This is not the weekend to be lazy at the beach. Those who planned on going to Santa Barbara County public beaches over the Labor Day weekend should make sure they stay active to comply with the latest Public Health Officer orders. To reduce crowd sizes and slow the spread of COVID-19, the Health Officer order rules that individuals will be prohibited from passive recreational activities such as sitting, lying,

standing, sunbathing, sight-seeing and picnicking at the beach. Water sports like surfing, boogie-boarding, swimming, paddle-boarding, and kayaking will be allowed, and beaches can also be used for running, walking and cycling. According to Santa Barbara County Community ServicesParks Division superintendent Jeff Lindgren, beaches will be enforced similar to how they were when closed over the July 4 weekend. Signs poke up from the sand alongside the running path and the beach. It outlines beach restrictions for Labor Day Weekend: No sitting, standing or sunbathing. But still, people are sitting, standing and sunbathing. The Santa Barbara County Public Health Department issued an order Aug. 26 to address this weekend. It aims to divert crowds off the beach as Santa Barbara County tries to limit the spread of COVID-19. This order mirrors the one enacted for the weekend of the Fourth of July. During a press conference Friday, Gregg Hart, chair of the Board of Supervisors, said crowds were “not a problem” during the Fourth of July, and officers roamed the beach enforcing the restrictions. He expects the same this weekend. It isn’t as busy as a normal weekend, nonetheless a three-day weekend, but the warning issued seems to have not perturbed a collection of beachgoers in Santa Barbara. Kids are still making sandcastles, though “beach toys” are on the list of prohibited items. Sunbathers snore on the beach, towels flopped over their faces. Girls Inc. of Carpinteria’s annual fundraising auction, dinner, and dance — “An Evening in Bloom” — has been driven to a virtual format due to COVID-19. The nonprofit has replaced its one day of fundraising with an entire month, culminating with a virtual wrap party on Sept. 25 in tribute of the late Girls Inc. of Carpinteria board member Mary Crowley. When it became clear that “An Evening in Bloom” couldn’t go forward the same as usual, Girls Inc. of Carpinteria started thinking of ways to make its digital alternative fun and engaging to the community. According to Executive Director Jamie Collins, this ultimately materialized as the “Challenge for Change,” an online fundraising competition between teams of people involved with Girls Inc. of Carpinteria. The online fundraiser started on Aug. 24 and will conclude on Sept. 25, throughout which teams can win prizes by meeting certain benchmarks like $10,000, $15,000, and $20,000. There will also be a special prize for the team that raises the most money. According to Ms. Collins, Girls Inc. of Carpinteria wants each team to raise $25,000, and the fundraiser as a whole to raise $250,000. This goal is $100,000 higher than the one the nonprofit normally sets, to cover its costs from switching Girls Inc. programming from in-person to digital. Prior to COVID-19, Girls Inc. of Carpinteria held programs after school and during school breaks aimed toward a mission of “inspiring all girls to be strong, smart, and bold.” These programs include early literacy and STEM education. Once the pandemic hit, Ms. Collins and her colleagues saw a need for increased childcare services in Carpinteria. Since one of the two childcare centers in town closed when lockdowns went into effect, Girls Inc. of Carpinteria decided to not just serve its girls in the afternoon, but in the morning as well. Under the current arrangement, in the morning Girls Inc. of

This combined with their regular afternoon enrichment program makes Girls Inc. of Carpinteria a full day program, necessitating a higher than usual fundraising goal. The month-long “Challenge for Change” will conclude with an online wrap party on Sept. 25, this year’s “An Evening in Bloom,” which will be in honor of Ms. Crowley, who died in January after a long battle with cancer. She never had the opportunity to work with Ms. Crowley on the Girls Inc. of Carpinteria board, but Ms. Collins told the NewsPress that she knew the late board member her entire life, having grown up just down the street from her. She said of Ms. Crowley, “She was just one of those women who had an unbending passion for creating opportunities for all girls in Carpinteria.” In a news release, she also said Ms. Crowley was “an exceptional example” of the three qualities Girls Inc. of Carpinteria tries to cultivate in its girls, “strong, smart, and bold.” Though “An Evening in Bloom” has changed in many ways from how it was originally intended, its honoring of Ms. Crowley isn’t one of them. “We knew right away that we were going to honor her,” Ms. Collins said. “Even prior to COVID, we knew we were going to be honoring her at this event.” email: jgrega@newspress.com

