Rector rejects Green Shield stamp idea Student numbers up At a Board of Studies meeting on Wednesday it w a s r e v e a l e d that undergraduate a d m i s s i o n s to I C are up by o v e r ten per cent on last year's figures, bringing the (provisional) t o t a l numbers i n the c o l l e g e from 4100 t o approximately 4250. A c o n s i s t e n t boom in a d m i s s i o n s o v e r the p a s t t w o y e a r s h a s r e d u c e d the perc e n t a g e by w h i c h i n t a k e f a l l s short of target levels from 14% to a mere 1%. The increase reflects a nationwide rise of 4.6% e s t i m a t e d by U C C A — i n other w o r d s 3,500 more university students throughout Britain. And even this increase i s s m a l l c o m p a r e d to the 8 . 7 % i n c r e a s e i n a p p l i c a t i o n s from school-leavers, undetered b y fears of graduate u n e m p l o y m e n t .
y In genera l the a d m i s s i o n s increase i s not thought to represent a lowering of s t a n d a r d s , a n d it i s l i k e l y t o be f e l t m o s t l y in scientific and e n g i n e e r i n g departments, report a c c o r d i n g to a T H E S l a s t F r i d a y . A n e v e n greater increase in admissions has o c c u r r e d at p o l y t e c h n i c s w i t h a 2 0 % r i s e at S u n d e r l a n d , and t h i s i s i n s p i t e of government c u t - b a c k s on t e a c h e r - t r a i n i n g . THE RECTOR, Sir Brian F l o w e r s , last Thursday warned of the dangers of Government impr-adtuition fee increases,. In his Commemoration day adcir. tie foresaw this producing a dramatic drop in university applications, such that Registrars might offer 10-fold Green Shield stamps on completion of a registration form. He hoped that IC would avoid this era of promotion gimmicks. 'A panic scramble for students' was, thought, a real possibility said the Rector. A l r e a d y the G o v e r n m e n t h a s f o r c e d u n i v e r s i t i e s to i n c r e a s e their t u i t i o n f e e s , w h i l s t a t the same time d e c r e a s i n g the money a v a i l a b l e to them from the U n i v e r s i t y G r a n t s C o m m i t t e e . T h e R e c t o r b e l i e v e s that a n increasing proportion of c o l l e g e f i n a n c e w i l l therefore have to c o m e from t u i t i o n f e e s . However h e d i d not make c l e a r i n h i s s p e e c h h o w a drop i n student numbers w o u l d be spread between home and overseas students.
s T h e U G C grant to u n i v e r s i t i e s for 1977—8 h a s a l r e a d y b e e n c u t b y 4% c o m p a r e d t o this y e a r ' s amount. However, some observers believe that the U G C c u t s i n r e a l terms w i l l be a r o u n d 1 0 % a n d that a cutback of this magnitude would inevitably lead to redundancies. Some campus unions e v e n v o i c e the v i e w that a r e a l c u t of 4% w o u l d put some j o b s i n j e a p o r d y at IC.
e Nevertheless the Rector thought that I m p e r i a l C o l l e g e , as a s c i e n c e and t e c h n o l o g y c e n t r e , w o u l d be l e s s a f f e c t e d than most b y the i n c r e a s e d t u i t i o n f e e s . If not in a p o s i t i o n to e x p a n d , there were p l a n s to b r o a d e n the s c o p e of c o u r s e s . S i r D a v i d H u d d i e ' s report, o n the n o n - t e c h n o l o g i c a l a c a d e m i c d e v e l o p m e n t of I C , recommends that s e v e r a l n e w s u b j e c t s a n d
new c o m b i n a t i o n s of e x i s t i n g courses be offered. The C o l l e g e i n t e n d s to e s t a b l i s h a new c h a i r i n E c o n o m i c s and develop activities in Industrial Psychology. These plans, t h o u g h , m a y w e l l be tempered by p r e s e n t e c o n o m i c f a c t o r s s a i d the R e c t o r . Although post graduate c o u r s e s are l o s i n g p o p u l a r i t y , in there, was an increase undergraduate a p p l i c a t i o n s (see 'Student numbers up', this page). .Over '6,000 were received.^ over a thousand being a d m i t t e d ; t h i s i s the h i g h e s t for ten y e a r s . T h e number R e c t o r w e n t on t o w e l c o m e the r e c e n t White P a p e r o n P G e d u c a t i o n (see page 2). His s p e e c h w a s i n the 'spirit of optimism', a n d S i r B r i a n hoped that i n the future IC would produce students w i t h a m u c h broader o u t l o o k . O v e r a l l he f e l t that a c a d e m i c s t a n d a r d s at I C wer e a s h i g h as ever.

