publiku i doprinijele afirmaciji univerzalnih vrijednosti ljudskih prava. Svim takmičarima i učesnicima želim još jedno izvrsno izdanje SFF-a!
Special jubilee year: 70 years of the Universal Declaration of Human Rights and 10th anniversary of the SFF Human Rights Day
E This year we will commemorate the 70th anniversary of the Universal Declaration of Human Rights, which 70 years after its adoption, remains of unequivocal relevance. Human rights are a necessity for our societies, an invaluable ingredient to boost peace and stability and to foster sustainable development. They are at the heart of the values represented by Switzerland and its political model, which is founded on the principles of democracy, non-discrimination, gender equality, peaceful coexistence and mutual respect among people with different religious, linguistic, ethnic and cultural backgrounds.
On a more modest but still very important level, this year we also celebrate the 10th edition of the Sarajevo Film Festival Human Rights Day. Initiated with the support of the Government of Switzerland to contribute to the greater respect and better promotion of human rights, this event has become a regionally recognized platform for discussions and offering reflections on the state of human rights not only in the region, but also globally. Over the years, many topics of regional importance have been debated, such as the protection of rights of minorities, civic engagement of the youth, women’s rights and, more recently, the migrant crisis that also affects the Balkans. While celebrating the 10th anniversary of our joint endeavor, I remain convinced that the discussions
held on Human Rights Panels over all those years touched and inspired the audience and reinforced their commitment to the universal values of human rights. In addition, we also had the occasion to see many excellent and inspiring regional documentaries competing for the SFF Human Rights Award that Switzerland has been supporting since 2003. Very often those movies took the pulse of a society in transition and brought human rights issues to the forefront of the public. In terms of human rights education and promotion in Bosnia and Herzegovina and in the region, these are important achievements and we are very proud of them! Unfortunately, independent reports state that attacks on journalists, discrimination against minorities, unsatisfactory protection of refugees and a lack of political will to prosecute most serious crimes remain problems in most Western Balkans countries still today. That’s why we have to recognize our shared responsibility to restlessly work together on the promotion and protection of human rights and on adopting a collective human rights consciousness based on our shared humanity. I wish for an excellent SFF edition to all competitors and participants! Andrea Rauber Saxer Ambasadorica Švicarske u Bosni i Hercegovini / Ambassador of Switzerland to Bosnia and Herzegovina

Documentaries the advocates for human rights
E This year’s selection is putting in the limelight 16 films, 16 exhilarating documentaries. Among them is quite a number of debuts and what also thrills is a big number of female directors and producers who are in charge of more than half of our selected productions.
I hope that we’ll have a successful festival and a great and inspiring time together.
Among 16 handpicked documentaries, there are several films where filmmakers impress with their boldness in addressing hot topics in their society, films that stand for the human rights of suffering groups such as war victims, minorities, migrants, children and other underprivileged communities. In the entire program we witness the courage and strength of the regional makers to dissect social structures in their local environments, to reflect and contemplate on relevant issues and hopefully trigger very needed social debates. We also notice an amazing variety of author’s cinematic expressions, the freshness and lucidity in creating a personal style in using film language.
8th Edition of the DOCU Rough Cut Boutique @ SFF 11th-15th August
In 11 slots we offer you a lot of “food for thought”, cinematic challenges and high quality films. Each film will be accompanied by its makers, so our debates after the film will be a valuable asset to each screening.
Welcome!
How to shift your regional documentary to the international scale? With this question we started our DOCU ROUGH CUT BOUTIQUE 8 years ago in Sarajevo. In collaboration with Balkan Documentary Centre from Sofia, Sarajevo Film Festival has shaped this unique regional platform for the projects from the South East Europe and Caucasus. The two-module structure of the workshop (with one session in Sofia, Bulgaria in June and second one in August during CineLink Industry Days) provides opportunity for tailored-made mentoring and extensive feedback sessions, as well as access to the film market and decision makers. 5 projects selected for the 2018 edition. Congratulations!
The selection is quite eclectic and it covers documentary texture from dramatic cinéma vérité films to intimate narratives, from essayistic meditations to poetic impressionistic takes. With this strong selection of so many passionately made, memorable films, out of which more than half will have world or international premières,

E In a darkened classroom, the white cracked walls serve as a movie screen. We are in a remote mountain village in Georgia. The light from the projector breaks the darkness: the children’s first cinematic experience is about to begin. Among the kids are Iman and Eva, two Muslim girls, for whom the experience becomes a turning point and inspires them to pick up a camera and start filming their daily lives. The girls are growing up in a valley infested by radicalism, where most people live in constant fear that their relatives will sacrifice their lives in the name of God.

