Dan ljudskih prava: Prava žena danas: nazadovanje, stagnacija ili progres? / Human Rights Day: Women’s rights today: regression, stagnation or progress? I pored značajnog napretka ostvarenog u proteklim godinama, rodna diskriminacijia i nejednakost polova ostaju među najprisutnijim vidovima nejednakosti širom svijeta.

E Despite significant progress achieved over the past years, gender-based discrimination and gender inequality remain the most pervasive forms of inequality around the world. Women still have less voice than men in decision-making, allocation of public resources, the economy, their societies and within their households. Large gender gaps remain in political participation, both for women’s representation in political bodies (only 20% of parliamentary seats across the world are currently held by women) and as voters. Currently, women only receive 10% of the world’s income and own hardly more than 1% of all assets worldwide, even though women still shoulder more than two thirds of the world’s workload. Women are also disadvantaged in education and in the health sector. Over one third of all women and girls worldwide experience physical or sexual violence – and much of this violence remains with impunity. If we go locally, more than half of the women surveyed in Bosnia and Herzegovina in 2013 experienced at least one form of violence from the age of 15. Persisting macho stereotypes are also a serious societal problem in the region. In order to contribute to prevent young men displaying violent attitudes towards women, Switzerland is, amongst other, supporting a series of educational initiatives for young people. Unfortunately, we all are conscious

that there is still a long road to go before put an end to these structural and everyday disadvantages all around the world. In the age of globalization, gender justice will remain a key issue in the global agenda. The future framework should be based on existing international human rights instruments and commitments such as the Convention on the elimination of all forms of discrimination against women (CEDAW) and the Beijing Platform for Action. The commitment to work on promoting equality, including social equity, gender equality and women’s empowerment is as necessary as before and requires everyone to do their part: governments, the private sector, civil society. Convinced that the Sarajevo Film Festival provides a compelling platform for the general public, movie makers, activists, journalists and decision makers to debate their views in a unique setting, we chose the topic of women’s rights as focus of this year’s Human Rights Day. We hope that the debates started during the Human Rights Day will inspire all of us to give our personal contribution, modest but yet important, to promote gender equality and embrace healthy and respectful relationships.

Šta je dom? – Čin sjećanja / What is Home? – The act of remembering

E Cinema, like no other art form, gives us the opportunity to perceive the world in a more profound way, to better understand other people, cultures or specific stories and backgrounds. That perspective can only be expressed truly and with deep understanding when it is provided through an insider’s view on a certain topic. And indeed, a good filmmaker stands always in the middle of the matter, in the middle of reality and utilises her or his artistic eye to observe, process and contemplate on the reality around us. This year’s competition shows us that the documentary production by makers close to home – Southeast Europe and the Southern Caucasus, is matured significantly and became an important part of the European documentary scene. Their films are opening important debates not only among their own communities but internationally as well. Important stories, new voices, relevant questions: all can be found in our selection of fourteen films, of which several will have their world premieres here in Sarajevo. Interestingly, in many documentaries the film makers’ concerns are mostly connected to the notion of home and belonging, in a focused and concrete sense but also in a more broad, philosophical understanding. What is my identity and what is yours? How are we different and how does it mat-

ter? Do I as an individual have any saying about the social system where I live? The selection represents daring, brave and provocative cinema that ignites urgent questions and leaves the audience both inspired and puzzled. We contemplate on the notion of safety and home, justice and banking system, deprivation of working conditions and working possibilities; we question democracy and the role of the individual in the society, we ponder on what freedom is and how we fight for our individual rights, the right to live within religious canons, the right to explore our own sexuality, the right to be an individual within our own family. Come and engage in our debates. Cinema can be indeed an eye opener and a productive catalyst for debates that matter to all of us. Welcome to all selected film makers and to you, the audience! We look forward to meeting you in cinema as well as at our always lively Docu Corner where 70 human rights activists from various countries of the region and Europe, will gather every day to discuss critical topics that our film makers sharply and bravely depict in their remarkable films.

