Nowhere are the realities of what some have termed a border "crisis" more evident than in the Texas city of El Paso. Here, migrants - many of them confused about the impending rule changes - have been left sleeping rough in makeshift campsites on city streets over the last several days.
Several thousand were camped out earlier this week around a single church in the city centre.
"We've never seen this before," Mayor Oscar Leeser said at a border security expo just streets away from the campsite on Wednesday. "Something has to change. As a community, we can't do this forever."

The Department for Transport said that TransPennine's contract would not be renewed on 28 May.
It will now be run by an "Operator of Last Resort", which means a business will step in on behalf of the government
to take over the management of the service. Transport Secretary Mark Harper said commuters and firms no longer had to bear "the brunt of continuous cancellations".
TransPennine, which is run by the company FirstGroup, has stood out for the number of trains it has cancelled the night before they are due to run, because of staff shortages. There has been ongoing disruption since early 2022, and in January and February this year, it cancelled a third of its services. The company has said a recovery plan was bringing the numbers down. Mr Harper said taking TransPennine under state control was "not a silver bullet and will not instantaneously fix a number of challenges being faced".

New Delhi: Maharashtra Chief Minister Eknath Shinde will get to keep his job despite gaining from an illegal decision by the then governor, the Supreme Court ruled on Thursday, in a setback for Uddhav Thackeray over last year’s Shiv Sena mutiny.
The Supreme Court said it cannot disqualify Mr Shinde and 15 other MLAs for revolting against then Chief Minister Uddhav Thackeray in June last year. That power will rest with the speaker until a larger panel of judges rules on it.
It also rejected a request to restore Mr Thackeray’s government because the leader had chosen to resign instead of facing a test of strength in the assembly.
New Delhi: In a huge win for the Arvind Kejriwal-led Aam Aadmi Party (AAP) in a drawn-out tussle for power with the Centre, the Supreme Court today said the Delhi government must have control over services and that the Lieutenant Governor is bound by its decision.
The Delhi assembly is given powers to legislate to represent the will of the people, a Constitution Bench of the Supreme Court said in a unanimous verdict. In a democratic form of governance, the real power of administration must rest on the elected arm of government, said the bench, adding that the central government’s power in matters in which both the Centre and states can legislate “is limited to ensure that the governance is not taken over by the Central government”.

London: (IANS) Three Indian-origin members of an organised crime group have been jailed for smuggling cannabis worth around 1 million pounds into the UK from Canada, police said.
Kuran Gill, Jag Singh and Govind Bahia, all in their 30s, pleaded guilty to conspiracy to import a 'class B' drug and were sentenced at Woolwich Crown Court, the Kent Police said.
The Border Force officers discovered two pallet-loads of cannabis within a shipment of computer casing at Heathrow airport in February 2021. Valued at around 1 million pounds, the drugs had been flown across from Canada and were due to be delivered to a business address in Dartford.
The detectives were able to link the shipment to members of a criminal network who had been arranging the importation of cannabis over an illegally-encrypted mobile phone platform, which international law
"The cracking of the EncroChat mobile phone platform has led to countless criminals being caught red-handed and brought to justice," Investigating officer, Detective Constable Steve Brown of the Kent and Essex Serious Crime Directorate, said in a release last week.
Kuran Gill, 32, of Sun Marsh Way, Gravesend, organised the importation and onward distribution of the cannabis and also facilitated the sale of a kilogram of cocaine.
Officers seized around 105,000 pound cash from his home address following his arrest in April 2021.
Gill pleaded guilty to conspiracy to import a 'class B' drug, conspiracy to supply cocaine and possession of criminal property, and was sentenced to seven years' imprisonment.
Jag Singh, 32, of The Boulevard, south-west London, was also involved in organising the importation and distribution of the cannabis. Using the chat handle of 'Real Crocodile' he exchanged multiple messages with Gill in which they openly discussed routes into the country, ways in which the drugs could be concealed and how much it would cost.

Chief Minister Pinarayi Vijayan distributed the drones to all police districts and the drone pilot licences to the specially trained drone pilots, at a function held today.
He also launched indigenously developed anti-drone software on the occasion. The Chief Minister, in his address, said that Kerala has been at the forefront of modernisation of the police force and that since the use of drones has increased in society, the development of an anti-drone system is also important.

Body of woman killed in US mall shooting arrives in Hyderabad

Eight student, including four girls, died by suicide in the state while two other girls attempted suicide since Tuesday.
Five of the eight teenagers were from state capital Hyderabad while the rest were from Nizambad, Wanaparthy and Jagtial.
The attempted suicides by two girls were reported from Sangareddy and Wanaparthy.
Telangana has had a history of student deaths by suicide after the declaration of intermediate exam results. The government has taken multiple measures which includes a cell that works round-the-clock to help students overcome stress and anxiety. A toll-free helpline (14416) is also there to counsel students.

