By contrast, during the 10 years (2004-14) of the UPA-II government, only 26 leaders were investigated, including 14 from the Opposition.Sincetheadvent of the Narendra Modi government, the ED has gone after politicians suspected of corruption with far greater alacrity than other central law enforcement agencies.
The ED’s aggression has been largely on account of its current Director Sanjay Kumar Mishra (since 2018) and his predecessor Karnal Singh (2015-18) leveraging the massive powers bestowed on the agency by the Prevention of Money Laundering Act (PMLA), 2002. Unlike laws governing other agencies, particularly the CBI, the PMLA allows the ED to take cognizance of any offence under its wide-ranging schedule across the country, with or without the consent of state governments.
It has, therefore, been able to register money laundering cases against politicians or activists based on FIRs filed by state police forces — something the CBI is unable to do unless requested by the state government, or ordered by a court or the Central Vigilance Commission (CVC).
While the National Investigation Agency (NIA) too has powers to take suo motu cognizance of offences across the country, the schedule of the NIA Act — that is, the types of offences that it can investigate — is limited to about a dozen offences.
The schedule of the PMLA on the other hand, has increased from just six offences in 2002 — when the law was enacted — to 30 groups of offences encompassing over 147 provisions now. The ED’s sweeping ambit extends from serious crimes such as terrorism to the hunting of wild animals, and from the infringement of

Under the NDA, according to data available until March 2022, almost double the number of cases — 3,555 — were registered. The number of raids (3,010) was 27 times more, and the value of attachments (Rs 99,356 crore) was 18 times higher than under the UPA.
Of the 3,555 PMLA cases registered by the ED under the NDA, 3,066 were registered over the last five years, a period in which 2,564 of the 3,010 raids were carried out.

Currently, political parties have to disclose all donations above Rs 20,000 through their contribution report that is submitted to the EC. Sources said that the Commission has proposed lowering the threshold limit for cash donations made to political parties from Rs 20,000 to Rs 2,000. In case the proposal gets approved, all donations above Rs 2,000 will be part of the contribution report which is submitted to the Commission.

Bengaluru, Sep 20 (IANS) Karnataka police have taken three suspected terrorists with links to ISIS into custody from different locations in Shivamogga and Dakshina Kannada districts on Tuesday, sources said. Q: How do you see the recent judgment by the Supreme Court on the BCCI constitution amendment issue?
A: Look as I already indicated earlier, so far as our report and cooling-off element
Chetan Sharmais concerned, that was accepted by the Supreme Court in its first order on 18 July 2016. So, our report was accepted. Thereafter it was changed on 9 August 2018. And, now on 14 September 2022. So, maybe, the Supreme Court found that earlier orders were substantially wrong, and that needed to be corrected. Perhaps maybe they changed (it). The judicial conscience may have been shaken, that such an erroneous order cannot be allowed to stand.
Q: Are you disappointed with the latest development?
A: No, no, not disappointed. Why? Look, our report was accepted by the Supreme Court. Cooling-off period, which we recommended, was accepted by the court on 18 July 2016, after threadbare discussion. So, if thereafter, some
A: Yes, that was one of the very important elements of our report. Actually, it is one of the fundamental principles of governance of any institution, any organisation that monopolies are not created. So, the cooling-off period actually eliminates that creation of monopoly. After one tenure or one term you take cooling (off) and let other new persons come, and that helps in eradicating monopoly.
So, it’s very, very important, and you know, in the background in which actually the Supreme Court-appointed committee for structural reforms had this (was) because people earlier were at the helm of affairs for years and years; the same four or five people were holding the positions. So, therefore, cooling-off is a very important element. But, now, the Supreme Court may have thought in its wisdom that it needed to be changed. So, they did.
Q: What do you think made the Supreme Court change its stance on the issue?
A: Look, I can’t anticipate that. The Supreme Court must have found that by the acceptance of Lodha report on cooling-off in the first order, or by the 9 August 2018 order, some gross error was committed and that needed to be corrected. Otherwise, you know, the Supreme Court judgments have already become final.
Q: Do you think the BCCI played smart this time?

