ecently, I have received several inquiries about recycling and the situation regarding the drought and its effect on available water in our city. I’ll attempt to give some insight on these questions, along with a response to a comment made about property taxes. Several years ago, the city council made the decision to suspend recycling for several reasons. The cost of recycling increased dramatically because of a company’s inability to sell recycled product to foreign countries at a profit. It was also determined that a significant number of items deposited in the blue recycle cans were not recyclable and ended up at the landfill. Additionally, there were concerns about the environment as reports surfaced that plastic was being dumped in the ocean because of the lack of demand. You may have noticed I used the word suspend. We continue to look at the costs at least yearly to determine its viability and when recycling will return to our community. We have recycling dumpsters available on Pleasant View Drive at around 350 East.

Many of you probably understand that your culinary water is monitored and provided by the city, whereas most residences’ secondary water is controlled by Pineview Water System. North Ogden cannot issue fines and make the rules for secondary water; however, we can do so with our culinary (drinking) water. Last summer, I announced an emergency water declaration that is still in place. This declaration limits the use of culinary water for purposes identified in the ordinance. Due to the extended drought, it is highly probable we will have to strengthen the declaration this year. Last year, we sought voluntary compliance, whereas this year, that will most likely have to change. Some residents have suggested we prohibit further development. We cannot do this without supporting evidence that we lack adequate culinary water. Our current data indicates we have sufficient water to support almost twice our current population. We will continue to closely monitor our water resources.

Recently, a resident stated that North Ogden has BIG taxes, and we should be able to provide recycling at no additional cost. I respect that opinion, but I differ in my opinion. No one likes taxes, including me; however, the average resident pays $275 in North Ogden City taxes. The remainder of your property taxes go to other entities. I would challenge you to consider the protection, amenities, and services you get for your North Ogden taxes. By the way, recycling is part of the garbage fund, which charges for services provided and is not supported by property taxes. Some of you have probably seen the statement, “In a world where you can be anything, be kind!” Recently, I had the opportunity to visit some students at North Ogden Elementary, who provided goody bags to the police department for children who have been traumatized. As I spoke with them, I asked them what they wanted to be when they grew up. Some said doctors; others wanted to be professional athletes. I commended them for their goals and then said, “You can always be kind.” I offer that same advice to you! Have a fantastic springtime!! Mayor Neal Berube

City of North Ogden Employee Spotlight

CITY COUNCIL UPDATE

The Council received some training on Roberts Rules of Order. A good discussion resulted from the training and the Council is looking at updating their rules to align better with modern practices.

The North Ogden Parks and Trails committee made a presentation on their survey results. The results indicated that of the 250 people surveyed, an increase or focus on the parks in the city would be an effective use of Council time and resources.

The Council approved an ordinance change which would allow for larger propane tanks in the city. There was a lot of discussion around the safety of these tanks and their locations. It was clarified that the state regulates these safety provisions.

The Council continued its visioning discussion and setting the goals for the city. This will play an important role in upcoming budget discussions.

The current City Hall and Police Station property has been rezoned to the Civic Zone. The Civic Zone was created to allow for uses like schools and government buildings to be developed throughout the city with appropriate standards. Most of the setbacks and building height standards are the same as other areas of the city.

Cooper began his career with North Ogden City in 2012 in the Culinary Water Department, maintaining and monitoring wells, reservoirs, springs, fire hydrants, and meter systems in our city. He excelled in this position and went on to receive his Water IV Certification. He decided to take a new path in the Public Works Department, switching gears and becoming a Mechanic II. Cooper’s daily responsibilities include maintaining all city vehicles and equipment, covering anything from a routine oil change to major repairs and rebuilds. He’s outstanding at what he does and fits in perfectly in the fleet crew! Cooper is an extremely hard worker whose day doesn’t stop when he clocks out at North Ogden City. He lives out many peoples’ dreams and works on his family’s farm with his two siblings, wife, and daughter. He loves the challenges the farm brings with growing crops and operating machinery. He’s all cowboy and loves riding horses and team roping with his friends and beautiful family! Tyrel Stark, Cooper’s supervisor says, “Cooper is a very dependable employee! It doesn’t matter the job; he takes pride in what he does and does it with a willing attitude. He is willing to help out in any department. Aside from his great work ethics, he is a very personable person, one that you can talk to and trust. I am honored to have Cooper work with me in the shop. We get work done and have a good time doing it! There is much more to be said about him, and I congratulate him for this spotlight!” His favorite thing about North Ogden is the skills he’s learned by working on the array of equipment, which has taught him how to make repairs on the farm equipment he uses at home. In his words, “I can’t thank the city and my coworkers enough who have taught me these skills.” Thank you for keeping our vehicles and equipment in superior condition and for your continued dedication to our city. We appreciate you!

