The turnout for the 4G LTE contest, which was launched through Twitter and Instagram last June, has been great, as evidenced by the large number of participations and tweets by subscribers. The speed of data downloading from mobile Internet amounted to 82.95 MB. Commenting on the contest, Huda bint Said Al Ghabshi, acting social media manager at Omantel, said, “The contest provided a good opportunity for subscribers to test the high speed provided by the first 4G LTE network in the Sultanate. By sharing the captured speeds through two social media platforms, the public to learnt about first-hand tests done by customers”. The captured images were shared on Twitter and Instagram and winners were divided into two categories, those with most “liked” and re-tweeted picture, and the second one with the highest speed captures. The first winner with the most

I am an expatriate staying with my family in a rented flat for the past 12 years. My building is managed by a reputed estate agent company in Ruwi. I had approached them prior to my lease agreement’s expiry and requested them to renew it. I had consented to an increase of approximately 22% of my present rent. My flat’s Municipality lease agreement expired on August 31, 2013 and my estate agent is forcing me to vacate my flat and demands to increase rent by almost 100% per cent of my present rent. Is any help available to me for settling this dispute through the Municipality? My estate agent informed me that presently there is no law on annual rental increase and sky is his limit! Please help. Sudha K. Nair It is quite unfortunate that a tenant living in a flat for a continuous period of 12 years is put into a predicament wherein he has to write such a letter to this forum. It is a poor reflection on the conduct of many of the so called real estate management companies in the country. It is a matter of shame for such companies and the country as a whole. Due to some ambiguity and uncertainty prevailing after the latest amendments to some provisions of Royal Decree 6/89 defining the relationship between landlords and tenants, there are several complaints that some unscrupulous elements operating in the real estate sector and a few landlords are taking their tenants for a joy ride by making manifold increase in the rent. They have been forcing the tenants to vacate the premises in case they do not agree to such flexing of muscles by the landlords

Neither the landlord nor his employees or agents are entitled to enter any leased premises without the explicit permission of the tenants, and any unauthorised entry would amount to criminal trespass. Any dispute should be settled through the legal system

At a stage, when such complaints were brought to the attention of the concerned authorities, the Municipality, through media, had clarified that it would be illegal on the part of the landlords to demand such exorbitant increase in rental values. No one, (including the government), is against reasonable increase in rental values, justifiable in prevailing market conditions, but that cannot be treated as a licence to loot hapless tenants. I hope that the authorities would address this issue on priority basis and close any gaps that are there in the implementing regulations with respect to increase in rental values. You may take up the issue with the concerned municipal authorities and seek their intervention to settle this matter. At the same time, from your letter it is not clear to me whether your estate agent has served you any proper notice for increase of the rent. As you mentioned that your agreement expired on August 31, 2013, you must have received such a notice by May 31, 2013. If you did not receive any such notice on this date, all the existing conditions in your expired lease will continue to prevail on you and the landlord, and there is no need for you to agree on any increase in the rent. This will not, how-

ever, be applicable if you have already consented in writing to the landlord that you are agreeable to an increase of 22 per cent over the present rental value. I would also like to call the attention of the readers to another common practice in the country wherein some landlords or their agents resort to disconnection of electricity, water or other utility services to force tenants to vacate the leased premises. This is a clear act of criminal trespass by the landlords or their agents and they should be dealt with the relevant provisions of Oman Penal Code in this respect. Any dispute between the tenant and the landlord should be settled through the legal system in the country. Neither the landlord nor his employees or agents are entitled to enter any leased

premises without the explicit permission of the tenants, and any unauthorised entry would amount to criminal trespass. If all the people take law into their hands and decide on the course of action, there is no need for any law enforcing mechanism in the country. Anyone affected by such uncivilised behaviour of real estate agents or landlords may approach the authorities including the Royal Oman Police to get their utility services reinstated on war footing. Prof Michael Modigell GUtech’s new rector STAFF REPORTER MUSCAT: GUtech’s new rector brings with him energy, enthusiasm and a wealth of experience as he assumes the top post at what he hopes will soon be the best technical university in the GCC. Prof Michael Modigell left his position at GUtech’s parent university RWTH Aachen University in Germany, packed his bags, and came to Oman in the heat of high summer. Though he had other job offers to lead research work in Spain and Italy, it was the idea of a European-influenced technical university in the desert that intrigued him and he couldn’t resist the opportunity. “This is completely different from the things I have done in the past. Now I will be with a university as well, but in a different position. I can bring my experience gained while working with the industry. I spent 30 years in the industry. I can also bring my experience from my work with the university. I know the structure of a German university. I know how to ensure cooperation between a university and industry, which is something we want to apply here,” he told the Times of

Oman, sitting in his airy office at GUtech’s campus in Halban. Modigell is a physicist who has worked and carried out research in a number of fields including Process Engineering, Environmental Engineering and Material Sciences. He also has over 10 years of experience in the chemical industry in Germany. He hopes to bring his personal experience to GUtech and let the students benefit from it. Students at the GUtech will have access to more expertise and hardware that is available in Germany, as well as the strength of the European education system, which is centuries old and has long ties to the industrial sector. In Europe, the universities and industries work very closely together to solve problems, make new discoveries and innovations, and offer practical training for students. This is the approach he would like to see developed even further at the GUtech, while at the same time adapting it to the best of Omani traditions. “What we try to do is to cover the gap between the Omani tradition and the traditional European

approach to education. At the end of this term, we can go to Germany and present our German colleagues with ideas we have developed in Oman which is something different than what is practiced in Europe now and better, such as their traditions and ways to approach life, including learning to be patient,” Modigell explains. Among his plans for the GUtech are new programmes including several part-time courses in railway engineering, which will be an asset for students interested in working in the new GCC railway, and a new Master’s programme in Urban Planning. Both of these have been launched this semester. “Our idea is to educate the students as broadly as possible so that they are able to cover a lot of job demands around the region, not just transportation,” he says. While he may be the new to the role of a rector at the GUtech, Modigell isn’t a complete stranger to the region. He worked at some desalination plants in the UAE about 30 years ago, but says this is first time he will be truly living in a country that is so different from Germany.

