businesseditor@timesofoman.com LONDON: Oman is planning to establish a national Sharia board, like some of its GCC neighbours, to regulate the Islamic banks and window operations of conventional banks, the country’s central bank executive president Hamoud Sangour Al Zadjali told the World Islamic Economic Conference (WIFE) here yesterday. Presently, Islamic banks and
window operations of conventional banks are governed by Sharia boards of individual Islamic institutions. “We will be having a high-level authority of Sharia scholars at the national level, established by the Central Bank of Oman very shortly,” said Al Zadjali, while participating in a panel discussion on harmonising global standards on Islamic finance. “It is intended to be a reference point for Islamic financial institutions in case of need,” added Al Zadjali.

to the GCC as best as we can,” Alami said. The Sultanate, meanwhile, expects the railway network to be fully operational by 2018. The vision Italferr, the Italian state railways engineering firm, is undertaking the preliminary design of the project, which could help diversify

Police arrest three for using fake credit cards Times News Service MUSCAT: The Royal Oman Police (ROP) arrested three persons on charges of using fake credit cards. The three accused used these cards to withdraw money from commercial banks in Al Khuwair and Ruwi areas. The ďŹ rst and the second accused were arrested at the Muscat International
Airport when they were trying to ee with some equipment used in committing the fraud. The third accused was arrested from a hotel in Al Khuwair area. Drug peddlers held Officials at the General Department for Combating Drugs and Psychotropic Substances arrested a person of Asian nationality on
the charge of smuggling drugs in the wilayat of Seeb and being in collusion with international gangs. On a suspicion, the accused was arrested red-handed when he concealed drugs inside his shoes. After searching his residence, OMR300 in cash was also seized. Similarly, nine people were arrested nationwide on the charges of drug peddling and abuse.
Road safety Ensuring road safety is a collective responsibility and everyone needs to take positive initiatives so that the number of accidents can be reduced and the risk to the lives of people can be stemmed, said Brigadier Engineer Mohammed bin Awad Al Rawas, Director-General of Traffic at the Royal Oman Police.
Al Rawas said all institutions and stakeholders must take responsibility for raising the level of awareness and traffic education among all segments of the society as well as interact with citizens and residents. For this purpose, certain slogans were issued by the General Directorate of Traffic. Al Rawas pointed out that traffic awareness campaigns must focus
on the dangers posed to people on the roads and said it was part of the ongoing task that the ROP regularly undertakes. He said abiding by road safety norms like wearing seat belts and complying with the requirement of special seats for children can help curb accidents. He said those using cellphones while driving were prone to serious road mishaps.

MUSCAT: The Sultanate has achieved 85 per cent of its target to establish at least one health centre for every cluster of 10,000 people in the country, said Dr Ahmed bin Mohammed Al Sa’eedi, Minister of Health. Speaking to reporters yesterday at the end of the three-day 60th session of the World Health Organisation’s Regional Committee for Eastern Mediterranean, Al Sa’eedi said that in Oman, the density of population in most areas was less than 1,000 people. These smaller clusters have also been provided at least one health centre. He said that 95 per cent of the people in Oman live in remote areas, in deserts or in the mountains. It was a major challenge for the country to ensure health facilities in these areas, but the country has been successful in providing health services to such areas that are otherwise difficult to access. In many parts of the region, patients pay more than 75 per cent of the expenses incurred on health care, but in Oman, health services are provided free of cost. All of this has been possible due to the wise policies of His Majesty Sultan Qaboos bin Said. These achievements of the Sultanate in the health sector have been recognised by the World Health Organisation (WHO) also, the minister said. Earlier in the day, the Eastern Mediterranean regional committee of the WHO endorsed the regional strategy for improvement in health and environment 20142019 and its framework for action. Six big powers begin talks on Iran N-standoff VIENNA: Iran and six big powers began expert-level talks yesterday, building on diplomatic momentum created by a pragmatic shift in Tehran towards negotiating a peaceful solution to the dispute over Iranian nuclear ambitions. However, despite much friendlier contacts between the sides since Hassan Rowhani took office as Iranian president with a pledge to reduce tension with the West, major differences remain to be overcome for any breakthrough deal to be reached. Highlighting one big hurdle, Iran said it was continuing its most sensitive nuclear activity, uranium enrichment to a level close to that needed for bombs, denying a statement by a parliamentarian last week that it was halted.

