IC student assaulted by gang of thugs A member of the I m p e r i a l C o l l e g e Dramatic S o c i e t y was b r u t a l l y a s s a u l t e d by a gang o f four youths d u r i n g the e a r l y hours of l a s t Sunday morning. The i n c i d e n t took p l a c e o p p o s i t e G l o u c e s t e r Road tube s t a t i o n as the student was making h i s way back to E v e l y n Gardens.

Case dropped The p o l i c e who have been i n v e s t i g a t i n g t h e case have now dropped i t . T h i s i s due to the f a c t that they have not got a good enough d e s c r i p t i o n o f t h e youths and thus cannot put out a 'wanted' n o t i c e f o r them. The student i n v o l v e d has d e c i d e d not to p r e f e r charges a f t e r meeting w i t h p o l i c e o f f i c e r s y e s t e r d a y to d i s c u s s t h e m a t t e r .

Police called The IC s t u d e n t , who by t h i s time was b l e e d i n g q u i t e h e a v i l y from the nose and mouth, then made h i s way back to t h e Union B u i l d i n g . He was met by R i z S h a k i r , ICU Deputy P r e s i d e n t , who had j u s t r e t u r n e d from a l a t e e x c u r s i o n . The p o l i c e were c a l l e d and t h e student taken to h o s p i t a l f o r an X - r a y and treatment o f h i s bruises.

History of Education Cuts
The present E d u c a t i o n Cuts must be seen i n , the context of the o v e r a l l P u b l i c e x p e n d i t u r e c u t s , as one of the main government t a c t i c s f o r d e a l i n g w i t h the h i g h r a t e of i n f l a t i o n . F i r s t l y much of the p u b l i c e x p e n d i t u r e i s n o n - p r o d u c t i v e and does not generate consumpt i o n , and secondly i t i s o f t e n f i n a n c e d on c r e d i t which of i t s e l f i s i n f l a t i o n a r y . The present s e r i e s o f c u t s began i n 1973, r e d u c i n g c u r r e n t spending by 10% and c a p i t a l programmes by 20%. As a r e s u l t many e d u c a t i o n a l i n s t i t u t i o n s had l e s s money to spend i n 1974-75 than i n 1973-74, d e s p i t e l a r g e i n c r e a s e s i n the c o s t of equipment e t c . In the Budget presented by Denis Healey i n A p r i l 1975 a f u r t h e r £86 m i l l i o n was lopped o f f the e x p e n d i t u r e on e d u c a t i o n , a r t s , s c i e n c e and libraries. S i n c e then the C h a n c e l l o r has r e v e a l e d t h a t he plans to cut a f u r t h e r £1250 m i l l i o n from P u b l i c Spending. A c c o r d i n g to the "Times Higher E d u c a t i o n Supplement", t h i s would e n t a i l cuts of £500 m i l l i o n i n e d u c a t i o n s p e n d i n g , spread over the next four year*. T h i s w i l l mean t h a t e d u c a t i o n spending w i l l only i n c r e a s e by 1.6% t h i s y e a r , and w i l l a c t u a l l y decrease by 1.3% next y e a r . Remember that w i t h about 25% i n f l a t i o n t h i s means t h a t the r e a l v a l u e of the money spent on e d u c a t i o n w i l l f a l l by 23.4% t h i s y e a r , and 26.3% next y e a r , i f the r a t e of i n f l a t i o n i s s u s tained .