REJIMON K reji@timesofoman.com MUSCAT: Four days after four laptops were stolen from his office, the CEO managed to reclaim these at the Ruwi Police station yesterday, thanks to the combined force of a police investigation and an unusual sleuth — a clever computer application. An anti-theft software, which the CEO had installed in his office laptops, helped him track down and nab a woman thief, a member of his own company’s staff, who had allegedly stolen the four laptops from his office in Ruwi last Wednesday. “On Thursday morning, we realised that four laptops were missing. I registered a complaint with the police and activated the anti-theft software with a “missing” update. On Friday evening,

when I was at a meeting, I got the first message that one of my missing laptops was online. “I tracked down the location and even a picture of the person taken by my laptop who had logged in. With the printout of the picture and other details, I rushed to the police station. “Then, with the help of the police, we tracked down the shop and retrieved two of my missing laptops,” the company CEO said. When the police grilled the shop owner who had bought the laptops and checked the visuals from the CCTV camera installed at the shop, they were able to identify the woman thief. “The police questioned the shop owner. Oman calls for a nuclear-free Middle East NEW YORK: The Sultanate reiterated its support for initiatives aimed at making the Middle East a zone free from nuclear and other weapons of mass destruction, aware of the hazards that these weapons pose to the security and stability of states, the region and the world at large. In a speech at the UN General Assembly delivered by Plenipotentiary Minister Nujaim bin Sulaiman Al Abri, Deputy Permanent Representative of the Sultanate to the United Nations, the Sultanate also stressed the right of the states to use nuclear energy for peaceful purposes, adding that an end to the dispute in this area was not possible through any coercive policies and practices, such as sanctions and other measures, which have their limitations and can be weak when it comes to effectiveness, but through serious diplomacy that can help all the states to use nuclear energy towards peaceful purposes. The Sultanate expressed the hope that the international com-

munity, particularly the depositary governments of the Treaty on the Non-Proliferation of nuclear weapons to other states in the Middle East to accede to the treaty and place their nuclear installations under comprehensive control system supervised by the International Atomic Energy Agency. This may contribute towards making the treaty universally applicable and making the Middle East a zone free of nuclear and other weapons of mass destruction, a goal that deserves all the support and backing of all the states, especially the major powers. The Sultanate also expressed regret at the failure of the International Conference on the Middle East in ensuring implementation of the resolution adopted by the Review Conference of the nuclear Non-Proliferation Treaty. The lack of support from some parties to hold such a Conference underlines a lack of understanding of the conditions and goals and the aspirations of the people of the Middle East.–ONA

flydubai launches business class Times News Service MUSCAT: Dubai-based flydubai has announced the launch of business class services, following feedback from its passengers, across its network of 60 destinations. flydubai currently offers 28 flights per week to Muscat, making it one of the airlines’ highest frequency routes. “We noticed a great demand for this service not only from those travelling for leisure or to visit friends and family, but also from business passengers. REGION Iran rejects demand to ship out N-material Tehran and world powers are meeting for talks in Geneva tomorrow

DUBAI/VIENNA: Iran yesterday rejected the West’s demand to send sensitive nuclear material out of the country but signalled flexibility on other aspects of its atomic activities that worry world powers, ahead of renewed negotiations this week. Talks about Iran’s nuclear programme, due to start in Geneva tomorrow, will be the first since the election of Iranian President Hassan Rowhani, who has tried to improve relations with the West to pave a way for lifting economic sanctions. Disappointing comments Iranian Deputy Foreign Minister Abbas Araqchi’s comments yesterday may disappoint Western officials, who want Iran to ship out uranium enriched to a fissile concentration of 20 per cent, a short technical step away from weapons-grade material. However, Araqchi, who will join the talks in Switzerland, was less hardline about other areas of uranium enrichment, which Tehran says is for peaceful nuclear fuel purposes but the West fears may be aimed at developing nuclear weapons capability.

“Of course we will negotiate regarding the form, amount, and various levels of (uranium) enrichment, but the shipping of materials out of the country is our red line,” he was quoted as saying on state television’s website. In negotiations since early 2012, world powers have demanded that Iran suspend 20per cent enrichment, send some of its existing uranium stockpiles abroad and shutter the Fordow underground site, where most higher-grade enrichment is done. In return, they offered to lift sanctions on trade in gold, precious metals and petrochemicals but Iran, which wants oil and banking restrictions to be removed, has dismissed that offer. It says it needs 20-per cent uranium for a medical research reactor. However, Araqchi’s statement may be “the usual pre-negotiation posturing”, said Middle East specialist Shashank Joshi at the Royal United Services Institute (RUSI) in London. “It is easy to imagine a compromise whereby Iran would ship out only some of its uranium, allowing the negotiating team to claim a victory. There are many potential compromises that will be explored,” Joshi said. Cliff Kupchan, a director and Middle East analyst at risk consultancy Eurasia Group, took a similar line, saying Iran was seeking to gain leverage ahead of negotiations. “Still, it is sobering that a lead Iranian negotiator is setting red lines so early. 2m pilgrims in Makkah as Haj begins JEDDAH: Some two million people thronged Mina Valley from the Holy City of Makkah to start the Haj yesterday. Authorities announced at noon that all the pilgrims had reached Mina from nearby Makkah. Saudi Interior Minister Prince Mohammed bin Nayef said the number of pilgrims from outside the country totalled 1,379,531 million, down 21 per cent on last year’s 1.75 million. Around 1.29 million of them had flown to Saudi Arabia from 188 countries, he said, without giving a figure for pilgrims residing in the kingdom whose number is believed to have been halved. The kingdom cut by 20 per cent the quotas for pilgrims allowed in

Security forces are monitoring the holy sites in and around Makkah with 4,200 hi-tech cameras, some of which can cover a distance of 60 kilometres (37 miles). Authorities said more than 20,000 buses are ferrying the pilgrims to Mina, using 58 tunnels under Makkah’s mountains.