He w a s o f c o u r s e r e f e r r i n g t o the new boat d e s i g n e d by the Lubrication Laboratory that w a s t o h a v e b e e n u s e d i n the Montreal O l y m p i c s .

A t last, thankfully, the G o v e r n m e n t r e c o g n i s e s that a P h D i s not a p i e c e of a b s t r a c t r e s e a r c h , but i s , ' a n a p p r e n t i c e s h i p to a future c a r e e r i n s c h o l a r s h i p ' , and notes the a p p l i c a t i o n of t h i s to a w i d e v a r i e t y of future v o c a t i o n s . The Government apparantly believes that the c o n t e n t a n d b a l a n c e of P G training a r e t o o c o m p l e x for c e n t r a l control, and i s content to exercise s u c h c o n t r o l onl y o v e r t h e o v e r a l l s c a l e and d e v e l o p m e n t .
: O n the f i n a n c e s i d e a g a i n , c e n t r a l control i s o u t , but the a w a r d m a k i n g b o d i e s s h o u l d c o n t r o l both the numbers and d i s t r i b u t i o n of P G s throughout the s u b j e c t r a n g e . It i s apparant that the Government i s s e e k i n g t o increase its c o n t r o l , through t h e s e b o d i e s , by e n s u r i n g that more P G s are dependan t o n them for f u n d i n g . T h e recent a n d propose d f e e i n c r e a s e s are s h o w n to be j u s t one s m a l l part of t h i s p l a n a n d are s h o w n c l e a r l y from t h e report t o be a n a t t a c k on the
13.5% of P G s at present s e l f - f i n a n c e d . T h e r e a r e a l s o v a g u e r e f e r e n c e s to a c h a n g e in s t r u c t u r e of P G a w a r d s a s a further s t e p i n i n c r e a s i n g t h i s c o n t r o l . T h e p r e s e n t R e s e a r c h C o u n c i l f undin g s c h e m e i s u p h e l d f o r the time b e i n g on the grounds of m i n i m i s i n g b u r e a u c r a c y .
On the w h o l e the report i s d i s a p p o i n t i n g and p o s s i b l y d a n g e r o u s i n i t s support for the i n c r e a s e d f e e s and the s t a t u s q u o in P G E d u c a t i o n . T h e r e c o m m e n d a t i o n s are inane a n d i n n o c u o u s but the undertones in the body of the report are d i s t u r b i n g . It i s hoped that the N U S ' s own report on P G e d u c a t i o n w i l l c o n t r i b u t e to what the Whitepaper calls, 'far-reaching public d e b a t e ' ,both by c o u n t e r i n g t h e s e undertones and by m a k i n g s o m e p o s i t i v e and c o n structive s u g g e s t i o n s f o r the P G of tomorrow rather t h a n l e a v i n g him t o s i n k further into the present bog of b e u r o c r a c y .

