Acceptance Speech by GSDM Executive Mayor SANIBONANI!!! Let me start by congratulating Councillor Joshua Nkosi for being elected Speaker of the Gert Sibande District Municipality. In you, the District is in safe hands because of your able leadership capabilities. Honourable Speaker, allow me to acknowledge the selfless struggle waged by the women of this country on 9 August 1956 and also salute all women in attendance today. Let me quote the former President of the ANC O.R. Tambo in 1956 when he said: “In our beleaguered country, the place of women is no longer in the kitchen, but the forefront of the battlefield of the struggle.” Honourable Speaker, allow me to take this opportunity to express my gratitude for the honour and the trust bestowed upon me by the ruling party, the African National Congress (ANC), under the able stewardship of the Provincial Chairperson and Premier of the Province, Mr D.D. Mabuza and the Council of Gert Sibande District Municipality by entrusting me with the responsibility of leading the Gert Sibande District Municipality as the Executive Mayor. I am thankful of the following comrades: ANC Provincial Chairperson, Mr D.D. Mabuza for his mentorship role, Comrades Sibusiso Sigudla, Dup Zwane and Audrey Maleka for the continued support they provided to me. I also thank the leadership structures of the ANC Women’s and Youth Leagues, Veterans League, MKMVA and the Alliance for the continued support as well as members of the ANC in general. Let me also take this opportunity to thank my wife Alice Chirwa for her unwavering support. I am also thankful to the people who

voted for the ANC to lead them in this term of office. Your support means a lot to us since you have entrusted us with your votes yet again. The sphere of Local Government is the most closest to our communities. As the elected public representative and the elected leadership collective, we shall put as our main goal, the delivery of quality services to all our people in this District. The confidence shown by our people in voting for the ANC is not taken for granted. And we dare not fail them. Honourable Speaker and Members allow me to appreciate the sterling work already done by the former Councillors of this District, led by Executive Mayor Cllr M.P.P. Nhlabathi, the Speaker of Council Cllr E.S. Dhlamini and the Whip of Council, Cllr T.A. Mnisi. We also appreciate the former Members of the Mayoral Committee who served this District with flying colours. We wish you well in your new endeavours. The administration team is also appreciated for its tireless efforts in implementing the vision of this Council. Honourable Speaker, let me quote Section 152 (1) of the Constitution of the Republic of South Africa, Act 108 of 1996 which states that the Object of Local Government are: a) To provide democratic and accountable government for local communities; b) To ensure the provision of services to communities in a sustainable manner; c) To promote social and economic development; d) To promote a safe and healthy environment; and e) To encourage the involvement of communities and community organisations in matters of local government.”

When implementing the Back-toBasic Programme in the District, the objectives of Local Government will be our bedrock, whereupon we will ensure that we provide the necessary and sufficient support to the Local Municipalities, so that they are able to live up to the Constitutional imperative. Honourable Speaker, Gert Sibande District Municipality recently adopted its Integrated Development Plan (IDP) and the Budget for the 20162017 Financial Year. We need to carry the drives which aim to meet the expectations of our communities as captured in the approved IDP and the Budget. We further need to begin mapping out our long-term vision and planning for the development of a revised IDP moving forward. Our people need houses, clean running water, decent sanitation, refuse removal, electricity, roads, good public amenities and so on. Our IDP and Budget must respond to these developmental imperatives. We must put it on record, Honourable Speaker and Members, that the ANC 2016 Local government Manifesto

Among our top priorities is to stimulate economic growth in the District, in order to respond directly to the challenge of unemployment. I believe that, together with the Leadership of our Local Municipalities, we shall spend sufficient time resolving economic challenges in our communities which manifest as the triple challenge of unemployment, poverty and inequality.

This is a good initiative. It is my request that we assess and clearly outline the impact the programme has made on service delivery and the fight against unemployment in the District and try to make Phezukomkhono a better community project.

