Your Stress-Free Guide to Shopping for Home Loans With this super-simple breakdown of loan types, you won’t get overwhelmed, you’ll find the right mortgage. When it comes to buying a house, most people know what they prefer: a bungalow or a condo, a hot neighborhood or a sleepy street. Mortgages, too, come in many styles — and recognizing which type you should choose is just slightly more involved than, say, knowing that you prefer hardwood floors over wall-to-wall carpeting. First things first: To pick the best loan for your situation, you need to know what your situation is, exactly. Will you be staying in this home for years? Decades? Are you feeling financially comfortable? Are you anxious about changing loan rates? You’ll want to have an understanding of the different loans that are out there. There are lots of options, and it can get a little complicated — but you got this. Here we go.
Mortgages Are Fixed-Rate or Adjustable, and One Type Is Better for You Let’s start with the most common type of mortgage, that workhorse of home loans — the fixed-rate mortgage. A Fixed Rate Mortgage: Let’s you lock in an interest rate for 15 or 30 years (there are also 20-year loans as well). That means your monthly payment will stay the same over the life of the loan. (That said, your property taxes and insurance premiums will likely change over time.) It’s ideal when you want long-term stability and plan to stay put. Here’s what else you need to know about fixed-rate mortgages: • A 30-year fixed-rate mortgage offers a lower monthly payment for the loan amount (for this reason, it’s more popular than the other option, the 15-year). • A 15-year fixed-rate mortgage typically offers a lower interest rate but a higher monthly payment because you’re paying off the loan amount faster. An adjustable-rate mortgage (ARM): • Offers a lower interest rate than a fixed-rate mortgage for an initial period of time — say, five or seven years — but the rate can fluctuate after the introductory period is over, depending on changes in interest rate conditions. And that can make it difficult to budget. • Has caps that protect how high the rate can go. It’s ideal when you plan to live in a home for a short time or you expect your income to go up to offset potentially higher future rates. Here’s what else you need to know about adjustable-rate mortgages: • Different lenders may offer the same initial interest rate but different rate caps. It’s important to compare rate caps when shopping around for an ARM. • Adjustable-rate mortgages have a reputation for being complicated. As the Consumer Financial Protection Bureau advises, make sure to read the fine print. A general rule of thumb: When comparing adjustable-rate loans, ask the prospective lender to calculate the highest payment you may ever have to make. You don’t want any surprises. Conventional Loan or Government Loan? Your Life Answers the Question Which fixed-rate or adjustable-rate mortgage you qualify for introduces a whole host of other categories, and they fall under two umbrellas: conventional loans and government loans.
Conventional loans: • Offer some of the most competitive interest rates, which means you’ll likely pay less in interest over the period of the loan. • Typically you can get one more quickly than a government loan because there’s less paperwork. Who qualifies? Typically, you need at least a credit score of 620 or above and a 5% down payment to qualify for a conventional loan. Here’s what else you need to know about conventional loans: • If you put less than 20% down for a conventional loan, you’ll be required to pay private mortgage insurance, an extra monthly fee designed to mitigate the risk to the lender that a borrower could default on a loan. (PMI ranges from about 0.3% to 1.15% of your home loan.) The upshot: The lender has to cancel PMI when you reach 22% equity in your home, and you can request to have it canceled once you hit 20% equity. • Most conventional loans also have a maximum 43% debt-to-income ratio, which compares how much money you owe (on student loans, credit cards, car loans, and other debts) to your income — expressed as a percentage. Fannie Mae and Freddie Mac set limits on how much money you can borrow for a conventional loan. A home loan that conforms to these limits is called a conforming loan: • In most cities, the maximum amount for a conforming loan is $548,250. • In high-cost areas, such as New York City and San Francisco, the limit is $822,275. • Limits are revisited annually and are subject to change based on each area’s average home price. A home loan that exceeds these limits is called a jumbo loan: • Jumbo loans typically require a higher down payment (up to 30% for some lenders) and a credit score of at least 720. Some borrowers can qualify while putting down 20%, but their credit score has to be higher. • They also tend to have stricter debt-to-income requirements, generally allowing for a maximum DTI ratio of 38%. There are practical considerations to take into account before getting a jumbo loan too, mainly: Are you comfortable carrying that much debt? The answer depends on your current financial situation and long-term financial goals.

