DEALING WITH THE PAST / SUOČAVANJE S PROŠLOŠĆU I 3
Uvod / Introduction
4 I DEALING WITH THE PAST / SUOČAVANJE S PROŠLOŠĆU
DEALING WITH THE PAST sets out to do precisely what its name suggests. We consider that in order to deal with the many and unresolved issues that date back to the conflict in the former Yugoslavia – the impact of which is still widely felt today – a sincere, clear-eyed discussion around that painful past is of utmost importance. Numerous initiatives have been put into place in the region over the last twenty years, under the rubric of ‘peacebuilding’. Slogans, however, do not heal the wounds inflicted on the psyches of individuals subjected to years of wartime suffering. By natural consequence, whole communities bear the lion’s share of such pain, and are in desperate need of a comprehensive healing process. For us, the inevitable start to such a process is to confront all those who are involved and affected with sobering facts. Our unwavering belief in this approach, always keeping in mind the need to look at historical events from multiple perspectives, is the foundation block of the DEALING WITH THE PAST project. In practical terms, we intend to start dialogue on the subject through curated screenings, as well as through the systematic collection of stories, documents and memories that will unveil many aspects of the past from different vantage points – whether imbued primarily with pain or riddled with nostalgia. It is from this open source that filmmakers and cinema experts will draw inspiration, and from which they will weave stories for larger audiences with all the urgency and power that cinema offers. With this in mind, we believe that Dealing with the Past can lead to cinema that achieves its ultimate, perhaps noblest aim – cinema that opens a door to genuine empathy, to peacebuilding in its truest sense. We anticipate that by involving filmmakers and cinema experts we will encourage greater support
for our greater ambition, which is to gain wider access to target audiences in the former Yugoslav countries. This outreach is enabled by co-operation with youth initiatives, local and regional nongovernmental organisations, and media representatives. Quite simply, we feel the need to provoke dialogue among all generations and all communities in the region, and to empower younger generations never to stop asking questions and looking for answers; the need to listen to and face personal accounts from all sides with open hearts and minds. Film is the ideal medium for this: it can travel far and widen and has the ability to stir up thoughts and inspire dialogue throughout the Balkans and beyond. And it is with cinema that we want to sow the seeds of a long-awaited healing process, a reconciliation that was never truly realised. This is the first fact we dare to face: grieving – in all its necessary stages -– has never been fully allowed to fully take its natural course in the region. There are many reasons for this, and we cannot and do not pretend to offer a remedy for this failure. We can, however, declare our full and steadfast commitment to breaking the seal of silence that has veiled some of our most confused, yet most devastating experiences. DEALING WITH THE PAST, a project of the Sarajevo Film Festival, is supported by the Robert Bosch Stiftung and presented in partnership with Al Jazeera Balkans. This year, the ongoing project intersects with The Competition Programme – Documentary Film and CineLink Industry Days – True Stories Market. DEALING WITH THE PAST / SUOČAVANJE S PROŠLOŠĆU I 5
Uvod / Introduction Robert Bosch Stiftung
Najveći izazov za poratna društva i društva u kojima još uvijek traju konflikti jesu dokumentovanje počinjenih ratnih zločina i otkrivanje istine o ratnim zbivanjima, procesuiranje kršenja ljudskih prava i uspostavljanje dijaloga o prošlosti.
Fondacija nastavlja društveno koristan rad svoga osnivača i osnivača istoimene kompanije, Roberta Boscha (1861‒1942). Fondacija posjeduje 92 procenta udjela u vlasništvu kompanije Robert Bosch GmbH i svoj rad finansira iz dividendi i udjela u dobiti kompanije.Sjedište fondacije nalazi se u nekadašnjem domu Roberta Boscha u Stuttgart-u. Fondacija u svome sjedištu i u uredu u Berlinu zapošljava oko 140 osoba. 6 I DEALING WITH THE PAST / SUOČAVANJE S PROŠLOŠĆU
The greatest societal challenges in conflict and post-conflict societies include the documentation of war crimes and truth finding, dealing with human rights violations, and the establishment of a dialog about the past. We believe that dealing with past or present violence in a fact-based and constructive manner is an important component in preventing the rekindling of old and the formation of new conflicts. The program DEALING WITH THE PAST at Sarajevo Film Festival initiates dialogue among all communities and countries in the region. It contributes to an increased understanding of the history and shared narratives across political divides, as well as to reducing prejudices and increasing tolerance. We consider film as an excellent basis for discussion and a powerful tool for peace building by bringing stories about the past to larger audiences. In the Western Balkans, there are many dedicated representatives of civil society as well as an increasing number of journalists, whose work focuses on dealing with history, searching for the truth, and developing cultures of remembrance. The project DEALING WITH THE PAST brings these actors together. The ‘True Stories Market’ gives the opportunity for sharing experiences and for young filmmakers to encounter new material about the past and new ideas on how to bring such stories to the screen.