Syria peace talks delayed AMMAN: International powers are unlikely to meet their goal of convening peace talks on Syria in Geneva next month as differences emerge between Washington and Moscow over opposition representation, Arab and Western officials said. Failure of the main Syrian National Coalition to take a clear stance over the talks, which aim
to find a political solution to Syria’s 2-1/2 year civil war, are also expected to contribute to a delay of up to one month, the officials said. “A clearer picture will emerge when the United States and Russia meet next week, but all indications show that the November 23 goal will be difficult to meet,” said one of the officials involved in preparing for the talks.
US, Russian and UN envoys are due to meet in Geneva next Tuesday as part of the preparation for the long-delayed peace conference. Obama is on right track despite friends’ anger
I
t is not every day that America finds itself facing open rebellion from its allies, yet that is what is happening with Saudi Arabia, Turkey and Israel. The Obama administration has denied there are serious problems. But there are clearly differences, some perhaps irreconcilable. Here’s a quick summary: Saudi Arabia and Israel are deeply worried about the Obama administration’s decision to negotiate a nuclear deal with Iran. Saudi Arabia and Turkey are sore at President Obama’s refusal to become militarily involved in ousting President Bashar Al Assad of Syria, in particular his decision not to respond with military strikes to Assad’s use of chemical weapons. Obama instead chose a diplomatic deal under which Syria’s chemical weapons would be dismantled. The Saudis are also unhappy that Obama withdrew support for Hosni Mubarak, the deposed Egyptian president, and then worked with Mohamed Mursi, a Muslim Brotherhood member who was elected to replace Mubarak but was later thrown out. All three countries have resorted to displays of pique to make their points. Saudi Arabia renounced a United Nations Security Council seat it had worked hard to win because, it said, the United States and the United Nations had failed to achieve a Mideast peace agreement or solve the Syria crisis. Although it is hard to see how other countries like China and Russia would be better alternatives, Saudi officials have gone so far as to complain that they regard the United States as unreliable and would look elsewhere for their security. Meanwhile, Turkey, a Nato member, has said it would buy a longrange missile defence system worth $3.4 billion from China because China’s bid was lower than bids from the United States and Europe. The decision may also, however, have reflected Turkey’s annoyance with Obama’s Syria policy. As for Israel, Prime Minister Benjamin Netanyahu is doing his best to torpedo any nuclear deal with Iran, including urging Congress to impose more economic sanctions on Iran that could bring the incipient negotiations between Iran’s new government and the major powers to a halt. Much of this anger at the United States is driven by a case of nerves. The Arab Spring uprisings shook the old order, plunged the region into chaos, created opportunities for Iran to expand its influence in Syria and Iraq and threatened to worsen the sectarian divide. But Obama’s first responsibility is to America’s national interest. And he has been absolutely right in refusing to be goaded into a war in Syria or bullied into squandering a rare, if remote, chance to negotiate an Iranian nuclear deal. In addressing the United Nations last month, Obama reinforced his intention to narrow his regional diplomatic focus to the Iranian nuclear deal and an Israeli-Palestinian peace. Some have read this as weakness and retreat, rather than pragmatism. We wish he had put more emphasis on Egypt and Iraq. But his priorities make sense. His task now is to reassure the allies that the United States remains committed to their security. - The New York Times News service

Time to overhaul PG funding
T
hat British universities are proving ever more attractive to students from abroad should be cause for celebration. The lustre of our tertiary education sector is burnished, one of our most competitive exports is boosted, and welcome global links are forged. Nor is educating the world’s engineers, historians and computer programmers any kind of threat to our economic future. Or, at least, not if the high-level skills with which we are equipping others are also being developed at home.Of this, however, there is now some doubt. Indeed, even as the number of international postgraduate students at British institutions increases, the number of their local counterparts is on the wane. The problem is not that sharper-elbowed, bigger-brained or deeper-pocketed foreigners are shoving homegrown graduates aside. It is that fewer Brits are applying. The reason is, as ever, money. The furore over undergraduate fees has largely faded. Thus far, bills of up to £9,000 per year appear to have had little effect on either how many apply to study or their affluence. It can be argued that too few from disadvantaged backgrounds go to university, but the extra cost does not seem to have markedly worsened the situation. Postgraduate qualifications are a different matter, though. At that level, students have always largely funded themselves. Now, declining sponsorship and rising undergraduate debt are adding to the pressure on a system already unduly skewed towards the welloff. An even sharper fall-off is expected after 2016, by which time graduates will be £18,000 in the red. In response, a group of leading universities are calling for a loan system, similar to that for undergraduates, with repayment only once income reaches a certain level. There is no time to waste. Britain’s competitiveness is not threatened by the skills of others but the lack of skills of our own. - The Independent
