U.S. poverty statistics ignore millions of struggling Americans By Sophie Mitra and Debra Brucker Who counts as poor in the U.S. today? Measuring the share of the population that experiences poverty is important to understanding and monitoring how the country’s economy is doing. It also informs the administration of safety net programs, such as Medicaid and food stamps. Poverty is measured in the U.S. in two ways — but both focus on a lack of income. Currently, those who may have some income but lack other key necessities, like health insurance and access to quality education, are invisible in official poverty data. Other countries, like Colombia and Mexico, as well as international organizations like the United Nations Development Program, are ahead of the U.S. when it comes to considering the many dimensions of poverty. Measuring by income alone The first way that the U.S. monitors poverty is through the official poverty measure. This compares a family’s pre-tax income to a threshold. For instance, in 2017, a family of four was considered poor if its pre-tax income fell below about $26,000. Using this measure, in 2017, 12.3 percent of the U.S. population, or 39.7 million people, were in poverty. The second, newer measure is the Supplemental Poverty Measure. This is an income-based measure that reflects more comprehensively the resources and needs of families, adjusted to geographic differences in housing costs. It adjusts after-tax income by adding resources, such as food stamps, and taking away essential expenditures, such as medical out-of-pocket and childcare expenses. According to this measure, in 2017, 13.9 percent of the population, or 44.9 million people, were poor. However, people who are not deemed “poor” by these measures may still be struggling and disadvantaged in many ways. The experience of poverty is not exclusively about income. Say a family of four has an income of $50,000 and two employed adults but does not have health insurance. One child becomes chronically ill, and the family incurs high out-of-pocket medical expenses, defaults on its mortgage and gets evicted from its home. This family’s sudden multiple deprivations are currently invisible to policymakers, analysts and journalists looking only at income poverty. Measuring as multiple deprivations In an April 2016 study, we applied a multidimensional measure of poverty to the U.S. Using this method, called the Alkire-Foster measure, we looked at five different types of deprivation: income level below the official poverty threshold; poor health; education below a high school level; unemployment for at least the last week; and insecurity due to a lack of health insurance. We considered individuals or families with two or more deprivations to be poor. Our example family above has at least two deprivations: poor health due to a chronic illness, as well as economic insecurity due lack of health insurance. Using data from the Current Population Survey, a survey collected by the U.S. Census Bureau, our study found that, in addition to the 40 million Americans who are income-poor, another 5 percent, or 16 million people, experience at least two deprivations. Not low-income, but struggling In May, the U.S. Census Bureau published a report exploring a new multidimensional poverty measure which uses the American Community Survey. Their measure incorporates more and somewhat different dimensions compared to our study: economic security, education, housing quality, neighborhood quality and standard of living. Strikingly, like in our study, the Census Bureau study found that about 5 percent of the population, or 16 million Americans, experienced multidimensional poverty in 2017, but are not income-poor. In other words, according to both studies, 16 million Americans are struggling, yet they do not show up on poverty-monitoring radar screens and may not be eligible for assistance programs. sional lens. We found that, from 2013 to 2016, both the income poverty rate and the multidimensional poverty rate decreased significantly. However, in 2017, the decline in multidimensional poverty stalled due to a rise in the share of Americans without health insurance, while income poverty continued to go down, albeit at a slower rate. Moving forward While there is no magic bullet for poverty, we feel that it certainly cannot be addressed only through raising wages or increasing the number of jobs. As the United Nations special rapporteur on extreme poverty and human rights noted during his 2017 visit to the U.S., “There are indispensable ingredients for a set of policies designed to eliminate poverty. They include democratic decision-making, full employment policies, social protection for the vulnerable, a fair and effective justice system, gender and racial equality and respect for human dignity, responsible fiscal policies and environmental justice.” A lack of income is not the whole story about poverty. We believe that the Census Bureau and other U.S. organizations that play a role in poverty reduction should adopt a multidimensional measure of poverty, in addition to existing income-based measures. It will provide a comprehensive tool to monitor and address Americans’ disadvantages. Sophie Mitra is a professor of economics at Fordham University. BP Adams calls for investigation into Bed-Stuy deed theft allegation

