ince the establishment of the ASEAN-China Free Trade Area in 2002, China has become ASEAN’s largest trading partner, and ASEAN has become China’s third largest trading partner. ASEAN was also the top investment destination for Chinese investors in 2012.

China and ASEAN will continue to play an important role in the growing Asian economy. Both are fast-growing markets that will contribute to global demand. China has maintained GDP growth of 7.7% in 2013 in the face of weaker global demand. It is also taking steps to deepen economic restructuring and boost domestic consumption. ASEAN has a population of over 600 million and a combined GDP that is the 3rd largest in Asia, with a growing middle class and projected average growth of 5.4% per annum over the next five years. With the ASEAN Economic Community set to be established by 2015, this will increase the flow of goods, services and people within ASEAN, boosting its effectiveness as a single production base. Supported by these developments, China and ASEAN aim to increase bilateral trade to US$1 trillion by 2020 and increase bilateral investment by US$150 billion in the next 8 years. Both sides are also continuing to strengthen collaboration through efforts such as upgrading the ASEAN-China Free Trade Area. The 11th China-ASEAN EXPO (CAEXPO), which aims to promote closer economic cooperation through greater ASEAN-China connectivity, will be a good platform for China and ASEAN to further enhance trade and investment flows. I am happy to note that our Singapore companies, led by the Singapore Business Federation, have found CAEXPO a useful platform for exploring business and investment opportunities into China. As the Country-of-Honour at this year’s CAEXPO, Singapore is pleased to highlight the theme of “Connectivity” and to showcase how Singapore can contribute to promoting ASEAN-China economic growth. For instance, Singapore is the world’s busiest port with a ship arriving and departing every two to three minutes, and handling more than 60,000 containers each day. Singapore Changi Airport has extensive air links with more than 6,000 flights to 70 countries every week. This enables Singapore to act as an effective transport hub for goods, services and people. Singapore companies’ strengths in services sectors such as port management and logistics, smart city solutions, urban planning, education and healthcare can also contribute meaningfully to the region’s development, driven by China’s and ASEAN’s rising demand for such services. Singapore’s strong presence as a business, financial and commodities hub can help to promote business connectivity with the region and the world. Companies can also leverage on the RMB clearing centre in Singapore, which is currently the second largest clearing centre for RMB transactions outside of mainland China, after Hong Kong. With Singapore connected to major economies and new markets in the region through an existing network of 20 regional and bilateral FTAs, I hope more Chinese companies will consider establishing their regional operations in Singapore and using Singapore as a springboard to the region and the world. I wish the 11th CAEXPO every success and am confident that it will contribute to enhancing ASEAN-China cooperation and laying the path for a “Diamond Decade” of ASEAN-China economic growth for the next ten years.

SEAN and China are strong partners that have contributed greatly to Asia’s growing prominence. ASEAN straddles the crossroads of major markets and is a dynamic region of 600 million citizens with a combined GDP of more than US$2 trillion; China is today the world’s second largest economy and largest trading nation. In the face of global uncertainties, ASEAN and China must continually strengthen our links and integrate our economies to achieve sustained growth. ASEAN has made steady progress on the Master Plan on ASEAN Connectivity, which aims to connect ASEAN through enhanced physical infrastructure, effective institutions and empowered people. China has actively supported ASEAN Connectivity by setting up a credit support scheme and an ASEAN-China Maritime Cooperation Fund. China has also proposed the establishment of an Asian Infrastructure Investment Bank. ASEAN is a driving force in regional economic integration. Having concluded FTAs with six major partners, viz. Australia, New Zealand, China, India, Japan and the Republic of Korea, ASEAN is now working with China on a timely upgrade of the ASEAN-China FTA. To accelerate regional integration, ASEAN also embarked on the Regional Comprehensive Economic Partnership (RCEP) with its FTA partners, including China, in 2012. The 11th China-ASEAN EXPO (CAEXPO) has adopted the theme of building the “21st Century Maritime Silk Road”. This is complementary with the ASEAN Master Plan for Connectivity. As Country-of-Honour of CAEXPO this year, Singapore has chosen “Connectivity” as our theme to demonstrate how Singapore can contribute to enhancing regional connectivity. CAEXPO is a useful platform for officials and businesses from ASEAN and China to come together to create and share new ideas. Singapore is pleased to share our experience. With strong vision and dedication, ASEAN and China can maximise the benefits of regional cooperation and bring greater prosperity to more than a quarter of the world’s population. I wish the 11th CAEXPO every success.