Jews in America now feel ashamed of Israel There is a germinating feeling of shame and isolation among a section of Jews in America. These are a minority among an overwhelming majority of the American Jews who are constantly “demonised and vilified” for being critical of the Israeli policies and activities in the Middle East. And, naturally, they appear rather unimpressed with the US State Department’s move to label the Zionist settlers on grabbed Palestinian land as “terrorists”. As expected, they echoed the doubts and pessimism expressed by Antony Lerman, the former director of the Institute for Jewish Policy Research. The US move is unlikely to “make the Israeli government enforce the laws to protect Palestinians.” Neither will

never thought I’d have to come to China for a breath of fresh air. But that is exactly what I got last week by traveling to the China-Myanmar border area to visit Chinese village schools with the leaders of Teach for All, the network of 32 countries that have adopted the Teach for America model of recruiting highly motivated college graduates to work in their country’s most underprivileged schools. What was so refreshing about spending four days with leaders of Teach for Lebanon, Teach for China, Teach for India and all the others was the fact that, since 9/11, I’ve spent so much time writing about people who are breaking things and so little time covering people who are making things. This was a week with the makers. Indeed, I could not help but remark to Wendy Kopp, the founder of Teach for America and CEO of Teach for All, that Teach for All is “the anti-Al Qaeda.” It is a loose global network of locally run teams of teachers, who share best practices and target young people in support of a single goal. But while Al Qaeda and its affiliates try to inspire and enable young people to be breakers, Teach for All tries to inspire and enable them to be makers. Yes, plenty of terrorists are also well educated, but their ability to resonate and enlist followers diminishes the more people around them have the tools to realize their full potential. Groups like Teach for China, which hosted the Teach for All network at village schools here, are too new to determine whether they can make a difference in helping their lowest-performing schools succeed. But if raw idealism and willingness to take up the hardest challenges count for anything, you have to be hopeful. Traveling here last week was like spending four days with 32 Malala Yousafzais from 32 different nations. Lu Li, 23, who graduated from the University of South Carolina in May, returned home to teach math as a Teach for China fellow here. It was not easy, she said: “My parents could not understand the choice I made” after getting a degree. “They have never been exposed to this sort of community service. They are kind people, but they don’t think it is necessary to go to rural China to do education for two years, and, especially as a girl, my father expects me to marry. My father is still struggling to understand my choice. I want to work hard and show him that my choice is right.” Sandeep Rai, 28, is an Indian-American who did Teach for America in Washington, D.C., and then became a leader of Teach for India. “In India, we’ve had 750 fellows sign up (to teach) this year,

and when we started in 2009, people said you will not get anyone to sign up. It is a testament to the power of building things. I think people are waiting to be inspired. National governments have not figured out how to tap into the idealism of young people. I thought that after two years I would be in and out, and eight years later I’m still here.” Mohammed Fakhroo, 28, of Teach for Qatar said he started his organization because average students in Qatar are three years behind their peers in industrialized nations. With so much oil and gas money in their country, many Qataris believe they don’t need education to be prosperous. “Teachers in the Arab world come from the bottom third of their classes,” he explained. “If you weren’t smart, you became a teacher. ... Our theory of change is that by getting the smartest in our society — who would [normally] go into the oil and gas sector — to become teachers, they will be the new role models and be advocates for changing the norms” because Qatar will eventually need “a knowledge-based society.” Franco Mosso, 27, the founder of Teach for Peru, EnseñaPerú, told me: “What I see in my own country is a lack of belief” in the potential of the less advantaged people. His group, he explained, is built on the principle of “always pushing the bar higher in believing in people, that they all have potential.” Alden DiIanni-Morton, 24, a Dartmouth graduate, is working as a program manager for Teach for China. She grew up in Chinatown in Boston. “I could have stayed in the U.S.,” she said, “but I think there is a huge interest in making educational equity a global