A Home for a War Hero’s Family
When I first approached the 1916 home located at 2127 Castillo Street, hidden behind a tall hedge, I wasn’t sure what to expect. I did notice, however, the attractive Craftsman-style gate at the entrance.
When I opened the gate and got my first view of the home, I was pleased to see that the exterior blended seamlessly with the gate. Inside the home, the squared, tapered columns in the living room also echoed the same clean-lined Craftsman style. Craftsman homes were most popular between 1905 and 1930. They were built all over the United States and were especially popular here on the West Coast.
I was not surprised when the owner showed me a letter from City of Santa Barbara architectural historian Nicole Hernandez, stating that the home was proposed to be a Structure of Merit because of its architectural integrity. The home is a prime example of a Craftsman bungalow.
“At the beginning of the twentieth century, Craftsman bungalows took America by storm. The typical Craftsman bungalow was a single-story structure suited to a warm climate, with porches for outdoor entertainment, wide overhanging eaves, and multiple windows to provide shade and cross-ventilation in the days before air conditioning. These small houses helped fulfill many Americans’ wish to own their own home. With climate and economic opportunity drawing more people westward, homey Craftsman bungalows sprang up rapidly in California,” according to the Historic Resource Guidelines: Bungalow Haven Historic District, Santa Barbara. (This home is not in that district.)
The War Hero’s Story
Several owners lived in the home in the early decades of the home’s history. The most notable owners were the extended family living here in the decades before, during, and after World War II. This house was home to a soldier’s grandparents, his sister and her husband, and his cousin.
The soldier’s name was John P. McGowan. He was born in Santa Barbara in 1920 and graduated from Santa Barbara High School in 1938. At that time, he told the local paper, “I hope to enter aviation, and will go to college this fall.” McGowan enlisted in the U.S. Army in 1940 and served as a pilot in the war in Europe.
Lieutenant McGowan flew a large B-17 bomber that was nicknamed “The Wild Hare.” It had a painting on it that showed Bugs Bunny riding a bomb and whipping it with a carrot.
In 1943, on his 10th combat flight, McGowan’s plane was hit by enemy aircraft, and one of his aircraft’s engines caught fire. Nevertheless, he flew the plane to his designated target, dropped the bombs, and tried to fly back to base. But his B-17 was then attacked by seven German fighter planes, and he and his crew had to parachute out over Holland.
The news that he was missing in action ran in the local paper shortly after his plane was downed.
Then, there were long months when his family at 2127 Castillo waited and feared and hoped. To add to the family’s distress, McGowan’s father had perished in a plane accident when McGowan was just an infant. I can only imagine what the anxious hours, days, and months must have been like for his family. It was not until several months later that the family learned that he had survived and was a prisoner in a German POW camp in Holland.
Then came another period of waiting and wondering for the family. McGowan spent 18 months of imprisonment until the war in Europe ended in May 1945. He returned to his family in Santa Barbara in September of that year and was awarded a medal for his valued service. After the war, he joined the Air Force, where he served until 1958. Members of his family lived in the home until about 1960.
The home’s present owner appreciates the home’s architectural character, and enjoys the front-yard pond and the privacy offered by the large hedge in front.

Mad Hatter Luncheon Raises Funds for Transition House
On April 23 at the Ritz-Carlton Bacara, the Transition House Auxiliary hosted its Mad Hatter Luncheon, netting roughly $150,000 for the children’s programs at Transition House (TH). This nonprofit provides shelter, transitional and permanent housing, and myriad support services for homeless families, transforming the lives of these parents and children.
About 200 guests, many clad in silver for the event’s 25th anniversary, enjoyed a performance by the San Marcos Jazz Band and a program emceed by Andrew Firestone, a longtime avid supporter.
At the event and in an interview, Executive Director Kathleen Baushke shared how TH provides families not only with safe shelter, but also with the skills and support needed to move into housing of their own.
TH serves about 300 people each year in its shelter, where parents receive case management, career development services, and financial literacy training. More than half of the parents who enter the shelter are already employed they just don’t earn enough to afford Santa Barbara’s high rental costs. Baushke, who has served as executive director for 21 years, laments that the City of S.B. 2023 Rent Survey found that the average two-bedroom apartment cost $3,800. “I can’t afford that, and I am the director, making a decent living.”
During stays that can last up to 120 days, families benefit from daycare for infants and toddlers provided onsite through a partnership with Storyteller Children’s Center. For kids and teens, TH provides enrichment programs. Some families are then offered transitional or permanent housing at a highly subsidized rent, where they can still avail themselves of TH’s services.
Last year, 90 percent of those served came from the greater S.B. area, with nearly all of the rest from Mid/North County or Ventura. This is the focus, according to Baushke, because there is always demand from local residents and these residents are likely to have a job history and friends here, giving them a stronger likelihood of success. Just over two-thirds of the families served are single parent.
