Welcome to the 22nd annual Remodelers Showcase & Expo, so named to better identify the significance and importance of the remodeling industry in today’s housing market. The Showcase is our annual presentation of member portfolios portraying remodeling projects that have been submitted to and judged by a distinguished panel of local business individuals both in and outside the trade. These portfolios range from one-room jobs like a kitchen or bath remodel to whole house remodels, landscaping projects, green projects, and more. During the Expo (April 28 and 29), these portfoDouglas Maahs lios are on display for your perusal at the SFAHBA booth. The judges have selected specific awards for excellence that will be announced during the Expo, and many of the entrants will either have booths or be available to meet with you to discuss any remodeling plans you may want to pursue. The Expo is Northern New Mexico’s premier spring event, during which you can find more than 100 booths featuring builders, remodelers, fixtures, appliances, construction-material specialists, landscape designers, solar-energy experts, financial institutions, news publications, and much more. Just about anything related to a home is represented at this great event. This year, our venue for the Expo is the Rosemarie Shellaberger Tennis Center, located on the campus of the Santa Fe University of Art and Design (formerly The College of Santa Fe). This new, larger venue has an abundance of free parking and therefore makes a visit to the Expo easy. (See the map below.) If you’re considering remodeling an existing structure or constructing something from the ground up, it’s always a good idea to get the latest information on changes to the codes, new green-building techniques, EPA regulations, and financing opportunities. All this information is available to you at the Expo from the many experienced builders, craftspeople, lenders, and agencies represented. The Expo is planned and executed by our organization (SFAHBA) in conjunction with the Remodelers Council. 2012 CALENDAR OF Events Wednesday, June 14 / DreamCatchers Golf Tournament This year we will be back at the Marty Sanchez Links de Santa Fe for our annual fun day of golf with members and their friends. Considered one of the most beautiful public courses in the state of New Mexico, it is the perfect venue for convenience, fun, and a four-person scramble. The historic home depicted in Summer Garden at the Adobe, says Taos-based artist Michelle Chrisman, “has tons of flowers growing in front of it and lace curtains in the windows—I find it charming to paint.” Chrisman was an art director in New York and studied at the Art Students League before moving to Santa Fe in 1987. in a Protracted Buyer’s Market: The FHA 203(k) Loan Program by Benjamin Ikenson

I

t’s little surprise that use of a federal loan designed to help finance home renovations—the Federal Housing Authority’s 203(k) program—has exploded by 700 percent over the past four years. With protracted “buyer’s market” conditions, Americans have been scooping up foreclosures and distressed properties in vast quantities. Meanwhile, many would-be sellers, reluctant to list their properties, are instead choosing to invest in renovating, whether to enhance their space for a better future market or for their own long-term enjoyment. “The current market has spurred a widespread need to see what options are available for consumers who want to invest in renovating their primary residence or buy homes that need improvements,” says Paul Welden, director of the 203(k) Contractor Program, which maintains a national database of program-certified contractors. “In New Mexico, the use of the FHA 203(k) may finally start to be catching on because of the many benefits it provides.” For decades, the 203(k) loan has been a relatively obscure program within the FHA’s purview. Based on the improved appraised home value, the program offers a low-interest, tax-deductible, single-close loan to borrowers who qualify for an FHA loan—some 80 percent of Americans—while eliminating their need to qualify for a second loan. Through the program, homeowners and home buyers alike can obtain considerable financing to address almost any improvements, from kitchen and bath remodels to handicap accessibility components to an array of energy-efficiency and solar-power upgrades. Limited only by the lender’s discretion and the FHA’s maximum cap for their areas, borrowers in Santa Fe County can receive as much as $427,500 for a single-family detached home, plus 20 percent more for the installation of solar-energy equipment. The potential to improve energy efficiency should not be overlooked, especially in Santa Fe County, where a Sustainable Growth Management Plan was passed in 2010 to guide issues of land use and economics toward greener horizons. “We have a lot of older homes that were built before codes encouraged energy efficiency, and the 203(k) could really help improve them,” says Craig O’Hare, a Santa Fe County energy programs specialist. “Rooftop solar-electric systems are about half as expensive as they were just five years ago, making them a cost-effective option under a 203(k) loan. But there are other options for all types of homes that can improve efficiency, many of which are not costly and begin paying for themselves immediately in reduced utility bills and throughout the life of the loan. These upgrades also add major value to a home come time to sell.” But the program does require detailed knowledge of guidelines, specific paperwork, and strict time lines—all unique to this 14