question.” Issues like the environment, poverty and educational equity need to be thought of as global problems, “because everyone everywhere” will be impacted by them “if they’re not addressed.” No one has to tell that to Khalil Youssef, one of the founders of Teach for Lebanon: “It is no coincidence that the most deprived and marginalized regions in Lebanon — and the world — are prone to adopt rejectionist, politically dogmatized, violent politics,” he says. “Good education and building high-quality human capital are the sine qua nons for good integration in society and access to a respectable life.” Which is why, concludes Kopp, investing in smart schools and kids pays so many more dividends than smart bombs. The growing discontentment among people in Europe — fanned by economic meltdown and the stringent austerity measures — paints only one part of a bigger picture. The scourge of Fascism
in Europe has actually been growing for the past few years and all the more since 9/11. Pluralism and multiculturalism have been increasingly looked upon more as bane. An extreme form of racialism has been mounting where migrants and other ethnic groups other than white Christians are seen as threats to national identity. Religious and ethnic intolerance has been rising at an appalling pace. Across Europe, more so in Greece, France, Norway, Finland, Netherlands, Hungary, Italy, Denmark and Austria and even in Britain, “the lowest common denominator of this entire far-right narrative” is that people other than Christians are barbarians and “threats to European stability and peace.” Minu Dutta Muttrah

Times News Service MUSCAT: It was a tough fight, but eight teams, including ISM (Quizzing Pad), Reunited, Questionable Characters, Quizaholics Anonymous, 3 Amigos, Know Brainers, Jet Set Go and Natural Born Quizzers, advanced to the finals of the 17th edition Times of Oman Open Quiz Contest (TOOOQC). These teams will battle it out to win the title in the finals to be fought at the City Amphitheatre in Qurum on Friday, November 1, 2013. Nearly 170 teams participated in the prelims, conducted by quizmaster Giri ‘Pickbrain’ Balasubramaniam and held at the Indian School Ghubra. The quizmaster threw up gems such as: “The word derives from an Arabic word which means climate or calendar. The earliest
of these were calendars that included agricultural, astronomical, or meteorological data. What is the word?” “This idea for which Sachin Tendulkar holds a record, was conceptualized by former Sri Lankan Test cricketer and writer Mahinda Wijesinghe. What is the concept?” “Who invented the ticker tape that is used for stock market information?” What precious item gets its name from Spanish for ‘little silver of the Pinto river’?” “It is a sport that shares its name with a town in the UK and a school. The sport is credited with being originated by a person named William Webb Ellis from the 1820’s? What sport is this?” Stressing that the preliminaries were being played at a new stand-
ard, Pickbrain said, “But I think we have definitely set a typical “open quiz” kind of a prelim. What I mean by the open quiz is you can’t answer from the questions, you have to think it out. The classic one was the question we asked about Eleanor Catton. Everybody would have known that she won the Booker Prize, but what is the book she wrote? That makes a person think.” He added, “The prelims also differentiated the open teams from the school kids. It is fantastic that a school team has made it. To make it to the finals is a remarkable achievement. We had set a terrain for the open quiz. So the school team making it meant that they played in the higher league and that they played it well.” Talking about the degree of difficulty and the teams measuring up to it, Giri said, “I think we expected Muscat to do well, and they have done that.” At the finals, Giri believes that the “teams that have good reading habits, teams that have interest in information and teams that have good fundamental grounding in terms of knowledge, will pre-
vail. It is not about preparation. You don’t have to come prepared for this quiz. You must have a quizzing instinct and you must have a sense.” Offering a hint, he said, “If you have been reading the Times of Oman, you will do well.” A delighted Hala Jamal from team Quizzically Anonymous who made it to the finals said, “It took us five years to make it to the finals of open quiz. We were quite worried about high standard of quiz. But we have been preparing for this quiz for the last six months and we are glad that we are in the final.” Stating that the quiz was absolutely a different experience, Chaitanya Khimji from team Reunited said, “The questions were quite challenging but answerable. As this is an open quiz, we expected the unexpected questions. We are fully charged up for the finals and look forward for it.” Another finalist Anish Rao from ISM Quizzing Pad said, “We know the finals will be tough and we are going to give it our best. We believe we did extremely well.” Participants at the pre-
