ecently, a good resident of Roy witnessed the destruction of a soccer goal stand in Emma Russell Park, posted a picture of the event on a popular social media site, and questioned the behavior of those individuals. Her effort is helping us address that problem. Those stands are not owned by the city but rather the AYSO Soccer organization, which leaves that organization in a tough financial spot. Over the last few months, Roy City has seen several public restrooms deliberately damaged, leaving us no choice but to repair at taxpayer expense. This is unacceptable! Cameras are now being installed to help address these issues, but we need your help. See something, say something!

Fall is Traditionally a Season of Gratitude In the autumn of my city council term, I feel blessed that I have the opportunity to express my thoughts of appreciation for the time I have been allowed to serve the incredible citizens and employees of our community. Each encounter with you has provided deep

insight and understanding to who we are as a city and the collective vision of our strong future.

To the veteran residents, I thank you for your historical knowledge, your loyalty to Roy, and your profound wisdom. To the hardworking middle-age league, kudos for your strong leadership, your willingness to be examples of grit and commitment, and especially for your dedication to maintaining the feeling of fellowship and camaraderie that prevails in our city. And of course, to our beloved youth: you are the hope of great times to come. I ask that you continue to be the ideas, the eyes, and the ears of our great city. You can and will make Roy a better place by promoting positive activities and discouraging destructive behaviors. I also want to thank the strong and active business community. Your efforts to bring desirable resources and vitality to our city do not go unnoticed. To the employees – keep up the phenomenal work you do each day – your efforts are the heart and spirit of Roy. + CIT Y NEWS Drinking water is one of our most precious resources, and Roy City Water is committed to providing the very best water possible to our customers. Your compliance with both the Roy City water rules and regulations as well as state and local plumbing codes helps to protect our drinking water from possible contamination or pollution through cross connections. A cross connection is an actual or potential connection between the culinary water and a customer’s plumbing system that makes it possible for livestock water, secondary water, pollutants, or contaminants to enter the public drinking water supply through backflow. The possibility of this can be prevented by avoiding some of the following:

• Submerge hoses in buckets, pools, tubs, sinks, ponds, etc. • Use spray attachments without a backflow prevention device • Use a hose to unplug blocked toilets, sewers, etc. We want to keep our drinking water safe and healthy. These folks are a welcome part of our community – and nearby communities appreciate them as well. When Ogden Officer Nate Lyday was killed on duty, they offered free dry cleaning to all officers in his city to help lighten their load for the funeral. At the height of the pandemic, they offered pickup and delivery options. During more than one holiday season, they have collected new and used blankets, cleaning each before they were delivered to the homeless. As they say, "Be the good! Be kind! Pay it forward in some small way." Not only do these folks have hearts of gold, they are skilled! People rave over their skill at restoring dirtied, sad wedding dresses. They’ll clean dress shirts, sweaters, coats, and other attire, as well as comforters, quilts, and heavy blankets. Did you know they have a seamstress who does alterations and hemming at reasonable prices?

Roy City Storm Water

Winter Utility Bills

Roy City would like to thank the citizens who have assisted with storm water drainage by clearing leaves and debris from the gutters and the storm drain grates. Citizens can be a big help in the fall and winter months by clearing leaves, snow, and ice away from the grates until city crews arrive to clear them.

Residential water meters are not read during the winter months; therefore, the November bill is the last bill with an actual read until next spring. An average amount of water usage will be billed for the January and March billings, with new homeowners being averaged at 18,000 gallons their first winter season. Any adjustment will be made on the May billing.

Please sweep up or use a blower to blow grass clippings, leaves, and fertilizers that get onto driveways, sidewalks, gutters, or streets back onto your lawn. Please call Roy City Public Works before draining back yard pools. Chlorine levels need to be at zero before the pool can be drained.

The Roy City storm water system runs through the Meadow Creek fish pond. This water is vital to the pond and wild life and must be kept clean. Please dispose of grass clippings, pet waste, paint, fertilizers, leaves, seeds, etc. properly and help keep our city streets as well as streams and rivers clean.