Punk Rock exposed With the n e w s l a s t w e e k that the Sex Pistols h a v e j u s t s i g n e d a c o n t r a c t w i t h E M I , that i n c l u d e s the l a r g e s t a d v a n c e ever p a i d to a r e l a t i v e l y unknown group (rumoured to be a r o u n d £40,000 — t h a t ' s a l m o s t t w i c e a s much a s O u e e n wer e g i v e n , a n d look where they a r e n o w ) I t h i n k i t ' s worth t a k i n g a q u i c k l o o k at t h i s phenomenon that h a s built up over the l a s t t w e l v e months w h i c h h a s c o m e to be c a l l e d 'punk rock.'. F o r a start, 'the n e w w a v e ' , a s it h a s come to be c a l l e d , i s s o f a r s o l e l y c o n f i n e d to the L o n d o n a r e a , d i s r e g a r d i n g groups l i k e the Feelgood and Hot Rods w h o , no matter what p e o p l e t e l l y o u , are a d i f f e r e n t b a g o f b a l l s a l t o g e t h e r , t h a n ? a y the Strang lers, Clash o r e v e n t he Pistols. Whereas b a n d s l i k e my f a v o u r i t e p u n k s t e r s t he Stranglers f o r i n s t a n c e , h a v e no trouble f i l l i n g r e a s o n a b l e s i z e d h a l l s i n L o n d o n — i n the p r o v i n c e s they are a l n i i i s i l o i a l l y unknown a n d to a greater extent m i s u n d e r s t o o d .

P e o p l e w e r e q u e u i n g for a. good hour t o get i n the j o i n t , a n d w i t h i n forty minutes of o p e n i n g , the ' H o u s e F u l l ' s i g n s were u p , A l s o j u s t about e v e r y l i g g e r a r o u n d w a s out to c a t c h the b a n d , from Johnny R o t t e n of the P i s t o l s , most of the H o t R o d s a n d e v e n R a y D a v i e s to name but a f e w . N o w i t s two d a y s l a t e r . T h e stage h a s c h a n g e d from the r i o t o u s triumph of West K e n s i n g t o n to the T o p R a n k S u i t e i n C a r d i l L A n a b y s m a l c r o w d w h o don't r e a l l y know q u i t e what to make o f the b a n d i n front o f them, w h o must s e e m (to the crowd) to have j u s t c r a w l e d out o f a s e w e r . A s the S t r a n g l e r s g o further into their s e t , w i t h i t s b r i l l i a n t D o o r / V . U n d e r g r o u n d o b s e r v a t i o n s , the i n e v i t a b l e c a t c a l l s get l o u d e r . T h i s i s not h e l p e d . b y the equipment p r o b l e m s that b e s e t the band o n a l m o s t e v e r y g i g ( u n b e l i e v a b l y , a l t h o u g h the P A i s q u i t e m o d e r n , some of the amps date b a c k to pre V o x 67 ' s ) . T h e S t r a n g l e r s limp off to l i c k t h e i r w o u n d s , no doubt t h i n k i n g about next w e e k ' s t w o s e l l out g i g s at H a m m e r s m i t h Odean w i t h Patti Smith Or take the Sex Pistols, t h e y ' r e b i g g e r than a n y of the new w a v e in L o n d o n . ' I t ' s no good g o i n g to a P i s t o l s to queue for a c o u p l e o f hours before the d o o r s are o p e n e d . Worth seeing again

F i r s t t h i n g s f i r s t — the support b a n d . They were c a l l e d B l u e A n g e l . Within the c o n f i n e s of their s e t u p — b l a c k guitarist w i t h left-handed stratocaster, p l a y i n g i n a H e n d r i x E x p e r i e n c e type power t r i o — they were reasonable. T h e y were very l o u d , of c o u r s e . T h e audience applauded. B y h a l f past nine the H a l l began to look pretty f u l l , a n d I began to wonder w h y . G r a h a m P a r k e r and h i s band have been g e t t i n g c o n s i d e r a b l e c o v e r a g e i n the m u s i c p r e s s r e c e n t l y , but d o p e o p l e r e a l l y take any n o t i c e of that? H o w e v e r , a s s o o n a s the band embarked upon t h e i r f i r s t number, a l l s u c h d o u b t s w e r e s w e p t a w a y on a t i d e of s u p e r b good-time r o c k .

