CONCISE SUMMARY: The proposed amendments to the Housing Divison Rules bring the rules up to date with legislation enacted since they were last updated on January 1, 2008; including Act 176 of 2008, Act 140 of 2010, and Act 137 of 2012, and update the name of the department. Part I is amended for: requirements for admission and selling or renting mobile homes, providing or renewing leases; increased notice before park closure, requiring a notice of intent to sell before closing a park, park sale negotiation period, clarifying when sale notices expire; limits on rent increases when closing a park; aligning definitions with statute and correct use of the terms leaseholder, resident or mobile home owner; evictions for criminal activity; description of good faith, and expiration of sale notices. Part II is amended for eligibility requirements for mediators; requiring mediators to accept the fee schedule and submit invoices within 90 days.
