Union goes it alone on AP A s i g n i f i c a n t stage towards m a k i n g the U n i o n ' s A l t e r n a t i v e Prospectus ( A P ) editorially independen t o f C o l l e g e w a s reached at C o u n c i l on Monday e v e n i n g . T h e c o u n c i l gave the A P a n a d d i t i o n a l £1,300 .to e n s u r e that n e x t y e a r ' s e d i t i o n is completely Union financedIn d o i n g s o C o u n c i l r e j e c t e d a p r o p o s a l by t h e A c a d e m i c Affairs Officer (AAO) Paul Ekpenyong that the e x t r a f i n a n c e s h o u l d be s o u g h t from the^College's Societies' Fund. The need for more cash (£2,600 i n s t e a d of £1,300) came a s a r e s u l t of p o l i c y changes in the printing industry. C o u n c i l f e l t that b y g o i n g to C o l l e g e for the money it would put next y e a r ' s A P i n an editorial stranglehold, s i m i l a r to that w h i c h t r o u b l e d t h i s y e a r ' s (and debut) e d i t i o n . T h e n the C o l l e g e A d m i s s i o n s Policy Committee .(APC) ordered that the P r o s p e c t u s be r e - e d i t e d m i d - w a y through printing. U G M disaffiates I C U from L S O

NUS-You'll decide IC students will be given the chance to vote in a referendum on whether to remain affiliated to NUS. The referendum will be held in March, at the same time a s college-wide ballot elections for the sabbatical officers of IC Union. This was decided at yesterday's Union General meeting, the first to be quorate in two years.

It w a s a l s o d e c i d e d a t the U G M by a 3 to 2 majority, that I C U s h o u l d not. r e a f f i l i a t e to the London Students Organisation.

r The d e c i s i o n to organise a referendum w a s r e a c h e d after a noisy debate. Thig resulted from a n attempt to move straight to a v o t e o n the main motion (to h a v e a referendum) i m m e d i a t e l y a f t e r the p r o p o s e r ' s s p e e c h w i t h o u t any opposin g s p e e c h . This procedural motion (that a v o t e b e t a k e n ) w a s c a r r i e d by a lar g e m a j o r i t y , but uproar f o l l o w e d w i t h c r i e s of ' n o t d e m o c r a c y ' a n d c l a i m s for the r i g h t o f o p p o s i t i o n speech. Mr N i c k B r a y s h a w , I C U P r e s i d e n t , pointed out t h a t by right t h e p r o c e d u r a l m o t i o n s h o u l d s t a n d , but s e n s i n g the mood of the opposition, quashed it, and allowed a r e p l y to the p r o p o s i t i o n . T h e r e p l y took t h e form o f an a t t a c k o n the r a i l r o a d i n g ' t a c t i c s o f the r i g h t w i n g ' b y an unidentified speaker. T h i s RCSU V P Steve prompted Braud to c a l l for a card check of U n i o n members. A c h e c k was t h e n h e l d . T h e m e e t i n g then c a l m e d d o w n a n d " the vote r e s u l t e d in a c l e a r majority i n favour of a referendum.

O A t the L S O d e b a t e Mr T r e v o r Phillips, L S O secretary, (and e x - P r e s i d e n t I C U ) s p o k e a g a i n s t w i t h d r a w a l from L S O , p o i n t i n g o u t that L S O w a s a n organisation designed to to help smaller colleges d e v e l o p through a i d s u p p l i e d by larger members. He e m p h a s i s e d that L S O was a young organisation and that large colleges which stayed outside last year have n o w j o i n e d . H e s a i d 'ICU

would be going against the trend' i f i t w i t h d r e w a n d that 'we owe it to smaller organisations to play our part'. Despite h i s eloquence, 'ICU has little to show for membership of LSO' s a i d Mr Hugh Barrett (proposer). ' O b j e c t i v e l y - w e pu t £500 a y e a r i n a n d w h a t d o w e get? T r e v P h i l l i p s a n d n o t much else'. T h e m o t i o n not to r e a f f l i a t e w a s c a r r i e d by 2 1 0 v o t e s t o 1 4 1 , w i t h 26 a b s t e n t i o n s . I C U h a s b e e n a member o f L S O s i n c e i t s formation two years ago , a n d joined during Mr P h i l l i p s ' term a s I C U President. However the question of I C U ' s affiliation h a d . n e v e r b e e n p u t to a U G M , t h i s w a s r e c t i f i e d at y e s t e r day's meeting.