HOA Homefront Reader Questions

GFI Outlets in Older Homes Question: Our home does not have GFI outlets in the kitchens or bathrooms and I am worried that my wife or I may get an accidental electrical shock. I removed one of the old outlets to install a new GFI, but it turns out that our house was originally wired without a ground wire. Do we need to get the house rewired before we can have the GFI outlets put in? Your HandYMan: The GFI outlet is a relatively simple device that can be purchased at any hardware store for about $25 that has prevented countless electrocutions since first becoming available in the early 1960’s. GFI stands for Ground Fault Interrupter and a ground fault occurs when electricity escapes the confines of an electrical device and makes a short cut to the ground. If your body unfortunately happens to be in the path of this short cut then you may receive a serious shock, burn or worse. About 200 people die in the United States annually from ground faults which could easily be prevented by a GFI outlet. The GFI outlet can detect extremely small differences (milliamps) in electrical current (amperage) between the power going into and out of an appliance (alternating current), which can be indicative of a ground fault (short), and can shut off the outlet in less than 1/3 of a second. Building codes now require GFI outlets to be installed in kitchens, bath-
rooms, garages, most outdoors plugs and the GFI outlet provides protection whether your wiring is grounded or not. Many of the neighborhoods in Santa Barbara that were build in the 40’s and 50’s have electrical systems that do not have the bare copper ground wire alongside the black “hot” wire and the white “neutral” wire. Newer homes are required by building code to have a ground wire in every circuit that goes back to the ground bar in the circuit breaker box which is then typically grounded to copper rods that are pounded into the ground by the electrician who originally wired the house. You can install ungrounded GFI outlets in your home without any compromise in ground fault protection but be sure to shut off the power at the circuit breaker box for the circuit you are working on. It is a good idea to test the GFI outlet a couple of times a year by plugging in a lamp, pressing the TEST button which should turn the lamp off, and then pressing the RESET button to turn the lamp back on. If the GFI fails this simple test, then it should be replaced. It is also very important to install the line and load connections on the correct terminals on the back of the GFI which can be confusing to a do it yourselfer. If you have any uncertainty at all about completing this job safely and correctly, it is time to call an electrician.

Director Proxies, Bare Minutes, and Election Challenges By Kelly G. Richardson, Esq. CCAL Hi Kelly, One of our board members sometimes is not available to attend meetings either in person or telephonically and has asked if he could submit a written approve or disapprove sealed proxy for agenda items when the board votes on them in the meeting. – Regards, F.B. Dear F.B.: While the law allows a member to give another member their proxy to vote on their behalf at a membership meeting, there is no equivalent proxy for board votes. Directors who are unable to attend board meetings cannot register their votes. Also, note that while the law does allow for directors to participate telephonically or virtually, there is no requirement that they do so. From time to time a director who travels extensively will demand that to be permitted to dial in or log into the meeting, but the board is not required to do so. Of course, with the increasing comfort of partially virtual meetings, future disputes on that point may decrease. – Thanks for your question, Kelly Kelly: I am concerned that our board meetings now have no public documentation and that the details of the discussions are not included in the minutes or otherwise recorded. The specific basis and rationale for contract initiation, cancellation, and replacement are not subject to full disclosure by board process and procedures. Is that correct? – J.G. Dear J.G.: Minutes should not reflect comments, discussion, or board deliberations. Minutes should record when and where the meeting occurred, who attended, what reports were received and the content and outcome of motions. Board secre-
taries are not court reporters and should not have to decide which comments go in the minutes. The one time “whys and wherefores” are recorded is when a board resolution is prepared to document the reasons for a particularly important decision. Attending meetings is the best way to observe the discussion of a given decision. – Sincerely, Kelly Dear Mr. Richardson: I saw your recent article and a caption said that unfair elections can be overturned under Civil Code 5145 by a small claims judge. There are various violations in our election. I raised at the board meeting these violations and the board voted to continue with the election. So, I can have a small claims judge rescind the election. Does the HOA have the burden of proof to show it was a fair election? – Thanks. E.H. Dear E.H.: Election challenges can be filed in either Superior Court or Small Claims Court, depending upon the amount of money sought by the petitioner. These challenges can be expensive and often throw the HOA into chaos, and judges do not deal with them very often. Under Civil Code Section 5145(a), if the HOA can show that the procedural error did not affect the election’s outcome, the election may be preserved. Bluntly, HOAs often make technical procedural mistakes regarding elections, but usually the process is still fair and the error does not change the outcome. So, pick your battles very carefully. When there is a serious error in the election process, I often must give the bad news to the board that their election needs a “do-over.” Hopefully your board has consulted the HOA attorney and has been assured that the election can be preserved. – Sincerely, Kelly

