Message from the Mayor

I won’t try to completely explain why individuals find it necessary to place graffiti and/or damage our public park equipment and facilities. Maybe they vandalize because of boredom, revenge, peer pressure or just anger. The cost to the Roy residents is still the same. We have placed cameras in our parks, which has resulted in some success, but the problem continues. Anytime a community shows evidence of vandalism it leaves the impression that they don’t care. A neighborhood that doesn’t care is an easy target for crime. We need your help! If you see something, say something. Call the city and report it. Unless the individual(s) and/or parents are held accountable, we cannot hope to solve this problem.

April will be the beginning of our Community Clean-up program. Once again, the Roy Public Works facility will be accepting residents’ Spring cleanup materials from April 17th through the 29th. But there is much more to do! We need members of the community to help neighbors remove the trash and bring it to these dumpsters. Please consider establishing local community clean-up events and let the city help remove the garbage. To make it easier, if you can get several neighbors to assist others in the community, contact the Community Development office on the city’s website or at bflint@royutah.org to schedule a dumpster drop-off for your group to fill up. We are willing to do what it takes to make a neighborhood look and feel better, but we need your help. We will be pushing code enforcement, but it can only go so far. Community appeal and satisfaction start and end with each of us, we all must do our part.

We certainly have been blessed with the abundance of water this season, but it could come with some unexpected consequences. I clearly remember the 1983 flooding along the Wasatch Front when hot temperatures fueled the mountain runoff and flooded streets down south. My concern here in Roy is with groundwater, particularly with those homes/businesses on the west side of the city where the water table is high. You need to watch out for potential flooding. Some simple things you can do is check your sump pumps to make sure they are operational and direct the water from your gutter downspouts away from your home’s foundation. Basement flooding can happen to the best of us, so before it happens try to mitigate its impact now.

Spring is Here!

Is everyone looking forward to spring like me?

It has been a long winter with record snowfall. I would like to give thanks to our city workers who have done an amazing job in keeping our streets plowed and safe. Let’s hope we continue to fill our reservoir so we can keep our yards and city properties looking nice. Weber Basin Water will once again give us guidelines on water use, so keep an eye out for that.

Roy city would like all residents to take pride in their properties. We know with the drought a lot of trees died and our lawns are looking worse for wear. The city would like the residents to know there is help for those who cannot care for their yards on their own due to illness, disabilities, or any other reason that could keep you from maintaining your yard. We have a group of volunteers under the direction of our Assistant City Manager, Brody Flint; all you need to do is email our Code Enforcement at chanse.malay@royutah.org or follow up with Brody at bflint@royutah.org and let them know of your situation and needs. If you do not have access to email, you can call the city offices at 801-774-1000. We want to help all of those who are dedicated to making our city a welcoming and beautiful place to live.

With spring approaching we have the annual Easter Egg Hunt on April 8th. Let’s hope all our snow will be melted and warm days are ahead of us before this popular event.

Lithium - Ion Battery Safety

Lithium-ion batteries supply power to many kinds of devices including smart phones, laptops, e-scooters and e-bikes, e-cigarettes, smoke alarms, toys, and even cars. If not used correctly, or if damaged, these batteries can catch on fire or explode.

The Problem

• These batteries store a large amount of energy in a small amount of space.

• Sometimes batteries are not used the right way; batteries not designed for a specific use can be dangerous.

• Like any product, a small number of these batteries are defective. They can overheat, catch fire, or explode.

Safety Tips

• Purchase and use devices that are listed by a qualified testing laboratory.

• Always follow the manufacturer’s instructions.

• Only use the battery that is designed for the device.

• Put batteries in the device the right way.

• Only use the charging cord that came with the device.

• Do not charge a device under your pillow, on your bed, or on a couch.

• Do not keep charging the device or device battery after it is fully charged.

• Keep batteries at room temperature when possible. Do not charge them at temperatures below 32°F (0°C) or above 105°F (40°C).

• Store batteries away from anything that can catch fire.

Signs of a Problem

Stop using the battery if you notice these problems: odor, change in color, too much heat, change in shape, leaking, or odd noises. If it is safe to do so, move the device away from anything that can catch fire. Call 9-1-1

Battery Disposal

Do not put lithium-ion batteries in the trash. Recycling is always the best option. Take them to a battery recycling location or contact your community for disposal instructions. Do not put discarded batteries in piles.

Charging an E-bike

Charge your battery in a flat, dry area away from children, direct sunlight, liquids, tripping hazards, and in a location where the e-bike is not at risk of falling.

