SARATOGA SPRINGS —

In 2023, members of the Saratoga Springs Police Department responded to 27,643 calls for all types of service – approximately 1,500 more calls than in 2022 - and generated nearly 3,800 cases that resulted in just over 850 arrests.

The Saratoga Springs Fire Department meanwhile

responded to 6,990 calls for service in 2023, representing a 9.2% increase compared to the previous year.

The Saratoga Springs Public Safety Department on March 8 released its annual report for 2023. The 74-page report was submitted March 5 by newly elected Public Safety Commissioner Tim Coll, and Deputy Commissioner Daniel Charleson.

Construction Starts at Saratoga National Historical Park March 18

SARATOGA COUNTY — Saratoga National Historical Park will begin construction to improve the South Parking Lot and trailhead access on March 18, weather permitting.

The South Parking Lot is located off State Route 32/ County Road 423 about ¾-mile west of Route 4. The construction

is expected to last roughly three weeks, during which time the area will be closed to public access. Once completed, the existing parking area will be vastly improved, including designated parking spots and larger trailer parking spots.

Saratoga National Historical Park Superintendent

Leslie Morlock said in a statement the project was specifically designed to provide safe and convenient access for recreational users of the park and that users of the Horse Trail will especially benefit from the improved parking layout.

All closures and updates will be posted at nps.gov/sara.

Preservation Foundation Presents “Ellen Hardin Walworth: Private to Public Life” March 21

SARATOGA SPRINGS — The Saratoga Springs Preservation Foundation at 7 p.m. on Thursday, March 21 presents the virtual program “Ellen Hardin Walworth: Private to Public Life.”

Corinne Scirocco and Heather Mabee, officers of the Saratoga Springs Chapter of the National Society of the Daughters of the American Revolution (NSDAR), will discuss the storied life of Ellen Hardin Walworth and her passion for preserving the history of Saratoga Springs and its veterans.

After facing adversity from an abusive marriage, Ellen became a lawyer, was one of the four founders of the NSDAR as well as the local chapter and was the only female Trustee of the Saratoga Battle Monument Association. Her accomplishments affected local and national preservation efforts thanks to her personal fortitude and rebelling against the idea of the “true Victorian woman.”

“As one of Saratoga Springs most notable residents of the late 19th and early 20th century, it is most fitting to showcase the life

of Ellen Hardin Walworth as the Women’s History Month program,” said Executive Director Samantha Bosshart.

This Women’s History Month program will take place on Zoom for a suggested donation of $10 or more. Fatal Crash In Greenfield “The Rise And Fall Of Ballston Spa As A Resort” –An Online Event March 21

At approximately 1:08 a.m. on March 8, the Saratoga County Sheriff’s Office received a report of a one-vehicle accident on South Greenfield Road in the Town of Greenfield. Upon arrival at the scene, patrols found a 2006 Ford pickup had failed to negotiate a curve, left

the roadway, and struck a tree. The operator, Justin Germain, 32, of Greenfield, was the only occupant of the vehicle. Germain was pronounced dead at the scene by the Saratoga County Coroner’s Office. The preliminary investigation indicates speed was a factor in the crash.

LETTER TO THE EDITOR

I am reaching out directly to all Saratogians to explain what is currently happening with the Saratoga Chapter of Black Lives Matter (BLM). The Office of Attorney General (OAG) recently issued a draft report alleging that certain public officials had an official policy of retaliating against BLM. Since this matter is subject to potential litigation, I will not comment further except to state the obvious which is the OAG will need to prove that statement in court.

During the recent public comment at City Hall, much was made about the OAG’s draft report and BLM’s anger was directed at me because I did correct an earlier draft of the report which contained material misrepresentations. I will always correct the record because the truth matters, and our democracy depends on the truth to survive.

At the last meeting, BLM, to its credit, protested, at least partly, in a manner that I felt was proper. They disagreed with me and voiced their displeasure by turning their backs. I support and applaud this first amendment right which did not disrupt the city council meeting.

Having said that, although I believe in BLM’s right to protest and demonstrate, I want to be clear that I disagree with their ongoing messages. At the last meeting, BLM used the somewhat concealed message, F*** 12, a message that means, F*** the police, as the 12 is a reference to the old TV show, Adam 12. I do not believe our police officers are PIGs or Murderers as BLM continues to claim. Further, I disagree with the idea of defunding and abolishing the police department as well as the idea that the United States of America is a terrorist state.

It is simply an honor to work daily with the men and women of our police department.

The Saratoga County History Center (SCHC) at Brookside Museum presents a virtual presentation by Theodore Corbett on “The Rise and Fall of Ballston Spa as Resort.”

The event will take place at 7 p.m. on Thursday, March 21, through Zoom.

After the Revolutionary War, the new nation’s earliest resorts were spas, following the tradition of those in England. Ballston Spa was one of the earliest and soon eclipsed its rivals in terms of springs, hotels and amenities. New York City’s Nicholas Low was the most enterprising of the Spa’s developers. By the 1830s, however, Saratoga Springs’ resort had surpassed Ballston Spa, which continued using its waterpower and railroad to establish the mills of the Industrial Revolution.

The event is open to the public. It is free for SCHC members, and $5 for non-members. Pre-registration is required through the website www. brooksidemuseum.org.

SARATOGA SPRINGS —

Wallace W. Allerdice, Jr., 81, passed away peacefully at his home on Saturday March 9, 2024 surrounded by his family. Born in Schenectady on September 10, 1942 to the late Wallace W. Sr. and Margaret (Moore) Allerdice. Wally started his life at a bit of a disadvantage having had his father pass away a month before he arrived. His mother, four loving aunts and maternal grandparents picked up the slack filling him with more than enough love to share with the world.

Ever the curious child, he began a lifelong love for learning that never stopped. His fondness for trucks, construction equipment and building started with an erector set and a collection of Smith Miller metal toy trucks he played with in a sandbox. He still has all of them. Without his father he learned early on that if he needed something, he was going to have to learn how to fix it or build it himself. This led him to forever ask questions on how something was constructed. How it worked.

