Afghanistan: Al Qaida can rebuild itself in a year or two, says US HiIndia Newsdesk

The new timeline is not a radical shift, but reflects the reality that the Taliban have a limited ability to control the borders of the country

Al Qaida could rebuild inside Afghanistan within one to two years, top intelligence officials said on Tuesday, noting that some members of the terror group have already returned to the country. Earlier in the year, top Pentagon officials said Al Qaida could reconstitute within two years, then told lawmakers after the fall of the Afghanistan government they were revising that timeline. The new timeline is not a radical shift, but reflects the reality that the Taliban have a limited ability to control the borders of Afghanistan. While the Taliban have long fought the Islamic State affiliate, they are established allies of al Qaida. Though the Taliban pledged in the February 2020 peace agreement with the US not to let Afghanistan be used by terror groups, analysts have said such promises ring hollow. “The current assessment probably conservatively is one to two years for al Qaida to build some capability to at least threaten the homeland,” Lieutenant General Scott D. Berrier, the director of the Defence Intelligence Agency said on Tuesday at the annual Intelligence and National Security Summit. David S. Cohen, the deputy director of the CIA, said the difficult part of the timeline question was to know when al Qaida or the IS affiliate in Afghanistan would “have the capability to go to strike the homeland” before they could be detected. The CIA is keeping a keen watch of “some potential movement of al Qaida to Afghanistan”, Cohen said.

US has no legitimate reasons to freeze Afghanistan's assets: China Chinese Foreign Ministry spokesman Zhao Lijian says that the US should respond to the legitimate requests of the Afghans

HiIndia Newsdesk China on Wednesday supported the Taliban's demand that the US should unfreeze Afghanistan's assets and said that America has no legitimate reasons to do so as the Chinese envoy to Kabul called on acting Afghan Foreign Minister Amir Khan

Brussels has said that none of the aid will go to Afghanistan's new rulers and has demanded the Taliban ensure access for humanitarian workers in the country. Von der Leyen said the EU would set out in full its "new, wider Afghan support package" in the coming weeks. The EU is worried a humanitarian catastrophe in Afghanistan could spark a mass wave of refugees heading to the bloc, similar to the 2015 migrant crisis caused by the Syrian war.

First visit to Egypt by an Israeli PM in a decade

Naftali Bennett described his talks with President Abdul Fattah al-Sisi in the Red Sea resort of Sharm el-Sheikh as "very important and very good". Why Gujarat chief ministers can't finish their term

I

The BJP has also appointed new chief ministers in the Himalayan state of Uttrakhand, which will also vote for a new assembly next year, and in the southern state of Karnataka. The current political situation in Gujarat is also a sign of the uncertainty that has prevailed since Mr Modi became PM. Ms Patel didn't have much time to settle down in her role before the state witnessed huge protests from the influential Patidar (also known as Patel) community which wanted quotas in government jobs.

ndia's governing Bharatiya Janata Party (BJP) has chosen a new chief minister in Prime Minister Narendra Modi's home state of Gujarat. Mr Modi served as the chief minister of the state for more than 12 years before his landslide win in the 2014 general election brought him to national politics. But the two chief ministers who were sworn in since have not completed their five-year term. The outgoing chief minister, Vijay Rupani, has now been replaced with Bhupendra Patel before next year's assembly election. This is a familiar script. Former chief minister Anandiben Patel had to make way for Mr Rupani in 2016 - just months before the state voted for a new assembly.

What's driving this strategy? Experts say that one of the main reasons is that no other state leader has been able to match Mr Modi's style of absolute leadership. Political analyst Jatin Desai said both Ms Patel and Mr Rupani were constantly compared with Mr Modi and fell short of expectations. "Mr Modi never faced any challenge - both in the state or from the central BJP leadership - during his tenure in the state. He was able to carve out an image of a pro-development leader and no other politician has been able to compete with that," he told BBC Gujarati. Mr Modi was also able to keep the party united, tackling dissenting voices effortlessly, Mr Desai

