Small plane crashes two miles off coast of Isla Vista By ANNELISE HANSHAW NEWS-PRESS STAFF WRITER
Just after 7 a.m. Sunday, a witness spotted a single-engine plane descend after flying approximately two miles out of the Santa Barbara Airport. The reported plane is a Cessna 182. Deanna Zachrisson, a spokeswoman for the airport, told local reporters that the plane was heading to the Lake Tahoe area. She thinks a female pilot was the only one onboard. Four Santa Barbara County Fire Department personal watercrafts, a Santa Barbara
Harbor Patrol boat, a Coast Guard cutter, a Coast Guard helicopter and a Santa Barbara County Sheriff Air Support helicopter responded to the report. They found oil sheen and debris approximately two miles out from the coast of Isla Vista. The water is 180-250 feet deep at the site. Whales aren’t the only large creature in the ocean; there’s also cargo ships. When the two collide, it’s fatal to whales and barely noticeable to large ships cruising through the Santa Barbara Channel. That’s why UCSB’s Benioff Ocean Initiative set out to help the endangered species in 2017 with an online tool called Whale Safe, that predicts the presence of whales in the channel. It helps inform ship captains to slow down to avoid hitting a whale. Whale Safe launched Sept. 17 with a small virtual kickoff event. “There’s been a lot of activity of both ships and whales since we launched,” said Morgan Visalli, BOI scientist and project lead. The Port of Los Angeles is the world’s busiest port, and many ships travel through the Santa Barbara Channel to access it. “It’s interesting that the international shipping lanes go through the channel, because it leads to quite an overlap of ships and whales,” she said. “It’s a really busy piece of the ocean.” Whale Safe tracks activity through a few measurements. Whale watching boats are encouraged to report a whale sighting through an app called Whale Alert. Professionals, like the Channel Islands Naturalist Corps, report sightings in another app.

The sea surface temperature is measured as well. Those tools, alongside scientific knowledge of whale migration, allows Whale Safe to predict the presence of whales. The site

displays a meter to show the risk of hitting a whale, much like National Parks assess fire risk. The Coast Guard and the National Oceanic and Atmospheric Administration issued a voluntary speed limit of 10 knots to reduce whale strikes, but less than half of the ships follow the guidance. Whale Safe publishes automated report cards for
shipping companies, calculated by measuring the portion of travel they follow the voluntary speed limit. Ms. Visalli hopes to spread this information so businesses can be aware if their products are imported sustainably. “Maybe one day, we’ll be able to buy whale-safe products the way we buy dolphin-safe tuna,” she said. The Santa Barbara City Council will meet Tuesday and consider a request from the Barbareño Chumash Tribal Council to rename portions of Indio Muerto Street. The council received a request from the tribal council in June to change the name of the street, which translates “dead Indian,” to Hutash Street, which translates to “Earth Mother.” As noted by local historian Neil Graffy in his book “Street Names of Santa Barbara,” which was published in 2008 and edited in 2015, Indio Muerto “owes its name to the discovery
of a deceased Indian found in the area during the time of the Haley Survey.” The staff report acknowledges that city staff “have no reason” to discount Mr. Graffy’s historical perspective. The tribal council argues the current name is “insulting, oppressive, and demeaning,” according to the staff report. SANTA BARBARA — The Santa Barbara Foundation announced a partnership with the city of Santa Barbara Friday. The COUNTY CASES city will support grants for small businesses through Santa Barbara Better Together (SBBT). CONFIRMED QualifyingOVERALL businesses can receive up to $7,500 per grant. riginally a tavern and restaurant built by James Buell, whose family founded the town of Buellton, The Tavern at Zaca Creek is being resurrected after two decades of dormancy. Chelsea Rushing and her husband, Stephen Villa, are owners, along with a collaboration
of longtime Santa Ynez Valley locals, of the new eatery, which is just one part of the Zaca Creek property on Jonata Road in Buellton. An expansive event center, inn and all-inclusive wine country destination resort will be opening in phases in the coming months. “The focus now is on the restaurant, which features whimsically named appetizers like Drunken Mushrooms, vegetablebased dishes like Flowers and