He would get the tools and do much of the work himself. Learning car engines, electrical wiring, building structures and anything mechanical. Often times modifying or machining a part himself.

He graduated Saratoga Springs High School in 1960 and after failing out of Siena College twice, he went on to Hudson Valley Community College and received his associate degree. Shortly thereafter he began his first career as a computer programmer for the State of New York. This was back when computers were the size of rooms! Feeling his education still lacking, he began taking night courses at Russell Sage College to earn his bachelor’s degree in economics. During this time, he was introduced to the love of his life, his wife of almost 55 years, Sue.

In 1980, having gone as far as he could with his state job and getting frustrated with the daily grind, he quit the state, took a welding class at BOCES and began his first of many businesses ARC Welding out of the garage in his backyard. The entrepreneur bug had bitten and shortly thereafter, he purchased a crane and began Allerdice Crane Service hiring his brother-in-law John (Omar), as the crane operator. At this time, having inherited his family home on Circular St. which had been converted into apartments, he decided on expanding his real estate and purchased a burnt-out shell of a home on Phila St. and converted it into apartments. He liked it so much he would later in life go on to buy two more buildings on Union Avenue.

In November of 1982 on a

handshake deal, he and his wife were convinced by the Grande Family to buy the failing Millman and Hall lumber yard on the west side of town. Although a terrifying prospect at the time, this proved to be one of the best decisions he ever made. As luck would have it, two weeks after, two gentlemen, TR Pennell and Keith Potter, came looking for jobs. Between the three of them working 90-hour weeks, they built Allerdice Building Supply Inc.

Wally had an unparalleled work ethic and vision for the future slowly adding to the company over the years. A Commercial Door division, Glass and Mirror Shop and two hardware stores one in Milton, the other Malta. He always credited his staff for making all this possible. Without their genuine love, loyalty and hard work, Allerdice would not be a household name.

As hard as he worked at his businesses, he spent an equal amount energy and time on his love for his home, Saratoga Springs.

There were countless organizations and nonprofits he helped throughout his life. Lending a hand when he could or an ear to advise. Caring deeply for the vision of the future of Saratoga, he sat on the City Planning Board for over 20 years never missing a meeting or workshop. When he committed himself, he was all in. He served as a Trustee on many local boards including the Saratoga Springs Preservation Foundation, Brookside Museum (now Saratoga County History Center at Brookside), The Bolster Collection, The Walworth Collection, Greenridge Cemetery,

Universal Preservation Hall and most recently Saratoga Automobile Museum. Helping out was second nature to him, never one to turn his back. Because of this in 1995, he was bestowed the honor of becoming a Pillar of Saratoga.

In 1996 when asked to sit on the Board of the Adirondack Trust Company, this was his greatest honor. It was a full circle moment for him having had his grandfather William W. Allerdice serve there almost one hundred years prior from 1910 until his death in 1919. The impact and importance this had on him was incomparable.

It seemed only fitting then when in 2021, Saratoga Springs High School honored him with the Hall of Distinction Award. A shy man not wanting recognition for anything, his impact in this community can be felt far and wide. He touched the lives and hearts of many. He will forever be remembered for never being afraid to get down and dirty. Crawling under a vehicle or out of a hole in the ground, driving his CAT Loader across town to work on a project or plowing a friend’s driveway.

Always busy building something, one can only imagine how he had time for anything else. Anything fun? He lived by the phrase, “do something you love, and you’ll never work a day in your life.” Getting to play with his toys, digging a hole with his excavator or bulldozing in his backyard was his fun. But not his only fun. He had a love for cars, trains, helicopters, boats, guns, golf and photography that kept him more than occupied. From boat rides on Lake George and relaxing at his camp to taking car rides with his beloved German Shepherds on Sundays taking pictures all the while. However, the most fun thing for him though was talking to people. Especially his latenight dinner conversations at his favorite restaurant haunts. You know who you are!  People and his community were his life. They were the things he loved most. He

always said, “you are who your friends are” and he had some of the best! He will be missed by this world. Those of us who knew him were the lucky ones though. He was an old school handshake kind of guy. A man of his word. We will love him forever and miss him always.

In addition to his parents, he is predeceased by his four aunts Hannah and Elizabeth Moore, and Doris and Jean Allerdice.

He is survived by his wife Suzanna A. (Pasmik) Allerdice, his two sons Wallace W. Allerdice III and William J. Allerdice, William’s longtime partner Dr. Robert J. Moore, his brothers-in-law John (Julie) Pasmik, Tom Pasmik, his sister-in-law Betty (Jack) King, his nieces Jennifer (Nicholas) Frolish, Valerie Freemantle, his nephew Sean King, his great-nephews Noah (Gabriela) Frolish, Sam Frolish and his beloved fur babies Lucy and Leia.

Memorial contributions may be made to any of the organizations listed above, to Yaddo, the Adirondack Trust Company Community Fund, Community Hospice or any local animal shelter. Share the wealth as he did in his life.

The Allerdice family would like to thank all the doctors, nurses and Hospice for giving Wally the best of themselves at the end of his life.

SARATOGA COUNTY COURT

Saratoga County District attorney Karen Heggen announced 49-yearold Anthony Gargano of Gansevoort pleaded guilty in Milton Town Court on March 5 to a violation of the state Agricultural and Markets Law, a misdemeanor, in connection with a Jan. 4 incident. An investigation by the county Sheriff’s Office revealed that Gargano abandoned a cat, named Kane, after regular business hours outside the Saratoga County Animal Shelter, Heggen said, and that on Shelter cameras, Gargano is seen leaving the cat without shelter and driving away. That night, the temperature dropped to approximately 20 degrees Fahrenheit. To date, Kane the cat has not been located.

Gargano was sentenced to pay $755 in fines and fees and to provide a DNA sample for inclusion in the state DNA Databank. Gargano was sentenced to a conditional discharge which requires the

defendant to, among other things, not own, harbor, or have custody of any animal for a period of 50 years.