Benefaction given new life The anonymous benefactor w h o o f f e n e d I C £ 3 5 0 , 0 0 0 to b u i l d a n e x t e n s i o n to L i n s t e a d H a l l h a s e x t e n d e d the d e a d l i n e on h i s b e n e f a c t i o n to J a n u a r y 1978. A n original condition o f the g i f t w a s that t h e C o l l e g e be 'in a position to start building on the ( e x t e n s i o n s i t e by J a n u a r y 1 9 7 7 ' . T h i s b e c a m e impractical when Westminster City Council rejected a College plans for the site five weeks ago. After debating the i s s u e at a G o v e r n o r ' s m e e t i n g o n N o v e m b e r 1 9 t h , the C o l l e g e h a s d e c i d e d not t o a p p e a l a g a i n s t the d e c i s i o n , n o t t o oppose the ' a l t e r n a t i v e ' Knightsbridge Residents A s s o ciation's plans, and to consider commissioning a new design for the e x t e n s i o n , d e p e n d e n t u p o n the v i e w o f the Fine Arts Commission,

letters to the editor Inconsiderate societies D e a r S i r , — I am sorry if t h i s article consumes a precious p a g e of y o u r a l r e a d y s t u f f e d magazine. But I find t h i s paper a suitable mouthpiece to e x p r e s s some o p i n i o n s , w h i c h I think need immediate attention. Every year, when the C o l l e g e re-opens in October, w e w i t n e s s many f u n c t i o n s , e x h i b i t i o n s , e t c N e w students become aware of various societies existing in this c o l l e g e T h e o r g a n i s e r s of the many s o c i e t i e s show much interest in enrolling new m e m b e r s ; but h o w m a n y of t h e m take the c a r e of l e t t i n g their new friends know about the societies' forthcoming e v e n t s , so that the l a t t e r may participate? Of course, one c a n see posters hung up here and there; but t h e s e are few and f a r b e t w e e n * Is it not p o s s i b l e to s e n d i n d i v i d u a l i n v i t a t i o n s to every member in his d e p a r t m e n t ; after a l l i t c o s t s nothing? T h e Indian S o c i e t y i s o n e , w h i c h d o e s n ' t c a r e to n o t i f y i t s n e w m e m b e r s of their a c t i v i t i e s . Such o r g a n i s a t i o n s should c e a s e to e x i s t . Censorship degenerate films needed for D e a r S i r , - O n S u n d a y the 2 1 s t of N o v e m b e r w h i l s t a t t e n d i n g the " S C A B Evening" a s u i t a b l e name for w h a t w a « to e n s u e — i t w a s my m i s f o r t u n e to w i t n e s s the most r e v o l t i n g d i s p l a y of p e r v e r s e , not to mention warped, sexual a c t i v i t i e s it h a s e v e r b e e n my m i s f o r t u n e to c r o s s p a t h s w i t h . I am of c o u r s e r e f e r r i n g to the o r g a n i s e d 'Blue Movie'