But some pilgrims, like Egyptian Mustafa Abu El Wafa, decided to walk the 10-kilometre distance despite the heat and humidity. “I am so excited that I finally managed to perform the Haj,” Wafa said as he walked towards Mina. From Mina, pilgrims will head to nearby Mount Arafat, where they spend today in prayer until sunset. The kingdom has also mobilised huge medical and civil defence resources to ensure the smooth movement of the pilgrims. This year’s minor pilgrimage season, called the “umrah”, during the fasting month of Ramadan in July-August, passed off without peacefully even though millions of Muslims took part. — AFP

Israel bans supply of building materials to Gaza Strip OCCUPIED JERUSALEM: Israel yesterday froze shipments of building materials to the Gaza Strip after discovering an alleged “terror tunnel” into the Jewish state from the adjoining territory, a defence official said. “Due to security reasons, (the army) decided to stop for now the transfer of building materials into Gaza,” Guy Inbar said. Inbar, spokesman for the Israeli defence ministry unit responsible for civilian affairs in the Palestinian territories, did not say how long the ban would remain in force. Last month Israel permitted delivery of cement and steel for use by the private sector into the Gaza Strip for the first time since 2007, when Israel banned their transfer

DATIA (MP): A stampede on a bridge outside a Hindu temple killed 115 people and over 100 injured in Madhya Pradesh yesterday, with many of the victims leaping to their deaths in the water below. Police warned that the number could rise further as medics struggled to make their way through hordes of pilgrims to reach the scene of the tragedy — the latest in a string of disasters at religious festivals. While officials said the panic appeared to have been sparked by a false rumour, witnesses said that the situation escalated when police weighed in with batons. “The death toll has risen to 115 and 10 others are in a critical condition,” Deputy Police Inspector D.K. Arya said after the

Police and state government officials said the stampede at the Ratangarh temple was triggered by rumours the bridge might collapse after being struck by a heavy vehicle around lunchtime. “There were rumours that the bridge could collapse after the tractor hit it,” said Arya. “Many people are feared to have fallen into the river.” Other police sources said that some 20,000 people were on the bridge over the River Sindh when the stampede broke out. However Arya insisted “there was no baton-charge” by the police. Uma Shankar Gupta, the state’s home minister, said authorities had not yet determined why the stampede had broken out, but downplayed suggestions that security to deal with the crowds was inadequate. “There were safety measures in place, this is an annual event,” he told reporters. “We don’t yet have information on how this happened, as our focus is on the rescue effort.” Ashok Argal, a federal lawmaker from the region, placed the blame on crowds trying to rush across the bridge. “It is wrong to say there were any administrative lapses. The administration had taken steps and made fool-proof arrange-

CHENNAI: India has detained an armed ship operated by a US maritime security company and the 35 people on board for failing to produce papers authorizing it to carry weapons and ammunition in Indian waters, the coast guard said yesterday. Coast Guard Commandant Anand Kumar said the ship was stopped on Friday and was being held in the southern port of Tuticorin along with its 10 crew and 25 armed security guards until required documentation is submitted. The crew and security guards included British, Estonian, Indian and Ukrainian nationals, Kumar said. “At the moment the documents are still awaited,” Kumar said. “We have to see how valid are the documents that they do produce towards their entry into Indian waters and carrying arms and ammunitions.” The Sierra Leone-flagged ship Seaman Guard Ohio belongs to Virginia-based AdvanFort, a maritime security firm that specializes in anti- piracy operations. Nadeem, 30, was arrested in Seemapuri here yesterday morning. He named the legislator’s two sons, who are absconding, said a police officer. aiti’s cholera epidemic, now entering its fourth year, has killed more than 8,300 people and sickened more than 650,000. It is a calamity, though one fundamentally different from the earthquake, hurricanes and floods that have beset the fragile country since 2010. It is, instead, a man-made disaster, advocates for Haitian victims contend, asserting the epidemic is a direct result of the negligence of United Nations peacekeepers who failed to keep their contaminated sewage out of a river from which thousands of Haitians drink. The United Nations has refused to accept blame, though the evidence of its peacekeepers’ recklessness is overwhelming. Haiti had been free of cholera for a century until October 2010, when the outbreak began near a peacekeepers’ base that had been leaking human waste through broken pipes into a tributary of the Artibonite River; the peacekeepers were from Nepal, and so was the cholera strain. A lawsuit filed in Federal District Court in Manhattan last week by an advocacy group seeks financial reparations from the United Nations on behalf of thousands of sickened Haitians. The United Nations’ response — as it has been the last three years — was to claim immunity from litigation while expressing sympathy for the dead and infected, and promising to keep working to eradicate the epidemic. The lawsuit’s chances of success are unclear, given the United Nations’ strong claims to diplomatic immunity, a principle embedded in its founding documents to enable the work it does across the globe. But even a body immune to legal claims cannot shed accountability. As researchers from Yale Law School laid out in July in an examination of the cholera fiasco, the United Nations’ immunity does not confer absolute impunity. In the agreement it signed with the Haitian government when it established a peacekeeping force there long before the 2010 quake, the United Nations promised to create a commission to review claims related to complaints about its troops. Such a commission has never been established, the Yale report noted, calling it a clear violation of the United Nations’ contractual obligations to Haiti, but also of its responsibilities under international human rights law. Beyond that, the report concluded, the body “risks losing its moral ground by refusing to comply with the very law it demands states and other international actors respect.” There is no denying that the United Nations has failed to face up to its role in a continuing tragedy. It should acknowledge responsibility, apologize to Haitians and give the victims the means to file claims against it for the harm they say has been done them. It can also redouble its faltering, underfinanced response to the epidemic, which threatens to kill and sicken thousands more in the coming decade. - The New York Times News Service