Twenty-three year old Schoharie man Timothy J. Felman was sentenced in Saratoga County Court to 2-to-6 years in a state correctional facility in connection with his July 2023 arrest for possessing a loaded “ghost gun” in downtown Saratoga Springs, Saratoga County District Attorney Karen Heggen announced.

A Caroline Street bouncer located a firearm on the defendant’s person as he attempted to enter a local bar during the early morning hours of July 23, 2023. The bouncer immediately flagged down nearby members of the Saratoga Springs Police Department who quickly approached the defendant, took possession of the firearm, and led the defendant away from the crowded street.

Upon closer inspection, police determined that the firearm did not possess a valid serial number and was therefore

an untraceable, illegal “ghost gun.” The defendant, a former Schoharie County Corrections Officer, later admitted that he had purchased the firearm components online and built it himself, Heggen said.

George Chillis, 34, homeless, pleaded to felony aggravated criminal contempt, charged December 2023 in Saratoga Springs. Sentencing May 6.

SARATOGA COUNTY SHERIFF’S OFFICE

Following an investigation into the sales of heroin and fentanyl throughout Saratoga County, Thomas J. Darrah, 36, of South Glens Falls, and Abigail M. Murphy, 31, of Greenwich, were each charged with criminal possession of a controlled substance, and criminal sale of a controlled substance - class B felonies. Darrah was additionally charged with felony criminal nuisance.

Peter J. Rupp, 44, of Troy, was charged with aggravated

criminal contempt, and criminal contempt – both felonies, and unlawful dissemination or publication of an intimate image – a misdemeanor, following a complaint of harassment involving dissemination or publication of intimate images in the town of Milton.

Joshua M. Bell, 38, of Watervliet, was charged with felony grand larceny, and falsifying business records in the first-degree. He is alleged to have stolen money and falsified business records while working as the manager at New Country Toyota of Clifton Park Collision Center from August 2022 to August 2023.

NY STATE POLICE

State Police arrested Nicholas J. Lamboy, 54, of Clifton Park, for Menacing a Police Officer, two counts of Criminal Possession of a Weapon, Unlawful Imprisonment, Criminal Possession of a Weapon in the fourth degree, Menacing in the second-degree, Resisting

Arrest, and Harassment in the

second-degree. On March 3, at about 10:19 p.m., Troopers received a complaint. The victim reported while at a home in Clifton Park, Lamboy allegedly threatened them with a knife and held them against their will. The victim eventually left the home unharmed and immediately drove to SP Clifton Park to report the incident. Upon receiving the complaint, Troopers and Investigators responded to the home to interview Lamboy. Lamboy was uncooperative with the investigation and refused to exit. During that time, Lamboy armed himself with a rifle and began walking towards Troopers. Eventually, Lamboy put the firearm down and was taken into custody, at which time he resisted arrest. The firearm involved was seized and found to contain an illegal high-capacity magazine.

Lamboy was arraigned at the Clifton Park Town Court and remanded to the Saratoga County Correctional Facility in lieu of $10,000 cash, a $20,000 bond, or a $100,000 partially secured bond.

Maple Season Begins With Tree Tapping Ceremony In Ballston Spa

BALLSTON SPA — A tree tapping ceremony was held last week at Hop City Maple in Ballston Spa to celebrate the beginning of New York’s maple season. The event was hosted by the Upper Hudson Maple

Producers Association. Maple apple pie and other treats were served to attendees, courtesy of Mourningkill Bake Shop. Originally begun as a backyard hobby in 2013, Hop City Maple has evolved into a

full-fledged business. Owners John and Emilia Medick have overseen the operation’s expansion, which now includes around 750 taps. The company was recently designated a New York Grown and Certified producer.

SARATOGA’S LAUREN DELANEY NAMED FAIRPERSON OF THE YEAR

SARATOGA COUNTY — Saratoga County Fair board member Lauren Delaney was named Fairperson of the Year by the New York State Showpeople Association – a 150-plus member not-for-profit organization

comprised of people involved with the outdoor amusements business in New York State.

Delaney is the first person from Saratoga County named as award-winner since the organization began presenting the

award in 1983.

“It was overwhelming, and a huge honor,” said Delaney, who lives in Greenfield Center with her husband Rob and their two dogs, Oliver and Grace. She has worked at the Saratoga Springs City Center since 2012.

Delaney began her love of fairs at the age of 18 months, she says, when she was the first complaint department in her highchair at the Saratoga County Fair. Summers growing up were spent traveling the tri-state area with her parents and visiting fairs. Her dad, Dick Rowland was the first general manager at the Saratoga County Fair. Delaney grew to become a chairperson of various committees, district

director, and a vice president of New York State Association of Agricultural Fairs. She has been a member of the board of directors at the Saratoga County Fair since 2009 and currently serves as the Concessions and Commercial Exhibits Chairperson and the Complimentary Ticket Coordinator. She also serves on the Safety & Security committee. Tonko Launches FY2025 Community Project Funding Application

SARATOGA COUNTY —

Congressman Paul Tonko announced his office has opened the application for Fiscal Year 2025 Community Project Funding (CPF) requests.

“Over the past several years, I’ve been proud to facilitate the Community Project Funding process through which worthy local initiatives can apply for federal funding that supports our communities and helps to grow our regional economy,” Congressman Tonko said, in a statement. “I am honored today to announce that Capital Region organizations and local governments can once again

apply for this federal funding. Over the coming weeks, my staff and I will work tirelessly to review eligible projects and advance the proposals that best match the criteria and that— most importantly—will deliver the most significant benefits to our region.”

Under the FY 2025 application process, each member of Congress is limited in the number of projects for which they can request funding. Community Project Funding is only available to state and local governments and nonprofit organizations. For-profit entities are not eligible to receive funding.

The application form, information on potential funding availability, and instructions on how to submit requests can all be found on the Congressman’s website at: https://tonko.house. gov/constituent-services/community-project-funding.htm.