'The Kerala Story' Crew Member Provided Security After Threat: Mumbai Cops
Mumbai: A crew member of the movie 'The Kerala Story' received a threatening message from an unknown number, according to Mumbai Police.
According to police, Sudipto Sen, director of the film, informed police that one of the crew members received a message from an unknown number. The message threatened the said person not to step out alone from home and that they didn't do a good thing by showing the story, police said.
Police provided security to the crew member but an FIR has not been registered as they are yet to receive a written complaint.

Doctors in Kerala on Thursday continued their strike to protest against the murder of a young woman doctor in Kollam district by a drug addict, and demanded that the state government bring out a new legislation for the protection of hospitals with immediate effect.
Majority of doctors have not reported to work in hospitals across the state for the last 24 hours as various organisations including the Indian Medical Association (IMA) have called for the protest.
The Kerala Government Medical Officers' Association (KGMO) also announced a strike today. Intensive Care Units ( ICUs) and casualties would be exempted from the stir, but the Out Patient (OP) services in the state hospitals would be affected due to the agitation, the outfits said. The protesting outfits also wanted the government to declare the hospitals as special protection zones in the wake of increasing incidents of attacks on doctors on duty.

Washington: A 33-year-old IndianAmerican man has been charged in the US state of Virginia for transferring thousands of dollars to Islamic State women, hoping to smuggle them out of a Syrian refugee camp, a media report said.
Mohammed Azharuddin Chhipa used social media to raise funds for IS women in the al-Hol refugee camp in Syria and voiced his support for violent jihad online, The Washington Post newspaper reported on Friday.
The report, citing an FBI filing, said that in 2019 Chippa began using social media to raise funds for "sisters" in the al-Hol refugee camp in Syria, which "is assessed to be a stronghold of ISIS
The FBI said that "thousands of videos, pictures, essays, books, notes, and search histories about extremist ideology, jihad, ISIS, and violent propaganda on multiple devices" turned up during a search of Chhipa's home in 2019. Chippa, being held in jail after making an initial appearance in a Virginia court on Friday, faces up to 20 years in prison if convicted for providing material support to a designated foreign terrorist organisation, the report said. According to Chippa's financial records obtained by the federal agency from 2019 to 2022, he purchased USD 172,000 in virtual currency and collected USD 15,000 in digital funds from others.
More than USD 18,000 allegedly "went to wallets known to be used by ISIS women located in Syria," while the total funds Chhipa sent to smuggle IS women out of the camp could be much higher, the FBI said in a court filing. Payment platform PayPal in March 2021 blocked the account through which Chippa received the funds.
Tamil man in Singapore jailed for scissors attack on 2 men
Singapore: (IANS) A 36-year-old Tamil man has been sentenced to nine months and six weeks in jail in Singapore for punching and attacking two men with a pair of scissors in 2022, a media report said. Lavan Saravana pleaded guilty to one charge of affray and one count of voluntarily causing hurt by dangerous weapons, The Straits Times reported on Tuesday.A drunk Saravana had confronted and verbally abused Daniel Tan Yeow Boon, 44, whom he assumed was from the Central Narcotics Bureau (CNB), on December 31, 2022m in Jurong East Avenue, according to Deputy Public Prosecutor Kor Zhen Hong. He then punched Boon several times and the two fought, following which Saravana used a pair of scissors he had with him.

This change has been made to alleviate the burden of scheduling an in-person appointment and to provide asylees and lawful permanent residents with the necessary documentation to access the benefits and opportunities to which they are entitled.
Starting in August 2022, USCIS
began mailing Form I-94, Arrival/ Departure Record, with asylee stamps to individuals who have been granted asylum by an immigration judge or the
Board of Immigration Appeals (BIA).
In addition, USCIS has been issuing Permanent Resident Cards, also known as Green Cards, to lawful permanent
residents when they are notified of the adjustment of status granted by the immigration judge or the BIA. However, individuals who have been granted asylum or lawful permanent resident status are still encouraged to contact the USCIS Contact Center to request their proof of status, as USCIS may not be notified in every case. Nevertheless, this new process of providing documentation by mail will help ensure that asylees and lawful permanent residents can seek employment, travel, and access other benefits they are entitled to, with the necessary documentation in hand.

OLD BRIDGE, NJ- The mystery surrounding the dumping of hundreds of pounds of pasta in a wooded area of New Jersey has reportedly been solved, with residents pointing to an Old Bridge home that is up for sale as the source of the noodles. According to a neighbor, a military veteran who was moving out of the house after the death of his mother discovered a stockpile of old food, possibly stored there as a precaution during the COVID-19 pandemic. The pasta, which was estimated to weigh around 200 pounds and included alphabet noodles and spaghetti, was dumped across a 25-foot area of woodland near the banks of the Iresick Brook. Despite initial concerns about the impact of the pasta on the local water supply, the Department of Environmental Protection reported that no harm was caused and the pasta was quickly removed.