hile the strategy to tackle the terrorist threat continues to be clouded by a marked degree of confusion on the part of the government — it is clear the militants suffer from no such doubts. Even as politicians dither on about talks with the Taliban, or other measures to combat terrorism, the bombers in our midst seem to know exactly what to do. They demonstrated this on October 10, as bomb blasts hit all four of our provincial capitals. It is uncertain if the strikes were coordinated, but they certainly made a powerful impact. Of the 12 people killed in the attacks, the highest toll came in Quetta, where eight people were killed after an improvised explosive device attached to a motorbike detonated in the heart of the busy Liaquat Bazaar, apparently targeting a police station. A vehicle of the Balochistan Constabulary was destroyed by the blast. In Karachi, three men, apparently terrorists, were killed while apparently transporting a bomb in Orangi Town. In Lahore, one person died in a blast in Anarkali and in Peshawar, three police volunteers were injured when a bomb struck their vehicle. Whether or not these attacks were coordinated, they have driven home a message. They show that the killers we have bred have grown into a monster we can simply not tame. But we cannot allow it to run riot through our country either. Something needs to be done urgently against the militants, who demonstrate no desire to end their killing run. They have shown that they are capable of striking as and when they choose and we obviously need to determine how to deal with these criminals who have already unleashed havoc and who threaten to unleash more. There is simply no more time to lose; a plan needs to be devised and acted on quickly, given that our country simply cannot bear the weight of more death and more destruction. The awful suffering this extracts must be brought to an end and we, as citizens, told how this is to be done by our leaders. - The Express Tribune

t is difficult not to feel a certain affection for Malala Yousafzai. While it would be wellnigh impossible to fully configure her potential, the nearest anyone came to immortalising her universal avatar was a banner in Nepal that read: Every child’s sister, every parent’s daughter. While this may be an emotional call even if well earned, what is not is her incredible courage, defiance against the forces of obscurantism and the unbreakable spirit to fight for the right of children when she herself appears to be a child. The Friday shocker that saw the Nobel committee overlook her candidature for this year’s peace prize is hard to fathom although, to be sure, it is not the first time that an award has left the world agape. The unexpected benevolence for President Obama for what essentially was little more than a statement of good intent when he was still getting used to the Oval office trappings is but just one sampler. The expectation around the globe was that Malala would become the youngest Nobel laureate at 16 — half the age of Yemeni peace activist Tawakal Karman in 2011. However, the Nobel committee plumped instead for the Organisation for Prohibition of Chemical Weapons currently involved in dismantling stockpiles in Syria. While the efforts of OPCW are not in doubt, they have been in the business long enough and only doing what is expected of them. The fact is that a decision of this nature — working to eliminate chemical weapons — cannot proceed without active international support at the highest level of leadership. Technically speaking, submissions for nominations are closed by February 1 every year, and thereafter, the five-member Nobel committee can declare an out-ofthe-box winner, but they are expected to have a solid reason for tearing the script. If the judges were so serious to honour — and possibly, encourage — the dismantling of the Syrian stockpile of chemical weapons — then perhaps, the rightful owner of the much coveted Nobel Peace Prize Circa 2013 should have been Russian President Vladimir Putin, whose intervention at the proverbial eleventh hour potentially, saved the world from a possible disastrous war. If not for Putin playing the peacemaker, and prevailing upon close ally Syria, there is no knowing where a new war would have taken the region, in particular, and the world, in general. However, neither the OPCW nor Putin fell in the calendar, strictly speaking. The only candidate whose pitch reached a crescendo in the lead-up to the coveted prize was Malala Yousafzai. Ever since miraculously waking up from the dead in Britain — thanks to a major reconstruction surgery and continuing therapies — she has been on the road, motivating the world to actively support the inalien-

able right of every child to education, especially girls. Last winter while in Pakistan, I persuaded the thenfederal education minister to push with President Asif Zardari for setting up a fund in Malala’s name for this purpose. We already had the support of Gordon Brown, the former British prime minister and UN Special Envoy on Education. Within days, the idea germinated with President Zardari proceeding to Paris for a multilateral meeting under the UN aegis and announcing the seed money for the fund. Only the other day, the World Bank announced a $200 million donation for the fund. Who — no prizes for guessing though—has made this possible? The Nobel should have gone to Malala not because her very strong candidacy fell in the calendar, but because sometimes the right pick is about timing, especially one whose idea has come. One would have thought the Nobel committee would just seize the moment when it clearly knew she has been a game-changer — as has been proved over the course of a year or so in how Malala, belying her tender years, has led the world. There has never been a more compelling 16-yearold who the world listens to with such rapt attention. She imbibes a universal message, driven by an awe inspiring mien. Pertinently, it comes from someone, who has literally taken a bullet to advance the cause. We’re talking of millions of children out of school here. A Nobel ticket would have acted as a catalyst to turbo charge the cause. Unfortunately, the Nobel committee wasted a terrific opportunity given to them on a platter, so-to-speak. It is not Malala’s loss — she is a young woman (not a child in the sense it is being suggested by well-meaning folks), who will continue to fly high — but it is the world’s misfortune, especially those out-of-school kids, who could have benefited enormously from the potential of a Nobel-prized campaign. Much hype has been created over Malala’s age and ability to cope with the trappings of a Nobel. Frankly, she has already lost — or to be more contextual — put her childhood behind her. She is not being given the credit that is her due in a lot of ways, and one of which is that she has strongly allayed concerns surrounding any vulnerability about age and the ability to cope with the resultant fame and responsibility that an honour like the Nobel could have fetched. Haven’t we all seen how she has been handling it all since waking up from the dead and trotting on the world stage like a (child) leader possessed? The fact is she was already headed for greatness even if the Taliban murderers hadn’t come for her that fateful day when her legend assumed a new halo. American ends life in Egyptian prison cell CAIRO: An American detained in Egypt for more than a month was found hanged in his prison cell yesterday after committing suicide, security officials said. They said the body of James Henry, 55, who told authorities he was a “retired officer”, was found at noon at Ismailiya Awal police station. The US embassy in Cairo confirmed “that a US citizen prisoner in Ismailiya died from an apparent suicide”. “The embassy is in contact with authorities regarding the case and continues to provide all consular services,” an embassy official said. A report from the prosecutor’s office, forwarded to journalists by the foreign ministry, said Henry had hanged himself with a shoelace and a belt. He had been arrested during curfew with “a map of Egypt and a modern electronic device currently being examined”, the report said. Egyptian officials had said on August 28 that police arrested