E Želimir Žilnik is an internationally renowned documentary and fiction film director and one of the founders of the docudrama genre. Upon his return to Yugoslavia in the 1980s, he directed several well-received television docudramas, among them BROOKLYN GUSINJE and OLD MACHINE, that predicted the imminent fall of Yugoslavia and the awakening of ethnic nationalism. In the 1990s, he produced a number of independent documentary and fiction films about the Balkan turmoil The breakdown of the system of values in post-transitional Central and Eastern Europe and the problems encountered by migrants and refugees within the new, “enlarged” Europe were the focus of his most recent project cycle.

Kinders / Djeca Austria, 2016, Colour, 95 min, Bosnian, English, German, Turkish Režija / Director: Riahi Brothers (Arash T. Riahi, Arman T. Riahi) Scenarij / Screenplay: Riahi Brothers (Arash T. Riahi, Arman T. Riahi)

U filmu DJECA pratimo djecu i adolescente različitih profila tokom njihovog teškog, zbunjujućeg i smiješnog svakodnevnog života, upoznajući se s njihovim stavovima i viđenjima svijeta.

E In KINDERS we accompany children and adolescents from different backgrounds throughout their difficult, confusing and funny day-to-day lives, and come to know their perspectives and stances. The central theme is the edgy musical education programme ((superar)), founded by Caritas, Wiener Konzerthaus and the Vienna Boysʼ Choir, in which the children are transformed from “invisible” outsiders into self-confident young people. Through their singing together and learning to play musical instruments, the lives of these socially disadvantaged young people also take on an extremely surprising, vibrant and creative dimension.

E As coalminers in Petrila go down into the depths of the earth for the last time, artist and ex-miner Ion Barbu is working on his mission of preserving the Romanian town’s mine as a symbol of cultural heritage. But in accordance with EU agreements on the closure of the facility, the authorities are committed to demolishing it. This would bring about an abrupt end to a history with which the mining community still feels deep affinity, but one that does not appear to interest politicians in the slightest.

E PLAYING MEN is a documentary essay about the relationships among Mediterranean men and their games. The film takes the form of a travelogue across Croatia, Italy, Slovenia and Turkey, and examines men, young and old, who come together like their ancestors did – to play games. During filming, however, the director suddenly faces a serious creative crisis and turns the camera on himself, turning the film into a playful homage to absurdity.

E Following the 2001 terrorist attacks on New York City, one item of clothing has gained a scandalous global reputation: the headscarf. All over the world, a major debate is going on about whether Muslim women should be allowed to wear the headscarf in public. Meanwhile, young women in post-communist, post-war Bosnia and Herzegovina are increasingly embracing the wearing of the hijab as a symbol of freedom of religion and conviction, and sometimes as an act of rebellion against the capitalist vision of female liberation. UNDERCOVERED is a film about some of these women.

Dan ljudskih prava / Human Rights Day

20 I HUMAN RIGHTS AWARD 2017

Sarajevo Film Festivala.

E Although most of the women across the world were given the right to vote by the end of the 1950s (and many in the decades before), it was not until the beginning of the 1970s that women in Switzerland began to enjoy the same right. Prior to that, while in other countries women freely and equally participated in social, economic and political life, even gaining national leadership positions (Prime Ministers Indira Gandhi, Golda Meir, for example), in Switzerland, at the heart of Europe, there were no female politicians, and neither were there any women voters. This was due to the fact that the Swiss system requires a national referendum for constitutional change; therefore, the rights of Swiss women were at the mercy of those who could vote with ballots cast on February 7, 1971 – men. Aware that the previous referendum on the right of women to vote, held in 1959, was rejected by 67 percent of Swiss men, women in Switzerland began to mobilise and organise across cantons, cities and villages to fight for suffrage.

