Removing wallpaper Question: The old wallpaper in our bathroom is over 50 years old, is coming unglued at the seams and really is starting to look bad. I want to remove the wallpaper entirely and paint the walls and ceilings for a more modern look as a weekend project. How hard is it to get the old wallpaper off or should I just bite the bullet and hire a professional? Your HandYMan: Wallpapering seemed to be the rage in the 60’s & 70’s and I can remember my parents’ working weekends as a team to wallpaper our bathrooms and dining room. But times have changed, wallpaper doesn’t seem to be quite as popular now, and many homeowners now want to remove that wallpaper which looked so great in the past. Most wallpaper was glued to the wall using a starch-based adhesive that can usually be removed fairly easily with the aid of a nontoxic stripper and a little bit of patience. The stripper is applied over the wallpaper and contains an enzyme that works to dissolve the adhesive that, then, allows the wallpaper to be carefully peeled off. If you must resort to using any scraping tools, take extra care so that you don’t leave scrape or gouge marks on the wall board that may then require the wall to

be retextured prior to painting. Some really tough wallpaper removal jobs will require the use of a steamer that you can rent from a local tool rental company, and a little handheld perforating tool called a paper tiger that rolls over the wall paper making little cuts that allow the steam to penetrate to dissolve the adhesive. Once you have the wallpaper stripped and the adhesive residue washed off, you are then ready to paint provided you have not damaged the wall with a scraper tool. You most likely will find a base coat of paint under the wallpaper that will need to be scored if it has any gloss, and most bathrooms and kitchens are painted with semi gloss or gloss paint. Scoring is accomplished with very light sanding done with a fine grit sandpaper to rough up the old gloss surface giving it what painters call “tooth” which provides the new paint something to grab onto. Often pealing paint in bathrooms and kitchens is the result of a new coat of paint being applied over a gloss surface that was not scored prior to painting, so don’t skip this important step. If this all doesn’t sound like a fun way to spend your weekend, then Santa Barbara has many excellent painting contractors who can do the job for you.

Santa Barbara rent control proposition is wrong on many levels On December 7th, outgoing Mayor Cathy Murillo and Councilmember Oscar Gutierrez are pushing to enact what could be some of the strictest rent controls in the state of California. The two of them have proposed a rent increase cap of just 2% each year. That far exceeds the recently enacted AB1482 that already restricts the ability of property owners to raise rents to 5% annually with an additional CPI increase allowed. You will notice that Ms. Murillo’s and Mr. Gutierrez’s proposal does not allow for any additional cost of living adjustment. I suppose they assume that utility companies, insurance companies and building supply companies will stop raising their rates too. Oh wait, those prices are all going up a lot more than 2% each year. They also want to start a “rent registry” that will track the price of every rental unit in the city and gather information on them and their owners. Who will pay for that? Who will be running it and maintaining that private information? What security can Ms. Murillo and Mr. Gutierrez guarantee that someone’s personal information will not be stolen through a data breach? This overreach might explain why she is soon to be the former mayor of Santa Barbara. If the city is successful in limiting rent increases then their intent of reducing the cost of housing will backfire severely. Small mom and pop landlords, who are the overwhelming majority of rental property owners in our city, have been inundated with new confusing regulations over the last few years from mandatory one year leases to statewide rent caps to just cause eviction restrictions to mandatory rental relocation assistance. More and more of them are giving up and selling their rental properties. That can mean less rental housing in our city in the rental unit was a single family home or duplex. That will translate to higher rents for tenants already struggling with a lack of supply of rental housing. Additionally, for those property owners who stay in business they may not be able to keep up their reserves on their properties to make sure repairs and maintenance are handled promptly. If their expenses rise more than 2% each year (and they do) but the rent received can only be increased by 2% then they will be forced to defer maintenance. That will hurt tenants further in that their living conditions could worsen. A Stanford study demonstrated how San Francisco’s rent control efforts actually caused the rents there to skyrocket over the years. The study showed how rent control would make tenants more likely to stay in a rent-controlled unit versus moving into a new market rate unit thus reducing the available stock of housing. It also caused property owners to remove rental stock from the supply and sell off for owner occupants thus increasing the amount of competition for the remaining units in the market and that raises prices further when units do turn over. California overwhelmingly voted against Proposition 10 in 2018 that would have allowed for widespread rent control policies around the state. This is a bad idea plain and simple. It will hurt tenants as much as it will hurt property owners. City leaders should focus on creating more housing rather than trying to saddle property owners and tenants with more burdensome restrictions that will do little to make housing more affordable.

