LONDON/WASHINGTON: The ECB, France and Germany warned yesterday that the US government shutdown and debt ceiling showdown could have repercussions around the world and in particular on the recovering eurozone economy. The US shutdown “is a risk if it is protracted... it would be a risk not only for the US, but also the world economy,” European Central Bank chief Mario Draghi said.

“But we don’t have that impression at the moment,” he added. CBO cuts personal loans interest ceiling to 6% MUSCAT: The Central Bank of Oman (CBO) board of governors has decided to reduce the ceiling of interest rates on new personal loans from 7 per cent to 6 per cent with effect from yesterday. The decision comes within the jurisdiction of the CBO, which is responsible for developing the monetary policy, in line with the objectives of the economic and social policies of the Sultanate. The CBO is also responsible for maintaining resilience of the banking system, stability of the financial system in general, and ensuring that banks are fulfilling their social and development obligations. The decision, which stresses the role of the banks in addressing socio-economic changes, is an attempt to alleviate the financial burdens of borrowers. The CBO board of governors said this reduction comes as part of the periodic revision made by the bank to the interest rates on personal loans. The CBO constantly collects and analyses data and periodic statistics of the banking sector. The CBO statement added that the decision, made in light of the local and international economic and financial indicators, took into consideration the prevailing interest rates in global markets. It pointed out that the bank re-

alises the importance of personal loans for its citizens and residents in meeting their basic and modern life needs and understands that such loans serve as driver of the local economy and business activities in the local market. It also realises that enhancing business activity will create more job opportunities in the private sector. The board then decided to make the credit size and cost at the local market at appropriate rates that encourage saving, improve production, mobilise resources and ensure price level stability.

The board seeks to ensure that the broad lines of the monetary policy in force are in line with the macro-economic policies of Oman and are balanced with the social requirements. The statement said the board seeks to ensure that the changes in the cost of credit serve the social development purposes and the long-term higher economic aims of the Sultanate. This will be achieved through channelling the credit to the production sectors that support the national economy, limiting the excessive demand for personal loans and reducing appetite for consumption. The board of governors will continue revising the interest rates regularly, tracing their trends and will take the right decision in light of social and financial indicators. The bank will also seek to ensure balance between financial and social aspects. The CBO endeavours to allow licenced banks to reschedule the non-performing personal loans by providing borrowers with longer repayment periods depending on their social and financial conditions. The CBO said it would take any other measures that contribute to alleviating the burden on the borrowers. - ONA

reji@timesofoman.com MUSCAT: Residents and owners of commercial establishments in and around Ruwi heaved a sigh of relief yesterday morning when the water supply was restored after an entire day of disruption. The water supply was disrupted on Tuesday when the Public Authority for Water and Electricity (PAEW) had to carry out repair works in Ruwi. A 400mm diameter pipe had burst near the Ruwi roundabout, resulting in water supply disruption. Some of the residents, hotels and other establishments were hit by water shortage. “Water shortage has affected us,” some residents said. Those having huge storage tanks were able to store water but others had to buy water from suppliers. “The water suppliers fleeced

reji@timesofoman.com MUSCAT: The “disappearance” of two Indian expatriates triggered panic among the community in Sohar area but both were later found to be in the custody of the Crime Investigation Department (CID) personnel. The two expatriates, both from south Indian state of Kerala, were reported missing since September 25. “Their rooms remained locked from outside. So, we panicked and assumed that another Haneefa kind of incident has happened. But with the help of his friends and police officials, we found that they are in the custody of CID,” Yousuf Salim, a social worker in Sohar, told the Times of Oman.

631 held for Labour Law violation MUSCAT: The weekly report of the joint inspection team at the Ministry of Manpower said that 631 workers were held for violating the Labour Law between September 22 and September 28, including 509 commercial workers, 70 farm workers and 52 housemaids. The statistics showed that 616 workers were caught, including 183 absconding workers, 413 astray workers and 20 workers referred from other departments. The Governorate of Muscat saw the largest number of workers violating the labour law with 395, followed by the Governorate of North Al Batinah with 101 workers. Legal action is being taken against them. -ONA

Five Asians held for cyber law violation in Dhofar STAFF REPORTER

MUSCAT: The DirectorateGeneral of Inquiries and Criminal Investigations in Dhofar has arrested five Asians for violating the cyber law. After search and investigations, it was found that the accused used to illegally provide phone calls in Awqad area in the wilayat of Salalah. Royal Oman Police (ROP) personnel raided the house of the accused and confiscated the equipment used in the crime as well as some cash collected for facilitating phone calls. The five Asians were arrested from Jafneen area in the wilayat of Bidbid for violating the labour and residency laws. Practising sorcery The Investigation and Criminal Investigation Department of the ROP has arrested a suspect in the wilayat of Suwaiq of North Batinah on the charges of practising sorcery and committing fraud. After investigations, the suspect accused of sorcery was arrested. The accused used to claim that he could heal most of the diseases and therefore, many people flocked to him to find a panacea

Following a tip-off that an international gang involved in drug trafficking was operating inside the Sultanate, an official from the Public Department of AntiDrugs and Narcotics, arrested an accused in Muttrah with 375 capsules of heroin. Another accused was arrested from the Al Rimays area in the wilayat of Barka and 296 capsules of heroin were recovered from his possession. The two accused have been referred to the Public Prosecution for further investigation and trial. Counterfeit cigarettes Meanwhile, the ROP has foiled nine attempts to smuggle counterfeit cigarettes and firecrackers via the Al Wajajah border checkpoint in the wilayat of Buraimi. An official at the ROP said that the accused concealed the counterfeit cigarettes and firecrackers under the vehicle’s engine, which also constituted a danger for them. The accused were referred to the Public Prosecution for investigation and trial.