SANTA BARBARA — A man was taken into custody Friday afternoon following a 90-minute standoff at the People Assisting The Homeless facility in the 800 block of Cacique Street in Santa Barbara, police said. At approximately 3:30 p.m. Friday, police received a report of a man with a gun at PATH. Prior to police arrival, staff at the facility evacuated the bottom floor of the two-floor facility, said Anthony Wagner, spokesman for the Santa Barbara Police Department. Police evacuated the female dorm on the second floor as they continued to communicate with a witness inside the male dorm. At least 12 police squad cars and the department’s Bearcat SWAT vehicle also responded to the incident, Mr. Wagner said. Police eventually entered the male dorm, escorted several people out and located the suspect, 27-year-old Sean Dalton Bartholow. Mr. Bartholow was taken into custody around 5 p.m. without incident and police located a replica firearm inside the male dorm, Mr. Wagner said. Mr. Bartholow was arrested on a prior felony warrant for possession of a controlled substance and possessing a weapon on a school campus. Additional charges are pending and the investigation is continuing. No injuries were reported.

Sheriff’s Office plans increased patrols, parking enforcement at beaches, trailheads order

Continued from Page A1 personnel will partner in the enforcement, which Mr. Lindgren expects to go just as well as it did over Independence Day. “I don’t expect any difference in enforcement as we had a generally good response from the public, who were appreciative that our beaches remained open unlike other areas of Southern California,� he said. In addition to beaches being closed to stationary activity, parking lots at Santa Barbara County beaches have been closed for Labor Day weekend. However, the Harbor Main Parking Lot and the parking lot and Stearns Wharf will be open, according to Santa Barbara Waterfront business Manager Brian Bosse. As for how violations of the Health Officer order will be enforced, Mr. Bosse said the main strategy will be informing violators of the temporary restrictions rather than punitive measures like fines. “Our primary approach is education,� he stated. Like Mr. Lindgren, Mr. Bosse anticipates most people will follow the rules over the long weekend. “For the most part the public was very receptive and abided by the county directives, and that’s what we’re hoping for this time as well,� he said. Santa Barbara County Sheriff’s Office is going to increase its patrol and parking enforcement at

Pet safety tips issued Santa Barbara County Animal Services has issued several tips for pet owners to help protect their pets during the upcoming heatwave. Pet owners are reminded to: provide water and shade to pets, and allow them to escape the heat and cool down; never leave your pet in a parked car, as vehicles can become overheated; stay off the asphalt to protect the pet’s paws; and limit exercise, as active animals can be more susceptible to heat exhaustion, officials said. Signs of heat exhaustion include: a body temperature above 104 degrees; excessive or prolonged panting; high heart rate or lethargy; dark red or tacky tongue and gums; and vomiting or diarrhea. “If you notice your pet experiencing any of these symptoms, get to your veterinarian right away,� officials said. Those who notice an animal in distress in their community can contact a local Animal Services shelter. Tree of the month: Jelly Palm (Butia capitata) Tree stands out for strongly arched fronds By DAVID GRESS SPECIAL TO THE NEWS-PRESS

T

he Jelly Palm’s distinctive crown — a big ball of recurving blue-green fronds — makes it an easily identified tree in the landscape. Its fronds are very strongly arched (almost forming a half circle) and gracefully recurve toward the trunk. Each frond is large — 5 to 10 feet in length — and bears two rows of leaflets (40 to 80 leaflets on each side), with each leaflet reaching 2½ feet in length. Palms with these types of fronds (pinnately compound) are called “pinnate palms” or “feather palms” because each frond resembles a bird’s pin feather. In addition to its curved fronds, the Jelly Palm can be differentiated from its relatives (the 8 to 12 other species in its genus) by the coarse black spines, which rise from its fronds’ petioles (stems). Great care should be taken to avoid these when pruning! Its solitary and stout trunk grows up to 18 inches in diameter. As older fronds fade and die, they persist on the trunk for several years before they detach, leaving behind ragged, upright, 6- to 10-inch long frond bases. If these frond bases are (carefully!) pruned off, the resulting scars will decorate the trunk handsomely. This is a rather slow-growing palm, putting on less than 6 inches per year in height. At maturity, it can reach 20 feet. The Jelly Palm is monoecious, which means that an individual palm bears both male and female flowers; consequently, it can selfpollinate. In summer, a mature palm will produce several 2- to 4-feet long spathes (flat envelopelike structures), each holding within a bulky inflorescence (flower bearing stem). When the spathe dries, it opens to reveal the inflorescence, which carries 500 to 100 axillary clusters of thousands of tiny (3/8”