This Cherry on Top goes to the volunteers at the Tri-City Exchange Food Pantry. They are like-minded people who give of their time to make sure everyone in our communities has food on their table. They serve everyone on community days, regardless of need. If you eat, come get food. Consequences and Facts About Vaping BY KENZINGTON STACEY AND PEYDEN ALLEN

Vaping has become very popular over the past several years. It has been marketed as a safer option to cigarettes, which is not true. Recently, we have learned more about e-cigarettes that make them unsafe, but many people are already addicted to vaping. Nicotine is the most common addiction in America. According to the CDC, 1.3% of all high school students and 2.8% of all middle school students in America use e-cigarettes. Not only is nicotine highly addictive, but it can also alter the way our brains develop. Nicotine can affect the way we think and act. One of the most common effects is mood disorders, like depression.

Weber CTC youth council members and leaders in Washington D.C.had the opportunity to meet with our elected leaders and share their thoughts and concerns on vaping for CADCA training.

Nicotine is a vasoconstrictor, meaning when it is brought into the body in any form, it squeezes blood vessels, which decreases the amount of oxygen throughout your body. Also, when nicotine is inhaled (smoked or vaped), it will create more secretions in the lungs, which can cause chronic coughing and wheezing.

Some ingredients that are prevalent in e-cigarettes include diacetyl, which is a food additive and has been known to cause scarring of the small passageways of the lungs, formaldehyde, which used to press wood and insulation for homes, acrolein, found in weed killer for lawns.

Codi Anderson grew up riding horses

and pushing cattle with her Uncle Mick on a ranch up in Cokeville, Wyoming. One of the other ranch hands she got to know gave her a leather belt as a gift when she was in 9th grade, and she still wears it today. From that moment on, she had it in the back of her mind to get into leatherworking. Now a North Ogden resident, Codi is creating and selling her own leather goods. Not too long ago, her mother-in-law and father-in-law gave her a leather working kit for Christmas. She made a card holder for her first project, and she laughingly admitted her stamping on it didn’t look the best, but, as with any skill, time invested and persistence is the key to developing a skill. She stamps, carves, and stitches leather to make custom creations. Today, she makes leather frames, belts, hat patches that go on caps, and a few different items of her own design. One of these items is a cup holder that goes by a saddle horn. “For my first big project, my brother-inlaw wanted a gun sling for his gun.” Codi and her husband figured out a pattern, made a gun sling for her husband to make sure it worked well, and then moved on to make two for her brotherin-law. Her husband built her a huge

How Much Land Cost Over 150 Years Ago in North Ogden

Naturally, Carl got a better deal buying directly from the county than Jacob’s private sale. Perhaps Jacob saw his patch of land as prime real estate at the time, but he also ended up forfeiting his land back to Weber County.

This article is part of a series on how much homes used to cost back in the day. We’re starting from the ground up with this piece on the cost of land. The property encompassing Ben Lomond High School passed through a lot of hands over the years. Namely, some North Ogden residents owned parts of it for a time. We’ve traced back all the on-record owners of this property. First, Union Pacific owned about 80 acres of the land to prepare the way for the railroad in 1883. It cost the company a total of $160 at the time. Then, six years later, after installing the rails, Union Pacific sold the land to a single buyer for $32,000. With a down payment of $17,000 at 8% interest, the property was sold. That buyer quickly changed his mind; he gave up the land to the county in a quit claim for $1. We can only imagine the personal financial crisis that led to such a decision. Then, in 1898, a man named Carl G. Grandin bought 160 acres of that land for $400, only to sell 16 of those acres to Jacob Larsen for $131.28.

Nephi James Brown was the youngest son of Thomas B. Brown and Eliza White Brown. He had seventeen older brothers and sisters, with both Eliza and Thomas blending children from previous marriages into their family. Nephi only went to grade school in North Ogden from September 1893 to June 1901 but graduated valedictorian on June 8, 1901. He would have to walk almost a mile to and from school every day. He worked as the Chief Clerk of the Ogden Division of the Utah Power and Light Company from 1914 to 1954. In 1934, he bought 10 acres of that land from the county for $350 at 7% interest. His patch was on the 900 block on the east side of Mountain Road. He and his second wife, Olga Marie Carlson, planted four hardwood shade trees on the southeast corner. This is what he wrote about his plans for the land at the time: “Since we planned to build a house on this tract of ground, which we called Sun View, we decided to completely landscape it, so that they would be well along in growth when we constructed our home.” By the 40s, Utah Power and Light had transferred Nephi to Salt Lake, and the Church of Jesus Christ of Latterday Saints had appointed Olga as a member of the General Primary Board.