INDIA ADB cuts India’s economic growth forecast to 4.7% The economy has been under pressure with the recent depreciation of the rupee and capital outflows

NEW DELHI: The Asian Development Bank (ADB) yesterday sharply lowered its forecast on India’s economic growth to 4.7 per cent for this year from its earlier projection of 6 per cent. In an update of its flagship annual economic publication, Asian Development Outlook 2013, the ADB said the Indian economy has been under pressure with the recent depreciation of the rupee and capital outflows adding to structural constraints which are weighing heavily on its prospects for returning to a high growth path. jected in April,” the Manila-based lender said. It has also lowered the growth forecast for next financial year to 5.7 per cent from its earlier projection of 6.5 per cent. The Indian economy grew by 5 per cent in the financial year ended March 31, 2013. “The recent financial market

turbulence is a timely reminder of the need for structural and fiscal reform not just to ensure long-term growth but also to keep financial markets stable in the short-run,” said ADB chief economist Changyong Rhee. To convince the markets that India remains on the strong and sustainable growth path, the ADB said structural reforms must be strengthened to expedite large infrastructure projects already delayed, encourage foreign direct investment, and alleviate other constraints to long term growth. “One bright spot is the recent effort at expediting regulatory clearance for several large projects in key infrastructure sectors such as power, roads, and railways by the Cabinet Committee on Investment,” it said. According to the multilateral lender, elections and a new government in early 2014-15 may help give fresh impetus to resolving structural problems. “Policy measures since July 2013 to entice foreign investors back to India to help finance the current account deficit are expected to gain traction in the near future,” it said. The ADB has presented better picture on inflation. It has lowered its projection on India’s inflation for the current financial year to 6.5 per cent from its earlier forecast of 7.2 per cent announced in April. - IANS

Quantum of sentence on Lalu today RANCHI: The quantum of sentence to be served by Rashtriya Janata Dal (RJD) supremo Lalu Prasad Yadav, who has been convicted in a fodder scam case, would be announced today after arguments in a Special CBI court in eastern Indian state Jharkhand. “The court has fixed tomorrow for arguments on why the quantum of sentence should be less and

for the pronouncement (against Lalu),” said one of the counsels for the former Bihar chief minister. The court of Pravas Kumar Singh, which had found Lalu guilty along with 45 others in case RC 20A/96 on Monday, would hear the arguments before handing out the quantum of sentence. The Special Central Bureau of Investigation (CBI) court has

granted bail to eight of the convicts as they had been sentenced to three years’ rigorous imprisonment, a prison term that allows the convict to move for bail in the same court. Besides Lalu, the court also convicted another former Bihar CM, Jagannath Mishra and sitting Janata Dal-United (JD-U) MP Jagdish Sharma. - PTI

Libyan colonel killed BENGHAZI: Gunmen shot dead a Libyan marine colonel yesterday in the eastern city of Benghazi where militants have increasingly targeted security forces in a challenge to central government control. The attack killed Colonel Salih Al Hidary from the Libyan Marines force, and followed assaults that killed two other officers in Benghazi a few days earlier. “He was driving his car with his son when he was targeted,” said a senior Libyan security source. “Many bullets penetrated his body, he died immediately, while his son is in intensive care with a gunshot wound to the head.” On Sunday, an air force officer was killed when a bomb was attached to his vehicle in Benghazi. — Reuters

Parliament endorses Rowhani’s diplomatic gestures DUBAI: Iran’s parliament strongly endorsed President Hassan Rowhani’s diplomatic bid to dispel mistrust at the United Nations last week during a visit which ended with an historic phone call with President Barack Obama, Iranian media said. The backing from the assembly, controlled by political factions deeply loyal to Supreme leader Ayatollah Ali Khamenei, is a further sign that Rowhani has the support of the Iranian establishment, though there are some rumblings from hardliners. Rowhani briefed parliamentarians on his trip, including discussions on Iran’s nuclear dispute with the West and regional relations, the student news agency Isna said late on Tuesday. Support A group of 230 parliamentarians, out of the total of 290, signed a statement expressing their support of Rowhani for presenting the image of a “powerful and peace-seeking Iran which seeks talks and interaction for the settlement of regional and international issues”, Fars news agency said. ALEPPO (SYRIA): In Syria’s war-ravaged city of Aleppo, Abu Hussein hurries along little Ali, who has stopped just a few steps from school to buy a bag of potato chips. “You’ll be late!” he chides. Ali is one of thousands going back to school in the city thanks to educators like Abu Hussein, who heads a school in the Sheikh Najjar industrial zone on the northern city’s outskirts. “Reopening the schools is an important thing to do,” Abu Hussein says. “It gives a sense of normality even if the war continues a few kilometres (miles) away.” “The children of this area have been abandoned to their fate and we decided to look into the possibility of opening schools in the industrial zone so they wouldn’t lose any more schooling.” When the Syrian civil war arrived in Aleppo, in July 2012, most of its schools and universities were forced to close. During the winter, clandestine and makeshift institutions were set up by rebel forces, allowing some students to continue learning. But “most of these children have lost an entire year of school,” says Abu Hussein, a grizzled man in his thirties whose school in a former factory struggles to cater to several hundred students. “We don’t have enough books, one for every three students, and those we do have are old editions from years ago.” In the nearby Masakan Hanano district, another school set up by rebels and a Syrian NGO is also struggling to find supplies for 200 students. “We need notebooks, pencils and other school materials. But we believe that we must

resume normal classes so that the youngsters are not spending 24 hours a day consumed by the war and the bombings,” says headmaster Abu Mohammed. Difficult life Life is even more difficult for the school that has been opened in the Saif Al Dawla neighbourhood, just a hundred metres from one of the most active frontlines in Aleppo. The walls of the courtyard are a testament to the violence, pockmarked with shrapnel. “The shells continue to fall daily but we pray that none will fall on the school,” says Ahmed Saleh, a 22-year-old former maths student at university who has become a teacher. The facility was opened with the support of Liwa Al Tawhid, a powerful rebel brigade that is close to the Muslim Brotherhood. “Many of the underground schools have closed down, so we decided to open up the old schools,” says Saleh. Deserted, they had become headquarters for rebel brigades, which meant they often became prime targets for regime forces. The Saif Al Dawla school is better equipped than some others. “All the materials we have were smuggled in from the regime-held areas; we spent months bringing in books so we could resume classes,” Saleh says. Teachers with friends living in the regime-held parts of Aleppo enlisted them to help in the smuggling effort. “The books we have are two