long), sweet scented, yellow-lilacreddish flowers. After pollination, the flowers develop into fruits, which are yellow-orange, semi-flattened ovals (1 inch in diameter), thinly fleshed around a single large seed. Though quite edible and similar in taste to pineapple, the flesh is rather fibrous in texture. Apparently, the fruits do not fully ripen until they have fallen on the ground. The fruit pulp can be cooked to make a delicious clear jelly (hence the name “Jelly Palm”) or fermented to make wine. The members of the Jelly Palm’s genus have a gregarious tendency to interbreed, resulting in a good number of described subspecies and varieties, as well as hybridization with other closely related palm species. For example, the hybrid of Jelly Palm with the Chilean Wine Palm (Jubaea chilensis), commonly known as the “Chilean Jelly Palm,” is a beautiful combination of the remarkable features of both parents — and is available commercially. The Jelly Palm is a native of two disjunct areas of South America — one in Uruguay and the other in the Pindo region of southern Brazil. Its other common name, “Pindo Palm,” refers to this region. In its homelands, it is found in sunny, drier locations with sandy soils. Its botanical name is Butia capitata. The genus name, Butia, is the Brazilian name for this palm. The specific epithet, capitata, is a combination of the Latin words “capit” (meaning “head”) and “ata” (meaning “likeness”) and refers to the similarity of its round crown of fronds and trunk to a person’s head and neck. The Jelly Palm has been planted in Santa Barbara since the late 1800s. In 1893, it was advertised for sale in the mail-order catalog of plants in Ralph Kinton Steven’s commercial nursery located at the corner of Cold Springs and Sycamore Canyon

roads in Montecito. A portion of his nursery property is now the grounds of Ganna Walska Lotusland, where old and healthy Jelly Palms still stand. This palm has proven to be well-suited for our area because its deep roots can withstand our periodic droughts. Surprisingly, it is also considered to be the coldhardiest feather palm, able to survive down to 12 degrees. It can tolerate a wide variety of soils, provided they are welldrained. In our mild Mediterranean climate, it will do best when planted in sun to partial shade and given moderate to occasional water. Fortunately, it appears to have no serious insect or disease problems. The Jelly Palm has many outstanding ornamental qualities and practical uses in a sustainable landscape — and can be enjoyed for many years without outgrowing its space. It also does well as a potted outdoor palm. All things considered, it is a lovely palm for Santa Barbara’s streets, public parks, and private gardens. Mature Jelly Palms can be seen in several locations around town: in the median on State Street (between Mission Street and Constance Avenue); in Alice Keck Park Memorial Garden (along the Micheltorena Street side); in East Alameda Plaza; at the County Courthouse (on the Anacapa Street side); and at the entrance to the Cabrillo Pavilion Arts Center. Tree of the Month, presented by Santa Barbara Beautiful, increases awareness and appreciation of Santa Barbara’s many outstanding trees. The nonprofit partners with the Parks and Recreation Department to fund tree planting along city streets. SM teacher holds drive to promote literacy By ANNELISE HANSHAW NEWS-PRESS STAFF WRITER