The paint on the Rainbow Saloon sign at 6045 South 1900 West in Roy may have chipped a little over time, but love has kept the Saloon thriving for an outstanding 76 years. The Rainbow is where people come to celebrate, grieve, catch up with old friends, or meet new ones (including future spouses). There has even been a wedding in the parking lot!

The community feeling extends beyond the building's walls. Patrons have raised over $200,000 for Shriner's Hospital for Children, helped 34 assisted-living residents and 6 families just this last year for Sub-4-Santa (they have done this since 2006), held suicide awareness fundraisers, assisted with funeral expenses and cancer treatment costs—the list goes on and on. They are truly dedicated to giving back to the community of Roy. The Strickland's slogan is "Saving Lives, One Jar at a Time."

Originally on 5600 South, the Rainbow moved down the street 22 years ago, when Terry and his wife Julie bought the saloon and its contents from the previous owner. You'll find ice-cold beer on tap, served in Mason jars, as well as a good selection of canned or bottled beers and liquors. But you don't have to drink to come in (though you must be at least 21). Watch sports on the big screens, play foosball, throw darts, or shoot some pool. Come in for the OMG buffalo wings, nachos, hand-cut fries, hamburgers, and of course, steak nights! Thursday and Saturday nights after 6 p.m. they only serve steaks: a ribeye, mushrooms and onions, baked potato, salad, and a roll.

Cemetery Maintenance Schedule April 1st to October 31st

All grave decorations will be removed by City crews every Thursday for mowing and maintenance. If weather prevents mowing on Thursday, maintenance will be performed on the first working day thereafter. Please be sure to remove decorations by Wednesday evening to avoid having them disposed of.

In preparation for Memorial Day, city crews will remove grave decorations on Thursday, May 25th for mowing and maintenance. Decorations will not be removed again by city crews until Thursday, June 8th to allow for decorations to be displayed the week of Memorial Day. Employee Spotlight–Haddie

Haddie is a four-year-old Springerdoodle and works as a K9 employee for the Roy City Fire Department. She was chosen to be part of the Fire Department’s Mental Health Awareness Team because of her calm demeanor and her natural ability to interact with people. Everyone at the Fire Station and in the Roy City offices loves Haddie and looks forward to her visits.

Haddie was trained at Don’s Pet Care and Training Center with Four Paws for Patriots, which is an organization that trains service dogs for disabled veterans and first responders. The training is a year-long program where the dogs learn specific tasks according to the work they have been chosen for. Haddie is a certified Psychiatric Service Animal and provides support for Roy’s first responders.

Her handler, Fire Battalion Chief Mike Hadley, says that Haddie is brought in after any incident in which the firefighters have been under stress or gone through any kind of trauma. Haddie knows it's time to go to work when her vest and Fire Department Badge are on. She calmly approaches people around the room, promoting stress relief and interaction. Mike says that Haddie seems to instinctively know who needs help and can offer comfort when it's needed most.

BUILDING YOUTH Utah’s

Since 2007, a Utah-based nonprofit organization, Building Utah Youth, has been committed to investing in the future of Utah’s communities. They do this by utilizing the Teen Leadership Breakthrough program, which teaches youth leadership qualities. Through team-building exercises, self-reflection, and collaboration, teens become empowered to create positive change within themselves and the world around them. Often, the youth who are nominated to the teenage leadership program are in need of a gentle nudge to find direction in their lives or to build self-confidence. Other times, the participants are good students and fine athletes, yet they still need some lessons on leadership qualities in order to focus their potential. Many people can identify a teenager like these mentioned. You may have even been this type of teenager! Imagine how your life would have been impacted by a program like this. Past program director Jamie Johnston said, “What about the kids that are doing good and want to be better? There are no programs for them.

Our program reaches a different group of kids: taking good kids and helping them see their potential. We help them take those skills and characteristics that they already know and build upon them. If they always do what they’ve always done, they will always get what they’ve always got. We help them step outside of their comfort zones in a big way!”

This program is committed to building a better future for Utah by offering transformative opportunities to youth who may otherwise be overlooked. They create collaborative relationships with the participants resulting in the development of personal integrity, youth leadership skills, and reverence for humankind.

Building Utah Youth is open to all teenagers between the ages of 15 to 18 who live in Utah. They strive to provide all students with the youth leadership skills they’ll need to become our next generation of thoughtful, responsible leaders.