years old, but for now we have to settle for them,” says Saleh. The schools in Masakan Hanano and Saif Al Dawla, both under Liwa Al Tawhid’s protection, have around 1,000 students in total. They study English, maths, religion and Arabic, but some subjects are off the curriculum for now. “Our students don’t learn geography or history. We have thrown out those books because they are full of regime propaganda and we don’t want them to learn lies, the way we had to,” says Ali, another teacher at Saif Al Dawla. The 21-year-old, like Saleh, was forced to stop his own studies last year, and has been teaching since then. He earns 5,000 Syrian pounds ($44/33 euros) a month. “The most important thing is to start working on the next generation of Syrians,” says Ali. “The future of this country is in this school, the teachers, doctors, lawyers and politicians. “We must not lose the generation that will be the one that restores this country after the war.” In Salaheddin district, children roam the ruined streets on their way to local schools where the teachers, like 40-year-old religion instructor Samir Halak, are all volunteers. “The teachers come because we want to change things, not to make a living,” says Halak, who said he was fired from a government school for refusing to teach the government line on history. “Before, the important thing was money. Information and Broadcasting Minister NEW DELHI: Forced into a corner after the public censure by Congress leader Rahul Gandhi, the cabinet presided over by Prime Minister Manmohan Singh yesterday withdrew the controversial ordinance and the bill that sought to save convicted lawmakers from disqualification. A day after the prime minister indicated that the ordinance could be taken back, the cabinet met for just 20 minutes in the evening at Manmohan Singh’s official residence to take the decision, brushing aside the disapproval of some Congress allies.

A hassled looking Information and Broadcasting Minister Manish Tewari told the media: “The decision of the cabinet to withdraw the ordinance and the bill was unanimous.” He insisted that the cabinet Uturn did not mean that the authority of the prime minister, who had earlier backed the ordinance, had been undermined by Rahul Gandhi, the Congress vice president. The writing on the wall was clear since Rahul’s September 27 dramatic outburst that the ordinance was “complete non-

sense” and should be “torn up and thrown away”. The ordinance, now with President Pranab Mukherjee, sought to overrule a Supreme Court ruling that favoured the disqualification of convicted MPs and state legislators from their legislatures. Tewari sought to give Congressled UPA credit for going back on its own decision. “Democracy is not a monolithic authoritarian system of government,” he said. “We respect the diversity of views, and there was a view which was articulated

Protests over cycling ban in Kolkata KOLKATA: Angry cyclists held noisy protests in Kolkata yesterday over the local government’s move to ban them from major roads in the congested metropolis. Under strong sunshine, crowds gathered in the Esplanade area of the former colonial capital, chanting “We want cycles back!” and holding placards which read “Turn off your engine. Kids breathe here!”

“Banning cycles in a city like Kolkata does not make any sense. It’s a crazy decision,” said Gautam Shroff, a spokesman for local cycling group Ride 2 Breathe. “We wonder, when many countries are encouraging cycling in a bid to ease growing pollution, why authorities put a ban on cycling here?” he said. He put the number of participants at 4,000 — “95 per cent of

them commoners whose livelihoods are affected.” Local police barred cyclists as well as the city’s famous handpulled rickshaws from 174 roads and streets in August to try to reduce the legendary traffic jams in the eastern city of 14 million. Boehner’s shutdown has put US in peril

B

y Tuesday morning, the leadership failure of the US Speaker John Boehner was complete. In encouraging the impossible quest of House Republicans to dismantle health care reform, he pushed the country into a government shutdown that will now begin to take a grievous economic toll. At any point, Boehner could have stopped it. Had he put on the floor a simple temporary spending resolution to keep the government open, without the outrageous demands to delay or defund the health reform law, it could easily have passed the House with a strong majority — including with sizable support from Republican members, many of whom are aware of how badly this collapse will damage their party. But Boehner refused. He stood in the well of the House and repeated the tired falsehood that the Affordable Care Act was killing jobs. He came up with a series of increasingly ridiculous demands. All were instantly rejected by the Senate. “They’ve lost their minds,” Senator Harry Reid, the majority leader, said of the House Republicans. “They keep trying to do the same thing over and over again.” Finally, at the last minute, when there was still time to end the charade with a straightforward spending bill, Boehner made the most absurd demand of all: an immediate conference committee with the Senate. Suddenly, with less than an hour left, he wanted to set up formal negotiations? For six months, the Senate has been demanding a conference with the House on the 2014 budget — talks that might have prevented the impasse in the first place. But the House leadership has adamantly refused, knowing it would not succeed in getting all the cuts to taxes and spending that it demands. For Boehner to call for a conference near midnight was the height of hypocrisy. The consequences of Boehner’s failure are immediate: 800,000 government employees thrown out of work, over a million more working without pay, offices that provide important services closed, and programmes on which poor people depend — like the Women, Infants and Children nutrition system — cut off. The longer Republicans refuse to approve a rational spending measure, the more federal agencies will be affected and the greater the damage done to an economy still in recovery. Having let down the public, Republicans will now, inevitably, scramble to save their reputation. They are desperate to make it appear as if President Obama and the Democrats are the ones being intransigent, hoping voters will think that everyone is at fault and simply blame “Washington.” Republicans have come up with another self-serving offer, proposing to open a few government departments whose closures are likely to produce negative news coverage, such as Veterans Affairs and the national parks. Democrats quickly made it clear that only a full reopening of government would suffice, and three of the bills died in the House. More are expected, however. Earlier in his presidency, Obama made the catastrophic mistake — in the face of just this sort of extortion — to believe in Boehner’s willingness to be reasonable. s 17 members of a single family are buried after the bombing in Peshawar on September 29, the response of political leaders across the spectrum borders on the criminally negligent. Twenty died when a bus was bombed on September 27 and 83 died in the church bombing on September 22. The Tehreek-e-Taleban Pakistan (TTP) have claimed the killing of senior army personnel in Swat on September 15 and posted an online video to back up their claim. Countless people have been wounded or disabled for the rest of their lives and truly, this month will be remembered as a Black September. At the very least, the public might expect a forthright condemnation of those who carried out these attacks, yet all that we hear are prevarications and mealy-mouthed semantic gymnastics from men who appear to have had their spines removed. Half-baked conspiracy theories are bandied about along with a prize-winning fatuity from Imran Khan who tells us that the culprits are ‘enemies of peace’. The TTP are openly contemptuous of the politicians who they are currently making blood-boltered fools of, and have reiterated their preconditions for talking to anybody about anything. The initiative lies entirely with the terrorists and long ago left the hands of government, provincial and federal. It should be blindingly obvious even to the most myopic and tineared of politicians that the state is being bled dry by a minority bent on its destruction. In Khyber-Pakhtunkhwa, they are getting closer to that goal by the day, and the rest of the country stands paralysed, looking on in horror, as the tsunami of blood washes over them. Only fools make the same mistake over and over again, failing to learn from their mistakes, and talking to the Taleban has never ever produced a durable solution that has lasted beyond days or weeks. - The Express Tribune