Note that as full guidance for FY2025 CPF applicants has not yet been released, funding accounts and eligibility criteria are subject to change. CITY POLICE RESPONDED TO MORE THAN 27,000 CALLS, MADE 850 ARRESTS IN 2023; DRONE PROGRAM GOAL FOR ‘24

In 2023, James Montagnino served as commissioner of public safety, and Jason Tetu as deputy commissioner. The police department concluded the calendar year with 80 sworn personnel, 51 of whom are currently patrol officers, according to the report.

Overall, the Public Safety Department includes a fulltime Administrative Office Staff, a Police Department, Fire Department, Code Enforcement Division, Central Dispatch, Traffic Maintenance, Animal Control Officers and a Health Officer. There are approximately 204 fulltime employees. An additional 14 part-time employees work as school crossing guards, vehicle traffic controllers, part-time traffic control maintenance and summer laborers at the traffic garage.

POLICE DEPARTMENT

The Saratoga Springs Police Department was created by an act of the State Legislature in 1887, when a staff of 8 worked out of a station that was formed as an annex to town hall. The current department resides in the same location and has expanded into additional portions of the building. Tyler McIntosh has served as chief of police since June 2023.

Among the department’s stated goals in 2024 is the development and implementation of a department Drone Program, which will enhance investigations and crowd-management capabilities.

Additional goals include: creating a Traffic Safety Unit, a Citizen Police Academy, and developing and implementing a comprehensive Wellness Program to improve members’ mental and physical health.

The department also reported it has acquired Flock License Plate Readers, which provides AI and machinelearning powered technology to reveal detailed information that may not have otherwise be available, according to the company. The LPR’s will be set in fixed locations around the city.

In 2023, members of the Saratoga Springs Police Department responded to 27,643 calls for service. The most frequent call type was the traffic stops, which accounted for about 11% of all calls.

Officers generated 3,794 cases that resulted in 852 arrests. Comparatively, in 2022, the police department responded to 26,186 calls for service, and officers generated 3,933 cases that resulted in 821 arrests.

A consistent primary density for calls for service were in the area of Broadway between Caroline Street & Lake Ave. Secondary hotspots consistently observed were in the area of Union Street between Adelphi St. & Arthur St. as well as Hamilton St. between W Circular St. & Congress St. During the summer months, a consistent density for calls emerged in the area of the Saratoga Racecourse, and at the western portion of Saratoga Spa State Park in correlation with Saratoga Performing Arts Center.

Of the 27,643 calls for service handled by members of the SSPD in 2023, 63 resulted in a use of force by SSPD standards. Those 63 resulting instances: Physical Force (40); Firearm Displayed (16)/ Firearm Discharged (0); Taser Displayed (5)/ Taser Deployed (2); Pepper Spray Deployed (0).

In 2023, city police responded to 998 reportable traffic crashes, down from 1,052 compared to the previous year.

Officers conducted 2,976 traffic stops in 2023 and issued 1,754 Uniform Traffic tickets –up from 1,686 tickets in 2022. Of the tickets issued 114 were for Driving While Intoxicated offenses, down from the 132, 135, and 133 DWI tickets issued for DWI offenses in each of the three previous years, respectively.

FIRE DEPARTMENT

The Saratoga Springs Fire Department has 84 full-time career fire officers and firefighters.

In 2023, the Saratoga Springs Fire Department responded to 6,990 calls for service. This represents a 9.2% increase from 2022. Emergency Medical Responses accounted for 4,911 of the responses. Alarm Activations – 644, Good Intent

and other – 697, Hazardous Conditions – 147, Service Calls – 198, and Fires – 93, were some of the others. The 93 responses to fire were the highest number in any one year compared to each of the past five years.

The average response times, from dispatch to arrival in 2023, were 4:24 (downtown and eastside), 5:12 (westside), and 6:28 (I-87 East).

The year also saw the Saratoga Springs Fire Dept. hosting its first Recruit Firefighter Training Academy, in a joint effort with the cooperation of the Wilton VFD, Glens Falls FD and the Albany Airport FD. The Academy began in late March and concluded in mid-July with the graduation of

15 firefighters.

Fire Prevention and Inspection/Code Enforcement – In 2023, there were 1,963 total inspections, with 811 total violations.

Ambulance Report –in 2023, there were 5,398 emergency medical calls, and 3,900 transports. The fire department EMS revenues increased in 2023 as a result of placing a second ambulance in service on a daily basis. That ambulances transport revenue in 2023 was just over $2.9 million.

ACTION! NEW CINEMA OPENS IN WILTON

WILTON — Once again as it had once before, the fragrance of hot buttered popcorn roams the long halls of the Wilton Mall, welcoming all who enter with a familiar and comforting scent.

Four years after hosting what was thought to be its final screening, a multi-theater cinema has opened once again at Wilton Mall. The cinema features eight screens, including one large-format auditorium. All the auditoriums feature luxury leather rocking chairs, wall-to-wall screens, and Dolby Digital surround sound.

It is operated by Scene One Entertainment. Joe Masher is its owner and CEO. For Masher, formerly of Bow Tie Management, It is a return once again to a place he was charged with operating once before –this time in the role of entrepreneur instead of employee.

“It first opened on my birthday in 2013, so this one

holds a special meaning for me,” Masher said, at a gathering staged March 13 to celebrate the cinema’s opening, in front of an audience that included local business executives, regional political dignitaries and members of the media.

Sen. James Tedisco recalled his own brush with the cinema world as a young man, working in the wardrobe department during the filming of “The Way We Were.” The film, starring Robert Redford and Barbra Streisand, was filmed in part in Ballston Spa and Schenectady in 1972. “I got fifty bucks a day,” Tedisco quipped. The Wilton movie theater had originally opened in October 2013 by Bow Tie Cinemas and closed during the early on-set of the COVID-19 pandemic.

A return of movies in a mall might seem a challenging proposition of entertainment daysgone-by, but Masher – who also owns a cinema in Schenectady, said he believes in movie-going as a traditionally out-of-home

American cultural experience. “And that’s not going to change,” he said, flanked by a cinema lobby with walls draped in the images of posterboard heroes – Ryan Gosling, Amy Winehouse, Emily Blunt, among them, collaborating with a visual variety depicting twisters, apes, ancient warriors, and next-generation robots.