One day after it was reported that a Bedford-Stuyvesant man may have been tricked into selling his home to a real estate developer on the cheap while he had been drinking, Borough President Eric Adams announced a fundraising effort to help the man and his family with legal fees as they fight to keep the home they have owned for 30 years. Adams — who has made fighting Brooklyn deed theft a priority for his administration — stood with former homeowner Dairus Griffiths on Tuesday outside the man’s Bed-Stuy home and denounced the alleged practices of the real estate company, August West Development, that now owns the three-story brick home. “These are real people that have been here for 30-plus years, raising families, making sure that they can have a place in this city. Now they’re on the verge of losing their home,” Adams said, calling on the

Brooklyn District Attorney to investigate the sale. Griffiths said he was approached numerous times by a man named Eli Mashieh of August West in 2014. Griffiths was struggling financially at the time and was afraid he would lose his home. Mashieh said he could help, but then allegedly convinced an inebriated Griffiths to sell the property — worth $1 million to $1.5 million, according to Griffith’s daughter — for just $630,000. Griffiths says he signed the document on a street corner on the hood of a car. Days later, Griffiths says he told Mashieh he didn’t want to sell, but Mashieh said it was too late. “This is where my dad tried to plant his roots,” said Doris Briggs, Griffiths’ daughter. “He came over from Jamaica and he became a citizen. He did well for his family.” Briggs said that Griffiths, who was working in Manhattan at the time of the 9/11 terrorist attacks, spent days after

the terrorist attacks pulling debris and bodies from Ground Zero. Speaking about the deal with August West, she said she thought “the goal was to get the property for a cheaper value than it’s worth. They got him to sign something to sell for under market value, in the presence of no counsel, outside on the hood of a car.” This is not the first time the real estate group has come under fire for its allegedly shady business practices. A Queens man named Tejpratie Misir sued August West in 2018 for allegedly forging his signature onto a memorandum of contract for his home. That lawsuit was settled later that year for an unknown amount. A lawyer named Raj Maddiwar, previously convicted of fraud for participating in a scheme to harass and coerce black homeowners into selling their homes far below market rate, was listed as Griffiths’ lawyer on the contract selling the Halsey Street home to August West, according to the

Daily News, which first reported the story. “His name is on the contract. He clearly was not around and doesn’t know my father and couldn’t pick him out in a lineup,” said Briggs. After Griffiths signed the contract to sell the home, it was allegedly signed by a notary. But the notary claims he never signed a contract — only a letter — and that Griffiths did not have a lawyer present at the time, the Daily News reported. August West took legal action against Griffiths, and — though Griffiths says he did not known about it — a judge ruled against him for not responding. The deed was then transferred to August West on Dec. 14, 2018, according to city Department of Finance records. Briggs did not find out until she tried to pay the home’s monthly mortgage payment later that month and was notified that the entire mortgage had been paid off. The deed was transferred by Betty Lugo, who was act-

ing as a court referee. The property transfer report is signed by Mashieh and Lugo. Lugo is currently a candidate in the race for Queens District Attorney. She could not immediately be reached for comment. (The primary election for Queens District Attorney is taking place today). Griffiths and Briggs are hoping to reverse the court’s ruling in favor of August West, but they’re low on money, don’t have a lawyer and are running out of time. They are trying to raise $25,000 through their GoFundMe, to which Adams said he would contribute. In its first day, the campaign has raised just over $200. “This is a call for help. This is an urgent call for help,” Briggs said. “We didn’t take any money. We just want to be able to stay there and pass it down, generation to generation.” Briggs said final signatures on the transfer of the property will be done on Friday, after which the family will receive a 10-day notice

of eviction, meaning the eight family members living in the home could be facing homelessness by early July. Adams said he spoke with District Attorney Eric Gonzalez about Griffiths’ case yesterday. “He said, ‘Let me look at the file, Eric. I just saw the News story. I’m going to look over the file,'” Adams said. “I’m going to reach back out to him today to see how we can look at how this was done,” Adams said. The Brooklyn DA has prosecuted 22 cases of deed theft since 2016, with 14 ending in convictions and eight still pending, according to a spokesperson, who said he could not comment on investigations when asked about the Griffiths case. For Griffiths, the possible loss of his home is tearing him apart. “Can’t sleep at night. Even with food, I can’t eat it. Because we’re going to be displaced,” he said. “That’s what America has given me.”

