A historic milestone, this year marked the 35th anniversary of the fair, a resounding testament to its enduring popularity and steadfast significance as one of Utah's premier events. With a resplendent attendance that exceeded 43,270 people, the fair once again solidified its status as the best county fair in the state of Utah. Since 2017, the national decline of 32.7% in county fair attendance has posed a threat to rural counties' existence (as per IAFE data). Remarkably, the Weber County Fair has bucked this trend, boasting a 6% surge in 2022 and an impressive 7% growth in 2023, thanks to proactive programming.
In 1994, the Weber County Fair featured equestrian spectacles like Arabian, Miniature, Quarter, and Draft Horse Shows, but meager attendance never surpassed 30. Fast forward, diligent superintendents couldn't halt the decline in entries despite premium hikes.
The “Weber Rodeo" drew more crowds than ever before. Friday night’s electrifying "Bull Fighters Only," televised worldwide, filled the outdoor stadium to capacity. From captivating showcases like
the Flippenout Trampoline Show and the heart-pounding Go Green BMX Show to the adrenalinecharged Demolition Derby, the kaleidoscope of offerings was nothing short of exhilarating.
In 2020, amid the pandemic, Weber County officials as well as the Fair Board and the Fair Team showed true leadership by championing the youth. The Junior Livestock Show's shift from the Auction Arena to the expansive Golden Spike Arena for distancing saw phenomenal success, with soaring sales from $400k to $1.2M.
Commissioner Gage Froerer expressed profound gratitude to the parents of the children taking part in the Junior Livestock Program
for their investment, commitment, and support to making the Junior Livestock Auction a huge success. Froerer highlighted the role of the Junior Livestock program in offering kids a chance to gain essential life skills and hands-on experience in raising their own livestock. Not only does the program enable children to save for college, but also enhances their resumes, and allows them to exhibit a strong sense of responsibility as they manage their livestock.
Commissioner Jim Harvey encapsulated the fair's essence, emphasizing its deep connection to Weber County's enduring spirit of unity. While the Fair as well as Weber County has evolved since 1994, the dedication to preserving the fairgrounds remains unwavering. With the 35th Weber County Fair's success, the community eagerly anticipates many more decades of this remarkable event.

Weber County Sheriff
As the conservator of the peace and executive officer of the county and district courts, the Sheriff's role is crucial. Ryan Arbon, the Weber County Sheriff, brings a wealth of experience to his position. With a career spanning back to 1997, Ryan has served in various law enforcement roles throughout northern Utah. His diverse experience, leadership, and dedication to public safety led him to be elected as Sheriff in November 2018. He was awarded Sheriff of the Year by his peers at the Utah Association of Counties in 2022. Sheriff Arbon and his team are regarded as leading the country with their innovative applications of lean systems to the Sheriff’s Office by streamlining processes and trimming the fat out of budgets.
Economic Development
With a bottom-up, holistic approach, the Economic Development of Weber County is dedicated to unleashing the full potential of the community's assets while proactively addressing economic challenges. Through strong partnerships and collaborations at both state and regional levels, this department creates unique and valuable development opportunities, driving sustainable economic growth and empowering local businesses. Stephanie S. Russell is the Economic Development Director and Government Relations Liaison. Stephanie has 19 years of experience in economic development and has become a state and national expert in “Place Making Theory,” a place-based economic and community development approach focused on arts, community engagement, stakeholder input, and social issues.
Weber County Clerk/Auditor
Maintaining the integrity of financial administration in county government is the primary responsibility of the County Auditor. Under the leadership of Ricky Hatch, the County Auditor, financial oversight of all records and elections of the County and its officers is meticulously administered. Ricky brings a wealth of experience, having held positions in the Weber County and Utah State Republican Party, along with serving on Farr West City's Planning Commission. Ricky was awarded the County Clerk/Auditor of the Year by his Utah peers in 2015 and 2022, and is frequently a resource for members of the United States Congress as he serves on multiple national committees for election security. Ricky is dedicated to transparency, accountability, and prudent financial management.

