WELCOME TO
NORTHWEST VERMONT Franklin County has long been known as one of the state’s strongest economic regions and a place where its people and its picturesque vistas are renowned. Our manufacturing economy is expanding, our educational systems are regarded as among the top in the state and St. Albans, the county’s largest municipality, is in the midst of a $41 million economic revival the likes of which have not been seen in more than a half-century.
from Burlington and an hour from downtown Montreal, a city of 3.5 million people. Our neighbors in southern Quebec offer an endless array of events to attend. Visitors also enjoy the endless variety of our shops, and they come back year after year to enjoy locally sourced food and products. Visitors who come to St. Albans are astounded by the radical transformation of our downtown with its upscale restaurants, shops and a city park regarded as the most picturesque in Vermont. In the spring of 2017, St. Albans will also be home to a new 84room hotel in the city’s center … just a sign of our growth and prosperity.
It is our prosperity and strong economic performance that explain our ranking as one of Vermont’s fastest growing counties. The opportunities are here. The twin side of our economic performance is our environment, which is the central reason Vermont enjoys the reputation of being the nation’s healthiest state. Our bike paths lace the countryside and draw visitors from across the nation, and internationally. Our western border lines Lake Champlain, the nation’s sixth largest fresh water lake. Our waters are used recreationally year-around and our people are outgoing and connected to the physical environment around them. Visitors will find them friendly and pleased to offer insights into what there is to do and enjoy.
Towns in Franklin County include: Bakersfield, Berkshire, Enosburg, Fairfax, Fairfield, Fletcher, Franklin, Georgia, Highgate, Montgomery, Richford, Sheldon, St. Albans and Swanton. We are the fifth largest county in Vermont with a population of 48,000. This publication highlights many of the activities that distinguish our region for its unique summer, fall and winter recreational activities. Our beauty is marked by the physical attributes that define us and the character of the people who call Franklin County, Vermont their home.
The what-to-do list is endless. And world-class. We are a stone’s throw from Smuggler’s Notch and the Jay Peak mega-resort. We are 30-minutes
We trust you will enjoy your stay, and, please, come back to see us …. and tell a friend. 4

“St. Albans City has worked hard on improving its image with one of the results being a community-centric feel. Our schools are also among the best in the region and education is just one important piece that will attract businesses, jobs and residents to the city, which is why we’re on the way to posture ourselves as the Franklin County leader, both in industry and as a community.”
Universal “St. Albans City has seized&the day. With Logo smart, fearless leadership, St. Albans City has moved through the recession and emerged stronger and more vital than ever. St. Albans sits upon a downtown as beautiful and as vital as any in the country.”
Peter DesLauriers
James Farr
“What has happened here is not just about how St. Albans looks, it is about how St. Albans residents feel… more than that, it is about how people of the St. Albans region feel. St. Albans is the County Seat. It is the core of our region. Our region has become inspired.”
“St. Albans has become a place that people are drawn to. We have a revitalized downtown with lively restaurants that people want to visit … it’s exciting to see.”
David Kimel

Authenticity
Albans has it in spades.
. Most of us are starving for it. St.
The neighborhoods are filled with historic homes on tree lined streets. Most have porches where neighbors visit in real time, not in an online forum. Our homes can be purchased by real people making prevailing wages in the area. Speaking of jobs, we’ve got a lot of them. From pharmaceutical manufacturing to health care, state and federal government, 1) Spring/Summer and traditional manufacturing, ours is one of the fastest growing & Universal Logo counties in the state.
“The recent, spring-like transformation of St. Albans has been gaining momentum with each of the last few years. Now dozens of creative brush strokes from St. Albans’ most active “thought leaders” - projects large and small - have given the city and surrounding communities a fresh, historic and bustling core, enriched by the emerging arts, niche businesses, wellness, food and quality-of-life events.” Lynda Ulrich
The historic downtown is booming -- three words not often associated together. A new hotel is under construction; a parking garage was recently completed; art galleries and coffee shops are sprouting like mushrooms; and this summer the renovated City Hall Auditorium will open a 300-person performance space. Anchoring it all is the five-acre Taylor Park, whose summer concert series and holiday lighting draw record crowds. Recreational opportunities abound. The Hard’ack recreation area offers rope tow access to free skiing as well as mountain biking, hiking, and Nordic skiing. And the award winning Recreation Department offers programming for young families, seniors, and everyone in between. St. Albans is a community on the move. Over the last five years, over $50 million has been invested in public / private partnerships that create jobs, strengthen neighborhoods, and improve quality of life. Come for an hour, come for a day, and think about calling it home. There is no place else in Vermont that offers this much opportunity. Dominic Cloud, City Manager 7