It was nice to read how the elders recall their youth but was aching to learn that many of them in Oman were unaware that they too have a day of their own. The media and other voluntary organisations need to make more efforts to popularise the day of the elderly. Ageing is considered a bane in societies, which is a wrong perception. But, as the shortterm antics become more routine, the risks of long-term dysfunction become more apparent — a point underscored by the shutdown of the federal government. President Barack Obama is right to complain of blackmail. The US Congress cannot expect to use the threat of default — that is, a weapon of mass financial destruction — as a normal means of extracting concessions. Unfortunately, because Obama himself has established a history of making concessions in the face of congressional brinkmanship, the debt-ceiling debate has morphed into more than just a short-term political fight. Increasingly, the battle over the US government’s debt ceiling reflects a deeper constitutional power struggle between the president and Congress. This struggle, if left unresolved, could profoundly weaken the government’s ability to make significant economic decisions in the future. Of course, a breakdown in political civility would hardly make the US unique; all too many countries suffer some degree of political dysfunction. It would take some doing to match (or exceed) Italy’s record of governmental paralysis. But if Congress continues to hijack US economic policy, it bodes ill for the economy’s otherwise bright long-term prospects. At least for now, the rest of the world has seemingly unbounded confidence — reflected in very low borrowing rates — in America’s capacity to put its house (of representatives) in order. No one can imagine that a country with so many unique economic advantages would risk such a damaging self-inflicted wound as default would cause. But this time could be different. Obama needs to force his Republican opponents to blink, and there is no guarantee that they will. In the past, it was Obama who blinked, knowing that even if a catastrophic debt default was largely caused by congressional Republicans, he would likely absorb some of the blame in the next election. Now that re-election is behind him, Obama could be inclined to take more risks, with an eye toward securing his economic legacy. What will that legacy be? Despite the federal government’s destructive impulses, the US economy is showing great resilience and looks set to become stronger. Of course, Obama would love to see this trend continue, as would almost everyone else. Unfortunately, a US debt default, even a technical one, would have unforeseeable consequences that could threaten the recovery. Consider what happened when the Federal Reserve misplayed its hand with premature talk of “tapering” its long-term asset purchases. After months of market volatility, combined with a reassessment of

the politics and the economic fundamentals, the Fed backed down. But serious damage was done, especially in emerging economies. If the mere suggestion of monetary tightening roils international markets to such an extent, what would a US debt default do to the global economy? Much of the press coverage has focused on various short-term dislocations from counterproductive sequestration measures, but the real risk is more profound. Yes, the dollar would remain the world’s main reserve currency even after a gratuitous bout of default; there is simply no good alternative yet — certainly not today’s euro. But even if the US keeps its reserve-currency franchise, its value could be deeply compromised. The privilege of issuing the global reserve currency confers enormous advantages on the US, lowering not just the interest rates that the US government pays, but reducing all interest rates that Americans pay. Most calculations show that the advantage to the US is in excess of $100 billion per year. There was a time, during the 1800’s, when the United Kingdom enjoyed this “exorbitant privilege” (as Valéry Giscard d’Estaing once famously called it when he served as French President Charles de Gaulle’s finance minister). But, as foreign capital markets developed, much of the UK’s advantage faded, and had almost disappeared entirely by the start of World War I. The same, of course, will ultimately happen to the dollar, especially as Asian capital markets grow and deepen. Even if the dollar long remains king, it will not always be such a powerful monarch. But an unforced debt default now could dramatically accelerate the process, costing Americans hundreds of billions of dollars in higher interest payments on public and private debt over the coming decades. Ironically, the debt-ceiling fight is not really about debt. The Republicans are hardly debt hawks when they control things. The last Republican presidential candidate, Mitt Romney, and his vice-presidential running mate, Paul Ryan, campaigned in 2012 on a programme that would likely have added trillions of dollars to the US debt over the next ten years, owing to tax cuts and increased defence spending. Rather, the debt-ceiling debate is about the size and reach of government. Yes, the US should worry about its soaring public debt — and about the rising pension and health-care costs that loom large. Despite baseless politically motivated claims to the contrary, the academic research still overwhelmingly suggests that very high debt is a drag on long-term growth. Of course, Americans should worry just as much about the quality of education and infrastructure — not to mention the natural environment — that they are leaving to future generations. But, above all, they need to leave a legacy of civil political decision-making. That essential feature of effective government is now at risk. - Project Syndicate

