The lure of legacy lightbulbs is dimming
What, is this 1956? Lightbulbs don’t go out anymore. Photo courtesy Dreamstime/TNS
By James Lileks Something odd happened the other day in the kitchen: A lightbulb went out. I know what you’re thinking: What, is this 1956? Lightbulbs don’t go out anymore. The new ones last forever. Years. Decades. They’re guaranteed to still work after the sun exhausts its nuclear fuel. True. But these were incandescents. I shouldn’t say that out loud, because some people are devotees of the old style bulbs, and when they find out you have incandescents, they want to know if you can, you know, hook them up. “Do you know a guy? I can meet anywhere. I’ll make sure I’m not followed.” No, these were special incandescents. Very large globes for fixtures over the table. About the size of a basketball, and, might I add, the similarity ends there. You could pass one, but forget about dribbling it. I had a box of replacements in the basement and went downstairs to get one. Hmm. Only one left. I put it in; it sparked and then died. I had the terrible sensation that 20 years of a simple, consistent illumination solution was about to end. Maybe not! Off to the big-box hardware store. It’s a pleasant place in the evening.
E4
There’s a lady playing show tunes on a grand piano at the top of the escalator, right by low-flush toilets. You’re surprised they don’t have her sitting on a porcelain throne; that would be good marketing. I enjoyed some “West Side Story” as I was lofted from the first floor to the second. Usually I patronize my local hardware store, even though they don’t have a guy who whistles “I Feel Pretty” as he ascends a stepladder, but I knew they didn’t have this bulb. Turn right, down four aisles, turn left, bottom shelf. That’s where they used to be. Not anymore. Off to the other big-box store, which does not have a piano. You’ve got guys with a wheeled pallet of drywall, and they’re probably not thinking “what this experience really needs is some Sondheim.” I went directly to the place where the big globes should be. The bulb was not there. The bulb will never be there, ever again. It has passed into the realm of Special Order. Worse yet, it’s a special order during the supply chain crisis, which means I’m more likely to see a unicorn in the backyard teaching piglets to take wing than get the bulbs delivered. And, even then, the box probably would get pilfered from the porch. “You could ride the unicorn to see where the thief goes,” you say. Good idea. I think
you can steer them using the horn. But it’s not like I have a saddle in the shed I could use. Even so, by the time you get the buckles on — well, point is, I would have to get a replacement. Ah, but what kind of light did I want? In the old days it was simple: We got one kind of light, and it’s the kind that makes things visible. The only choice we had to make was between 40W and 60W. Now we are blessed with many mood-setting options and technologies. Daylight: Basic default whitish glow. Warm Daylight: Wan noon light through the window of a chain-smoker. Soft White: Think “Sour cream, only composed of photons.” Bright White: When you want your kitchen to look like an operating room. During a supernova. In Antarctica. I like the bright white, but my wife prefers Warm Daylight. Like the nursery rhyme: Jack Sprat preferred bright white, his wife preferred warm glow; and in between the two of them they had warm glow because Jack wasn’t an idiot. I considered getting the bulbs that can be controlled by my phone or by voice. Every evening, the last thing I say is “Turn off all the lights,” like a stoic Roman on his deathbed. But adding the kitchen table
SANTA BARBARA NEWS-PRESS REAL ESTATE
lights would be ridiculous. The switch is right there. It’s not as if the act of pushing the button is so exhausting I have to take to the couch for a few minutes. And what if I get laryngitis? We sit in the dark until the antibiotics kick in? On the other hand, the system lets you set different colors for your bulbs, and I can easily see my wife going for that. “Look! I just adjust the slider, and the lights are deep red!” “Yes, but why?” “For Christmas! And developing photos! Or, we have a party with an old-time brothel theme!” “Not for Christmas, we aren’t.” It’s all annoying, but in the end you get the precise light you want, with the exact technology, lower energy bills and home automation. I am fully on board with this exciting new world of consumer options in the exhilarating realm of lightbulb advancement. I just never thought I’d consider paying $49 for a smart lightbulb. I hate to think what happens the next time I get an idea, and the metaphorical bulb appears over my head. What if it’s not compatible with my home system, and I can’t turn it off? I’ll keep everyone awake all night. Distributed by Tribune Content Agency, LLC.