Henry in the possession of “maps of the borders in Sinai” and “historical documents”. They said he was detained for violating a curfew imposed because of the latest wave of political unrest sweeping the country. Henry was stopped on the road between El Arish and Rafah in North Sinai and told authorities he was on his way to the neighbouring Gaza Strip. Officials said that a US embassy delegation had visited Henry in his cell last week. His death comes a day after he was told that authorities were extending his preventative detention by another 30 days. Henry was the second known foreigner to die in an Egyptian prison since a popular military coup overthrew president Mohamed Mursi in July, leading to a state of emergency and a curfew to deal with a hardliners backlash. The 324-metre-high (1,062-foot) iron tower was evacuated around 3pm (1300 GMT) and had not reopened to tourists by 5.30pm. The sector around it was fully cleared, the police official said. He could give no further details. Built in 1889 and one of the world’s most recognisable monuments, the Eiffel Tower sees some 7 million visitors each year and up to 30,000 a day in the peak summer season. It is regularly subject to bomb scares which are usually quickly found to be hoaxes and only cause full evacuations a couple of times a year. — Reuters

Asked on the podium about the championship, with the passionate crowd roaring in approval, he added: “Obviously we have a very good gap but we still keep pushing... it looks very good at this stage but it’s not over until its over.” Alonso, who became Formula One’s leading all-time points scorer, had no illusions about his chances. “Even if Vettel doesn’t finish all of the races I need to win nearly all (of them), so it’s a matter of time,” said the Spaniard. “Mark was going through the tyres a bit quicker and getting into trouble earlier,” said Red Bull principal Christian Horner. “It made a huge amount of pressure on the two-stop and would have been very difficult to beat Grosjean so we switched from two to three. “Unfortunately we lost too much time at the end there behind Grosjean for him to have a crack at Sebastian but he (Vettel) just made the tyres last extremely well.” Kimi Raikkonen was fifth for Lotus with Nico Hulkenberg sixth in the Sauber. Times News Service MUSCAT: BankDhofar yesterday announced a phenomenal 70.8 per cent growth in net profit for the first nine months of 2013 at OMR49.06 million, thanks to OMR26.1 million the bank received from primary court earlier this year after the country’s appeal court overturned a judgment relating to a 2011 case. The profit is against OMR28.73 million posted by the bank for the same period of last year. BankDhofar said net earnings from its conventional banking showed a robust growth of 75.32

per cent to OMR50.37 million, while Islamic banking incurred a loss of OMR1.31 million during the nine- month period. The bank’s operating income stood higher at OMR67.02 million from OMR63.32 million, while operating expenses soared by 24.04 per cent to OMR33.52 million during the period. EFG Hermes in a research note said that the bank reported a net profit of OMR8.3 million for the third quarter of 2013 (1.3 per cent fall on quarter on quarter basis and 10.9 per cent decline on year on year basis) which was in line with its estimate.

The year-on-year decline in net profit for the third quarter is mainly attributable to increased cost from Islamic banking and higher provisions. “Revenue growth, however, was relatively weak quarter on quarter, while compared to loan growth, which could be due to

Opec crude output adequate to market, says UAE minister DAEGU (South Korea): Opec’s current crude production is “adequate to the market” and there is no talk of the group changing its output target of 30 million barrels per day (bpd) when it meets in December, the UAE’s energy minister, Suhail bin Mohammed Al Mazroui, said. The Organisation of the Petroleum Exporting Countries, which pumps more than a third of the world’s oil, meets on December 4 in Vienna to decide whether to adjust its output target, said a news report. “There is no sign or something that we can tell you today to say we are increasing or decreasing the quota,” Mazroui told a news agency in an interview. “But what is certain is we will ensure the market is wellsupplied,” he said on Sunday in the city of Daegu, about 300 km southeast of the South Korean capital and the venue of this week’s World Energy Congress. The UAE produced 2.7 million to 2.8 million bpd of crude

