Most of the assets are held outside Afghanistan potentially putting most of them beyond the insurgents’ reach, according to Afghan officials, including the bank’s acting governor, Ajmal Ahmady, who has fled Kabul. “Given that the Taliban are still on international sanction lists, it is expected (confirmed?) that such assets will be frozen and not accessible to Taliban,” Ahmady said in a Twitter thread on Wednesday. “We can say the accessible funds to the Taliban are perhaps 0.1-0.2 per cent of Afghanistan’s total international reserves. In his book Where Borders Bleed, Rajiv Dogra, strategic affairs experts and India’s last consul general in Karachi, described how the situation was fairly grim for India while Mullah Rabbani was the Taliban’s chief till 2001. “The ISI [Pakistan’s intelligence agency] was believed to have been talking to Rabbani and asked him for men to be diverted to Kashmir,” Dogra tells Quartz. ISI, he said, was probably expecting 10,000-15,000 soldiers. “At the time, Rabbani said he’ll provide 100,000 fighters,” he adds.

India, China, and Pakistan Declassified US government documents chronicle the nexus between the Taliban and Pakistan’s “anti-India militant” training camps. And with China being a close ally of Pakistan, it could soon get “ugly” for India, according to Michael Kugelman, deputy director and senior associate for South Asia at the US-based Wilson Center. “This means that India faces the reality of not only a Taliban government in Afghanistan, but also its two biggest rivals deepening their footprints in a country where India has many equities, investments, and close ties with non-Taliban political leaders,” he says. The return of proscribed militant groups like Lashkar-e-Taiba (LeT) could spell doom for India’s security, but it all depends on Pakistan. “The chances of this [the return of LeT] happening depend in part on Pakistan,” Kugelman adds, “which has close ties to both but because of intense international pressure has sought to curb—to an extent—its militant assets.” India, which has often assumed the role of a stabilizing democratic force in the region, stands to be isolated in this scenario if it does not tread with caution.

“The world and India had notice of what will happen once foreign troops leave,” Dogra says. “After all, a corrupt government under president Ashraf Ghani has lacked the leadership for solid resistance.” He cites the example of former Afghan president Mohammad Najibullah, who resisted the Taliban for two years without US support before his own execution in 1996. “Now they are crumbling like a pack of cards and it shows a lack of anticipation, will, and preparedness to confront the Taliban,” Dogra adds. But it is also likely that India foresaw the Taliban taking on a key role in Afghanistan once US troops exited. According to Qatari envoy Mutlaq bin Majed Al Qahtani, in June India reached out to Taliban representatives in Doha, The Hindu newspaper reported. India neither confirmed nor denied this meeting. Experts say that India’s policy toward Afghanistan has been consistently antiTaliban since the group was removed from power in 2001. “This is why the Narendra Modi government’s decision to formally reach out to the Taliban was such a game-changer,” Kugelman says. “And it ended up becoming more important than India could have imagined, given the Taliban’s rapid rise to power.” He expects India to quietly and cautiously reach out more to the Taliban, though formal recognition of the new regime is unlikely anytime soon. “That said, recent indications that the Taliban has endorsed Indian development projects in Afghanistan are encouraging, and this could serve as a useful confidence-building measure,” he adds. Officially, though, India has largely remained silent on the crisis in Afghanistan, communicating only evacuation efforts for its embassy personnel in Kabul. “Given the volatility and sensitivity of the power shift in Afghanistan, it’s not surprising that New Delhi is staying quiet,” Kugelman explained. “With the Ghani government out of power, India has lost a key partner in Afghanistan. It may choose to see how things shake out before taking on more of a public role.” India will also use the United Nations as a platform to convey its views on Afghanistan, given that it holds the Security Council presidency in August. India’s ambassador to the UN, TS Tirumurti, said yesterday (Aug. 16) that the situation in Afghanistan was of “great concern” to New Delhi.

India’s response to Afghan refugees As terrified Afghan citizens, especially women and children, look for safe asylum, India’s own altered refugee and citizenship policy may severely impact its humanitarian efforts. India’s Citizenship Amendment Act allows Hindu and Sikh asylum seekers a fast track to citizenship but excludes Muslims. “We are in constant touch with the representatives of Afghan Sikh and Hindu communities,” the external affairs ministry said on Aug. 16. “We will facilitate repatriation to India of those who wish to leave Afghanistan.” If India sticks to its CAA stance, it could exclude deeply persecuted communities like the Hazara Shias, Kugelman said. “It’s Afghan Muslims that likely constitute the largest percentage of potential Afghan refugees in the coming months,” he says. As of today (Aug. 17), despite specifically mentioning Hindus and Sikhs a day before, India has begun issuing emergency e-visas to Afghan nationals, for the first time. The visa application also does not differentiate based on the applicant’s religious identity. This decision comes after India shut its embassy in Kabul, which makes it impossible for people to physically appear and apply for visas.