lims thoroughly enjoyed the experience. Harish Bilge from Roaring Forties said, “The quizzing experience was really good but the questions were tough. We hope to make it next time around.” “It is a fantastic opportunity for us, students to take on the might of the best brains in Oman and challenge ourselves,” said a student who participated. To add more excitement to the finals, the teams have been given colour based dress codes for finals. The gathering, convened by Left parties, brought together Bihar Chief Minister Nitish Kumar, Samajwadi Party chief Mulayam Singh Yadav as well as representatives of the AIADMK, Biju Janata Dal (BJD) and Nationalist Congress Party (NCP). Antony yesterday voiced “serious concern” over an “unusual increase” in ceasefire violations and infiltrations on the border with Pakistan, which he said cannot take place without the “tacit support” of the Pakistani Army. Addressing reporters on the sidelines of an Institute of Defence Studies and Analyses (IDSA) event here, Antony, referring to the Keran incident in Jammu and Kashmir, said that the Pakistan forces were doing nothing to prevent infiltrations across the border into India. “Attempts at infiltration are still going on, and increasing, which means with support of elements across the border... Nothing can happen without the tacit support of Pakistan Army,” he said. Antony said he was confident that the Indian security forces are capable of meeting any challenges. “The ceasefire violations are still continuing, but this year there is unusual developments taking place... unusual sudden series of ceasefire violations on the International Border, which is more a matter of concern,” the defence minister said in reply to a question. He also said that India has repeatedly said that it wants to improve relations with Pakistan. “And if (Pakistan) is serious about improving relations, how can the infiltrations and ceasefire violations increase,” he asked. The defence minister said the inking of a new border accord with China was a “sincere attempt” by both countries to avoid tensions on their disputed border. The submission said there had been 317 drone strikes in Pakistan since 2008, killing 2,160 militants and 67 civilians. Plan to book tax evaders falters ISLAMABAD: The federal government’s campaign to broaden the tax base is fast losing steam despite parliamentary backing for steps to access bank account details of tax evaders. Several major initiatives against tax evaders have hit a wall of resistance in the absence of regulations on accessing bank account details and back-pedalling by the authorities on issuing notices to tax evaders. A senior Federal Board of Revenue (FBR) official revealed that the government’s revenue collection department had been unable to frame the rules necessary to seek information from banks about the bank account holders. “In the last four months the rules could not be framed, as there was a pressure to withdraw the amendments made in the Income Tax Ordinance, which were introduced for obtaining access to the bank accounts”, said Dr Muhammad Iqbal, special assistant to FBR chairman. Amendments Iqbal, who is also commissioner for Broadening of Tax Base (BTB) was addressing a group of journalists to clarify the FBR’s position on the tax broadening campaign after serious questions were raised about the fate of the drive. However, in absence of the political will the FBR decided not to frame the rules and did not avail the facility. “So far, the FBR has not accessed any bank account,” said Iqbal, adding that the FBR was considering making the rules, but ruling out a deadline for when the FBR should be expected to access bank details of tax evaders. Iqbal also disclosed that process of sending notices to identified tax evaders has drastically slowed down because the FBR was “fixing issues” that arose dur-
ing the process of sending over 30,000 notices between July and September this year. Earlier, the FBR had disclosed that out of 30,333 notices served to the tax evaders only one-third reached their destination, onethird were returned and the fate of the remaining one-third was unknown. He said the selected courier did not have the capacity to deliver all the notices, which is why the FBR had decided to hire services of other firms. Tracing addresses Admitting a lapse in information provision, Iqbal said that problems were faced in tracing addresses and that the FBR did not use Nadra’s data for sending notices, as earlier claimed by FBR’s spokesperson Riffat Shaheen Qazi. The FBR on Tuesday removed Qazi due to the controversy and appointed Shahid Asad in his place. Under the $6.7 billion IMF programme, Pakistan is bound to send 100,000 tax notices to identified tax evaders during the current fiscal year. While insisting that the FBR has not completely halted the process of sending notices, Iqbal refused to divulge the actual number of notices sent in October alone. Toddler-for-life girl passes away at 20 WASHINGTON: An American girl who was born with an extremely rare condition that kept her a toddler for life has died at the age of 20, her father said yesterday. Brooke Greenberg, whose rare condition was sometimes called syndrome X, raised scientists’ hope of unlocking the secret to aging. She died last week of a lung illness, Howard Greenberg said in a phone interview. “We are going to remember her every day. She was a very, very, very special child,” he said. Size of two-year-old Brooke, who lived in Maryland with her parents and three sisters, stayed about the size of a two-yearold for life. Only her hair and nails grew, according to an ABC news report that covered the family’s story in 2009. She had the mental capacity of a one year old and weighed about 15 pounds.