Design Recipes:
5 ways to create balance, symmetry in your space By Cathy Hobbs Ever wonder why some spaces feel off, while others have a sense of harmony? One key reason may relate to principles of balance and symmetry within the space. Symmetry allows for a harmonious feel through the use of identical elements, while balance can be created through dissimilar elements that blend well together. Looking for ways to create a sense of balance and symmetry? Here are some top tips. 1. Use elements that are oversized or large in scale to help ground a room. 2. Select a focal point in a room to use as an opportunity to create a sense of balance and symmetry.
3. Use identical selections such as artwork and case goods to help create harmony. 4. Create a sense of balance through elements that may be of different height and weight but blend well together. 5. Beyond use of balance and symmetry in larger spaces, use balance and symmetry in small ways such as through the use of vignettes.

Real Estate Q&A:
How can HOA enforce smoking ban in common areas? By Gary M. Singer
Questions At our annual meeting, our condominium community passed a “No Smoking” resolution into our bylaws. It encompassed the entire club area, including the outdoor facilities. We now have a small group of new owners who vocally oppose this ban and continue to smoke at our community pool despite numerous requests to stop. How can we enforce the ban? – Jerry
Your Handyman By Mark Baird
Disposing of 30 years of chemicals Question: We have lived in our Goleta home for over 40 years, and we will be moving into a local retirement community next month. My husband was quite the hobbyist and “do it yourselfer” and our garage is full of old cans of paint, solvents, gardening chemicals, florescent light bulbs, oil, and grease. He is planning to have a dumpster delivered and he plans to just throw everything in the dumpster, but I’m trying to tell him you can’t do that anymore. How can we safely clean out our garage? Your HandYman: Your husband is lucky he has you looking out for him because he could find himself in a real mess if he tried to send all those chemicals to the landfill. All the items that you listed are now considered to be Hazardous Materials and it is illegal to put them out with the regular trash. As Perry Mason used
A smoking ban, even outside on a balcony or in the pool area, would likely be found to be reasonable because of the well-known health issues associated with secondhand smoke, writes Gary M. Singer. Photo courtesy Stefan Redel/Dreamstime/TNS
Answer
Smoking has been banned indoors in condominium common areas for a while. The recent trend is to ban smoking in outdoor common areas, like the pool, and in limited common elements, such as balconies. To see if your association has the right to do this, you must review the condominium’s declaration. If allowed, it will need to be voted on by a prescribed majority of the unit owners. As long as all of these hoops are jumped through, the ban goes into effect. Generally, if a community rule is reasonable, it will be upheld if challenged in court. A smoking ban, even outside on a balcony or in the pool area, would likely be found to be reasonable because of the well-known health issues associated with secondhand smoke. The logic would apply to similar activities, such as pipe smoking or vaping. Your community can enforce the new rule the same way it would any other rule. First, a warning letter should be sent to the offending homeowner. If this does not work, they can be fined for breaking the rules. This situation is becoming further complicated by the rising use of medical marijuana. If it were legal, it seems that recreational marijuana would be treated similarly to tobacco. However, an argument can be made that prescribed marijuana might be accepted in some cases as a reasonable accommodation under housing and disability laws.

to say; “ignorance of the law is not a defense” and your well-intentioned husband might have been the unhappy recipient of some very stiff fines. So, what you need to do is separate all the water-based paints like latex and acrylic and the florescent bulbs and these all can be taken to the Marborg recycling center near the airport to be recycled at no charge. Everything else including oil-based paints, solvents, oils, lubricants, and pesticides need to be carefully put in sturdy boxes and taken the UCSB hazardous materials recycling center for safe disposal, also at no charge for local residents. Both recycling centers can be looked up online or in the phone book to check hours and for driving directions. Florescent light bulbs in either the long tubes or the compact curled style (CFL) contain a very small amount of mercury and can’t be put out in the trash any longer.
