Backyard Citrus Tree Growers Following a gardening boom during the COVID-19 pandemic, it’s important for backyard citrus owners to continue to care for their citrus trees during National Garden Month this April and beyond, as a lack of maintenance could be an invitation for a deadly plant disease called Huanglongbing (HLB). The National Gardening Association found that the COVID-19 pandemic sparked 18.3 million new gardeners across the United States. During National Garden Month, the Citrus Pest and Disease Prevention Program is encouraging backyard citrus growers to recommit themselves to their gardens with tips to protect their citrus trees from pests and diseases. One of the biggest disease threats to California citrus is HLB, which can be spread by a pest called the Asian citrus psyllid (ACP) as it feeds on the leaves of citrus trees. Both the pest and disease have been found in the state of California and citrus tree owners should be on high alert. While not harmful to humans or animals, there is no cure for HLB, and infected trees will die. A symptom of Huanglongbing is yellow discoloration on leaves that is asymmetrical, meaning not the same on both sides of the leaf. When Asian citrus psyllids feed on citrus tree leaves, they can cause a twisting damage to the leaf. “Our California citrus is threatened by the ACP and HLB, so pest and disease management is crucial to protecting not only your own trees, but also your neighbors’ trees and the state’s citrus production,” said Victoria Hornbaker, director of the Citrus Pest and Disease

Prevention Division at the California Department of Food and Agriculture. “Commercially grown California citrus is a $3.4 billion industry, which could be lost if HLB is not stopped. Community support is critical to saving our iconic state staple and that’s why we encourage at-home gardeners to follow these best practices to keep their trees fruitful for years to come.” To grow healthy California citrus: • Inspect for the ACP (typically found on new leaf growth) and HLB symptoms monthly, or whenever watering, spraying or pruning your trees. Learn what to look for on the site: californiacitrusthreat.org. • Apply proper products to keep pests at bay. Ask your local nursery or garden center about which products are best. • Keep ants off your citrus tree. Ants protect harmful pests like the ACP. Place ant bait around citrus trees and follow the product’s label instructions. • While harvesting fruit, clip the fruit off at the stem and remove all leaves. If you’re sharing fruit with neighbors, any leaves or stems attached could unknowingly spread pests, including the ACP. • Be sure to dry out citrus tree clippings or double bag them before removing the plant material from the property. • Cooperate with state agricultural officials who may be inspecting trees in your area. If you see an agricultural official, it may mean that the ACP or HLB has been found near your home.
“Over the past two years, people have increasingly added gardening to their list of pastimes, but this hobby comes with a responsibility,” said Sandra Zwaal, University of California Master Gardener. “HLB has been found in residential citrus trees throughout Southern California and in order to protect your trees, and your community’s citrus, we need to follow best practices to limit further spread of the ACP and HLB.” HLB affects all citrus plants and some relatives of citrus, like orange jasmine and curry leaves. Kitchen sink hole needs a cover-up By Ed Del Grande
CC&Rs and bylaws are governing documents that normally can only be amended by a vote of the HOA membership. However, there are some narrow circumstances under the Davis-Stirling Common Interest Development Act in which a board of directors actually is empowered by statute to make certain limited amendments to CC&Rs or Bylaws. Illegal discriminatory language– Unfortunately, many HOAs have governing documents (typically CC&Rs) containing illegal discrimination. Provisions against language discriminating against race, or sex, or children (except in senior communities, which can ban children) are required to be removed by HOA boards pursuant to Civil Code Section 4225. Older associations still have racial restrictions, and some association documents from as recently as the 1970’s or 80’s will occasionally have illegal restrictions against children. The empowerment of Civil Code Section 4225 does not only authorize amendments to remove such discriminations, but at subpart (b) of the statute requires it. Developer construction and marketing provisions - Many governing documents (typically CC&Rs) contains language to protect the developer’s ability to complete the construction and to market the remaining unsold homes in the project. After construction and marketing by the developer has concluded, Civil Code Section 4230 allows a board to remove such provisions from the governing documents. Outdated statute references - In 2014, the Davis-Stirling Act was relocated, reorganized, and amended in many ways. As a result, CC&Rs or bylaws predating 2014 contain inaccurate Civil Code references. Civil Code Section 4235 allows a board to amend and update the statute references in the CC&Rs and bylaws to match the new statute numbers.