Taylor Park is a unique haven for those with time to spare in the otherwise busy surroundings. It acts as a community center for events of all kinds and a showplace for a proud Vermont community. Sit here on the benches that surround the fountain and take in the history. It was here during the Civil War that Confederate raiders held townspeople hostage while others robbed local banks. The original fountain was a gift to the community in 1887 from St. Albans resident, railroad magnate, and the Civil War era governor of Vermont, John Gregory Smith.
Magnificent Ladies of Taylor Park No visit to Franklin County would be complete without a leisurely stroll through beautiful Taylor Park in downtown St. Albans.
The fountain underwent major repairs in the late 1980s, but it weathered so badly that aesthetic and structural damage resulted in a restoration effort begun in 2012.
The central motif, seated proud before a Church Street row of historic buildings and the memorial bandstand, are the iconic “Ladies,” who rest beneath the pattering waters of the newly restored 19th century Taylor Park fountain.
Thanks to the Rotary Club of St. Albans, which took on the responsibility for the project and its financing, the Save the Ladies Fund, and other supporters, the ladies are back and more vibrant than ever!
Standing 30 feet tall, the fountain features a water nymph and cherubs that shimmer once again.

Creating a
stronger community one person at a time.
There are eight stages of development during a person’s life.* The life cycle begins with the infant stage and progresses to toddler/early childhood, followed by the preschooler and school-aged child stages, growing into adolescents then transitioning into young adult, followed by middle-age adult and finally, the older adult stage. Each stage of development is marked by conflict for which a successful resolution will result in a favorable outcome. No matter what stage of development someone is in, it’s comforting to know that you can turn to Northwestern Counseling & Support Services (NCSS) in your time of need. NCSS provides intervention and a continuum of support to individuals experiencing emotional and behavioral problems, mental illness and developmental disabilities. * According to Erik Erikson (1902-1994), a noted Danish-German-American developmental psychologist, every person must pass through a series of eight interrelated stages over the entire life cycle.

Another 11- to 12-mile drive will take you to Enosburg, home of the Hopkins Covered Bridge over Trout River on Hopkins Bridge Road, built in 1875. Next you’ll head on one more quick drive to Montgomery, where there are five more: • Comstock Covered Bridge over Trout River on Comstock Bridge Road, built in 1883; • Fuller Covered Bridge over Black Falls Brook on South Richford Road, built in 1890; • Hutchins Covered Bridge on the South Branch of Trout River on Hutchins Bridge Road, built in 1883; • Longley Covered Bridge over Trout River on Longley Bridge Road, built in 1863; • and West Hill Covered Bridge over West Hill Brook on Creamery Bridge Road, built in 1883. • A sixth, the Hectorville Covered Bridge, on Gibou Road, is in storage awaiting restoration.
Color-Intense Drives
Fall Foliage and Covered Bridges Autumn is a wonderful time to take a wonderland of a journey through the vibrantly colored countryside and visit Franklin County’s eight historic covered bridges.
Helpful hint: A Google search for “Covered Bridges of Vermont” provides additional information on all of these historical bridges.
Starting from Fairfax at the bridge over Mill Brook on Maple Street it is about a 7- to 8-mile drive to the East Fairfield Covered Bridge over Black Creek on Covered Bridge Road. Both were built in 1865.