In principle, the characteristics of a leader speak about his or her leadership quality. At work, there is no doubt that a good leadership helps

improve employee morale and develops a good working environment. Good leadership — especially the inspiring one, where the leader leads by example— is the key to creating a better ambience at workplace, as people are to be driven by leaders with progressive thoughts. If the leader is not able to stand up for the rights of his team, nobody else can do anything about it and it’s natural for the team to feel demoralised and dejected, which, in the long run hampers productivity. Baloch rebels threaten more attacks on troops QUETTA: A prominent separatist commander in Balochistan threatened yesterday to step up attacks on security forces after at least two soldiers were killed in a roadside bomb in the vast and lawless region. The renewed threat by ethnic Baloch rebels adds a layer of complexity for the new government of Prime Minister Nawaz Sharif in a country already plagued by a growing Taleban insurgency. Balochistan has seen a spate of attacks since a major earthquake last week which rebels say prompted the army to send troops

to remote areas under the guise of aid delivery. “They (army) are directly involved in the large-scale killings of Baloch men,” Allah Nazar, head of the Baloch Liberation Front, said by telephone from a secret location in Balochistan. “They want to crush us and make money from the disaster relief.” More than 500 people died in the September 24 earthquake in a remote part of Balochistan serving as a stronghold for insurgents and where security forces have almost no presence. The rebels, who have killed

many civilians and members of the security forces, are fighting for independence from Pakistan. They accuse the central government of stealing the province’s rich mineral deposits and the security forces of widespread human rights abuses. The army denied involvement in any killings. “We are there to provide relief for the local people. US drone attacks must stop before talks: TTP ISLAMABAD: The Pakistani Taleban yesterday insisted US drone strikes in the country’s northwest must stop before they will consider peace talks with the government. The main Pakistani political parties last month backed a government proposal to seek negotiations with the militants, who have been waging an insurgency against the state since 2007. The main umbrella Tehreek-eTaleban Pakistan (TTP) faction responded with a list of preconditions, including a government ceasefire and the withdrawal of troops from the tribal areas along the Afghan border where the militants have hideouts. TTP spokesman Shahidullah Shahid said any ceasefire must include an end to US drone attacks in the tribal areas, which have been targeting militants since 2004. “A ceasefire alone is not sufficient. The stoppage of drone strikes is essential, otherwise — if drones continue to strike — we will not accept the ceasefire,” Shahid said. Past peace deals with the Taleban have quickly broken down and been sharply criticised for allowing the extremists time to regroup before fresh attacks. - AFP

Speaking to Times Sport, yesterday, Ray Stopforth, director of golf at Muscat Hills said preparations are in full-swing to organise one among the premier championship in the country. “We are fully geared to organise

this tournament and we are in fact working hard to see that this tournament will become a grand success,” Ray said. According to Ray there has been overwhelming response from golfers ever since the tournament was announced. “The tournament was fully subscribed within five days of the entry forms going out to members and visitors which tell us that golfers in Oman are tournament hungry and are looking for serious types of competitions,” Ray noted. “Over 130 entries were received but we had to cut the field back to 108 players as the first 18 holes is a shot gun start,” Ray said. As Chinese tourists increasingly travel abroad, they have developed a stereotype of “uncivilised behaviour”, which Vice-Premier Wang Yang said in May had “damaged the image of the Chinese people”. Several countries, including European nations, have eased visa restrictions to attract increasingly affluent Chinese tourists, but reports have also emerged of complaints about etiquette. LONDON:Libya’s oil exports could return to full capacity in days once strikes in the restive east end, its oil minister said yesterday. But demands for more local power from some protesters are tied to the political transition and may take time to resolve, Abdelbari Arusi added. To keep international oil companies on board through the turmoil, Arusi said Libya was already working on improving terms for existing investors and easing terms in new licence rounds. “We’re expecting to solve this issue any time and by solving this issue we can have oil production back to 1.6 million barrels per day,” he told a conference. “Our problem in Libya now is a political problem, not a technical problem.”

A mix of striking workers, militias and political activists have blocked Libya’s oilfields and ports for more than two months resulting, according to Arusi, in over $5 billion of lost revenues for the Organisation of Petroleum Exporting Countries (Opec) member whose budget relies on oil exports. Protesters’ demands Libya took its first steps towards resuming output from the west in mid-September after reaching a deal with locals. Arusi said a parliamentary committee was negotiating with groups in the east and only a small number of protesters were still holding out. Arusi said Libya was reviewing the terms for existing

foreign investors in its energy sector as well as drawing up more attractive terms for its next licensing round, which he said should be launched in the first half of next year. A new petroleum law would also be ready next year, he added. “We’re forming a committee to review the previous agreements and come up with new agreements to ease our terms and conditions and come up with something good for both parties,” Arusi said. Libya’s crude oil output has risen to near 700,000 bpd since the western fields reopened last month, Arusi said. The worst disruption since the 2011 war had cut output to below 200,000 bpd last month from 1.4 million bpd before. Arusi said there were ‘positive signs’ that the port of Hariga in the far east would re-open soon and oil officials have said there had been progress in talks with local councils there. ADB slashes Asia growth forecasts MANILA: Slower growth in China and India and uncertainty over the US Federal Reserve’s stimulus programme is hurting Asia’s economic momentum, the Asian Development Bank (ADB) said, as it cut its forecast for the region. In an update to its annual Asian Development Outlook published in April, the bank tipped regional gross domestic product to grow six per cent this year, compared to its earlier forecast of 6.6 per cent. Growth in 2012 was 6.1 per cent. It also trimmed its 2014 estimate to 6.2 per cent from the 6.7 per cent previously stated. Asian economies have seen a marked slowdown this year owing to a troubled first six months in China — a key driver of regional growth — while India has been hit by political paralysis, rising inflation and a slumping rupee. On top of this are worries about the Fed’s massive bond-buying programme, which saw a huge investment splurge in emerging economies when unveiled late last year but which the central bank is now considering winding down. The ADB cut its 2013 forecasts for China to 7.6 per cent, well down from its April estimate of 8.2 per cent, blaming weaker domestic demand. - AFP

Anand, the lead faculties of the workshop. “The workshop will dedicate a session to introduce the IFRS for SMEs via its link with full IFRSs to address the upcoming adoption of the IFRS for SME in various countries,” they explained. In tune with the developments in the global business scenario the financial reporting standards are amended, deleted or new standards are being introduced year after year. Accordingly, January 1, 2013 is the effective date for the application of several standards, revisions and amendments. New standards includes — IFRS 10 ‘Consolidated Financial Statements’ which supersede the current IAS 27, which will now address accounting of separate financial statements and IFRS 11 ‘Joint arrangements’ which establish principles to the accounting for all joint arrangements, which will have wide application in this part of the world.