Annie Turner, an English teacher at Santa Maria High School, spends an hour Wednesdays and Thursdays handing free books to students and anyone else who’d like a copy. She assigned her students to choose a book to read in their free time. But they didn’t have books at home, and they couldn’t just pick up a book at the school library. So Ms. Turner decided to collect books for students to choose from the safety of their cars. “This sidewalk special is my attempt to promote literacy and reading in the children and community,’’ she said in a news release. “My goal is to get books into the community and increase literacy for all levels.” Ms. Turner gathers books for all ages, so students can grab a book for a younger sibling or a parent. She even hopes people will walk by and grab a book. “Until our students and children of Santa Maria have true equity and access to books

and knowledge, grassroots efforts for positivity and literacy should continue,” she said. The book drive is from 1:45 to 2:45 p.m. at the bus drop-off area

For the past two decades, Santa Barbara natives David Tappeiner and Mark DePaco have climbed the ranks of the legal profession, earning recognition as top attorneys in corporate law and estate planning, trust and probate law. This month, the two childhood friends, both graduates of Santa Barbara High School, realized a long-held career dream together: They jointly founded and opened their own law practice, DT Law Partners, a block from the Santa Barbara County Courthouse. “After years of planning and preparation, we are thrilled to be launching this law practice in our beloved community,” said Mr. DePaco. “David and I look forward to continuing to assist Santa Barbara’s businesses and families with their legal needs.” DT Law Partners combines the two attorneys’ talents to offer a wide range of services. Mr. Tappeiner is an expert in estate and trusts, including preparation of all types of

estate planning documents, trust and estate administration, conservatorships, and trust and probate litigation. Mr. DePaco’s legal practice focuses on corporate transactions, including securities offerings, debt and equity raises, mergers and acquisitions and all matters related to corporate and business growth. He operates as outside general counsel to companies of all types and phases of development and counts angel investors, investment companies, funds and family offices among his clients. Born and raised in Santa Barbara, Mr. Tappeiner earned his bachelor’s degree in 1997 from UCSB before moving to Colorado with his wife and daughter. He attended the University of Denver College of Law, receiving his law degree in 2000 and practicing law in Denver from 2000 to 2006. He returned to Santa Barbara in 2006 and joined the law firm of Fell, Marking, Abkin, Montgomery, Granet & Raney, becoming a partner there within two years.

Gauchos fashion another rags-to-riches story with Dillon Tate By MARK PATTON NEWS-PRESS SENIOR WRITER

A raggedy image flashed in Dillon Tate’s mind when he learned about last year’s Major League Baseball All-Star Game in a text message from his mother. Shane Bieber of the Cleveland Indians — his former UCSB teammate — had been just voted most valuable player in the showcase of baseball’s brightest stars. “I’m thinking to myself about how far we’d come,� he began, “about how it doesn’t seem that long ago when I was with these guys and we were sweating outside in our gray pants, with holes in our socks and T-shirts.� He’s become the latest Rags-toRiches Gaucho to reach baseball’s biggest stage. Tate, the only UCSB player ever selected in the first round of the MLB Amateur Draft, has asserted himself since the Baltimore Orioles took him off the disabled list last month. In five relief appearances, he’s stuck out 10 batters and allowed just three hits and three runs in 9 2/3 innings for an earned run average of 2.79. “It’s great to see him looking like the old Dillon,� Gaucho coach Andrew Checketts said. Last month was an august one indeed for former UCSB pitchers. Bieber won six games as well as the American League Pitcher of the Month Award. He, Tate, Justin Jacome and Domenic Mazza were Checketts’ aces in the hole in 2015 when the Gauchos pitched their way to a top-16 seed and the right to play host to the NCAA Regional at Lake Elsinore. “Bieber has been flying the flag for the Gauchos for sure,� Checketts began, “but both he and Dillon have been throwing on the same days the last two weeks and have allowed no runs combined in 17 innings.� They were both flying under the radar when Checketts recruited them out of high school. Only two of his four starting pitchers in 2015 — plus two of the nine in his batting order — were even on scholarship that season. And yet, 36 Gauchos have been drafted by Major League Baseball in the five years since then, tying UCSB with UCLA for most on the West Coast. “Tate, Bieber, Jacome, Andrew Calica — none of those guys even made their Area Code teams in high school,� Checketts pointed out. “They weren’t highly recruited, but they came in here with chips on their shoulders and were a little bit more open to being coached. “It’s easier for a school like UCLA to get commitments. They’ll get eight of the 10 kids they offer. We get four of 10, so we’ve got to work twice as hard.� Their work coaching them has paid off, as well. Ten Gauchos were drafted after that 2015 season, and 10 more were chosen last year, tying UCSB for fourthmost in the nation. Eight of those 10 Gauchos were taken in the first 20 rounds of the 2019 draft — the second-most of any program. “I was one of those people who really benefited from the college experience,� Tate said. “Some guys are ready to go out of high school, and I applaud those guys because it really does take a mature and talented player to be able to make that jump out of high school at 17, 18 years of age.� Tate, who posted a win-loss record of 8-5 for UCSB in 2015, struck out 111 batters to rank sixth all-time for the Gauchos. His ERA of 2.26 put him eighth in the record books and earned him Louisville Slugger All-America honors.