s h o w i n g w h i c h w a s p a r t of the above mentioned evening,, I am u n a w a r e a s to w h a t e x t e n t the U n i o n may i n t e r j e c t into organised showings of t h i s t y p e , but a c a s e c l e a r l y exists for the censorship b y some n e u t r a l b o d y of s u c h depraved filth. Commonsense o n the p a r t of the o r g a n i s e r s , c o u p l e d w i t h a modest amount of r e s p o n s i b i l i t y a n d a m o d i c u m of good t a s t e , w o u l d h a v e made censorship obsolete. None of these q u a l i t i e s w a s evident, so I consider it a n e c e s s a r y a n d prudent s t e p to r i d the C o l l e g e of a n y f u t u r e threat of o b s c e n e s h o w i n g s . T h i s a i m s h o u l d be s t r i v e d for with a fabian zest! I a m a w a r e that the d e f i n it i o n of o b s c e n e v a r i e s g r e a t l y from p e r s o n to p e r s o n , but under no circumstances would I concede that SCAB'S blue movies s e r v e d a u s e f u l p u r p o s e to t h i s c o l l e g e , e x c e p t to c o r r u p t the minds of the supposedly intelligent students here. I v i e w b e a s t i a l i t y and m a s t u r b a t i n g — t h e s e were e x p l i c i t l y shown — with the utmost contempt. I c o n c l u d e by s t a t i n g that i n r e t r o s p e c t I f e e l h a r d done by at p a y i n g 25p to be p r e s e n t at s u c h a degenerate d e b a c l e . Perhaps Professor Wiggins' b l o c k s c o u l d be r e a r r a n g e d a r o u n d the s i d e s of a s q u a r e t o g i v e a d e c e n t , better l i t area w i t h tennis courts and c a r p a r k i n g s p a c e i n the o p e n part of the s q u a r e . Brunei raid IG unions Raids at the weekend on Guilds and I C Union indicate that Brunei University a r e eager to r e g a i n t h e i r lost m a s c o t , I z z y — a s i x foot h i g h f i b r e g l a s s dinasaur. B y t h i s time t h e v a n h a d b e e n l o a d e d , l o c k e d , b u t not driven away. The Police o p e n e d t h e v a n a n d removed the p e d a l c a r , w h i c h h a d b e e n taken from the G u i l d s s t o r e -