“I just came back from a week in Los Angeles where I was part of a coalition that met all of the heads of distribution from various studios, and we were assured the film calendar is packing-in for the rest of the year and that we would have exclusive product that would be as “In Theaters Only,” said Masher, who grew up in Troy, worked several decades in the cinema theater industry in a variety of locations on the east coast. Now, he says, he has returned home to the region and has brought some members of “my old theater team” along with him.

“The theater is in fantastic shape and the mall has

maintained it beautifully since its pandemic closure,” Masher said, adding that potential future plans include removing some of the rows in one of the theaters and inserting a stage where comedy shows and Open Mic nights can be held, as well as transforming a portion near the entryway into an authentic beer garden.

“Scene One Cinemas fulfills one of the most requested uses from our guests and brings the former theater space in the food court back to life,” said Wilton Mall General Manager Mike Shaffer.

The Wilton Mall has seen some large-scale changes in recent years, and more changes may soon be underway. In 2018 BonTon closed, followed two years later by the closure of Sears. In 2020, Saratoga Hospital set up its medical offices in a repurposed vacant space previously occupied by Sears, and a potential project under discussion seeks to develop nearly 400 apartments

alongside the mall.

“I’m very excited with what’s going on at the Wilton Mall, particularly with the potential of the residential units coming in,” Masher said. The plan for that potential development continues to move through the town’s approval process. Developers will next stage a public appearance before the Wilton Town Board on April 4.

GlobalFoundries Worker Attends State Of The Union

Spica, a Wilton resident, is a product of the GlobalFoundries apprenticeship program. “As an apprentice, I worked fulltime, earned a good salary, had on-the-job training; plus [GlobalFoundries] paid for my coursework at Hudson Valley Community College,” Spica said in a statement. “I’m grateful to the company and would encourage others considering a career change, or at the start of their careers, to take a serious look at GF and the semiconductor industry.”

Last month, the U.S. Department of Commerce announced that it would

send $1.5 billion in funds to GlobalFoundries. The investment is part of the CHIPS and Science Act, which was signed into law by President Biden in August of 2022. GlobalFoundries will use the funds to expand its existing facility and build a new microchip fabrication plant in Malta. In support of these projects, Governor Kathy Hochul also announced $575 million in direct funding for New York State Green CHIPS. Additional $15 million and $30 million investments are planned for workforce development activities, as well as infrastructure upgrades and energy initiatives, respectively. All told, the investments are expected to create more than 10,000 jobs.

“When I wrote my CHIPS & Science Law, I had Upstate NY as my ‘North Star,’ to build the future of America’s industry here in the Capital Region,” Senator Schumer said in a statement. “Kim represents the best of that vision.”

Fred Astaire Dance Studios Announces Expansion

Fred Astaire Dance Studios, a franchise with a location in Saratoga Springs, is expanding to the Washington D.C. area, and local studio owners Elizabeth and Sergiy “Grey” Masko will oversee the new openings.

“We’re planning in the next decade to open about ten studios in that area,” said Elizabeth Masko in a statement. “We will be in charge of the studios, but we won’t be running the day-to-day operations. We will be training the owners and helping them to grow and expand their business.”

It was after experiencing significant growth at their Saratoga

Ballston Spa Music Department Honored

BALLSTON SPA — Ballston Spa Central School District’s music program was formally recognized by the Board of Education at a meeting last Wednesday night. Students from across all grade levels attended the meeting to pose for photos and support one another.

“This evening, evidenced by the large gathering here,” said Board President Jason Fernau, “it is our pleasure to recognize what is clearly a very strong and vibrant music program.”

Brian Retersdorf, the district’s K-12 Music Coordinator,

said that Ballston Spa’s music program is “one of the most supported districts, I firmly believe, in the Capital Region.”

Retersdorf said his student orchestra was now the largest in the Suburban Council.

“31 students playing the professional-level books. Not regular books, professional level that Broadway musicians, people across the world are playing.”

“This, to me, is what success is,” Retersdorf said, “being able to recognize this many students who are achieving such incredible things.”

Saratoga Science Bowl Teams Wins 1st Place

SARATOGA SPRINGS —

The Maple Avenue Middle School Science Bowl team won the gravity-powered car competition at the New York State Capital District Middle School Regional Science Bowl earlier this month. They also finished 6th in the academic competition.

Ballston Spa Schools Beefing Up Cybersecurity

BALLSTON SPA — The Ballston Spa Central School District has $1.4 million budgeted for IT support services this year and anticipates spending another $1.5 million next year.

Much of this increase in funds is due to cyber security enhancements, said Clerk of the Board and Records Access Officer Brian Sirianni during a budget development presentation at the March 6 Board of Education meeting. “Cybersecurity is just top of the mind, every day, every way,” Sirianni said.

To help with cybersecurity issues, the district hires multiple outside consultants. “We rotate through various groups to get more information from various companies,” Sirianni said, “so that we’re not just hearing the same things.” The district has

nearly 4,600 Chromebooks and more than 1,000 desktop computers to safeguard.

According to the Board of Education’s policy manual, the district is “committed to maintaining the security and privacy of student data and teacher and principal data and will follow all applicable laws and regulations for the handling and storage of this data in the district, and when disclosing or releasing it to others, including,

but not limited to, third-party contractors.”

A November 2023 case study by the computer software company Faronics reported that the implementation of Deep Freeze, a software utility, resulted in an 80% reduction in software-related issues and system crashes across the district. Faronics called the Ballston Spa Central School District “a testament to strategic IT solutions’ power.”

Local Schools Advance to “Odyssey of the Mind” State Tournament

GLENS FALLS — More than 100 students competed in the 2024 Region 6 Odyssey of the Mind competition last weekend in Glens Falls, and both Galway and Ballston Spa students will be advancing to the state tournament.