NY Counties Declare State of Emergency Over Asylum Seekers Housing

NEW YORK, NY- Upstate New York counties are opposing New York City Mayor Eric Adams’ plans to send migrants and asylum seekers to their regions for temporary housing. Orange County Executive Steven M. Neuhaus has issued an executive order prohibiting hotels in the county from accepting asylum seekers. Neuhaus accused Mayor Adams of breaking his promise to send only 60 adult male migrants without informing Orange County officials, and stated that there was no reason to believe that the migrants would leave the county after New York City stops paying for their housing and services. He also warned that a surge of migrants into the county could overwhelm local resources.
Rockland County Executive Ed Day, who joined Neuhaus in a news conference with U.S. Rep Michael Lawler and other officials, stated that the county was not equipped to handle the migrants and called Mayor Adams’ plan to bus them to hotels in Rockland and Orange counties “the same as throwing people out to the middle of the ocean who can’t swim.” Day added that the county would eventually have to assist the migrants, but it would not be able to do so humanely.
Mayor Adams, a Democrat, announced the plan on Friday to bus up to 300 single adult male migrants to the two
counties on a voluntary basis. He said the program would help the city handle the more than 37,500 asylum seekers in its care. The end of the pandemic-era policy, Title 42, which allowed the expulsion of many migrants, is expected to result in an increase of migrants seeking asylum across the United States, including New York City. Mayor Adams stated that the migrants sent to Rockland and Orange counties would be provided with meals, counseling, and other services for up to four months.
Mayor Adams has long been critical of
the volume of migrants arriving in New York and has accused Texas Governor Greg Abbott and other Republican elected officials of busing migrants to the city. His administration has been using hotels within the city to house some migrants, mainly families with children, but plans to house others at sites such as a cruise ship terminal and a beach parking lot in the Bronx have been cancelled. Texas and other border states have been dealing with historic numbers of illegal border crossings since the start of President Biden’s term.
A 2021 law in Texas called the Permitless Carry Law, allows people to carry handguns in public without a background check, license or safety training. Texas has already seen 214 gun violence deaths in this year alone making it a matter of grave concern. It may be noted that last year in August a racist attack by a woman in Plano, Texas against a group of Indian American women gained headlines both in the US and in India. The case highlighted how racism can spear its head and ruin lives of immigrants who make America their home anytime. With mass shootings happening in neighborhoods like Allen that is considered a safe city even getting voted as best suburb in Texas in 2018 by CNBC and as safest city in Texas in 2019 by Safehome, it seems to affirm the belief that no place is safe in America. 68-Year-Old Indian-Origin Doctor Charged For Sexually Abusing Patients In US
HiIndia NewsdeskNew York: A 68-year-old Indian-origin primary care physician in the US state of Georgia has been indicted on multiple counts of sexual assault inflicted on four of his female veteran patients during routine check-ups over a 12-month period, the Department of Justice has said.
Rajesh Motibhai Patel who worked at the Veterans Affairs Medical Centre in Decatur, Georgia is accused of violating his patients' constitutional right to bodily integrity while acting under colour of law and for engaging in unwanted sexual contact, it said in a press release dated May 4. “Patel allegedly sexually abused his female patients between 2019 and 2020 and violated his oath to do no harm to patients under his care," said US Attorney Ryan K Buchanan. “Veterans and their families expect and deserve the highest quality of healthcare delivered in a safe and accountable setting,” said Veterans Affairs Inspector General Michael J Missa.

Border Surge Continues After Title 42: Impacts And Challenges Ahead
GRANJENO, TX— As the sun rose over the Rio Grande in Texas, U.S. Border Patrol agents encountered five Colombian migrants who had just crossed the river. Despite the presence of a 25-foot-high border wall, the migrants were apprehended and taken into custody. One of the migrants, a 30-year-old man, explained that he came to the United States as a “last resort” due to the threats and extortions he faced during his journey. The Rio Grande Valley sector of southeast Texas now averages over 2,000 apprehensions per day.
With the lifting of the Covid ban known as Title 42 on May 11, border agents are preparing for a massive surge in migration. Smuggling organizations have reportedly brought migrants to
northern Mexico ahead of the expected lift and are now starting to move them into the U.S. Many of the migrants encountered by Border Patrol had never heard of Title 42, but had paid a smuggler for guidance. Processing centers in the Rio Grande sector are at capacity, but still able to comfortably fit migrants for now. However, the Border Patrol official expressed concern about the time it will take to process migrants once Title 42 is lifted. It is estimated that processing just one migrant will take an agent 30 minutes to an hour, which could result in backups in Border Patrol stations and strain the manpower of border agents. In Brownsville, Texas, thousands of migrants cross each day, and Border Patrol and ICE are working to quickly process and transfer them out of the area. Despite recent success in processing
migrants quickly, the number of migrants continues to grow, and the Rio Grande Valley sector is now the third busiest sector year to date. In El Paso, the busiest sector over the past year, many migrants are reportedly sleeping on the streets due to the shortage of shelter space.
Homeland Security Secretary Alejandro Mayorkas and border officials have touted advances in technology for tracking and processing migrants. The Biden administration has added 81 new autonomous surveillance towers with artificial intelligence technology to track movement and differentiate between people and animals. However, human smugglers have also increased their use of technology, and Border Patrol agents reported spotting a drone likely operated by a smuggler tracking their movements.

