completely flushed. All of the toilets are gravity fed and will back-up easily if any item other than toilet paper is flushed. C. Showers should be kept as short as possible to preserve the Ranch water supply. The cost of repairing any damage created by an Owner leaving a BBQ unattended will be charged to the responsible Owner. 3. BEDS: All mattresses have been marked with the corresponding Cabin number. Mattresses may not be taken to a different cabin. If a mattress is found in the wrong Cabin the Owner assigned to that Cabin will be charged for the cost of re-locating the mattress to its’ assigned Cabin. 4. CHECK-IN: A. Check in time is 3:00 pm unless available sooner. Cabin keys are issued upon check-in to the Ranch. When initially entering the Cabin, Owners are requested to do an inspection to verify that there are no visible damages, the door and door locks work properly, all mattresses are in place and the cleaning supplies as described in #6 below are present. B. The Owner should report any damages or missing cleaning supplies (if provided) to the ROA office within one (1) hour of check-in to eliminate the possible eventuality of being charged for the repair, cleaning or replacement. If the Owner does not report damages etc., as requested, it will be assumed by the ROA office that the Cabin was found undamaged, clean and all cleaning supplies are present.
13 5. CHECK-OUT: Check out time is 12:00 noon for all cabins unless a time extension has been pre-arranged with the ROA office. A. Prior to check-out the Cabin must be cleaned, and all personal items removed. Personal property may not be stored on the Ranch other than assigned storage lockers. Property left behind may be discarded. The lights must be turned off and the door must be locked. All windows must be closed. B. “A” Cabins must be inspected by the ROA staff. Please allow a one (1) hour “window” for staff inspections…keeping in mind that check-out time is 12:00 noon. The Owner assigned to the Cabin will be held financially liable for any damages or cleaning costs. C. If there is anything that broke or stopped working during your stay in the Cabin Owners are asked to fill out the attached “Cabin Checklist” and turn it in to the ROA office when leaving. This checklist will assist staff in maintaining the Cabins in good condition. D. All Owners and Guests must turn in car tags and Cabin keys to the ROA office upon check out. In the event you forget to turn in a car tag you should call the ROA office at your first opportunity to report you have left R-Ranch. Failure to notify the ROA office that you have left R-Ranch could result in fines. In the event you forget to turn in a cabin key the ROA office must be notified, and the key should be mailed back to the ROA office by the next day. Keys must be walked into the ROA office. Please do not put keys in the white car tag check out mail box when leaving. There is a fee for lost keys. The office has a cabin key drop box by the front door for use when the office is closed. 6. CLEANING AND CLEANING SUPPLIES: A. “A” Cabins and the Designated Dog Cabins are equipped with a broom, dust pan, cleaning solution and cleaning towels for your convenience. If supplies are missing the Owner assigned to that Cabin will be charged for the cost of replacement. B. Owners using non “A” cabins are required to pick up and sweep out their cabin. Brooms may be checked out from the Lodge. C. The Cabin should be left as clean as, or better than, it was found. Any costs related to necessary cleaning in and/or around the Cabin will be charged to the Owner assigned to that Cabin. 7. COOKING: Cooking in the Cabin is strictly prohibited. All cooking must be done outside the Cabin on a BBQ or camp stove whether provided by the Ranch or brought by the Owner. If using charcoal, Owners must use all necessary precautions to eliminate any chance of fire. If an accident occurs resulting in a fire the Owner assigned to that Cabin will bear the cost of any financial consequences. 8. CURFEW: All Associates and Guests under 18, not accompanied by an adult, must be in their cabin by 12:30 am each evening. If found elsewhere, after 12:30 am, the minor(s) will be taken to their parent’s cabin by security and a written warning will be issued to the Owner for the rule violation. If this violation occurs a second time the family will be asked to leave the Ranch and a fine (per the fining schedule) will be issued to the Owner. Subsequent violations, during future visits, can result in further fines and the rescission of the minors’ privileges to visit the Ranch.
14 9. DISHWASHING: Dishwashing is not permitted in or around the Cabins or inside the Bathhouse. Sinks have been installed outside each bathhouse for dishwashing. 10. DOOR LOCKS: Every Cabin is equipped with a solid locking entry door. The entry door must be locked when the Cabin is not in use, or the occupant is checking out. If the keys are lost a charge will be made to the Owner’s Share to cover those costs. 11. ELECTRICAL POSTS: Available for Cabins 18-24 1. Owner must use a single heavy duty, outdoor, 15 amp cord, at least 40-50 feet long. 2. Choose the post designated for your cabin to prevent running cords across driveways. 3. The cord must enter through the “notch” at the bottom of the cabin door. 4. Excess cord is to be rolled up and placed inside the cabin door. 5. Check that all fans and heaters are turned off when leaving the cabin. 6. NO cooking is allowed in the cabins. 7. Multimedia such as a TVs, radios and stereos must be kept at a moderate level. 12. GUESTS AND GUEST PASSES: See Guests and Guest Passes sections of the Rules and Regulations Handbook 13. HEAT: Only “A” Cabins are equipped with heat. When the Cabin is not in use or the occupant is checking out of the Ranch the heat must be turned off. 14. LIGHTING: A. All Cabins are equipped with a light fixture. When the Cabin is not in use, or the occupant is checking out of the Ranch; the lights must be turned off. 15. LONG STAYS: See Long Stays in the Rules and Regulations Handbook A. The maximum length of stay in an “A” Cabin is fourteen (14) days and/or nights. There must be a thirty (30) day break between long stays in an “A” Cabin. B. The maximum length of a long stay in a non “A” Cabin is 30 days and/or nights. There must be a five (5) day/night break between non “A” Cabin long stays. 16. PETS: See “Rules for Designated Dog Cabins” attached. A. No dogs or other animals are allowed in the Cabin or Cabin Area other than as described in the “Rules for Designated Dog Cabin”. Other than in Designated Dog Cabins, pets may not be brought to the Ranch by Cabin users. If pets are found in the cabins or cabin area Owners will be asked to remove the animal from the Ranch and will receive a warning. A subsequent infraction of this rule will result in fines and possible denial of entry onto the Ranch for a “to be determined” length of time at the ROA’s discretion. rule.