spending i s a p a r t i c u l a r l y
easy f i e l d to cut s i n c e the cuts i n spending produce no d r a s t i c r e s u l t s immedi a t e l y , as cuts i n say the h e a l t h s e r v i c e would. Cuts i n the E d u c a t i o n S e r v i c e s are a p a r t i c u l a r l y s h o r t - s i g h t e d way of a t t e m p t i n g to s o l v e an economic c r i s i s . They necessa r i l y i n v o l v e a d i m i n u t i o n of f u t u r e prospects f o r economic growth. When the economy begins to get on the move a g a i n we w i l l need educated p e o p l e at a l l l e v e l s to man the economy. These people w i l l not be a v a i l a b l e i f we c o n t i n u e to cut spending on e d u c a t i o n as we are c u t t i n g both the numbers of people that can be educate d , and a l s o t h e l e v e l o f e d u c a t i o n . It i s easy to condemn c u t s i n e d u c a t i o n spending and p r o v i d e no a l t e r n a t i v e p h i l o s o p h y . Cuts i n o t h e r areas of p u b l i c e d p e n d i t u r e are favoured i n some q u a r t e r s . The N a t i o n a l Union of Students s u b s c r i b e to the lobby which favours i n c r e a s e d p u b l i c spending, lower u n employment, f r e e c o l l e c t i v e b a r g a i n i n g , and import c o n t r o l s , as the s o l u t i o n to our p r e sent economic c r i s i s . I do not wholeheartedly s u b s c r i b e to t h i s view.
What relevance to IC?
Having read t h i s you may be a s k i n g what r e l e v a n c e do the cuts i n e d u c a t i o n spending have to I . C . ? The e f f e c t s i n any one c o l l e g e are d i f f i c u l t to i t e m i s e . Following the success of last year's sweepstake, this venture will be continued, to finance an Easter tour. The sweepstake operates by taking the first 20 rugby results from the 'Sunday Express'and numbering them from 1 to 20. Each participant in the sweepstake is allocated three of these numbers. The person with the numbers corresponding to the highest aggregate of points each week, wins £5. RCSU Skin-diver arrested! L a s t S a t u r d a y , d u r i n g t h e i r rag c o l l e c t i o n , one member of RCS was p i c k e d - u p by a p o l i c e man. Besides t h i s i n c i d e n t , the c o l l e c t i o n was f a i r l y p e a c e f u l w i t h a few t o u r i s t s t a k i n g pot shots at the m u l t i t u d e of u m b r e l las . The rank and f i l e of RCS s t a r t e d t h e i r o u t i n g w i t h a Kangala and proceeded to wakeup S o u t h s i d e . A f t e r a r r i v i n g a t the Harrods a r e a , the crowd spread out and i n no time a l l e x i t s from Harrods were c o v e r e d . As u s u a l , the scrooges were out i n f o r c e , so c o l l e c t i n g was not too easy. The weather d i d not h e l p e i t h e r ; by 11.30am most c o l l e c t o r s were h a l f frozen. There was c o m p e t i t i o n t o o , as the c o l l e c t o r s from the m e n t a l l y d i s a b l e d group came to town as w e l l , which s o r t of s a t u r a t e d the a r e a . However, when people t r i e d the B r i t i s h Heart F o u n d a t i o n approach as opposed to the Underwater B r o l l y Con, they r e c e i v e d donations of up to 50p! One t o u r i s t , o b v i o u s l y annoyed at the c o l l e c t i o n , d e c i d e d to take i t out on the poor d e f e n s e l e s s u m b r e l l a s , at l e a s t one u m b r e l l a was s l i g h t l y bent a f t e r wards . By 12 noon, most people had d e c i d e d to c a l l i t a day. Most; but not one David Rawnsley, who ventured up to Oxford S t r e e t i n h i s w e t - s u i t and proceeded to c o l l e c t from the ones who donated so k i n d l y a f o r t n i g h t ago. While he was persuading a few persons at a b u s - s t o p near Marble A r c h , he was p i c k e d - u p by a p l a i n - c l o t h e s p o l i c e m a n . T h i s was at about 12.50pm. The policeman t o l d Mr Rwansley t h a t he was o b s t r u c t i n g the Queen's highway and took h i s c o l l e c t i n g can away from him. In doing s o . the l a b e l b l e w - o f f the can w h i l e i n the p o l i c e m a n ' s hand. He was then taken to the p o l i c e s t a t i o n where he was t o l d that he c o u l d be charged w i t h o b s t r u c t i o n , not h a v i n g the l a b e l on h i s c o l l e c t i n g can f i r m l y a f f i x e d and not having a proper l i c e n c e (the l i c e n c e he h e l d was a h o u s e - t o - h o u s e one as opposed to a s t r e e t o n e ) . A f t e r b e i n g h e l d f o r an hour, he was t o l d t h a t the charge of o b s t r u c t i o n had been dropped. He was not charged w i t h e i t h e r of the remaining two o f f e n c e s . However, the p o l i c e s a i d t h a t they would check w i t h the RCSU on the l a b e l s and the l i c e n s e s . Education Cuts Next Tuesday sees the f i r s t major a c t i o n to oppose the P u b l i c E x p e n d i t u r e c u t s which the government has implemented as p a r t of i t s measures to curb i n f l a t i o n . The E d u c a t i o n s e c t o r , b e i n g an easy t a r g e t , has borne the b r u n t of these cuts i n p u b l i c spending and i n the s h o r t term, many people might t h i n k t h i s to be a good move. However, i n the long term, when h o p e f u l l y the economy w i l l have r e v i v e d , there i s no guarantee t h a t these cuts w i l l be r e s t o r e d and an i n c r e a s e i n e d u c a t i o n spending w i l l take p l a c e . On the c o n t r a r y , we are faced w i t h f u r t h e r government p r o p o s a l s to s l a s h another ÂŁ500 m i l l i o n over the next four y e a r s from the e d u c a t i o n a l budget. The form the c u t s have taken are o u t l i n e d i n the P r e s i d e n t ' s a r t i c l e devoted to t h i s v e r y c r u c i a l t o p i c . These i n c l u d e a 50% r e d u c t i o n i n new b u i l d i n g p r o grammes f o r u n i v e r s i t i e s . T h i s has an immediate l o c a l consequence f o r every student in this College. I t means that the C o l l e g e does not have the money to b u i l d new h a l l s of r e s i d e n c e or to p r o v i d e a l t e r n a t i v e accomoda>t i o n f o r IC s t u d e n t s . T h i s example i l l u s t r a t e s the need f o r every student at IC to f u l l y understand the n a t u r e and i m p l i c a t i o n s of the government's p o l i c y as regards e d u c a t i o n , not o n l y a t a l o c a l l e v e l , but at a n a t i o n a l l e v e l . It i s t h e r e f o r e up to you to b e g i n to q u e s t i o n these a b o r t i v e steps which i n the long r u n can o n l y l e a d to a massive l o w e r i ng of educational standards. Thus I would urge you to attend the r a l l y and lobby of P a r l i a m e n t on Tuesday, 21st O c t . I t may not be the b e s t way to pursue the f i g h t a g a i n s t the c u t s , but i t i s one way and o n l y by your p a r t i c i p a t i o n can a b e t t e r and more meaningful r e s i s t a n c e be b u i l t - u p .