Aerial photos help Census officials pinpoint faraway people By Russell Contreras The Associated Press

The U.S. Census Bureau is using new high-tech tools to help get an accurate population count next year as its faces challenges tallying people of color who live in remote places and can be wary of the federal government. The agency is using aerial images of rural communities and hard-toreach areas to verify addresses and determine where to send workers to ensure everyone is counted, Census Bureau Director Steven Dillingham said. Satellites and planes take photos, and bureau employees compare the housing captured in the images to digital maps from the last Census, in 2010. It takes a fraction of the time needed by workers in the field. The agency has used geographic technology since 1990 but has never had access to such accurate tools from the air, said Deirdre Dalpiaz Bishop, head of the bureau’s geography division. That technology — known as geographic information system, or GIS — uses computers to analyze neighborhoods, land formations, rivers and other data captured by satellites or

traditional mapping. The new technology to improve the Census comes amid concerns that tribal areas and communities of color may be undercounted in the every-10year tally that determines the amount of federal money states receive and whether they gain or lose U.S. congressional seats. The U.S. Supreme Court is deciding whether the Trump administration can add a citizenship question to the 2020 Census, which opponents say would suppress the count of immigrants who fear revealing their status to federal officials. The Census Bureau also is facing criticism for planning internet and telephone questionnaires, which advocates say would be more likely to overlook rural areas without reliable communication infrastructure. Steven Romalewski, director of the City University of New York’s Mapping Service, said the criticism is fair but credited the Census Bureau for using its geographic and aerial technology to gather needed data about the most difficult populations to count. “The technology alone is no guarantee that you will have an accurate count,” said Romalewski, who is

mapping “hard to count” communities ahead of the Census. “But if you leverage data with satellite imagery, you have the best information before you.” That’s what Census employees intend to do while avoiding the political battles, Dillingham said. “The culture of the Census dictates us to be impartial,” the bureau director said during a recent trip to New Mexico, which has one of the most difficult populations to accurately count. The state has a sizable Native American population and the highest percentage of Hispanic residents in the nation. Bishop said the technology will especially help such areas that have struggled for accurate counts. Another is Mississippi’s majority-black Bolivar County, where only 59.7 percent of households mailed back their 2010 Census questionnaire, according to CUNY’s Center for Urban Research. The national rate was 74 percent in 2010, according to a Census Bureau news release. The bureau began using the new imagery technology in 2013, Bishop said. Employees have been doubleand triple-checking satellite images and those captured by the Department of Agriculture’s National Agriculture

Imagery Program during the growing seasons in the continental U.S. Around 100 technicians are able to examine the entire nation with satellite and aerial images while sitting at their computers. They are assigned specific neighborhood blocks and look for growth and decline in the number of residential buildings by comparing images from 2009 to the present. Two hours of canvassing in the field during the 2010 Census now takes less than two minutes in the office, the bureau said. “With that information, we can then decide to use our staff more efficiently” to knock on doors of homes that did not respond to online or phone questionnaires, Bishop said. The bureau gave a demonstration of the new technology at conference early this year. Employees showed how they could analyze county subdivisions on maps by looking up a certain percentage of Spanish speakers or those making a certain amount of money. The specific addresses pinpointed by the aerial imagery are largely kept private, but can be shared with some tribal and city governments to help create boundaries and zoning areas, Bishop said. After a certain period, the information has to be destroyed,

