Armin M. Sayson is the new Chair for NaFFAA Region 3-East. He first participated in a NaFFAA event in 2000 when, during his first term as President of the Philippine-American Society of Greater Dayton, he attended the “Making Our Power Count” National Empowerment Conference in Las Vegas as a delegate of the Ohio Chapter under NaFFAA Region 3. Over the next several years, he didn’t pay much attention to NaFFAA because, to him, it was just another Filipino-American organization and he was busy with his local Fil-Am organization, his full-time job as a Government contractor, and with his military service as a Major in the Air Force Reserves. When he attended his second NaFFAA event in 2005 for the Region 3 Empowerment Conference in Michigan, Armin took on a more active role in the organization and was elected as the 2005-2007 NaFFAA-Ohio Vice-Chair. Then-Region 3 Chair Ed Navarra also asked him to serve as the region’s Database Director, Communications Chair, and Webmas-
Leader on the Spot ter. Since then, he has served as the 2007-2009 Ohio Chair, 2009-2013 Ohio ViceChair, and 2013-2015 Region 3-East Co-Executive Director. In 2012, Ed Navarra, as National Chair, appointed him as the NaFFAA Director for Technology and asked him to rebuild the NaFFAA National website. The newly-rebuilt website became the depository of NaFFAA’s significant milestones, and provided the mainstream with a wealth of information about what NaFFAA is all about. Recognizing the value of social media, Armin also created the NaFFAA National Facebook and NaFFAA National Twitter accounts. Armin M. Sayson Chair, Region 3East
Among Armin’s goals for 2015-2017 is to lead the region in supporting the Filipino Veterans Recognition and Education Project (FilVetREP) by raising awareness of the WW II Filipino Soldier’s contributions to the US war effort and seeking congressional support for the Congressional Gold Medal Act of 2015. He also plans to increase region membership by promoting NaFFAA to the Filipino-American organizations within the region. To date he has successfully signed up 42 paid members. His other goals during his term are to establish processes for raising, tracking, and reporting funds within the region; obtaining taxexempt status for the region; and to conduct at least one regional event that will unite region members in a common activity. Armin was a behind-the-scenes leader during his high school days in Ateneo and his Air Force career. Upon his retirement as an Active Duty and later as a Reserve officer, he assumed greater leadership roles within the Filipino-American community, both at the local and regional levels. Ed Navarra finally told him before the 2015 Region 3 East Empowerment Conference in Kentucky, “Panahon mo na!” Key to his successes are his desire to make a positive difference in this world while he still can, his can-do attitude, his pursuit of excellence in the challenges he takes on, and a loving and supportive spouse! NaFFAA Marks Filipino American History Month by Urging Congress to Pass the Filipino Veterans Congressional Gold Medal Act Washington, DC – With this month’s nationwide commemoration of Filipino American History Month, NaFFAA is calling on the U.S. Congress to recognize Filipino and Filipino-American World War II veterans for their wartime service to the United States. October is recognized as Filipino American History Month, when the contributions of the Filipino American community are celebrated across the United States. In recent years, the Senate and the House of Representatives have passed resolutions officially recognizing October as Filipino American History Month on an individual basis for a given year. Various states, counties, and cities have also established proclamations and resolutions declaring observance of Filipino American History Month. The movement to obtain national recognition for Filipino and FilipinoAmerican World War II soldiers across the United States and Philippines for their wartime service to the U.S. continues to gain momentum during Filipino American History Month. “We thank the bill’s sponsors – Senator Mazie Hirono and U.S. Representative Tulsi Gabbard – for championing the cause of our veterans by introducing legislation awarding the Congressional Gold Medal to Filipino veterans,” says NaFFAA National Chair JT Mallonga. He noted that HR 2737 and SB 1555 are companion bills, which acknowledge over 260,000 Filipino and Filipino-American soldiers who responded to President Roosevelt’s call-to-duty and fought under the American flag against the Imperial Forces of Japan during World War II. Mallonga also commended community leaders across the country who have so far secured the cosponsorships of 14 Senators and 33 US Filipino World War II Veterans observed Bataan Day at the World War II Memorial earlier this Representatives. “But we have a long way year. Director of the Veterans Equity Center and FilVetREP Board member: "Many Americans today enjoy peace and prosperity due in large