My 16-year-old daughter Laney was a scholarship recipient of the program last fall. In her experience, she stepped outside of her comfort zone and gained

valuable life and leadership skills that will serve her throughout her education and career. It changed her perception and value of herself and her abilities. The parent class that my husband and I were able to attend in conjunction, was incredibly empowering and emotional. It helped us develop our relationship and understanding of each other on a much deeper level.

Building Utah Youth provides the only youth leadership programs available to teenagers in our beautiful state of Utah. BUY serves all of Utah—with camps at Daniel’s Summit and UTABA, and growing every year. The summer courses ensure each teen leaves with improved confidence and personal development skills that are invaluable to becoming the best versions of themselves when they reach adulthood.

Building Utah Youth functions on the RIPPLE EFFECT—Respect, Integrity, Passion, Personal Power, Leadership and Enthusiasm. All the activities and lessons center around these principles.

BUY has been empowering our youth with free leadership training to those who have been nominated by teachers, coaches, and community partners, facilitated through dynamic team-building exercises and other fun youth-oriented activities. BUY holds a fundraising gala

in the fall each year with the goal of raising enough money to fund these leadership camps free of charge. Currently, they are also raising money in hopes of opening their own building that will enable them to hold many more classes and programs for many more youth. This type of investment in our youth is actually a reinvestment straight back into our community. The impact of teenage leadership training is immediately seen in our schools and the teenagers’ home lives but will have longitudinal benefits in our businesses and communities. As anyone who has experienced these leadership courses in the past will tell you, this type of training gives the individual a chance for self-reflection and personal growth. These training techniques will lead a person to a sense of public stewardship and personal accountability, producing crucial facets of character that cultivate over a person’s lifetime. Further, the entire community benefits because empowered youth become responsible, capable adults and citizens. Youth participants can go back after going through the program to be a part of the leadership team and be a teacher. They also produce a monthly podcast called The Empowering (YOU)th Podcast with personal and family stories about experiences in the program. You can find it on Apple or Amazon Podcasts. One of those stories is about the Weber County family of Jamie and Tucker Doak. The Doak family has been forever changed by Building Utah Youth and the company it originated from, Rapport Leadership International. Both Jamie and Tucker have gone through the adult leadership programs and two of their kids have graduated from the youth program. Jamie has loved every minute of her 8 years of service on the board, watching the kids learn and grow.

We invite you to learn more about BUY so that you can help find youth who can benefit from what they offer. Their goal is to have the youth of Utah be within the ranks of dynamic people who make a positive difference in the world, and by nominating a teen, you will be, too. A Modern Education Model–Roy High School

When Hill AFB was established, the surrounding area soon filled with homes and families. The education facilities could no longer keep up, and the high school kids were bussed from Roy to Weber High (located at 12th and Washington Blvd. in Ogden). Weber School District sought funding to accommodate the community.

Skyline Construction (no longer in business) was selected to construct the 164,000 square ft, 2.6-milliondollar building. On January 6th, 1964, they broke ground. The building was designed by architect Keith W. Wilcox. The exterior walls were an economic design, made of smooth river rock embedded in a cement/sand mixture. The exterior wall panels weighed 6 tons and ranged from 12 to 16 feet in height, and there were 360 of them installed. The design concept of exterior

rock walls was first used in Utah with the building of Roy High School. The multi-milliondollar building was funded, in part, by a Ford Foundation Grant. The grant was awarded because the programming would not fit the traditional high school model. More than 20 consultants and educators worked on a modern education model for the students. It was innovative in that it promoted students to spend time on subjects that interested them, rather that the traditional subjects. The ideas of modern education included team teaching, educational television, and teaching machines. Interior spaces and classroom design included removable walls to encourage team teaching. When the school opened there were 24 periods, and some classes were only 18 minutes long. The school officially opened to students and teachers on August 30th of 1965 and had an attending student body of 1,350. Once completed, Roy High School was the largest high school in Weber County. Eventually, the programming reverted to a more traditional style. What makes Roy High unique is the intent it was built with, from the economical exterior walls to the interior design that promoted out-of-the-box educational teaching. Roy High School was and still is an integral part of the community it serves.

Egg Substitutes

Having a dozen eggs in your fridge at any point in time seems to be a way to flex these days. But even if you don’t have eggs, or you don’t want to use them if you do have them, you don’t have to actually use them in baking. Use a substitute!