last month, Mazroui said, but he declined to reveal this month’s production level. US Senate to meet as path out of fiscal impasse still elusive WASHINGTON: The Senate was scheduled to hold a rare session yesterday as United States politicians grapple with how to reopen the shuttered government and avoid a potentially calamitous failure to pay the country’s debt obligations. With Republicans in the House of Representatives blaming US President Barack Obama for the collapse of talks on extending US borrowing authority, the Senate’s Republican and Democratic leaders scrambled to piece together a bipartisan exit strategy. The top senators showed an intensifying desire to end the twoweek government shutdown and ease the threat of default with just three working days next week before the US Treasury’s October 17 deadline for raising the debt ceiling. Democratic Senate Majority Leader Harry Reid, Obama’s top wingman in Congress, said he held ‘extremely cordial but very preliminary’ talks yesterday with top Republican Senator Mitch McConnell. “Nothing conclusive” emerged from the pair’s first face-to-face discussion about the twin crises, Reid told reporters, downplaying hopes of a quick fix. DUBAI: The flood of Syrian refugees into Jordan has prompted the International Monetary Fund (IMF) to relax some of the targets linked to a $2 billion loan programme to the Arab country, said a fund official. The IMF agreed to cut one percentage point from next year’s target for the central government’s deficit combined with losses of the national electricity company, originally set at 7.2 per cent of economic output, said Kristina Kostial, the fund’s Jordan mission chief on Saturday. She spoke after Jordan and the IMF reached a staff-level agreement that would pave the way for the third tranche of the loan programme, or about $258 million. While the government will continue to raise electricity tariffs next year, the increases “are less ambitious than we had envisaged in the programme, so we are relaxing that,” Kostial told reporters in a briefing in Washington. Jordan’s economy, the smallest in the Middle East after Bahrain, has been hurt by the burden of hosting hundreds of thousands of refugees fleeing the civil war in neighbouring Syria. The government sought IMF assistance after repeated disruptions of natural gas supplies from Egypt and a slowdown in economic growth hurt public finances. Jordan depends on imports to meet almost all of its energy needs.

WASHINGTON: Even one of the largest global banks could be taken apart safely by the United States government authorities if it were to fail today, according to banking regulators from the US and UK. A US plan for seizing and liquidating a major bank would work if necessary, although it would be messy, according to Art Murton, a senior Federal Deposit Insurance Corporation (FDIC) official in-charge of planning how to dis-

mantle complex firms, and Bank of England deputy governor Paul Tucker. Global growth risk shifts from Europe to emerging markets WASHINGTON: Germany’s top finance officials said risks to global growth are shifting away from Europe and towards emerging economies, while they expressed confidence that United States policymakers will overcome their divide over the budget. The euro region has left its recession behind and is no longer at the centre of attention of crisis-fixing efforts, Bundesbank President Jens Weidmann told reporters in Washington yesterday. Finance Minister Wolfgang Schaeuble, after holding talks with his US counterpart Jacob J. Lew, said he hopes that the budget standoff in the US will be solved in coming days. “We’re no longer the main worry for the world economy, at least not in the short run,” Schaeuble said after the annual meetings of the International Monetary Fund )IMF) and the World Bank. “Risks have shifted somewhat in the direction of emerging countries, where growth has slowed.” Emerging market bonds and currencies fell earlier this year as US Federal Reserve officials signalled they may soon start to taper their $85 billion asset-purchase programme. European Union finance ministers will have another chance to discuss the plan next week in Luxembourg. “We will continue work on the Single Resolution Mechanism,” Schaeuble told reporters late yesterday, noting that IMF proposals for institutional changes in Europe sometimes lack knowledge of the union’s treaty foundations. “We need an agency solution on the basis of Article 114, with cooperation between national institutions. walk away when things blow up,” Deutsche Bank co-chief executive Anshu Jain said. “Too big to fail has to be addressed, and that cannot be done by banks alone. We need regulators. We need countries to sit down and work out the very complex legal framework.” Tucker, who is leaving the Bank of England, repeated an earlier statement that the UK is prepared to step aside if the US starts resolving a big domestic bank with a UK presence. “We, the UK, need a reciprocal agreement from United States authorities,” he said, adding that he understands the UK approach should be further settled before it can expect “that reciprocal statement of principal.” While US regulators hammer out this last-resort scenario for handling bank failures, the law says the global banks have to figure out how to go bankrupt safely. Dodd-Frank required banks to file so-called living

wills, which are meant to describe how a major bank could undergo bankruptcy without damaging the financial system. If the FDIC and Federal Reserve aren’t satisfied that the big banks are prepared for their own safe demise, the companies could be forced by the regulators to restructure or sell off pieces. The biggest banks, including JPMorgan Chase and Goldman Sachs, filed a second round of the plans earlier this month. The first round last year fell short of what regulators need to see, according to Jim Wigand, who stepped down this year as the FDIC official. -Bloomberg News

he world is discovering LED lights, and for good reason. They last 25 times as long as regular bulbs, they use a fraction of the power, they don’t get as hot and they’re very rugged. They’re cropping up everywhere: in homes, flashlights, car headlights, flat-panel TV screens, movie lights and Christmas lights. And now, finally, projectors. Projectors are amazing these days — the ones in corporate boardrooms, the ones in home theaters and the ones that fulfill both functions. But most still have a regular old light bulb inside. A very, very bright one that gets very, very hot and costs very, very much to replace — maybe $300 or $400. And that’s after about 2,000 hours of use. If you could replace that hot, expensive bulb with LED lights, you’d use half as much power, so you’d be polluting less. Because it would need less cooling, your projector could be much smaller and lighter. Features Above all, you’d never have to replace the bulb. The LED projectors in this roundup are rated at 20,000 hours or more - at least 10 times the life of a regular bulb. That’s long enough for you to watch a different movie every night for 27 years, or the ‘Lord of the Rings’ trilogy twice. I tried out seven LED projectors priced at $1,000 or less. Each comes with carrying case and remote control. Each offers every conceivable input — VGA so you can plug in your laptop, HDMI for Blu-ray players and game consoles, USB and memory-card slots. All produce a 1,280-by-800-pixel image. A few, with the purchase of a Wi-Fi adapter, can

