OSLO: The global chemical weapons watchdog working to eliminate chemical arms stockpiles around the battlefields of Syria’s civil war won the 2013 Nobel Peace Prize yesterday. The Organisation for the Prohibition of Chemical Weapons (OPCW), a relatively small organisation with a modest budget, dispatched experts to Syria after a sarin gas attack killed over 1,400 people near Damascus in August.

Their deployment under a UN mandate helped avert a US strike against President Bashar Al Assad and marked an unusual step into the limelight for a group more used to working behind the scenes overseeing the destruction of chemical weapons worldwide. “We were aware that our work silently but surely was contributing to peace in the world,” OPCW head Ahmet Uzumcu said. “The last few weeks have brought this to the fore. The entire international community has

been made aware of our work.” Nobel Peace Prize committee head Thorbjoern Jagland said the award was a reminder to nations such as the United States and Russia to eliminate their own large stockpiles, “especially because they are demanding that others do the same, like Syria”. “We now have the opportunity to get rid of an entire category of weapons of mass destruction... That would be a great event in history if we could achieve that,” he said.

The OPCW Syria mission was unprecedented in taking place in the heat of a civil war that has riven the country and killed more than 100,000 people. Members of the Hague-based OPCW team themselves came under sniper fire on August 26. While the inspection and destruction of chemical weapons continues, Assad forces and rebels clash across the country using conventional weapons. Friday’s award marks a return to the disarmament roots of the prize after some recent wards including the European Union last year and US President Barack Obama in 2009. UN leader Ban Ki-moon said that the Nobel Peace Prize award to the global chemical weapons watchdog was proof of the threat from the banned arms. “This recognition occurs nearly 100 years after the first chemical attack — and 50 days after the appalling use of chemical weapons in Syria. Far from being a relic of the past, chemical weapons remain a clear and present danger,” Ban said, hailing the OPCW. hew, finally... This was one of the comments posted on a social website by a present generation cricket writer. Yes, he was reacting to the big announcement on Thursday that the ‘Lordly’ figure of Indian cricket is going to hang up his boots. It was news that took the Indian media and world media by storm, for this personality — Sachin Ramesh Tendulkar — had finally announced his intent to say goodbye to the game he eats, drinks and sleeps come November 14. Coming back to the comment of the cricket writer, I too would have reacted the same way, for I have been one of those who felt the ‘R’ day for the Indian icon was long overdue. I have many-a-time opined that Sachin Tendulkar might have called it a day when India won the World Cup in 2011. The entire nation had dedicated this crowning glory to the man they adored. At least he should have bid adieu to the One-day format, but that

was not to be, and he continued. He bore the brunt of critics, who even went to the extent of calling him ‘selfish’. His extensive stint of failures, too, deterred him from saying, it’s time. What resulted, was that his fame was being questioned. Comparisons emerged with Australia’s Ricky Ponting retiring when failures dogged him. India’s highly respected figure was suddenly being portrayed negatively. He was also accused of blocking the entry of the next generation. To an extent, this was true, as there were many talented cricketers lurching around, but they just could do nothing much but keep knocking at the door of Indian cricket. The doors started opening only when players, who shared the stage with this icon, gracefully disappeared to the back stage. It was in December last year, when Sachin Tendulkar realised age was catching up and his reflexes were not matching his talent. Then he called it quits in the 50-over format. A good ‘late’ realisation, indeed, but that only made his country-

his heart, I feel this decision has come out not wholeheartedly, but after a shrewd off-the-pitch move. There were, indeed, reports about the Indian cricket board’s (BCCI) sounding to the Mumbai star that it’s time for his swan song. It was also hard to believe

when chief selector Sandeep Patil denied that he voiced the ‘retirement’ opinion to Tendulkar. Then, why was the South African sojourn stalled temporarily? Why did BCCI hastily arrange a home series with West Indies? The game plan, as I understand, has been stage-managed with the consent of the Indian star, who has crossed 50,000 runs in all forms of cricket. With due respects to Tendulkar’s unmatchable achievements, it is acceptable that the cricketing hero wants to bow out on his home soil. But his greatness could have climbed a notch higher had he decided to go off the field the hard way, just as he came on. Remember that bleeding, brave face on his debut tour to Pakistan? I am sure no one will erase it from their memories. In the same way, a South African sojourn could have left more impact on this retirement drama, rather than stage-managing a show for the ceremonial exit. Now that it has been made clear that the ‘master blaster’ will call it quits after playing 200 Tests. And much to his liking, the BCCI has decided to play the November

14-18 Test (Tendulkar’s 200th) in Mumbai. Nevertheless, the majority in India and abroad have found it hard to digest that their hero will play only two more Tests. And I, too, join them in applauding what the little master has done for Indian cricket. It has been a 24-year legacy for this noncontroversial gentleman, who has not even spoken out on the various scams the game has witnessed. Now, what’s next for this personality? Indeed, he will still live on as India’s most respected ‘brand’, but can he live without cricket? “It’s hard for me to imagine a life without playing cricket, because it’s all I have done since I was 11-year-old,” Sachin Tendulkar was quoted as saying. Yes, very soon we will see Sachin Tendulkar in his new avatar, but I would like to see him dig deeper as an administrator and clean up the scamtainted game. Only he can do it. He may find it difficult to live without the game, but as a true cricket fan, it’s time for everyone to move on — for a new hero will emerge, even though none can replace this ‘great’ icon. Times News Service JALAAN BANI BU HASSAN: Oman Road Safety Association, in partnership with Jalaan Private School, Bicycles Risk and Bank Sohar, opened an educational traffic village in Jalaan Private School recently. This initiative is part of the Oman Road Safety Association’s ongoing ‘Safer Kids.. Safer Oman..’ road safety campaign. The association held educational activities in Jalaan, as they sought to raise road safety awareness for pedestrians, cyclists, or even as passengers in vehicles.

The programme included a Traffic Educational Village, talks about the dangers of speeding, the importance of wearing seat belts and using child restraints, as well as the dangers of using mobile phones while driving and the importance of adhering to traffic rules and regulations, and they also distributed flyers among those using roads. Amor bin Nasser Al Matani, a Board Member of the Oman Road Safety Association, said, “We are actively promoting the ‘Safer Kids.. Safer Oman..’ campaign using the Traffic Educational Village which helps in demonstrating the

correct road safety practices for children and their parents. We are trying to reach all citizens in Oman. ‘Safer Kids.. Safer Oman..’ is aiming to help show the general public the best methods for road safety, based upon the latest practices to keep our children safe while using the roads. I thank Bank Sohar for their continuous support.” This was one of several events held as part of the ‘Safer kids.. Safer Oman..’ campaign, which was launched this year and included a series of activities aimed at different regions of the Sultanate of Oman, where well-know national cyclist Khalid bin Mohammed Al Shabibi, in cooperation with Oman Road Safety Association, has begun an awareness tour on board his bicycle. He has visited selected areas of the Sultanate, beginning in Al Buraimi through Sohar, Khaboura and Barka, and ending in Muscat where the village was opened to traffic in the Muscat City Centre early this year. Iraqi superstar honours women at ROHM Women’s Day fiesta STAFF REPORTER MUSCAT: Iraqi superstar Kadim Al Sahir stole the show at the Royal Opera House Muscat’s Omani Women’s Day Celebration on Tuesday when he made a surprise performance to finish the concert. The popular singer, who also performed two sold out concerts to adoring fans on Wednesday and Thursday nights, was the “special guest star” who capped an evening that paid tribute to Omani Women’s Day, which is celebrated on October 17 each year. His warm, powerful voice serenaded the audience with his Arabic love songs. Al Sahir’s performance followed Omani and international ensembles, among them several all-female performances. The concert began with the Women’s Music Band of the Royal Oman Police, who marched through the auditorium and onto the stage playing their bagpipes and drums. They were followed by an 11-women string ensemble from the Royal Oman Symphony Orchestra who played a series of Romanian folk dances by the composer Bela Bartok.