15 17. QUIET TIME: Quiet hours in the cabin area must be observed from 11:00pm to 9:00am. 18. RESERVATIONS: For reservations call 707/252-0140 A. Cabins are subject to prior reservations. Each Owner has equal rights to these facilities; therefore, reservations will be accepted on a “first in” priority basis. Owners are limited to one (1) cabin by advance reservation. Excluding holiday weekends, upon arrival at the Ranch, Owners may request ONLY a second cabin if one is available. If the cabin is for use by their guests, there will be a charge for the additional cabin.
B. Owners should make reservations in advance to assure accommodations. Cabin reservation may be made up one calendar month from the date you plan to arrive. i.e. A June 15th arrival may be booked starting May 15th. C. Reservations may be made ONLY in person or phone at the ROA office. Reservations must be made by the Designated Owner ONLY and share number must be provided. Share owner must have received an email from the ROA office confirming the reservation, and it’s the owners’ responsibility to make sure the confirmation email is correct. D. Owners leaving cabins vacant for more than twenty -four (24) hours may be cited. Owners must get approval from the ROA office if they intend to leave the cabin vacant for longer than 24 hours during their stay. E. A penalty will be assessed to any Owner who leaves a confirmed cabin unoccupied. If not checked in by 12:00 midnight your reservation may be forfeited. “A” CABINS: Owners must arrive by 3pm on their scheduled arrival date. If Owner will arrive later than 6pm they must contact the ROA to CONFIRM a late arrival. If Owner does not arrive by 3pm AND does not contact the ROA to CONFIRM a late arrival the cabin will be made available to others. F. Registered campground RV Owner (means that the Owner has an RV on a campsite). Registered Campground RV Owners are not allowed to reserve cabins. RV Owner’s whose RV is not on a campsite are allowed to reserve a cabin. Regular cabins and “A” cabins may be assigned to registered campground Owners. To be assigned a cabin the Owner and their Guests must be checked in to the Ranch. The Ranch House may be reserved by any Owner whether registered in the campground or a regular cabin user. There is a charge for renting the Ranch House. G. Children under the age of 18 are prohibited from staying in a cabin without an adult. 19. RV’s: An RV under twenty (20) feet in length may be parked by a cabin provided it does not extend onto the roadway and that sufficient space exists between that cabin and the surrounding cabins. 20. SEASONS: “In Season” holidays and special occasion weekends include Memorial Day, Father’s Day, Independence Day, Labor Day, the BOD meeting the 3rd Saturday in July and the annual Association election meeting the 3rd Saturday of August. “Off Season” holiday and special occasion weekends include New Year’s Day, Presidents
16 Day, Valentine’s Day, St. Patrick’s Day, Easter, Mother’s Day, Halloween, Thanksgiving, Christmas and the 3rd Saturday of January, April and October when the quarterly Board of Directors meetings are held. If a holiday falls during the week, it will be celebrated the weekend either before or after the actual day. 21. SMOKING: Smoking is strictly prohibited inside the Cabins. If cigarette butts are found on the grounds outside a Cabin the Owner assigned to that Cabin will be charged for the cleanup. Smokers must respect their neighbors’ comfort and not allow smoke to filter into occupied areas. 22. STORAGE LOCKERS: A. Storage lockers are designated for cabin users ONLY and are assigned by the ROA office. Owners must be in good standing to qualify for a locker. In the event all Lockers are in use, the ROA office will establish a waiting list on a first come, first served basis. When a locker becomes available it will be assigned to the next person on the list. A key will be issued to the Owner for the main door to the Locker Cabin. The Owner will provide their own padlock for the locker door. B. If an Owner owes a debt to the Ranch they will be denied access to the Ranch and the locker will be cleared of belongings. The Ranch may dispose of the belongings if they are not picked up by the Owner within Calendar Month of notification. C. Lockers are for camping type items only. No flammables are permitted except 14-16 ounce propane bottles. No food items other than unopened cans are allowed. 23. TENTS: One (1) tent may be pitched by a cabin if space allows and must be removed upon check out. Tents must not infringe on adjoining cabin areas. 24. TOILET AND SINK: Only “A” Cabins are equipped with a toilet and sink. All other Cabins require the use of the Bathhouse. Use ONLY toilet tissue in the toilet. DO NOT put feminine products, paper towels, etc. in the toilet. Toilet handles must be held down until all contents in the toilet are completely flushed. All of the toilets are gravity fed and will back-up easily if any item other than toilet paper is flushed. 25. VEHICLES: A maximum of two (2) vehicles may be parked by a cabin providing space allows. All other vehicles must be parked in the overflow lot located at the main entrance into the Ranch. Vehicles must not infringe on adjoining cabin areas.

Rules for Designated Dog Cabins

1. There are specifically designated Dog Cabins. These are the only cabins available to dogs. 2. Guests will not be allowed to use the Dog Cabins. This privilege is for owners ONLY. Owners who have a trailer on the ranch may not use a Dog Cabin. 3. Dog Cabin reservations will be handled in the same manner as general Cabin reservations. 4. A maximum of two dogs will be allowed in each cabin. 5. All dogs occupying a Dog Cabin should have vaccinations up to date. Dogs should also be on monthly heartworm and flea medications. Owners should be aware that ticks and fleas occur naturally on the Ranch as a result of wild animals. 6. Dogs must be on a leash at all times when they are away from the cabin and always in the custody of the owner or a responsible person. 7. Tie downs may only be used next to the Cabins and the dog should have shade. 8. Whether the dog is left in the cabin, or on a tie down outside, Owners are expected to check on their dog periodically. It is also recommended that a bowl of water be within reach of the dog at all times. 9. R-Ranch will not be responsible for any injury or death of a dog no matter the cause. 10. Dogs are NOT allowed in the main ranch areas including the Lodge, the Pool or the Stables. Dogs are strictly prohibited from the General Cabin area and any cabin other than those designated Dog Cabins. A citation of $100 may be issued for dogs brought into unapproved areas. 11. Dogs may ONLY be walked towards Employee Housing and the road that parallels the pasture leading towards the North Ranch House. They may also be walked along the main pasture road. 12. Dog owners must pick up after their dog and dispose of it in the ranch garbage cans. A citation of $25 may be issued if an owner fails to comply. 13. Dogs must be quiet at all times of the day and night. If a dog’s barking becomes annoying at any time Management has the authority to request the owner remove the dog from the ranch. 14. Dog owners are fully responsible as to liability for any adverse physical actions or damages created by their dogs. 15. There will be a broom, dustpan, mop, pail and cleaning solution in each Dog Cabin. Owners are required to sweep and mop the floor before checking out of the cabin. Soiled water should be disposed of in the Staff sink by Bathhouse #3. The cost of missing cleaning supplies will be charged to the Owner. 16. Dog Cabins should be ready for inspection by 12:00 noon on the day of checking out. The cabin will be inspected after the Owner vacates and the cost for any clean-up or repairs will be determined by the Ranch Manager and charged to the owner. Any unpaid bills must be paid before the owner may return to the ranch. Ranch Management reserves the right to refuse Dog Cabin privileges to any owner who does not adhere to all rules regarding their dog. 19 9. CAMPGROUND: For purposes of this section, travel trailers, motorhomes, pop up trailers, etc., will be referred to as “RV”. A. The ROA office will issue an initial green RV tag upon check-in. See the RV Campground 1/2/3 calendar month Rules and RV Site to Site Campground Improvement Program for changing tags from green to yellow to red. The tag must be turned in to the ROA office upon removal of the RV from the Ranch or changing sites. Owners must personally register their RV upon check-in or when moving it from one campsite to another. The issued tag must be placed on the license plate3 and visible at all times. Owners must know their campsite number as it is required for various issues. Ranch.
B. Owners need not be present if they authorize another individual to remove their RV from the