What kind of contaminants might reach our rivers and streams? • Masonry and Paving: Fresh concrete and cementrelated mortars that wash into our lakes and streams are toxic to fish and the aquatic environment. Disposing of these materials to gutters and storm drains cause serious problems and are prohibited by law! • Oil: Pour waste oil into an unbreakable container (plastic milk jug), seal, and label. Do not mix other materials with oil. Call 801-399-8381 or 800-458-0145 for disposal. Please contact Roy City Public Works Department to report violations at 801-774-1090. If it is after hours, please call Weber County Dispatch at 801-629-8221. Our current storm water ordinance is on our website at www.royutah.org

Cemetary Winter Maintenance October 28th will be the last day of 2021 on which graves will be cleared for maintenance. No grave decorations will be cleared off during the months of November and December. Graves will be cleared on the last Thursdays of January, February, and March 2022. What can you do to help Roy City continue to be a nurturing and caring community for your children? Help us find out! Roy Communities That Care Coalition (CTC) is conducting a community survey that will help us know how we can best serve your family. Our coalition focuses on increasing family bonding and improving relationships between children and their schools and community, which are all protective factors. We also work to reduce the risks that contribute to underage drinking, vaping, and suicide. Please participate in this short, anonymous survey. At the end of the survey, you will be taken to another link, which will allow you to register your name and contact information and to be entered for a chance to win a $100 visa card, a Vaultek bluetooth smart handgun safe, or one of many gift certificates to restaurants, theaters, or amazon!

The Roy City Public Works Department is in the process of upgrading our water meters throughout the city. We hope the completed project will greatly improve the reliability and accuracy of meter readings as well as allow us to move toward future monthly billing. During the upgrade process, you may be without water for a few minutes while our workers remove the old meter and install the new meter. If you have any questions or concerns about this project, you may contact the Roy City Utility Department at 801-774-1000.

Roy's Above and Beyond by Hailey Minton

Glenda Moore is an ambassador of goodwill and a leader by example. After she retired, she started attending city council meetings and became a visible presence in three Roy City-focused Facebook groups. Jake Draper said, “Glenda is patient and finds answers where most don’t even know where to look. She doesn’t want a spotlight; she just wants to make the world a better place.” Chris Liberatore Lewis said, “She posts the agendas and the minutes for city council and planning commission meetings. She also spends countless hours keeping the city’s Blessing Boxes organized and making sure that what’s been left there is not expired and is needed. She also volunteers on the Roy Beautification Committee.” Patrick Barrett said, “I do not know Glenda personally; however, [I] get the vibe through her non confrontational, non controversial, sincere, helpful responses to our city Facebook page that she is a down-to-earth good person. I would enjoy catching up with her in person one day to thank her for all of the help that she provides to me and my friends here in Roy.”

We will probably never know the full extent of Glenda’s impact on Roy since she prefers to go unnoticed. She just hopes more people will get involved in the community.

Building Weber County Sewers By Jenny Goldsberry

A

s you’re counting the things you’re grateful for, don’t forget the gross stuff too! This month, Connection Publishing wanted to tell the history of something we all should be grateful for: a sewage system. In the beginning, the Native American way of sewage was much different than today. They dug trenches to do their business in. You might think that it was the smelliest way to get rid of sewage. Luckily, the harsh winters froze the trenches; therefore, the smells went away. Early settlers implemented the same idea, with some innovation for privacy. Instead of an open trench, they built outhouses. A septic tank wouldn’t arrive in the States until 1880. As a result, these settlers were still disposing of sewage directly into the ground. In the 1930s, President Franklin D. Roosevelt used his historic New Deal to employ men to build outhouses for Americans. By this time, they were connected to septic tanks; however, it was still up to each household to empty the tanks every so often. Many tanks broke down, and raw sewage often ran into corrals with the barnyard manure. Others in the Salt Lake Valley had already run out of places to store their sewage by that time. Since there were so many farmlands in North Ogden, they dug an open conveyance system to send their sewage up northwest. Once there, farms could use the system to create their own fertilizer. Later, it was much more effective to use manure. Plus, the conveyance systems were an eye sore.

By the beginning of the war, Ogden had about 64 miles of water mains and 38 miles of pipe in the sewer system.

After the North Davis County Sewage Disposal Plant was completed in 1954, all cities included in the district were required to participate, including Roy. Two huge pipelines, one coming from Roy on the north and another from Kaysville and Layton on the south, interconnected at the sewer plant near the lakeshore. It was the cities’ responsibility to charge connection fees, do the inspection, and send out monthly billings. Money collected was turned over to the North Davis Sewer District; however, it was the district’s duty to maintain the main sewer lines. The sewer disposal plant continues to enlarge as the county grows. Today, the district collects and treats wastewater from approximately 80 square miles for a population of about 200,000. The district is made up of the cities of Clearfield, Clinton, Layton, Roy, Sunset, Syracuse, West Point, a small area of Kaysville, Hill Air Force Base, and areas of unincorporated Davis and Weber counties. That means it serves the area extending north to south, from Roy to Kaysville, and east to west, from the Wasatch Mountains to the Great Salt Lake. The district owns and operates approximately 100 miles of sewer collection lines, which deliver wastewater to the treatment facility located near the shoreline of the Great Salt Lake in Syracuse, Utah. The facility has the capacity to treat 34

The North Davis Metropolitan Sewer Association was formed in 1946 to acquire federal funding. Meanwhile, the North Davis Metropolitan Sewer had already been constructed in 1943. By 1954, it had the authority to levy taxes, issue bonds, and construct a sewage collection and treatment system. Community leaders first thought to organize an all-urban area from Kaysville to Roy under one system, with a disposal plant in February of 1951. Notably, they even planned to have the disposal plant in Syracuse. The Syracuse City officials were against the move, feeling it was too expensive and the city would not benefit very much.