She underwent a series of medical emergencies in her early years, including stomach ulcers, an apparent stroke, and an unexplained lethargy that caused her to sleep for two weeks. She was diagnosed with a brain tumour and her family began preparing for her funeral, but then she suddenly opened her eyes and doctors could no longer find any tumour. At age 16, she still had some baby teeth. She rode in an infant car seat and was often pushed around in a stroller during family shopping trips. Brooke was unable to speak but communicated her wants and needs through vocalisation and mannerisms, and her sisters said in the ABC news report that she sometimes rebelled the way a teenager would. One of her physicians, Richard Walker, told ABC that he had seen minimal changes in Brooke’s brain over time. — AFP

‘US taps into key Google and Yahoo communication links’ WASHINGTON: The US National Security Agency has tapped into key communications links from Yahoo and Google data centres around the world, the Washington Post reported yesterday. The Post, citing documents obtained from former NSA contractor Edward Snowden and interviews with officials, said the program can collect data at will from hundreds of millions of user accounts, including from Americans. The report said the programme dubbed MUSCULAR, operated jointly with NSA’s British counterpart GCHQ, indicated that the agencies can intercept data flows from the fiber-optic cables used by the US Internet giants. The Post report suggests this is a secret programme that is unlike PRISM, which relies on court orders to obtain data from technology firms. Metadata on emails According to a top secret document cited by the newspaper dated January 9, 2013, some 181 million records were collected in the prior 30 days, ranging from metadata on emails to content such as text, audio and video. The document shown by the Post indicates that the NSA intercept takes place outside the United States, and that an unnamed

MUSCAT: Issa Samir Al Adawi and Abdulrahim Al Kulaibi did the start turn by clinching a gold medal each to help the Sultanate conclude their participation in a blaze of golden glory as the curtains came down on the 23rd GCC Swimming Championships at the Sultan Qaboos Sports Complex yesterday. Besides the duo’s gold medals, Oman also bagged one silver and two bronze on the concluding day of the championships as the hosts finished third overall in the open category with 41 medals. Kuwait emerged champions while the UAE took the second place. In the age group championships, Kuwait were crowned champions followed by Qatar, Kuwait
and Oman in that order. In diving, Oman finished overall second behind Kuwait with Qatar taking the third place. On the final day, Issa entertained the local fans with a sterling performance in the 100m freestyle for junior by clinching the gold ahead of Qatar’s Adbulrahman Al Kuwari and Kuwait’s Abdulrazzak Fahd. Bank Sohar logs 15% growth in net profit The bank’s net profit in nine months increased to OMR18.11m, compared to OMR15.72m during the same period in the previous year
Times News Service MUSCAT: Bank Sohar achieved a net profit of OMR18.11 million during the nine-month period ending September, as it announced the financial results for the third quarter of the year. Dr Mohamed Abdulaziz Kalmoor, the chief executive officer of Bank Sohar, said: “Achieving such commendable results is an outcome of the bank’s continuous efforts to achieve a profitable and sustainable growth, and focusing on providing excellent products and services, in all the bank’s business operations.” According to the board of directors’ report that announced the bank’s financial results during the nine months, Bank Sohar has achieved a net profit of OMR18.11 million, registering a growth of 15.2 per cent as compared to a net profit

of OMR15.72 million during the same period of the previous year. Meanwhile, the net interest income witnessed an improvement of 4.2 per cent for the same period, increasing from OMR30.44 million from last year to OMR31.72 million. The operating income increased by 12.1 per cent from OMR38.21 million during the nine months of last year to OMR42.82 million this year. Moreover, the operating cost increased by 10.9 per cent from OMR18.14 million to OMR20.12 million during the same period. Rise in gross loans The board of directors’ report also showed an increase in gross loans by 7.8 per cent from OMR1.16 billion on September 30, 2012 to OMR1.25 billion as at September 30, 2013. The net loans and advances grew by 7.6 per cent from
OMR1.14 billion on September 30, 2012 to reach OMR1.22 billion as at September 30, 2013. Customer deposits stood at OMR1.32 billion as at September 2013, compared to OMR1.421 billion registered in September last year, with a decrease of 6.8 per cent. This decline in deposits is due to the bank’s conscious initiative to reduce interest expenses on high cost term deposits and to protect the net interest margin in the fact of continuing decrease in yields on assets. The bank’s market share of private sector credit was 8.82 per cent, while the private sector deposit share was 7.78 per cent as at end of August 2013. Bank Sohar has been successful in various business initiatives, and has officially launched three of its Sohar Islamic branches located at Falaj Al Qabail, Firq and Al Sa’adah. These branches have earned the trust and confidence