Request for Proposals Neighborhood Stabilization Program 3 (NSP3) Affordable Housing Developers The Vermont Housing and Conservation Board (VHCB) administers a portion of the State of Vermont’s Neighborhood Stabilization Program (NSP3) through a contract with the VT Agency of Commerce and Community Development funded by the U.S. Department of Housing and Urban Development. NSP3 activities are related to the foreclosure crisis and the blighting influence of vacant/abandoned properties in the State. VHCB’s NSP3 funding is used exclusively for affordable multifamily rental development. VHCB is seeking proposals from developers (nonprofit and for-profit) for the use of the remaining $473,500 in NSP3 funds. Proposals must comply with the requirements of the State’s NSP3 plan found on the Department of Housing and Community Affairs website located at: http://www.dhca.state. vt.us/VCDP/FINAL%2 0NSP3Application%2 0Substantial%20Ame ndment%20to%20Co n%20Plan.pdf In particular, the requirements under “Activity 2: VHCB Multifamily Projects” starting on page 11, and the NSP3 target area map on page 21 should be noted. All NSP3 funds must be fully expended by March 3, 2014. Priority will be given to proposals for projects that are ready to proceed if NSP3 funds are committed. Priority will also be given to proposals for projects that serve very low income households (at or below 50% area median income).