Throughout the illustrious 150-year history of the library, a remarkable group of individuals—including board members, friends, employees, and community members— have garnered national acclaim for their unwavering determination to embrace challenges and overcome adversity, all in pursuit of creating a world-class community. Director Lynnda Wangsgard heads the Weber County Library. As a certified secondary teacher in Utah, Lynnda has made a significant impact on education and has been recognized for her exceptional work. Recognized as the Woman of the Year by the Young Women's Christian Association Northern Utah, she also received the Beginning Professional award from the Mountain Plains Library Association and a Utah Endowment Humanities Project grant.

A County Assessor’s job is listing and valuing all taxable real and personal property in Weber County. John Ulibarri, our County Assessor, is a certified General Appraiser in Utah and holds various designations from the Utah State Tax Commission and the International Association of Assessing Officers. Since becoming Weber County Assessor in 2011, John has been committed to providing fair and equitable assessments and excellent service to residents and taxpayers alike. Fun fact: John won Assessor of the Year as awarded by his peers at the Utah Association of Counties in 2022.
Weber County Community Development:
In the vibrant landscape of Weber County, visionary leaders at the helm of key departments are propelling the region toward prosperity and progress. Weber County Attorney
Promoting public safety and providing legal counsel to county officials are among the primary responsibilities of the County Attorney. Chris Allred, the Weber County Attorney, has served as a dedicated public servant for over 25 years. Chris provides legal counsel to county employees and departments while overseeing the prosecution of thousands of criminal cases each year. His exceptional leadership is reflected in his active involvement in prominent associations, where he works closely with law enforcement partners to foster a stronger community.
Weber County Recorder
The Weber County Recorder’s Office plays a crucial role in maintaining and organizing land documents within the public record. It is responsible for recording, storing, and retrieving various property-related documents. Additionally, it offers valuable assistance to the public by helping locate real property parcels on ownership plats and facilitating access to pertinent records. This department is led by Leann Kilts, a dedicated County champion with an astounding 43 years of service in the Recorder's Office. Leann was awarded Recorder of the Year in 2021, is a certified cadastral mapper, and has led the Recorder’s Office through decades of advancement from hand drafting and assembling deed books through CAD and electronic recording to Interactive access to property records from phones.

Every year at the Weber County Junior Livestock Auction, miracles happen as the community shows up to support our youth. This year was no exception. Usually the highest bids are reserved for the first animals in the ring, the Grand and Reserve Champions of each species. This year, the highest bid went to a young man who was the second to last exhibitor of the day, with one of the lightest market goats in the fair. With a sparse and tired crowd left, Tyler Orme, who had waited 9 long hours entered the ring with his market goat Pip.
Tyler is a 15-year-old Pleasant View resident who will be attending Weber High School this year as a sophomore, and also has Down Syndrome. His mother Kristine was sitting on the front row and could hear people whispering around her. She knew then that something big was about to happen but had no idea what was in store.
Bids started flying left, right, and center rapidly jumping to $50/lb then $120, $160 and with the help of combined buyers from the Weber County community, ended with an astonishing $180/lb (more than $11,000!)
As the bids climbed, Tyler’s smile grew, he danced back and forth and hugged and kissed his goat. His father, David, joined him in the ring with tears in his eyes.
Miracle at the Junior Livestock Auction
The road that led Ty and Pip to the Weber County Fair wasn’t an easy one. Although Ty has tried his hand at showing market hogs and lambs in the past, this was his first year raising a market goat. His 4H leader, Joe Giordano helped his family select just the right goat. Pip had been the runt from a set of triplets, had been bottle fed and loved humans. Ty and Pip hit it right off. Ty fell in love with taking care of her and spent many days and nights with his muck boots on in her pen. One day they took Pip and his sibling’s show goats to Joe’s house to practice and she came out of the trailer on three legs. They spent weeks trying to get her leg better and get her weight up to meet the fair specifications. She had stopped eating and required a lot of care to get her feeling better. The night before weigh-in, she was one pound underweight. They were afraid that Ty would not be able to show, but by some miracle, the day of weigh in came and she barely came in at fair weight. The market goat show went better than expected for Tyler and Pip. His happiness was radiating as he showered her with affection in the ring.
Ty’s family would like to extend a big heartfelt thank you to everyone who made this possible. They know a lot of work and sacrifice went into it, behind the scenes. This year will surely be one for Ty and his family to remember.