However, Gehlot is reportedly reluctant to leave chief ministership and move to Delhi. In that scenario, former Union minister Mukul Wasnik or leader of opposition in the Rajya Sabha, Mallikarjun Kharge, could emerge as the front-runners, as both belong to the Scheduled Caste community.
The nominations are to be filed between September 24 and September 30.
Meanwhile, Congress’ state units have been passing resolutions to make Rahul Gandhi the next party President, including in Rajasthan, Maharashtra and Chhattisgarh, among others.
Presidential election will be issued on September 22, there is still suspense over the candidates who will contest for the top party post.
While the G-23 group is gearing up to field
a candidate and Thiruvananthapuram MP Tharoor is its top choice, for party loyalists, Rajasthan Chief Minister Ashok Gehlot is the preferred choice, sources said.
However, Congress’ Central Election Authority (CEA) has said that such resolutions will not have any bearing on the election process.

But this may just be a recession in mood only, as the official governing body in charge of declaring remains quiet on the issue.
In a growing economy, a country’s citizens become slightly richer on average as the value of the goods and services they produce - its Gross Domestic Product (GDP) - increases. But sometimes that value falls, and a recession is usually defined as when this happens for two three-month periodsor quarters - in a row.
Typically it’s a sign the economy is doing badly and can mean that, in the short term, businesses have more layoffs.
So is America in recession?
US GDP has fallen for two consecutive quarters - 1.6% during the first quarter of 2022, and 0.6% the next. In most countries, that’s a recession. Just not in the US.

Comedian Raju Srivastava died today in Delhi, over a month after he suffered a cardiac arrest while working out in the gym. He was 58. Raju Srivastava was declared dead at 10.20 am, said the news agency PTI citing hospital sources. “I got a call from the family about half an hour ago saying he is no more. It is really unfortunate news. He was fighting in the hospital for over 40 days,” his brother Dipoo Srivastava told the agency.
Srivastava was hospitalised on August 10 after he collapsed in the gym and was rushed to the All India Institute of Medical Sciences (AIIMS). He underwent angioplasty the same day and was put on a ventilator.

It ruled that the suit is not prohibited by the Places of Worship (Special Provisions) Act, 1991, which freezes the places of worship status as it existed on August 15, 1947.
The Act also bars suits, which seek to change the character of places of worship.The next level of litigation will focus on the merits, where the court will examine the evidence brought on record by the plaintiffs.

In a cold-blooded murder, an Indian young man who was a grocery store clerk in Georgia has been shot dead in a robbery in Georgia US. Theofficials.proposal — which is up for public comment Oct. 6 — would be the first major change to taxi rates since 2012, before Uber, Lyft and other for-hire vehicles exploded on the city’s streets and shook up the yellow cab industry, according to a commission document.
“The proposed taximeter rate of fare increase, creation of a new LaGuardia Airport surcharge, the Kennedy Airport flat fare increase and other increases to surcharges will help address the challenges of the evolving taxicab and street hail livery sectors and their need for revitalization by putting more money in the pockets of drivers,” the document states.
Taxi drivers would see their revenue increase by 33 percent, according to the document.
To do that, the proposal includes a number of increases, starting with raising the taxi rate of $2.50 to $3. New Yorkers and out-of-town visitors looking to fly could also see their airport trips become more expensive. A new $5 surcharge will be added to all taxi trips to and from LaGuardia Airport, under the proposal.

EDINBURG, TX – Rio Grande Valley Sector (RGV) Border Patrol agents rescue 13 migrants from a refrigerated trailer and foil a smuggling event.
On September 13, Kingsville Border Patrol Station agents working at the Javier Vega Jr. Checkpoint rescued 13 migrants from a refrigerated tractor trailer. Agents referred the vehicle to the secondary inspection area and discovered the migrants attempting to conceal themselves within a load of frozen broccoli. The refrigerated trailer was measured at 51 degrees Fahrenheit. The U.S. citizen driver was placed under arrest. The migrants, including two unaccompanied minors, are nationals
of Mexico and Central America. All subjects were found to be in good health. Earlier that morning, a Brownsville Border Patrol Station camera operator observed several subjects load into a Chevrolet Equinox near the border wall in AgentsBrownsville.attempted to conduct a vehicle stop on the vehicle, but the driver failed to yield and led agents on a vehicle pursuit. At one point during the pursuit, the driver slowed down where agents observed several subjects exit the vehicle. The driver then continued northbound striking a government vehicle before coming to a stop. Agents apprehended the driver and three migrants illegally present in the U.S. One of the migrants was injured as he attempted to exit the moving vehicle. The migrant was transported to a local hospital for medical treatment. The driver was turned over to the Cameron County Constables Pct. 2 to face state Bordercharges.
Patrol processed all subjects accordingly.
WASHINGTON, DC- U.S. Citizenship and Immigration Services is implementing the next phase of the premium processing expansion for certain petitioners who have a pending Form I-140, Immigrant Petition for Alien Workers, under the EB-1 and EB-2 classifications.
Similar to the first phase and second phase of the expansion, this phase only applies to certain previously filed Form I-140 petitions under an E13 multinational executive and manager classification or E21 classification as a member of professions with advanced degrees or exceptional ability seeking a national interest waiver (NIW).