Civil Code Section 4741, effective in 2021, bans “unreasonable” restrictions against rentals and directs HOAs to remove such restrictions from their governing documents. Many HOA lawyers in 2021 urged their clients to try to amend their CC&Rs, an effort that often causes frustration and wasted expense due to member apathy. However, a very unique but short opportunity is currently available, pursuant to a new amendment in 2022 to Civil Code Section 4741 with the addition of a new subpart “f.” That subpart opened up a window from January 1, 2022 through and including July 1, 2022 in which boards can amend CC&Rs or bylaws without a membership vote to remove illegal rental restrictions, so long as notice is given to the membership at least 28 days before the board acts on the amendment. The complete verbatim text of the proposed amendment must be included in the announcement. This amendment could be tricky, since Civil Code Section 4741 does not list all the ways in which a rental restriction could be “unreasonable.” Consult legal counsel to try to ascertain if the governing documents violate the statute. Many HOAs may miss the July 1 cutoff or the 28-day notification requirement if they are not careful. Boards should always seek assistance of qualified legal counsel before considering amendments by the board to the CC&Rs or Bylaws. Counsel can help ensure that the amendment qualifies for one of these four exceptions to the membership vote requirement and draft the amendment. Also remember that any of these amendments must be approved in an open board meeting with the normal Open Meeting Act agenda announcement to the members. CC&R amendments must be filed with the County Recorder, not bylaw amendments.

Question: Ed: I have a five-hole kitchen sink and recently read your article on sink holes and faucets. But here’s my issue. I’m installing a pullout faucet that will use three holes and a soap dispenser in the forth. What do I do with the fifth hole? – Tom
Answer: If no other faucet accessories or required plumbing controls are needed and you end up with an extra kitchen sink hole, a few options are available. Here are three ideas to consider that range from inexpensive to higher end. You can choose the one that best fits your budget and needs. First, you can keep it simple with a low-profile sink hole cover. Different finishes and textures are available to best match your sink. Even though you’ll see the cover, it does conceal the hole. Next, for a more decorative look at a moderate price, you can install a second soap dispenser. With two soap dispensers, the second one can be filled with hand cream so it can also be useful at the sink. Finally, for a higher-end option that can be very useful, installing a filtered water beverage faucet in the extra sink hole can be a very clear solution for your issue.

Myths all new homeowners fall for You’ve signed the closing papers and have your new house keys in hand. As you open the door to your exciting — and sometimes overwhelming — new life as a homeowner, steer clear of these seven common home ownership myths. Avoiding them will save you time, money, and protect your home value. Mowing Grass Extra Short Means Mowing Less Often Grass blades collect sunlight. Cut them too short and they can’t soak up enough to survive, which makes for brown, patchy grass and weeds galore. Which means you just killed your curb appeal, too. Save the grass — and your home’s good looks — by cutting your lawn no more than one-third the length of the blades at each mowing. Overall, aim to keep the grass between two-and-a-half and three inches high. If My Water Main Springs a Leak, The Water Company Will Cover It Nope. The city fixes the public water lines from the road to your property, but you’re responsible for the main that runs from your property line to your dwelling. A broken water main can cost anywhere from $500 to a shocking $3,000 (or more!) to repair. Plus: all that water everywhere. And you may have to pay for that water, too, which also can run into the thousands, especially if you don’t address the leak quickly. The most common cause of water main breaks is tree roots getting into older pipes. If you have mature trees with roots pushing up the sidewalk or driveway, that could be a hint that you might encounter a water main break — or sewer line break (yup, just like the water line, the sewer line on your property is your responsibility). And don’t waste money on special water pipe insurance. It’s not worth it. You’re better off putting that money into a home maintenance account. Besides it only covers fresh-water pipes. I Can Remove a Tree or Paint My Mailbox Any Color Before yelling “Timber!” or choosing paint colors, think about your neighbors. If you bought a condo, co-op, or a home in a neighborhood with an HOA (homeowners’ association) you may not actually have the right to do that — without your neighbors’ consent, that is. What an HOA (or condo association or co-op board) may control is surprising. Things like pet ownership, outdoor clotheslines, or even (true story) parking in the driveway instead of your garage.