particular loan—that demand conscientious coordination between lender, contractor, and borrower. This concerted effort, though, is a small price to pay for the potential it can unlock. With a glut of surplus housing stock stalling demand for new construction in Santa Fe, use of the loan program could trigger work for a variety of contractors, from roofers to remodelers to green energy specialists. “The market for improving foreclosures and distressed properties could be huge here,” says Kim Shanahan, executive officer for the Santa Fe Area Home Builders Association. “Under the 203(k), a homeowner has to hire a licensed, insured, and financially stable contractor to perform the improvements, and that means work for our members.”

One of those members, John Young, president of La Mesilla Construction, is, as of press time, on track to be program-certified at the end of March. “This could really help our industry,” Young says. “There are all these distressed properties out there that just aren’t moving because sellers don’t have the money to fix them up and make them marketable.” While the program promises to put local builders and contractors to work, lenders are likely to be enthused by its possibilities for their clients, not to mention the community at large, given the current economic climate. “It’s difficult to qualify for a new construction loan,” says Drew Richman, a branch manager at Acceptance Capital Mortgage Corporation and one of only a few lenders in Santa Fe who has gone through a 203(k) certification process. “But this loan can enable borrowers to strip a house down to the foundation and bare walls and remodel to their tastes and specifications.” Ultimately, by taking surplus housing stock off the market while raising collective home values, the 203(k) program could help reverse the conditions that have led to its newfound popularity. “Elsewhere, it’s saving entire communities,” says Richman. “But here, it’s still virtually unknown.” Fortunately, that may soon be changing. What is the difference between a standard and a streamline 203(k) mortgage? [Standard 203(k) loans enable] homebuyers and homeowners to finance both the purchase (or refinancing) of a house and the cost of its rehabilitation through a single mortgage or to finance the rehabilitation of their existing home [with a mortgage up to $427,500]. The Streamline 203(k) is for less extensive repairs/improvements. [It limits] homebuyers to finance an additional $35,000 into their mortgage to improve or upgrade their home before move-in. Is the Section 203(k) program restricted to single-family dwellings? No. The program can be used for one- to four-unit dwellings. Can nonresidential (storefront) property be eligible for a 203(k) insured loan? Yes. Mixed-use residential property is acceptable . . . . The rehab funds can only be used for the residential functions of the dwelling and areas used to access the residential part of the property. Can an investor use the 203(k) program? No. In October 1996, the [Housing and Urban Development] Department placed a moratorium on investor participation in the 203(k) Rehabilitation Mortgage Program. Can a local government agency or a nonprofit organization use the 203(k) program? Yes. The same qualification requirements will be used as for an owner-occupant of the property. Can Section 203(k) be used to convert a one-family dwelling to a two-, three-, or four-family dwelling (or vice versa)? Yes, under the Standard(k) program. 2011 EXcellence in Home/Design/Remodel: Best Addition