The tag will indicate the Owner’s last name, share number, date on, expiration date, and site number. D. Pets may be kept overnight in the campgrounds and must be on a leash at ALL times. If a pet disturbs the quiet enjoyment of other Owners (barking, vicious, off leash etc.) their Owner will be required to remove them from the Ranch. Violators may be cited. Repeat offenses will result in the dog being banned from the Ranch. E. All RV’s must be registered in the Owner’s name and display current state issued registration tags. A copy of the registration must be provided to the ROA office. Thirty (30) days after the tag expires 4, a per day penalty will be assessed to the Owner’s Share. RRanch does not consider non-op as current registration. F. RV’s may be left on the same site for 3 calendar months after which they must be removed from the Ranch for a minimum of five (5) nights. Usage of the same site twice in a row is prohibited regardless of the length of time the RV has been off the Ranch. Moving an RV from one campsite to another during the 3 calendar month period does not restart the on/off date. See the supplemental RV Campground 1/2/3 calendar month Rules and RV Site to Site Campground Improvement Program for more information. G. G. Campers and camper shells may not be left in the campgrounds mounted on jacks, except when the truck is being used for transportation while on the Ranch. H. An RV that remains on the Ranch after the 3 calendar month expiration date will be issued a per day penalty which escalates over time. The Owner will lose all Ranch privileges until the RV has been removed from the Ranch and all penalties are paid. I. J. Potable water is available in the campgrounds and connections are located within reach of every RV. Some sites require more than one hose length to connect to the closest hose bib. Once the RV water tank is filled the hose must be disconnected. Continual hook-up is not permitted. K. Electric hookups are installed at most campsites. Hookups are normally a two (2) outlet box, mounted on a pole between 2 adjoining sites. At some sites there may be only one (1) outlet box for that specific site. Prior to check-out all electric cords must be unplugged from the box. The ROA reserves the right to unplug, with no prior notice, any RV in violation. Owners are required to procure approval from the ROA office to leave an RV connected to a box for more than 24 hours absence from the Ranch. There are also several non-electric campsites throughout the campground. L. State and County health regulations prohibit dumping of grey or black wastewater at any campsite. A designated disposal station is located on the Ranch for all wastewater dumping. The disposal station is located on the horse corral road, in front of the second corral. Each Owner is responsible for cleaning up the disposal area with the water hose provided at the dump site. Dumping can be accomplished by bringing the RV to the dumping station or by using an approved portable disposal tank. Owners are asked to make sure the portable disposal tank handles and caps are secure and working correctly to avoid wastewater spills. R-Ranch provides a wastewater pump out service, directly from an RV, for a minimal charge. Owners are required to maintain all RV wastewater valves. If valves are not working properly the Ranch cannot be responsible for not performing the pump out. Portable disposal tanks are not included in this service. The Pump Out Service form and fee must be received at the ROA office by the end of the business day on Mondays. Service is generally performed on Tuesdays. Emergency Pump Out Service requests will be performed for an additional fee. M. Quiet hours in the campground area must be observed from 11:00 pm until 9:00am. An Owner using a generator must turn it off between the hours of 9:00 pm and 9:00 am. N. Tent camping is available throughout the campground. Calendar Month tags will only be issued for campsites in the meadow. Tents in other areas of the campground must be removed prior to check out. Tents on an RV site may be left erected alongside the RV.

RV CAMPGROUND 1/2/3 Calendar Month RULES 6 1. When an RV initially comes on the Ranch to start its 3 calendar month stay, the first overnight counts towards
the first Calendar Month requirement. You will be issued a green RV tag. All tags must be displayed on the license plate and easily seen. RV's must have a current California registration. If the Owner lives in a different state it can be registered in that state. Owners must personally register their RV upon check in or when moving it from one campsite to another. Owners need not be present if they authorize another individual to remove their RV from the Ranch.
2. You must spend at least one (1) night at the Ranch every Calendar Month tag period from September 16th through May 14th.
3. You must spend at least two (2) nights at the Ranch every Calendar Month tag period from May 15th through September 15th.
4. You must meet the minimum overnight requirement for each Calendar Month t a g period. 5. Multiple night stays in one Calendar Month tag period do not count towards the next or prior Calendar Month period.
6. During the 1st Calendar Month tag period, and upon completion of the required overnight stay(s), you must
return your green tag to the ROA and you will be issued the next RV tag which will be yellow. That will extend your stay for the second Calendar Month t a g period.
7. During the 2nd Calendar Month tag period, and upon completion of the required overnight stay(s), you must return your yellow RV tag to the ROA and you will be issued the next RV tag which will be red.
8. At the expiration of the 3rd Calendar Month period (red tag) and upon completion of the required overnight
stay(s) you are required to remove your RV from the Ranch for 5 nights. The only exception is if you are a participant on the RV Site-to-Site Program (see RV Site-to-Site Campground Improvement Program). Failure to comply will result in penalties and fines that will escalate over time and you will not be allowed back on the Ranch until all fines are paid.
9. If you do not meet the overnight stay rules you will be required to remove your RV from the Ranch for 5 nights. Failure to comply will result in penalties and fines that will escalate over time and you will not be allowed back on the Ranch until all fines are paid and RV has been removed for at least 5 nights. 7
10. If you do not adhere to numbers 6, 7 & 8 of these rules regarding RV tags you will be fined a per-day charge as an "overstay" until your tag is updated or your RV is removed.
11. When returning after the 5 nights off you may not return to the same site you left. 12. Two separate trailers parked in one site will require management approval and will follow the tag requirements of the earliest occupant. Night requirements still apply by trailer/share # not site.
13. In the event of a legitimate emergency (such as hospitalization) the Ranch Manager, at his discretion, has the
authority to waive fines on a case by case basis. Other than a true emergency there will be no exceptions for paying the fines. It is your responsibility to keep track of your RV tags and dates. 14. You are permitted to take your RV off of the Ranch for service for a maximum of 14 nights no more than once during your 1/2/3 calendar month period. After the 14th night, you lose your site and all personal property needs to be removed. If you are able to return by the 14th night, you must return to the same site. Time off for service does not count as your 5 nights off to move to a new site and does not extend your 1/2/3 calendar month period. Time off for repair must be approved by the Ranch Manager in advance and may require proof of repairs at his/her discretion.
15. If you are unable to fulfill the requirements as set forth you are required to notify the ROA immediately. 6 7