Do’s 1.Do infuse warm tones to help neutral color palettes feel warm and cozy. 2.Do pair lighter neutral colors such as cream with those that provide a sense of contrast like charcoal, chocolate brown or black. 3.Do consider a monochromatic neutral color palette such as tints, tones and shades of the same color. 4.Do look to mix neutral finishes such as silver and gold. 5.Do consider a neutral palette in spaces in which you wish to create a soothing and calm atmosphere. Don’ts 1.Don’t use a cool, neutral palette in spaces that are overly bright. The space may appear overly light or washed out. 2.Don’t place overly dark selections in the same space. 3.Don’t ignore the opportunity to use a neutral palette in all areas you wish to create a soothing, minimal or modern atmosphere. 4.Don’t overlook the opportunity to infuse neutral in large areas of your decor such as upholstery and wall surfaces. 5.Don’t mix too many colors in the same space. Three colors is a good rule of thumb.

Dear Kelly: Our condo roofs will need replacement soon and there are inadequate reserves. The board had a membership vote on two choices: Increase monthly dues for some years or have owners be responsible for their own roofs. Most of the owners voted for the option of “owner responsibility.” The Board obviously is in favor of giving re-roofing responsibility to owners. The CC&Rs state that the association repairs, maintains, and replaces the roofs, but the directors set up a committee to work out details of “owner responsibility”. Do they have a right to institute such a change based on a sketchy vote without further details having been given? Don’t they have to change the CC&Rs with a new vote before surrendering re-roofing responsibility? – Thanks, C.C. Dear C.C.: Per Civil Code Section 4775, unless the CC&Rs say otherwise, the HOA maintains, replaces, and repairs common area. So, even though there was some type of membership vote or poll, the CC&Rs must be amended to reallocate the roof responsibility to the individual members. That will require a membership vote in compliance with the applicable election procedures. Only CC&Rs can reallocate this responsibility — not rules, board resolutions or committees. I assume your condominium project is “townhouse” style, with residences connected side-to-side, but unless there are clear dividers between each unit, it can be hard to determine where given roofs start and stop. It is unfortunate that the reserves were not properly accumulated. This is the normal outcome — when the day comes that a major component needs replacement, the homeowners at that time suffer the consequence of that associa-

tion’s failure to plan and be prepared. – Sincerely, Kelly Dear Mr. Richardson, At my condominium, our CC&R’s say nothing about who is responsible for the outside water and sewer pipes which supply and drain homes. However, the HOA says it is my responsibility because it only serves my home even though it is outside my building and in the common area. The association says it is their rule that the homeowner must pay. Who is responsible? – Thank You, S.S. Dear S.S.: In past years, many HOA attorneys took the position that a pipe which only served one unit was “exclusive use common area” and was homeowner responsibility. However, two major changes in the law prevented that. One was the modification of Civil Code Section 4475 (referenced above) in 2017 to make it clear that HOAs repair and replace exclusive use common areas as well as other common areas, unless the CC&Rs provide otherwise. The other was the court decision in Dover Village v. Jennison in 2010, which rejected an HOA’s position that drainpipes exclusively serving one unit were “exclusive use common area.” The court noted that the CC&Rs were silent on how the pipes were characterized. The result of the Dover Village opinion and the change to Civil Code Section 4475 is that pipes outside the unit are not going to be considered exclusive use common area unless the CC&Rs say so, and so their maintenance, repair, and replacement will normally be HOA responsibility, unless the CC&Rs say otherwise. Rules, board resolutions, or attorney opinions are not as important as the express language of the CC&Rs. This is a subject for discussion when updating HOA CC&Rs. – Best, Kelly

People who decorate for the holidays appear friendlier, study finds By Avery Newmark If you haven’t already started decorating for Christmas, get to it. People who decorate for the holidays are happier and appear friendlier to their neighbors, according to research listed in the Journal of Environmental Psychology. The study is based on previous and present research where participants were asked to rate the friendliness of strangers based on pictures of their houses. The homeowners self-reported their sociability by rating their social contact with neighbors as low or high. Homes that were decorated with twinkling lights and bows, even if the people who lived there were not social, were rated high because the houses appeared more “lived in” and “open.” Undecorated homes were given low sociability scores.

“As expected, a main effect for the decorated factor indicated that raters used Christmas decorations as a cue that the residents were friendly and cohesive. Decoration interacted with sociability in a complex but interpretable way,” researchers wrote. The results highlighted the social impact of Christmas decorations and how they’re used to communicate with neighbors. Researchers also suggested that decorating your home’s exterior for the holidays could be a way to participate in social activities and gatherings in the neighborhood.