she said. The head of the Census Bureau came to New Mexico last month for a firsthand look at the struggle to count people who live in far-flung places where the new technology could help. Dillingham and a group from the Navajo Nation ventured along a winding dirt road through mesas and small canyons to the home of Daniel Piaso, about 12 miles west of To’Hajiilee, New Mexico. Dillingham tried to ask Piaso, who speaks only Navajo, about the dwellings on his property. A confused Piaso responded with help from an interpreter. Arbin Mitchell, a tribal partnership specialist with the U.S. Census Bureau, said elders like Piaso are most at risk of missing out. “They do not trust strangers who might approach them asking questions about the Census,” Mitchell said. U.S. Sens. Martin Heinrich and Tom Udall, both New Mexico Democrats, wanted Dillingham to see the challenges of counting rural and poor populations with little to no internet access. “We have a lot of concerns, so we are doubling down to get the message out to people about how important the Census is,” Heinrich said.

A smaller Woodstock 50 festival could possibly be held at an upstate New York harness track and casino. Town of Vernon Supervisor Randy Watson told the Poughkeepsie Journal that Woodstock 50 has applied for a permit to hold its concert Aug. 16-18 at Vernon Downs, about 35 miles east of Syracuse. Watson said the proposed capacity was 45,000-50,000 people — far smaller than the 150,000 planned for the initial venue, Watkins Glen International.

News Around the Boro BAY RIDGE — Assemblymember Nicole Malliotakis (R-Southern Brooklyn-Staten Island) last week applauded State Senate Democrats for pulling the Automatic Voter Registration Bill after finding a critical typo in the measure that would have forced non-citizens to register despite their ineligibility. The measure would have enabled agencies like the Department of Motor Vehicles, the Office of Children and Family Services, the Department of Health, the Department of Veterans Services and the Department of Labor to register residents to vote automatically. Malliotakis protested the passage of the bill, calling it the “Automatic Voter Fraud” bill. 

BEDFORD-STUYVESANT — Police have released video footage of a Citi Bike-riding gunman who shot a 24-yearold man and a 23-year-old woman in Bedford-Stuyvesant. The suspect was allegedly cruising on his bike heading eastbound at Lexington Avenue and Tompkins Avenue on June 7 when he took out his firearm and shot six rounds, striking both victims in the legs, according to police. Cops are not sure whether they were the gunman’s intended victims. 

BROWNSVILLE — A retired police officer was stabbed on Sunday night during an apparent road rage incident in Brownsville, according to the New York Post. A confrontation took place near Alabama and Livonia avenues, and the retired officer was stabbed in the arm. He is expected to be okay. The attacker was taken into custody, police said. 

CANARSIE — A Brooklyn writer is making his directorial debut with a film being shot partially at Egoli Barbershop on Seaview Avenue in Canarsie, according to News 12. Moise Morancy’s “When a Tree Falls” focuses on a character named Calvini, who is played by Morancy, who finds out his stepfather is a drug dealer. Morancy said some of the actors are from the neighborhood, and the film addresses many issues in the black community. Morancy has had acting roles on “SVU’ and “Blue Bloods.” 

CONEY ISLAND — The Brooklyn Historical Society will partner with the Brooklyn Cyclones for the minor-league team’s home game against the West Virginia Black Bears on July 13. DOWNTOWN BROOKLYN — A three-story, early 20th century building in Downtown Brooklyn with terra-cotta figures may be replaced by a 23-story tower, according to Curbed. The building, at 308-310 Livingston St., was built in 1911. In October, architecture firm Fogarty Finger filed an application to build a 23-story building, and in May the firm filed another application for full demolition. The current building was once used as a meeting place for followers of the Bahai religion. The new building would have 160 units, a rooftop deck and a fitness center. 

EAST FLATBUSH — Brownstoner recently looked back at four of the real-estate website’s featured Brooklyn listings from six months ago, focusing on homes in East Flatbush, Windsor Terrace and Ditmas Park. A two-story brick row-

house in East Flatbush sold in May for $665,000, which was $44,000 below the asking price. A fifth-floor co-op in Brooklyn Heights, which has four rooms and views of trees and neighboring gardens, sold for $1.31 million, $60,000 above the asking price. Another building, a circa-1900 limestone townhouse in Windsor Terrace that faces Prospect Park, sold in February for $2,787 million, $8,000 below the asking price. 

