DON'T RAISE OUR FEES! A P E A C E F U L P I C K E T of a meeting of the Imperial College Board of Governors took place last Friday morning. The picket was in protest against the Government Proposals (to raise .the undergraduate and postgraduate tuition fees by £70) which the Governing Body was being asked to ratify. About fifteen people took part In t he protest w h i c h w a s organised by t h e O v e r s e a s S t u d e n t s C o m m i t t e e to h i g h l i g h t the p a r t i c u l a r p l i g h t of t h o s e s t u d e n t s w h o have come from a b r o a d t o s t u d y here and a r e now b e i n g f o r c e d t o pay £330 per s e s s i o n (both undergraduates pay j u s t £165 a n d P . G . ' s £155. When asked for h i s c o m m e n t s , Mr C h r i s K o u r o u n i o t i s , the C h a i r m a n of t h e Overseas Students Committee s a i d "The Rector's reply to our letter was very unsatisfactory. The seriousness of the effects of a decision not to Implement the increase to the College's financial position Is doubtful. According to the Union's information, the difference would be about £50,000 per annum, an amount which cannot seriously the College's challenge situation either way. Dear Sirs, We note the government's proposal for an increase of £70 in tuition fees for a l l students and that the implementation is at your discre t i o n . We would like to point out some of the major effects of this increase which w i l l have an adverse effect on students. In the lower sectors of the education system, namely primary and secondary s c h o o l s . T h i s will be in the form of a reduction in the amount of money available to the L E A ' s on top of the recent cutbacks in education spending . In p a r t i c u l a r the increase w i l l cause a lot of hardship to self supporting students and e s p e c i a l l y to those already paying at the overseas rate. T h i s w i l l deter many prospective students who fall in the self supporting category (mainly postgraduates) and have a detrimental effect on the research carried out in this college . We therefore strongly urge you to put the interests of the students and the C o l l e g e first, by refusing to increase the fees. Yours

I AM forced to question the quasi - martyrdom of the IC Union President in not accepting a Union General Award this year. Mr P h i l l i p s ' case is that he does not believe in such awards and besides it would be inappropriate he feels, to give himself an award. On the first point, if he does not believe in U G A ' s then he should have given none out. Indeed he has been in the best position to campaign for their abolishment but he has not done this. On the second point, it is not up to Mr Phillips to award himself a UG A: it is simply up to him either accept or reject it and he has done the latter. And yet he has accepted the award of social colours. Ex-officio awards are those awards which have been agreed upon by the Union and are automatically awarded to certain people who are to be saved from the embarassing paradox of having to present awards to themselves, i.e. the awarder does not give himself an award; rather, the award is given to him ex-officio on behalf of the Union. Thus Mr Phillips is not refusing to give himself an award; he is refusing to accept it. And considering that he a c c e p t e d social colours, I find the s i t u a t i o n approximately daft. Why don't you just come out and say it, Trevor, that you have an aversion of ties?

Last week saw the return to the practice of producing just one issue of F E L I X per week. The two issues per week experimental pilot scheme was successful inasmuch that it has now been proven that one person can produce two four-pagers a week when the rest of the staff are busy studying for their exams. The scheme has had one drawback however: morale. An eight or twelve page F E L I X is a newspaper; a fourpager is a just a newssheet. The feedback has been either general sympathy (from those who recognise the production difficulties) or open disappointment at the size (from those who do not). The two-a-week idea still has possibilities, but that will be up to future Editors.

Many of u s b e l i e v e that s u c h a p u b l i c a t i o n w i l l be t o t h e a d v a n t a g e of both t h e C o l l e g e a s a w h o l e a n d t h e U n i o n i n p a r t i c u l a r . We i n i t i a t e d t h e d e v e l o p m e n t for a s e r i e s of r e a s o n s . O n e is that w e b e l i e v e that there i s a g e n u i n e a n d w i d e s p r e a d d e m a n d for a " s t u d e n t ' s - e y e - v i e w " o f t h e C o l l e g e , p a r t i c u l a r l y amongst prospective s t u d e n t s . T h e C o l l e g e prospectus provides the n e c e s s a r y f a c t u a l a n d h i s t o r i c a l b a c k g r o u n d to l i f e a t I C . T h e r e i s g e n e r a l agreement that i t l a c k s s o m e t h i n g i n s t y l e ; w e have been a s k e d , a n d a r e very w i l l i n g t o h e l p in r e v a m p i n g t h e the C o l lege p r o s p e c t u s . However the " A l t e r n a t i v e " prospectus provides a necessary s u p p l e m e n t t o t h i s . T h e r e i s m u c h e v i d e n c e that s i x t h - f o r m e r s are i n c r e a s i n g l y c y n i c a l about t h e v a l u e of h i g h e r e d u c a t i o n , a n d j u d g i n g by t h e d r i f t t o t h e p o l y t e c h n i c s , a b o u t u n i v e r s i t y e d u c a t i o n in p a r t i c u l a r . T h e M a n c h e s t e r a n d C a m b r i d g e s t u d e n t p r o s p e c t u s e s c l e a r l y managed to o v e r c o m e t h i s c y n i c i u m in a w a y that no C o l l e g e o r U n i v e r s i t y p r o s p e c t u s , h o w e v e r w e l l w r i t t e n and presented e v e r c o u l d . T h e c r u x of t h e matter l i e s in t h e p r o s p e c t i v e s t u d e n t ' s p e r c e p t i o n of the C o l l e g e . R i g h t l y o r w r o n g l y , (I t h i n k r i g h t l y ) he f e e l s that the o n l y true a n d a c c u r a t e i n d i c a t i o n of life at I C w i l l c o m e from s t u d e n t s t h e m s e l v e s . T h i s , o f c o u r s e , i s w h y w e s t u d e n t s t a k e them around i n i n t e r v i e w g r o u p s . T h i s i s a l s o why t h e A l t e r n a t i v e P r o s p e c t u s e s have had s u c h a n impact o n sixth-formers. The A l t e r n a t i v e P r o s p e c t u s i s n o t a g i m m i c K . N o r i s i t a n attempt to i n d u l g e in a n orgy of c r i t i c i s m o f p a r t i c u l a r a s p e c t s of the C o l l e g e . We w o u l d l i k e t o present a n h o n e s t a n d b a l a n c e d s t u d e n t v i e w , a n d t o that e n d , w e w o u l d w a n t t o s p r e a d t h e a u t h o r s h i p a s far a s p o s s i b l e . I w o u l d e x p e c t , i n the e n d , t h a t over 1 5 0 p e o p l e w i l l have c o n t r i b u t e d , i n c l u d i n g y e a r r e p s , union o f f i c e r s , a n d e v e n " a v e r a g e s t u d e n t s . " We a r e a s c o n c e r n e d a s a n y o n e about t h e d e c l i n e i n s t u d e n t n u m b e r s . T h e U n i o n ' s income d e p e n d s o n k e e p i n g t h o s e n u m b e r s u p . I t h i n k that t h e f e a r s of a number of a c a d e m i c s may b e a l l a y e d if t h e y w e r e t o have a few w o r d s w i t h t h e i r c o l l e a g u e s in other i n s t i t u t i o n s . w h e r e s t u d e n t p r o s p e c t u s e s have been introduced.