The ROHM also invited Armenian artist Hasmik Leyloyan and her female ensemble to play. Known as the Queen of Qanon, Layloyan demonstrated her diversity and skills on the traditional string instrument. She played a variety of Western and Armenian compositions, including a lively rendition of Scott Joplin’s Ragtime. Egyptian marimba player Nesma Abdel Aziz and her ensemble also delighted the crowd. Abdel Aziz is one of the top marimba

players in the world, and seeing her perform leaves no doubt as to why she’s considered among the best. Dressed in skinny jeans and a sparkling gold jacket, she danced and played the marimba like a rock star! The First Royal Group of Music and Folklore also had a chance to shine on stage, first with a group of women musicians playing two traditional songs, and then the entire group joined in, with music, singing and joyful dancing.

DAMASCUS: The United Nations and the chemical weapons watchdog has doubled the number of experts working to eliminate Syria’s banned arms, a UN statement said yesterday. The team has increased this week from about 30 Organisation for the Prohibition of Chemical Weapons(OPCW) experts and UN support staff to 60, said a statement released as the OPCW celebrated winning the Nobel Peace Prize. The team “has made good progress in verifying the information submitted” by the Syrian government. “At the end of the first 10 days of operations on the ground the

from the Lebanese movement Hezbollah searched Al Thiabiya and Husseiniya, a Palestinian refugee camp, for pockets of resistance after overrunning them, the sources said. PARIS: French President Francois Hollande said yesterday that the OPCW’s winning of the Nobel Peace Prize was a “vindication” of international efforts to destroy Syria’s chemical weapons arsenal. “The Nobel prize is a vindication of all that France, and not just France, committed in the last few weeks to denouncing the use of chemical weapons and to eliminating them in the near future,” Hollande told journalists during a visit to the Paris suburbs. The Hague-based Organisation for the Prohibition of Chemical Weapons (OPCW), an obscure body recently thrust into the spotlight by the Syria crisis, won the Nobel Peace Prize on Friday for its work to rid the world of chemical arms. In a separate statement, Hollande promised France’s full support for the OPCW’s operations in Syria. “France fully supports

Police fire tear gas to disperse pro, anti-Mursi protestors CAIRO: Police fired teargas in Egypt’s coastal city of Alexandria yesterday to break up clashes between opponents and supporters of ousted Islamist President Mohamed Mursi, security sources said. Egypt has been thrown into turmoil by the military’s ouster of Mursi on July 3 following mass protests against his rule, a move that prompted his Muslim Brotherhood movement to organise daily demonstrations in cities across the country. Thousands of Mursi’s supporters protested yesterday in the capital Cairo, the second biggest city of Alexandria and other coastal and Nile Delta towns, the security sources said. “Clashes erupted in Alexandria between pro-Mursi protestors and residents who oppose Mursi,” said one of the sources, who asked not to be identified. “They were annoyed by the protest that included anti-army chants, and it led to security forces firing teargas to disperse the crowds,” he added. Smaller clashes also broke out in the Nile Delta province of Sharqia and the coastal city of Damietta, where one Mursi supporter was injured. On August 14, Egyptian security forces broke up the two main pro-Mursi sit-ins in Cairo and killed hundreds of civilians. The army-backed government then declared a state of emergency and imposed a curfew. Thousands of Brotherhood members, including Mursi himself, have been arrested. Around 57 people were killed in clashes between Mursi’s supporters and opponents last Sunday, one of the bloodiest days since the army seized power. Large waves were already pounding beaches in the state of Andhra Pradesh over a day before Cyclone Phailin was due to hit. Villagers were evacuated to schools in the north of the state and in neighbouring Odisha, while panic buying drove up food prices. EC curb on surrogate ads in five poll-bound states NEW DELHI: To curb surrogate advertising of central or state schemes by governments in the five poll-bound states, the Election Commission (EC) has written to all chief secretaries directing them not to advertise such welfare schemes. In a communication to all states, the Commission has said that states, other than those in which assembly polls are held, should not put out advertisements in the media highlighting the central and state schemes. The poll watchdog felt such advertisements could disturb the level-playing field during the assembly elections. It also felt such advertisements gave advantage to the ruling party at the Centre and has asked the states to desist from putting out such advertisements.

JAKARTA: India and Indonesia yesterday deepened their strategic partnership by signing six memorandums of understanding (MoUs) and took the relationship to a new level by intensifying cooperation in investment, defence and space. The MoUs were inked after talks between Prime Minister Manmohan Singh and Indonesian President Susilo Bambang Yudhoyono at the Istan Merdeka (presidential secretariat) in the Indonesian capital. Of the six MoUs, two were signed after separate talks External Affairs Minister Salman Khurshid and Commerce and Industry Minister Anand Sharma had with their respective Indonesian counterparts. To strengthen bilateral ties,

India and Indonesia agreed to pursue a five-pronged agenda focusing on areas like defence and security cooperation and a comprehensive economic partnership. Cooperation The two sides decided to boost cooperation in combating terrorism, terrorist financing, arms smuggling, organised crime, money laundering, drug and human trafficking, counterfeiting and cyber crime. The leaders agreed to enhance liaison between intelligence and law enforcement agencies and to provide each other with assistance to fight terror and organised crime, a joint statement said. They also directed relevant

agencies to launch a dialogue on cyber security issues. Yudhoyono and Singh also decided to take steps to provide mutual access facilitation for agro-products, fish and fishery products. Singh, who arrived in Jakarta on Thursday after attending the ASEAN summit in Brunei Darussalam, described Indonesia as “one of India’s most valued partners in our Look East Policy”. Yudhoyono noted that bilateral relations are very strong and said the two sides should cooperate in new areas. Accountability court asks Zardari to appear on Oct.14 RAWALPINDI: An accountability court in Rawalpindi has ordered former president Asif Ali Zardari to appear before the court on October 14 after it reopened five references against him, Express News reported yesterday. ISLAMABAD: A court yesterday ordered former military ruler Pervez Musharraf to be held for 14 days over a 2007 raid on a mosque, a decision that means he must remain confined to his villa. Police arrested Musharraf late on Thursday over the military raid on the Red Mosque which left dozens dead a day after a court granted him bail in a separate case. The 70-year-old has been confined to his villa on the edge of Islamabad, which has been de-

clared a “sub-jail” since April over a string of cases dating back to his 1999-2008 rule. The Supreme Court on Wednesday granted him bail over the death of a rebel leader, a move that could have seen him freed once release procedures were completed. He had already been granted bail in two other major cases against him, including one relating to the assassination of former prime minister Benazir Bhutto. “The court remanded Musharraf for 14 days. The next date of