He is c h a i r m a n o f the I C U n i o n A c c o m m o d a t i o n C o m m i t t e e , and s i t s o n t he U n i o n F i n a n c e O v e r the l a s t two y e a r s , i f not f o r a much longer p e r i o d , I C U n i o n h a s b e e n looking very critically at its own s t r u c t u r e . 18 months a g o the (Working P a r t y on Union R e s o u r c e s ' , c h a i r e d by G o r d o n J a c k s o n , p r o p o s e d the c r e a t i o n of a n e w s a b b a t i c a l p o s t , r e p l a c i n g t h e present Deputy P r e s i d e n t . T h e new o f f i c e r w o u l d be c h a i r m a n o f both H o u s e and F i n a n c e committees. T h e n l a s t y e a r w e s a w the ' W o r k i n g P a r t y on U n i o n R e s p o n s e % T h i s l o o k e d critically a t the p r e s e n t committee structure, and rejected the i d e a of enlarging Union Council to form a 'Student Representative Council' as a d v o c a t e d by P e t e T e a g u e . T h i s y e a r we have the n e w P e r m a n e n t W o r k i n g P a r t y , a revamped F l o o r R e p s c o m m i t t e e , w h i c h i s l o o k i n g further a t the C o n s t i t u t i o n a n d Structure of the U n i o n . That structure has e v o l v e d over half a c e n t u r y , but the form s u m m a r i s e d i n the d i a g r a m b e l o w h a s r e m a i n e d a l m o s t u n c h a n g e d s i n c e the late 1 9 6 0 ' s , the d a y s of P i e r s C o r b y n , a n d o f the r e f e r e n d u m on U n i o n S t r u c t u r e , w h i c h d e c i d e d t o a f f i l i a t e to N U S a n d not t o d i s b a n d the C C U s . So here's a quick rundown, a s one h a c k s e e s it o f the p r e s e n t a r r a n g e m e n t . T h e s o v e r e i g n body i s the Union Geneial Meeting, at w h i c h a l l F u l l ( i e c u r r e n t student) members m a y v o t e , a n d L i f e members may s p e a k but not v o t e . The C o l l e g e , like other educational institutions, had been l e d t o b e l i e v e that i t s grant from the G o v e r n m e n t ' s University Grants Committee ( U G C ) w o u l d be c u t by 4 0 % for next y e a r . T h e R e c t o r s a i d that t h i s c u t w o u l d probabl y m a t e r i a l i s e a s 6 % , a n d that this could be e x p e c t e d t o last u n t i l 1 9 8 0 . Guilds' Carnival It's d i f f i c u l t to w r i t e a r e v i e w of G u i l d s C a r n i v a l , t h e r e ' s s o much and s o l i t t l e y o u c a n s a y — s o much good ent ert ainmen t and bugger a l l to grumble a b o u t . Alan White made me g l a d I'd gone to C a r n i v a l ; it w a s n ' t that h i s s o n g s a r e o r i g i n a l — t h e y ' r e not — but it w a s the e n t h u s i a s m and c h a r a c t e r he put into them that c o u n t e d . B r o a d l y s p e a k i n g h e ' s a folk a r t i s t that e n j o y s h a v i n g a good t i m e , j o k e s around a f a i r bit, a n d t a k e s the p out of x x x x x x x l i k e D a v e L o r d . H e went down e x t r e m e l y w e l l and warmed e v e r y o n e up w i t h the odd ' c h o r u s ' . Squeeze were a d i f f e r e n t k e t t l e of f i s h . U n l i k e A l a n W h i t e they d i d n ' t h a v e to a d - l i b to c h a n t s & i n - j o k e s of e e l s and a l s a t i a n s . T h e y ' r e a down to earth band — not s o much as the F e e l g o o d s — w h o c o u l d j u s t i f i a b l y fit into the r e s p e c t a b l e end of the punk rock s e c t i o n . B a s i c & u n p r e t e n t i o u s , they h a d many p e o p l e d a n c i n g before the end of their s e t . By the time Sassafras c a m e a l o n g I w a s r e a l l y into the party mood, c o u r t e s y of the d i s c o and the g e n e r a l c r o w d at t h i s extraveganza. More s o p h i s t i c a t e d and t a l e n t e d than t h e i r p r e d e c e s s o r s , Sassafras proved worthy bi 11-toppers. I'd s e e n them down a t R e a d i n g in the summer, when I thought they w e r e just b r a s h and a b r a i s i v e enough to H e a r t e n a f e s t i v a l a u d i e n c e . L a s t F r i d a y they were s o m e w h a t tamer. T h e r e w a s more a t t e n t i o n to the f i n e g r i s s l y d e t a i l , and I c o u l d hear the v o c a l s for o n c e . T h e i r repert oir e w a s a m i x e d bag of i n t e l l e c t u a l r o c k and hard h i t t i n ' t r u c k i n g m u s i c . A lot of it c a m e from the b a n d ' s l a t e s t v i n y l effort 'Riding High' on C h r y s a l i s . A s the night p r o g r e s s e d S a s s a f r a s b o o g i e d a lot more, t a k i n g w i t h them a now g u l l i b l e c r o w d . T h e y f i n i s h e d up w i t h a c o u p l e of B e a t l e s numbers - a pity s i n c e t h e i r own m a t e r i a l is q u i t e o r i g i n a l . A p a r t from the f i l m s , the beer , the d i s c o e t c , that w a s C a r n i v a l . It c a m e o v e r rather w e l l and there w a s c e r t a i n l y a f a i r w h a c k of good o r g a n i s a t i o n b e h i n d it. T a very much G u i l d s . C l i v e Dewey

T h e plot is l o o s e l y b a s e d o n t h e G r e e k tragedy of O r e s t e r s , w h o returns home after a n a b s e n c e of f i f t e e n y e a r s w i t h high i d e a l s of a v e n g i n g h i s f a t h e r ' s murder. London Hospital, fielding half a dozen strapping s i x footers, proved s t i f f o p p o s i t i o n for this lightweight but tenacious I C s i d e . The medics arrived at Harlington with a w e l l earned r e p u t a t i o n o f b e i n g o n e of the more robust and effective college sides in London. So it w a s w i t h some a p p r e h e n s i o n but a large m e a s u r e of r e s o l v e that our l a d s w e n t o u t onto the f i e l d . — notoriously slow IC s t a r t e r s — w e a t h e r e d the e a r l y storm where L o n d o n e x p l o i t e d their aerial superiority with a s e r i e s of h i g h c u r l i n g c r o s s e s into t h e • b o x . B u t f o r the bravery of B r a b b i n a n d t h e e f f e c t i v e l o v e of H u n t i n g d o n I C may w e l l not h a v e s u r v i v e d t h i s early o n s l a u g h t . S u r v i v e it they d i d h o w e v e r , and s l o w l y g a t h e r i n g c o m p o s u r e , b e g a n w i t h some d e f t i n t e r c h a n g e s to s e t up their o w n Hockey