s the agency driving Singapore’s external economy, International Enterprise (IE) Singapore promotes international trade and overseas expansion of Singapore companies. We do this by engaging markets with good fundamentals for long-term growth. China has been a key market for our companies since the 1980s. Last year, China became our largest trading partner for the first time, while Singapore became China’s largest foreign investor as a country. Singapore companies’ investments have broadened in tandem with China’s economic advances over the years. The scope of our collaboration has also widened. Beyond the traditional in-market investments in sectors such as urban solutions, transport and logistics, and modern services, Singapore companies have started to partner Chinese enterprises in their expansion to the region. Some recent examples include Alibaba’s collaboration with Singpost as well as Huawei’s partnership with YCH. This is in line with what China-ASEAN Expo (CAEXPO) was set up to achieve – promoting exchanges, trade and multi-pronged cooperation between China and ASEAN. Singapore has participated in the CAEXPO since its inaugural edition in 2004. As the Country-of-Honour for the 11th CAEXPO this year, we wish to highlight Singapore’s strengths as the gateway to ASEAN to all participants. Singapore’s strategic location at the heart of Asia; excellent connections with China and ASEAN; and positioning as a global financial and business centre make us an ideal location and partner for companies interested in this region. We also share a complementary relationship with Guangxi, the host of CAEXPO. With improved physical infrastructure links to in-land China and neighbouring Guangdong, the industrial powerhouse of China, Guangxi provides good access for ASEAN companies interested in China. Singapore companies such as Banyan Tree, ComfortDelgro, DBS Bank, Hong Leong, Nobel Group, PIL Shipping, Sembcorp Utilities and Wilmar are already tapping on Guangxi’s advantages. Last year, Singapore’s bilateral trade with Guangxi reached US$660 million while our cumulative investments amounted to US$560 million, stretching over 186 projects. IE Singapore remains committed to CAEXPO, and supports Singapore companies’ participation in the event as well as the China-ASEAN Business and Investment Summit (CABIS). I would like to take this opportunity to thank the China-ASEAN EXPO Organising Committee and Secretariat for their dedication to CAEXPO, and congratulate them for sustaining the event’s vitality and relevance for the last ten years. I wish you continued success at the 11th CAEXPO and in the years to come.

Singapore’s trade and economic relations with china

T r ade and E c o n o mic Relati o ns W ith

Singapore and China’s Rich History Singapore and China have enjoyed good economic relations. Two historical milestones in the 19th century fostered the development of bilateral trade between China and the city-state. The rise of Singapore as an entrepot and gateway to Southeast Asia after its founding in 1819, boosted trade flow between China and Singapore, whose deep water harbour was ideally located to handle an increasing volume of transhipment of Chinese exports to the rest of Southeast Asia. At the same time, the Singapore free port attracted many Chinese immigrants seeking their fortunes in the Lion City. The Chinese community in Singapore grew as the volume of commerce between the two countries increased. Bilateral Economic Relations Flourish with China’s Rapid Growth The launch of economic reforms in 1970s marked the beginning of China’s rapid economic growth and the country’s rise as a global economic powerhouse. China and Singapore set up a Commercial Representative Office in each other’s territory in 1981, paving the way for stronger diplomatic and commercial relations. Bilateral trade grew as Singapore businesses flocked to China to take advantage of trade and investment opportunities.

China’s Open Door Policy in the 1990s attracted foreign direct investments globally. Singapore was amongst the early movers into China, with a continuous flow of investments from both the public and private sectors. Over the years, the total cumulative investments by Singapore companies in China increased from S$0.3 billion in 1990 to S$90.5 billion in 2012. In the same period, trade flourished. The total trade between China and Singapore was S$5.2 billion in 1990. It grew to S$115.2 billion in 2013, a 22-fold increase. By 2013, China became Singapore’s top trading partner while Singapore became China’s 7th largest trading partner. Mulitfaceted Economic Cooperation As bilateral relations between China and Singapore strengthened, economic cooperation also expanded in scope and scale, encompassing government-to-government, business –to-government and business-to business projects. By the 1990s, the two governments began exploring joint projects that could further enhance relationship and spur stronger bilateral ties. In 1994, Singapore-Suzhou Industrial Park (SIP), an industrial development project of unprecedented scale

was launched. The flagship project represented the strong relationship between the two nations. It also fostered stronger private sector cooperation as numerous foreign companies including Singapore businesses, invested in factories and facilities in the industrial park, creating jobs and business opportunities for the local community. In the two decades since, SIP has become a huge success, serving as a model of industrial development and replicated in other Chinese cities. China and Singapore launched a second major government-togovernment project in Tianjin in 2008. The Singapore Tianjin Eco-City project, similarly, was supported by the both governments and several private sector companies. The project focused on economic, social and environmental policies that make a city sustainable and livable. The goal was to achieve viable economic growth based on socially harmonious, environmentally friendly and resource efficient principles. Riding on the strong bilateral ties, Singapore businesses looking to expand overseas began exploring investment opportunities in the Chinese market. This led to several business-togovernment cooperation projects such as the Wuxi-Singapore Industrial Park. Set up in 1994 by the Wuxi Municipal