T h e sound w a s clear, powerful, and very p l e a s a n t — a l i t t l e loud p e r h a p s , but I w o u l d n ' t h a v e had it any other w a y . T h e band w e r e c o n f i d e n t , exhuberant, and e n j o y e d every minute of the g i g , a s d i d the a u d i e n c e . T h e Rumour h a v e a great a s s e t i n g u i t a r i s t B r i n s l e y S c h w a r z , w h o s e o w n b a n d , of that name, had a s i m i l a r s o r t of good time r o c k a n d r o l l f e e l t o that of t h e Rumour, but t h e latter w i n hands down on v i t a l i t y , f r e s h n e s s , and e n e r g y . Opsoc break genuine new ground Hypocrisy or blind faith? 12 O c t o b e r 1976 D e a r S i r , — J u s t a s the q u e s t i o n of a b o r t i o n s h o u l d , I b e l i e v e , be l e f t a s a matter b e t w e e n the woman a n d her p h y s i c i a n , s o the questions relating to foreign affairs s u c h a s the s i t u a t i o n s i n R h o d e s i a , South A f r i c a e t c s h o u l d be left a s a matter b e t w e e n the i n d i v i d u a l and h i s / h e r M P . A f t e r a l l , politicians in this country are elected democratically ( d e s p i t e the need for e l e c t o r a l reform) a n d they s p a n t h e w h o l e p o l i t i c a l s p e c t r u m from L e f t t o Right. T h e p o l i t i c i a n s are i n a f a r better p o s i t i o n t h a n a n y I C student t o adopt a global perspective on foreign a f f a i r s — s o l e t u s l e a v e it up to them for a c h a n g e . F o r a n I C U n i o n M e e t i n g to a d o p t a positive stance on a particular f o r e i g n i s s u e may appear v e r y g r a n d i o s e . B u t I c o n s i d e r it to be i r r e l e v a n t . So the q u e s t i o n s of R h o d e s i a and South A f r i c a are important, I agree. A n d I c a n read a l l about them i n the n a t i o n a l p r e s s thank y o u v e r y m u c h , are international issues important, but d i s c u s s i o n of them at a n I C U n i o n M e e t i n g i s not!! Another thing is t h i s : when S o c S o c s c u r r y about c a l l i n g a recent UGM amendment ' v i c i o u s ' , the i n t e m p e r a n c e of Dear S i r , — A mistake crept i n t o the a r t i c l e about N i g h t l i n e in y o u r l a s t e d i t i o n o f F E L I X . The word a d v i c e w a s mentioned i n the h e a d l i n e of t h i s a r t i c l e a n d a d v i c e i s o n e of the t h i n g s that N i g h t l i n e v o l u n t e e r s are u n a b l e to g i v e , Nightline volunteers are ordinary students w h o give some of t h e i r time to N i g h t l i n e . Y o u c o u l d n o t e x p e c t o f a n y of them that t h e y a r e e x p e r t s especially not o n the w i d e range of p r o b l e m s w e c o m e across i n N i g h t l i n e . If y o u need a d v i c e there a r e many professional people who co.uld do that a l o t better t h a n any volunteer worker, and i f y o u want to N i g h t l i n e c a n g i v e y o u t h e i r a d d r e s s or e v e n put you i n contact with them. 'Orpheus' seems to lack p o p u l a r i t y to a s i m i l a r d e g r e e , for the english version a v a i l a b l e i s not a t r a n s l a t i o n , but a rather inadequate rewrite, Anyone having s e e n an amateur p r o d u c t i o n of ' O r p h e u s ' w i l l probably have s e e n this and will almost version certainly that Offenbach's music deserves a better c o m p a n i o n . A l s o there i s no recording of a f u l l english v e r s i o n on the market. d For some y e a r s , it h a s been w i d e l y r e c o g n i s e d that London students collectively c a n have a m a s s i v e i n f l u e n c e on N U S , and o n l o c a l e d u c a t i o n a l .bodies. There a r e 120,000 f u l l - t i m e s t u d e n t s in L o n d o n , and a quarter of a m i l l i o n part-times. However, beyond ULU, ULIESA (the s t u d e n t teachers organisation), there was no all-London body. P r e v i o u s attempts had f a i l e