measure to our veterans' uncommon valor and unheralded contributions to the war effort. As we honor them, we must commit ourselves to celebrate their achievements not only during Filipino American History Month but every day and every where, through our own acts of selfless service to our community and country. We keep their story alive by continuing to fight for the same cause for which they gave their lives." The initiative behind the recognition of Filipino and Filipino-American World War II veterans is the Filipino Veterans Recognition and Education Project (FilVetREP), a nonpartisan, community-based, all-volunteer national initiative whose mission is to raise awareness through academic research and public information and obtain national recognition of Filipino and FilipinoAmerican WWII Soldiers across the United States and Philippines for their wartime service to the U.S. and the Philippines from July 1941 to December 1946. Justice for Filipino World War II veterans has always been a priority issue for NaFFAA as it continues to mobilize the Filipino American community for greater civic participation and political action. “Let’s make Filipino American History Month truly a time for celebration by doing everything we can to hasten the awarding of the Congressional Gold Medal to our veterans,” adds Mallonga. “They have waited for more than 70 years and the least we can do is take 7 to 10 minutes of our time to call or e-mail our Senators and US Representatives. Let’s do it now for our veterans!” 2
Statement of NaFFAA National Chair JT Mallonga on the Pope's Message to Congress The message of care and compassion conveyed by the Pope, particularly as they relate to immigrants, is very encouraging. He said that we should not be fearful of foreigners "because most of us were once foreigners." As a son of migrants himself, the Pope reminded members of Congress and all the highest officials gathered at the joint meeting, that we are all "descendants of immigrants" and therefore must be welcoming of those who come to this "land of dreams" to pursue a better life for their families. We hope our political leaders will take the Pope's message to heart, set aside their differences Google pics and pass a comprehensive immigration reform bill soon. This legislation The Pope addressing the US Congress will go a long way in uniting and strengthening families, which is essential, as the Pope aptly puts it, to "the building of this country." As Filipino Americans we have a role as well in nurturing a "culture of care" in this great and affluent nation where millions of people continue to suffer in a cycle of poverty and hunger, where millions more are excluded from reaping the fruits of economic prosperity, and where the earth - our own environment and "our common home" - is deteriorating because of our lack of responsibility.
NAFFAA NY State Chair Receives Outstanding Community & Advocacy Award Steven Raga is the New York state chairperson for the National Federation of Filipino American Associations (NaFFAA), board chair of Pilipino American Unity for Progress (UniPro), and the director for community affairs at the Forest Hills Asian Association. His community work began as a student leader, which led to the founding of Filipino American Civic Engagement (FACE) where he served as founding national chairman and in 2010, UniPro as its founding president. Steven has had many distinguished postings with socio-civic institutions in the Asian Pacific Islander American community, a true advocate of immigration reform, veterans’ equity, migrant rights and good governance. 3
NaFFAA San Francisco & Other Fil-Am Organizations Honor Draves Region Chair 8 Rudy Asercion leads NaFFAA’s participation in honoring Victoria Manalo Draves, with a bronze plaque. Victoria Manalo Draves, is the first woman and the only Filipino-American woman in history to win gold medals in the Olympic Games. She was born December 31, 1924 in San Francisco to an English immigrant mother and Filipino immigrant father. In October 2006, San Francisco opened its newest city park and named it Victoria Manalo Draves Park. However, visitors and kids who play at the park daily do not know who the park is named after. In 2013, I came up with an idea of installing a plaque that would tell everyone visiting the park about Victoria Manalo Draves. The San Francisco Parks and Recreation Commission recently approved the installation of the bronze plaque describing Victoria’s triumph in the1948 London Olympics. It will be unveiled at 10:00 am on October 10, 2015 at the front entrance of her park located on Folsom Street between Sixth and Seventh Street.Among the community sponsors honoring her with this free event featuring entertainment, food and drinks are the Filipina Women’s Network, the San Francisco Manila Sister City Committee, the Philippine American Press Club, the San Francisco Filipino American Chambers of Commerce, the University of the Philippines Alumni Association and the Inquirer.