SHANGHAI: Coal will replace natural gas as the dominant fuel for producing electricity in Southeast Asia as the region almost doubles its energy consumption in the next two decades, according to the International Energy Agency (IEA) The 10 members of Asean, with energy demand growing at more than twice the global average, will get 49 per cent of their power from coal by 2035, up from 31 per cent in 2011, the IEA said today in its Southeast Asia Energy Outlook. The share from gas will drop to 28 per cent from 44 per cent. “Coal is emerging as the fuel of choice because of its relative abundance and affordability in the region,” Maria Van der Hoev-

en, executive director for the IEA, said today in Bangkok. “As long as fuel-price differentials continue to favor coal over gas by a significant margin, Southeast Asia’s incremental power generation is set to be dominated by coal.” While the trends support plans by Indonesia, the world’s top exporter of thermal coal, to almost double output by 2035, emissions linked to climate change will increase at the same rate, the IEA forecasts. Coal, which emits about twice as much carbon as gas, is the fuel source for about 75 per cent of power-generating capacity being built by members of the Association of Southeast Asia Nations, the IEA said. Malaysia buys 68 per cent of

its coal for electricity generation from Indonesia and 17 per cent from Australia, Mohamad Nazri Bin Shahruddin, a vice-president at Tenaga Nasional, said in a September 23 presentation. Largest coal producers Bumi Resources Tbk, based in Jakarta, is Indonesia’s largest coal producer. Baar, Switzerland-based Glencore Xstrata, the world’s biggest exporter of thermal coal, scaled back its Australian operation this year as prices fell. The cost of power from coal will be about 30 percent cheaper than gas in Southeast Asia, the IEA forecasts. That assumes prices of about $80 a metric tonne for coal and about $10 per million British thermal units for natural gas. “A comparison of electricity generating costs demonstrates a strong competitive advantage for coal-fired plants under a wide range of coal and gas prices,” the IEA said. - Bloomberg News

Justin was saying he had lost not only a partner but his best friend. He said he would be crazy not to try to get Jessica back. Luckily she felt the same.” Since then the pair have been inseparable. Jessica was on set most of the time when her husband was making Runner Runner in which he plays a financial whizkid who gives up a university career to work for an online gambling king in Costa Rico — and sells his soul to a cynical crook. Although he recently made a successful stadium tour, Justin is convinced that his future is in acting rather than singing He could be right — his performance in The Social Network, the story of the rise and rise of Facebook — was regarded as one of the best of his career and Runner Runner is being tipped as a possible Oscar nomination. “Acting is certainly my main interest at the moment,” he says. “I grew up in a home where I was encouraged to do as many things as possible.” His recent movie hits have included the rom-com Friends with

Benefits co-starring Mila Kunis and a comedy Bad Teacher, costarring Cameron Diaz. So was it difficult doing romantic scenes with former partners? “Not at all,” Justin says. “We are good friends and professional actors. There were absolutely no problems.” Cameron must certainly be the forgiving sort — they split because Justin was just about to start a major world tour and “just didn’t want her tagging along and being clingy!” With a personal fortune of at least $50 million, Justin doesn’t need more money, but show-business has been his life for as long as he can remember. And it’s certainly brought handsome rewards — Justin now has a $30 million property portfolio and a fleet of cars which includes a Porsche and a classic Bentley. He also admits to owning more than 400 pairs of designer trainers — “my big weakness” — and a diamond-encrusted watch. Not bad for the boy from a middleclass home in Memphis, Tennessee, whose parents were deeply disappointed when he didn’t go to university. Justin’s mother, Lynn, is now his co-manager, and his stepfather, a banker, handles his financial empire . “He’s made some wise invest-

ments for me,” Justin says. “I’m not going to be one of those guys who’s on skid row at 40!” His father, Randall, to whom he is still close, was Justin’s greatest musical influence — he played in a bluegrass band and encouraged his son’s love of music. “I grew up in the south and heard lots of blues and soul,” Justin says. “And that’s what influenced me. I can’t remember a time when I wasn’t singing.” At 12 he won a children’s talent competition and a job as presenter on the TV Mickey Mouse Club show. His co-presenter was a small blonde named — Britney Spears! Justin was 14 when was picked to join NSync as its lead singer. “Everything happened so fast,” he remembers. “Our first album sold ten million and suddenly we were stars. “In fact we were bewildered kids, torn out of our schools and away from our friends. We had private tutors and travelled in private jets. LONDON: Britain’s biggest retailer Tesco agreed a major deal yesterday to create a retail giant in China, as it seeks to offset ‘challenging’ trading conditions in Europe which hit profits hard. Tesco will create a joint venture with China Resources Enterprise (CRE), it revealed in a statement, alongside news that first-half net earnings slumped by a third on flat revenues, restructuring costs, tough overseas markets and lower profit from property sales.

London-listed Tesco —the world’s third-biggest supermarket group after United States retailer Wal-Mart and number two Carrefour of France — added that the Chinese move was part of its international strategy to tap further into fast-growing economies. “Tesco and CRE announce that they have entered into definitive agreements to combine their Chinese retail operations to form the leading multi-format retailer in China,” a statement said yesterday.