Bilateral Cooperation Framework High level institutional framework has been set up to forge closer cooperation between the two countries, leading to the launch of the Joint Council for Bilateral Cooperation (JCBC). The inaugural meeting, was cochaired by the then Deputy Prime Minister Lee Hsien Loong and China’s Vice-Premier Wu Yi, in 2004. Since then, the meeting has been held annually. The JCBC provides an effective framework to periodically review the state of bilateral relationships, identifying areas for improvement and developing new opportunities for collaboration. It also provides a conducive platform for government

officials and businessmen to network, strengthen relationships and collaborate, further strengthening political and economic ties. Under the JCBC are the Joint Steering Council on Suzhou and the Joint Steering Council on Sino-Singapore Tianjin Eco-City as well as seven other cooperation councils that Singapore has with seven provinces. These include SingaporeShandong Business Council (1993), Singapore-Sichuan Trade and Investment Committee (1996), Singapore-Liaoning Economic and Trade Council (2003), SingaporeZhejiang Economic and Trade Council

Singapore-Guangdong Collaboration Council

(2003), Singapore-Tianjin Economic and Trade Council (2003), SingaporeJiangsu Cooperation Council (2007) and Singapore-Guangdong Collaboration Council (2009). China-Singapore’s trade and investment flow was given a boost by the implementation of the ChinaSingapore Free Trade Agreement (CSFTA) on 1 January 2009. It was the first bilateral FTA that China had entered into with an Asian country. This marked an important milestone which signified deep bilateral relationship between the two economies. Under CSFTA, all Chinese exports to Singapore are granted

tariff-free access and more than 97 per cent of Singapore’s exports to China are free of tariff. The aim of the FTA is to encourage bilateral trade in goods and services, promote foreign direct investments, and other forms of economic cooperation. The removal of tariffs had a positive effect of increasing the volume of bilateral trade in goods and services. Expanding Cooperation into the Services Sector China-Singapore’s multifaceted cooperation also expanded into the service sector. The People’s Bank of China (PBC) and the Monetary Authority of Singapore (MAS) established a bilateral currency swap arrangement on the 23 July 2103. This paved the way for Singapore to be the first country outside greater China designated as an offshore renminbi (RMB) clearing centre. This arrangement would allow banks in Singapore to have direct access to RMB instead of routing the transactions via banks in Hong Kong or China. It would also enable Singapore, as a global financial centre, to play a role in supporting China’s efforts to internationalise the RMB.

China-Singapore’s Role in Fostering Regional Cooperation Historically, trade between China and Southeast Asia could be traced to as far back as the Tang Dynasty in the 7th century and soared after Admiral Zheng He’s expeditions into the region in the 15th century. It was not surprising that by the time China’s official relationship with ASEAN was formalised during the 24th ASEAN Ministerial Meeting in 1991, a vibrant economic relationship between China and ASEAN had already existed. Following that, China and ASEAN signed the Joint Declaration on Strategic Partnership for Peace and Prosperity in October 2003 to foster cooperation in several areas. This laid the ground for the advancement for China-ASEAN cooperation and mutual development. Singapore has always supported closer China-ASEAN relations. The strong ties between China and Singapore played a pivotal role in bringing the region and China closer economically. The successful establishment of CSFTA was a model for the formulation

of the China-ASEAN Free Trade Area which became effective on 1 January 2010. CAFTA provides tremendous potential for enhancing trade and investment in the world’s third largest free trade area after the EU and North America Free Trade Area. From 2009, China became ASEAN’s largest trading partner, since the implementation of CAFTA, China-ASEAN bilateral trade grew rapidly from US$293 billion in 2010 to US$444 billion in 2013. At the 7th China-ASEAN Summit on 8 October 2003, Premier Wen Jiabao of the People’s Republic of China proposed that a China-ASEAN Expo and China-ASEAN Business and Investment Summit be held annually in Nanning, Guangxi, China. The 1st China-ASEAN Expo and the 1st China-ASEAN Business and investment Summit were successfully held in Nanning, China in November, 2005. Since then the two events were held annually. The 11th CAEXPO and CABIS will be held in Nanning from 16 to 19 September 2014. Singapore is the Country of Honour of the 11th CAEXPO CABIS.
