Dear Building Committee: O&G Industries is pleased to offer our response to your Request for Proposal for Construction Manager at Risk Services for the New Farmington High School and Central Office Renovation project. This is an important project for Farmington, and we appreciate the opportunity to potentially become a part of making it a reality. We are ready to join with your team including Owner’s Project Manager Construction Solutions Group, and Project Architect TSKP Studio to help develop a design that meets your program requirements and result in a new, state of the art, school. A school project is about the community in which it is built and the O&G team selected for your project were chosen with just that in mind. Project Manager Nelson Reis is a Farmington resident with children in the Farmington school system. Assistant Superintendent Matt Olshefski is a Unionville resident, volunteer fireman and troop committee chair for Troop 170. Estimator Tracy Brennan is also a long-time Unionville resident. Their ties to the Farmington community and familiarity with day-to-day life in town are key benefits to understanding and meshing with the community. Also on our team is lead Superintendent George Givens. George is currently wrapping up our 60 Main project at Miss Porter’s School, the second project for George at Miss Porter’s in recent years. As a result, George enjoys a strong, professional relationship with the building officials in Farmington and is well versed their preferred approaches to their roles. We trust that you will find that our qualifications depict a construction company that understands your needs, has the needed Farmington familiarity, and has the unmatched expertise working on projects of similar design with TSKP. EXECUTIVE SUMMARY Connec cut was a different place in 1923 when two friends in Torrington with shared exper se in construc on and a strong work ethic created the company that is now O&G Industries, Inc. Based on the belief that the keys to success are a job well done for a fair price, almost 100 years later O&G Industries is the largest, family held construc on services and materials company based in Connec cut. School construc on as a focus began in the early 1960’s when O&G built its first school project. Today, O&G Industries enjoys its 56th consecu ve year being designated as an Engineering News Record Top 400 Contractor and as well as being one of Connec cut’s largest state-based school construc on firms. O&G’s mission as a diversified construc on management firm is to offer the services, exper se and staff resources that school districts need to build their projects with confidence at a fair value. Whereas every school district and municipality are unique, most Board of Educa on and town staffs do not have the in- house exper se needed to plan and manage a major construc on project. The intricacies of compliance with Connec cut’s Office of School Construc on Grants and Review (OSCGR) regula ons and policies require a firm well versed in those policies and procedures. The approval process for funding, design and construc ng school facili es can some mes be overwhelming to all but those who have the experience and training needed.

CONNECTICUT SCHOOLS CONSTRUCTION EXPERIENCE

O&G has successfully completed over 297 educa onal projects in Connec cut on- me and within budget. These projects include 109 schools in fully occupied campus environments, more than 130 high schools, and over 52 LEED cer fied or High-Performance Building projects. O&G

understands the Office of School Construc on & Grant Review (OSCGR) requirements for public schools in Connec cut and even assisted the agency with implemen ng the process of delivering public school projects under the Construc on Management system in the early 1980’s. As a result, O&G has completed more public school projects in the State than any other construc on manager. One of the benefits to performing so much school construc on work is a growing list of repeat clients and a familiarity with the designers in the industry. TSKP Studio is a familiar and trusted design partner of O&G with 10 largescale projects completed together, including the Guilford High School project. O&G and TSKP are also currently working together on the Beman Middle School in Middletown. Both Guilford High School and Beman Middle School are very similar in design to the new Farmington High School. The addi on of O&G to the TSKP/Farmington team to build the New Farmington High School and Central Office projects would result in a partnership with an unparalleled history of design and project with successes together.

COMMUNICATION AND TRANSPARENCY

The building blocks of a successful construc on project are good informa on, due diligence in planning, crea ve energy and the involvement and support of the officials, administra on and the community. Our team of professionals has established a framework of proven management systems for control, oversight, quality and communica on. Regular peer to peer mee ngs, be they face-to-face or virtual, are a key component of our approach to foster the sense of camaraderie that allows a team to face the challenges that arise in any construc on project. From a technical standpoint, easy sharing of drawings, specifica ons, submi als and sketches over a cloud-based webserver will facilitate the

WORKING IN FARMINGTON

We understand that schools, especially neighborhood schools, are one of the more specialized environments in which to build. The safety of the neighbors is always our first and last thought along with the measures to ensure their protec on. The importance of comple ng your projects on a ght schedule and the importance to minimize disrup ons so that neighbors can go about their business always remains a focus. Accordingly, your selected construc on manager needs to know Farmington, both the community and the officials which oversee building in town. THE END RESULT