This outstanding, lengthy struggle is portrayed by director Petra Volpe in THE DIVINE ORDER through the story of Nora, a seemingly ordinary housewife from a remote Swiss village who, despite the obstacles and backlash, becomes a fearless leader for suffragettes. Volpe outlines conservative, patriarchal Swiss society on the one hand; on the other, she examines the new, emancipated movement of women across the country, from the major cities to the smallest Alpine villages, as they demanded solidarity, equality and change. Remarkably, this same fight continued across globe

until 2015, when Saudi Arabia became the last country (with the exception of the State of Vatican City) to grant women the right to vote. Although we can agree that times have changed and women are better off today than ever before, they are still far from having the same rights and opportunities as men. Despite the great strides made by international women’s rights movements over the last century and longer, women and girls in many countries around the world are still today married off while they are still children, forced into labour and sexual slavery through human trafficking, or refused access to education and participation in the political sphere. Further, women are still fighting for equal pay, affordable childcare, free basic healthcare and freedom from all manner of violence, among other issues – and the battle is far from over. To what extent have the rights of women generally improved and advanced in the past decades? What are the key issues facing women’s rights movements today? Are we observing the progress, stagnation or even regression of women’s rights in RECENT years, especially with regard to issues of birth control and the right to abortion? What is the ongoing significance of the Women’s March worldwide protest that was held in January of this year? These are just some of the questions we will tackle and try to answer at this year’s panel debate taking place during Human Rights Day at the 23rd edition of the Sarajevo Film Festival.

Božanski poredak / The Divine Order Switzerland, 2017, Colour, 96 min, German, Italian, Swiss Režija / Director: Petra Volpe Scenarij / Screenplay: Petra Volpe

Godina je 1971. Mlada domaćica Nora živi s mužem i dva sina u mirnom švicarskom seocetu u koje nisu doprla značajna društvena pomjeranja drugdje započeta 1968. godine.

22 I HUMAN RIGHTS AWARD 2017

E 1971. Nora is a young housewife who lives with her husband and their two sons in a quaint little village in the Swiss countryside, which is so far untouched by the major social upheavals 1968 has brought about. Protests in support of civil rights, the sexual revolution, and the youth and counterculture movements are barely on the radar in Nora’s village. Her life has not been affected either; she is a quiet person who is liked by everybody – but everything changes when she starts to fight publicly for the right of Swiss women to vote, which Swiss men are due to vote on on 7 February, 1971.

YIHR BH / DocuCorner

Ove produktivne diskusije inspirišu mlade aktiviste/ ce o novim načinima i metodama kako doprinijeti ovim važnim i relevantnim temama kroz konkretne akcije.

24 I HUMAN RIGHTS AWARD 2017

Sarajevo Film Festival – Human Rights Documentary Program and DocuCorner.

E Participation at Sarajevo Film Festival (SFF) is an activity that had become a traditional and it is ongoing for nine years. Young activists have the chance to participate at Human Rights Program at SFF and after the screening, at DocuCorner, to discuss the main issues of the shown film with their colleagues anauthors. In addition, the movies are triggering discussion about basic knowledge of human rights standards, existing institutional mechanisms for citizens’ rights protection and topics related to the facing the past and transitional justice. Those productive discussions are inspiring young activists to search and apply the new ways of contributing to those important and relevant topics through tangible actions. Goals:The project’s purpose is to (1) foster the trust between young people from different ethnic communities, ultimately leading to a sustainable and networked group of activists in BiH integrated into the YIHR BH structure; and (2) connect young people from throughout BiH with their peers in Serbia, Montenegro and Croatia, brokering direct dialog between ethnically divided young people on regional scale. Since two years ago, young people from Bosnia and Herzegovina and the region also have an opportunity to share their experiences and knowledg with young people from entire Europe who are also taking part in this program.

It is important to emphasize importance of such gathering of young people, particularly from the different parts of BiH – this certainly represents a first step towards breaking the prejudice among young people of different national backgrounds, but also building solidarity and trust among them, which is pre-condition for continuous joint activities that YIHR BH conducts before and after SFFOn the other side, a regional dimension of SFF is also reflected through breaking prejudices among young people from different countries. Participation at SFF provides them an opportunity to exchange their experiences, define their similarities, to discuss “taboo” topics among themselves (e.g. minorities, LGTBQ population, identities) and to realize that there are more common things that connect them, rather to separate them).Through these nine years of cooperation,YIHR BH express its gratittude to Swiss Embassy in Bosnia and Herzegovina as they had recognized importance of such approach in the work with young people. YIHR BH is proud to be a part of the SFF family and is looking forward to continuing its work with young people from around Bosnia and Herzegovina, Balkan region and Europe.