EAST NEW YORK — A billboard is going up in Brooklyn to help police find a boy who went missing more than nine years ago, according to CBSNewYork. The billboard, which is located near the apartment building on Pennsylvania Avenue in East New York that was his home when he disappeared, shows a photo of how he looked at age 7 when he disappeared and a computer-aided image showing how he would look today, at age 16. Investigators believe he may still be in Brooklyn, police said. 

FORT GREENE — The Fort Greene Park Jazz Festival is scheduled to come to the park on the afternoon of July 27. The Eric Frazier Sextet will be performing live. The sextet consists of Eric Frazier, vocals and percussion; David Lee Jones, sax; Charles Carrington, keyboard; Wayne Jeffrey, guitar; Hillard Greene, bass; and Lon Ivey, drums. 

GREENPOINT — Comedian Louis C.K. received a standing ovation when he made a surprise appearance at Skankfest NYC, a three-day comedy festival held last weekend at Brooklyn Bazaar in Greenpoint, according to the show-business website TMZ. He opened by making jokes about the various controversies surrounding him. In 2017, he admitted that he’d exposed himself to several women. In late 2018, he got into trouble by making jokes about the Parkland school massacre. 

OCEAN HILL —Permits have been filed for an eight-story, mixed-use building at 1520 Broadway in Ocean Hill, according to New York YIMBY. The building, on the corner of Hancock Street and Broadway, would be near the J train’s Halsey Street subway station. The developer of record is MacQuesten Development, while the architect is listed as GLUCK+. The building would contain 108 apartments, probably rentals, as well as 9,002 feet of commercial space. 

An influx of activity is slated to take place in and along the Gowanus Canal in the coming months, as dormant bridges are raised and numerous barges maneuver along the narrow waterway in preparation for a massive cleanup of the canal. WILLIAMSBURG — Japanese artist Takashi Murakami visited Williamsburg on Friday to unveil a new sculpture and mural for “Beyond the Streets,” a Williamsburg street festival that features 150 artists in over 100,000 square feet. The exhibition also includes work by Shepard Fairey, Keith Haring and Jenny Holzer, as well as an archive of Beastie Boys artifacts, according to the New York Post. Don’t Follow the Wind is a project situated inside the radioactive Fukushima exclusion zone in Japan, the inaccessible area surrounding the Fukushima Dai-ichi Nuclear Power Plant, established in the wake of the 2011 disaster that contaminated

Eye on REAL ESTATE Take a stroll through Weeksville, the neighborhood WEEKSVILLE HERITAGE CENTER IS THE HEART AND SOUL OF THE AREA By Lore Croghan INBrooklyn

Weeksville Heritage Center is a cultural jewel, a living reminder that an independent free black community thrived in preCivil War Brooklyn. Its landmarked houses, powerful witnesses to history, have been on my mind in recent weeks as the center’s executives carried out an emergency CrowdRise funding campaign to keep the Crown Heights museum open. The oldest of these houses on Hunterfly Road dates back to the 1840s. On June 14, there was dramatic news: The city designated Weeksville Heritage Center as a member of the Cultural Institutions Group. This was the first time in 20 years a new member had been brought into the group. Membership affords a real shot at financial stability through unrestricted operating grants from the city Department of Cultural Affairs, which also pays the institutions' heat, light and water bills. City Councilmembers Laurie Cumbo and Robert Cornegy and Council Speaker Corey Johnson and the Brooklyn Black Elected Officials urged the de Blasio Administration to make it happen. The designation made Weeksville Heritage Center the first black Brooklyn institution on the group’s roster — which was a “huge honor,” the center’s President and Executive Director Rob Fields told me in an interview that day.

Weeksville Heritage Center is the crown jewel of Weeksville the neighborhood.

Nearby, there’s a metal sculpture hanging over the door of 1779-1781 Pacific St. The sculpture depicts six industrial workers. This is the Piscopo & Nogara Iron Works. Nogara Group bought the site for $70,000 in 2006 and constructed the building, city Finance Department and Buildings Department records indicate.