A New Farmington High School and Central Office completed on me, within budget and to the complete sa sfac on of the Town of Farmington and the end users of the buildings. We will remain in touch with the Town and building users during the warranty period and be available at any me to visit the building and resolve issues that may arise. We also remain available to assist as the State completes its final audit of the project and provide any “missing” paperwork that may be required to sa sfy the auditor. Lorel is a LEED Accredited Professional who works directly with the architect and owner representatives to ensure the timely development of plans and specifications. She is responsible for evaluating and updating the pre-construction schedule, monitoring the budget as the program is refined, preparing bid packages, managing the bid process and recommending award of trade contracts. Lorel prepares the site logistics and phasing plans that work for the school, the designers and the trade contractors through a collaborative team effort during the design period. Joseph Fucci MEP COORDINATOR

Joseph performs constructibility reviews of MEP drawings, using the BIM model and ensuring it is coordinated with civil, architectural, and structural plans. He assists in the project phasing and scheduling efforts and oversees any long lead equipment procurement. Joseph reviews shop drawings, leads the coordination effort and provides field oversight during key periods of shut downs, tie-ins, testing, commissioning and systems training. Nick works with the architect and their consultants during preconstruction to create a virtual model of the project prior to start of construction. This model contributes to a smarter approach by constructing the building virtually on the computer prior to actual construction in the field. The process results in a reduction of drawing errors by identifying conflicts virtually and allowing the designers to correct them earlier in the process. The model also aids in planning and site logistics development for an efficient, logical construction sequence. T

he skills required for the pre-construc on phase are different, but not en rely dissimilar from the skills required

for managing the construc on. Lorel Purcell will be our Pre-Construc on Manager, Nelson Reis will lead the construc on team as our Project Manager along with Tim Chan as Assistant Project Manager. Lorel has a demonstrated effec veness with pre-construc on services and is highly collabora ve. That means Lorel, with TSKP Studio, CSG and the Town of Farmington, shepherd the design through to construc on to ensure quality construc on documents which meet the program requirements at the most compe

ve cost possible. O&G will provide all the

services listed in the RFP Scope of Services for Pre-construc on and Bidding. Key components to our pre-construc on approach are outlined here. Lorel manages the support provided by our es ma ng department. Es ma ng Manager Bruce Gelbar leads our team of in-house take-off personnel, MEP es mators and the site es ma ng team. O&G performs all es ma ng in-house with the excep on of MEP, which we consult with MEPCost for es ma ng services. The format of the es mate will be agreed upon among all team members and will then become the baseline for the remainder of the project. It will include all costs for construc on, fees, permits, escala on factors, change order reserve, etc. In addi on, O&G’s full- me MEP coordinator Joseph Fucci will work with Lorel on issues of constructability, budget and availability of equipment and alterna ve solu ons.

Constructability and Feasibility Reviews and BIM Our Pre-Construc on Manager will coordinate and lead constructability and feasibility reviews with the owner and designers. The pre-construc on manager and team of MEP Coordinator, VDC Manager, Site Engineers and other specialists will review the drawings at the Design Development and 50% Construc on Documents phases, and then check the 100% Construc on Documents to see that noted constructability issues are resolved in the bid set. Building Informa on Modeling, more commonly called BIM, enables the ability to more quickly iden fy clashes and other building concerns that could impede construc on. Our Virtual Design Manager Nick Castler will lead the our virtual reviews as the design progresses. BIM is the proven collabora on approach for coordina on of build design. Results of this process have proven to reduce field errors, and allowed for the iden fica on and correc on of collisions which in turn allows for prefabrica on of systems. BIM also aids in planning and site logis cs to achieve an efficient construc on sequence, all of which will help control costs of the project.