How do you make a bedroom your favorite room in the house? Create a mood To help springboard your design vision, ask yourself a series of questions. How do you want your bedroom space to make you feel? Do you want the space to feel warm and cozy or cool and tranquil? Whatever you choose, you are going to want to make the right selections that will help set the right balance. Warm colors will help make a space feel cozy, while cool colors will create a more tranquil and calm feeling. Select a design aesthetic What is your aesthetic? Modern or traditional? Once you know your own personal style and desire, this will provide direction as you select the perfect bedding. More modern? Think of clean elements, such as piping or stripes and clean, graphic prints. Traditional? Look for soft fabrics and small simple prints.
Toss pillows and a faux fur help to add texture to the “top of bed” assemble.
What is the most important upgrade you should make to a bedroom? Do you love your bed? Will it stand the test of time? Quality really should be a driving force when it comes to selecting a bed. A clean home is a happy home, but you don’t have to stress yourself out with the thought of tidying up. Many people consider their homes to be like sanctuaries, places where they can truly be themselves and unwind. However, as beneficial as a clean home can be to your health, your sense of Zen is also dependent on your thoughts. Almost no one wants to spend all their time cleaning and if you have unrealistic expectations about how your space should look at any given time, you won’t be able to truly relax and enjoy. The first step toward a healthier home is to change how you think about your space and how you live in it. Here are a few simple but important tips on how to change the way you think and talk about cleaning your home:
‘Chores’ are a bore
If you’re having trouble getting things done around the house, try reimagining them as self-care opportunities rather than chores on a to-do list. The simple but effective shift in thinking, according to KC Davis, founder of Struggle Care, can not only motivate but also protect mental health, Apartment Therapy reported. “Chores are obligations with external standards, but care tasks are acts of kindness that help you care for yourself,” Davis told the website. “This simple shift moves the motivation inward and can make completing care tasks easier.”
Set clear goals
Saying “I’m going to clean my house today” might not get you very far because

of how massive the task is as well as the amount of pressure it adds. When you have an ambiguous goal, there’s no clear line on when the job is actually done. Setting clear goals such as “scrubbing baseboards” or “organizing the basement” will help you stay on track and keep you from getting overwhelmed. “Resetting my kitchen to me means cleaning the dishes, wiping the counter, sweeping the floor, taking out the trash, and setting up the next morning’s coffee,” Davis said. “That is a manageable list that feels much less intimidating, and it only takes me 25 minutes!”
Be kind to yourself
There are countless reasons why people struggle with everyday care tasks. Whether due to mental health, physical disabilities or simply feeling overwhelmed, you deserve practical help, not shame and embarrassment. “As a therapist, I can attest that every time I have seen a client who describes themselves as ‘lazy,’ I have found not a character defect, but instead a functional barrier that needs support and intervention,” Davis said. “At this point, I am convinced laziness does not exist.” Changing how you treat yourself encourages you to set boundaries and have reasonable expectations for yourself and your home, both of which are beneficial to your mental health. ©2021 Distributed by Tribune Content Agency, LLC.