Hudson Marriott is 13 years old and his steer Maverick won Reserve Grand Champion Market Steer. Hudson has been in 4H for 5 years. Maverick came from Wisconsin and weighed in at 1311 pounds. Hudson also won Grand Champion Intermediate Showmanship and won his weight class. He wants to tell all his fellow competitors to ‘Never give up. Work hard and work every day with your animals.’ He also wants to thank his Mom Amy and his Dad Matt for all of their support and hard work to help him get to this point. He raised and sold his steer in memory of Uncle Randy Marriott, who was a pillar in our community and a huge supporter of the Junior Livestock Program. Thank you to his buyers Jerry Moyes and Jeff Hales.

The word "influencer" brings up a certain imagery these days. It tends to be of the trendy, fashionable sort-people with a large social media following with the ability to persuade their niche audiences to purchase products or simply click a like or follow button.

Utah Military Academy

He has a passion for teaching and mentoring youth.
Nearly fifty years in the military provides Major Workman with an immense background of experience, education, and expertise that is unmatched. After spending nearly two decades as a Junior Reserve Officer Training Corps (JROTC) instructor, he recognized that there was something missing. He wanted to find a way to connect with more cadets and help more young people achieve their potential. The Utah Military Academy was established in 2014 to accomplish those missions.
“My greatest moments are when former cadets return and share their successes,” he reports. Former students find success in the military and out, in
college and technical or vocational schools, and in every aspect of life. He loves seeing the light come on in the cadets’ eyes when they start to realize their potential and accomplish things that seemed impossible.
The Academy is neither a reform school nor a funnel to the military. Only about 35% of cadets at the Academy go on to join the military. Rather, the Academy is a place for young people to experience education as they find their own paths forward. The school offers programs for those interested in music, art, computers, flying, athletics/team sports, medical fields, and many others. The Academy has also established relationships with Weber State, OTEC and DATC to help provide cadets with additional resources and opportunities. Cadets have found success with service academies, and Ivy League schools, along with opportunities for direct admission and scholarships with several universities.

Ryan started Connection Publishing in 2016 with the support from his wife Melissa launching with a single magazine and a goal of creating “connection” in the community. As the first publication date approached and he had spent all his time selling ads, he quickly enrolled his wife Melissa to help generate articles, recipes and other content.
Now in 2023, Connection Media Co. has grown to include five print magazines and a full range of digital marketing products, as well as branding and marketing education. Ryan wrote The Get Attention Marketing Handbook that he uses as the curriculum for his courses. He recently partnered with Ogden Technical CollegeCustom Fit to offer marketing training to business owners. Our team now includes seven employees and fifteen contractors, who sell advertising, create designs, manage the office, and support the company. “No matter how much we grow, our goal is still the same, to create connection.”
Ryan supports the community by building up other businesses. “I look up to small business owners like sports fans look up to their favorite athletes,” Ryan says. “There

is something special about someone who wants to build something, often something from nothing.”
Ryan has always loved helping others learn. “In college, I was an education major. But I didn’t like the pay scale, so I decided not to pursue that career.” Instead, Ryan ended up in sales, and quickly became a manager, training others to improve their sales skills.
He still loves teaching and is an excellent communicator. One of his gifts is explaining things so people can easily understand. “I want to be super clear and honest in all my communication. That’s the core of everything I do.”
His goal is to share his skills in a way that helps the local business community grow.
“I want to them do well, to succeed, to be better than they were. I own a small business myself and I teach my best skills in marketing and sales with an emphasis on my favorite people, small business owners. As we help each other, we can grow together.”