Founded during the siege of Sarajevo, the Sarajevo Film Festival is one of the most remarkable film festivals and the leading festival in the region. During the period of war and siege in Sarajevo, the Obala Art Centar and the Sarajevo Film Festival led by Mirsad Purivatra were an important source of optimism and hope for the population of the city. The festival in Sarajevo is therefore a unique fit for starting such an initiative. In addition, Mirsad Purivatra was a Richard von Weizsäcker Fellow at the Robert Bosch Academy with several working stays in Berlin, where this joint idea was able to grow. Guided by the legacy of reconciliation set forth by our founder Robert Bosch, the foundation has made particular efforts to foster understanding and reconciliation between Germany and its neighbors France and Poland. By providing support for selected projects in Southeast Europe in the wake of the Balkan wars in the mid-1990s, the Robert Bosch Stiftung became directly engaged in a conflict region. Since 2013, we have supported a wide variety of projects around the world, which seek to foster conflict transformation and the establishment of peace in the respective countries. Robert Bosch Stiftung
The Robert Bosch Stiftung is one of Europe’s largest foundations associated with a private company. It invests approximately 70 million Euros annually in supporting approximately 800 of its own as well as third-party projects in the fields of international relations, education, society and culture, as well as health and science. Since its founding back in 1964, the Foundation has used about 1.4 billion euros for charitable activities. The Robert Bosch Stiftung continues the charitable pursuits of Robert Bosch (1861‒1942), the founder of both the company and the Foundation. It owns about a 92 percent stake in Robert Bosch GmbH, and finances its operations from the dividends it receives from this holding. Robert Bosch’s former home in Stuttgart serves as the Foundation’s headquarters. Around 140 employees work for the Foundation at this location and at its office in Berlin. Dubina dva / Depth Two Serbia, 2016, Colour 80’ Režija/Director: Ognjen Glavonić
On je i dalje javna tajna.
In 2001, a mass grave holding the remains of over 700 people was found on the outskirts of Belgrade. Despite its proximity to the center of Serbia’s capital and the fact that it hid the remains of 75 children, the mass grave had never been marked with a monument or in any other way and almost no one in today’s Serbia knows about this case and the story behind it. It is still a public secret. In an attempt to give voice to the story of this mass grave that remains buried behind a wall of silence, the films employs a meditative and hypnotic language to communicate with viewers’ experiences, imagination and emotions.
Narod protiv Fritza Bauera / The People vs. Fritz Bauer Germany, 2015, Colour and b&w, 105’ Režija/Director: Lars Kraume
Zbog nepovjerenja u njemački pravni sistem, Fritz Bauer stupa u kontakt s izraelskom tajnom službom Mossadom i tako postaje državni izdajnik.
Germany, 1957. State attorney general Fritz Bauer receives crucial evidence on the whereabouts of SS-Obersturmbannfuhrer Adolf Eichmann. The lieutenant colonel, responsible for the mass deportation of the Jews, is allegedly hiding in Buenos Aires. Bauer, himself a Jew, has been trying to bring the Third Reich to justice ever since his return from exile in Denmark. With no success, however, due to the fierce German determination to repress its sinister past. Mistrustful of the German justice system, Bauer contacts the Israeli secret service Mossad, and, by doing so, commits treason.
10 I DEALING WITH THE PAST / SUOČAVANJE S PROŠLOŠĆU
Neželjena baština/ Unwanted heritage Croatia, 2016, Colour and b&w, 100’ Režija/Director: Irena Škorić
Monuments bear witness to the times when they were built and to the people who built them. But ruined monuments are also a testament to the time of their own destruction and to the people who lived at that point in history. Monuments teach us about different times and different societies in the history of humankind. From monuments, we learn about different customs, religions, cultures, economic and political systems, wars and social values. Had their monuments not been preserved many people would have perished from memory. Thousands of monuments were built throughout the former Yugoslavia in the 1945-1990 period to commemorate the sites where World War II battles had been fought. Many of these monuments were of a high artistic value, having been designed by some of our most prominent artists. They promoted antifascism and commemorated important events and people from World War II. They were an integral part of our education system and political life, but also a part of our arts and tourism offering and background to our family photos. Since 1990s to date, one half or about a thousand of these monuments in Croatia – sadly, including some of the highest artistic value - had been razed to the ground or devastated. Once proud monuments were turned into ruins and now they are a testament to our neglected and unwanted cultural and political heritage. Through images and testimonies of witnesses, experts and politicians, as well as the people who used to sell pieces of monuments as secondary material, UNWANTED HERITAGE talks about the fate of works of art that had been turned into waste. But it also talks about a society that disowned its history and its valuable art.