When people speak of paying their mortgage, they are really talking about paying the loan associated with the mortgage. A mortgage is known as a “security instrument” where the homeowner pledges their property as collateral that can be taken to pay the loan or “promissory note” if the borrower stops doing so. A note says, “you got to pay,” and a mortgage adds, “if you want to stay.” When your father passes, his estate will be responsible for repaying any remaining balance owed on the loan. That said, the house will still be collateral that can be foreclosed if the loan payments stop. For most people, their home is worth more than all of the remaining assets of their estate. Only assets that remain in your father’s name will be part of his probate estate when he passes. The house will not be part of your father’s estate because his friend will own it, and most people list “payable on death” beneficiaries on their bank and investment accounts, which would also pass outside of his estate. If probate still needs to be opened, you will need to inform his lender of his passing, and they may make a claim against the estate. In reality, as long as payments are still being made, some banks do not bother making a claim because they know they can still foreclose the house to get repaid if need be. Suppose the bank takes estate funds to repay the mortgage loan. In that case, the estate may be able to recover that amount from your father’s friend, who ultimately benefited to the detriment of your family. Gary M. I realize there may be a generation or two that doesn’t even know the scaevola. This tough-as-nails summer-persevering flower from Australia hasn’t gotten a lot of press lately. The lack of press isn’t because it has lost its credibility on the garden stage, but perhaps because of the sheer number of new varieties since it made its debut. Scaevola exploded on the scene in 1997, when university trials were really getting started. A plant from Proven Winners named New Wonder Scaevola was chosen as Georgia Gold Medal, Mississippi Medallion and Louisiana Select award winners, speaking volumes about what had been an unknown plant.
Proven Winners has since gathered their award-winning scaevola under the names Whirlwind Blue, Whirlwind White, Whirlwind Pink and the newest, Whirlwind Starlight. In a quart-sized container, this little fan-shaped flower would never sell you on being the latest and greatest. See it in the hands of a color guru, however, and you will proceed to the garden center to buy all colors (and probably most of the plants). Today the color design guys are teaching us there is really no plant partnership that can’t be made. You want to combine with coleus? The answer is yes, and the same with calibrachoas, angelonias, pentas, lantanas. It’s drop-dead gorgeous with portulaca, too.

The key to your happiness from a design standpoint may very well depend on your use of color schemes. Red, white and blue will be at your wish and command with Whirlwind White scaevola, Blue My Mind evolvulus and Superbells Table Top Red calibrachoa. (By the way, there is a new Blue My Mind XL this year.) With Whirlwind Blue and Whirlwind Starlight also a shade of blue, this opens the door to great combos with lime or chartreuse, and of course orange. Scaevola and pollinators are normally not mentioned on the same page, or any close reference whatsoever. But once you start growing scaevola elevated in containers or baskets, you may very well see doors open up to these visitors versus the groundhugging application. The Garden Guy has seen frequent stops by both swallowtails and hummingbirds, which has been a delightful surprise. Culturally speaking, you can imagine a plant native to the sand dunes of coastal Australia would need explicit drainage.
This is generally no problem in baskets and containers. Here you will garner the green thumb award with scaevola. This doesn’t mean it is impossible in garden soil. Once you perfect your drainage issue, if you have one, scaevola will become the front of the border plant of your dreams. Scaevola will reach about 8 to 10 inches tall with a generous spread of 24 inches. Select a location with plenty of sun and plant at the same depth they are growing in the container, spacing 12 to 18 inches apart or by tag recommendation. Spring is just around the corner, and if you want that treasured shade of blue, then plan on putting the scaevola in your container designs. You’ll find Whirlwind scaevola also comes in pink, white and the bicolored Starlight.
