A Home for a Railroad Roadmaster

The exact origins of the home at 322 Castillo Street are hidden in the past of Santa Barbara.

The earliest indication of this home’s existence is an 1877 bird’s-eye-view map. Artists created this type of map by going around a city, sketching buildings block by block. Then the artists imagined how it would look if he or she were flying like a bird, since this type of aerial map was developed long before people were able to fly. The home’s original location is believed to be at about 322 Bath Street, but as mentioned, the details are not clear.

A Popular Style

If the style of this home looks familiar, that’s because it was one of the more common styles in Santa Barbara in the late 1800s. The style is often called Victorian vernacular. Simple styles such as this were often not custom-designed by an architect. Instead, builders used a set of house plans, and built one or more homes. Homes built from a kit that included plans and pre-cut lumber were another reason why identical homes appeared.

The actual date that this home was built is uncertain due to the scarcity of records here way back when. In any case, the completion of Stearns Wharf in 1872 was a key event in building here, since one of the main reasons for the wharf was to facilitate the unloading of lumber. Before the wharf was built, cargo such as lumber had to be offloaded onto smaller boats or was just thrown into the water to be carried ashore with the tide.

This home’s overall style is described as a front-facing gable with a wing. The wing generally had a front porch supported by posts. There was often decorative wood trim on the posts. The front of this home has a bay window, which was a popular upgrade.

The Roadmaster’s Home

As the age of the house is unclear, the early residents of the home are not clearly known either. What is known is that for most of the home’s existence, it was occupied by a high-ranking employee of the Southern Pacific Railroad (a k a the “Esspee”) called the roadmaster. A railroad roadmaster managed a crew of employees who performed the inspection, maintenance, and repairs of the train tracks in the area.

Between 1911 and 1954, the roadmasters who lived in this home included Charles Cole (1911-1924), Harry Watkins (1926-1951), and Thomas Reilly (1952-1954). It was during Reilly’s residence that this house was moved.

Moving Trials & Tribulations

In 1947, when Highway 101 was upgraded to a freeway, the railroad decided to move this house from 322 Bath Street to 322 Castillo Street its present location. House moving doesn’t happen much these days, largely due to the expense of moving utility lines out of the way. But in 1947, a total of

20 homes were moved in Santa Barbara. Sometimes houses were moved in one piece; sometimes they were partially disassembled.

The moving process for this house was apparently uneventful, but things did go wrong sometimes. There was an article in the local paper in 1948 about a man who apparently moved a house to the wrong vacant lot on the Mesa. Oops!

In Los Angeles that same year, a group of house movers went on strike and left some houses stranded on the freeway for a while. I also found a story about a house-moving party in Hollywood in 1948. While a house was being moved to a new location, the owner invited her friends to party in the house as it moved along. (Houses were generally moved at about 3-4 miles per hour.) “While the house movers moved the house last night to a new location, guests … frolicked within. Red lanterns and candles substituted for electric lights.”

Museum of Natural History Hosts Splendid Wine + Food Festival

On June 29, more than 1,300 people enjoyed the Santa Barbara Museum of Natural History’s annual Santa Barbara Wine + Food Festival, where 91 winery, other beverage, and food purveyors offered tastings. As always, winemakers, chefs, and proprietors were on hand to personally serve their fine creations and chat with guests in the idyllic setting of the museum’s oak woodland. The $166,000 net proceeds will support the museum’s education programs and exhibits.

Four hundred VIP ticket holders gained early admission for a more intimate experience, but even with the general admission gates open, the spaciousness of the venue allowed for a festive yet calm and not-toocrowded ambience with plenty of opportunity to sample and converse.

Navid McIlhargey helped his friend Jessica Foster, proprietor of Jessica Foster Confections, serve guests, as in years past, because he wanted to “watch people’s faces when they eat her chocolate.” Other purveyors also had friends and family along for this annual event that the Museum of Natural History’s Executive Director Luke Swetland affectionately refers to as a “tub of love.” It is Santa Barbara at its finest.