EsƟmaƟng & Value Engineering The key to budget success during construc on begins much earlier, at the pre-construc on phase of the project. Efforts made during this phase will provide the roadmap for a project that is completed on me and within budget. The budget is tracked by O&G from the start of our CM services through to

final close-out. Our first es mate will begin as soon as we are a member of the project team and will be based upon your program requirements and the schema c design documents to confirm budget and related expecta ons. Drawing from our local experience and leveraging our full service, in-house es ma ng department, we can provide a greater level of accuracy for all es mates. Full es mates are also performed at the comple on of design development and again at 90% construc on documents. Hand in hand with the constructability review and esƟmaƟng is value engineering. Over the years “value engineering” or “VE” has become synonymous “cheap” and that is not the intent of the process created due to the need to extent resources during the early years of WWII. True value engineering maintains original design intent; materials, means, and methods are examined to ensure the best ra o of func on and look for the cost. The clarifica on on what VE is, is important because Farmington needs a team whose focus is maximizing value, not one that simply looks to cheapen costs at the expense of form and func on. Timing of VE can be just as important as “how” to VE. Value engineering is a con nuous process; however, it is most effec ve early in the design as the more the design is developed, the more difficult it becomes to make changes without a significant impact other areas of the design. Regardless of when in the design process VE occurs, the process is the same. As a ma er of standard prac ce, while

our preconstruc on and es ma ng teams work on their tasks, they also evaluate the design documents with an eye toward poten al opportuni es to improve value. Integral with our own reviews are the reviews and ideas of the project Commission Agent (Cx). We will leverage the knowledge of our in-house experts as well as that of your Cx. All poten al changes are captured in a central log which is reviewed and ve ed by our teams regularly. The ideas which successfully exit our internal review process are presented to the designer, OPM and Farmington for review and considera on. By the me the project reaches the bid stage the design documents are complete, and the design represents the best value for the owner’s needs.

Schedule Controls Among the first tasks during Pre-Construc on will be the establishment a detailed schedule. O&G’s team will work with the Town and architect to evaluate the dra schedule provided with the RFP response, suggest improvements, and finalize the ini al schedule. Once established, Lorel will maintain the schedule during the design phase in collabora on with the TSKP Studio, CSG and Farmington, repor ng on any changes or updates. We will foster a team approach while managing this important schedule, no ng key dates for comple on and approval. The detailed milestone schedule will be updated and included in the bid documents. This schedule will provide the Bidders with an understanding of the construc on meline of the project and an cipated sequence and dura ons of work.

Bid and Award Procedures O&G is a well-known contractor in the State of Connec cut and has a following of quality trade contractors which chose to work with us on a regular basis on our construc on management projects. We will ensure bidders are aware of the project and several weeks prior to the bid adver sement

we contact poten al bidders again to ensure the project has their a en on. O&G uses SmartBidNet, an online construc on bid management so ware for no fica ons and distribu on of bid documents. O&G will also engage in a coordinated outreach effort to make sure as many small and minority businesses as possible are aware of the New Farmington High School project, its bid period, and project specific requirements. Detailed bid packages with descrip ve, unambiguous special instruc ons, describe exactly the scope of work for each package, the associate schedule requirements, and the inter-coordina on requirements with the other trades. On bid day our Pre-construc on Manager will coordinate with Town of Farmington, who will receive all bids and open them publicly. Following a detailed bid analysis each apparent low bidder will be interviewed thoroughly to confirm inclusion and understanding of the scope of work. The lowest responsive bidders are then presented to Farmington for review and approval for award of contract.

"Region 14 did not have swing space or ample me to complete the work. The O&G team lead a collabora ve effort with the abatement consultant, abatement contractor, the MEP trade contractors, and school administra on to perform and complete abatement work during the school year which is typically performed during the summer months. To accomplish this the areas to be abated were completely severed and divorced from occupied areas. Air tes ng was con nuously monitored and tested with samples driven to NY City on a nightly basis for immediate processing. The test results were then sent to the project team and school administra on in me to evaluate the results and cancel school for the day in the event of a failed test. Due diligence and a en on to details resulted in never having a failed test that delayed or canceled school.


CONSTRUCTION Leadership Nelson Reis will be our Project Manager and will oversee all construc on phase services too. In order to accomplish that task, Nelson is full- me on site and is supported by Tim Chan our Assistant Project Manager, and by our Superintendents, Engineer and Project Execu ve. In addi on, support is provided from the main office by the MEP coordinator, VDC manager, scheduler, safety manager and contracts administrator.