D Maahs Construction, LLC Before retiring from their careers in Washington, D.C., and moving full-time into their east-side condominium, the owners, who bought their Santa Fe residence eight years ago and had been renting it out in the interim, wanted to begin remodeling their home in stages, so they contacted Douglas Maahs of D Maahs Construction. A top priority, they told him, was the bathroom, which was short on storage space and in need of more modern and convenient features. One of the challenges Maahs faced was updating the home, which was built in the 1980s, while staying true to its Southwestern roots. “The owners were very clear about the look they wanted—minimal, warm, and in keeping with the vigas and overall style of the home,” he says. Some of the improvements Maahs made include expanding a single-sink vanity to hold two sinks and replacing dated Mexican tile, which sat above the vanity and lined the walls, with a Caesarstone-quartz composite countertop. “The adobe wall was channeled out to accommodate new plumbing,” Maahs says, “and additional channeling was done to relocate and add lighting and outlets for the vanity. The entire wall was then replastered.” The outdated bathtub was replaced with a sleek new shower comprising materials from Statements in Tile/Lighting/ Kitchens/Flooring in Santa Fe. Its main body is made of travertine marble, its floor and bench are a tumbled travertine blend, and its backsplash and trim are “a mixed stone mosaic with a black pencil trim,” Maahs says. Although Maahs wanted to replace the bathroom’s flooring (“concrete Saltillo, which was popular in the ‘80s,” he notes), the owners “were adamant about keeping it because it was wasteful to get rid of it,” he adds. “To preserve the floor, we put down soundboard and kept it covered with paper to prevent grit from getting at it. Although some of the top finish was a bit worn, we were able to have the floor professionally cleaned and resealed by a local company specializing in brick floor maintenance.” Initially concerned that the original flooring wouldn’t go well with the finished product, Maahs notes that, “as it turns out, I think it transitioned very well.” A major issue the homeowners conveyed to Maahs was the “inefficiency of the bathroom’s walk-in closet—a simple rodand-shelf, concrete-floor space—as well as the fact that it could only be accessed from the bathroom,” he says. Maahs therefore moved the closet entrance into the hallway and, using natural knotty alder with a coffee glaze, built a linen cabinet in the space where the closet entry had previously been. “Knotty alder was a no brainer for the wood choice because it’s so complementary to the pine used in vigas, plank ceilings, and beams,” Maahs says. This reorientation of the closet “created more wall space for shelves” and allowed Maahs to build “an entirely new system that transformed the closet space into something with modern usability,” he explains. The wood used for the bathroom’s original open shelving areas was “in excellent condition,” so Maahs kept it intact and, using the same knotty alder as he did for the linen cabinet, “created new face frames and doors around it. Not including the more efficient closet system we installed,” Maahs adds, “we picked up about 80 cubic feet of storage capacity.”

Room for a View Views Landscapes of Distinction Wins SFAHBA’s Inaugural Landscape Design Challenge

A

dding fresh excitement to this year’s Remodelers Showcase & Expo, the Santa Fe Area Home Builders Association held its first-ever Landscape Design Challenge, which called for its members to submit plans for overhauling the entrance to the event’s host site, the Rosemarie Shellaberger Tennis Center. After sorting through the submissions, SFAHBA declared Views Landscapes of Distinction the winner. “Landscaping is often a forgotten element in creating a nice property. I wanted to draw attention to the fact that you can substantially increase your living area and aesthetic with a great landscape,” says Views’ owner Brian Romero about why he entered the competition. Romero approached his award-winning design—which will be installed between April 24 and 27—by considering the whole space rather than a single element and then drew on “many of the features I like to incorporate into landscaping, such as art, sculpture, unique plant material, and water features,” he says. “I have many varied resources and wanted to showcase them in a way that would excite people’s imaginations.” Given the time restrictions for the competition as well as the temporary nature of this landscape installation, Romero’s design features a chalk rendering of a water-like border that runs alongside the Shellaberger’s main walkway and directs foot traffic into the Center. “I have a passion for water features and particularly for koi ponds, which I specialize in,” Romero says. “I wanted to give everyone a taste of the color and movement water features can add to a setting.” The setting for this challenge was transformed in Romero’s design with not just the chalk water feature and crystal and ceramic sculptures, but with a fountain, a fire vessel, a seating area with table and chairs, and greenery that includes Austrian and tanyosho pine trees, among other components. Designing around a concrete and asphalt parking lot was inherently tricky, Romero concedes, but it was a task he was particularly eager to take on. “Since I have a desire to enhance more public spaces that have similar elements,” he says, “I found this project challenging yet exciting.” Romero founded Views Landscapes of Distinction in 2004, although the groundwork, he says, was laid many years earlier. The son of an architect, Romero entered the landscaping business (“what I consider my life’s work,” he says) after retiring from a career as a captain and paramedic with the Santa Fe Fire Department. He worked as a designer with a local nursery before starting Views—“a culmination of my love of design in general, and landscape design specifically,” he notes, adding that his company’s name reflects his design goal “to create or enhance views for people as they look out their windows or stand in their yards.” Although Romero’s business so far has focused primarily on residential landscaping, he has also worked on a handful of public spaces like the Shellaberger and would be happy to take on other such projects in the future. “Santa Fe certainly has areas that could benefit from creative design work, and I would love the HACIENDAS 28 chance to do that.”