hearing has been fixed for October 25,” a court official said. Confirming order Musharraf’s lawyer Afshan Adil confirmed the details of the order. The former commando returned to Pakistan in March to run in the May general election, vowing to “save” the country from economic collapse and militancy. But he was barred from standing in the election, won convincingly by Prime Minister Nawaz Sharif — the man he ousted from power

in 1999 — and was hit with a barrage of criminal cases dating back to his rule. Taking the former chief of army staff into custody was an unprecedented move in a country ruled for more than half of its life by the military. It was seen by many as a challenge to the power of the armed forces. Though Musharraf’s lawyers said Wednesday’s bail order meant he was a “free man”, in practice his life is in such danger that he cannot leave his villa, where he is guarded by 300 heavily-armed police and soldiers. The Taleban have threatened to kill the 70-year-old former general, who as president allied Pakistan with Washington in the US “war on terror” in the wake of the 9/11 attacks. Since Sharif won the election there have been repeated rumours that a deal would be reached to allow Musharraf to leave Pakistan before his trials were completed. One theory was that Musharraf might be allowed to visit his sick elderly mother in Dubai on compassionate grounds. But Interior Ministry officials confirmed said that his name remains on the “exit control list”, meaning he is officially barred from leaving Pakistan. - AFP

First end the crisis, only then can the talk begin

T

he demand from House Republicans — there’s a new one every day — was recycled from the last fiscal crisis they created: a bipartisan “super committee” of 20 lawmakers to negotiate a way out of the two crises (the government shutdown and debt-ceiling deadline) the House has now merged together. It was a particularly cynical flourish, given the Republican sabotage of the last super committee, and Democrats were right to dismiss it. As President Obama forcefully asserted at a news conference, there can be no negotiations until the government is open and until Republicans raise the debt ceiling and end the possibility of default. Negotiating under threat of economic calamity is untenable. Once those threats are removed, however, there is plenty to discuss: how to replace the sequester cuts, which are already devastating domestic programmes and are about to get much worse for defence spending; how to use fiscal policy to stimulate the creation of jobs and fix the nation’s infrastructure; how to repair a broken tax system, reduce longterm debt, and ensure that social welfare programs remain healthy. These issues have been staring Congress in the face for years, and Republicans have run from them. They rejected Obama’s 2011 proposal for a grand bargain to reduce the deficit by cutting spending and raising tax revenues. Last year’s super committee briefly created the possibility that the two sides might agree on another debt-reduction package, but Republicans refused to even consider a deal that included higher revenues. Then, in April, when the Senate passed a budget that offered a similar mix of tax revenues and more reasonable spending cuts to end the sequester, the House refused even to discuss it in a conference committee. That budget remains on the table, and the Senate Budget Committee chairwoman, Patty Murray of Washington, asked for a conference last Tuesday for the 20th time. Sure enough, Senator Jeff Sessions, a Republican of Alabama, blocked it. The bill that would create the new super committee would only allow the committee to examine spending levels and “reforms,” and it says nothing about revenue levels. After years of recalcitrance, one thing has become clear: Republicans don’t want to negotiate on budget issues. They only want their way, a budget that contains only cuts, in contrast to the balanced approach from Democrats. Talks can be held only after a resolution to the current crisis. The path forward is glaringly obvious even to a growing number of House Republicans: a clean continuing resolution to fund the government for a few weeks or months, and an unconditional increase in the debt limit. If Boehner continues to refuse to put those measures on the floor, Republicans and Democrats should join together to sign a discharge petition to force a vote, which would undoubtedly pass. Higgs deserves every plaudit

I

t would be difficult either to overstate the implications of Professor Peter Higgs’s theorising, or to welcome too warmly his being awarded the Nobel Prize for Physics. In 1964, he and two Belgian colleagues — Francois Englert and Robert Brout — published a paper setting out a mechanism by which subatomic particles might acquire mass. So began a five-decade hunt for the Higgs boson, the existence of which would solve one of the thornier questions in theoretical physics. And with its discovery in 2012, thanks to the atom-smashing power of the Large Hadron Collider at Cern, our understanding of the world around us changed forever. For the uninitiated, it is tricky to grasp in anything but notional terms either the Higgs boson itself or the even more elusive Higgs field which it implies. What we can understand, however, is that without them the universe would, quite simply, not exist. The uncounted billions of particles created at the Big Bang would still have been created. But they would have remained a massless burst of radiation tearing through space at the speed of light. Of matter, as we know it, there would be none. Until this gap was bridged — thanks to the ingenuity, graft and sheer brilliance of Professor Higgs and his counterparts — there was a gaping hole at the heart of the so-called “Standard Model” upon which modern particle physics relies. That gap is now filled. Scientists may dislike the “God particle” moniker. Given that the Higgs boson binds the universe together, creating order from the chaos, it is appropriate enough, however. It is also appropriate that those who first suggested where to look are suitably recognised. Sad to say, Professor Brout, who died in 2011, misses out on his share of the recognition. But Professors Higgs and Englert have now been honoured by the Royal Swedish Academy of Sciences with a joint Nobel Prize. Deservedly so. - The Independent

Some information on the mysterious Saharan civilisation has come in the wake of Paul Sereno’s epoch-breaking discoveries, which, in effect, is just the tip of the iceberg. Much about the Kiffian and Tenerian civilisations still remains deeply shrouded in mystery. Scholars

he World Bank has set two new goals for itself: ending extreme and chronic poverty in the world by 2030, and promoting shared prosperity, defined in terms of progress of the poorest 40 per cent of the population in each society. Now that the United Nations General Assembly Open Working Group on Sustainable Development Goals has endorsed the Bank’s anti-poverty target, debate about how to achieve it has revived an old question: Will the benefits of economic growth trickle down on their own, reaching all, or will we need targeted redistributive policies? Many people remain in the growth-only camp only because of an error in deductive reasoning; unlike committed ideologues, they can be weaned from their position. That is why the World Bank’s second goal of promoting shared prosperity is important not only in itself, but as an essential complement to the goal of ending poverty. Recognising that some “frictional” poverty will inevitably persist over the next two decades, the World Bank’s formal target is to reduce the percentage of people living below the poverty line — defined as daily consumption of less than $1.25 (in purchasing-power-parity terms) per person — to less than 3 per cent. World Bank research predicts that if all countries grow at the same rates that they did over the past 20 years, with no change in income distribution, world poverty will fall to 7.7 per cent by 2030, from 17.7 per cent in 2010. If they grow faster, at the average rates recorded in the 2000’s, the poverty rate will fall to 5.5 per cent. These numbers suggest that growth alone is unlikely to get us to the 3 per cent target. But this is mere suggestion. One can argue that we should nonetheless rely on growth and simply adopt measures that encourage more of it. In a new paper, David Dollar, Tatjana Kleineberg, and Aart Kraay analyze empirically the relationship between growth and poverty. Their comprehensive study draws on high-quality survey data from 118 countries and reaches a clear conclusion: the bulk of poverty eradication that took place in recent decades was driven by economies’ overall income growth. More specifically, 77 per cent of the cross-country variation in the income growth of the poorest 40 per cent of the population reflects differences in average income growth. Findings like these lead many people to conclude that eradicating poverty requires us to rely on overall growth, and that direct government policy interventions have little merit. But this is a wrong conclusion, which illustrates a lapse of logic. To see why, suppose that in 1930 an economist conducted an empirical study of what cured infectious diseases, and, analysing masses of data from previous years, concluded that 98 per cent of all treatable