NEPHI AND OLGA BROWN’S PLAN FOR THE 10 ACRES OF LAND THEY BOUGHT FOR $350: “Since we planned to build a house on this tract of ground, which we called Sun View, we decided to completely landscape it.” An apartment complex caught their eye in Salt Lake City. While they would eventually retire back on their Sun View property, they moved into the complex while renting the rest of the units. In this same year, the Utah Board of Education bought 5.41 acres of land in the area for $10. It would go towards a new high school in the area, now known as Ben Lomond. By 1950, it was evaluated to be worth $15,000. Today, as you might already know, a piece of land that size could cost anywhere between $500,000 to well over $1 million.

ou may have heard that a trust needs to be funded; however, most people are unfamiliar with what that term means. Funding a trust simply means transferring your assets into your trust. You will need to either make ownership changes or beneficiary changes depending on the type of asset. Changing Ownership. The most common asset that requires changing title is your home. Most couples own their homes as joint tenants with rights of survivorship, meaning the surviving spouse owns the home after one spouse passes. However, upon the passing of the surviving spouse, the heirs are unable to sell the home because a probate is required to transfer title from the dead to the living. If title were transferred to the trust, the successor trustee can step in to maintain or sell the home without court involvement. When reviewing estate plans, I often find the home is not owned by the trust because the prior attorney did not fund the trust or the client purchased a new home without titling it in the trust. I had a client approach me after her mother passed away, asking why the county recorder said a probate was required even though her mother had a trust. Her mother’s trust was well-written, but the county records showed that the home had never been transferred to the trust. Even a wellwritten trust, if empty, is worthless. Changing Beneficiaries. Beneficiaries of bank accounts, life insurance policies, and investment accounts matter. I had a client who wanted to set up an estate plan for her father after they returned from a family vacation. Her father passed away

while she was gone, and her whole family came back from their cruise early to take care of the funeral and expenses. Her father had a few thousand dollars in a bank account but had failed to list a pay-on-death beneficiary. My client spent more than half of what was in the account in court costs and legal fees to get access to the account.

“To receive the benefit of your trust, it must be funded.”

Making your trust the pay-ondeath beneficiary of your bank accounts is simple and makes it much easier for your heirs to access and distribute. A spouse should generally be listed as the primary beneficiary of a life insurance policy with the trust listed as the contingent beneficiary. This is extremely important if you have minor children because of the Uniform Transfers to Minors Act (UTMA). You have to be careful with retirement accounts because there are penalties for early withdrawals, and you don’t want to list the trust as a beneficiary if it will incur taxes and penalties.

Military Spotlight: Saluting Our Service Members By the Major Brent Taylor Foundation and Jenny Goldsberry

Darrin’s 20-year+ service with the Air Force included the following: fuels officer, Chief of Civil Law after obtaining his law degree, and Chief Legal Advisor to the NATO commander in Bosnia.

Darrin K. Johns After leaving the Army ROTC program to help with his family, Darrin joined the Air Force Officer Training School and commissioned as a Second Lieutenant in March 1995. His first assignment was as a fuels officer at Eielson AFB, Alaska, where he obtained a Master’s Degree in business, successfully argued for a new Type III fuels hydrant system, and was recognized as the best fuels officer in all of the Pacific Air Force. From Alaska, he went to Dover AFB, Delaware, and served as Combat Operations Flight Commander in Supply and then as an Aircraft Maintenance Officer on the C-5 airframe. While at Dover, he deployed to Kuwait during Operation Desert Fox.

Darrin was one of five officers selected for the prestigious Excess Leave Program to attend law school. He left Dover AFB to attend law school at BYU where he graduated with a juris doctorate degree in 2003, but more importantly, where he met and married his wife, Sheri. Upon graduation, he returned to Alaska, this time to Elmendorf AFB where he served as a prosecutor and was placed in charge of the operations and readiness law section. After only two years, he was reassigned to Edwards AFB, California, as the Deputy Staff Judge Advocate for the base and also continued to serve as a prosecutor. While at Edwards, Darrin deployed to Iraq (2005-06), where he prosecuted terrorists and insurgents captured on the battlefield, and then to Guantanamo Bay, Cuba, as chief of Intelligence Law (2007). After serving as Chief of Civil Law at Air Force Space Command in Colorado Springs, Colorado (2007-09), he was assigned as a Criminal Appellate Defense Counsel in Washington DC. Darrin claims this was his most enjoyable assignment in the Air Force: arguing criminal cases in front of military appellate courts. While in Washington DC, he was promoted to Lieutenant Colonel and reassigned to F. E. Warren AFB, Wyoming, as the Deputy SJA for 20th Air Force, overseeing criminal prosecutions throughout the command. During his time at 20th Air Force,