Priča 1: Logor Morinj / Story 1: Concentration camp Morinj Izvor: Centar za građansko obrazovanje (CGO), Crna Gora / Source: Centre for Civic Education (CCE) Montenegro
Montenegrin society has not yet fully confronted the truth about the Morinj detention camp. This place, which brings back painful memories to those who were imprisoned there during the war in the 1990s, today takes pride in its exceptional tourist offer. Those who visit Morinj today know nothing of what happened there a mere two decades ago. People in Montenegro still shy away from the issue and are unprepared to face the truth about what Morinj was during the bloody war. Established in 2002, the Centre for Civic Education (CCE) is a non-governmental, non-profit organisation. Its vision is one of Montenegro as a democratic society of responsible citizens, while its mission is to contribute to the development of civil society and encourage the participation of citizens in policyshaping and decision-making through the education of actors in the fields of democracy, human rights and European integration.

Priča 2: Milena Perčin / Story 2: Milena Perčin Izvor: Documenta - Centar za suočavanje s prošlošću, Hrvatska / Source: Documenta - Center for Dealing with the Past, Croatia
War stories are often complex and surprising, in that they can capture not only moments of extreme cruelty, but also examples of unexpected kindness. Milena Perčin’s story captures both. A Croat nurse who remained in the Serb Autonomous Region of Krajina throughout the war, she fled from the area together with its Serb population after the Croatian military’s Operation Storm. Her son, a soldier in the Croatian Army, was killed during the war, but her Serb neighbours protected her from possible retaliation in Serbdominated Krajina. Perčin’s is a story of humanity in wartime, a story about people of different ethnicities who protected each other while their communities were in conflict, and who returned to their homes after the end of the conflict and moved on with their lives. Documenta – Center for Dealing with the Past is based in Zagreb. It was established in 2004 in an attempt to deepen public dialogue on dealing with the past by contributing to the documentation of historical events, developing educational policies, commemorating culture, advocating a compensation policy and advancing judicial practices and legal standards as a result of continuing monitoring of war crimes trials.

Ona osposobljava stručnjake i šalje ih u konfliktne regione gdje sarađuju sa lokalnim partnerima, promovišući miroljubivu koegzistenciju i nenasilno rješavanje konflikata. SBX Brezovica allows people to behave differently from what is expected of them, and sometime even required from them in their violent society. Given the daily politics, one might think a friendship among young Serbs and Kosovars is impossible. But young snowboarders offer a different path, a possibility for youth like them to live side by side and form friendships. The Forum Civil Peace Service (forumZFD | Forum ZivilerFriedensdienst) is a German organisation that was established in 1996. It trains and deploys peace experts to regions in conflict, where they work together with local partners to promote peaceful co-existence and non-violent conflict resolution. The story of S.K., a victim of the war and a former camp inmate who became a nationalist after the end of the conflict. His transformation into a nationalist can be understood if the suffering he endured is taken into account. But once this victim recognises that nationalism is not the right choice for him; when he decides to fight against it and to confront other nationalists whose views he agreed with not long ago, his extraordinary story becomes worthy of a film. The Helsinki Committee for Human Rights Republika Srpska was founded in May 1996 by a group of independent intellectuals, as acitizens’ reaction to violent and systematic human-rights violations. It is an independent, non-profit organisation of citizens that has undertaken a series of activities directed toward promoting and protecting of human rights, with a focus on educating citizens about the basic humanistic and cultural values that underlie human rights, including the field of transitional justice.

Baljevine – an exceptional story about a village that rejected war, a village where Serbs and Bosniaks protected each other during the conflict. When Croat soldiers attacked the village, Serbs and Bosniaks fled their homes. But they returned after the war and today they raise their voices in protest, saying that a village like theirs does not fit anyone’s political agenda in today’s Bosnia and Herzegovina because it shows that co-existence after a bloody war is not only possible, but that it is probably the only right choice.

Three stories from hell. That women were raped during the war is a well-known fact, but unfortunately one that no one really talks about. Over time, the horrors women suffered and the impact the experience had on them becomes taboo; they are shunned by the public and their painful experiences are never openly discussed. Three women involved in this project decided to speak out on behalf of all other victims in order to show that they live among us, and demonstrate how little understanding there is for their continued suffering. But they also want to show that they will not give up, that they want to take from life what little it has to offer.
Priča 7: Ramiz Nukić / Story 7: Ramiz Nukić Izvor: Balkanska istraživačka mreža Bosne i Hercegovine (BIRN BiH), Bosna i Hercegovina / Source: The Balkan Investigative Reporting Network Bosnia and Herzegovina (BIRN BiH), Bosnia and Herzegovina
Ramiz Nukić’s story is perhaps one of the most painful confrontations with the consequences of crimes committed during the war. For years, Nukić has spent his days walking through the woods in search of the bones of people killed during the war. Every shot of a possible movie about him, every minute of it, would be a confrontation with the evidence of inhumanity. The Balkan Investigative Reporting Network Bosnia and Herzegovina (BIRN BiH) is a non-governmental media organisation based in Sarajevo that specialises in monitoring and reporting on war crimes trials. Since its formation in January, 2005, BIRN BiH has been actively analysing and informing the public about the work of the war crimes chambers at state and local courts in Bosnia and Herzegovina.