Two teams from Ballston Spa School District’s Malta Ave Elementary will head to states, and for the first time ever, Galway will have a team from every division competing.

Galway’s Division 3 team also won an Omer award, which is given in recognition of individuals or teams who demonstrate outstanding sportsmanship, exemplary behavior, or exceptional talent. This team represented Galway last year at the Odyssey of the Mind World Finals in Lansing, Michigan, earning first place for long-term problem, and fourth place overall.

Odyssey of the Mind is a

problem-solving competition for students of all ages. At the beginning of the school year, teams are divided by grade level into several divisions and choose to perform one of five long-term problems, which they practice for months. This year’s problems were: Pirates & the Treasure, Because iCan, Classics…The Walls of Troy, Where’s the Structure, The Most Dramatic Problem Ever, and Dinos on Parade. On competition day,

every team is asked to solve a secret spontaneous problem. Combined scores are tallied for each team and determine whether or not the teams will advance to the state tournament.

YIELDS: 12 muffins | PREP & COOK TIME: 28 min

INGREDIENTS:

*Ingredients currently available at the farmers’ market

• 1 ¾ cups white whole wheat flour or regular whole wheat flour

• 1 ½ teaspoons baking powder

• 1 ½ teaspoons apple pie seasoning* (cinnamon, nutmeg, ginger)

• ½ teaspoon baking soda

• ½ teaspoon salt

• 2 cups peeled and grated carrots* (from ¾ pound carrots—about 3 large or up to 6 small/medium)

• ½ cup roughly chopped walnuts, optional

• ½ cup raisins, optional

• ⅓ cup melted coconut oil or extra-virgin olive oil

• ½ cup maple syrup* or honey*

• 2 eggs*, preferably at room temperature

• 1 cup plain Greek yogurt*

• 1 teaspoon vanilla extract*

• 1 tablespoon turbinado sugar for sprinkling on top

INSTRUCTIONS:

1. Preheat oven to 425 degrees Fahrenheit. If necessary, grease all 12 cups on your muffin tin with butter or non-stick cooking spray.

2. In a large mixing bowl, combine the flour, baking powder, apple pie spice, baking soda, and salt. Blend well with a whisk. Add the grated carrots, chopped walnuts, and raisins to the other ingredients and stir to combine.

3. In a medium mixing bowl, combine the oil and maple syrup and beat together with a whisk. Add the eggs and beat well, then add the yogurt and vanilla and mix well.

4. Pour the wet ingredients into the dry and mix with a big spoon just until combined (a few lumps are ok). Divide the batter evenly between the 12 muffin cups. Sprinkle the tops of the muffins with turbinado sugar. Bake muffins for 13 to 16 minutes, or until the muffins are golden on top and a toothpick inserted into a muffin comes out clean.

5. Place the muffin tin on a cooling rack to cool. If you have leftover muffins, store them, covered, at room temperature for two days or in the refrigerator for up to 4 days. Freeze leftover muffins for up to 3 months.

This weekend is St. Patrick’s Day. Many of us have traditional St. Patrick Day practices that we have carried over either from family or have created over the years. The holiday is honored in myriad of ways around the world, ranging from the preparation of classic Irish food like Irish Potato Pie, or the classic Corned Beef and Cabbage, to adorning homes with clever green-andgold decorations, and even making leprechaun traps.

Though the festivities have changed over the centuries, St. Patrick’s Day’s traditions still showcase much of what makes Irish culture so unique. What will bring you luck? We can hope a little luck of the Irish rubs off on us when we partake in them. We think of leprechauns’ pots of gold at the end of the rainbow, pints of Guinness, bagpipers marching, and symbols like fourleaf clovers. Originally a religious feast honoring the patron saint of Ireland, St. Patrick’s Day has turned into a day to celebrate all things Irish. Surprisingly, the way the holiday is celebrated in Ireland looks a little different, as some of the customs we associate with it are actually Irish American traditions. But either way, we can hope a little luck of the Irish rubs off on us when we partake in them.

Irish Cream Cheesecake

INGREDIENTS

• 24 oz cream cheese, softened

• 2 c vanilla cookie crumbs, for crust

• 1/3 c butter, melted

• 1/2 c sugar

• 3 large eggs

INSTRUCTIONS

• 2 Tbsp flour

• 1 c irish cream liqueur

• 1 tsp vanilla extract

• 1 c white chocolate, grated

• 6 - 8 drops green food coloring

1. Set oven to 350 degrees. Combine the cookie crumbs and butter in a medium-size bowl. Press on the bottom of a 9-inch springform pan. Bake in oven for five minutes. Remove and set aside.

2. Cream the cheese and sugar. Beat in the eggs, flour, liqueur, food coloring and vanilla until smooth. Pour mixture onto crust and bake for 40 minutes. Turn off oven and leave in oven for another 15 minutes.

3. Remove from oven and let cool. After cheesecake has cooled, sprinkle white chocolate on top. Refrigerate overnight. Enjoy!

Getting Your Estate Plan in Place

SIX STEPS TO SUCCESSFUL ESTATE PLANNING

Getting your estate plan in place is sometimes known innocuously as “doing estate planning” or more ominously as “getting your affairs in order”. There are many reasons to do it. They range from the somewhat ordinary, like you are nervous about getting on an airplane to see a relative – to the more significant, like you are facing a serious illness and want to be prepared if things do not go well.

I recently faced this situation myself, because I had to go in for surgery to address an arterial blockage - which is unfortunately not uncommon for a man my age. I had great faith in the skills of my surgeons. The likelihood of a serious problem was slim, but the possibility of an adverse result was not nonexistent. Thankfully, I received excellent care and had a successful outcome. I offer the following six steps for getting your estate plan in place, after having just done so myself.

Step 1 – put together a list of assets

You should put together a list of all your assets. It is important to note how all the assets are owned and what their values are. I have written previously in these pages about the “three baskets” of assets. The first basket is made up of those assets you own in your name only. The second basket is comprised of assets you hold jointly with someone else. The third basket is made up of assets that are payable to a named beneficiary. It is important to

note which basket each of your assets is in.