of customers, and have been successful in opening many Shariacompliant accounts. New Lenovo tablet can tilt and stand! LOS ANGELES: Chinese computer maker Lenovo presented a new tablet device including a bracket-cum-handle allowing it to tilt and stand, which it billed as a ‘game-changing’ innovation. Hollywood actor Ashton Kutcher unveiled the Yoga Tablet at a Los Angeles event which had been shrouded in mystery. The device, which has 18 hours of battery life and was scheduled to on sale yesterday, has three modes: hold, tilt and stand. A cylindrical hinge on one side can either be held, or opened to produce a stand, similar to the kick-stand on Microsoft’s Surface tablet. “Watching and discovering that people frequently use tablets in three main ways allowed us to break the mold on the current ‘sea of sameness’ designs,” said Lenovo senior vice-president Liu Jun, calling it ‘game-changing’. Teaser videos ahead of the event had included some suggesting that it could somehow be attached to fur-

FRANKFURT: Volkswagen posted third-quarter operating profit that beat estimates as Europe’s largest automaker cut costs to compensate for a slumping market in its home region that’s pressuring manufacturers to lower car prices. Earnings before interest and taxes increased 20 per cent to €2.78 billion ($3.82 billion), Wolfsburg, Germany-based VW said yesterday. Earnings exceeded the €2.72 billion average estimate of 10 analysts. Revenue fell 3.8 per cent
to €47 billion. The shares rose the most in more than 13 months. “We are focusing on disciplined cost and investment management, as well as on further improving all our processes,” chief financial officer Hans Dieter Poetsch said in a statement. “This is particularly important given the fact that the economic environment is not expected to improve in the short term.” VW, which targets taking the global auto-sales lead from Toyota and General Motors by 2018, is working to streamline costs
with more sharing of technology among its eight car brands, three commercial-vehicle divisions and the Ducati motorcycle unit. Growth in China and demand worldwide for Audi and Porsche luxury models has also helped compensate for weaker deliveries in Europe, where a 20-year low in demand has zapped profit at Peugeot Citroen and Fiat. “The European car market remains difficult, but VW’s peers have significantly bigger issues here when it comes to capacity utilisation of their factories,” Frank Biller, a Stuttgart, Germany-based analyst at LBBW, said by phone before the earnings were released. Infosys’ record fine of $35m targets outsourcing abuses NEW DELHI: A record fine against Infosys targets outsourcing companies and their alleged abuse of existing immigration laws to feed the insatiable desire for highly skilled engineers in the US. Infosys has been sending employees to the US with B-1 visitor visas, letting it sidestep caps on H1-Bs — the permits designed for high-tech workers. To settle the case, the company agreed to $35 million penalty with the US Attorney’s Office for the Eastern District of Texas, said two people familiar with the matter. The fine would be the largest ever for the outsourcing industry, which man-
ages tasks for customers using a mix of on- and offshore labour. The move might also inject the use of visitor visas into the highly charged congressional debate over immigration reform. Variety of tactics “This is one small indication of the vast extent to which firms are exploiting loopholes in the visa programmes,” said Ron Hira, a professor at Rochester Institute of Technology. “Most of the exploitation is perfectly legal, which is a problem. Now the question is: Will Congress and the Obama administration do anything about it?”

he richest woman in UK show-business is already busy with her latest album and is about to star in a peak-time TV comedy which means she’s working six days a week. “I tried retirement three years ago but I just got bored,” she says. “When you’ve worked virtually every day since 1963 it becomes a habit!” She certainly doesn’t need to do it for the money. The girl from the back streets of Liverpool has invested shrewdly over the years and now has a London penthouse, a Buckinghamshire mansion and luxury homes in Spain and Barbados. “But you can’t always be on holiday. I’ll never stop singing. It’s a vital part of my life,” says the star who has had 11 top ten hits and 15 best-selling albums, not to mention 20 years as the UK’s best loved Saturday night TV entertainer with Blind Date and Surprise, Surprise. Her greatest regret is that she is spending her golden years alone. Cilla lost her husband Bobby to cancer 14 years ago after 30 years of marriage. “I will never be as happy as I was with Bobby,” she says. Bobby, her childhood sweetheart, took over as her manager when Beatles boss Brian Epstein died in 1968. “I wouldn’t have lasted five minutes in this business without Bobby,” she says. “I’ll never find a love like that again. “But at last I’m enjoying myself and having a great time. Men seem to like to take me out, but I certainly have no plans to marry again.” It was in 1963 that office worker Priscilla White became Cilla Black, a singer who, after the Beatles, would become Liverpool’s most successful and charismatic pop star. Today, rich and successful, Cilla has never forgotten her Liverpool roots. “The teachers at school were always on at me.