Patels have traditionally voted for the BJP. But reports say the group has lately been upset with the party over its lack of representation in the government. Gujarat is a crucial state for the BJP - the party has been in power here for more than two decades. The 'surprise' candidate The decision to appoint Mr Patel, a first-time legislator with no previous experience in the government, has surprised analysts. The 59-year-old has served as a state lawmaker since winning from Ghatlodia constituency in 2017. He was reportedly the top choice of both Mr Modi and Home Minister Amit Shah, whose home state is also Gujarat. Mr Patel was chosen over frontrunners such as health minister Mansukh Mandaviya and Praful Khoda Patel, the controversial administrator of Lakshadweep islands. But experts say this is a calculated move. Mr Patel is a Patidar - the politically influential farming community comprises some 20% of Gujarat's population. Patels have traditionally voted for the BJP. But reports say the group has lately been upset with the party over its lack of representation in the government. Gujarat is a crucial state for the BJP - the party has been in power here for more than two decades. And Mr Modi's tenure there propelled his run for prime minister. Analysts say the BJP's decision to name a chief minister from the Patel community, therefore, could be an important step to avoid any electoral setback. On Sunday, Mr Rupani endorsed Mr Patel and said the party will "successfully contest the polls" under his leadership.

Over the course of nine days in May 1940, more than 338,000 Allied forces were evacuated from the beach and harbour at the French port city of Dunkirk as the German military bore down on them. In this sea of European servicemen was Major

Mohammad Akbar Khan, an Indian soldier. On 28 May, he led 300 Indian soldiers and 23 British troops in an orderly column along the bombed-out harbour to the East Mole, the nearly mile-long wooden jetty which featured in Christopher Nolan's epic 2017 film, Dunkirk.

The forgotten Indian soldiers of Dunkirk The remarkable evacuation of Allied troops from Dunkirk was a pivotal moment in World War Two. What is not well known is the story of nearly 300 Indian soldiers who were also part of the contingent.

T

he imposing 183cm (6ft) tall soldier returned to India after the war and later became a senior officer in the new Pakistan army when British-ruled India was divided into India and Pakistan in August 1947. He was

made a military aide to Muhammad Ali Jinnah, the man who founded Pakistan, wrote more than 40 books, and met Chairman Mao on a visit to China. Indian soldiers like Major Akbar who were evacuated from Dunkirk have been completely forgotten, according to British historian Ghee Bowman. He spent five years in five countries, tracking down lost archives and photographs from family albums and talking to descendants of the soldiers. The Indian soldiers belonged to the 25th Animal Transport Company, who had travelled 7,000 miles (11,265 km) with their mules to help the British army. All

but four of them were Muslim. They wore khaki, tin helmets, caps and pagris (turbans). They carried no weapons, because none had been issued when they left Punjab six months before they landed in France. In the bitter winter in France, the British army needed mules to replace motorised vehicles to carry supplies. But as they lacked "animal-handling skills", the Indian troops were deployed to help them. Some five million Commonwealth servicemen joined the military services of the British Empire during the war. Almost half of them were from South Asia. What happened with the Indian soldiers in Dunkirk has been unclear. "The story of these soldiers and their comrades is one of the great untold stories of the war," said Mr Bowman, author, most recently of The Indian Contingent: The Forgotten Muslim Soldiers of the Battle of Dunkirk. Take, for example, Chaudr y Wali Mohammad, who later recounted that "German planes [were] like terrible birds flying overheard and firing on us… I did not sleep for 15 days". He and his contingent reached Dunkirk on 23 May.

"We didn't think we would come out of Dunkirk alive… Everything was on fire. The whole of Dunkirk was alight. There were so many fires it was like daylight… "The ship we were supposed to board was sunk. We got down to the beach and found the ship had sunk, so then we had to run back to the woods," he later recalled. Two days later, Mohammad and his troops were evacuated. Then there was Jemadar Maula Dad Khan who was feted for showing "magnificent courage, coolness and decision" in protecting his men and animals when they were shelled from the ground and strafed from the air by the enemy. "I don't think the significance of Indian soldiers lies in their numbers. It's in the simple fact that they were there, as Indians, as citizens of the Empire, with a maulvi [Muslim priest] and pagris, and a whole different way of looking at the world," Mr Bowman said. These men had spent much of 1940 in a village in northern France, just north of the city of Lille. Braving a biting winter, they exercised and fed their mules. They met local villagers, charming packed audiences with their "weekly gymkhanas where they performed tricks on mule back and danced bhangra [an energetic folk dance from Punjab]". Things changed rapidly in May when the Germans attacked France, and "within a space of two weeks, from being part of a well-ordered, disciplined, multi-national army, the soldiers were part of a chaotic retreat to the coast", says Mr Bowman. On reaching Dover, the historian says, they