Peppers and dinner items like Beasts and Barnacles and Fin and Feathers,” said Ms. Rushing during a phone interview with Mr. Villa. In keeping with the historic roots of the property, the couple are highlighting the best produce and proteins being harvested and raised by California Central Coast farmers, ranchers and fishermen, as well as global selections to match the caliber of the locally sourced foodie finds. “We wanted to find the highest-
end meat for our menus, which is Fullblood Wagyu Beef, a rarity in the United States. Imagine our surprise when we found it is available at the Luke Branquinho’s ranch, located only 10 minutes from the Tavern,” said Ms. Rushing. “Our executive chef, Kaitlyn Paul, has created a menu which centers on her search for the finest resources for each dish and her whole beef program is being built around 100% American Fullblood
Wagyu cattle.” A Buellton native, Chef Paul has returned home after more than a decade working in kitchens along the Central Coast and most recently in Jackson Hole, Wyo., with the Fine Dining Restaurant Group. Mr. Villa, Zaca Creek’s general manager and wine director, was born and raised in Santa Barbara County. He has spent the past 14 years in the cellars and vineyards of the region’s wine country.
“I have worked alongside some of the most inspirational winemakers in California, learning the craft and developing my own palate which continues to drive my beverage program picks,” he said. “The Tavern offers a rotating cocktail menu with signature drinks and variations on classics.” Among the cocktail creations are “Camaleao,” “Negroni D’Or,” “Mosaic” and “Coraggio.” Please see tavern on A4

Mr. Villa added that his industry background allows him access to collectible bottles that the public normally would not be able to obtain. “As much as we want to highlight local beverages, we also want to showcase spirits that are hard to find in limited quantities,” he said. Prominently featured on both lunch and dinner menus are “carefully curated” caviars and vodkas. “Two seasonal types of caviars rotate, each paired with two different vodkas. Featured selections might include rarely tasted roe varieties such as pearlescent white escargot or sapphire blue scampi in addition to the more traditional sturgeon,” said Mr. Villa. Lunch and dinner menus include desserts such as goat cheese cheesecake with a glutenfree graham cracker crust and a chocolate bundt cake with vegan chocolate ganache. “Currently, the restaurant can seat approximately 56 diners on its enclosed and covered 1,000 squarefoot outdoor patio with all COVID19 safety and sanitation measures in place,” said Ms. Rushing. “Once the indoor dining room and main bar can seat customers, another 46 guests may be added to the mix. M. sends me a treasure from his mother’s childhood, a tiny little newsprint book, in a somewhat worn condition: Mickey Mouse: The Mail Pilot, Big Little Books #731 (Disney file copy/Whitman circa 1937). Yes, people collect these — and even grown men write about them: author Larry Jacobs, in 1996, wrote The Big Little Books: A Collector’s Reference and Value Guide. In the day, there were printers and publishing companies who were ‘pirates,’ who copied Big Little Books, so popular were they: one such copy has the infamous Mickey Mouse meeting the Air Pirates, cover art copied from K.M’.s Little Big Book. That resulted in a lawsuit. Thus, if KM’s book was printed after the lawsuit, it will have the stamp along the right edge “Property of Walt Disney Enterprises: Do not remove from the book case,” and a similar warning inside the cover and the front page. The cartoonist for this book was Floyd Gottfriedson, and the important thing to remember about books (especially kid’s books) is that condition is a high-value determinant. Book dealers speak in terms like VF which means very fine, or N/M, a determinate which tells us no marks: there’s also nomenclature for no fading and sharp printing and colors. Value is directly keyed to condition in books in general. This is especially true in a children’s book, and more especially true in comic books with illustrations that were often crayon colored-in! In this case, we are dealing