So check the rules. Because breaking them could cost you — by making you redo a remodel, or fining you. But keep in mind that HOAs are there to protect your home value. They’ve got your back. Just stay in touch with the rules so you don’t make a costly mistake. When The Pipes Clog, Pour In a Bottle of Drain Cleaner While drain cleaners are quick and convenient, they can cause more (and bigger) problems than they fix. They don’t typically remove the entire clog, making it more likely to recur — and their caustic chemicals can wear away the insides of the pipes, causing leaks. Instead, invest in a $15, manually-operated drain snake at the hardware store, or rent an electric one to clear bigger clogs. Then use screens to prevent food scraps and hair from getting in your pipes. And keep everything but sewage and TP out of the toilets. Always. My Neighbor’s Tree Fell In My Yard, So They’ll Pay For It Well . . . that depends. Your first step, no matter what, is to call your insurance company. They’ll restore your property and then decide whether to pursue the neighbor for reimbursement. That may be tough, though, (and awkward) because in order to collect the insurance company needs proof that the neighbor knew the tree was old or damaged, and didn’t maintain it. The good news is that your policy should cover tree damage caused by wind, water, and storms. It may also cover hauling away tree debris if it damaged your home. New Chicklet Orange will delight hummingbirds and butterflies By Norman Winter
The esperanza is one of those shrubs that brings about hope and anticipation for the growing season. Actually, that is what “esperanza” means in Spanish. As a gardener who got his horticultural roots in Texas, I can tell you the Esperanza is a plant to be treasured, and even more so with the debut of Chicklet Orange in 2022. Chicklet Orange is a new selection known botanically as Tecoma fulva. You’ll find the orange color a great change of pace from the traditional yellow Tecoma stans that is native to Texas and Mexico, where at my house in Mission, Texas, it quickly reached the roof line. Chicklet Orange with South American DNA is more compact, such that even small landscapes can grow it, as well as giving it a place on porches and decks in favorite containers. Chicklet Orange has good cold-hardiness from zones 8 and warmer. But it’s outstanding when grown as an annual, too. It will reach 36 inches in height, and taller where the growing seasons are even longer. Sun, water and a little fertilizer and you’ll be filled with the esperanza hope and anticipation.
By this I mean Chicklet Orange will bring you continuous orange blooms along with all sorts of pollinators to add excitement in the garden. You’ll find it on the frequent feeding list of swallowtails and hummingbirds. The Garden Guy anticipates combining his with Rockin Blue Suede Shoes salvia on the sides and Augusta Lavender heliotrope in the front. I may try to partner with Pugster Blue and Pugster Amethyst buddleia as well. My plan is to go backyard habitat, all the way. But you may choose to go tropical, using Chicklet Orange around the pool for the look of the islands. Grow under tall bananas or in partnership with elephant ears like Maui Gold and perhaps some splashes of the blue Cape Plumbago. Select a site in full sun for best bloom-
ing, though they perform nicely in morning sun and afternoon shade. Grow them in large containers around the porch, patio or deck or plant in fertile, well-drained soil in the tropical-style garden. Amend heavy poorly drained soil with the addition of 3 to 4 inches of organic matter and till to a depth of 8 to 10 inches. While preparing the soil, incorporate two pounds of a slow-released 2-1-1 ratio fertilizer, per 100 square feet of planting area. Dig the planting hole two to three times as large as the root ball and plant at the same depth it is growing in the container. The wider hole really aids in root acclimation.
Feed container-grown plants with a diluted water-soluble fertilizer every other week, or use controlled release granules as per the formula recommendation. Keep in mind that daily watering and high temperature usually means fertilizing more often. Feed those in the landscape every four to six weeks with light applications of fertilizer. Remove seed pods as they form to keep flowers producing. Spring looks to be amazing with new plant introductions, and if you are a hummingbird lover, then you’ll want to add Chicklet Orange Esperanza to your garden.