Kannon Sappington
Kannon, a 15-year-old sophomore at Fremont High, is a young man who knows his own mind. Classroom learning hasn't come easy, his thoughts wander to hunting or his future. That all changed when his sixth-grade teacher recognized his innate abilities. "I'm a hands-on, outside kind of learner," Kannon shared, and his teacher understood that. "It changed me. I believe in myself more and have proved to myself that I am capable. I've always loved the Western way of life," he continued. "I love hard work and being outside."
People tell Kannon he was born 100 years too late. Kannon started rodeo at age 12 and has worked hard to get to where he is now. He's had two great rodeo seasons with high school and youth rodeo.
He began steer wrestling this Spring and, in his words, "ended pretty well in the state." He also did well in trap shooting, team roping, and saddle bronc. "I hit some big goals," said Kannon. He was recently given a "little filly. I've done all her training. I'm excited for our future together at our first rodeo, and the day I take her on a hunting trip."
In addition to owning his own lawn business for five years, this summer Kannon worked construction, "learning how to do it all." He shoots trap with the Ogden Clay Dusters and loves to fish. Kannon has high aspirations and would like to do Pro Rodeo someday.
A little filly tells me that there's no doubt Kannon will.
Codie Sumner
Codie began rodeo at age ten. Her family, who now owns a 20-acre farm, moved around the country for five years for her father's job, living in a travel trailer from the time she was in kindergarten to fifth grade. Her parents grew up around horses and the rodeo, so it seemed natural that once the family settled in West Weber, Codie might want to do the same.
"Because I got a late start in rodeo, I was determined to put in the hard work needed," shared Codie. Codie's commitment is apparent by the hours she devotes, helping with the cattle, horses, and goats on her family's farm, working the front desk at a local assistant living facility, and practicing barrel racing, pole bending, goat tying, and break-

away roping two to three hours a day. Now a sophomore at Fremont High, Codie has managed to be on the high honor roll every year since junior high. She is also a member of FFA, showing pigs. She competes on four different horses, but her favorite horse is Bling, her barrel horse.
"My favorite event is barrel racing," said Codie. "And, Bling has helped me meet all my goals in that event."
Codie's goal this year is to qualify for the Junior NFR in Las Vegas in December. She plans to become a CNA while at Fremont, helping at the assisted living facility. She hopes to earn a scholarship through rodeo, compete in college rodeo, and ultimately be a veterinarian.

The Ungrateful Cow

Summer definitely got the best of the Bittons so Silo Part Three… will be coming… sometime. In the meantime, I wanted to share what I learned about cows this summer—they can be ungrateful! Remember the time my husband brought home a random mini Angus cow whom we lovingly named Snots? I got a wild hair and decided to turn Snots into a family milk cow. So: I prepped, read, and learned, before her calf was born. My goal was to get a freezer full of grassfed butter.
Last fall we went to Ireland and one of my Irish cousins asked if I had noticed that their butter “was the proper color,” meaning dark yellow. I asked why their butter was darker and she said it was because their cows were fed properly! Most dairy cows in Ireland are milked and then turned out on the lush green, belly-high pasture until their next milking. The grass adds all sorts of good stuff to their milk and cream.

into this adventure totally blind. Operation Lots of Butter commenced… until we ran into a large snag. Angus cows aren’t sweet like Jerseys. Snots was not on the bandwagon if you get my drift. I really can’t figure out why she was so ungrateful—she got to spend most of the day away from her calf in the pasture happily eating, receiving an allyou-can-eat buffet of hay and grain while being milked, and reunited with her calf for the night.
My intent was for this to be a ‘me project’ not a ‘me and the husband project’. Unfortunately, Snots wasn’t cut out to be a family milk cow and my feral farm children didn’t like the milk. We even went as far as scrubbing the ‘best buy’ date off an old Costco jug and filling it with Snots milk. The kids barely batted an eye and called my husband and me out on our milk scam. The only saving grace to this whole sad story? I did make one batch of butter. All two tablespoons of it! It was really good on my homemade sourdough bread and it was the proper color! Maybe next time we make a bad animal decision it will be to bring home a sweet milk cow…