Thekitchn.com did a test where they initially made two batches of a basic vanilla muffin recipe. One with egg as it called for and one without. Then they tried common egg substitutes trying to see which substitute would get them the closest back to the original muffin with egg. We listed the best substitutes from highest rated to lowest.

Carbonated Water

1/4 cup carbonated water = 1 egg

Muffins baked with carbonated water were almost indistinguishable from muffins baked with egg!

Water, Oil & Baking Powder

2 T water + 2 t baking powder + 1 t vegetable oil = 1 egg

There was almost no difference in taste and structure compared to the original muffin made with egg. The tops were a bit more crisp and darker.

Mashed Banana

1/4 cup mashed banana = 1 Egg

There was a definite banana flavor and the muffins were a little gummy compared to the other muffins.

Applesauce

1/4 cup unsweetened apple sauce = 1 egg

The applesauce made them a bit more chewy, but very moist. Also the tops of the muffins didn’t get as crisp during baking. It also gave it a sweeter and a slight apple flavor.

PISTACHIO PUDDING LAYERED DESSERT

1 cup shelled pistachios, very finely chopped, divided

1 1/4 cup all-purpose flour

3 Tbsp. granulated sugar

1/2 cup unsalted butter, room temperature

1 (8-oz.) package cream cheese, room temperature

1 cup powdered sugar

1 1/2 tsp. vanillaW extract

2 8-oz. containers of frozen whipped topping, thawed

2 (3.4-oz.) packages instant pistachio pudding mix

2 1/2 cup whole milk

Preheat the oven to 350 degrees. Spray a 9X13 pan with nonstick cooking spray. Mix together 1/2 cup pistachios, flour, granulated sugar, and butter until you have a crumbly dough. Press into the bottom of the pan and bake for 12-15 minutes. Allow the crust to cool completely before adding the next layer. Prepare the cream cheese layer by mixing the cream cheese, vanilla, and powdered sugar until it is smooth. Use a rubber spatula to fold in one container of whipped topping. Spread it evenly onto the crust. Next mix the milk, 1/4 cup of pistachios, and the two pudding mixes together and allow to thicken for 5 minutes before spreading it onto the cream cheese layer. Lastly, top with the remaining container of whipped topping. Refrigerate for at least 6 hours before serving. Sprinkle the remaining 1/4 cup of pistachios just before serving.

BUNNY BAIT

Serves 12

3 ½ cup Corn Chex cereal

3 ½ cup Cheerios

1 ½ cup pretzels

10 oz. Peanut M&M’s

10 oz. Milk Chocolate M&M’s Fun Easter Sprinkles

16 oz. vanilla almond

Bark (8 squares)

This is such a fun recipe for an easy but yummy Easter treat. Line a cookie sheet with parchment paper and set aside. Grab a bowl and pour in your Chex Mix, Cheerios and Pretzels (we used the sticks but the mini pretzels would be fun too), and set aside.

Place your vanilla almond bark in a microwave safe bowl and heat it up for 30 seconds at a time. Stirring in between until the chocolate is melted. Pour into your bowl of chex, cheerios and pretzels. Once everything is coated pour everything from the bowl onto your cookie sheet and spread out. At this point your melted almond bark will not be too hot to melt the M&Ms so you can pour those into your pan and mix them up. My favorite part is next adding the sprinkles. This really is a yummy combination of flavors. The greatest part of this bunny bait is that it is open to your imagination. If you see something in the store that you think would be a fun addition then try it!

LEMON POUND CAKE

Cake

3 cup flour

1 tsp. salt

½ tsp. baking powder

1 cup butter, softened

½ cup shortening

3 cup sugar

5 large eggs

1 cup milk

1 Tbsp. Pure lemon extract

1 Tbsp. lemon zest

Glaze

¼ cup butter, softened

1 ¼ cup powdered sugar

1-2 Tbsp. lemon extract

1 tsp. lemon zest

2 Tbsp. water, if needed to make glaze thinner

Mix all ingredients together until smooth and pour over warm cake. Add flour, salt, and baking powder together in a bowl and set aside. In a mixing bowl, cream the butter, shortening and sugar together. Add eggs one at a time until well blended. Add flour mixture and milk alternately, ending with flour mixture blend well after each one until batter is smooth. Add lemon extract and zest and blend well. Pour into a greased and floured bunt pan or just use a baking spray that has flour in it. Bake at 350 degrees for 55-60 minutes or until tests done. Cake is done when you poke it with a toothpick, and it comes out clean. Take cake out of oven, place the cooling rack over the top of cake, turn upside down and remove pan.