In order for us, the elected leadership, to fundamentally intervene and bring about economic freedom to our people, we need to take drastic steps in ensuring greater participation in the economy of the District. Our intervention will include working together with young people who want to pursue business and encourage partnerships with the well-established businesses of all sorts. In attaining this economic developmental imperative, we need to get rid of certain undesired administrative tendencies, which tarnish the image of the organisation. Our area of jurisdiction is both rural and industrial. This calls for us to refine our strategies and maximise the opportunities for the benefit of our communities. I, therefore, call upon the political office bearers, not only from the ruling party but also from all other parties represented in our District, the Local House of Traditional Leaders, the Business Sector, other stakeholders as well as members of the administration, to commit to a team effort in building a sustainable local economy. We appreciate the milestones carried out by the Economic Development Unit, such as empowerment programmes for small businesses

Honourable Speaker and Honourable Members, as cited in the Constitution, it is our collective responsibility to encourage greater participation by our communities in the affairs of our municipalities. Operation Vuka Sisebente, launched by the Premier, Mr D.D. Mabuza, should receive our undivided implementation across all the wards as this is the best public participation strategy. We also need to have a vibrant District Communication Strategy that will enable us to reach all the communities in the District irrespective of the distance and terrains. We need to communicate effectively, to build and to strengthen sound partnerships with various stakeholder formations in our society, such as NGOs, religious groups, civic organisations, business associations and other stakeholders who are always willing and ready to make a meaningful contribution towards achieving the goal of a better life for all. I want to take this time and appreciate our Traditional Leaders for continuing to work together with the Gert Sibande District Municipality. I wish to request that the political office bearers and senior management engage on a strategic planning session before the end of September 2016 in order to refine our Vision and ascertain that it corresponds with the

strategies on the ground. I request the administrative team to put together a sound programme which will focus on key priority areas, that this be submitted before the end of August 2016. As humbly I accept the appointment of the position of Executive Mayor for the Gert Sibande District Municipality, I am fully cognisant and mindful of the sensitivity, enormity and the constraints of the task at hand. This is a serious task: to transform and better the lives of our people. In closing, may I please, take this time to appoint and announce the Members of the Mayoral Committee who will assist me in implementing the ANC Manifesto in the District. These appointments are subject to performance and are not permanent. • For the Department of Corporate Services, I appoint Cllr Lindi Masina as the Member of Mayoral Committee responsible for this Department. • For the Department of Community and Social Services, I appoint Cllr Dumisile Nhlengethwa as the Member of Mayoral Committee responsible for this Department. • For the Department of Budget and Treasury, I appoint Cllr Sinana Dhlamini as the Member of Mayoral Committee responsible for this Department. • For the Infrastructure and Technical Services Department, I appoint Cllr Noliqwa Nhlapho as the Member of Mayoral Committee responsible for this Department. • For Planning and Economic Development Department, I appoint Cllr Bheki Buthelezi as the Member of Mayoral Committee responsible for this Department. • For the Special Projects, Youth and Rural Development, I appoint Cllr Busi Sekhonde as MMC in the Office of the Executive Mayor. Foreword by the Municipal Manager Yet, we have witnessed business continuity in the Department. Also, other Heads of Departments have been instrumental in overseeing other sections while the institution has been finalising its recruitment processes. The integrity and attitude displayed humbles us: it is the reason we have had a successful team of top management.

OUR focus in these past few months has been on the transition into the new term of office by our new political leadership. It has been a pleasure to witness the inauguration of our leadership under the stewardship of His Excellency, the Executive Mayor Cllr MG Chirwa. The vision and the direction has been clear from the moment the acceptance speech of the Executive Mayor was made and it becomes clearer and clearer with each passing day. I must take this moment and appreciate the members of the leading team in the administration. Their contributions have been that of armour bearers. They have been committed to running the internal departments in an ever-committed manner. Theirs has been that of solutionfinding rather than that of excuses. I wish to make a special note of gratitude to the colleagues that played and closed gaps where necessary such as the senior Infrastructure and Technical Services team. The institution has been without the Head of Infrastructure and Technical Services for the past few months and the Department has also been operating without a number of key personnel due to recent resignations.