RV SITE TO SITE CAMPGROUND IMPROVEMENT PROGRAM8 On August 15, 2009 the R-Ranch Owners and Board of Directors approved the Site-to-Site Campground Improvement Program for the sole purpose of generating funds for campground improvements. All proceeds collected through the RV Siteto-Site Program will be used exclusively for the improvement of the campgrounds. The RV Site-to-Site is a fee based program that commences on February 1st of each year and terminates on January 31st of the following year. The Board of Directors, with input from the Campground Committee and the Ranch Manager, will determine the improvements to be made from the RV Site-to-Site Program fund. RV Site-to-Site qualifications are as follows: 1. The number of participants is limited to 50 Owners. 2. All Owners wishing to participate in the program must sign up at the ROA office by January 1 and submit a check in the amount of $600.00. No checks will be cashed until after the January BOD meeting. Checks may be mailed to the ROA with the request that their name be put on the list when the check is received. 3. The qualifying Owners will be picked at the January BOD meeting by means of a lottery. The method used will be: If more than fifty owners submit checks, each owner number will be added to a ticket and drawn. The first 50 will be recorded as winners but names will continue to be drawn and documented in order. 4. The checks for Owners who are not picked through the lottery will be returned uncashed. 5. The checks for Owners who are picked through the lottery will be cashed within a few days after the January meeting and the funds immediately placed in the RV Site to Site Fund. 6. In the event an Owner, who is picked in the lottery, either changes their mind or their check does not clear the bank, the next name picked will be given the opportunity to be included in the program and so on. REQUIREMENTS: Owners participating in the RV Site-to-Site Program are required to move to another campsite at least every 3 calendar months. They cannot return to the same site within a 3 calendar month period. Failure to move to another site by the 3 calendar month expiration period will result in per day fines as set forth in the fine schedule (which may change from time to time) and will require removal of the RV from the Ranch tor 5 nights. Fines will escalate after 7 days of continued violation and the Owner's participation in the program may be revoked. Owners must personally register their RV upon check in or when moving it from one campsite to another. Owners need not be present if they authorize another individual to remove their RV from the Ranch. All RV 1/2/3 calendar month Rules apply to the RV Site-to-Site participants. The only exception is that RV Site-to-Site participants do not have to remove their RV from the Ranch for the required 5 nights. Failure to comply with the RV 1/2/3 calendar month Rules will require the Owner remove their RV from the Ranch for 5 nights. An Owner that violates the rules for a 2nd time will have their participation in the program revoked and the next person on the list will be contacted for participation. No portion of the $500 will be refunded. Depending on the severity of the violations the Owner may be banned from future participation in the RV Site to Site Program. Campground Improvements: All proceeds generated from the Site-to-Site Program will be used exclusively for the improvement of the campgrounds and creation of new campsites. Funds may not be used to supplement the RÂ Ranch budget. Disclaimer: Owners participating in the RV Site-to-Site Program are not guaranteed a campsite. In the event they cannot locate a campsite to accommodate their RV, the Ranch Manager will assist in finding a temporary overflow site until a designated site opens up. In the event a temporary overflow site cannot be found the Owner will have to remove their trailer from the Ranch.

23 10. CURFEW: All Associates and Guests under the age of eighteen (18), and not accompanied by an adult must be in their cabin or RV site by 12:30 am each evening. If found elsewhere, after 12:30 am, minors will be taken to their parent’s cabin or RV by security and a written warning will be issued to the Owner for the rule violation. If this violation occurs a second time the family will be asked to leave the Ranch and a fine (per the fining schedule) will be issued to the Owner. Subsequent violations, during future visits, can result in further fines and the rescission of the minors’ privileges to visit the Ranch. 11. DESIGNATED MEMBERS: See “Owners, Designated Members and Associates” 12. DISHWASHING: Dishwashing is not permitted at a campsite other than inside the RV. Do not wash dishes inside the Bathhouse. Sinks have been installed outside each bathhouse for dishwashing. 13. DRUGS: See “Alcohol and Drugs” 14. EMERGENCIES: Who and How to Contact Someone in an Emergency: A. Call the ROA office at 707-252-0140 or dispatch someone in person. B. Most Ranch Staff carry a 2-way radio and, if a Staff person is in your immediate area they can call the ROA office for you. C. If your emergency is close to either R-Country Store or the Lodge, contact the Lodge or store attendant and they can call the ROA office for you. D. If you have a 2-way radio the ROA office can be reached on channel 7. E. After Hours you may call 707.415.0475. 9 If you experience any type of emergency while on the Ranch contact the ROA office or a Staff person as soon as possible. The ROA Staff will be able to provide assistance and coordinate contacting Law Enforcement, Ambulance and Fire emergency personnel, as well as expediting them to your location. You will need to tell the ROA office your Owner’s Share number, the location on the Ranch where you need help, the nature and severity of the emergency or injury and what type of emergency services you need. If your emergency is after ROA office hours please follow the instructions on the gate entry key pad. An employee will answer and help you with the problem. This after hour’s procedure is for emergencies ONLY. (see Entry Gate) 15. ENTRY GATE: A. When you purchase your R-Ranch Share you will be required to fill out a Gate Entry form and indicate a 5 digit numerical code. When entering or leaving the Ranch you will be required to enter this code into the key box to the left of the gate in order to open it. Note: During business hours the ROA staff is not required to remotely open it for you. Pick a number that you can easily remember so there are no issues of being stuck inside or outside the gate because you forgot your code. B. If you are entering the Ranch after ROA office hours, and you do not remember your gate code, go to the larger gate entry panel (the one with the lighted digital display). There will be instructions regarding how to call to gain entry. You will be connected to an employee at their Ranch residence. Give the employee your name, owner number and the number of guests with you. The employee will open the gate for you remotely. Because this disturbs the “off duty” time for an 9