illnesses were cured by non-antibiotic medicines — “tradicines,” which include all traditional medicines of various schools. This conclusion would most likely be valid, because the use of antibiotics before 1930 — just two years after Alexander Fleming discovered penicillin and years before it was fully workable as a cure — was rare and mostly inadvertent. But now suppose that the economist goes on to argue that, therefore, it would be silly to give patients penicillin, because we know that 98 per cent of all treatable diseases were cured by tradicines, and penicillin is not a tradicine. That is a wrong deduction, based on evidence that does not exist. What the economist’s study in 1930 showed is that tradicines accounted for 98 per cent of the cases that were successfully treated. It does not show that penicillin does not work. This is a common mistake. We often hear assertions like, “We must rely on the private sector to create jobs, because studies show that 90 per cent of past jobs were created by the private sector.” If we accepted this reasoning, we would have to accept a Soviet researcher’s assertion in the late 1980’s that we must rely on the state to create jobs, because 90 per cent of past jobs were created by the state. On job creation, there is both theory and evidence to support the conclusion that the private sector is the main driver of sustainable expansion (which is not to deny that there may be scope for tweaking public policies to make the private sector more employment-friendly). But on poverty eradication, theory and evidence show that policy interventions, when skilfully designed, can play a significant role. Some of these policies already exist; some have to be crafted — the antibiotics of our time. In India, the government has tried for decades to get cheap food to the poor. Cost-benefit analysis has led many to declare it a failed policy. But the fault lies with the program’s method, which is to rely on the state both to collect the food from farmers and to deliver it to the poor. Around 45 per cent of food grain leaks out and disappears in this process. This means that the program’s leaks need to be repaired, not that the entire scheme should be abandoned. A carefully designed public-private partnership — in which the state gives a subsidy directly to the poor, who then buy food from private farmers and traders — would benefit all. Obviously, when the poor have more (and healthier) food, their nutrition improves; when better-nourished people go to school, they become more productive; the same is true of health services. Overall economic growth is important, but the poor should not have to wait until its benefits trickle down to them; with the right antipoverty policies, governments can encourage trickleup growth as well. - Project Syndicate

So that is not the expectation in terms of conclusion.” Karzai officially suspended BSA talks in June in a furious reaction to the Taliban opening a liaison office in Qatar that was presented as an embassy for a government in waiting. The Taliban regime was driven from power by a US-led coalition in 2001 for sheltering the Al-Qaeda leaders behind the 9/11 attacks. MILAN: Former Italian Prime Minister Silvio Berlusconi has formally requested to do a year of community service rather than be jailed or put under house arrest following his conviction for tax fraud, a legal source said yesterday. The centreright leader, 77, was sentenced to four years in jail in August, commuted to one, for masterminding a massive tax fraud scheme at his Mediaset television empire. Because of his age he is considered certain to be allowed to stay out of prison, making either house arrest or community service the most likely ways that he will serve his sentence. It is not automatic that his request for community service will be granted and the billionaire media tycoon is not likely to begin the sentence until next year.

Planet’s ‘remains’ show signs of water NEW YORK: Astronomers have autopsied a distant, broken apart planet and revealed signs of water and a rocky surface together for the first time, delighting scientists on the hunt for alien life. In a planetary system some 150 light years away, the right conditions for life appear to have once existed, and planets like Earth may have orbited a star known as GD 61, British astronomers reported in the journal Science. “This planetary graveyard swirling around the members of its parent star is a rich source of information about its former life,” said co-author Boris Gansicke of the Department of Physics at the University of Warwick. Around 200 million years ago,

GD 61 lost its power and began sucking in the nearest planets with its extreme gravitational pull, devouring them to pieces. Now that Sun is what is known as a white dwarf, or a dying star that is circled by planetary debris. Astronomers have typically studied living stars and the planets that circle them in the search for other worlds that are a reasonable distance from their stars and therefore not too cold or too hot for life. But a handful of promising faraway discoveries by the NASA Kepler mission have been limited to the size and density of planets in this so-called Goldilocks zone. Their compositions, whether rocky like Earth or gassy like Jupiter, have remained a mystery

because astronomers couldn’t get close enough to peer at their surfaces, or inside them. The latest analysis focused on a dead planet that has been broken to bits, allowing scientists to analyse the fragments and actually see inside the contents. Previous research has examined 12 destroyed exoplanets, or planets outside our solar system, orbiting white dwarves in this way, but never before has the signature of water been found. Using ultraviolet spectroscopy data, scientists have shown that the fragments contain about 26 percent water by mass, far greater than the Earth’s 0.02 percent. The team detected magnesium, silicon, iron and oxygen in the

white dwarf’s atmosphere, making up the main components of rocks. The high proportion of oxygen indicates the presence of water. “Those two ingredients -- a rocky surface and water -- are key in the hunt for habitable planets outside our solar system so it’s very exciting to find them together for the first time outside our solar system,” said Gansicke. The findings are based on data from the Hubble Space Telescope and the W.M. Keck Observatory on Mauna Kea on Hawaii on planets far beyond the solar system. Researchers believe the water came from a minor planet, at least 90 kilometres (56 miles) in diameter but probably much larger. -AFP

LONDON: A giant catamaran strong enough to lift four Eiffel Towers will set off from a South Korean shipyard next year with the task of decommissioning North Sea oil rigs — a $3 billion bet that bringing derelict platforms ashore can be a profitable business. Since the 1970s, 500 oil rigs and 45,000 km of pipelines have been installed in the North Sea to tap reserves that have fed Britain and Norway. But ageing infrastructure and dwindling productivity mean some of the fields are no longer profitable. Oil companies have considered turning redundant rigs into casinos or hotels but most are destined for dismantling to prevent environmental damage from rust or leaks. Oil services companies are developing equipment for a decommissioning market that Deloitte estimates could be worth $50 billion over the next 30 years. The question nagging the firms is one of timing. New technology is enabling oil companies to squeeze more out of ageing fields, continually pushing back the date of decommissioning. Contractors do not want to miss out on the work when it comes, but many are also struggling to pull together skills and equipment that require serious investment. Getting the timing wrong could be costly. Edward Heerema, chief executive of engineering

group Allseas, is hoping the Pieter Schelte, the 382-metre-long, 124-metre-wide catamaran he commissioned and named after his father, will capture a large part of the business. “This is the biggest bet of my career,” said Heerema. “It’s very difficult to show that it’s really going to be extremely profitable,” he added. The concept of the boat is 25 years old, according to Heerema. But only now has a pipeline of work coincided with his company having the financial muscle to build the ship. A video on the company’s website shows a digital mock-up of the boat, resembling two oil tankers joined together, in action. The ship sails up to the oil rig guiding the steel platform above the water between its two hulls. Hydraulic clamps stick to the under part of the platform which is then lifted with seeming effortlessness in one quick movement and carried to shore. Named after Pieter Schelte Heerema, an oil engineer whose vessel designs have been installing offshore rigs for decades and whose sons still dominate North Sea muscle-ships, the ship can lift up to 48,000 tonnes, more than quadrupling the current top capacity. The vessel caused controversy in 2008. Heerema was a member of the Nazi Waffen SS during the Second World War and was jailed briefly as a collaborator by a Dutch court. Jewish groups complained when they learnt the name. A big bet The Pieter Schelte has already been signed up to remove platforms from Shell’s Brent North Sea field, beginning with Brent Delta in 2015 or 2016. The ship’s size and stability give it an advantage in the rough weather of the North Sea where many fields are nearing the end of their life. But over the ship’s lifetime decommissioning projects could take it to the Gulf of Mexico, South East Asia and on to Brazil and West Africa. The decommissioning market involves everything from shutting down the field, closing the wells, removing the steel and disposing of or recycling it. -Reuters