display videos and slides wirelessly from a phone, tablet or laptop. These LED projectors tend to fall into two categories, mobile projectors and business projectors. Here’s what stands out among the mobile LED projectors: Dell M115 ($520) At about 4 inches square and 13 ounces, this 450-lumen model is the smallest and lightest projector in the roundup. You could cover it up with a hamburger. And yet this tiny, black plastic Dell is among the best mobile projectors. The picture is bright and the colors are true, especially in the dark. The buttons on the projector light

up when you touch them, which is useful, but their labels are dark gray on black, and therefore pretty much impossible to read. The slot accommodates only Micro SD cards, not standard ones. And a remote is $25 extra (booooo!). Aaxa Showtime 3D ($450) This 450-lumen projector offers cheap black plastic, inscrutable no-words menu system, no card slot, orangy skin tones and bursts of blotch in fast scene changes. Not impressed. InFocus IN1144 ($540) It’s another small black box - very small - this time offering 500 lumens and a good picture. At 1.8 pounds, it’s got more than twice the heft

Elmo Boxi ($630) Elmo (no relation to the red Muppet) is best known for its overhead projectors and cameras, like the ones from biology class in 1975. This attractive, white 300-lumen projector is a super short-thrower. You can put it very close to the wall or screen (3 feet) and get a surprisingly big image (50 inches). Remarkably, Wi-Fi is built in; once you install the free iPhone or Android app, or Windows program, you can project images and Office files wirelessly. If you can figure it out, that is; the documentation and user interface are horrible. The second category, LED business projectors, gives you more of everything — weight, cost and size. You won’t fit one of these in your pocket unless you live at the top of a beanstalk in the sky. But you also get more brightness, image quality and polish. All three offer automatic keystone adjustment, where a built-in level sensor tells the projector how to make the image perfectly rectangular automatically. Optoma ML1000 ($1,000) A thousand bucks for a thousand lumens. It’s a standard rectangular box, but its cool design makes it look like a wedge. Weirdly, there are no buttons on the projector, only a laptopstyle trackpad. You point and click your way through the menus. It works. The image is excellent. Like several of these projectors, this one is ‘3-D compatible’, which means very little; you’d have to buy both 3-D glasses and a “quad-buffered graphics card” for your PC. And then find

something to watch in 3-D. Viewsonic PLED-W500 ($600) This puppy looks almost exactly like a laptop. It feels infinitely more businesslike and well designed than its mobile-projector rivals, right down to the super-convenient laser pointer that’s built into the remote. The buttons on the projector light up, there’s one gigabyte of built-in storage and there’s no power brick on the cord. An Eco mode is available. It dims the image by 20 per cent, but extends the LED life by 50 per cent. This model and the Casio, next, offer fantastic features like Zoom (makes the picture bigger or smaller without having to move the projector) and buttons that blank the screen or freeze the frame. Casio XJ-A141 ($1,000) There’s something fishy going on here. This projector creates a truly cinematic 2,500-lumen image, ridiculously bright and clear and true, even when the lights are on. How could this one model be so much better than all of its rivals? Casio says that it uses a hybrid laser/LED system that nobody else has, but you still get the longevity, energy, heat and reliability benefits of LED. Well, whatever. This baby rocks. It’s loaded with features — Eco mode, automatic keystone correction, password protection, auto-on when you plug it in — and it looks slim and fantastic. The Casio’s the clear winner among the pro models; the InFocus strikes the best image/size ratio; the Dell is a mighty mini. LED has always been a bright idea. A disaster resistant backup drive THE SIMPLE ARGUMENT FOR cloud backup services is that if your house burns down, all your physical backup drives burn with it. The argument against cloud backup services is that they are expensive and slow — it can take days to upload the contents of a modest computer. The ioSafe N2 backup drive aims to provide more speed and lower cost than cloud services, while being just as disaster-proof. And to a degree, it succeeds. The N2 is a 28-pound tank of an external drive, built to protect up to four terabytes of data from fire (or at least 1,550-degree heat) and water (or at least 10 feet of it for up to 72 hours). It puts two drives in a waterproof case that is wrapped in a chemical fire retardant and packed inside a fan-cooled steel case. A black box about 12 inches by 9 inches by 6 inches, it’s not exactly a stylish desk accessory. The backup contains two drives, and

each copies the same data, providing another layer of safety. The drives range from one to four terabytes. The N2 plugs into a Wi-Fi router and takes data over the wireless network. That allows remote access to the data. And that is where the N2 may not appeal to people who worry about hackers compromising their cloud accounts. Putting the backup on your network makes it vulnerable to attack. But ioSafe makes another waterproof and fireproof backup called the Solo, which wires directly to a computer without using a network. I was able to load 260 gigabytes of files in just under six hours, far less time than it has taken me to test cloud services in the past. But setup required help from the company’s tech assistance, as did gaining access to it from another computer. Whether it is a good deal compared to a cloud service is contingent on the particular service and the amount of data to be stored. The N2, depending on the size of the drives and extras, like extended insurance, can cost $900 to $3,750. By comparison, Carbonite cloud service costs $1,100 a year for a business subscription with 1 terabyte of storage. If the worst happens and your N2 is burned or drowned, ioSafe includes up to $2,500 worth of data recovery services in its one-year guarantee.