Cry Baby, Cry Austria, 2017, Colour, 86 min, English, German Režija / Director: Antonin Svoboda Scenarij / Screenplay: Antonin Svoboda
16 I HUMAN RIGHTS AWARD 2018
E For more than a year, CRY BABY, CRY follows three families with newborns. The babies’ problems are very different: Levi has no sleep-wake rhythm; Konrad is a so-called crybaby; Lotta is constantly restless. Not yet able to speak, these babies and toddlers tell in their very own way about their birth processes and their difficult arrivals in life. The film accompanies the parents and their babies as they work through and on the dramatic experiences of the first stages of life – in the protected space of psychotherapy.

E A pair of lovers riding a bicycle through the forest, children crossing the street, women playing with inflatable toys in the shallows, a father carrying his young child in the park. This is the other side of life in North Korea, a world away from army parades, speeches from the leader, and oppression and fear. This poetic, observational documentary about ‘normal life’ in the world’s most secretive state reveals a human facet of the country we are not normally allowed to see.

She has been in exile since the war and returns for the 22nd memorial of the Srebrenica genocide. Sestre / Sisters Bosnia and Herzegovina, Croatia, 2018, Black & White, 42 min, Croatian Režija / Director: Zdenko Jurilj Scenarij / Screenplay: Zdenko Jurilj
Poslije nekoliko kilometara hoda upadaju u desetak metara strmu jamu okovanu ledom i snijegom. Tu, bez hrane i vode, ostaju sedam noći i osam dana, grijući se svojim tijelima.

E Herzegovina was in the grips of an unusually harsh winter on the snowy morning of January 6, 1985, when sisters Šima and Draženka decided to take a bus from their home village of Bogdol to nearby Mostar to help their mother Radica paint the windows and clean the hallways of the school she worked at. Their father Marko remained in Bogdol, where the weather had cut power and telephone lines. When the sisters realised the bus would not be coming due to the heavy snowfall, they decided to walk to Mostar. After a few kilometres, they fell into a deep pit. They spent the next eight days and seven nights in the snowbound hole, without food or water, huddling together for warmth.

IKEA for YU Croatia, Sweden, 2018, Colour, 52 min, Croatian Režija / Director: Marija Ratković Vidaković, Dinka Radonić Scenarij / Screenplay: Marija Ratković Vidaković, Dinka Radonić
E Thirty-three-year-old Marija grew up in a family that lives Yugoslav ideals even today. Given that Marija and her family are of Serbian origin, and continued to live in Croatia regardless of the pressures of the recent war, the Yugoslav identity is the one they felt closest to, more than the Croatian or Serbian. She always felt her family’s ideals were her own, until her life path took a different turn. When she founded her own family with her husband, she began to question her parents’ and grandparents’ values, as well as her own, and whether that was the environment in which she wanted to raise her son. Within a journey through her family’s history, Marija opts for a new beginning in a completely different environment, and sets up a new home... in Sweden.