played Punjabi folk music, upon which even "many British spectators joined in the dance". They were welcomed into British homes and hearts, and had a set of toy soldiers reproduced after them. Their lives had changed as they travelled from India to villages and towns across Britain and France until they returned home after the end of the war. Some were captured by Germans and held in prisoner of war camps in France, Germany, Italy and Poland. Then why were these soldiers forgotten in the books and films of what Winston Churchill, Britain's prime minister during World War Two, called a "miracle of deliverance" in a famed speech in 1940? One reason, according to Mr Bowman, could be that they were "involved in the business of supply, not front-line fighting, and such support troops are rarely remembered". "Public memory and public forgetting are fascinating processes, it's hard to put your finger on all the reasons," Mr Bowman says. "The post-war environment was a very different one, in Europe and in India. In Europe there was a need for physical reconstruction and for building new societies. The focus was on the future, and the elements of the war that lived on in popular memory were taken from a narrow field, usually involving those with white faces and posh backgrounds. "In India, the process leading to independence and partition took precedence. History is always a moving and unfolding process."

We are updating our policy guidance in accordance with the Centers for Disease Control and Prevention’s Aug. 17, 2021 update to the Technical Instructions for Civil Surgeons. That update requires applicants subject to the immigration medical examination to complete the COVID-19 vaccine series (one or two doses, depending on the vaccine) and provide documentation of vaccination to the civil surgeon before completion of the immigration medical examination. This requirement is effective Oct. 1, 2021, and applies prospectively to all Forms I-693 signed by the civil surgeons on or after that date. We are working on updating Form I-693 and the form instructions to incorporate this new requirement. In general, individuals applying to become a lawful permanent resident, and other applicants as deemed necessary, must undergo an immigration medical examination to show they are free

Best exercises to do You’ve probably already heard that sitting is the new smoking, but if your job requires you to sit behind a screen all day, what can you do to help alleviate the effects on your body? Experts reckon that sitting more than three to four hours a day can increase a person's risk of serious diseases such as heart disease, cancer, and obesity, as well as cause posture problems and lead to muscle tightness. So where’s the good news? As well as investing in a standing desk, or heading out for a walk on your lunch break, there is more you can do to help alleviate the effects of all that sitting. To help, we’ve rounded up some of the best exercises to add to your post-work routine.

Plank Although you might dread the plank section of your workout, they are a good way of working your core as well as your upper and lower body. A strong core has been shown to reduce lower back pain, which is often associated with prolonged sitting. Start by attempting to hold a plank position for 30 seconds, and gradually increase this to longer intervals as you get stronger.

s well as simply standing more during the day, exercises that focus on strengthening the posterior (or back) part of your body should be key in your workout routine. Your back, your glutes, and your hamstrings are all at risk of weakening or tightening if you spend too much time sitting down. You should also look at exercises that will stretch the anterior muscles along the front of your body — we’re talking about your hip flexors and your pelvis — as this can help counteract the tightness and help with your posture.

Glute bridge The glutes are the biggest muscle in the body, and spending a prolonged period of time just sitting on them means they’re not being activated or worked at all. This, in turn, can make your hip flexor muscles tighter, causing compression in the lower back, which can lead to back pain. To fire up your glutes, try practicing glute bridges. Aim to do 10-15 repetitions. If this feels too easy, or you really want to challenge yourself, try doing single-leg glute bridges instead.

Kettlebell squat Another exercise that targets most of the muscles in your posterior, a kettlebell squat activates your hamstrings, glutes, calves, and lower back muscles, as well as your quads and your core. If you don’t have a kettlebell or a pair of dumbbells, try using something heavy, like a backpack filled with books, or milk cartons filled with water. Aim for 12 to 15 repetitions.

Mountain climbers Mountain climbers target the shoulders, hamstrings, triceps, quads, and core — all areas of the body that are important for good posture. Aim to do 20 to 30 reps, with 10 to 15 on each side.