The Times of India dedicated four more pages to the world’s most prolific international runscorer, who announced on Thursday that he will retire after playing his 200th Test match at home against West Indies next month. The diminutive batsman, now 40, has been the face of Indian cricket since he burst onto the international scene as a 16-yearold curly-haired boy against arch-rivals Pakistan in a Karachi Test. Sachin Tendulkar’s retirement is the end of an era. When he made his debut he brought a childlike innocence to the game. As he retires as ‘The Master’, he leaves behind a legacy that not just Indian cricket but world cricket will cherish and hold dear. In an environment where words were often more potent than drives, cuts, pulls, pace and spin, he showed that toughness was in letting his deeds do the talking. There will never be another like him. For me ‘The Master’ has bid Sunil Gavaskar adieu, but ‘Tendlya’ will be forever.

NEW DELHI: Mumbai’s Wankhede Stadium is set to host the farewell Test for Sachin Tendulkar after the legendary batsman expressed a wish to play his landmark 200th match against the West Indies next month in front of his home crowd. “Tendulkar has requested the BCCI to hold his farewell Test at Wankhede Stadium,” Mumbai Cricket Association President Ravi Sawant said. “He has expressed his wish that the second and final Test of the series be held in Mumbai,” Sawant added.

A top Board of Control for Cricket in India (BCCI) official said that Mumbai is almost certain to host the historic match though it will be made official only after the BCCI’s tours and fixtures committee meets today to finalise the venues of the series. The BCCI is also planning a grand farewell for Tendulkar, it has been learnt. The first Test will be played from November 6-10 and the second from November 14-18. MUSCAT: A 10-men futsal team from GUtech will be competing in the 15th Panathlon World Interuniversity Club Games to be held from 14 to 18 October 2013 at Antwerp, Belgium, under the aegis of the Panathlon Clubs of Universities (PCU) committee, and hosted by the University of Antwerp. According to a press release issued by GUtech, the team consists of nine Omani students and one Syrian student, and is the first university or college team from Oman to participate at the Panathlon World Games. The team is sponsored by the Ministry of Sports Affairs, Petroleum Development Oman and Dhofar Insurance, with Qatar Airways and OUA Travels supporting it as travel partners. In addition to the regular coaching, the team has been undergoing intense training over the last few weeks under renowned American footballer Chad (who played in the German Second League and Swiss Premier League), to better their

chances at the games. As many as 1,000 students and officials representing 50 Panathlon Clubs from over 20 countries are expected to attend the Panathlon where participants will vie for top honors in men’s futsal, men’s and women’s football, basketball and volleyball. Futsal is played between two teams of five players each, including the goalkeeper, and is part of the Fifa programme. It is played with a smaller ball with less bounce than a regular football. The PCU committee was formed by Panathlon International to coordinate all the Panathlon clubs of universities. Mena region’s IPOs decline Times News Service MUSCAT: As much as $138 million was raised in the Middle East and North Africa (Mena) region in the third quarter of 2013 through a single initial public offering (IPO), says Ernst and Young’s Mena third quarter 2013 IPO update. This is 45.3 per cent lower than the $252.3 million raised in the third quarter of 2012. The only IPO in Mena took place in Oman by Sembcorp Salalah Power and Water Company in the power and utilities sector. “The third quarter of the year is historically a slow period for IPOs. This year, the summer months coinciding with Ramadan led to a slower paced environment for raising money for IPOs. However, we have seen an increase in the number of companies in the region contemplating IPOs in the coming months so we expect activity to pick up,” said Phil Gandier, Mena head of Transaction Advisory Services, Ernst and Young’s. In the third quarter of 2012, there was only one IPO in Saudi Arabia with the listing of City Cement on the Tadawul exchange for $252.3 million. “There is an appetite to invest in profitable local companies that have scale and Pan Arab operations. Within the Gulf, the Tadawul is expected to attract a large number of IPOs due to its high liquidity and the new facility of cross-listing for overseas companies.,” added Phil. “Going forward, the key challenge that the regional IPO market will face is the relatively lower levels of liquidity in the exchanges compared to international markets,” he said.

Finance chiefs warn US over debt agreement SAN FRANCISCO: International finance chiefs welcomed signs the United States lawmakers are working to resolve their debt spat as they warned failure to do so would hurt the world economy. Group of 20 (G20) officials met in Washington yesterday after House Republicans and the White House considered a shortterm increase in the US debt limit to buy the time to negotiate a longer-lasting deal that allows America to dodge default. “Everybody knows that a solution must be found, and I’ve got no doubt that it will be found,” French Finance Minister Pierre Moscovici told Bloomberg Television’s Sara Eisen in Washington. “It would be of huge importance if no solution was found.” The political stalemate that closed the US government for the last 10 days is casting a shadow over weekend talks of the International Monetary Fund, usually an event at which the US gives rather than receives advice. LONDON: The United States will become the world’s largest oil producer next year overtaking Russia, thanks to its shale oil boom which has remade the global energy landscape, the West’s energy watchdog said yesterday. The prediction comes only days after estimates by the US government showed the spectacular growth in production has allowed the world’s largest oil consumer to reduce imports so drastically that it has lost its ranking as the world’s biggest oil importer to China. “The US’ place in the driver’s seat of growth is also a throwback to decades past,” the International Energy Agency (IEA) said in its monthly report. “With output of more than 10 million barrels per day for the last two quarters, its highest in decades, the nation is set to become the largest non-Opec liquids producer by the second quarter of 2014, overtaking Russia. And that’s not even counting biofuels and refinery gains,” the IEA added. The spike in US production will allow total non-Opec supply to grow by an average of 1.7 million barrels per day in 2014, peaking at 1.9 million in the second quarter, the highest annual growth since the 1970s, the IEA said.

Global oil demand The IEA said it had cut the ‘call’ on Opec’s oil for 2014 by an average of 100,000 bpd for 2014 to 29 million bpd due to an upward revision in non-Opec supply growth. Global oil demand this year is being slightly boosted by recovery of European economies, and new production is building up fast in a rapidly changing oil market, the IEA said yesterday

But instability in the Middle East and North Africa (Mena) is keeping prices up, the IEA said in its monthly review of the oil market. The agency raised its forecast for demand for oil around the world this year by 90,000 barrels per day to 91 million barrels per day (mbd). Brent traded at about $111 a barrel in London yesterday, little changed this year, as supply disruptions in North Africa and tensions in the Middle East are balanced by signs of slowing economic expansion in emerging economies and a budget impasse in the US Crude from shale formations in Texas and North Dakota is helping the world’s largest oil consumer achieve its highest level of energy independence in more than two decades. World fuel consumption will increase by 1.1 million barrels, or 1.2 percent, to 92 million barrels a day in 2014, according to the report.