NaFFAA Region 5 Holds Its Benefit Gala

The Filipiniana 2015, a benefit gala will be held in the evening of October 17th and is open to everyone. We would be honored to have you, your family, and your friends to come and support our causes. Proceeds of the gala will benefit the following programs:
Building of a Multipurpose Shelter in Tacloban, Leyte for temporary housing of families who remain homeless after two years of devastation by typhoon Yolanda. Almost two years after typhoon Yolanda, there are still several families living in danger zones, making do in makeshift shelters. Despite this dire need, the local government is unable to respond adequately for two reasons: 1) it is resource-constrained in providing permanent shelter; and 2) its excruciatingly slow acquisition of land will be further hampered by the upcoming elections. The local government estimates that it will take 3-5 years before permanent shelters are completed. With the city’s vulnerability to disaster and the risky dwelling condition of families along the coastal areas, there is an urgent need to relocate these families to safer grounds, especially with the onset of the rainy months. Once permanent housing has been built, it can be used as a community multi-purpose building. Your support to this project will impact the lives of 290 families in a big way.

NaFFAA Region 5 Organizes Consular Outreach Services Through the efforts of NaFFAA Region V, the Philippine Consulate General in San Francisco came to provide consular services to the Filipino Community in Denver. The event was held at the Crosswinds Church 15801 E Centretech Cir. Aurora, CO, 80011 on September 4-5, 2015. Services provided include passport renewal, application for dual citizenship, or registering to vote in the Philippines. 5

CONGRATULATIONS to the NaFFAA’s National Newsletter Team on the 3rd year anniversary of the newsletter. This is an important milestone in NaFFAA’s history! Having a consistent monthly publication that documents the many activities of its directorates, regions, states, and chapters, is a testament of NaFFAA’s work on empowerment and advocacy. The newsletter is a reflection of a dynamic organization and the result of collective work and commitment of its officers and members. A special thank you to Ryan Tejero, the Editor-in-Chief, for his hard work and dedication. The pictures you include with the reports is great because we can then associate face to name of our kababayans throughout the Regions since we meet primarily by teleconference. In the future, I hope that you report on programs that each Region is doing to keep in compliance with our Mission and 501.C.3 status. It might be helpful as well to have an article defining duties and Fiduciary Responsibility of each Executive Officer and Board of Governors. The NaFFAA Newsletter is a wonderful means of keeping all NaFFAA in touch with one another and a source of encouragement to maintain integrity of NaFFAA. Keep up the good work Ryan!

Today, we celebrate and extend a prideful salute to the Newsletter Editor, Mr. Ryan Tejero. The information and news items published in the NaFFAA Newsletter for 3 years now have been made possible through the collaborative efforts and stewardship of many NaFFAA’s hardworking officers and members. We are truly blessed to read, and get informed of the outstanding community service of our leaders that surely touches and make a huge difference in the lives of others. A prime example was the newsletter feature on NaFFAA’s Typhoon Relief & Fund Raising campaign initiatives that brought a lot of support and assistance to the super typhoon victims in the homeland. NaFFAA’s Partner in Empowerment & Advocacy: Leo M. Herrera-Lim
There is no particular pattern on the daily activities of a Consul General of the Philippines Philippine Consul General based in Los Angeles. The significant size of the Filipino community in Southern California (about Southern California, Southern Nevada, Arizona, New Mexico, and Texas 825,000 according to the 2010 Census) and the other jurisdictions of the Consulate (i.e., Southern Nevada, Arizona, New Mexico and Texas) presents tremendous daily opportunities and challenges. Imagine that when I was Consul General in Chicago, I covered 16 states and yet the total Filipino population in all those States is not even half of Southern California. Passports, Dual Citizenships and Voters Registration. At any given day, the Consul General will have to address issues on passports, dual citizenship or voter’s registration. About 100-150 consular applicants visit the Consulate daily at its new site on Wilshire Boulevard and many of them appreciate the constant improvements in the consular offices and the delivery of services. I hope more resources will be made available in the near future to enhance customer service through a user-friendly appointment system, improved turnaround time in the production of passports and a robust online presence to engage the Filipino client.