HiIndia Newsdesk Chandigarh: The Cabinet today gave ex-post facto approval for payment of subsistence allowance at Rs 10,000 per month, with effect from October 24, 2019, for family members of eight of the 27 Punjabis killed in Mosul (Iraq) in 2014. While seven cases relate to the parents of the deceased, one is the wife of a Mosul victim who was not eligible for a job on compassionate grounds under the state policy. The Cabinet also approved the grant of lifetime subsistence allowance to these affected families. In 2014, 39 Indians were kidnapped and killed by ISIS in Mosul (Iraq). The bodies of the deceased were exhumed and DNA tests were conducted, following which the mortal remains of 27 deceased Indians from Punjab were brought back to Amritsar on April 3, 2018.

The first, on the morning of Aug. 13, was outside the Consulate General of Pakistan in Los Angeles and on the

The group held up signs that variously demanded that Pakistan and India’s other neighbor Bangladesh, stop “atrocities” against Hindus. “Pakistan stop human rights violations in name of blasphemy,” and “Pakistan stop ethnic Hindu cleansing,” were among the signs that were held by the protestors. In Artesia, organizers said while they encountered curious and supportive shoppers, there were also “tense conversations” with some who said the protestors were “spoiling Pakistan’s image.” The trigger for the picketing, the group in a statement said, “was the vandalization of the very sacred Siddhi Vinayak temple by a mob in Bhong city in the district of Rahim Yar Khan on Aug. 4. Pakistani authorities did nothing to stop the mob while they destroyed everything in the temple.” The press release stated that over 90% of Hindu temples in Pakistan had been destroyed. Protestors also demanded that Pakistan stop the “forced conversion” of Hindus, Sikhs, Christians, and other minorities.

The traveler wrote $65,000 and signed the form. Officers then provided the traveler with a U.S. Treasury Department form (FINCEN 105) and the traveler documented that he possessed $65,000. U.S. federal law [31 U.S.C. 5316] requires travelers crossing U.S. borders to report all currency and other monetary instruments in their possession that exceeds $10,000 to a CBP officer. Approximately 400 people attended this fun-filled patriotic event which was free and open to all public. After ten years of grand success and overwhelming community support, the organizers and executive committee of IACFNJ once again organized the 2021 patriotic celebration of India’s Independence Day event with fun-filled entertainment and cultural activities, traditional Indian and patriotic dance performances, DJ, live music/singing and authentic Indian food sampling which were open to all at an outdoor location of the temple grounds. How India Evacuated Its Embassy, Which Was Under Taliban’s Observation

HiIndia Newsdesk New Delhi: Two Indian Air Force C-17 transports flew into Kabul on August 15 to evacuate Indian embassy personnel, including Indo-Tibetan Border Police personnel who defend the mission, sources have said. Details of the challenging and difficult circumstances under which the Indian mission staff were evacuated have now emerged. The security situation in the intervening night of August 15-16 deteriorated sharply and no evacuations became possible then, sources said. The Indian embassy was reportedly also under observation by the Taliban, and the high-security Green Zone - the heavily fortified district that houses most embassies and international organisations - was breached. The Taliban raided the Shahir Visa Agency, which processes visas for Afghans looking to travel to India, sources said. The first batch of 45 Indian personnel who were evacuated on the first IAF aircraft yesterday were initially stopped by Taliban sentries on their way to the airport, they said.

The researchers from the Barcelona Institute for Global Health (ISGlobal) in Spain also suggest that pre-existing antibodies against common cold coronaviruses could protect from Covid-19.They noted that in order to predict the pandemic’s evolution and develop effective strategies, it is critical to better understand the dynamics and duration of immunity to SARSCoV-2. The researchers followed a group of healthcare workers from the beginning of the pandemic in order to evaluate the levels of antibodies against different SARS-CoV-2 antigens over time. “This is the first study that evaluates antibodies to such a large panel of SARS-CoV-2 antibodies over 7 months,” said ISGlobal researcher Carlota Dobano, who led the study. The team analysed blood samples from 578 participants, taken at four different timepoints between March and October 2020. They measured the level and type of IgA, IgM or IgG antibodies to six

Immunoglobulin G (IgG), the most abundant type of antibody, is found in all body fluids. These antibodies are produced in the later stages of an infection and see the body through recovery. “Rather surprisingly, we even saw an increase of IgG anti-spike antibodies in 75 per cent of the participants from month five onwards, without any evidence of re-exposure to the virus,” said Gemma Moncunill, senior coauthor of the study. No reinfections were observed in the cohort, the researchers said. The study also suggests that the antibodies against human cold coronaviruses (HCoV) could confer cross-protection against Covid-19 infection. People who were infected by SARS-CoV-2 had lower levels of HCoV antibodies, according to the researchers. Also, asymptomatic individuals had higher levels of anti-HCoV IgG and IgA than those with symptomatic infections, they said.