Darrin deployed to Bosnia (2012) as the Chief Legal Advisor to the NATO Commander. He devised a plan that was accepted by NATO to settle over $1 billion in claims against NATO, advised both NATO and the European Union Forces concerning appointment of key personnel to cabinet and other high-level positions in the Bosnian government, and advised NATO on the implementation of the Dayton Peace Accords. Darrin retired on November 30, 2014, after just over 20 years of service. He started his own law practice, served for almost a year as the Pleasant Grove city prosecutor, and then returned to the Air Force as a civilian attorney advisor at Hill AFB. He is married to Sheri A. Johns, and they have five children: Calli, Zachary, Kathryn, Kaycee, and Sarah.

The difference between blinchiki from oladushki is that they’re thinner. You can try them both ways. My blini are about 7″ in diameter, and the oladi half of that. For the thin blini only, swirl the pan to spread the batter. Cook until golden brown, then flip with a spatula. Cook until the other side is golden brown, then reserve on a plate with a small piece of butter on top. Repeat until you run out of batter. Serve warm.

In the bowl of an electric mixer, mix the flour, baking soda, powdered orange peel, salt, sugar, milk, and eggs with the paddle attachment on medium speed until smooth. Add the water and melted butter and mix again. Cover with plastic wrap and let rest for 30 minutes. Heat an 8″ diameter, non-stick skillet over

medium heat. Place a tiny piece of butter in the pan and spread it with a paper towel. Ladle in a spoonful of batter.

Pakistani Garbanzo Beans PAKISTAN by Sabiha’s Kitchen

1 lb. dry white garbanzo beans 8 cups of water 2 tea bags 2 Tbsp. baking soda 6 oz. grated onion ½ c oil 2 tsp. crushed ginger 2 tsp. crushed garlic 1 tsp. salt 1 tsp. crushed black pepper 4 oz. fresh/tinned tomatoes, crushed 1 tsp. garam masala Soak beans in 4 cups of water overnight. Drain all water 4 hours prior to cooking, sprinkle, mix well, and keep in a bowl for 2 hours. Wash under cold water until all of the soda is rinsed away. Place beans in a large saucepan, add enough water to cover, bring to the boil, add two tea-bags (for color), and keep on medium heat until chick peas are cooked and soft when pressed between thumb and forefinger – 20 minutes. Remove and discard tea-bags. Or, rinse and drain 12 oz. tinned garbanzo beans, sprinkle with

half tsp. bicarbonate of soda, mix well, and keep for 30 minutes. Rinse in cold water to remove soda coating. Put in a saucepan, cover with water, and boil on medium heat for 5 minutes, until soft. Put the oil in a large pan, add onions, and fry on medium heat until golden brown. Add ginger and garlic and fry for another 2 minutes. Add the salt and black pepper, mix together, and add tomatoes. Keep on medium heat, stir from time to time until all liquids dry and the oil separates (bhun). Add garam masala, stir in, and keep on a simmer. Add pre-boiled beans at this stage with ½ cup of water, simmer on low heat until all masalas are mixed in, cook on low heat covered for 2 - 4 minutes, and serve piping hot. Serve with naan or toast.

Abigail Rigby from North Ogden spent her entire childhood in Japan. If you had time, a bowl of steamed white rice, eggs, miso, and seaweed was eaten. If you were running late, you could eat a delicious onigiri that would fill you up enough until lunch time.

1 cup of white sticky rice 1 cup of water 2-3 snack-size sheets of seaweed 1 can of tuna 3 Tbsp. of mayo Pinch of salt Pinch of mayo Throw the rice in the rice cooker with the water. Drain the water out of the tuna and mix in your mayo. Sprinkle in your spices and mix that in as well. When the rice is done cooking, take it out with your hands. Dip your hands in salted water to keep the rice from sticking to your hands. You can either make your onigiri into a ball or into the traditional triangle shape. Finally, attach your seaweed while the rice is still warm, so it sticks better. You can eat it right then or pop it into the fridge for another day and eat it chilled.