Expanding Our Network. In order to broaden its reach within its areas of jurisdiction, on any given day, the Consul General also meets up with organizations to progress joint programs, such as the Los Angeles World Affairs Council, the American Jewish Committee and the Anti-Defamation League. There are also Fil-com groups like Philippine Workers Center, SIPA, Fil-Am Arts, Kalayaan that periodically meet with the Consul General to collaborate on activities that promote awareness on the Philippines and elevate the respect for the country and the people. In the recent Special Olympics in Los Angeles in July, our networking has allowed us to showcase Kayamanan ng Lahi of SIPA at the world stage of athletes. In another priority sector, we have had several town hall meetings on disaster preparedness with FEMA, the American Red Cross and the Fil-com Group PEDRO.
Consular Corps activities. The Consul General also collaborates with the other Consuls General in the area (as Los Angeles has one of the biggest concentrations of consulates) in discussing matters of mutual concern and promoting trade and investment. Early this summer, we had an ASEAN Trade and Investment Promotion Seminar over lunch with the Los Angeles Port Authority and attended by hundreds of businessmen interested in ASEAN. Celebrating the Success of Filipinos. A Consul-General’s day may also include celebrating the individual success of a Filipino, as it lifts our whole community in the eyes of American Society. In the past year, the Consul General attended, on 2 separate occasions, the installation of 2 Filipino-American judges into the Superior Court of Los Angeles County. Visiting with Philippine business establishments. My day may also include a visit to the one of many Philippine-inspired businesses operating in Southern California and interacting with their owners and/or senior officials. Companies like PNB, Globe, Smart-PLDT, Seafood City, TFC, GMA, Island Pacific, Leelins, Ayala Land, Megaworld, Jollibee all have presence in Southern California. Our basic thrust in Los Angeles continues to lean towards creating greater awareness and respect for the Philippines and our people. Towards this end, we anchor our partnership with our community in delivering better service and enhanced customer experience. We have moved our Consular office to a better location that provides our consular clients with a welcoming environment and vastly improved service. In the next 12 months, we intend to further ramp up our efforts in reducing the transaction time of clients, shorten the turnaround time for passport production and delivery and make excellent customer service an integral part of our work culture. We will continue to build upon our gains in recent months on increased dialogue and involvement with the 2 nd, 3rd and succeeding generations of Filipinos as they embark on their own search for the best way to connect with the motherland and their heritage. We have seen entrepreneurs re-connect and establish viable and admirable social enterprises. We have been wowed by a deeper cultural understanding by many Fil-Ams who wish to be the foundations of our cultural presence in American society in the future. We are also beginning to see more involvement towards having a definitive presence in government and policy making. We also move towards wider economic partnerships for US companies located within our jurisdictions and the Philippines. We have seen investment companies, IT firms, health-oriented enterprises, creative industries (e.g. animation, game development, motion picture) and consumer goods. Our people have seen good days, tomorrow will be even better. Let’s make it happen. Let’s get started!

NaFFAA Region 10 Holds Civic Engagement Event
NaFFAA Region 10 and the San Diego Registrar of Voters organized a successful Round Table Discussion on Civic Engagement on Tuesday, September 22, held at the Registrar of Voters Conference Room, located at 5600 Overland Ave, San Diego, CA 92123. The goal of this initiative is to promote unity among Filipino Americans and to increase political awareness through FilAmVote: “Panahon Na na tayo ay magkaisa!”

ALEX ESCLAMADO SCHOLARSHIP GRANT PROGRAM The National Federation of Filipino American Associations (NaFFAA) is inviting qualified applicants to the Alex Esclamado Scholarship Program for Human Services. To be eligible, applicants must: Be Filipino or Filipino of descent residing anywhere in the United States Currently registered in second year in college pursuing a Bachelor’s degree program in Human Services field* Have a minimum cumulative GPA of 2.7 on a 4.0 Scale in the first year of college Submit one (1) Letter of Recommendation from an authorized officer of a community service organization (or church or civic organization) who can attest to the applicant's on-going involvement Submit an essay in one of the following topics: a) Alex Esclamado's vision was to encourage the active participation of Filipinos in America in this country's political and economic life. Why is civic engagement, such as voting in elections or running for public office, important for the Filipino American community? b) Do you agree with the observation that Filipino Americans are "invisible" in the American mainstream? Award Amount: One time Scholarship - $1,000 There are 3 Scholarship Grants Available for the School Year 2015-2016 Deadline for Submission: Friday, October 30, 2015 HOW TO APPLY: Qualified applicants may complete the Scholarship Application Form, with the following required copies of: Proof of US residency (Valid ID issued by state or federal agency) Proof of school registration indicating that the applicant is registered in the second year of a degree program in Human Services field Proof of completion of the First Year Level in college indicating the required GPA criteria Signed Letter of Recommendation in an official letterhead of the community organization Signed Essay Completed Scholarship Application Form must be forwarded to Brendan Flores, Chair of Alex Esclamado Scholarship Grant Program at brendan.q.flores@wellsfargo.com no later than Friday, October 30, 2015. Any application sent later than this date or incomplete application will disqualify the applicant from the selection process. Only qualified applicants, with complete application shall be notified with results by email on Friday, November 20, 2015. The decision of the Scholarship Committee is final.