24 employee, and depending on the time of night, could wake them up, we again ask that you pick a gate code number that can easily be remembered. C. The next morning by 10:00 am you must visit the ROA office to officially check in, receive your car tag and turn in or pay for guest passes. Failure to check in by 10:00 am could result in a fine. ALL members of your party must be present to receive wristbands. 16. FIRE PITS: There are three (3) designated fire pit areas on the Ranch. They are in the middle of the Meadow in the Campground area, in Friendship Park and in the area at the back of the Lodge. Other than these three (3) areas no campfires, except portable metal propane fire pits, may be used on the Ranch. These are the ONLY 3 areas where wood can be burned. If the pits are taped off they may not be used. 17. FIRST AID STATION: The First Aid Station is located at the rear entrance to the Lodge off the parking lot. 18. GOLF CARTS AND GOLF CART PARKING: The ROA provides a more complete Golf Cart Storage Rules and Regulations available at the ROA office or on the website. A. Small, light duty electric or gas powered golf carts are permitted in all areas of the Ranch except the stables. Carts driven after dark must have proper lighting both front and rear. Golf Carts may NOT be driven on the Horse Trails, as “off road” vehicles or on the Staff only trails. The ROA requires a picture of the Golf Cart on file at the ROA office and all Golf Carts must be clearly marked with the Owner’s Share number as well as a Ranch sticker that will be issued by the ROA office. The maximum number of golf carts per share is 3. B. The Ranch will permit the driving of a golf cart by minors 15 and older. This permission is a privilege and not a right. If the minor violates any of the Ranch driving rules and/or speed limit the permission will be revoked. C. Golf carts must be parked in the upper lot above the Pool while visiting the Lodge, R-Snack Bar or the Pool. Parking in front of R-Country Store is permitted only while visiting the Store or Beer Barn. Vehicles not observing this rule may be fined. D. Golf Cart Storage: There is a designated Golf Cart Storage area behind the ROA. If storing a golf cart in the storage area the Owner must notify the ROA office. Golf carts in the storage area must be in running condition, free of junk and debris and parked appropriately. All golf cart covers must be in good condition. All Broken down and dilapidated golf carts may be hauled from the Ranch if they appear to be abandoned and/or the Owner cannot be identified or contacted. All costs for removal will be charged to the corresponding Share number if known. 19. GROUP USE: A group is defined as seven (7) or more guests of one (1) Owner visiting the Ranch together. A more complete Group Use Rules and Regulations with required forms may be obtained from the ROA office or on the website A. Group reservations will be taken during the Off Season ONLY. “Off Season” is defined as the Tuesday following the Labor Day weekend through the Thursday before the Memorial Day weekend. “Off Season” holiday and special occasion weekends include New Year’s Day, Presidents Day, Valentine’s Day, St. Patrick’s Day, Easter, Mother’s Day, Halloween, Thanksgiving, Christmas and the
25 3rd Saturday of January, April and October when the quarterly Board of Directors meetings are held. Reservations for groups must be made at least thirty (30) days in advance whether for day or overnight use. A non-refundable application fee (see fee schedule) must be paid with the application. C. No groups will be permitted during the In Season period. “In Season” is defined as the period from the Friday of the Memorial Day weekend through the Monday of the Labor Day weekend”. “In Season” holidays and special occasion weekends include Memorial Day, Father’s Day, Independence Day, Labor Day, the BOD meeting the 3rd Saturday in July and the annual Association election meeting the 3rd Saturday of August. There will be no exceptions to this rule. D. Group reservations will be taken during “Off Season” ONLY with the understanding that the Lodge is not available for group functions during the “Off Season” holidays or special occasion weekends. Group reservations will not be taken for the week preceding the Thanksgiving, Christmas and New Year’s holiday weekends. E. Groups may be limited or restricted from use of the horses, lodge and pool areas at the discretion of the Ranch Manager. F. More than one (1) cabin or campsite may be reserved for overnight use by groups, subject to availability, except as noted above. G. Fees for group use are charged for overnight or day use and Lodge or Kitchen use. There is a cleaning deposit that must be paid to the ROA prior to use of the Ranch House, Lodge or Kitchen. Groups are required to leave the area used as clean as, or better than, it was found. The cleaning deposit will be refunded upon inspection by the ROA office. 20. GUESTS: A. Relatives and friends of Owners, who are not designated as Associates, are considered Guests. R-Ranch Owners are responsible in every way for the behavior, actions and damages to R-Ranch property by their Associates and Guests. B. Guests may not use R-Ranch unless accompanied by an Owner. Guests are required to adhere to ALL the Rules and Regulations as set forth in this document, as well as the Bylaws and CC&R’s of the Ranch. Violations, depending on their degree and frequency, could result in the Guest being banned from the Ranch either for a specified period of time or permanently at the discretion of the ROA. C. Owners are allowed a maximum of six (6) guests per share, unless group reservations have been made through the ROA office. Owners are limited to four (4) guests per share during the “In Season” holiday weekends. 21. GUEST PASSES: Each Guest pass is for an overnight stay per Guest when accompanied by the host Owner. Guest pass expires at 6pm the following day. No
26 guest passes will be required for children age six (6) and under although they are still designated as a Guest. The ROA office requests Owners have Guest passes filled out prior to arrival to expedite check-in. The guest pass form can be found in the Forms section of the website or at the ROA office. Passes are refunded if the stay is 2 hours or less. 22. HARASSMENT: R-Ranch policy prohibits discrimination, harassment or bullying as defined by federal, state or local law, ordinance or regulation. If you experience any of these issues, whether from another Owner or an employee, please file an incident report at the ROA office.

R-Ranch at the Lake Horse/Stable Rules
As R-Ranch owners we own a large herd of horses for the use of all Partners. Our wranglers have two major concerns: The safety and well-being of both horse and rider and a pleasant riding experience for all of us. Accordingly, we must follow the guidance of the wranglers in the care, handling, and riding of our horses, as they are the experts. Riding hours are posted at the stables. Please note: Wranglers may be working before stables are officially open, to be fair to all owners please do not ask to sign up before the posted stable hours. • Riding is dependent upon the weather. Stables will close if the temperature reaches an unsafe temperature or the trails, riding conditions or the arena are unsafe for use. Sign – ups for that day’s wrangler led trail rides will begin when the stables open. • • • • • •
Sign-ups are on a first come basis and owners have priority over guests. Rider must be at least 7 years old and able to control our trail horses to ride on the trails. Rider must be signed up at least 45 minutes in advance of the ride. Rider must be at the barn ready to ride with proper attire and all paper work on file 30 minutes before scheduled ride. Anyone not checked in at least 30 minutes before scheduled ride will be dropped from list and the next available standby rider selected. All riders must be able to control our ranch horses. The wranglers have the final decision if a rider is able to go on the trail ride.
The trail chosen for the ride is subject to the ability of the riders. In order for anyone to go on the trail ride, they must demonstrate their ability to handle their horse. All riders will be required to present their Owner/Associate card or Guest pass to the wrangler that mounts them. • Owners/Associates may pick up their card (s) upon returning to the stables. • One guest-riding pass must be presented for each guest riding. • Guest riding passes are purchased at the ROA office. • Owner must ride with guests. • No guest-riding pass is required for children under the age of 6 for riding in the arena. Owner must present his/her card and be in arena when their guest is riding. For the safety of all riders, proper clothing is required. • All riders under the age of 18 are required to wear a helmet. • Spurs are never allowed on Ranch horses. • Pants, Shirts, Western Cowboy boots or approved equestrian shoes with approved heel. Not Allowed - Ladies designer boots and “combat” or heavy work boots, flip flops, sandals, or street shoes are unsuitable for riding and will not be permitted.

Hold Harmless • Owners must fill out “Hold Harmless” agreement annually (January 1 – through December 31) These are available at the Stables or ROA office. • Minors must have their parent or legal guardian sign agreement. • Guests must fill out a “Hold Harmless”; minors without their parents on the Ranch must have their parent or legal guardian sign agreement prior to coming on the ranch. Guests