IEA statement The expansion in demand is about 100,000 barrels a day less than the IEA forecast last month. “Demand growth, as an improvement from the past few years, looks solid within the context of what’s been a weak macroeconomic environment,” said Amrita Sen, chief oil market strategist at Energy Aspects, a research company in London. Total inventories of crude and refined products in the most industrialised nations equate to about 58.6 days worth of consumption, or 0.1 day above their fiveyear average, after increasing by 7.8 million barrels in August to 2.7 billion barrels, according to the report. - Agencies

Fruit farming offers escape from mining gloom

P

eter Somakhephu’s life has followed a pattern familiar to many black South African miners: he exchanged a marginal existence of peasant farming in his home village for low-paid labour underground before being forced back onto the land. His life has come full circle but he has broken the cycle of grinding subsistence by moving from staple crops for family consumption to small-scale fruit production for commercial sale, a business that was, until recently, far out of reach. His example may hold promise for some of the tens of thousands of miners set to lose their jobs in coming years, a new wave of unemployment that will fuel tensions in the countryside and in the grim shanty-towns that ring the mines. Anglo American Platinum’s (Amplats) move to cut 3,300 jobs to restore profits sparked a 13 day-strike by miners desperate for work in a country where four out of ten adults, and more than half of the youth, have none. It ended on Thursday after Amplats agreed to give the workers voluntary severance packages instead of laying them off. This means they will get more compensation, though the amounts were not immediately specified. The company had already rowed back from a target of 14,000 jobs under pressure from the government and unions, underscoring the gravity of the issue. The social consequences of mine job losses are widespread because the typical worker in the industry has eight dependants often in two separate families, one near the mines and the other back in their rural villages. The African National Congress (ANC), in power for almost two decades, is likely to win next year’s election, but more radical political forces are circling and Deputy President Kgalema Motlanthe has called youth unemployment a “ticking time bombs” Resentment Somakhephu, an ex-platinum miner, says the fruits of his labour owe nothing to the industry, which has not lived up to public expectations for a wider redistribution of wealth since white minority rule ended in 1994. “I built these from farming, not from mining,” said Somakhephu, a sprightly 61-year-old, as he gestured to the set of five small but sturdy houses that crown his rural homestead in the rugged hills of South Africa’s Eastern Cape province. Behind him to the east neat rows of orange trees sloped to the valley floor, to the west stood lush banana plants. Somakhephu’s neighbour Elliot Belem, 56, standing among his orange trees, said farming his 2.5 hectare

plot was better than life in the gold mines, where he was a first-aid worker. “It’s better to be a farmer than a miner. I have no supervisor, I am self-employed,” he said. They are part of a project that has seen 5,200 households plant more than 110,000 crop trees since 1999, according to South Africa’s Agricultural Research Council, a state agency, and Is’Baya Development Trust, the NGO behind the initiative. The project, which has received no funding from the mining industry, aims ultimately to form co-ops to help with marketing and distribution in a sector still dominated by white commercial farmers whose industrial-scale operations have made South Africa the world’s second-largest citrus exporter after Spain. Lack of training Commercial farming, even on a small scale, was not an option before for people like Somakhephu in this rural backwater once known as the Transkei, one of the quasi-independent “homelands” which provided mines with a cheap source of migrant labour. The Is’Baya project has not only given black farmers and would-be farmers training in the care of citrus but also the trees themselves, unobtainable in the past, when apartheid restrictions kept black South Africans from markets and capital. “I went back to farming when I had to leave the mines in 1985 but I had no equipment and did not know how to get the trees,” said Belem. Mining firms say they are putting resources and retraining into what are now called “labour sending areas”, though not in this remote village, which has also been neglected by the state. Perched near jagged

cliffs overlooking South Africa’s “Wild Coast,” Noqhekwana has no electricity or running water and lies at the end of a rough dirt track. Amplats has pledged “retraining and job-seeker” support for laid-off workers in such areas but has not given details. Rival Lonmin said it offers skills training in farming for workers close to retirement or facing layoff in recognition of the rural backgrounds of much of its workforce. Still, there are limits to what the land can sustain. The loss of tens of thousands of jobs from the gold mining sector in 1994 to 2004, coupled with a 40 per cent increase in the population, means it is already eroded and overgrased. “Land erosion and deterioration ... are already seen as results of this newly induced population pressure,” researchers noted in a 2004 study in the Journal of the South African Institute of Mining and Metallurgy. The new wave of job losses comes as South Africa’s gold industry, which has produced a third of the bullion ever mined, faces growing cost pressures and depressed metal prices in the world’s deepest mines. About half of the country’s platinum mines are also losing money at current prices. The migrant labour force is now partly their undoing as the low skills of a semi-literate workforce constrain productivity while income disparities fuel labour unrest. Dozens of people have been killed in the past 20 months in a turf war between the ANC-allied National Union of Mineworkers and rapidly growing Association of Mineworkers and Construction Union (AMCU). Impala Platinum (Implats) has said part of its focus has been on raising the literacy levels of its labour force, a trend which can help lift its own productivity and give former miners more of a chance outside of the shafts. In its latest annual report, Implats says 80 per cent of its workforce had basic levels of adult literacy in 2013, over double the 30 per cent recorded in 2008. Obstacles The fledgling fruit farmers still face many obstacles - not least a perception in the region that agriculture here is still largely a peasant and not commercial activity, unlike in other regions, where white farmers predominate. In the town of Lusikisiki, about 50 kms (30 miles) from Somakhephu’s groves, Monica Nduli, a middle-aged woman selling fruit on the roadside, said she sourced her produce from KwaZulu-Natal, 150 km (90 miles) away. “In Transkei? Never! It’s only in KwaZulu-Natal that we get such fruit,” she told Reuters. –Reuters

BANGALORE: Indian outsourcing giant Infosys reported yesterday a lower-than-expected 1.6 per cent rise in quarterly net profit but raised its full-year revenue outlook, driving its shares up more than five per cent. Second-quarter net profit rose to Rs24.07 billion ($383 million) for the three months to September from Rs23.69 billion a year earlier. Analysts had expected a net profit of Rs25.78 billion, according to Dow Jones Newswires, and the lower result was due to a $35-million provision for visarelated costs. Yesterday’s results, which kicked off India’s quarterly earnings season, were the first for a full quarter since Infosys in June reappointed its founder Narayana Murthy as ex-