The companies had revealed in August that they were in exclusive talks over a deal. Hong Kong-listed CRE will have a stake of 80 percent and Tesco will have 20 per cent, but this can rise to 25 perc ent after five years. “We are delighted to work with CRE to create the leading Chinese retail business,” said Tesco chief executive Philip Clarke. “Through this deal we have a strong platform in one of the world’s most exciting markets and

it will move us more quickly to profitability in China. “This is very good news for customers and shareholders and a further demonstration of our commitment to build sustainable, profitable businesses, establish multichannel leadership in all of our markets and pursue disciplined international growth.” The new venture will combine Tesco’s 134 Chinese branches, as well as the firm’s Chinese shopping mall business with the China

Resources Vanguard business of 2,986 outlets. CRE chief executive Hong Jie said that “the joint venture brings together the individual strengths and advantages of Tesco and CRE.” The deal would link local knowledge of customer behaviour with the best practice of an international group. The agreement would benefit both groups and would propel the internationalisation of China’s retail industry. “The partnership will be strongly placed to lead the development of retailing in China and create value for shareholders and customers,” he said. The deal marks the latest attempt by Tesco to transform its fortunes after last year suffering the first drop in annual profits for two years. The London-listed supermarket giant is battling weak sales in main market Britain, and over the past year decided to close its failed US division Fresh & Easy and to exit from Japan. - AFP

Ryanair ordered to pay €10m in damages PARIS: Irish airline Ryanair was yesterday ordered to pay nearly €10 million ($13.5 million) in damages and interest after being found guilty of breaching French labour law. A court in southern France, which also fined the company €200,000, awarded the damages after ruling that Ryanair had illegally given locally based staff Irish contracts in order to save money on payroll and other taxes. The company was also charged with preventing workplace councils from functioning and hampering employees’ access to unions. Ryanair said in a statement that it would appeal the ruling, insisting it had acted “in full compliance with Irish and EU regulations.” If upheld on appeal, the damages will have to be paid to France’s social security system, the state pension funds and unions representing airline workers, all of whom were plaintiffs in the action against Ryanair. The company could have faced even heavier penalties but the judge rejected a prosecution request for an additional fine equivalent to the value of the four Boeing 737s that the airline had flown out of Marseille between 2007-11. - AFP

MSM index rises MUSCAT on regional cues SECURITIES MARKET MUSCAT: Following regional cues, MSM 30 index ended higher at 6674.76 points, up by 0.51 per cent. MSM Sharia Index also rose 0.27 per cent at 1051.17 points. Global Financial Investment Services was the most active in terms of volume as well as turnover. Construction Material Industries was top gainer and closed up by 7.14 0.27, while Dhofar University was the top loser, down by 3.35 per cent. Altogether 2,114 trades were executed in yesterday’s session generating a turnover of OMR8.38 million with over 40.19 million shares traded. Out of 44 traded stocks, 26 advanced, five declined and 13 were unchanged. At the close of the session, foreign investors were net buyers to the tune of OMR292,000 worth of shares. GCC & Arab investors were net sellers at OMR151,000 followed by Omani investors who sold OMR141,000 worth of shares. Financial Sector Index was up by 0.46 per cent at 8154.10 points. DBIH, Financial Services, Global Financial Investment, Al Sharqiyah Investment Holding and Oman & Emirates increased by 4.49 per cent, 3.85 per cent, 2.58 per cent, 2.35 per cent and 2.25 per cent respectively. Oman United Insurance was the only loser in the sector and was down by 1.02 per cent to close at 290 baisas. The Industrial Sector Index was up by 0.51 per cent at 9727.80 points. Construction Material Industries, National Aluminium Products, Jazeera Steel Products, Al Hassan Engineering and Galfar Engineering increased by 7.14 per cent, 1.88 per cent, 1.33 per cent, 1.31 per cent and 1.23 per cent respectively. Oman Textile Holding and Gulf International Chemicals declined by 2.78 per cent and 0.53 per cent respectively. Services Sector Index closed at 3470.20 points, up by 0.41 per cent. Renaissance Services, OIFC, Al Jazeira Services, Naw-

ras and Sohar Power increased by 2.42 per cent, 1.18 per cent, 0.83 per cent, 0.77 per cent and 0.65 per cent respectively. Dhofar University and Oman Education & Training Institute declined by 3.35 per cent and 2.24 per cent respectively. Dubai stocks rise Dubai’s stock index climbed to the highest in almost five years, led by Dubai Financial Market after Reuters reported that the emirate and Abu Dhabi hired banks for a possible merger of their bourses. The DFM General Index gained 2.7 per cent to 2,829.53, the strongest close since November 2008. The measure has climbed 22 per cent from a twomonth low in September, entering a bull market. The shares of DFM, the only publicly traded exchange in the region, surged 15 per cent, the most in four months. Dubai Investments PJSC, which holds stakes in more than 40 businesses, also soared 15 per cent, the most since 2009. Abu Dhabi and Dubai aim to reach an agreement on the merger of the exchanges by the end of the year, Reuters reported, citing people it didn’t identify. The DFM isn’t party to any merger talks, the company said in a statement posted on the bourse website. In April 2012, Abdullah Al Turaifi, chief executive of the Securities & Commodities Authority, said the owners of the bourses may ‘hopefully’ decide by the end of that year on whether to consolidate their operations. “The market turned positive mainly thanks to the DFM stock,” Yaser Abushaban, executive director of asset management at Emirates Investment Bank, said by phone. “Investors expect a merger between the two exchanges to mean improved valuations, better liquidity and more flows” which would lead to higher commissions for the bourse, he said. - United Securities/Bloomberg News

ETCETERA A tale of two brothers Leon Hendrix, Jimi Hendrix’s brother, perpetually carries the burden of his brother’s iconic status

oth were born in Seattle; both got in trouble with the law and spent time in the army as well as prison. But while Jimi found salvation in music and became a rock icon, his younger brother succumbed to a life of drugs and crime. Now, speaking to The Independent on the week of the 43rd anniversary of his brother’s death in Notting Hill, Leon Hendrix looks vacant as he recalls first hearing the news. “First it was on the radio. And everyone in prison knew who I was and everyone went quiet. They called my name over the loudspeaker and I was told to go to the chaplain’s office, so I knew it was true. My dad was on the phone. He was crying and crying. And that was it.” It put an end to all hopes of redemption. “Before he died he wanted to come to prison to do a concert. But manager Mike Jeffery wouldn’t let him. He said, ‘Jimi, you already got arrested in Canada, and now you want to help your little brother who has a lot

of problems. We don’t want you associating with that.’ The next thing I know he was in London and had passed away.” The death of his brother caused Leon’s own demons to resurface. Addictions to crack and cocaine intensified and, coupled with alcoholism and a crippling debt, plunged Leon further into darkness. Whereas Jimi had found music, Leon had found only drugs. Concerned relatives attempted to sound the alarm and a desperate intervention from his children finally resulted in Leon being whisked to rehab in Pasadena, where he began his journey to recovery. Leon perpetually carries the burden of his brother’s iconic status — it wasn’t until he was 50 that he learned to play the guitar, something he blames on his late father, Al. “When Jimi was first playing guitar, I said ‘Dad, for my birthday will you give me a guitar?’ His response was: ‘Are you crazy? I already got one idiot playing a guitar.’” Honouring his brother’s legacy has become trickier than ever.