d either because they were u n c o - o r d i n a t e d , or e l s e built up bureaucratic structures w i t h no r e l a t i o n to student needs, and provide d havens for a g i n g Student U n i o n h a c k s . ULU' and ULIESA wer e limited in their r o l e s . So 2 years a g o . the p r o c e s s of b u i l d i n g the L S O w a s s t a r t e d , and t h e L S O i t s e l f carfte into being in May 1975. S i n c e then L S O h a s begun to develop the kind of o r g a n i s a t i o n that c a n d e f e n d , in a d v a n c e , s t u d e n t s ' i n t e r e s t s . With t h e w e i g h t of L o n d o n ' s massive concentration of students, the largest in E u r o p e , w e c a n hope to have
LSO itself has provided information and research m a t e r i a l on many of the i s s u e s affecting students: c u t s , overs e a s s t u d e n t s , and the riousing manual, for instance. Posters and broadsheets have been produced. Last year, plans to c u t t h e number of o v e r s e a s students in London wer e defeated by campaign c o ordinating by t h e L S O . N o t l e a s t , L S O has been r e s p o n s i b l e for p r o d u c i n g the new L o n d o n Student H a n d b o o k . In s e r v i c e s , L S O , i s h o p i n g to convene meetings for welfare, entertainments and sports officers to exchange information, ideas and to d e v e l o p t h e e f f e c t i v e n e s s of l o c a l Student U n i o n O f f i c e r s , r o l e s and s e r v i c e s .

Most Students U n i o n s in L o n d o n have r e c o g n i z e d the importance of u n i t i n g and w o r k i n g together for the good of s t u d e n t s . N o Student U n i o n in L o n d o n c a n afford to s t a n d o u t s i d e this p r o c e s s . T h e w a y that L S O w o r k s , c a m p a i g n s and p r o v i d e s s e r v i c e s i s for those U n i o n s to d e c i d e through the L S O c o n f e r e n c e — but they must take part in d e c i s i o n m a k i n g if they a r e to d o their jobs. A s a n ex-member of I C U I hope that I C ' s s t u d e n t s a c c e p t trie r e s p o n s i b i l i t y and take the d e c i s i o n t o play an active part in the L o n d o n Students Organisation. FELIX SPORT Polo team waddle their way to success T h e I C W a t e r - p o l o ' team h a s made a further s t e p t o w a r d s the M i d d l e s e x l e a g u e w a t e r - p o l o first division championship, with a s e n s a t i o n a l 11—5 victory over P e n g u i n . D e s p i t e the w e a k e n i n g o f the t e a m , due to the a b s e n c e of the ' A n i m a l ' and A n d y Smith, this w a s i n d e e d on e o f the f i n e s t ever p e r f o r m a n c e s b y the I C t e a m . In f a c t it w a s o n l y l a s t y e a r that w e were promoted after w i n n i n g the s e c o n d d i v i s i o n , and w e now require o n l y o n e further p o i n t t o c l i n c h the title. K o s t a R i b a r had flown i n from A b u D h a b i e s p e c i a l l y for this c r i t i c a l m a t c h a n d s t a r t e d off p l a y i n g i n g o a l . T h e referee wasn't giving' very much a w a y , a n d after a b i t of a wrestling match, the y e l l o w water-polo ball eventually found i t s w a y into the c o r n e r of the n e t . T h i s w a s a remarkable feat for C l i f f , whose hand f l i c k e d the b a l l i n ; a s h i s h e a d w a s three feet below the w a t e r , a n d the degree of contortion involved for this manouvre would have done j u s t i c e to a n y Y o g a s t u d e n t . P e n g u i n , however, penetrated the I C d e f e n s e q u i c k l y with two long shots i n reply; the s c o r e w a s thus 9 - 4 at the e n d of the third quarter. With both Morphy D a y a n d a U L regat ta t h i s term, the c l u b a i m s to get a s many ladies as possible rowing soon. New members received b a s i c c o a c h i n g from e x p e r i e n c e d oarsmen both o n a rowing tank a n d on the r i v e r ; a n d everybody s e e m e d to e n j o y this.