Get a spring loaded gate wheel Question: Our house is located close to the street, and we have a large heavy wood gate at the side of the house that swings out across the driveway so people can’t see into our backyard, and of course to keep out unwanted visitors. Well, every so often a strong gust of wind catches the gate when it is open and twice now it has slammed into a car, but I’m worried that it is going to hit someone and hurt them. What can we do to keep this gate from being blown shut by the wind? Your HandYman: We have repaired many gates, posts and latches that have been damaged by gates being blown shut and you are wise to be concerned about your large
gate injuring someone or damaging someone’s new car. An easy solution is to purchase a spring-loaded gate wheel at a fencing supply company or hardware store that is designed to support a large gate as it is being operated even though your gate swings freely. A vertical spring pushes the wheel down and lifts the gate up a little. Once the wheel post is bolted to the gate, then tighten down the axle nuts that secure the wheel to the point where the wheel has resistance when turning. Increase the tightness of the axle nut to where the resistance is such that your gate must be pushed for it to open or close. The gate will still be relatively easy to operate but will not be so likely to cause damage in a strong wind.

By Kelly G. Richardson, Esq. CCAL
Kelly, Could you elaborate on the newly signed into law “term limits?” We have a 5-member board and 3 members have served many years. If they are termed out we will have a 2-member board because no one has volunteered to run and serve on the board. We are on our second “acclamation.” – J.L. Mr. Richardson: Could you expand on your recent article where you discuss term limits? I’m a board member and been on longer than I would like. But are we going to be limited on how long we can be on the board? What happens if you can’t get people to run, like in my case? – M.F. Dear J.L. and M.F.: Term limits are not required by law. So, some associations have them and some don’t. Term limits are normally found in the bylaws. The most common term limit is the requirement that a director leaves the board after serving two terms. If your association has bylaws imposing term limits, an unintentional glitch in 2019’s Senate Bill 323 outlawed them. However, this will be corrected starting in 2022, as term limits will be a “new” fifth optional eligibility standard found in a new Civil Code Section 5103(d)(2). For HOAs of 6,000 or more homes, SB 432 adds a new 5100(g)(3)(B)(v) adding term limits to the list of allowable eligibility requirements. It is unclear why very large HOAs were singled out and why Civil Code Section 5100(g)remains. Therefore, HOA bylaws containing term limits provisions were temporarily invalidated in 2020 and 2021 but will be OK again in 2022. There are arguments for and against term limits. When talking to clients about the subject, I normally leave it to client choice.
The primary argument against term limits is that it makes it harder to find board candidates. Also, term limits may reduce the number of experienced directors, since after being “termed out” director may be less willing to return to service after the required year off. The primary argument for term limits is that it eliminates board “dynasties” by forcing directors to take some time off before seeking election or appointment again. Of course, such dynasties are sometimes the unintentional result of member apathy. While one can argue for or against HOA board term limits, to add or delete this requirement normally requires a membership vote to amend the bylaws. Even though applying term limits to candidates should be a simple matter, Civil Code Section 5105(e) adds one more wrinkle to disqualification notices. Candidates are not considered disqualified until they are offered internal dispute resolution, stating that HOAs “shall not disqualify a person” unless they were offered Internal Dispute Resolution under Civil Code Sections 5900-5915. So, does this mean that, in HOAs with term limits, a candidate who has served the maximum consecutive terms could still run as a candidate simply because the HOA failed to offer IDR? The statute’s harsh language is quite clear, so always send IDR invitations along with disqualification notices. Competent counsel and up to date election rules are increasingly essential to ensure valid HOA elections. – Thanks, Kelly p.s. to J.L. – Electing directors by acclamation will be allowed for all HOAs starting in 2022. Check the new Civil Code Section 5103 in January 2022 for the procedure.