A 33-year-old engineer, researcher, and data scientist, Nabaruna Karmakar who worked in research at the SAS Institute was allegedly brutally murdered by her husband at their home in Raleigh, North Carolina. Her husband Michael Matthews has been charged with murder. Local media outlets like CBS 17 and WRAL News reported that the husband called 911 to report a purported double suicide after he allegedly fatally shot his wife. When officers responded to the scene, they found the wife with two gunshot wounds. Even though, the husband reported a double suicide, the woman was the only person struck by gunfire at the scene. Gautam Jayaswal from Overland Park, Kansas, named pleaded guilty to one count of conspiracy to commit healthcare fraud in U.S. District Court in St. Louis. He admitted to playing a role in a telemedicine fraud scheme that involved unnecessarily ordering genetic testing and orthotic braces, resulting in defrauding Medicare of about $16 million. According to the U.S. Attorney’s Office in St. Louis, Jayaswal had contracted with several companies between 2017 and 2021 to work as a telemedicine doctor.
Jayaswal’s plea agreement revealed that he had fraudulently ordered orthotic braces for 1,433 patients, and the companies he worked for used those orders to defraud Medicare of almost $1.4 million. Furthermore, he also signed orders for medically unnecessary genetic tests for 2,061 patients, costing Medicare Part B around $14.7 million. The potential sentence for Jayaswal could be up to five years in prison, and he is also required to repay the $16 million.

New York:(IANS) The family members of a 33 year-old IndianAmerican woman, who was allegedly shot at and killed by her husband last month, are raising money to help prevent gun violence.
Despite the report of a double suicide, Karmakar was the only person hit by gunfire at the scene, and police believe she was murdered, the People reported. The fundraiser set up by the victim's family has so far raised close to $10,882.
"We are all deeply saddened by the death of Nabaruna Karmakar, a beautiful girl with a smart mind whose life was claimed by gun violence. Hoping there will be no more victims, Naba's family is raising money to benefit Everytown for Gun Safety Support Fund," the GoFundMe page read.

Toluca (Mexico): (IANS) Mexican football legend Antonio Carbajal, who was the first footballer to play at five World Cups, has passed away at the age of 93, the Mexican Football Federation said on Wednesday.
Nicknamed 'La Tota', Carbajal was also known as El Cinco Copas (five cups), after the former Mexican goalkeeper played in five editions of the FIFA World Cup between 1950 and 1966, a record he held alone for 32 years until it was equalled by Germany's Lothar Matthaus.
"It was with great sadness that we learned of the passing of Antonio Carbajal, the first player to star in five FIFA World Cups. I send our most sincere condolences to his family and to all the Mexican fans who mourn his loss," said FIFA President Gianni Infantino in his condolence message. Carbajal made his international debut against Brazil in the opening match of the 1950 FIFA World Cup Brazil. He earned 48 caps between 1950 and 1966, which included 11 FIFA World Cup matches.
His club career spanned 18 years between 1948 and 1966. Most of his career was with Mexican side Club Leon, where he played 364 games in 16 years.

The Supreme Court on Tuesday took serious exception to political statements being made on the subjudice matter related to withdrawal of four percent Muslim quota in Karnataka, saying “some sanctity needs to be maintained”.
A bench of Justices KM Joseph, BV Nagarathna and Ahsanuddin Amanullaj said, “When the matter is pending before the court and there is court order on Karnataka Muslim quota, then there should not be any political statements on the issue. It is not appropriate. Some sanctity needs to be maintained”.
Senior advocate Dushyant Dave, appearing for the petitioners challenging scrapping of the four percent Muslim quota, said, “Everyday home minister is making statements in Karnataka that they have withdrawn four percent Muslim quota. Why should such statements be made?” Solicitor General Tushar Mehta, appearing for the Karnataka government objected to the statements being made, saying he is not aware of any such remarks and if anyone is saying that quota on the basis of religion should not be there, then what is wrong and it is a fact.
Justice Joseph said, “Solicitor General making a statement in the court is not a problem but some saying anything on a sub-judice matter outside the court is not appropriate.