+ A LOOK BAC K million gallons of wastewater per day, consistently removing over 95 percent of pollutants and releasing treated water back into the environment of the Great Salt Lake. Central Weber Sewer Improvement District's wastewater treatment plant went into operation at its current location in 1960. It served the communities of Farr West, Ogden City, South Ogden City, City of Harrisville, Pleasant View City, Washington Terrace, Marriott-Slaterville, Riverdale City, Weber County, North Ogden City, South Weber City, South Weber City, City of West Haven, Hooper, portions of Plain City, Roy, and Uintah. All sewage travels to one of the facilities with Central Weber or North Davis, which have been designed to maximize efficiency and effectiveness. Any by-products of the treatment process are put to beneficial use too. Combustible sewer gas is generated as part of the solids treatment process. The gas is used to fuel engine-driven generators, supplying as much as 60 percent of the energy needs of the treatment plant and significantly reducing the amount of power that must be purchased from electrical utilities. The anaerobic digestion process and heating for buildings on site is achieved by utilizing heat from generator exhaust and cooling systems. The plant generates approximately 3,000 tons of dried

biosolids each year. Upon compliance with federal regulations governing pathogen and pollutant content, these biosolids can be returned to the land and used beneficially as an organic soil amendment and fertilizer. Now, today’s sewage system still hearkens back to the early settlers’ system. After treatment, water discharged from the plant provides irrigation for all turf grass areas at the treatment plant site and for washdown water throughout the plant site.

Apple Pie Caramel Apples BY JENNY GOLDSBERRY

Save yourself the $10 and make your own apple pie caramel apple for just over a buck! My family makes them every year and gives them as gifts to our neighbors.

4 green apples 4 wooden skewers ⅛ of a 5-lb. caramel block (the whole block will make you 30 caramel apples) 4 cups white chocolate chips ½ cup cinnamon ½ cup sugar

to soften and then pour into a slow cooker to keep it soft. Dip each apple as far into the caramel as you’d like. I like to leave less than an inch of the green apple showing. Once dipped, pull the apple out above the caramel but still in the pot and twist and twirl it until all the excess drips off. Then, the apples rest on a baking sheet while the caramel hardens.

Now, get some water boiling in a pot. Put the chocolate in a metal bowl and then put that bowl over the boiling pot. You will have to mix the chocolate as it melts. Cranberry-Jalapeno Cream Cheese Dip BY CRYSTAL RAPPLEYE 12 oz. fresh cranberries ¼ cup green onions 1-2 jalapeños, deseeded 2 Tbsp. cilantro 1 cup sugar 1 Tbsp. lemon juice ¼ tsp. salt 16 oz. cream cheese, softened Pulse the fresh cranberries in a food processor until coarsely chopped. Add the green onions, cilantro, jalapeño, sugar, lemon

juice, and salt and pulse until the ingredients are well combined and finely chopped. Let the mixture refrigerate for at least 4 hours to combine the flavors.

Apple Fritter Pull-Apart Bread BY KRISTINA CASE, ADAPTED FROM DELISH.COM

2 granny smith apples, peeled and diced 1 Tbsp. Butter 1 tsp. lemon juice 1 tsp. cinnamon 2 Tbsp. brown sugar ½ tsp. vanilla 1 can Grands buttermilk biscuits ¼ cup sugar 1 tsp. cinnamon 5 Tbsp. melted butter Glaze: 1 ½ cup powdered sugar ¼ cup half and half 1 tsp. vanilla Heat oven to 375 degrees. Grease a 9x5” loaf pan. Cook first 6 ingredients over low heat for about 8 minutes

until thick and apples are mostly cooked through. Cut up biscuits into quarters and roll into balls. Dip into melted butter, then dip into the ¼ cup sugar and cinnamon mix. Put a layer of biscuits into loaf pan and add a layer of cooked apples and repeat. Before baking, make sure to put a parchment paper-lined baking pan under the loaf pan to catch any drips. Bake for 40 minutes until golden brown and biscuits are cooked through. Let cool for about 10 minutes and invert onto serving plate. Drizzle glaze over the top and serve warm.

Whip the cream cheese. When ready to serve, spread the cream cheese in an even layer on a serving plate. Top with the cranberry-jalapeño mixture. Serve with crackers. For extra fall flavor add ½ tsp. maple extract to glaze for a delicious maple glaze.