SUPERSTITION It is not an omen, it is probably a psychological perception

SUPERSTITIOUS people do all sorts of puzzling things. But it’s not just the superstitious who knock on wood. From time to time, we all rap our knuckles on a nearby table if we happen to let fate-tempting words slip out. “The cancer is in remission, knock on wood,” we might say. In fact, it’s so common we often don’t think about it. But it’s worth asking: Why do people who do not believe that knocking on wood has an effect on the world often do it anyway? Because it works. No, knocking on wood won’t change what happens. The cancer is no more likely to stay in remission one way or the other. But knocking on wood does affect our beliefs, and that’s almost as important. Research finds that people, superstitious or not, tend to believe that negative outcomes are more likely after they “jinx” themselves. Boast that you’ve been driving for 20 years without an accident, and your concern about your drive home that evening rises. The superstitious may tell you that your concern is well-founded because the universe is bound to punish your hubris. Psychological research has a less magical explanation: Boasting about being accidentfree makes the thought of getting into an accident jump to mind and, once there, that thought makes you worry. That makes sense intuitively. What’s less intuitive is how a simple physical act, like knocking on wood, can alleviate that concern. In one study, to be published in the Journal of Experimental Psychology: General one of us, Jane L. Risen, and her colleagues Yan Zhang and Christine Hosey, induced college students to jinx themselves by asking half of them to say out loud that they would definitely not get into a car accident this winter. Compared with those who did not jinx themselves, these students, when asked about it later, thought it was more likely that they would get into an accident. After the “jinx,” in the guise of clearing their minds, we invited some of these students to knock on the wooden table in front of them. Those who knocked on the table were no more likely to think that they would get into an accident than students who hadn’t jinxed themselves in the first place. They had reversed the effects of the jinx. Knocking on wood may not be magical, but superstition proved helpful in understanding why the ritual was effective. Across cultures, superstitions intended to reverse bad luck, like throwing salt or spitting, often share a common ingredient. In one way or another, they involve an avoidant action, one that exerts force away from oneself, as if pushing something away. This pushing action turns out to be important, because people’s beliefs are often influenced by bodily feelings and movements. For example, other research shows that people tend to agree with the same arguments more when they hear them while they are nodding their head up and down (as if they were saying “yes”) rather than shaking it from side to side (as if they were saying “no”). Because people generally push bad things away, we suggest that they may have built up an association between pushing actions and avoiding harm or danger. This led us to speculate that when people knock on wood, or throw salt, or spit, the ritual may help calm the mind, because such avoidant actions lead people to simulate the feelings, thoughts and sensations they experience when they avoid something bad. To test this, in our knockingon-wood experiment we asked some people to knock down on the table and away from themselves, while we had others knock up on the underside of the table, toward themselves. Those who knocked up engaged in an approach action, not an avoidant one. Despite knocking on wood, people who knocked up failed to reverse the perceived jinx; if anything, their concerns were made worse compared with people who did not knock at all. Next we tested whether avoidant movements would have the same effect in situations free from the baggage of superstition. Instead of having participants knock down on wood after jinxing themselves, we had them throw a ball (also an avoidant action, but not one associated with a superstition). We conducted two studies, one in Chicago and another in Singapore. We found that the act of throwing a ball also reduces people’s concerns following a jinx, in either culture. Even pretending to throw a ball has the same effect as actually throwing it. While almost any behaviour can be turned into a superstitious ritual, perhaps the ones that are most likely to survive are those that happen to be effective at changing how we feel. We can seek to rid ourselves of superstitions in the name of enlightenment and progress, but we are likely to find that some may be hard to shake because, although they may be superficially irrational, they may not be unreasonable. In this example, South is in four hearts. West leads the spade queen. The defenders keep plugging away at that suit. After declarer ruffs the third round and draws trumps in three rounds, how should he continue? North, even though his diamonds are stronger than his clubs, was right to bid one club. Open one diamond with three cards in the suit only with exactly 4-4-3-2 distribution. South will lose two spades and one club, and might also concede a diamond. He has only nine top tricks: five hearts, two diamonds and two clubs. So, at first glance, it looks as though declarer needs the diamond finesse to win. And many players would drive down that road, failing with this layout. A better chauffeur first plays three rounds of clubs, giving the opponents the lead. If West takes the club trick, he is endplayed, forced either to lead a diamond into South’s tenace or to concede a ruff-and-sluff. So let’s assume East overtakes West’s jack with his queen and shifts to a diamond. Declarer plays low. Here, West must put up his queen, so the contract is home. EXTRA Scientists discover loneliest planet without a companion sun The free-floating planet is estimated to be around 80 light years away from Earth

A

lonely planet floating through space without a companion star has been discovered by an international team of astronomers who said that it is the first planet to be found without a sun. The cold, dark planet is about six times the mass of Jupiter — a “gas giant” planet — and is estimated to have formed just 12 million years ago, making it a mere infant in astronomical terms. Known by its code name, PSO J318.5-22, it was discovered about 80 light years away from Earth by scientists analysing data from the Pan-STARRS 1 telescope sited on top of the Haleakala volcanic mountain on the island of Maui in Hawaii. “We have never before seen an object free-floating in space that that looks like this. It has all the characteristics of young planets found around other stars, but it is drifting out there all alone. I had often wondered if such solitary objects exist, and now we know they do,” said Michael Liu of the Institute for Astronomy at the University of Hawaii at Manoa, who led the team. Since the mid-1990s, hundreds of “exoplanets” beyond our

own Solar System have been discovered using sophisticated techniques that usually involve detecting the decreased transmission of light as a planet passes in front of its sun. The lonely planet was found by a different method during a search for failed stars known as brown dwarfs, which are very faint objects due to their cool temperatures and have colours at the red end of the light spectrum. Niall Deacon of the Max Planck Institute for Astronomy in Germany, and a co-author of the study, said: “Planets found by direct imaging are incredibly hard to study, since they are right next to their much brighter host stars. PSO J318.5-22 is not orbiting a star so it will be much easier for us to study. It is going to provide a wonderful view into the inner workings of gas-giant planets like Jupiter shortly after their birth.” Other telescopes on the summit of Mauna Kea on the island of Hawaii followed up the initial discovery with further observations in the infrared part of the spectrum.