Step 2 – check your co-owners and beneficiaries

Basket two and three assets will go to the surviving joint owner or beneficiary, if you were to pass away. It is important that you note who those people are, and you should ensure they are who you want them to be. For example, you may have an IRA with a beneficiary designation that you meant to change, but you never got around to doing so. Now is the time to get that done, so you ensure the asset goes to the beneficiary you want.

Step 3 – make sure your Will or Trust is in place

As I have mentioned previously, you will likely have a Will and/or a Trust as your main estate planning document. Depending on your circumstances, you may have both documents and may even have more than one Trust. Regardless of your circumstances, you should ensure the appropriate Will and/ or Trust documents are updated and in place.

Step 4 – make sure you have a Health Care Proxy and POA

A health care proxy designates an agent to make health care decisions for you, if you cannot make them for yourself. If you go into a hospital for a procedure, as I did, the hospital will ask you if you have one. If you do not, they will suggest you do one. In conjunction with the health care proxy, you can do a living will, which describes your wishes regarding your medical care.

A power of attorney (POA) is a document which designates an agent or agents to handle your financial decision making. A POA is extraordinarily important to have, in the event you are temporarily or permanently disabled.

Step 5 – assemble a list of your passwords

It is the scourge of modern life that we have a plethora of passwords. They are the gatekeepers to our finances, entertainment, and personal affairs on-line. If you become disabled and want your power of attorney agent to handle your affairs, they may find it quite difficult if they do not have access to your passwords. You can put them together on a physical list, which can be kept in a home safe. Another option is to purchase an on-line password protector like Keeper or Dashlane. Whichever method you use (potentially both), make sure to share the safe combination or master password with your trusted agent.

Step 6 – put everything together on a master list

Your master list will detail all the information from steps one through five above. The master list should be kept in a secure place, like a home safe or safe deposit box. Obviously, you need to share the access information to the safe or safe deposit box with your trusted agent.

Getting your estate plan in place is as simple as the six steps set forth above. While the steps collectively may seem like a lot of work, you can easily get through them if you methodically take them one at a time.

In my twenty-seven years of law practice, I have encountered many instances where a proper estate plan was not in place and someone died or became disabled. Depending on the circumstances, the results can range from troublesome to catastrophic. The good news is that by simply working your way through the six steps above, you can avoid such negative outcomes and ensure your loved ones are taken care of and your wishes are carried out.

As I mentioned at the outset of this article, the inspiration for writing this column came from my own personal experience in going in for a recent surgery. I would like to take this opportunity to

The Rise and Fall of Ballston Spa as a Resort

Next Door” series. After the Revolutionary War, the new nation’s earliest resorts were spas, following the tradition of those in England. Ballston Spa was one of the earliest and soon eclipsed its rivals in terms of springs, hotels, and amenities. New York City’s Nicholas Low was the most enterprising of the Spa’s developers. By the 1830s, however, Saratoga Springs’ resort had surpassed Ballston Spa, which continued, using its waterpower and railroad to establish the mills of the Industrial Revolution. 31st Annual Northeastern Woodworkers Showcase

Jazz Ambassadors In Free Public Performance at UPH

The internationally acclaimed Jazz Ambassadors of Washington, D.C. will continue its long tradition of presenting free public performances when they appear at Universal Preservation Hall at 7:30 p.m. on Saturday, April 20. The Jazz Ambassadors’ concert in Saratoga Springs is presented by Proctors Collaborative.

The Jazz Ambassadors, a 19-member ensemble formed in

1969, is the official touring big band of the United States Army.

The band’s repertoire includes big band swing, bebop, Latin, contemporary jazz, standards, popular tunes, traditional New Orleans jazz, vocals and patriotic selections, many of which are written or arranged by members of the Jazz Ambassadors.

The Jazz Ambassadors have appeared in all 50 states, Canada, Mexico, Japan, India and throughout Europe.

In recognition of SaratogaREADS! 20th Anniversary, Saratoga Springs Public Library asked the community to revisit by vote a previous community read selection. By popular vote, “The Immortal Life of Henrietta Lacks,” by Rebecca Skloot was chosen.

For this year’s keynote event, SaratogaREADS! and Skidmore College will welcome two

members of Henrietta Lacks’ family to Saratoga Springs, streaming to an in-person audience at Skidmore’s Gannett Auditorium, 2-3 p.m. Saturday, March 23. Lacks’ great-grandaughter, Victoria Baptiste and daughterin-law, Shirley Lacks will participate in a conversation about Henrietta’s legacy. The event does not require tickets or pre-registration, and is open to all.

Through SaratogaREADS! programming, the library plans to delve into a variety of the book’s themes - sexism, racism, classism, poverty, inequality, ethics, medicine, and other themes.

SPAC Announces “Here On Earth” In Celebration of Earth Day

SARATOGA SPRINGS—

Saratoga Performing Arts Center announces that in honor of Earth Day, it will present Here on Earth with trailblazing pianist, speaker and activist Lara Downes and celebrated chamber ensemble Miró Quartet.

Slated for April 21 at 3 p.m. at the Spa Little Theater, the special project was developed at SPAC and is presented in partnership with the Skidmore College Department of Music.

“Bringing this important project, which was incubated in our very own Park, is part of our commitment to providing experiences of wonder and awe in our community yearround,” Elizabeth Sobol, SPAC’s President & CEO said, in a statement. “We are proud to support and commission the creation of new works by these artists who harness their talents to make the world a better place.”

The program features musical depictions of our planet earth, its evolution, and the lives of its inhabitants, expressed through music. The afternoon will span centuries, from Haydn’s Sunrise Quartet to Darius Milhaud’s La Création du Monde (composed in 1923) and Clarice Assad’s A World Of Change, newly

commissioned in 2023. Traveling through time and space, the program telescopes in to celebrate the beauties of the natural world, while also exploring our evolving relationship with our ever-changing planet.