As the sun came out and the temperature rose a bit, Finch and Fork’s watermelon gazpacho became quite popular. Other standouts included Empty Bowl Gourmet Noodle Bar’s green papaya salad with heirloom carrots, red cabbage, Thai chilis, and more and Solvangbased Coast & Range’s falafel meat with truffle tahini sauce.

Cuyama Buckhorn enchanted guests with their brisket salpicón tostada, complete with veggies, avocado puree, and oregano vinaigrette, as did Events by Rincon with their grilled shrimp skewers. L.A.-based personal

chef Ryan Rondeno was back, this year with fried catfish, grits, and applewood-smoked bacon. The county’s established wineries and many newer entrants poured a range of varietals, offering guests a multitude of delectable food and wine pairings throughout the scenic venue.

In an interview, Swetland related how this event started with the pioneers of the Santa Barbara wine industry, who personally came to pour their wines, and now participation extends to many new wineries, which makes the festival, he opined, even better. All the wineries and food purveyors donate their offerings.

Swetland reflected on the importance of the Museum’s mission today getting people to appreciate the world around them so that they will want to take care of it. “We all know things are not going so well for this old planet and we need to take care of it, and if we take care of the planet, it will take care of us.”

In the past school year, the Museum and Sea Center (which is part of the Museum) hosted roughly 7,400 students from the Tri-County and L.A. on school visits. The number served is down from 13,200 in 2018-19 because of staffing and construction issues. Director of Education Rosina Garcia, a new hire herself, thinks that with the increased staffing now in place, programming can be ramped up.

Last year, more than half of the students came from Title One schools, which pay only $50 per visit. During the summer, the museum runs camps, and this year, 15 lucky kids received full scholarships.

The museum is currently updating its Space Science exhibit, which will reopen next spring. The Gladwin Planetarium is presently closed for roof repairs and the hope is to reopen by mid-September. In the meantime, the Palmer Observatory has extended hours now open every day.

Meeting Our Housing Crisis

Housing, as well as the national economy, underwent a seismic shift around the Second World War.

Prior to the war, shelter was available to everyone, but it was frequently overcrowded, prone to fire, plagued by sanitation issues, and, like the economy, subject to boom and bust cycles. The success of the U.S. war effort together with postwar housing demand led to mass production of a more permanent, standardized type of housing the single-family suburban development.

The expanded involvement of the federal government during the Depression and the war encouraged government intervention to dampen swings in the housing market and the economy. It innovated long-term mortgages and mortgage guarantees.

Standardized zoning regulations and safety building codes appeared. Although these were considered steps forward, the housing industry started focusing more on housing as investment rather than as shelter. As a result, housing became

the underpinning of economic growth and wealth creation. The mortgage evolved into the foundation stone of our entire banking system and eventually the U.S. economy. To keep the economy healthy, housing prices had to keep appreciating. Everyone benefited except renters and those who couldn’t afford to get into home ownership.

GOING GREEN

Just as home mortgages became traded securities, eventually rental properties started being bundled and bought by speculators. Smartphones, tablets, and cloud computing made it possible to manage rentals from afar. The main goal became maximizing rents. Both home ownership and rentals became increasingly unaffordable. Thus, the housing crisis of today.

What can be done? California, like other states, is intervening to increase housing diversity, streamline the approval process, and impose new housing quotas. The state’s push for speedy permitting with fewer requirements for accessory dwelling units (ADUs) has already added a lot of housing across the state and also here in Santa Barbara. But how do we accommodate the 8,000 new housing units mandated for our community?

All neighborhoods in Santa Barbara will need to build some of these 8,000 units. In addition to ADUs, duplexes, triplexes, and fourplexes could be allowed. Restrictions on small apartment buildings could be removed. Mandatory parking requirements are already being relaxed. People could be helped to do simple remodels to rooms for rent. The city could help train small-scale developers to navigate the permitting and financing of projects. Neighborhood aesthetics would barely change with this approach.

Long-range planning requirements, traffic studies, historic preservation, and design reviews need to apply to largescale developments but minimally to small developments. More infill housing would increase the city’s tax base without requiring expansion of sewers, utilities, and stormwater management. More housing, minimal disruption, and more money in the city’s coffers. Is this not how we should proceed?