Construc on Technology, Project Repor ng and Communica on Oracle’s Aconex Contract Manager so ware for project repor ng and document control is our solu on of choice. Oracle’s Aconex is web-based and fully accessible (password protected) to all par es on the project at all mes, allowing Farmington, TSKP Studio (who is already familiar and experienced with the pla orm), and others as needed to see open book construc on management in real me. During pre-construc on, project repor ng will consist of es mates and value management logs published at agreed upon stages of design. Other records include Requests for Informa on (RFIs) generated during review of the design documents, drawing lists, design mee ng minutes and schedules, all of which will be posted to Aconex for easy and convenient access by Farmington and the TSKP Studio. We u lize Primavera P6 for all project scheduling. Monthly reports will be prepared and presented to the owner. The format of these reports can be customized if required and should be agreed upon early in the project so the Project Manager can update each month, based upon the data entry provided.

Change Management Claims and change orders are words no owner wants to hear, but they are a fact of life in the construc on industry. O&G, has developed a very successful claims mi ga on and change order management system to reduce exposure to any extra costs for the owner. All poten al changes are included in our Monthly Progress Report to track and inform the project team. A change approval recommenda on is not presented to Farmington unless we are convinced that: 1) it is jus fied; 2) the pricing is fair and equitable for all par es, 3) the full impact of the change us understood. Our main line of defense against changes is based on complete and coordinated construc on documents; thorough exis ng condi ons inves ga on; well wri en bid documents and subcontracts that have comprehensive, clear scopes of work and address common issues associated with subcontractor change

requests; a reasonable and workable schedule and phasing plan all pulled together in a complete plan that is implemented properly by our field team. Out-of-scope changes are the changes over which an owner has li le control. They are unforeseen, unan cipated and nonprogramma c changes that must be completed to maintain construc on progress. Our job is to minimize the number and cost of these changes through effec ve management programs and policies. Our average of 1.5% (new) to 2.5% (renova on) in non-scope changes for our completed projects is proof of the success of our cost control efforts.

Quality Management O&G will develop a comprehensive construc on phase QA/ QC program unique to the Farmington High School project for the trade contractors as part of the execu on of their work. Input and feedback from all stakeholders will be encouraged. Elements of the project specific QA/QC Plan implemented by O&G include: Quality Control is Team effort. All members of O&G’s Team are required to par cipate in the review and resolu on of all quality items. TSKP Studio and Farmington are encouraged to provide input and feedback to ensure a quality product at the end of construc on. Review of Shop Drawings and Submi als The approval of technical adequacy, code and regulatory requirements, remain the responsibility of the architect, O&G will manage the submission of all shop drawings, composite shop and coordina on drawings, brochures and material samples and ensure the trade contractor’s submission complies with the contract requirements. Submi al reviews will be processed in the field by our MEP Coordinator, Project Engineer and Superintendent. All submi als, shop drawings, anything that is not a physical sample will be electronically processed via the use of Aconex. BIM will expedite the

Project Close-out and Post-Construc on Procedures Successful close-out begins during the pre-construc on phase. It is during pre-construc on when the documents cri cal to the close-out are created. CONCEPTUAL CONSTRUCTION SCHEDULE & PHASING PLAN Nelson is responsible for coordina ng and maintaining the design phase schedules with the assistance of our inhouse scheduler, Rich Page. We will foster a team approach working with TSKP Studio, their consultants, CSG and the Town of Farmington to create the project schedule, no ng key dates for comple on and approval of each phase of the design, including Schema c Design, Design Development and Construc on Documents phases. We include regulatory review processes in this schedule and monitor these to ensure they create no delay in the process. We will also include milestone dates for submission to the Office of School Construc on Grants (OSCGR) for the Pre-Review Evalua on Process (PREP), Design Development Review (DDR) and Pre-Bid Conformance Review (PCR) mee ngs. A er the documents are accepted by OSCGR and approval to bid is received we will assess the impact on the overall schedules and, if necessary, recommend any ac on the owner should take to maintain the schedule. To properly plan and execute the work in the field and obtain schedule ownership from the en re project team, O&G uses

Lean Construc on Principles. This collec ve and collabora ve effort involves buy-in from all trade contractors. The advantage of lean scheduling is that the Construc on Manager does not push trade contractors through comple on of the work in an antagonis c fashion, but rather pulls the trade contractors along to ensure hand-off of completed work to the next trade. U lizing lean scheduling the work is segmented into smaller, more manageable and measurable areas and documented with shorter dura on pinpoint schedules. With this approach, progress can be measured in hours rather than days or weeks, thereby allowing our field team and the trade contractors to react and adjust more quickly to unforeseen schedule impacts. Lean scheduling also allows the trades to concentrate their efforts in areas where they are needed. Results have proven shortened overall me dura ons and far less call backs on the work.