Guests are allowed one ride per day and only two (2) guests per ownership per ride. Owners or associates must ride with their guest. Single partners may bring a guest without a guest riding pass. Employees and their guest (with a guest-riding pass) may ride as long as they are not taking a spot from an owner. Employee must ride with the guest.
Horse assignments and riding areas are at the discretion of the wrangler • For the safety of our riders and horses, Wrangler decisions are considered final. • Only the wranglers will mount all riders on the Ranch horses. • All riders will remain on their horse until a wrangler/approved volunteer takes charge of the horse the rider is on. Trail Card Holders • Only owners with trail cards may take Ranch horses on the trails without a wrangler. Trail card holder may take the horses out for 11/2 hours except for holiday or busy weekends. Horses must be returned prior to the closing times. • Owner or associate 13 years or older may take a trail card test in order to take a ranch horse out on the trails. Riders with the trail cardholder, if under the age of 13 must have an adult on the ride. • Trail card tests must be scheduled in advance with the Barn Supervisor. • The Trail card test consists of two parts, a written and a skills demonstration of their ability to handle a horse and the tack safely. • Each adult trail-card holder, at the wrangler’s discretion may take a maximum of two non-trail card riders with them. Each teen trail-card holder may take one non- trail card rider with them. • From October through May, the stable must be notified 2 hours prior riding, in order to prepare horses. • • •
Trail cards must be renewed annually for associates under the age of 18. Over the age of 18 every five years. Horses are only allowed on established riding trails Horses are not permitted on the lawn areas, campgrounds, cabin areas, and employee housing, other Ranch facility areas or off the ranch property except where designated to reach established riding trails. Any rider returning an overheated horse may be required to hand walk the horse until the horse is completely cooled down and may face suspension of riding privileges or a fine at the discretion of the wrangler in charge. Guests are the responsibility of the partners. Fines or suspension of the partners riding privileges will be in forced for the guest.

Arena Riding • If under 13, parent/guardian must be at the barn when riding. • If under 7, parent/guardian must lead pony/horse. • If guest, owner must present his/her card and be in arena when their guest is riding. • Arena may be closed when the temperature in the arena reaches an unsafe temperature for our horses. Children under the age of 13 must be under the supervision of an adult at all times. No running in barns, in the barn areas or around any horse. Riding will not be allowed if you are intoxicated - under the influence of Alcohol or other controlled substances. Smoking is not allowed in the barns, waiting area or on the trails. No glass containers are allowed around or in the barn areas. Do not drop litter on the trails. Keep all gates locked so horses do not get out. No ponying (leading of another horse while on horseback). No double riding is allowed. Unless authorized, no one except wranglers are allowed in the stables while horses are being saddled, and/or moved. Running of horses is strictly prohibited. Owners with individually owned horses are to follow Stable Rules during Stable hours! Parking of any owner vehicles is not allowed at the barns except for unloading or loading tack or feed. All vehicles must be parked in designated areas.

A. The Horse/Stable Rules Handbook should be read and understood prior to visiting the stables or making arrangements for riding. Riding Ranch horses is free for Owners’ and Associates’ on a “first come, first served” basis during stable hours. The Ranch owns a large herd of horses for use by all Owners, Associates and Guests. The Stable Supervisor has established guidelines for the care, handling and riding of the Ranch horses which must be followed in order to have riding and stable privileges. B. A Hold Harmless agreement must be on file at the ROA office for all Owners prior to riding. Parents must sign the agreement for Associates under the age of 18. This form is valid from January 1st through December 31st and must be renewed annually. All Guests must fill out a “Hold Harmless” agreement for each visit to the Ranch prior to riding. C. Guests must purchase a riding pass and will be charged per one-hour ride or fraction thereof. The parent or guardian of a minor Guest, who will not be on the Ranch with the minor, must submit a signed Medical Release and Hold Harmless agreements prior to the minor being allowed in the stable area or riding a horse. Guests are allowed one (1) ride per day and only two (2) guests per 29
30 ownership per ride. Owners or Associates must ride with their guest(s). A Designated Member who has not registered a spouse or spouse equivalent as an Associate on their Share may bring a guest without a Guest riding pass. D. The Ranch also boards horses privately owned by Members of the Association.There are charges for the boarding and care of Owner horses that are established by the ROA and may change, from time to time, at the discretion of the ROA. Failure to pay charges relating to an Owner’s horse, within Calendar Months of the due date, will result in the Owner being required to remove the horse and Ranch privileges will be suspended until all debts are paid in full. 24. IDENTIFICATION CARDS AND WRISTBANDS: The ROA office issues Identification cards (ID) to each Owner and Associate. All Owners must show a valid ID prior to being granted entry to the Ranch. all Owners, Associates and Guests must be issued a wristband prior to being granted entry to R-Ranch. Wristbands must be worn at ALL times and may not be altered. If a wristband is broken visit the ROA office as soon as possible and you will be issued a replacement at no charge. If an ID card is lost there will be a nominal charge for a duplicate. 25. INCIDENT REPORTS: The ROA office maintains Incident Report forms. If you experience or observe any incident or behavior by either an Owner or an employee that is a violation of these Rules and Regulations you are asked to fill out an incident report. 26. LODGE: A. The Lodge is designed for use by the entire ownership and their guests. It is not to be used disrespectfully or as a “playground”. All Associates and Guests under the age of 14 must be accompanied by an adult. Minors under the age of 14 may NOT be dropped off by adults who do not stay at the Lodge with them. Owners are required to make sure their Associates and Guests are respectful of others peace and quiet within the Lodge. B. The kitchen area is reserved for special Ranch functions, but can be rented by Owners for special events such as weddings or family reunions (see Group Use). Other use of the kitchen must be authorized by the ROA office. A refundable cleaning deposit will be required for use of the kitchen. C. Prior to leaving the Lodge after use make sure the area you used is left as clean or cleaner than you found it. D. A Lodge Attendant is on duty daily to oversee the Lodge, Youth and Teen Centers. Please report any problems in these areas to the Lodge Attendant. Lodge hours are posted on the Lodge bulletin board located in the fireplace area. 27. LONG STAY: A. The Ranch was developed as a recreational vacation facility and is not intended or designed for year round living by its Members. Stays on the Ranch must be limited to a total of 45 days and/or nights excluding weekend days and/or nights (Friday and Saturday) and the designated holiday days and/or nights per calendar year (January 1st through December 31st.) . This allows for a combined total of 162 day and/or night stays annually. There are no options for extending the total 162 days and/or nights stays. B. Owners who prefer to visit the Ranch during the week, instead of on weekends or 30
31 holidays, may exchange weekends and holidays for weekday and/or night visits with Ranch Manager permission. The maximum consecutive length of stay in the campgrounds or cabins for Owners, Associates and Guests is thirty (30) days and/or nights, including weekends and holidays. On the 31st day the Owner and their Associates and Guests must leave the Ranch for a minimum of five (5) days and/or nights. There are no options for extending the Calendar Month and/or night consecutive stay. There are no options to pay for additional day and/or night stays. 28. LOSS OR DAMAGE TO OWNER’S PROPERTY: R-Ranch is not responsible for any loss or damage to property belonging to Owners, Associates or Guests. The ROA strongly suggests that all Owners maintain adequate property and liability insurance to protect them from any eventual event. 29. LOST AND FOUND: All Owners, Associates and Guests are encouraged to bring anything found (no matter how inconsequential) to the Lodge Attendant at the Lodge Office located at the rear door of the Lodge. If it’s not yours turn it in. Someone will be very thankful for the return of their child’s left shoe found at the Pool. 30. MEDICAL RELEASE: A medical release form is required for ALL persons under 18 years of age when not accompanied by parent or legal guardian. 31. NEWSLETTER: The Association publishes a regular 10 newsletter reporting the activities during the prior quarter, the schedule of upcoming activities for the current quarter and information regarding contact for all departments and the Board of Directors (BOD) contact information. The Newsletter is available at the ROA office and on the website. 32. OWNERS, DESIGNATED MEMBERS AND ASSOCIATES:
Definition of Owner, Designated Member and Associates and their use of the Ranch
Owner: All individuals identified on the deed are considered Owners. All Owners on a deed are equally and severally responsible for all debts owed to R-Ranch at the Lake Ranch Owner’s Association. Designated Member: Notwithstanding that there may be multiple Owners, only one (1) of the Owners identified on the deed at a time may be the Designated Member with full Ranch privileges for themselves, their spouse or spouse equivalent and their Associates. All other Owners identified on the deed will be considered paying guests. Associates: Designated Member’s children 26 or younger and residing in the same household as the Designated Member are Associates. A Designated Member’s grandchildren 18 or younger not living in the same household are Associates. Associates 19-26 must present a picture ID showing that they reside in the same household as the Designated Member. A. Upon recordation, all Owner(s) identified on the deed, living in separate households, must 10