This autumn sees the release of All Is by My Side, an eagerly anticipated biopic detailing the story of Hendrix’s rise to fame in London, starring Outkast’s Andre Benjamin. October also sees the release of an updated documentary, Jimi Hendrix: The Guitar Hero, narrated by Guns N’ Roses guitarist Slash and featuring Eric Clapton and The Rolling Stones’ Mick Taylor among others. Both, however, will lack one vital element — the actual music of the great guitarist. While he may never see the fortunes afforded by his brother, he has found peace through his music, and makes enough to live by upholding his brother’s musical legacy. He’s a co-owner of Rockin Artwork, offering a host of Jimi Hendrix products, all created with his oversight as an alternative to the Jimi Hendriz Estate’s products. Sarah Harding and Nadine Coyle are said to be particularly angry about remarks in the book implying that Kimberley, Cheryl Cole and Nicola Roberts were close friends and Sarah and Nadine had always been outsiders. MAGIC IN THE REAL WORLD Tom Felton has been working his magic post Harry Potter slowly but surely

M

uch to his satisfaction, Tom Felton has discovered that there’s life after Harry Potter. The young British actor played the devious Draco Malfoy in all seven films in the Potter series, spanning from 2001 to 2011, but he’s worked steadily ever since, turning up recently in Rise of the Planet of the Apes (2011), The Apparition (2012) and two episodes of the upcoming mini-series Full Circle, with several additional projects in the hopper. “Honestly, it wasn’t something I really thought about,” the 26-year-old actor says. “Going back awhile, even to the fourth and fifth Potter films, I don’t remember actively thinking, ‘I want to do this for the rest of my life.’ It was never something that I embraced and thought, ‘I really want to do this.’ “It was probably during the sixth film, when I was 18 or 19, that I had an appreciation for A, how lucky I was and B, for what I was doing,” Felton continues. “I thoroughly enjoyed every minute of the process. So I think after that is when I really started focusing on how I was going to be able to continue doing this. “I feel incredibly lucky that in no way has being in a fran-

chise of that magnitude held me back,” he says. “If anything, it’s just opened doors for me. A project like Full Circle’ is really the complete opposite of Harry Potter, and hopefully it will further my options and keep other doors opening for me.” Created by writer Neil LaBute, Full Circle unfolds in a restaurant called Ellipsis. Each episode follows two people, with one story — and one character — carrying over to the next. In addition to Felton, the impressive cast includes David Boreanaz, Billy Campbell, Cheyenne Jackson, Minka Kelly, Julian McMahon, Keke Palmer, Ally Sheedy and Kate Walsh. DirecTV will launch the 10-episode series on October 9 with Tim & Bridgette. Tim (Felton) meets Bridgette (Kelly) at Ellipsis for one last dinner before he heads home to England and back to college. He’d stay, though, if he could only convince her to leave her husband, Stanley (McMahon) final episode, which will air on November 6 and features nearly the entire cast. “I read the first episode before understanding fully the entire concept,” Felton says, speaking by telephone from a Los Angeles hotel. “I was massively excited when they explained it to me, because it does take some explaining. It’s a unique concept

and a unique scenario. “Of course I couldn’t resist reading all 10 episodes to understand how lives can interlink without you even being conscious of it,” he says. “I’d never read anything even remotely close to this.” Felton jokes that he was “brought up” as an actor surrounded by huge green screens and looking at big, orange Xs on the wall, pretending that they were dragons or fireballs. Ellipsis, however, couldn’t be further removed from Hogwarts. “This was just two characters talking intensely at their table, without any real stage direction, and just relying on the performance,” Felton says. “That was a huge appeal to me, and terrified me, to be honest. For someone who hadn’t done something like that before, I was very nervous. “Ultimately that’s a good thing for me,” he says. “If I’m nervewracked before going in, that’s a sign that it’s something I should be doing.” Another major difference between a Harry Potter film and Full Circle is time. Felton, used to filming perhaps 20 to 30 seconds of footage in the course of an entire day, shot his scene for “Tim & Bridgette” — all 25 minutes’ worth — in a single day. “And there was hardly a cut,” he marvels. “They just stuck two cameras up and we ran through

the 25 pages several times. I didn’t know how I’d perform in that scenario. “We were very lucky that we had Nick Hamm directing,” Felton says. “He brought me on very early on and explained it all, exactly how I needed to hear it, and I was even luckier to have Minka as my co-star. She was incredibly relaxing, and I feel like the energy we created on the day was very apt for the scenes.” That said, some viewers may be shocked to find the 33-year-old Kelly cast as the older woman. Felton chuckles at the thought. “That is slightly troubling, isn’t it?,” he says. “Lucky me, though.” Felton shot the “Full Circle” finale months ago, and at this point he’s simply doing what he can to tease it without dropping spoilers. “The whole season has a tone and a feel to it,” the young actor says carefully, “but the 10th episode just turns everything on its head. Reading it for the first time, I thought, `What is this? Did I get the right draft? Is this even the same project?’ It kicks off massively, and any lack of stage action in the first nine is definitely made up in the 10th episode. “I can’t say too much,” he says, “but it’s a great way to come to a climax. –Ian Spelling/The New York Times News Service