The relationship between the political and administrative leadership is critical towards achieving the mandate of the District Municipality. We are receiving clear guidance as the administrative team from our leaders and this creates confidence in the total organisational performance. We sincerely appreciate the approach and the attitude displayed between the two levels of leadership. Supporting Local Municipalities remains our mandated role during the current financial year. Our 20212022 vision seeks to exhaust all possible means to support our Local Municipalities within our mandate. We hope that by the end of the current term of office, areas where local municipalities are struggling, such as audit outcomes, revenue generation and collection, asset management, etc., would have been addressed. It is our expectation that using the assessments by the District and other government sectors, the sister municipalities will partake in the platforms provided, such as the Intergovernmental Relations Forums, in submitting their requests for District, Provincial and National intervention within the proper powers and functions. We have embraced the new reforms introduced to us. We are impressed by the District’s progress made on Spatial Planning and Land Use Management Act (SPLUMA), Back

to Basics and MSCOA and we are receiving positive feedback in this regard. These are some of the instruments that help shape us towards realising our vision. We are also sensitive to the Socioeconomic Review Outlook and it is our intention to ensure that our plans are aligned to it. As informed by the direction our leadership has provided, focus will also be on the growth of local economy through our economic development initiatives. In the coming few months, before the end of the current financial year, we will be reporting on the progress made in this regard. We will soon be engaging in public participation processes and we are pleading with our communities to be very involved and participative in order to ensure that our work represents its expectations within the legal framework provided for the District. One of the highlights of the District Municipality has been the accreditation of the Water Quality Testing Laboratory, and we are excited by the progress made as far as this is concerned. In a few weeks, we anticipate the realisation of the accreditation of our laboratory, which will service all our local municipalities and the private sector. We are truly committed to playing our roles – each and every member in the Gert Sibande District Municipality – in ensuring better services and also the betterment of lives. We have engaged in a very important process of developing service standards and committing ourselves to a service charter for which you can hold us accountable. We want to be available to you and provide the most professional service due to you. We are at your service.

By Tshepo Mahlangu IT IS all systems go for the eight councils of the Gert Sibande District Municipality (GSDM) following the induction of newlyelected councillors at the Lillian Ngoyi Centre in Secunda, Govan Mbeki Local Municipality, from 5 to 9 September 2016. The South African Local Government Association (SALGA) presented the programme, which has since assumed a new name, that is, the Integrated Councillor Induction Programme (ICIP). This was done in partnership with the Department of Cooperative Governance and Traditional Affairs (CoGTA), the National Treasury, the National School of Government, and the Local Government Sector Education and Training Authority (LGSETA). In his welcoming address, the

Executive Mayor of Gert Sibande District Municipality, Councillor Muzi Chirwa, called on fellow Councillors to take stakeholder engagement seriously. “Our people have entrusted us with a huge responsibility of leading at this critical sphere of government that is local government and we dare not fail them. “Stakeholder engagement should be the order of the day so that we minimise the gap between us and the communities that elected us to lead,” said Councillor Chirwa to a round of applause. In her keynote address the SALGA, National Deputy Chairperson, who is also the Executive Mayor for Govan Mbeki Local Municipality, Councillor Flora MaboaBoltman, urged councillors to

take the programme seriously. “I am excited with the fact that the facilitators are very solid, both academically and experientially, and I strongly believe that we are lucky as we stand to gain a lot from them,” said Councillor Maboa-Boltman. The ICIP is an accredited LGSETA programme, whereby an NQF Level 3 and 5 certificate of competence is awarded to a Councillor upon successful completion. The programme covers nine (9) modules focussing on Municipal Governance, Legislative Overview, Role Players and Stakeholders, Municipal Procedures and Protocol, Municipal Planning and Strategy, Municipal Finance Management, Municipal Performance and Accountability and The Councillor as a Skilled Leader.

THE South African Local Government Association (SALGA) in the Mpumalanga province has elected a new leadership to serve as the new provincial executive committee for the fourth democratic local government term. Cllr Muzi Chirwa, the Executive Mayor of Gert Sibande District Municipality, was elected unopposed as the chairperson of the provincial executive committee for SALGA Mpumalanga.

Your election is proof of the confidence this Council has in your abilities and leadership.