At the event, Baushke recognized guests present who previously resided at TH, including Ingrid Estrella, the
owner of the State Street business Game Seeker, and Kelsey McAuliffe, a local Realtor. The program works.
The statistics show the success as well. Last year, threequarters of the families who entered the shelter transitioned to housing. TH provided housing to one in five of these, the rest found other subsidized housing or marketrate housing. Of those who were housed, 25 percent went into shared housing because of the high rental costs here. Upon leaving the shelter, 92 percent were employed.
Baushke points to two big factors that account for TH’s success: Its case management program and the relatively long duration of its assistance. Case management teaches people not just how to apply for a job, but how to think about a career that will allow for advancement and benefits. Baushke lauds her case management staff for their nonjudgmental, compassionate nature.
The relatively long period that TH offers housing 120 days in the shelter plus transitional and permanent housing for some give parents time to figure out their employment situation and learn how to manage and save money.
At the event, Baushke announced the purchase of a 10-unit apartment complex on the Westside, thanks to the Balay Ko Foundation, that will house a new 24-month transitional housing program. This will supplement TH’s Firehouse, which provides six month stays for six families.
Through various government funding programs over the years, TH has acquired 35 apartments for permanent affordable housing. These highly subsidized units, however, have little turnover because of the huge differential between their rental rates and market rates.
The waitlist to enter the shelter is roughly five weeks, about the same as before COVID. The recent spike in rents surprisingly hasn’t led to even more demand, but Baushke points to the recent exodus of people from the area because of high housing costs.
TH has a government-funded Rapid Rehousing Program that provides security deposits and rental payments. Eligibility is limited to TH’s shelter residents and is focused on those who don’t need TH’s intensive case management and support services.
TH relies heavily on volunteers, including to fund and
prepare all lunches and dinners for shelter residents. Many teams have been volunteering each month for the meal service for years. Volunteers help with the evening children’s programs and with special projects too. New volunteers are welcome for both of these. The 34-member TH Auxiliary raises funds and awareness about Transition House and welcomes new members.
Government funding is a tiny percentage of operating income. TH relies heavily on individuals and foundations for support.

Changing Transportation and Housing Patterns
With increasingly bleak reports of atmospheric concentrations of carbon dioxide, are there any places making rapid progress on climate change that can offer hope? Maybe.
Transportation, the second largest source of greenhouse-gas emissions, is becoming electrified. Even better, however, is reducing the use of cars through policies designed to increase walking, bik-
ing, and public transportation. In 2021, Paris rolled out a plan to become 100 percent cycle-friendly in five years. This journey was already well underway car trips in Paris fell by more than 60 percent in the previous two decades, public transit rides increased by 40 percent, and bicycle trips increased by 20 percent. Bicycling in the French capital more than doubled between 2020 and 2024 from 5 percent to 11 percent.
Cycling infrastructure, bicycle parking spots, and traffic light changes prioritizing cyclists are mushrooming. Car parking on Paris streets is systematically being eliminated and has shrunk by more than 50 percent.
GOING GREEN
Another innovation that complements these mobility changes is in housing. Since the start of this century, municipal policies have aggressively been creating social housing to keep middleand lower-income residents in the heart of the city. One of the goals of this effort is to preserve the ineffable character of Paris beloved by the French and tourists alike. One-quarter of all Parisians live in public housing, an increase from 13 percent in 2000. The philosophy is that those who produce the riches of the city deserve to live in it. Teachers, sanitation workers, janitors, nurses, university students, bakers, and butchers are all benefiting from this program.
Like cities around the world, Paris is confronting growing homelessness. The initiatives that City Hall has taken to keep low-income citizens from being squeezed out go far beyond what most other cities are doing. Whether Paris will achieve an equitable, diverse city remains to be seen. The challenges are formidable, but the goal is to have 30 percent public housing for
low-income residents and 10 percent for middle-income inhabitants by 2035. Paris is already a dense city, but it can use its legal authority to preempt the private sale of a building and convert it into public housing. The city has also sharply restricted shortterm rentals, while transforming old train rights-of-way and condemned buildings into social housing. Over the past 25 years, the city has built or renovated 82,000 apartments for families and added 14,000 student units. Rents can be as little as $650 per month for apartments.
Housing is only part of the equation for achieving a balanced city; the other part is creating a healthy mix of small businesses: boulangeries, cheese shops, bicycle repair places, corner delis, flower stalls, and artisan workshops. The city can favor these types of small businesses because it is the landlord of 19 percent of city shops. It limits the number of chain businesses in preference for small operations, thus creating continuity and an enhanced sense of timelessness.
