Is ICWA to become a political organisation? T h i s question is being asked in earnest following Wednesday's General Meeting at which including an action group in the constitution was proposed. Pancake Race! THIS T U E S D A Y saw the annual ritual of the Pancake Race around Be.t quadrangle. The actual race seemed, for the"majorit? of the spectators, to be immaterial as they checked out unsuspecting passers-by to drench with dustbinfuls of cold water. However, t h e i r fate w a s n o t h i n g to compare with that Of the unfortunate Executive and I C W A team m e m b e r s , a n d i n this year's race, particularly w a r d s , the E x e c u t i v e s t r e a k e d the I C W A t e a m . The hose home to v i c t o r y w i t h o n l y one p i p e s w e r e out i n f u l l f o r c e a s unf o r t unat e m i s h a p - that of the P r e s i d e n t o f I C W A a n d an ill-timed, mindless rugby l a t e r the P r e s i d e n t of I C U t a c k l e on the President of C s o o n found o u t . and G Union, Jenny Jones. T h e race was ably umpired by M i k e W i l l i a m s , the E d i t o r o f F E L I X , w h o s e unfortunate t a s k i t w a s to s h o w the t w o teams the c i r c u i t they e a c h h a d to run by r u n n i n g them himself. H e too got rather wet. A l t h o u g h the I C W A team, i n i t i a t o r s o f the P a n c a k e R a c e Challenge and last year's winners, battled valiantly on-

A l b r e c h u H e c l a i m s that 'as a foreigner he is probably less prejudiced'. What s p e c i a l q u a l i f i c a t i o n s d o e s b e i n g a foreigner c o n f e r upon a p e r s o n to make h i m , ' / e s s prejudiced'? - or i s M r . A l b r e c h t merely showing h i s prejudice? A t this meeting it w a s noted that p o s t g r a d u a t e r e p r e s e n t a t i o n on s t a f f s t u d e n t committees was totally inadeq u a t e . In fact w h i l e d e p a r t m e n t s are e a g e r to l i s t e n to u n d e r g r a d u a t e o p i n i o n , they s e e m to i g nore p o s t g r a d u a t e o p i n i o n . With s o many d e p a r t m e n t a l P G g r o u p s i n e x i s t e n c e , now i s the time to p r e s s for more e f f e c t i v e r e p r e sentation. On the s u b j e c t of the p o s t graduate group, w e at Imperial h a v e one of the most a c t i v e g r o u p s in the c o u n t r y . C o m p a r e d to the other L o n d o n c o l l e g e s , w e a r e i n a c l a s s of our o w n . T h e s t r u c t u r e of the p o s t g r a d u a t e group i s s u c h that w e h a v e very e f f e c t i v e c o n t a c t w i t h grassroots opinion. This is a major a c h i e v e m e n t c o n s i d e r i n g that p o s t g r a d u a t e s a r e among the most d i f f i c u l t of groups to organise . The people who des e r v e the c r e d i t for t h i s , a r e the various departmental representatives. A s mandated by the I . C . p o s t g r a d u a t e group, I h a v e been l o o k i n g into w a y s a n d means of obtaining special 'thesis grants' (to c o v e r the full c o s t s of w r i t ing up). A letter requesting • s u c h a grant w a s s e n t to the c h a i r m e n of the S R C , N E R C ,

A R C a n d S S R C . S o far I h a v e h a d one reply - from the S R C c h a i r m a n . T h e g i s t of the l e t t e r w a s that the S R C w a s b a s i c a l l y s y m p a t h e t i c to o u r c a s e , a n d w i l l c o n v e y our v i e w s to the government grant r e v i e w p a n e l w h e n it next m e e t s , s o m e t i m e latter t h i s y e a r . In my letter I had mentioned a f i g u r e of ÂŁ100 a s b e i n g the a v e r a g e c o s t . Some doubt w a s e x p r e s s e d about t h i s figure a n d I w a s t o l d that it w o u l d be h e l p f u l if s o m e a u t h e n t i c a t e d a v e r a g e b i l l s c o u l d be p r o v i d e d . I w o u l d therefore be g r a t e f u l if a n y b o d y w h o h a s s o m e b i l l s c o u l d s e n d them to me c / o U n i o n o f f i c e ) . My p e r s o n a l f e e l i n g i s that w e h a v e a fairly strong c a s e , a n d in spite of the a d v e r s e e c o n o m i c c l i m a t e , may get s o m e c o s t of ' t h e s is grant'. F i n a l l y , I t a l k e d about the ' l o v i n g c a p a c i t y ot p o s t g r a d u a t e s in my l a s t P i G A f f a i r s C o r n e r . T h e r e s e e m s to be enormous i n t e r e s t among the I . C . g i r l s , w h o s e e m e d on the w h o l e to a g r e e w i t h my v i e w s . However, their main complaint w a s that they r a r e l y e v e r s e e a n y r e a l s p e c i m e n s of "homo sapiens