Tate, the only UCSB player ever selected in the first round of the MLB Amateur Draft, has asserted himself since the Baltimore Orioles took him off the disabled list last month. His journey in pro baseball, however, has been a dizzying series of twists and turns. The Texas Rangers took him as the No. 4 pick of the 2015 MLB Amateur Draft but, just a year later, traded him with two others to the New York Yankees for Carlos Beltran. After two years in the Yankee system, Tate was dealt again to the Orioles for Zack Britton. “I struggled when I first got to pro ball, and it kind of taught me to dig a little bit deeper,� he said. “I was getting pulled in so many different directions as far as teaching goes and it got me a little bit out of whack. I needed help to get back on track. “One of the things I learned is that you’re going to be your best teacher, and so are your teammates. Once I learned that, I kind of settled in a little bit more in what it is I do, and what I do well. I was able to build a bit of momentum for myself.� Tate’s big-league debut with the Orioles last year was a microcosm of his pro journey. He hit San Diego’s Greg Garcia with a pitch, gave up an infield single to Manny Machado, and then craned his neck to watch Eric Hosmer launch his next pitch over the right-field wall. He’d faced three batters — and given up three runs. “I remember looking at my catcher and thinking, ‘Man, I’ve got to get on it right here or I’m coming out of this game,’ and I didn’t want that for my very first big-league appearance,� Tate said. “And I turned it up a bit.� He struck out both Hunter Renfroe and Wil Myers, and then finished his debut by retiring Luis Urias on a fly ball to centerfield. “That’s when I realized, ‘OK, I can do this,’� Tate said. His 2020 season was delayed first by the coronavirus pandemic and then by a line drive hit by Pat Valaika — younger brother of former Gaucho Chris Valaika — during an intrasquad scrimmage in late June. “I threw him a 3-2 sinker inside and he shot it back up the middle,� Tate recalled. “I couldn’t get out of the way and it hit my right elbow.� The contusion put him on the 10-day disabled list. He was then sent down to Baltimore’s alternate site in Bowie, Md. – but his spirits remained up. “Being in a negative mindset wasn’t going to serve me or lead me in the direction I want to go,� Tate said. “All I could really do was stay positive with it and keep working.� The Orioles activated him on Aug. 17 and had him pitch 2 1/3 innings that night against Toronto. He allowed just one hit — a tworun home run by Cavan Biggio. He’s given up just two hits and one run in the 7 1/3 innings since then, which included a hitless inning of relief on Friday against his old club, the Yankees. “I wouldn’t change any of the parts of this so far — the struggles and failures that I’ve had,� Tate said. “It’s what’s helped me get to this point.� And that point of view now is from a Major League pitcher’s mound. email: mpatton@newspress.com