There was an awful row when I dyed my hair bright red when I was 13. But we had a lot of fun and I cried again when I left at 15. I went to commercial college to learn to be a dictaphone typist.” In fact her heart was far from her typewriter. The Liverpool sound was transforming pop music and the Beatles, the Searchers and Gerry and the Pacemakers were pushing Presley out of the charts. Desperate to get into the music scene, Priscilla White got an evening job as a hat check girl at the Cavern - which was where Beatles manager Brian Epstein discovered her, auditioned her, and offered her a recording contract. Cilla remembers: “I didn’t tell the girls at work where I was going — it could all have been a terrible failure and I would have been glad to get back to the office. I’d always sung at home but I didn’t know if I was any good.” She was... Recording bosses were delighted by her astonishing voice. Her first release, a Lennon-MacCartney song called Love of the Loved, reached number ten in the charts, and won Cilla a place in the Beatles’ Christmas show. A few weeks later Cilla had her first number one — Anyone Who Had a Heart — and became the first girl to top the British charts for two years. Three months later she made the top spot again with You’re My World, George Martin’s 11th number one hit, all with Brian Epstein acts. Epstein himself always had
confidence in the bubbly 18-yearold. He was to recall the first time he saw her on stage: “She looked magnificent, a slender graceful creature, and I was convinced she could become a wonderful artist.” A year later, Cilla Black, belting out her songs on the stage of the London Palladium for a record 400 performances, had surpassed even Epstein’s wildest ambitions for her. She crowned a memorable 1964 with two more number one hits, an appearance on the Royal Variety Show and a triumphant debut on America’s Ed Sullivan Show. Two years later, the girl from the typing pool who sang at family parties and “never missed a chance to show off” had become a superstar with a workload which seemed designed to stoop her slender shoulders. Yet Cilla was indefatigable. “I was getting up at five in the morning and getting home no earlier than midnight,” she remembers. “But I was having a wonderful time and you don’t get tired when you’re happy. “When I got married and became a mum I slowed down a bit,” says Cilla. “But when television came along I couldn’t resist it. But today I’m still a singer first — and if someone offered me a number one hit I couldn’t resist that either...” Cilla says that her present happiness is down to getting used to life without Bobby. At first, Blind Date was my lifeline because in my grief I was able to throw myself into my work. But now I just work when I want to — and make sure I have plenty of fun as well... “Bobby is still the first person I think of every morning and the last person I think of every night. it,” he says. The son of poor Tuscany hill farmers he suffered from the eye-disease glaucoma as a child but had a normal happy upbringing. Then at 12, came disaster: Andrea suffered a blow on the head while playing football and soon afterwards was totally blind. Refusing to succumb to the disability he went to Pisa University and became a lawyer. Suddenly against the advice of friends and family he threw up a promising
law practice to become a singer. Now Andrea Bocelli is hailed not only as Italy’s greatest living tenor but a major pop star too. A massive European tour is already sold out and American appearances later in the year will include singing for President Obama. He also plans to make a recording of Verdi’s Requiem. ut Christina Ricci, now starring in the TV comedy blockbuster Pan Am, and due to make her Shakespeare debut in A Midsummer Night’s Dream on Broadway, wants more out of life than fame and money. She’s looking for love. The problem is that all the men she really fancies are either married or going steady... She dumped her boyfriend of the past four years, actor Adam Goldberg in favour of Australian actor Kick Gurry, whom she met when making the movie Speed Race, but friends say that sadly that
romance has petered out. She was also briefly engaged to actor Owen Benjamin. Christina also admits that she unashamedly set her sights on Josh Harnett. The trouble is, he had a steady girlfriend, too. But the great tragedy of her life
is that Johnny Depp, her co-star in three movies, isn’t single but is in a long and stable relationship. “He’s my absolute ideal,” she admits. Christina’s track record of success has led to non-stop offers of work — more than she can cope with. And her biggest challenge so far? Prozac Nation based on a best-seller about an 18-year-old suffering from despair at college and made by Christina’s own production company. “I spent 14 hours a day on set for six months having to cry and break down,” she says. It just
exhausted me. I realise I was doing too much. As a bit of light relief, she made Pumpkin, a black comedy about a freewheeling college girl, followed by Miranda, a romantic thriller about a woman who sets up fraudulent property deals. “I liked the bad-girl aspect,” she says.