LADIES and gentlemen, I am deeply honoured to stand before you today as the Mayor of Mkhondo Local Municipality and please allow me, on behalf of the newly elected public representatives of Mkhondo Local Municipality, to thank the residents of Mkhondo for their participation in the election of the 3rd of August 2016 and the confidence they placed in us. I also wish to express my gratitude, on behalf of Mkhondo Local Municipality, to all residents of Mkhondo for their participation in these elections for the benefit of strengthening our hard-earned democratic dispensation in our beloved country, the Republic of South Africa. I want to also thank and congratulate the IEC for its sterling work in organising and running the local government elections in an effective and professional manner. I trust that all Councillors

Our best wishes also go to the newly elected Whip of Council Cllr Yende who will play a critical role towards the effective functioning of council. I also want to congratulate each and every member who has been elected as a councillor either as a ward or PR representative. Madam Speaker I accept my election as Executive Mayor of the Mkhondo Local Municipality, with humility and commitment to serve the entire community of Mkhondo, with dedication and respect to the enormous responsibility placed upon me. Now that the elections are over, it is time to put our differences aside and unite in the service of the residents of our great municipality. Mkhondo Local Municipality deserves only the best efforts from everybody, whether they are in the political leadership, in management, in all positions within our administration and across the spectrum of our partners in business, labour, the faith-based

community and civil society. I want to express, at the beginning of my term as Executive Mayor, my willingness to work together with all political parties and stakeholders. This will enable us to find workable solutions for the diverse range of developmental challenges facing Mkhondo municipality. Madam Speaker, allow me on a personal note to thank the members and leadership of the African National Congress and for the confidence they expressed in me by nominating me as its mayoral candidate for Mkhondo Local Municipality. In the same context, I extend the same gratitude and revolutionary salute to the leadership collective of the revolutionary alliance that pledged their collective support for my nomination as the Executive Mayor elect and now the Executive Mayor. Madam Speaker, today, it is not a day for speeches but it is for me to only pronounce on my acceptance and to announce the leadership collective that is deployed to serve with me in the Mayoral Committee. I am advised, Madam Speaker, that there will be a formal Mayoral Inauguration Ceremony, where the Executive Mayor will be expected to deliver his inaugural speech. THIS Council meeting takes place amid a very hectic political schedule as we hit ground the ground running after the Local Government Elections of 3 August 2016. For the benefit of Council, we will be embarking on a Roadshow of all GMM Regions starting tomorrow morning at 08:00 through which we will visit these regions and see for ourselves what are officials doing in providing service delivery to our people. We want to observe whether the Batho Pele Principles are being implemented or not. It is our considered view that our officials should and must perform their duties with total commitment, respect and humility because there is a perception out there that municipal officials treat the public with disrespect and arrogance in some aspects. If this is true, it must be nipped in the bud here and now once and for all. I would like to plead with your

Let’s ensure that we improve service delivery in the true sense of the word. The GMM Service Charter must be implemented progressively and proactively. We should implement the road maintenance plan to bring about serious improvements with regards to the state of our roads. The sewer situation in Embalenhle is a very painful sight which should make all of us shameful and embarrassed. I would like to make a serious appeal to the MM to attend to this sewer situation as a matter of extreme urgency. This sewer situation is a ticking time bomb which could instigate our people to take to the streets. Water and sanitation are critically important imperatives and the ANC has made this its apex responsibility and priority. Let’s also ensure that in our towns and townships lighting is improved because our areas are very dark. A dark area becomes a safe haven for all forms of crime and deviant behaviour. As you all know, honourable colleagues, that municipalities are at the coalface of service delivery where the majority of

our people are located and, therefore, our call for more financial muscle is well-advised so that we are able to deal with the long list of service delivery challenges. Honourable Speaker and Members of Council, we also expect more financial power in the Municipal Infrastructure Grant (MIG) so that we are in a better position to implement infrastructural projects as captured in our Integrated Development Plan (IDP). As a matter of fact Honourable Speaker, the ruling party has been very vocal in mentioning that more of its attention will be concentrated in local government. This displays our resolve that service delivery is our apex priority because we firmly believe that our people deserve better. Having said all this Honourable Speaker, I would like to appeal to the Municipal Manager and his team to ensure that we spend our finances properly and in accordance with all legislative stipulations. We want to see tangible progress being made in dealing with the sewer challenges in this municipality, especially in dire areas like Embalenhle. We need to declare, once and for all, that we will tackle the sewer headache with more vigour to show that we are ashamed that some of our people are still living in such horrible conditions due to sewer spillages. We will expect no excuses from the MM and his directors in this regard.