with a cross collectible – which means that two types of collectors would offer money on such a book: Disney collectors, and kid’s books collectors; if the book were in good condition, both would be bidding: the top price paid for K.M.’s book is $5,000! All that money --for pages printed on newsprint. And selling when K.M.’s mom was young for 10 cents! One of the great historians of Disney is J B Kaufman, author, who has lectured at the Disney Family Museum on these Big Little Books, which began in 1932, issued from the Whitman Publishing Company under the title of Better Little Books: the first book was Big Little Books (my dad had one of those!) featuring a hero beloved by little boys. Little boys of that era loved the series, featuring the heroes of the time: for example, stories of heroes like Flash Gordon, Tarzan, and Terry and the Pirates. Because these books, at 10 cents a copy, became so popular, Disney noticed Big Little Books, and the first Disney / Whitman collaboration occurred in 1933, featuring Mickey Mouse, drawn by Gotfriedson, who had editorial surfeit, which was rare because he was an artist, and not a copywriter. Gottfriedson loved adventure movies: (such myths he loved!), based on old archetypes. For example, in the first Mickey Mouse books for Little Big Books, Minnie is kidnapped by pirates, and Mickey of course saves her. Always on the lookout for market appeal, the next Big Little Book was based on a short film featuring Mickey, The Mail Pilot. K.M.’s book is based on that short cartoon film
(and don’t we see cross over today between old Broadway and film?) so that kids would see the film and buy the book, too. That film was the basis for K.M.’s book, with certain differences: in the film, Mickey is defenseless but triumphs because he is so smart; in the book, he has a machine gun mounted on his mail aircraft and fights his way to glory. The pirate is the dastardly Pete, who wants to suck Mickey into his dirigible, a whole Pete-ville evil town. The film short was then made into a comic strip, but of course a comic strip runs across the newspaper page, and that Big Little Book was 3.5 x 4.5 inches. So, the editors had to think of a new way of setting the story in type. Cartoon images had to be cropped, and instead of cartoon dialogue bubbles, kids had to read the accompanying page of text on each left page of the Little Big Books. Not so bad if you were a youngster learning to read. Looking at the condition of K.M.’s Little Big Book, owned by his beloved Mom, I would say he had a $400-500 book on his hands, but I would suggest that he hang onto it: as paper ephemera such as this becomes rare, the value will rise. This is the key to kid’s objects: hang onto those, as they are becoming obsolete, as kids today gravitate to technology. Your son needs to know that the man who raised him and claimed him as his own was not his biological father so that he can have a complete medical history. If the birth father wasn’t interested in knowing or supporting his son, he sounds more like a sperm donor than a “blood” relative to me. AZA oversees 240 zoos across the United States and 11 other countries. The organization accredits top zoos and sets standards for ethics, conservation
and animal welfare. Since 1984, Mr. Block has been an active member of AZA and served on various committees. He became CEO of the Santa Barbara Zoo in 1998 after serving as vice president for scientific and program development at the Indianapolis Zoo. He has also worked at the World Wildlife und, served as an executive director of the Dian Fossey Gorilla Fund, was the curator of education at Zoo Atlanta and worked as the curator

PUBLIC NOTICE EAST MOUNTAIN DRIVE LOW WATER CROSSING PROJECT NOTICE OF INTENT TO ADOPT A U.S. DEPARTMENT OF TRANSPORTATION ACT SECTION 4(F) DE MINIMIS FINDING FOR IMPACTS TO COLD SPRING TRAILHEADS, GOULD PARK AND LOS PADRES NATIONAL FOREST WHATâ&#x20AC;&#x2122;S BEING PLANNED Santa Barbara County (County) proposes to replace the previous existing low water crossing with a bridge, serve as the new Cold Spring Creek Crossing for East Mountain Drive, and require approximately 150 ft of approach roadway work on each side of the bridge (approximately 300 ft total). The proposed bridge will be approximately 70 ft long by 31 ft wide and will span the main flow channel of Cold Spring Creek. Permanent impacts from the proposed project will all be outside of the OHWM. The proposed project will re-establish the Cold Spring Creek crossing of East Mountain Drive, reopen the closed roadway, and provide uninterrupted access and improved safety for the public. During construction, the project will accommodate parking along the shoulders of East Mountain Drive and maintain access to the trail. Trail users will be temporarily re-routed as needed during construction. At least one