attacks. A brief s k i r m i s h o n the edge of the L o n d o n a r e a involving Bates and Baker saw the o l d e r m a n , w i t h t y p i c a l n o n c h a l a n c e , s l o t the b a l l i n the n e t . A n u n e x p e c t e d w i n d f a l l for a hitherto bewildered IC side. The second half s a w the game d e v e l o p into a fast e x c i t i n g s t r u g g l e for d o m i n a n c e , w i t h I C g r o w i n g i n stature w i t h e v e r y m i n u t e . In m i d f i e l d the b l o n d , e l e g a n t c a p t a i n of I C , Grimwade, contended the r i g h t s w i t h a l l the v e r v e a n d mastery of a n a c c o m p l i s h e d s t a r . A d d t o t h i s the d o g g e d d e t e r m i n a t i o n of h i s m i d f i e l d support a n d the p e r s i s t e n c e of L i n d o n a n d F r a m p t o n u p front a n d i t i s not d i f f i c u l t to see w h y I C — i n terms of team work at least — emerged s l i g h t l y the b e t t e r s i d e . In terms of g o a l s h o w e v e r , London Hospital c a m e off w i n n e r s i n the 2 n d h a l f w i t h

an inevitable header. A l a p s e o n the part o f the I C defense was punished severely with a almost clinically, remarkable example o f h o w to h e a d the b a l l . A n d s o t h e game e n d e d i n a s t a l e m a t e . T h e game p r o v e d t o be a n i n t e r e s t i n g forerunner f or the forthcoming c u p c l a s h between the two c l u b s o n S a t u r d a y , I C a t l e a s t c a n draw s o m e small comfort from the e n c o u n t e r . Injury spoils good performance IC 2 v B a n k of E n g l a n d 2 The game s t a r t e d quite w e l l for I C , w h o managed t o absorbe the p r e s s u r e that B a n k put o n them w i t h o u t c o n c e d i n g a g o a l . O n the o f f e n s i v e they p r o d u c e d some good m o v e s a n d were u n l u c k y not to s c o r e o f f some of t h e m . L a t e i n the f i r s t h a l f I C d i d manage to take the l e a d w h e n captain B o b Middleton knocked a c r o s s from e m e r i t u s c a p t a i n D a v e B a l d e r s o n i n t o the b a c k of the n e t . U n t i l h a l f - w a y through the second-half I C looked like increasing their l e a d . T h e n tradgedy struck when IC sweeper Malcum C a l l u n w a s i n j u r e d a n d h a d t o l e a v e the field. T h e e n s u i n g c o n f u s i o n in the d e f e n c e a l l o w e d the B a n k to score twice. I C sorted t h e m s e l v e s out a n d p r o d u c e d a hard f i g h t b a c k i n the attempt to equalise. The e n e r g y the team put in d u r i n g this period was rewarded when Dave B a l d e r s o n scored after a n e x c e l l e n t move down t h e right wing. Flying start The G l i d i n g C l u b has had a very s u c c e s s f u l term s o f a r , w i t h about 2 0 n e w members progressing with their training, some o f them n e a r i n g s o l o standard. F o r these people we w i l l be o r g a n i s i n g a c o u r s e d u r i n g the C h r i s t m a s v a c a t i o n , which weather permitting, w i l l produce the first crop of s o l o p i l o t s for t h i s s e s s i o n . A group o f e x - s t u d e n t memb e r s o f the c l u b h a v e j u s t b e e n on a very s u c c e s s f u l trip t o S c o t l a n d , o n e of them c l i m b i n g to o v e r 2 0 , 0 0 0 f e e t i n l e e waves off the Scottish mountains. We h a v e at l a s t taken delivery of o u r n e w h i g h performance glass-fibre glider and work is progressing r a p i d l y t o get it f l y i n g a s s o o n as p o s s i b l e . T h e r e w a s l i t t l e time f or r e f l e c t i o n and soon everyone had their work c u t out ( e s p e c i a l l y t h e six-man pack who began to show superior skill and managed to contain the Cornish pack.) I C h e l d b a c k the C o r n i s h attacks with some great c o v e r i n g and started to look dangerous themselves when the b a c k s r e c e i v e d p o s s e s s i o n . A l — though the I C p a c k w o n a f a i r share o f b a l l from l i n e outs and loose-rucks, it n e e d e d a l l the t e a m ' s energy and determination to defend w e l l a g a i n s t the c o n t i n u o u s Cornish pressure, which m a i n l y c a m e from s e t s c r u m s where t h e i r t w o man a d v a n t a g e w a s most t e l l i n g . Eventually the Cornish s c o r e d from a p e n a l t y k i c k , g i v e n f or a n i n f r i n g e m e n t i n a r u c k . S h o w i n g great r e s i l i e n c e , IC went straight b a c k at Cornish who proceeded t o gave a w a y a p e n a l t y , w h i c h w a s d u l y put o v e r by P a t D u n l e a v y t o m a k e it 3—3 at h a l f time. A l t h o u g h I C wer e b e g i n n i n g to f e e l the p a c e they n e v e r t h e l e s s took p l a y i n t o C o r n i s h ' s h a l f f or l o n g p e r i o d s i n t h e second-half. After a little difference of opinion with an I C p l a y e r o n e of C o r n i s h ' s f o r w a r d s w a s sent .off. T h i s