We are calling on all GMM officials to pull up their socks and roll their sleeves. The doorto-door exercises that we have embarked upon have also raised a wide range of service delivery issues in our municipality, such as the bad state of our roads and what is being done to remedy this situation. Honourable Speaker, we should also mention that the speed of responding to community

Our officials should raise the bar and ask themselves this question: If you have a task to complete in an hour, why don’t you complete it in 30 minutes to display the importance of speed and the sense of urgency?

LADIES and gentleman, today I am a humble servant standing before you, ready to take on the responsibilities assigned to me as Executive Mayor.

Further, I will continue to work on building a positive relationship with the media working together with councilors, community and administration.

Let me be the first to recognise that if serving is beneath you, then leadership is beyond you. I want to acknowledge that the road we are about to travel is a daunting and challenging task, but I am convinced that we will be able to accelerate the development of a sustainable and capable municipality. As a leader, I will work tirelessly and use all possible media and community forum platforms to communicate with our citizens

As a Council, we need to ensure that we fully deliver on our mandate in providing quality basic services to all our citizens. These services include electricity, water and sanitation, refuse removal, storm water systems, decisions around land use, municipal roads, parks and recreational facilities, libraries and other facilities, local tourism and economic development to mention but a few.

These are our primary task and service delivery standards and they are not negotiable. Our focus should be on sustainable resource use, strengthening developmental governance, establishing long-term fiscal strength, connecting working and living space and responsive and active citizenry. The electorate within the Lekwa Local Municipality has entrusted the ANC with the assignment of delivering on our manifesto embedded in economic development, job creation, responsive governance, making communities safer, quality service delivery, reducing red tape and fighting corruption. The outcome of the 2016 local government elections is an indication of the voter’s confidence in the ANC to, once

again, deliver on our mandate, but let me make this clear to all councillors – I am now a Mayor for Lekwa Municipality, not only the ANC. All of you honorable councillors are now councillors of the Lekwa Local Municipal Council. People have put their trust in us and together, all of us will serve all the people of Lekwa. I will dirty my hands for the people of Lekwa and the same is expected of each and every one of you. Remember, the people shall decide at the end of the day. Towards the end of the last term we started working on the War Rooms: Operation Vuka Sisebente – we will continue with this model and perfect it during this term of office. Unemployment, inequality and poverty remain key challenges not only for our town, but for the country as a whole, of which in order to address such challenges we will require joint efforts. As a collective we have to intensify our efforts to:

New Councillors at Dipaleseng Local Municipality introduced to Council

By Phindile Sidu LIKE all the other municipal managers of all municipalities across the country that have 14 days within which to call the first council meetings, Dipaleseng Local Municipality convened its first council sitting post the local government elections on 17 August 2016 at the municipal council chambers. Acting Municipal Manager, Mr Sailor Netshivhale, presided over the proceedings and started by introducing all the new councilors to the house. The Council Chamber was packed to capacity as community

members came to observe the inauguration meeting for the new councilors for the political term from 2016 to 2021. Former Councillor, Mr M. Sithebe, who was with the institution 15 years ago as well as the previous Executive Mayor Ms Sarah Nhlapo was were also present to witness this momentous day. The Speaker, Cllr Khethiwe B Nkosi, who is also the Councillor for Ward 2, was elected after which she then took over proceedings and facilitated the election of the Executive

Mayor, in which Cllr Mafunda L. Makhubu was successfully elected. Cllr Molato D. Khanye and Cllr Zanele S. Ngwenya are the Members of Mayoral Committee overseeing the Planning & Economic Development and Infrastructure Services and Community Services & Public Safety and Corporate Services departments, respectively. Cllr Siphiwe E. Nhlapo is the Councillor for Ward 1, while Cllr Peter M. Mokoena is responsible for Ward 3 and is also the Whip of Council Ward 5 and 6 are under

the supervision of Cllr Amos K. Nyamade and Cllr Themba J. Mahlangu, respectively. Cllr Lebohang M. Maruping is a PR Councillor. Cllr Willem S. Davel and Cllr Mokete F. The Magistrate, Mr Moldenhauer, was responsible for swearing in every councillor that chose to take the oath on the day. The Councillors were then