trailhead, on either the east or west side of the creek will be maintained during construction. Additionally, the project impact area includes a trail crossing of Cold Spring Creek currently in use by trail users upstream of the proposed bridge. Trail users will be allowed to park along portions of the shoulders of the closed roadway during construction activities. Trail users will be protected from the active construction site. After construction is complete, the trails, as well as access to the trails, will be returned to pre-project conditions or better. Portions of East Mountain Drive are outside of the Countyâ&#x20AC;&#x2122;s right-of-way and sit within a prescriptive easement. Permanent right-of-way acquisitions and temporary construction easements will be required for the project. The current roadway easement would be permanently acquired from parkland; however, this area is already in use as a roadway easement and would not adversely affect the activities, features, or attributes of the Section 4(f) properties. Construction of the proposed project is anticipated to take one construction season to complete. The approximately 9-month-long construction period is scheduled to begin as early as Spring 2022. WHY THIS NOTICE The project is an action subject to the U.S. Department of Transportation Act of 1966 (49 U.S.C. 03 and 23 U.S.C. 138 [PL 110-17], [PL 97-449], [PL 86-670]). AVILA, Ann Perez
Ann Perez Avila, “Ma”, 91, died September 20, 2020 at her home in Santa Barbara, California surrounded by her loving family. She was a proud first-generation American, born in Oxnard, California on November 29, 1928 to parents, Antonio Perez and Maria de Jesus Gonzalez from the state of Jalisco, Mexico. Her siblings were Sal, Lupe (deceased), Mina (deceased), Joel, Nena (deceased), and Sarah. Ann attended kindergarten in Ventura, then continued at Montecito Union School. Her mother moved the family to Santa Barbara, where she attended Our Lady of Guadalupe School for a short time, followed by Lincoln School, Santa Barbara Junior High School, and Santa Barbara High School, graduating in 1946. Ann married the love of her life, Alvaro Avila, on August 2, 1947. They briefly moved to Oakland but returned to Santa Barbara soon after where they raised their children: Phillip (Gloria), Rebecca (Stephen), Victoria (Robert), Christina (Tommy), Alvaro Jr. (Kelly) and Ana Marie (Stanley). From them, Al and Ann have 17 grandchildren and 19 great-grandchildren. Ann was very proud of her employment history. While in high school, she worked on vacation at the lemon packing house in Santa Barbara. She and her sister, Mina, worked hard to help her mother buy her first house on Anacapa Street in Santa Barbara. She was a bookkeeper for the Santa Barbara Distributing Company and Pepsi Cola Bottling Company. She then worked at a Thrifty’s Drug Store for 12 years as a salesperson. Afterwards, she was a bookkeeper and a checker for Jordano’s, a checker at Smith Food King and Lucky Supermarket, and retired at age 55. For many years, Ann was very active in several community organizations. She was honored to serve as the treasurer of Native Daughters of Golden West (Tierra de Oro), a Board of Director for Old Spanish Days, a member of Women of the Moose, and a treasurer and newsletter writer for the UFCW Retiree and Travel Club, RSVP (Retired Senior Voluntary Program). She was a treasurer for Ye Ole Gang (a Santa Barbara High School fundraiser), an Inspector for the elections, and helped coordinate the first, second and third Hutash POW-WOW for the Candelaria Indian Center in 1992-94. Currently, the rate of whale strikes is too high to sustain the population of endangered blue, fin and humpback whales. “Whales are really important for marine biodiversity. They are ecosystem engineers and help move nutrients throughout the ocean,” she said. “And they actually help to pull carbon out of the atmosphere and into the ocean because their body mass is so much carbon.” When ships slow down, they release less harmful gas. “We experience all the pollutants that come off of the marine shipping in the channel, so when these ships slow down, it’s good for the whales but also all the coastal communities, as well,” she said. Ms. Visalli moved to the Santa Barbara area in 2012 for graduate school at UCSB’s Bren School of Environmental Science and Management. In 2014, she became a California Sea Grant State Fellow at Channel Islands National Marine Sanctuary. The fellowship made her aware of whale strikes, and she knew she wanted to find a