WASHINGTON, DC- The Department of Homeland Security (DHS) today announced publication of a final rule consistent with the vacatur of the U.S. District Court for the District of Columbia in Asylumworks et al. v. Mayorkas et al. This final rule is effective starting Feb. 7, 2022.
In June 2020, DHS issued two final rules, titled Removal of 30-Day Processing Provision for Asylum Applicant-Related Form I-765 Employment Authorization Applications (Timeline Repeal rule) and Asylum Application, Interview, and Employment Authorization for Applicants (Broader Asylum EAD rule).
On Feb. 7, 2022, the federal district court vacated the Timeline Repeal rule and Broader Asylum EAD rule. Effective
Feb. 8, USCIS stopped applying these rules to asylum applicants. We instead are applying the provisions in place before the rules took effect in August 2020. See 8 CFR §§ 208 and 274a. This applies to adjudication of Form I-589, Application for Asylum and Withholding of Removal, and Form I-765, Application for Employment Authorization, pending with USCIS as of Feb. 8, 2022, or received on or after that date. Consistent with the Asylumworks vacatur, this final rule removes certain regulatory text governing asylum applications, interviews, and eligibility for employment authorization based on a pending asylum application. We have restored the relevant regulatory text to appear as it did before the effective dates of the vacated rules.
NEW YORK, NY — Workers in New York City’s businesses no longer will be required to get the COVID-19 vaccine, Mayor Eric Adams said Tuesday.
Adams announced the city’s private sector vaccination mandate will end Nov. 1.
He said businesses still will be strongly urged to encourage their workers to get the vaccine and set their own policies.
“This puts the choice in the hands of New York businesses,” he said. “It is imperative that we continue to encourage them to ask employees to get their vaccines and booster shots.”
But Adams said the city’s public sector mandate — which covers police officers, firefighters, teachers and all other city employees — doesn’t yet have an end “Rightdate. now, that is not on the radar for us,” he said.
Health officials are ending the private sector mandate, along with a similar
vaccination requirement for high school sports, as COVID-19 cases fall and life is steadily returning to some form of pre-pandemic normal.
The mandates were put in place last year by former Mayor Bill de Blasio to encourage widespread vaccination — a goal he argued was critical for the city’s pandemic recovery.
And the requirements worked — 89 percent of all New Yorkers have received at least one dose vaccine.
Now, city officials are rolling out a campaign to encourage New Yorkers to get the bivalent booster — a shot crafted to provide extra protection against coronavirus variants. Adams received

PROVIDENCE, RI- With a $10 million gift from Parag and Usha Saxena, parents of three of its graduates, Brown University will elevate and extend the global reach of its groundbreaking teaching and research on issues of modern South Asia, the university said in a press release. The gift will enable the center to expand its footprint in research, teaching, publics policy and Asutoshprogramming.Varshney, a professor of international studies and political science who direct the center, noted that it currently has four areas of programmatic and research focus: democracy, urban development, pluralism, and inequalities.
The gift will make it possible to expand the center’s offerings, have more ambitious research plans, and send more students for research, language training and internship in South Asia, Varshney said.
In addition, there Saxena Center will deepen its relationship with Brown’s School of Public Health, SPH Dean Dr. Ashish Jha’s conviction that the problems of public health are not exclusively the domain of medic cine, said Varshney, “made it easy to extend an intellectual arm or collaboration.”
The Saxena Center and the school will work together to create academic programs, at Brown and forge partnerships with Indian institutions.
The Saxenas said they, a re excited about the prospect of furthering the work of Varshney and Jha in South Asia, and hope that their gift will foster discussion and research among policymakers and scholars in the social sciences.
But they also hope it will promote scholarship on and appreciation of South Asian literature, culture, and art, about which they are passionate.
The Saxena’s said their support for the center is based n their own Indian heritage continued interest in India and