32 name one (1) person as the Designated Member and submit a Designated Member form to the ROA office listing all their Associates. There may be only one (1) Designated Member per deed at a time. All individuals, as described under Associates above, will be considered Associates. All other individuals who may be identified on the deed, their spouse or spouse equivalent and others living in the same household will be considered guests and will be required to pay all appropriate guest fees and passes. B. If the deed identifies only one (1) Owner that person automatically becomes the Designated Member. If they do not have a spouse or spouse equivalent living in the same household they may bring one (1) person who will be considered a non-paying guest. In this instance the non-paying guest does not always have to be the same person. Anyone in addition to that Designated Member’s one (1) non-paying guest, who fit the description as set forth under Associates above, will be considered Associates. C. In the event there are multiple Owners identified on a deed, who do not live in the same household, the Association will allow a change of the Designated Member and their Associates only once in a 12 month period. All rules in this section referring to a Designated Member and their Associates will apply. In the event a new Designated Member is identified, the prior Designated Member, their spouse or spouse equivalent and Associates will be considered guests subject to guest fees. Associates are entitled to the use of R-Ranch without the Designated SHARE OWNER BEING PRESENT ONLY as follows:

IF AN ASSOCIATE IS THE CHILD OF THE DESIGNATED SHARE OWNER: D, E, AND F ONLY APPLY TO ASSOCIATES WHOM ARE THE CHILDREN OF THE SHARE OWNER AND CURRENT DESIGNATED USER. D. Associates 16 and 17 years of age: Day use ONLY (Day use ends when it gets dark). In this instance Associate may bring a maximum of 2 guests per visit, guest MUST be 16-17 years of age. A guest fee will be required for each guest. A medical release form is required for ALL persons under 18 years of age when not accompanied by parent of legal guardian. E. Overnight stays are permitted for Associates who are 18-26 years of age ONLY. 12 A maximum of two guests whom are at LEAST 18 years of age may accompany the associate. Guest fees are required for each guest. F. Associate of the Share Owner (see footnote 3) whom are minors may bring their grandparents IN LIEU OF parents as non-paying guests. A maximum of two Grandparents PER DEEDED SHARE may be brought to the Ranch in this instance WITHOUT a guest fee. All additional Grandparents will be considered guests and are subject to guest fees. If the SHARE OWNER is on the Ranch, a guest pass will be required for each Grandparent. A guest riding pass fee is always required for a Grandparent to ride a horse. G. Associates unaccompanied by their parent/guardian, aka share owner, may have no more than 2 guests per associate. Regardless of the number of associates on a share, maximum guest rules are still applicable.

H. Associates of a Grandparent-Owned Shares whom are minors may bring their parents IN LIEU OF Grandparent without using a guest pass or paying guest fee. A maximum of TWO parents PER DEEDED SHARE may be brought to the ranch in this instance WITHOUT a guest fee. If the designated share owner is on the ranch, a guest pass fee will be required for ALL parents. A guest riding pass fee is always required for each parent to ride a horse. 33. PARKING: The Ranch has three (3) designated parking areas as described below. No vehicle, boat or RV should block access roads. These are the only approved parking areas on the Ranch. A. There is a large open area to the right of the entrance to the Ranch (ROA lot) for overflow cars and temporary boat and RV parking. All vehicles, boats and RV’s must be removed from the ROA lot upon check-out and tags must be turned in. B. There is a large striped parking lot above the pool area for pool and lodge parking (Pool lot). No boats or RV’s may be parked in the Pool lot. C. Temporary parking in front of the R-Country Store and R-Beer Barn is reserved for store patrons only. All other parking in the Friendship Park lot is for use by staff vehicles and delivery trucks ONLY. D. There is a designated handicapped parking space for the Lodge, R-Snack Bar and Pool use (near the back door of the Lodge). Parking in the handicapped space requires a valid California Handicapped placard or License plate. See the ROA office for a blue handicapped tag for golf carts. 34. PAYMENTS: The ROA office receives assessment and other payments either in person at the ROA office or by mail. Please do not send payments to any other address. Arrangements can be made for automatic ACH deductions and credit card payments for assessments. Assessments must be paid either quarterly, semi-annually or yearly. Fees and fines can be paid by debit or credit card. There is a convenience fee for all debit or credit card payments. 35. PETS: A. Pets are permitted on the Ranch. There is a limit of 2 dogs in the Designated Dog Cabins. B. Dogs are permitted in the campground area and in designated Dog Cabins ONLY. Dogs must be on a leash AT ALL TIMES. They can travel in a golf cart as long as they remain in the cart; or on a leash following the road. Dogs, or any other type of pet, are NOT allowed anywhere in the Cabin area (except designated Dog Cabins). Pets are not allowed in any common areas, which include but are not limited to, the Friendship Park area, Pool area, Lodge or Lodge grounds, Playgrounds and Stables. Violations will result in penalties and the Owner will be required to remove the animal from the Ranch. Owners are responsible for cleaning up after their dog. In order for this to happen, Owners should carry bags to pick up their dog’s waste. Leaving dog waste behind will result in a fine. 13