Uzlet nacionalizma u Europi – test europske humanitarnosti i europskih vrijednosti?
Uspon nacionalističkih stranaka, poput AFD-a u Njemačkoj, stranke Marine Le Pen u Francuskoj, nove vlade u Italiji i Orbanovoj Mađarskoj, ukazuju na svojevrsnu balkanizaciju današnje Europe. Štaviše, žele li trenutne članice Europske unije i dalje zemlje Balkana u svojim redovima?
20 I HUMAN RIGHTS AWARD 2018
The rise of nationalism in Europe – a test of European humanitarianism and values?
E On 10 December, 1948, the world said “Never again”, and passed the Universal Declaration of Human Rights. Humanity believed that all the evils that had gone before would never again arise. Seventy years later, are we living in a global society that seems to have forgotten the reasons for the creation of the declaration, not to mention its content?
And when speaking of the Old Continent, is Europe standing before new and decisive moments that will determine whether its values, which are primarily advocated by European Union member countries, remain valid? The rise of nationalist parties in Europe today – such as the AFD in Germany, the Marine Le Pen National Rally Party in France, the new government in Italy, and Orban’s Hungary – is reminiscent of 1990s Balkanisation. The migrant crisis strengthens the rise of nationalism – not by opposing it as an undesired cultural phenomenon, but by influencing democratic and parliamentary institutions through electoral processes. Is there a reflection of these pan-European trends in the Balkan region, which has not yet
solved all of its mutual issues, and many of whose countries are currently aspiring to European Union membership? Furthermore, do the current European Union members (still) really want the Balkan countries among its member states? What we see in the Czech documentary AŽ PŘIJDE VÁLKA / WHEN THE WAR COMES is how tolerating militarisation, in the form of sporadic movements on the edges of social community, is increasingly becoming a legitimate political option; one that, as we see in Italy and Hungary, eventually becomes normalized in mainstream politics, thereby taking over power and shaping new social norms. Can we also talk about sporadic incidents of (para) militarisation in the Balkans and in Bosnia and Herzegovina? How does Europe deal with these new cards on the table? Is the nominal value code of the Old European Lady threatened by a new political environment, one that seems to appear more and more often on the radar of the societies in which we live on the European continent?

Kada dođe rat / When the War Comes Czech Republic, Croatia, 2018, Colour, 76 min, Slovak Režija / Director: Jan Gebert Scenarij / Screenplay: Jan Gebert
22 I HUMAN RIGHTS AWARD 2018
E At first glance, Peter has the life of a typical European teenager – he lives with his parents, he has a pretty girlfriend, he got into college. However, his real life is elsewhere – as the head of a paramilitary group called Slovenskí branci, which recruits hundreds of Slovak teenagers with the silent approval of authorities. The group’s goals are simple – to prepare for wartime, and to create a model community based on military drill, obedience, and fear. Peter dreams that one day he will be able to persuade the entire society to embrace this ideology – as a great politician.

YIHR BH / DocuCorner
Ove produktivne diskusije inspirišu mlade aktiviste/ ce o novim načinima i metodama kako doprinijeti ovim važnim i relevantnim temama kroz konkretne akcije.
24 I HUMAN RIGHTS AWARD 2018
Sarajevo Film Festival – Human Rights Documentary Program and DocuCorner.
E Participation at Sarajevo Film Festival (SFF) is an activity that had become a traditional and it is ongoing for nine years. Young activists have the chance to participate at Human Rights Program at SFF and after the screening, at Docu- Corner, to discuss the main issues of the shown film with their colleagues anauthors. In addition, the movies are triggering discussion about basic knowledge of human rights standards, existing institutional mechanisms for citizens’ rights protection and topics related to the facing the past and transitional justice. Those productive discussions are inspiring young activists to search and apply the new ways of contributing to those important and relevant topics through tangible actions. Goals:The project’s purpose is to (1) foster the trust between young people from different ethnic communities, ultimately leading to a sustainable and networked group of activists in BiH integrated into the YIHR BH structure; and (2) connect young people from throughout BiH with their peers in Serbia, Montenegro and Croatia, brokering direct dialog between ethnically divided young people on regional scale. Since two years ago, young people from Bosnia and Herzegovina and the region also have an opportunity to share their experiences and knowledg with young people from entire Europe who are also taking part in this program.
It is important to emphasize importance of such gathering of young people, particularly from the different parts of BiH – this certainly represents a first step towards breaking the prejudice among young people of different national backgrounds, but also building solidarity and trust among them, which is pre-condition for continuous joint activities that YIHR BH conducts before and after SFFOn the other side, a regional dimension of SFF is also reflected through breaking prejudices among young people from different countries. Participation at SFF provides them an opportunity to exchange their experiences, define their similarities, to discuss “taboo” topics among themselves (e.g. minorities, LGTBQ population, identities) and to realize that there are more common things that connect them, rather to separate them).Through these nine years of cooperation,YIHR BH express its gratittude to Swiss Embassy in Bosnia and Herzegovina as they had recognized importance of such approach in the work with young people. YIHR BH is proud to be a part of the SFF family and is looking forward to continuing its work with young people from around Bosnia and Herzegovina, Balkan region and Europe.