IRONWORKS NEAR THE COMMUNITY GARDENS So. Did you know Weeksville is used as a neighborhood name even today? The City of New York includes it on its map of Community District 8, which Community Board 8 serves, along with North Crown Heights and Prospect Heights. Weeksville is located within the easternmost section of Crown Heights on the border of Brownsville. Weeksville the neighborhood consists of the blocks surrounding Weeksville the museum, which is at 158 Buffalo Ave. If you start walking on Atlantic Avenue and stroll the streets parallel to it between Troy and Ralph avenues, you can’t go wrong.

Weeksville’s got lots of beautiful old housing stock. One of the things you’ll see on a Weeksville walk is Imani Community Garden II. It’s on the corner of Pacific Street and Schenectady Avenue. It’s the nearby neighbor of Imani Community Garden, which is the home of the chickens I recently photographed.

As you keep walking, soon you’ll find an old-fashioned firehouse at 1472 Bergen St. This is the Rescue Company No. 2 building, constructed in 1893. There’s a painting on the garage door dedicated to the memory of Firefighter Louis J. Valentino Jr. He died in 1996 while searching for wounded firefighters during a blaze at an illegal chop shop in Flatlands. As you know if spend time in Brooklyn’s waterfront neighborhoods, Louis J. Valentino Jr. Park and Pier in Red Hook is named for him. It’s a good place to go for views of the Statue of Liberty.

The cast concrete and terra-cotta building is designed as a training facility, with features like a bridge, a manhole and a trench that simulates a subway tunnel. But back to Weeksville. Further down Bergen Street, on the corner of Ralph Avenue, Engine 227’s eye-catching firehouse can be found.

A CHURCH THAT WAS A STATION ON THE UNDERGROUND RAILROAD The streets of Weeksville are dotted with beautiful churches. For instance, there’s Berean Baptist Church at 1635 Bergen St. The portion of it that was built in 1894 stood in shadow the afternoon I took my Weeksville stroll. So instead of photographing it, I snapped a picture of the more modern portion of this house of worship, which was constructed in 1960. The church was established in 1850 — and was a station on the Underground Railroad, its website says. A second church that caught my eye was the Greater Bibleway Temple on the corner of Rochester Avenue and Lincoln Place. The late-afternoon sun lit up its pale brick facade. The Bibleway Church has been located at this building since 1973, its website says.

ST. MARY’S HOSPITAL IS BEING TURNED INTO A NURSING HOME

Here’s a glimpse of Berean Baptist Church. Architectural history expert Suzanne Spellen said in a 2014 Brownstoner.com story that the stunning church at 261 Rochester Ave. was built as Temple Petach Tikvah in 1914 and 1915.

The day I took my stroll, athletes were busy at St. John’s Park, which is packed with playing fields. A colorful mural on the back wall of St. John’s Recreation Center brightened the scenery. I didn’t go inside the venerable rec center, which has been in existence since 1956. But the city Parks Department’s website mentions there’s a swimming pool, which sounds pretty great this time of year. I saw all kinds of lovely old-fashioned housing stock in Weeksville. For example, there’s a hilly block on Lincoln Place between Buffalo and Ralph avenues that’s very picturesque. And when I strolled down Prospect Place, I got an eyeful of a bright new facade on the mammoth building that was formerly St. Mary’s Hospital. Centers Health Care is converting the seven-story building into a 281-bed nursing home, a 2016 project recommendation written by Borough President Eric Adams says. The property, whose address is 170 Buffalo Ave., was the last Catholic hospital left in Brooklyn when it closed in 2005. The building was constructed in the 1970s. Before that, St. Mary’s facility on this site had been built in the 1870s.