DEMOCRACY AND THE EUROPEAN COMMUNITY T o n y Jones

D U R I N G T H E p u b l i c d e b a t e on c o n t i n u e d m e m b e r s h i p of the E u r o p e a n C o m m u n i t y much h a s been s a i d about the b u r e a u c r a t i c a n d u n d e m o c r a t i c nature of its d e c i s i o n - m a k i n g p r o c e s s . T h a t the present arrangement d o e s not m at ch up to the B r i t i s h c o n c e p t of d e m o c r a c y is u n d e n i a b l e , yet it i s unfortunate that t h i s point i s p l a y e d down by s o many of t h o s e w h o b e l i e v e in a u n i t e d E u r o p e . I n d e e d . i t is i r o n i c that i n the r e c e n t T V d e b a t e b e t w e e n Michael FoStand Edward Heath on s o v e r e i g n t y and the C o m m u n i t y , it w a s Mr F o o t w h o presented the more r e a s o n e d and a c c u r a t e a s s e s s m e n t . T h e r e is no point In d e n y i n g that B r i t a i n , a s a p o l i t i c a l u n i t , Is l o s i n g an amount of s e l f - g o v e r n m e n t — that i s the essence of a s u p r a n a t i o n a l organisation such as the European Community. What g i v e s c a u s e for c o n c e r n Is that this "sovereignty" being t r a n s f e r r e d from W e s t m i n s t e r , is going to the executive Commission and C o u n c i l of Ministers. Although the M i n i s t e r s are r e s p o n s i b l e to their national parliaments, this c a n h a r d l y be c l a i m e d to be a s a t i s f a c t o r y arrangement. The European Parliament h a s tended to be o v e r l o o k e d , and e v e n s c o r n e d . In the d e b a t e o v e r the past few months . Y e t here w e h a v e an e m b r y o n i c C o m m u n i t y l e g i s l a t u r e of 1 9 8 M P ' s m e e t i n g o n c e a month, w a i t i n g for the day w h e n it c a n assume control over Community a f f a i r s from the C o m m i s s i o n and C o u n c i l . A t the moment Its powers are l i m i t e d but r e a l . N o t o n l y d o e s It s c r u t i n i s e proposed l e g i s l a t i o n from B r u s s e l s , but I t c a n d l s m i s s its o w n e x e c u t i v e , the e n t i r e C o m m i s s i o n , on a v o t e of no c o n f i d e n c e — a power d e n i e d to many n a t i o n a l so-called "parliaments". It h a s c u r b e d the C o m m i s s i o n ' s one-time enthusiasm for " h a r m o n i s i n g " everything In s i g h t (remember the infamous " E u r o - b e e r " ? ) , and i t s c o n t r o l over C o m m u n i t y expenditure h a s now been i n c r e a s e d from 3 % to a b o u t 2 0 % . B u t perhaps most important i s its right to challenge the e x e c u t i v e , to q u e s t i o n , to c r i t i c i s e and to s p e a k out .The i nf l ux of B r i t i s h Members h a s brought a w i n d of change in t h i s d i r e c t i o n . The House of C o m m o n s h a s had to fight for d e m o c r a t i c c o n t r o l a n d the European Parliament w i l l have to a s w e l l . The European Community is the n u c l e u s around ' w h i c h a u n i t e d E u r o p e w i l l be b u i l t . F a r from b e i n g a s t a t i c , f a c e l e s s b u r e a u c r a c y , It i s in a continual process of d e v e l o p m e n t a n d e v o l u t i o n , and w e , the p e o p l e of E u r o p e , c a n and must mould it to the s h a p e we want. It was Winston C h u r c h i l l w h o s a i d of E u r o p e a n u n i t y — "We are not building a living