ecutive chairman, after he retired two years ago aged 65. Murthy’s return comes as the firm struggles with falling market share to rivals such as Tata Consultancy Services and HCL. Three decades ago, Murthy, who has an iconic stature in Indian business as a pioneer of the country’s flagship outsourcing industry, sat around a kitchen table with six others and created Infosys. Last month, Murthy told shareholders after he was called back that the task to rebuild a ‘desirable’ Infosys could take at least 36 months and tough decisions would have to be taken which would result in ‘pain’. The Bangalore-based Infosys is seeking to reinvent itself with a strategic overhaul to focus on higher-value software and consulting services instead of labourintensive outsourcing services. NEW DELHI: Infosys reserved $35 million for a potential settlement tied to a United States probe into the company’s use of visas. The company is ‘engaged in discussions’ to reach a civil resolution with the US Attorney’s office which is investigating compliance with visa laws, it said. India’s Infosys resolved two whistleblower cases in Alabama and California in the past 14 months after employees alleged it misused so-called B-1 visas, temporary business permits, to avoid limits on H-1B employment visas. The continent needs to spend $93 billion a year help accelerate economic growth, leaving a financing gap of about $50 billion, the Tunis-based lender said in May. “There is a lot of requirement for infrastructure investment,” Clare Dawson, managing director of the London- based Loan Market Association, said in an interview in the Kenyan capital, Nairobi. “Many international banks see that there are very good opportunities for investing particularly in infrastructure projects.” Middle class Inadequate infrastructure reduces economic growth across the continent by at least 2 percentage points a year and lowers the

productivity of companies by as much as 40 per cent, or $40 billion in lost output annually, according to the bank. International lenders’ interest in the continent is also being driven by a growing population and expanding consumer base, Dawson said. Africa’s middle class is estimated at 34 per cent of the continent’s population, or 350 million people,

according to the African Development Bank. The middle class has been defined as individuals with annual income exceeding $3,900. African industries receiving the most funding include telecommunications and commodities such as cocoa, oil and gas, Dawson said. “Some of the African banks are also becoming more active on a regional basis rather than just in their own countries,” she said. Over the next decade, seven out of the 10 fastest growing economies will be African nations, led by Ethiopia, Mozambique and Tanzania, with an average growth rate of 7 percent per annum, while the continent’s population is forecast to reach 1.4 billion by 2025, according to the LMA. Declining rates Pricing for loans is already declining as more lenders enter the market, according to the Loan Market Association. This year, Ghana’s Cocoa Board reported a drop in margin on its syndicated loan to 70 basis points above Libor per annum from 175 basis points in 2012, it said. The regulator last month signed a $1.2 billion syndicated loan for crop purchases.

The LMA is currently promoting the standardization of documentation across Europe, Middle East and Africa to speed up the time taken to process loan applications, Dawson said. Out of its membership of more than 500 banks and law firms, about 16 are from Africa. The LMA has conducted a recruitment drive in southern Africa and East Africa and plans to continue the exercise in West Africa next year Dawson said. Kenya, the world’s biggest exporter of black tea, is the leading market for local-currency loan syndication in East Africa, while Zambia, Africa’s biggest copper producer is the largest market for loans in Central Africa, according to the LMA. Sensex climbs as Infosys raises forecast; rupee rises MUMBAI: India’s benchmark stock index rose for the sixth week in seven, led by technology shares, after Infosys raised its annual sales forecast. Infosys jumped to its highest level in 30 months, helping a gauge of software makers to its biggest gain in three months. Tata Consultancy Services, HCL Technologies and Tata Motors climbed to a record. ICICI Bank rallied 5.2 per cent. DLF led other developers higher after the market regulator allowed setting up of real-estate investment trusts. The rupee strengthened to a two-month high. Infosys, kicking off the earnings season for the quarter ended September, said its dollar revenue will rise 9 per cent to 10 per cent in the year ending March amid economic recovery in the United States and Europe. The nation’s second-largest software maker in July projected growth of 6 per cent to 10 per

cent. The S&P BSE Sensex added 1.3 per cent to 20,528.59, a threeweek high. The 30-stock gauge rallied 3.1 per cent this week. “Infosys raising its guidance shows demand is strong in developed nations and that bodes well for software exporters for the next two quarters at least,” P. Phani Sekhar, a fund manager at Angel Broking in Mumbai, said. Infosys, which has the secondhighest weighting in the Sensex, surged 4.7 per cent to Rs3,274 rupees, its highest close since April 2011. Tata Consultancy added 2 per cent and HCL Technologies increased 3.6 per cent. Second-quarter net income at Infosys rose 1.6 per cent to Rs24.1 billion ($393 million), lagging behind the Rs26.6 billion median of 46 analysts’ estimates in a survey. Sales rose to Rs129.7 billion, beating the Rs127.3 billion median of estimates. Tata Motors surged 3.7 per cent to Rs385. ICICI Bank algained the most in three week.

Currency rises India’s rupee rose to the highest level in almost two months on speculation policy makers will succeed in efforts to boost capital inflows and rein in the currentaccount deficit. The rupee gained 0.6 per cent this week and 0.5 per cent yesterday to 61.08 per dollar in Mumbai, according to prices from local banks. It touched 61.02 earlier, the strongest since August 13. One-month implied volatility, a measure of expected moves in the exchange rate used to price options, fell 25 basis points, or 0.25 percentage point, since October 4 to 14.74 per cent. Policy makers are in talks with JPMorgan Chase about getting Indian debt into international indexes, Finance Minister P. Chidambaram said in Washington yesterday. YEARS OF BOLLYWOOD MOVIE MAGIC India’s film industry is booming, says Harriet O’Brien as she goes on a studio tour “IT’S a damaru.” That was my line and I was sticking to it – never mind that I didn’t know what a damaru was. Five of us were in a Mumbai sound studio recording the dialogue of an ad for an Indian Internet site. I delivered my one line with, as I perceived it, panache. A few minutes later I watched as it was matched to action already filmed. A damaru, I realised, is a two-headed drum, ubiquitous in the subcontinent. I began to appreciate how exacting the art of dubbing and synching is. Fortunately our recording was a play session: we were on a guided tour around Mumbai and were taking a behindthe-scenes look at the city’s multibillion dollar film industry. This year India’s largest city has been celebrating 100 years of movie making. In May 1913 Raja Harishchandra, a flickering black-andwhite film about a mythical Hindu king, opened at the Coronation Theatre in Mumbai (then Bombay) – and Bollywood was effectively born. That first film was silent, 40 minutes long, and had just a few women’s parts, all played by men. Quite some world apart from the riotously glitzy, singing-and-dancing blockbusters of today – such as Yeh Jawaani Hai Deewani (This Youth is Crazy) which is nearly three hours long, includes nine swirling song scenes and is currently the highest-grossing Bollywood production of 2013. I’d enjoyed something of a Bollywood fest on the nine-hour flight from Heathrow. Jet Airways is marking the centenary with an extra-special host of Bollywood offerings among its inflight entertainment options – and I arrived in Mumbai bug-eyed. Head still reeling the next morning, I set off on a city tour. I was staying at the landmark Oberoi, on the waterfront of Marine Drive in Mumbai’s southern sector. Originally a fishing settlement, this area is where the sprawling city origi-

nated, developed largely thanks to Portuguese traders. It was the British, though, who left lasting marks, and we immediately headed for some of the most famous sights relatively nearby. Firstly the Gateway of India, the high-Victorian archway built to commemorate George V’s visit in 1911. On we drove to other flamboyant remnants of the Raj: the High Court Buildings, looking as if they’ve escaped the pages of a Harry Potter story; the Victoria (or Chhatrapati Shivaji) Terminus (ditto), one of India’s busiest stations with a footfall of 100,000 passengers a day; and Crawford Market selling a colourful if eccentric mix of fruit, veg and pets (mangos to macaws). It was in part designed by Lockwood Kipling, father of Rudyard, who was born in an adjacent house. We moved westwards to Malabar Hill, home to Mumbai’s most expensive real estate, and paused by the Hanging Gardens, a terraced green space created over one of the city’s reservoirs. Just beyond are the Towers of Silence, actually more like large wells, where Mumbai’s Parsi community has for centuries laid out its dead.