Every now and then you just need a quick and delicious way to indulge!
Bachelor’s Delight
This is a recipe that has been passed down for a couple generations and it brings back fond memories of family gatherings at grandma and grandpa Frehner’s house. This is so easy to make, fills up tummies and is delicious. Hope your family enjoys it as much as our family does.
1 bag Fritos
Chili (2 cans chili, 1 can black beans, 1 can diced tomatoes with Jalapeños)
4 cups shredded cheese
6 cups chopped lettuce
1 can diced olives
1 tomato, chopped
1 bunch radishes, chopped
1 container ketchup or salsa
A dollop of sour cream on top
Spread Fritos on a plate and layer with chili, cheese, and vegetables. Top with sour cream, salsa or ketchup and enjoy!
Kitchen Sink Cookies
When I saw these I had to try them. The recipe was found all over Pinterest. Some call it Kitchen Sink Cookes, or Pretzel Cookies, or Rockstar Cookies. Whatever you call them, know that they are super yummy and a must try. To be honest it felt a little weird putting potato chips in my cookie dough. After trying them I learned that those different combinations created a good balance of salty and sweet and soft and crunchy. My children loved them. I loved the toffee in the cookies as well. Great recipe. Best when eaten fresh.
1 cup butter, softened
1 ½ cup semi-sweet chocolate chips
2 cups flour
¾ cup light brown sugar
½ cup white sugar
1 tsp. baking soda
2 tsp. vanilla extract
1 large egg
1 cup toffee bits
1 cup Ruffles potato chips, crushed
½ cup pretzels, chopped
1 tsp. salt
Preheat oven to 325 degrees. Combine flour, baking soda, salt, and brown and white sugars in a mixing bowl. Then add your wet ingredients butter, egg and vanilla, and mix well. This is your cookie base. Then add chocolate chips, toffee, chopped up chips and pretzels. Mix in your blender until every ingredient is evenly spread throughout dough. Place cookie dough balls on a nonstick sprayed cookie sheet and bake in the oven for 10-12 minutes or until the edges are golden brown. Let cool on a cookie rack or on counter and enjoy. Perfection when eaten with a tall glass of milk.

Ten years ago, I published an article containing advice I would give to couples contemplating marriage, based on my own personal experience with marriage and what I had learned after ten years of practicing family law. With an additional ten years under my belt and my own children planning to take the plunge, I thought an update would be timely.
Here are seven things I wish people knew before they married:
1. Marriage is hard - There are no “happily ever afters.” It takes work, effort, and dedication to have a healthy marriage. You have to invest in the relationship, which requires you to give time and attention to it. Marriage is not for the faint of heart, but a healthy marriage is worth it.
2. Communication. It is so important to communicate; it is even better to communicate well. Take time to talk with each other about the business of the marriage as well as other things. Talking with each other can pay huge dividends.
3. Counseling can help. If you are struggling to talk with each other or find that certain topics always create problems, get help. A professional can help set up some rules and be a neutral place to discuss the stickier topics. Avoiding hard subjects does not solve problems, so tackle them with help.
4. Set expectations. Even after 24 years
of marriage, I am learning about our different expectations. When I was first married, my wife assumed that I would fix the cars because that is how it worked in her home. She didn’t know that I knew nothing about cars. Talk about the expectations, like who takes out the garbage, who mows the lawn, who puts away the laundry, etc. There is no right or wrong answer; do what works best in your situation.
5. Make a financial plan. Everyone getting married should know what a budget is and how to use it. Financial issues can quickly lead to divorce. Knowing what comes in each month and spending less than that amount is a surefire way to avoid those issues. An ounce of budgeting can be worth a pound of marriage counseling.
6. Take time for yourself. It is okay to develop a hobby or pursue your own interest. It is not necessary to do everything together all the time. Having separate activities can improve the quality of your marriage. But, remember to keep it in balance. You cannot neglect your spouse in the pursuit of your hobbies and expect to have a happy home.
7. Be patient. All good things take time, and a healthy marriage can be a very good thing. You can expect to have cloudy days, bumpy roads, and challenges in marriage. Don’t let a bad day ruin a hundred good ones.