solution. She joined BOI in 2017 and was assigned project lead for the whale strike project. It’s the first flagship mission launched by BOI, though the initiative tackles multiple issues at once. The team has set aside funds for the Whale Safe project for years to come, and Ms. Visalli anticipates a lot of outreach work. She wants mariners as well as community members to learn about whale strikes. “To get change around any issue, it requires that folks know about it and understand the issue. Even just understanding that it’s an issue that we have in our ocean backyard is a first step,” she said. The project measures locally, but also has global potential. “Whale ship strikes happen all over the

As such, the physical cost to residents will be minimal or none,” the report reads, adding that voter registration information would automatically be updated to reflect the new street name. “Property title or ownership documents should not need to be amended as those recorded documents reference a legal description for the property based on a legal description which is typically either a reference to a recorded map or survey description. Addresses may be informally referenced on those documents but changing an address does not change property ownership. Title companies can pull address information directly from the County Assessor rolls which would be updated with the new street name,” the report states. In terms of potential postal impacts, residents and businesses would have to notify anyone within their own mail network of the street name change. The USPS does not notify any entities on
behalf of residents or businesses located on the affected street. It would continue to recognize both the former and the new name for one year following the name change. “In other words, the Post Office will forward mail to the new street name for up to one (1) year,” the staff report reads. City staff recommends to change the street name on Dec. 14, 2020, to allow all parties to prepare. Last month, the city’s Neighborhood Advisory Council voted unanimously in approving the renaming of the street. The cost to replace street signs along the corridor is estimated to be approximately $1,500, according to the report. The council will be asked to adopt a resolution to rename portions of the street between South Salinas and South Milpas streets, according to the staff report. Another item on Tuesday’s agenda involves the council discussing a resolution to adopt a goal of carbon neutrality for the local community by 2035. The city will update its climate action plan, known as its strategies to reduce local
greenhouse gas emissions. City staff will spend time over the next year working with the community to evaluate and develop “innovative and actionable strategies” to reduce GHG emissions in Santa Barbara. The neutrality target “will demonstrate bold leadership and Santa Barbara’s commitment to addressing the climate emergency,” the staff report reads. “Achieving carbon neutrality is ambitious, will be difficult to achieve, and will require direct and significant coordination between the City and community, but setting such a strong goal will result in clear and decisive commitment,” the report reads. The council will also discuss approving a policy that would govern the use of automated license plate recognition systems for the management of offstreet parking operations in city facilities. The policy “ensures that the collection, management, use, maintenance, and dissemination of ALPR information is protective of individuals’ privacy, security, and civil liberties to the limit allowed under the law,” according to the staff report. A report on the proposed
ALPR policy was reviewed at the Sept. 10 Downtown Parking Committee meeting. The committee recommended the policy be forwarded to the council for review, with a modification to clarify that disclosure of ALPR data to all law enforcement agencies requires a warrant or subpoena, according to the staff report. The city’s Airport, Public Works, and Waterfront departments have developed a written policy to govern the use of the systems for management of parking operations in city facilities. In other business Tuesday, the council will review the city’s economic development efforts in response to the COVID-19 pandemic and discuss preparing the city’s economic development strategic plan. The report will be given by Jason Harris, the city’s new Economic Development Manager, who was hired by the city in March. Tuesday’s meeting is scheduled for 2 p.m. and will be held virtually.