34 C. If a pet disturbs the quiet enjoyment of other Owners (barking, vicious, off leash, etc.) the Owner will be required to remove them from the Ranch. Violators will be cited and the dog could, ultimately, be banned from the Ranch. D. Owners are solely responsible for the health and wellbeing of their pets. R-Ranch assumes no responsibility for injured or lost pets. 36. SCOOTERS: See “Vehicles” 37. SHORT STAY: A stay of two (2) hours or less Upon entry, Owners must present one (1) pass per guest. If Guests check out in two (2) hours or less, the Owner may request that passes be replaced, or purchase price refunded (must present receipt for refund). 38. SMOKING: Smoking is NOT permitted in or around any common building or common area of the Ranch. The only exception is the designated smoking section in the adult area of the pool, at the far end of the Lodge porch and in the immediate vicinity of your cabin or RV site. Smokers are asked to be respectful of your non-smoking neighbors and pay attention to where your smoke is going. Dispose of your cigarettes responsibly by not leaving butts on the ground and making sure it’s completely extinguished. One improperly handled cigarette could potentially burn the Ranch to the ground. Violators will be subject to penalties and the cost of any fire damage caused by a smoker will be the responsibility of the Owner. 39. STORAGE LOCKERS: A more complete Storage Locker Rules & Regulations may be obtained from the ROA office or on the website. A. Storage Lockers are available for cabin users and are a privilege for Owners’ in good standing. All Lockers are assigned by the ROA office. In the event all Lockers are in use, the ROA office will establish a waiting list on a first come, first served basis. When a locker becomes available it will be assigned to the next person on the list. A refundable deposit is required. B. These Storage Lockers are only available to Owners using the Cabins. They are not available to Owners who have an RV registered in the Campground area. These Lockers are for camping type items only. No flammables are permitted in the Lockers (except 14-16 oz. propane bottles) and no food items other than unopened cans. 40. SWIMMING POOL: A. The pool is divided into two (2) sections; the section closest to the pool gate is for family use and the section at the far end is for adults 18 years or older. Pool hours plus pool rules and behavior policies are posted at the entrance gate and other areas of the pool. These policies must be read and adhered to by all pool users. Because they are clearly posted, ignorance of the rules will not be accepted as an excuse for breaking a policy or rule. Fines will not be waived. Pool rules are subject to change from time to time. B. Glass in the pool area is strictly forbidden. Discovery of any type of glass in the pool area by an Owner, Associate or Guest will result in an immediate $500.00 fine charged to the Owner’s Share. The amount of the fine may be changed from time to time at the discretion of the ROA. There will be no warning prior to this fine. BRING GLASS ….GET A $500.00 FINE. The offender will be required to immediately remove the item from the pool. If the offender does not comply immediately further penalties will be imposed including removal from the pool and possible removal from the Ranch. 34

C. Chairs, tables and lounges which have items on them that are left unoccupied for more than one-half (1/2) hour, may be used by other pool occupants. Other pool occupants are advised to carefully remove and put aside the items found on the chairs, tables and lounges and notify Pool Staff of their actions, and the location of the items, to avoid a confrontation with the previous user. D. Cleaning products are in a bucket on the lanai posts. Owners are requested to clean up their area and remove all personal items when leaving the pool. The Ranch assumes no responsibility for lost or damaged personal items brought to the pool. E. Water balloons and chewing gum are not allowed in the Pool area. Water guns may ONLY be used IN the pool. Music is provided by the ranch via speaker system. Any other music may be used only with headphones. 14 F. Pool attendants are on duty during the summer months and at other designated times. When on duty, they are in charge of the pool area and their directions must be obeyed. If an Owner has any type of issue with a Pool Attendant they should report the problem to the Ranch Manager. The Ranch does not provide Life Guards. As such, caution should be exercised by all swimmers. G. All minors must be monitored by their parent or guardian who is ultimately responsible for their health and safety. Minors under the age of 14 MUST be accompanied by a parent or guardian at all times when inside the gated area of the pool. If it is discover that a minor under the age of 14 has been dropped off at the pool without adult supervision that minor will be returned to their parents and a fine will be imposed. 41. TENT CAMPING: See Campground (N) 42. VEHICLES: A. For the safety of everyone the 10 mph speed limit must be obeyed. Offenders may be fined. B. R-Ranch does not permit the storage of any type of vehicle or utility trailer. All additional vehicles and utility trailers brought onto the Ranch must leave with the Owner. C. Licensed vehicles: All street legal vehicles must be operated by licensed drivers only. ALL vehicles, including boat trailers and RVs, must display a current California issued registration. If the Owner lives in a different state it can be registered in that state. Owners of boat trailers and RV’s must provide the ROA office with a copy of their current registration. Failure to maintain current registration for vehicles will result in the Owner being required to remove the vehicle from the Ranch until a valid registration is obtained and a fine will be incurred. D. Motorcycles and mopeds: Motorcycles and mopeds that are “street legal”, and used for transportation, may be ridden on the Ranch subject to the 10 mph speed limit; they may NOT be ridden off the Ranch paved roads either on horse trails or hiking trails. Because of their noise level, motorcycles and mopeds, being ridden between the hours of 11:00 pm and 9:00 am, are to be ridden to the Owners’ cabin or campsite ONLY. E. Golf Carts: See “Golf Carts” F. Off Road Vehicles: 14

36 “Off Road” vehicles, such as ATV’s, are NOT permitted on the Ranch. G. Bicycles and Scooters: Bicycles and non-motorized scooters with brakes, as well as motorized or electric scooters, razors, bicycles, etc. are allowed on R-Ranch, but must be ridden responsibly observing the 10 mile per hour speed limit. They are not allowed in the stable area, playgrounds, Lodge grounds or Pool area. They may not be ridden after dusk unless equipped with proper lights. They may NOT be ridden off the Ranch paved roads either on horse trails or hiking trails. H. Skateboards, roller skates and roller blades are NOT allowed anywhere on the Ranch. I. Associates and Guests 16 or younger MUST wear a helmet while riding any of the approved vehicles (per California State Law). 43. VOLUNTEERS: The Ranch belongs to you! The money spent maintaining the Ranch is yours! In order to save operating costs Volunteers are always welcome and sometimes necessary. If you stay in cabins, volunteer for painting day (Contact the Ranch Manager). If you stay in the campgrounds, and there’s a project, volunteer (Contact the Ranch Manager). The stables, especially, are always in need of volunteers (Contact the Stable Supervisor). Volunteers are always needed at dinners, dances, events, bingo, etc. (Contact the Lodge Supervisor). 44. WEAPONS and HUNTING: No Hunting of any kind is allowed on the Ranch. No firearms, bow & arrows, BB guns, slingshots, wrist-rockets or pellet guns etc., are allowed on the Ranch. 45. WRISTBANDS: See “Identification and Wristbands” 46. YOUTH & TEEN CENTERS and PLAYGROUNDS: A. The Youth Center is for minors between the ages of ten (10) and fourteen (14) ONLY. B. The Teen Center is for minors between the ages of fifteen (15) and eighteen (18) ONLY. C. The Playgrounds are for minors up to the age of ten (10) ONLY. D. Users must be respectful of all machines and equipment. The repair costs for any type of damage to the machines, furniture, fixtures or building, by an Associate or a Guest, will be charged to the Owner’s Share. It could also result in the offenders being removed from the area for the duration of the stay and/or being banned from the area for a specified length of time, to be determined by the ROA. It is the Owner’s responsibility to make certain their Associates and Guests, 18 or younger, are aware of the rules prior to using the Youth Center, Teen Center or the Playground area. Keep R-Ranch clean. Pick up garbage and debris, even if it’s not yours. Conserve Water – Consume Wisely