The Executive Mayor took an opportunity to thank the leaders of the ANC, the community of Dipaleseng in its entirety, the previous Councillors as well as the staff of the municipality and made an undertaking not to be

Officials pay two schools a visit, bearing gifts for pupils in Tata’s name By Tshepo Mahlangu NELSON Mandela once remarked: “Education is the most powerful weapon, which you can use to change the world.” This is the very same message that the Gert Sibande District Municipality (GSDM) and the Mpumalanga Provincial Legislature (MPLeg) conveyed to the pupils of M.P. Magagula High School and Khanya Primary School in Mpuluzi, Chief Albert Luthuli Local Municipality (CALLM). The visit to the two schools formed part of the International Nelson Mandela Day, which is celebrated annually on Mandela’s birthday, 18 July. During this day people are encouraged to dedicate 67 minutes of their time in helping others who are less fortunate. A total of 14 newly built, toilets as well as a ramp for people living

Minister graces International Mandela Day Dr Nzimande comes presents bursaries, groceries and a new house

Dr Nzimande continued with the social responsibility programme to advance a noble legacy of late stalwart of the freedom Dr Nelson Mandela. Joined by local leadership, including Traditional Leaders, the Minister handed over groceries to Gogo Nkosi at Nyibe village in Ermelo. Gogo Nkosi requested the municipality, in front of Minister Nzimande, that they should please assist her with getting an RDP house. And that’s what she got! Gogo Nkosi had said her dilapidated house, which she also shared with her grandchildren, was leaking, meaning that when the summer

rains come she will be “sleeping in a dam”. Nkosi also said her grandchildren were not getting any government grants because they had no birth certificates. Nkosi further said that their mothers had no identity documents (IDs) and asked the municipality to assist her solve all these problems.

GCIS congratulates SALGA for integrating GovChat Social media platform that allows talk between Councillors and citizens By GCIS GCIS congratulates the South African Local Government Association (SALGA) for integrating GovChat into its councillor induction programme. GovChat, our first social media platform, enables real time conversations between elected councillors and citizens in communities, bringing government closer to South Africans. Through daily usage of this platform, local government service will improve for the better as councillors will be at the front line of providing instant and credible information to the people they serve. It aims to break barriers of communication and supports civic engagement. Active social media users are growing at a rate of over 10% year on year in South Africa. It is estimated that South Africans spend just under three (3) hours on the internet and social media using their mobile phones. This is an opportunity that cannot be ignored. “For the the first time, South African citizens can talk to their elected ward councillors instantly through our social media platform. GovChat, allows citizens to engage

councillors on issues including housing, access to water and electricity, safety and job creation initiatives in their areas,” said Acting Director-General Donald Liphoko.

It is used to highlight government services, dedication, commitment and excellence in the delivery of services to the public. The Public Service Charter is popularised throughout the month to ensure that public servants deliver appropriate services and fight corruption.

GovChat allows citizens to send images, photos, videos, public and private messages in real time directly to their ward councillors.

Government believes that active citizenry and social activism is necessary for democracy and development to flourish.

“We are pleased that SALGA has integrated GovChat as a valuable communications tool that will connect citizens to their local ward councillors. It will go a long way in bridging the divide between the electorate and public representatives,” said Liphoko.

The National Development Plan (NDP) states that government “cannot merely act on behalf of the people”.

South Africa is becoming an increasingly connected nation. Over 26 million South Africans are active internet users, 13 million of whom are active social media users. It is estimated that over 85 million mobile connections exist in the country. This initiative is rolled out during the 2016 national Public Service Month which takes place across the country from 1 to 30 September under the theme: “Moving the Public Service Forward – We Belong, We Care, We Serve.”

GCIS will be supporting the integration of GovChat into other government service programmes in support of Government’s Back to Basics approach that ensures that communities receive quality services. Ward councillors, irrespective of political affiliation, are encouraged to register. GovChat is currently available as a web application and citizens can register as users at www. govchat.org.za. The platform will be available on Android and iOS devices in the near future.