On June 26, 1844, President John Tyler married Julia Gardiner in New York City. In its June 27 edition, the Brooklyn Daily Eagle reported, “The bride is said to be accomplished, beautiful, interesting, an heiress, and 22 — the President, on the other hand, is known to be as homely as a brush fence, and 55 years of age, being a difference of 33. He and his first wife Letitia (1790-1842) had eight children. He and Julia Gardiner had seven children. Their son Lyon (1853-1935) was married twice, the second time to Sue Ruffin, who was 35 years his junior. Lyon and Sue had three sons, two of whom — Lyon Gardiner Tyler, Jr. (born 1924) and Harrison Ruffin Tyler (born 1928) — are still living.

Farah Louis wins City Council primary Chandler-Waterman comes in second — in a replay of the special election results By Paula Katinas PHOENIX

Helped by an 11th hour endorsement from Mayor Bill de Blasio, Brooklyn Councilmember Farah Louis easily won the Democratic primary in her Central Brooklyn City Council district Tuesday night, earning more than 50 percent of the total votes cast. “WE DID IT!” Louis tweeted to her supporters after her big victory in the primary in the 45th District. “I am humbled to serve as your representative. Let’s continue the work!” With 97.8 percent of the scanners counted, Louis earned 4,548 votes for 50.30 percent of the unofficial vote total, according to the New York City Board of Elections. The Council seat was once held by Public Advocate Jumaane Williams, for whom Louis served as deputy chief of staff. Williams resigned from the City Council when he won a special election to become public advocate earlier this year. He later endorsed Louis’ opponent Monique Chandler-Waterman. The 45th Council District includes East Flatbush, Flatbush, Flatlands, and parts of Canarsie, Midwood and Marine Park.

Louis won a special election on May 14 to fill her former boss’s Council seat. But in a quirk of the election schedule, Louis was forced to defend her seat almost immediately in a June 25 primary. The special election in May was held to fill the seat for the remainder of 2019. The general election on Nov. 5 will determine who will hold the office until 2021. Chandler-Waterman, an East Flatbush civic leader who came in second to Louis in a special election on May 14, also finished second to her in Tuesday’s primary. She earned 3,887 votes for 42.99 percent of the vote total. There were 9,042 votes cast in the primary. The mayor endorsed Louis a week before the primary, giving the freshman lawmaker a major boost as she fought to hold onto the Council seat. “Farah Louis is an impressive, hard-working leader in her community. I have witnessed her strength in serving her community and her work in the City Council. I look forward to our partnership in making our city a fairer and safer place to be,” de Blasio said in his endorsement statement. Williams’ endorsement of Chandler-Waterman — first in the special election and later in the primary — surprised the political world. But the public advocate later sought to strike a unifying tone after watching his preferred candidate go down to defeat for the second time in two months.

“Council Member Farah Louis won a second very tough race. The 45th District has clearly spoken again. As the community heals after this election, let’s all work to help her serve the community we all love,” Williams wrote on Twitter. Louis faced the same seven candidates in the primary that she beat in the special election last month. Along with Louis and Chandler-Waterman, the other names on the ballot were Anthony Alexis, Victor Jordan, Jovia Radix, Xamayla Rose, L. Rickie Tulloch and Adina Sash. However, only Louis, Chandler-Waterman and Rose actively campaigned in the primary. No other candidate came close to Louis and Chandler-Waterman in Tuesday’s election: • L. Rickie Tulloch received 155 votes (1.71 percent) • Xamayla Rose received 151 votes (1.67 percent • Jovia Radix received 123 votes (1.36 percent • Adina Sash received 80 votes (0.88 percent) • Victor Jordan received 47 votes (0.52 percent) • Anthony Alexis received 41 votes (0.45 percent). Chandler-Waterman led the pack with fundraising in the final days heading into the primary. She qualified for the maximum in matching funds in the city’s campaign finance program, $142,500, according to figures provided by the New York City Campaign Finance Board.

Louis, the only other candidate in the race to qualify for matching funds, received $131,392. In order to get matching funds from the city, a candidate must receive campaign contributions from at least 75 people who live in his or her district. The candidate must also have generated at least $5,000 in contributions from residents citywide. Because the 45th Council District leans heavily Democratic, Louis is seen as likely to cruise to victory in the general election on Nov. 5.