Discrimination rules OK P r o p s a l s for devastating increases i n tuition fees for 1977 wer e a n n o u n c e d by M r s Shirley Williams, Education S e c r e t a r y , i n the C o m m o n s l a s t Thursday (25 Nov). T h e new p r o p o s a l s m o d i f y t h o s e made l a s t J u l y by F r e d M u l l e y , b e n e f i t i n g some home s t u d e n t s but a d d i n g to the f e e s o f overseas students. . O r i g i n a l l y the D E S a d v o c a t e d i n c r e a s e s i n f e e s from £182— £650 for university first degrees and £416-£750 f o r postgraduates. However Mrs Williams said she h a d been persuaded this would cause 'excessive difficulties' for Universities and colleges and self supporting students — therefore the f e e s for home s t u d e n t s w o u l d be £ 5 0 0 . But she s a w no n e c e s s i t y i n r e d u c i n g f e e s for o v e r s e a s undegraduates particularly b e a r i n g i n m i n d the f a l l i n t h e pound. A l l postgraduates are subject to m a s s i v e increases £750 f o r home a n d £850 for o v e r s e a s s t u d e n t s . Some

of the w o r s t h i t w i l l b e the two t h o u s a n d home p o s t g r a d u a t e s w h o are s e l f - s u p p o r t i n g . Fears are growing that these increases w i l l result i n c l o s u r e s both of u n i v e r s i t y research departments and further education colleges, because of falling student numbers. B y i n c r e a s i n g fees the G o v e r n m e n t m a y w e l l b e denying the p o s s i b i l i t y of further e d u c a t i o n o f f i n a n c i a l l y poorer s t u d e n t s . A l o n g s i d e the r e c e n t p r o p o s a l s drawn up f o r c l o s u r e s o f further e d u c a t i o n c o l l e g e s i t w o u l d a p p e a r that the L a b o u r G o v e r n m e n t h a s (temporarily at least) abandoned i t s s o c i a l i s t p r i n c i p l e s of f r e e l y a v a i l a b l e e d u c a t i o n . E v e n before the i n c r e a s e s were announced, Governors of s e v e r a l L o n d o n C o l l e g e s , including Bedford a n d Queen Mary had written to M r s Williams opposing any i n creases, and i n h i s annual s p e e c h t o the U n i o n C o u n c i l , the R e c t o r , S i r B r i a n F l o w e r s a l s o d e p l o r e d the p r o p o s a l s .

A Union General Meeting voted u n a n i m o u s l y to support t h e residents d e c i s i o n , indicating that the C o l l e g e s i n L o u g h borough also support the U n i v e r s i t y rent s t r i k e .