Local Children Audition for New York City Ballet

SARATOGA SPRINGS — More than 100 local children took part in an audition to dance with New York City Ballet during its Saratoga season, July 9 - 13.

New York City Ballet Children’s Repertory Director Dena Abergel led the auditions seeking 24 children for roles in scenes from George Balanchine’s Coppélia. Auditions were staged at SPAC School of the Arts on South Broadway. Considered one of the greatest comedic ballets of the

19th Century, Coppélia premiered in Saratoga in 1974 and was co-commissioned by SPAC. Choreographed by George Balanchine and Alexandra Danilova after Marius Petipa, it has remained one of the bestloved classical works in the ballet repertory.

Scenes from Coppélia will be featured as part of the Swan Lake & Stars and Stripes program on Friday, July 12 and Saturday, July 13, in addition to opening night’s NYCB On and Off Stage program on Tuesday, July 9.

The National Museum of Racing and Hall of Fame will throw a birthday party for 1973 Triple Crown winner and Hall of Fame member Secretariat on Saturday, March 30. The celebration will include a screening of the Disney movie “Secretariat,” and mark the final day of the Museum’s exhibition “A Tremendous

Machine: Celebrating the 50th Anniversary of Secretariat’s Triple Crown.”

The event will run from 10 a.m. to 2 p.m. and is included with the cost of regular Museum admission. Kids’ activities include a scavenger hunt, build-yourown trophy station, and birthday card design. Light refreshments and treats will be served.

OKLAHOMA TRACK OPENING NEXT MONTH

The Oklahoma Training Track at the Saratoga Racecourse will open for the 2024 season on Thursday, April 18. The Oklahoma barn area will open to licensed trainers and staff beginning Monday, April 15. As preparations continue for the 2024 Belmont Stakes Racing Festival, the main track will open on Monday, May 6, about one month earlier than usual.

Due to ongoing construction at Belmont Park on Long Island, NYRA will waive stall rental fees at Saratoga for the spring training season beginning May 6, provided all trainer accounts are current through the end of 2023.

SKIDMORE’S BASEBALL SEASON KICKS OFF WITH MIXED RESULTS

SARATOGA SPRINGS —

The Skidmore College baseball team opened its season with a pair of victories against St. Joseph’s University Brooklyn at the Verrazano Babe Ruth Field in Staten Island on March 3.

The first game featured a three-run home run from Sam Kornet. Reliever Christian Giresi notched six strikeouts while earning the save. The Thoroughbreads finished with a 6-5 win. In game two, Skidmore dominated, 17-1. Freshman outfielder Owen Roy hit a grand slam in his collegiate debut. St. Joseph’s pitching was unruly throughout the contest, resulting in 12 walks and 7 hit-by-pitches.

The team next headed south for the Gene Cusic Classic in Fort Myers, Florida, where they lost both games of a doubleheader to Haverford College on March 10. The first game was a narrow 2-1 defeat, but Skidmore was blown out 20-6 in the second contest.

On March 11, the Thoroughbreads eked out a razor-thin, extra-innings 10-9 victory against Wisconsin Lutheran. The game had a wild conclusion. With 2 outs in the bottom of the 10th, sophomore Eddie Galvo reached first base with a single, scrambled to second after a wild pitch, stole third, and then ran home for a walk-off win.

As of press time, Skidmore was 3-2 on the year. Sam Kornet had been stellar thus far, earning a 1.402 OPS across all five games.

Jaden Torrado, a senior outfielder from the Bronx, was also off to a great start, with 2 doubles, a triple, and a 1.158 OPS.

On the pitching front, senior Ameer Hasan has led the way with a 2.89 ERA in 9.1 innings. For his efforts, Hasan was named to the Liberty League Honor Roll.

Skidmore will have a busy schedule this week, playing a double-header against Rhode Island College on March 13, a game against Franklin and Marshall on the 14th, and two more games on the 15th against Wisconsin Lutheran and Ohio Wesleyan. The team will wrap up its trip to Florida against the University of Pittsburgh at Bradford on Saturday.

Skidmore’s first home game will be on Friday, March 22 against Bard College at the David Alexander Castle

Diamond in Saratoga Springs. Skidmore had been scheduled to begin their season on March 2 at Baruch College,

but the game was canceled. Another scheduled game against SUNY Oneonta on March 6 was postponed.

Local Infielder Hoping To Follow In Derek Jeter’s Footsteps

TAMPA — Kevin Smith, a native of East Greenbush and a graduate of Columbia High School, grew up watching New York Yankees shortstop Derek Jeter on TV. Now, Smith may have a chance to play at Jeter’s position in the Bronx.

“Every kid growing up in New York grows up watching the Yankees,” Smith told YES Network’s Jack Curry on Monday. “I was one of those kids watching Jeter every night.”

Smith has been with the Yankees throughout spring training in Tampa, but a recent injury suffered by Oswald Peraza has increased Smith’s odds of making the team as a backup shortstop. Smith is among a handful of infielders with major-league experience vying for the job. So far this spring, he’s gotten 20 atbats, the seventh most of any Yankee. Last week, he hit an RBI single against the New York Mets. Smith is primarily known for his defensive abilities, and has said he can play short, third, or second base. A 2022 Baseball

America scouting report said that Smith’s “power and defensive skill set could allow him to stick around as a utility player.”

“I’m just trying to have the

best spring that I can, have the best day and do the best work that I can, day in and day out, and let the chips fall where they may,” Smith told Curry.

GALWAYS — Galway Central School District basketball player Chris Maher was named to the 2nd team of the 20232024 Western Athletic Conference Boys Basketball All-Stars in the Mohawk Division. Players named to the All-Star teams were selected by local coaches.

Cheerleaders Win Title; Rank 7th in State

SCHUYLERVILLE —

The Schuylerville High School varsity cheerleading team competed in the New York State Public High School Athletic

Association’s Competitive Cheerleading Championship in Binghamton earlier this month. The team ranked 7th in the state for Division 2 Large Varsity.

Prior to the state competition, Schuylerville won its third consecutive Section 2 Class C Championship under Coach Charlene Becker.