Until about 15 years ago, my guide Anish told me, the deceased would be consumed within hours by the neighbourhood vultures, but their numbers have dwindled alarmingly – from 7,000 to around 800 – and now the Parsis have started a vulture breeding programme. We edged on, in thick traffic, stopping to take in striking views of Dhobi Ghat, Mumbai’s traditional laundry district. Here you gaze over row upon row of washing pens above which hang white linens, lines of blue jeans (given an “ageing” clean after manufacture) and more. We pressed on northwards over the Bandra-Worli Sealink. The stupendous bridge opened in 2009 linking south Mumbai with suburbs in the north. Just the other side is Bollywood territory. Many of the really big blockbusters are made in Film City in the far northern suburb of Goregaon, Anish explained, but although there are plans to develop visitor facilities at the site, for the moment it’s difficult for tourists to get entry. No matter: much of Bollywood production takes place in small studios dotted around the Bandra

district, and many of them welcome visitors by appointment. It’s in the Bandra area, he added, that a lot of the stars live – the likes of Shah Rukh Khan and Deepika Padukone. First Bollywood stop was one of Bandra’s small sound studios, where we experimented with recording – and I improved my knowledge of Indian drums. Then we continued north. We passed the sandy stretch of Juhu Beach and adjacent Juhu Airport where, Anish pointed out, the opening of Slumdog Millionaire was filmed. We stopped briefly at the Marriott on Juhu Tara Road, where the Bollywood crowd comes for Sunday brunch. As we moved on, Anish waved a hand at a leafy avenue, “that’s where Amitabh Bachchan lives”, his voice tinged with awe. One of Bollywood’s screen legends, Bachchan recently took a Hollywood part: gambler Meyer Wolfsheim in Baz Luhrmann’s version of The Great Gatsby. Our final port of call was a studio of furnished sets which also offers a small Bollywood museum. It would be pot luck as to what we’d find in production, Anish explained as we set off to explore S J Studios. As a grand finale, I had been hoping for music, dancing, or at least high-blown drama. The reality, as in much of life, was a great deal more pedestrian: a couple of TV series were in the making. We walked through a hospital set-up, complete with patients and nurses, and then entered a sittingroom studio where a rehearsal was taking place. Two men were in stagey conversation. This, Anish whispered, was a telling scene in Hum Ne Li Hai Shapath, a popular detective show. “Was the man in the checked shirt the detective, I asked. Anish looked at me with pity. “Well, actually madam,” came the reply “he’s an actor.” — The Independent

At the bridge table, an expert always wonders about dangers — distributions that might upset his contract. This deal would be misplayed by the unwary, who would assume all will be secure. But how would a careful declarer proceed? South is in four spades. West leads the heart ace, cashes the king and shifts to a low club. South’s two-club rebid was New Minor Forcing. It promised at least game-invitational values and asked partner to describe his hand further. Here, North bid two spades to show three-card support. South has two losers outside the trump suit, so he can afford one spade loser but not two. Regardless, the mathematicians tell us that five missing cards will divide 3-2 a whopping 76.8 per cent of the time. So what’s the problem? Win the third trick, play a spade to dummy’s king, and return a spade to the ace ... and go down one. We forget that a 4-1 split has a probability of 28.3 percent — not a lot short of one time in three. As no doubt you have noticed, on the second round of trumps, South should play his 10. There is no way a prize like the Nobel can accurately capture the intricate history of any individual discovery, says a physicist

BLUNDER

he physicist Richard Feynman liked to gripe about what he called “Alfred Nobel’s Other Mistake.” The first mistake was the invention of dynamite. The second was creating the Nobel Prizes. Feynman thought it was ridiculous that something as material as a cash prize should be awarded to something as grand and open-ended as scientific research. (The griping wasn’t a matter of sour grapes; Feynman shared a well-deserved prize for physics in 1965.) This year’s physics Nobel has just been awarded to François Englert and Peter Higgs, for what is simply called “the Higgs mechanism.” But while Englert and Higgs undoubtedly deserve acclaim, bestowing an award on them alone distorts the nature of modern physics research. In the early 1960s, physicists were struggling to understand the forces at work inside the nucleus of an atom. Their paradigm was electromagnetism. But electromagnetism is a long-range force - we notice it when we attach a magnet

to a refrigerator. Nuclear forces, in contrast, are noticeable only on subatomic scales. The question, then, was how to construct a theoretical model for a force that would be like electromagnetism, but that doesn’t stretch over long distances. It’s a knottier problem than it first appears, and to solve it Englert and Higgs made a dramatic suggestion. They posited that empty space is filled with an invisible field - now called the Higgs field - that absorbs the lines of force, much as water vapour will absorb light from a lantern on a foggy night. To prove the field exists, they posited that if we poked it, it would start vibrating. According to the rules of quantum mechanics, when we look at those vibrations in a detector we will see them as individual particles Higgs bosons. Easier said than done. The Higgs mechanism was proposed on the basis of imagination and rigorous thinking, with only crude guidance from experimental data. Finally, in 2012 — after 48 years, billions of

dollars and the work of thousands of talented experimental physicists — we finally saw a tiny bump in data plots obtained at the Large Hadron Collider (LHC) outside Geneva. That bump, evidence that the collider was producing Higgs bosons, was an amazing vindication of the work of Englert and Higgs years before. Except that it wasn’t only Englert and Higgs. Like many ideas in physics, the Higgs mechanism came together with contributions from many different people, including renowned physicists like Philip Anderson, Robert Brout, Gerald Guralnik, Richard Hagen and Tom Kibble. But only Englert and Higgs are sharing the Nobel. Anderson’s model was the first and least well developed; he also is already a Nobel Laureate for unrelated work, which may have made his case seem less pressing. Brout died in 2011, and the Nobel is never awarded posthumously. Guralnik, Hagen and Kibble had perhaps the most comprehensive picture of the Higgs mechanism, but their paper was written a few months after those of Englert and Brout (who were lifelong collaborators) and Higgs. Why not give it to them all? Because there is a tradition that the science prizes are given to individ-

uals, not to collaborations — and to no more than three individuals in any one year. That tradition needs to end. Science has always been an intensely collaborative pursuit, and prizes to individuals are rarely able to capture the full nuance of the historical reality. In the modern era, when communication between scientists anywhere on earth is instantaneous and effortless, collaborations are growing larger and more central to the scientific enterprise. Like the government shutdown, the no-more-than-three-winners rule is a self-imposed problem that could be easily solved, if we chose to do so. The conundrum is even sharper when it comes to the other Higgs researchers who deserve their own prize — the physicists who actually found the particle. François Englert and Peter Higgs deserve their Nobel recognition. But we should understand this prize as symbolic of a much greater effort: from a handful of imaginative theorists, a larger group of dedicated experimenters, and the even larger group of people in countries around the world who support basic research and make these discoveries possible. -Sean Carroll/New York Times News Service