| P R E C 3 P3CE I Trevor Phillips There are those who feel that I may be " o v e r s e l l i n g " the campaign against education cuts. However, I cannot escape the feeling that people, both those with power and those without it, are fi sidling while Rome is burning. The complacency of some people involved in education today, students, staff, and bureaucrats, is absolutely staggering. L a s t F r i d a y , I went a l o n g t o t h e Inner L o n d o n E d u c a t i o n A u t h o r i t y , for a meeting with the leader of the I L E A , to d i s c u s s t h e e f f e c t s of t h e I L E A ' S a c t i o n s i n L o n d o n . Y o u w i l l remember r e a d i n g that w e a r e s p e c i f i c a l l y a f f e c t e d by t h e w i t h d r a w a l of the £270,000 I L E A grant from the u n i v e r s i t y of L o n d o n . T h e I L E A i s i n t h e p r o c e s s of c u t t i n g b a c k o n i t s e d u c a t i o n s e r v i c e s i n L o n d o n : c o l l e g e s c l o s e d or merged, courses dropped, students lost, e t c . P a r t - t i m e s c h o o l i n g a n d c l a s s e s of 4 5 h a v e been the norm for many s c h o o l c h i l d r e n , for s o m e t i m e . Yet the representatives of the

I L E A had the nerve to sit and say that the education services in London were actually improving! When I suggested that they should tell that to the schoolchildren, their teachers, or the students who were being chopped, they wrung their hands in horror that I should be so uncouth as to suggest that they worry about mundane matters matters like that. T h e I L E A i s k n o w n f o r i t s prog r e s s i v e n e s s (as some of my c o l l e a g u e s on t h e d e p u t a t i o n , w h i c h i n c l u d e d r e p r e s e n t a t i v e s of t h e t e a c h e r s l e c t u r e r s , a n d the T U C G e n e r a l C o u n c i l kept on s a y i n g ) If t h i s i s t h e w a y that they a r e r e g a r d i n g t h e c r i s i s in e d u c a t i o n , i n a s i t u a t i o n w h e r e t h e i r own s e r v i c e s a r e near to b r e a k d o w n , h o w i s t h e far-fromprogressive D E S regarding it? I shudder t o t h i n k . A s far a s 1 a m c o n c e r n e d s o m e of t h e s e p e o p l e need a good s w i f t k i c k t o s h a k e them o u t of t h e i r c o m p l a c e n c y - l i k e many of o u r own students.

There i s no obligation on the local authority to pay the whole of a student's grant or even any part of i t . The most immediate example of the discretionary award i s the postgraduate . The award of a P G grant i s not automatic npon the student being accepted on to the course. With the S R C catting back on their number of awards i n science and engineering, the picture now looks bleak. One of the major claims of the campaign i s an end to discretionary awards. What are the major problems that overseas students face? /. Higher fees - over £250 compared with nearly £90 for the "home" student. 2. The IL&A has just increased these fees by 20%. 3 .Overseas students are not allowed to work during vacations. 4. Discrimination by landlords who charge a higher rate of hostel fees for overseas students. Thus the system i s essentially designed to ensure that only wealthy students study in -Britain. End this discrimination - parity for overseas students.

G i v e n t h e image c r e a t e d for t h e s t u d e n t by t h e m a s s m e d i a , of t h e b o l s h y , d o p e d - up f r e a k e d - out, i d l e , a n a r c h i s t , i t i s l i t t l e w o n d e r that many p e o p l e a r e u n sympathetic, or even h o s t i l e to students. I have found, however, that the people who actually work with students, who know our circumstances and environment, have a totally different, and truer perception of us. For that reason, when we speak of gaining public support for our campaigns, it seems clear that it is the people who are closest to us that we should approach first. And the way that we have to do that is through our respective representative bodies - i.e. the unions. T o return t o my o r i g i n a l p o i n t s , i n the c a m p a i g n a g a i n s t e d u c a t i o n c u t s , u n i t y i s of utmost i m p o r t a n c e . T h e j o b s of t h e staff e x i s t b e c a u s e of t h e s t u d e n t s ; t h e c u t s mean f e w er s t u d e n t s a n d f e w er f a c i l i t i e s , and therefore, f e w e r j o b s .
