city architecture HE green tarmac was barely dry on St Owen Street’s long-awaited £1-million cycle contra-flow before Muesli Belt residents were branding it (like Dad’s Army’s Private Fraser) ‘doomed to fail’. They were the ones who originally lobbied to have it installed. I’ve yet to see a cyclist using it.

At the street’s westernmost end, fronting St Peter’s Square, there’s yet more doom and gloom. No-one has yet come up with a viable solution for how to raise the £7.5-million needed to fix the mock-Greek Shire Hall. Nor is any explanation forthcoming, either from Council officials or Councillors, as to how such a huge repair bill could ever have arisen.
Across the road, the future of the listed Edwardian Town Hall, (outstanding repairs approaching £2-million), remains equally uncertain. It would be a reckless Councillor of any political stripe who would put her/his head above the parapet and suggested a workable solution to either dilemma. IoC’s Cllr Liz Harvey has sensibly argued that with a projected council overspend approaching £8-million, committing to a major refurbishment of the Shire Hall would be reckless. Cllr Terry James puts the overspend figure at nearer £11-million. Herefordshire isn’t quite up there alongside financial basket case Croydon’s debt mountain (£120-million and heading northwards) but we’re getting there.
Last November, when Rishi was flip-flopping over whether to go to COP27 and risk bumping into Greta Thunberg or Vlad The Invader, Herefordshire Council mounted a miniexhibition of its proposals for the much-vaunted Transport Hub, to be sited in front of the city’s listed railway station. A crucial piece in the county’s transport infrastructure jigsaw, it was well worth the wait. Lead designers given the brief were international engineers Arup with architects Weston Williamson – a railway design team made in Heaven. WW were the only architects entrusted by Transport for London with the re-modelling of two stations on the new Elizabeth Line.
In traveller-experience terms Hereford’s scheme is far more exciting than the nearest and most-recently completed transport hub: the £5-million Worcester Parkway, which is little more than a glorified commuters’ park-and-ride. Funding for Hereford’s £10-million Hub will come from the government’s Levelling-Up Ministry. Curiously, at the time of the announcement of the award, Herefordshire Council was claiming that it had already ‘invested’ £3-million in The Hub. Which seems a lot of money to lash out on a two-year- old (vandalised) sign proclaiming ‘Site Of Transport Hub’.
Hereford is one of the region’s busiest stations. PreCovid it handled 1.2 million passengers annually. With the additional student traffic generated by the new NMITE engineering technology institute, annual usage should soon outstrip pre-Covid levels. For Hereford’s Hub, the ‘scenic backdrop’ to the whole complex remains the Tudor-Gothic Barrs Court railway station of 1856, on which I K Brunel’s practice collaborated as structural engineers.
Constructing a £10m Hub without building a building is really quite smart. The Arup + WW scheme envisages an interlocking network of carefully-sculptured pedestrianised spaces between the listed station’s forecourt and the new £25-million Link Road. Visual ‘connection’ will be a striking

All travellers’ uses have been catered for in The Hub: enclosed waiting rooms; set-down bays and taxi ranks; sheltered bus stands (with real-time electronic information); automatic ticket vending; secure cycle storage; Beryl cycle hire; well-planted recreational and seating areas; and a signposted pedestrian route to the city centre. RBfH (Rail & Bus for Herefordshire) rightly points out that bus standing spaces will prove inadequate at the time of the Hay Literary Festival, Hereford being a popular staging post amongst festival goers.
R E Johnston’s Tudor-gothic masterpiece remains the dominating backdrop of the Arup + WW composition. I am told that bureaucrats at station lessee Network Rail showed little interest in incorporating the station’s abandoned first floor into the scheme. At present, the only ‘residents’ of this space are hordes of pigeons and the ghost of a secretary who had an affair with a rail manager and drowned herself in the Wye.

The ingenious solution of fronting the station with a civic square was first mooted more than a decade ago in an aborted scheme by London architects CZWG. ‘Naming’ civic spaces has always been popular in this country, so why not call this elegant new landscaped space, abutting the new cross-city highway, Elizabeth Square? All Hereford-bound buses could then show ‘Hereford: Elizabeth Square’ on their destination panels.Restored, this huge space (there were once three separate railway company boardrooms, plus managerial spaces beneath that long 2 600sq m slate roof) would make an amazing catacomb of second-hand bookstalls and reading areas. Even a spacious restaurant (freeing up the cramped Platform 2 cafeteria, which would be returned to a waiting room). All decorated with a back-drop photo-exhibition devoted to the Age of Steam. If Network Rail remains recalcitrant it should be sent a reminder from one of Herefordshire Council’s team of conservation officers of its statutory obligations for the upkeep of all parts of such an important listed building. Funding would almost certainly be available from the Railway Heritage Trust, an agency specifically set up to bring historic railway buildings back into service.
Local elections are only weeks away and a change of control could mean that ambitious projects like The Hub would go back into the melting pot (remember the Wye river crossing that never happened but still swallowed up £10m in aborted fees?). So don’t hold your breath. Nick Jones
