AGENCY: Dept. for Children and Families (DCF) CONCISE SUMMARY: The bulletin proposes changes to the Reach Up program rules

pertaining to the length of time during which a Reach Up grant shall continue in circumstances where the child or parent/caretaker is temporarily absent from the home. Reach Up benefits will continue for defined absences of either the child or parent/caretaker greater than 30 but less than 180 consecutive days. During the temporary absence of a parent or caretaker from the home, housing expenses will be vendored. The Reach Up rules pertaining to protective payments have been revised to reflect this change. The definition of a "qualified caretaker" has been simplified and the definition of "relative" has been moved to the definitions section of the Reach Up rules. Obsolete references to "family separations" have been removed. The bulletin also proposes to simplify the documentation requirements pertaining to the domestic violence work deferment or modification rule under the Reach Up program.