CASWELL, Patrick Patrick Thomas Caswell passed away peacefully into the arms of Jesus on August 29, 2020, at home surrounded by his family. Patrick was born on June 11, 1955, in Santa Barbara, CA. He was proud to be an 8th generation Santa Barbara native and loved calling Santa Barbara home. He graduated from San Marcos High School in 1974 where he played water polo and won numerous awards for his artwork. He graduated from Cal Poly San Luis Obispo in 1980 with a degree in Business. Patrick went on to banking and was the Vice President and manager of the Bank of Montecito at the La Cumbre office. It was while he was banking that Patrick met the love of his life, Sandy. Three weeks from the day they met Patrick proposed and six months from the day they met they were married. Patrick left banking in 1990 and became the owner of Knapp Nursery in Goleta with his wife, Sandy. Patrick loved working outside and with plants. Patrick was a hard worker and it showed in everything he did. Later in life Patrick enjoyed restoring old cars. His favorite was a 1950 Chevy panel truck. He won numerous car shows and was respected for his hard work and attention to detail. Patrick loved animals, boats, and music, but most of all he loved his family. Anyone who met Patrick knew he was a family man. He was very proud of his family and loved spending time with them. Patrick is survived by his wife of 37 years, Sandy, and his three children, Jessica (Ryan), Janna, and Matthew, and his three grandchildren, Madilynn, Katherine and Daniel. Patrick is also survived by his mother, Doris, his brother, Mark, and his dear friend George Vranish. Patrick was an avid supporter of the Santa Barbara Rescue Mission and Sarah House. Randall and Janine Stiffler thought the precautions seemed extensive. “We’re outside,” Mr. Stiffler said. “It doesn’t seem to

make sense.” The two drove from Huntington Beach Friday to celebrate Mrs. Stiffler’s birthday weekend. They’ll be leaving Monday and are disappointed the trip doesn’t involve sitting back by the ocean. “We hope to just have fun and be as unrestricted as possible,” she said. As they explained their disappointment, two young women in red bikinis jumped off the pier and splashed into the ocean. The Stifflers asked, “Are they allowed to do that?” Supervisor Hart accentuated

that beaches are not closed; some activities are restricted. Beach activities not prohibited by the order include running, walking, swimming and kayaking. On Friday, families on paddle boards and kayaks yelled to one another as they flopped through waves, and there were peddle carts strolling along the sidewalk. Wildfire readiness meeting next week MONTECITO — The Montecito Emergency Response and Recovery Action Group will hold an emergency preparedness meeting next week. The meeting, conducted via Zoom from 10 a.m. to noon Thursday, will include presentations from Montecito Fire Protection District Chief Kevin Taylor and Division Chief Alan Widling. Sidewalk project to break ground Tuesday GOLETA — A project to construct a new sidewalk to fill the gap along the north side of South Fairview Avenue will break ground Tuesday. The new sidewalk, which will lead to the signalized intersection at the northbound Highway 101 offramp, is aimed at improving pedestrian and bicycle safety in the area. The

project will also include reconstructing the existing sidewalk to conform to the current bicycle and pedestrian ramp connecting Fairview Avenue and Calle Real, according to city officials. The city of Goleta secured Measure A grant funding for the project, which was awarded to Lash Construction. MNS Engineers will provide construction oversight. The project is expected to take one month to complete. A lane closure for southbound traffic will be in place along South Fairview Avenue, while pedestrians will also be re-routed during construction. “When the Sidewalk Infill Project is complete, the connectivity of sidewalk access will improve safety for the over 100 pedestrians and bicyclists per day traveling along Fairview Avenue,” Charlie Ebeling, Goleta Public Works Director, said in a statement. “We are pleased the community will be able to enjoy the improvements for years to come.” — Mitchell White

Flex Alert issued this weekend The California Independent System Operator has issued a statewide Flex Alert calling for voluntary electricity conservation this weekend.

The conservation is requested from 3 to 9 p.m., starting today through Monday. Temperatures this weekend are forecast 10 to 20 degrees above normal and the power grid operator is predicting an increase in electricity demand, primarily from air conditioning use, according to officials. Overnight temperatures are also expected to be at least 10 degrees higher than normal, which prevents infrastructure from cooling down. The high heat can limit the ISO’s ability to import energy to serve demand, officials said. Energy conservation can help lower demand and avoid further actions, including power outages, and lessen the duration of potential power interruptions. “The ISO recognizes that reducing energy use during the hot time of the day is a hardship, especially for those working from home or for families with children schooling at home. However, if a large enough number of consumers conserve even in small ways, they can help grid operators avoid more serious system emergencies,” officials said. Consumers are asked to: set air conditioning thermostats to 78 degrees, if health permits; defer use of major appliances; turn off unnecessary lights; unplug unused electrical devices; close blinds and drapes; use fans when possible; and limit the time the refrigerator door is open. — Mitchell White
